PRE–SEASON IMPORTANT ADMINISTRATIVE ACTIONS
PLAYER REGISTRATION AND ADMINISTRATION
1 - At least 6 CORRECTLY completed Registration forms must be submitted to the League
Registration Secretary by the 31st of August.
2 - A further 6 forms must be received by the League Registration Secretary 7 days before
the first league fixture and 14 days before a cup fixture (Rule 18.18)
3 - A club must register a minimum of 12 players before a League fixture can be played , or
9 in the case of U8, U10 and U12 age groups (Rule 18.8). Failure to adhere to this rule will
result in a postponement of fixtures (Rule 22.3).
4 - All membership fees MUST be paid by the clubs to the Secretary by the 1st of
September (Rule 4.1).
5 - A Registration slip will be issued by the Registration Officer in time for all matches in
case a Manager will be required to produce his players’ slips at the commencement of a
match (Rule 18.14)
INFORMATION 5 DAYS BEFORE MATCH
6 - The Home Club is responsible for notifying the Referee and their opponents the location
of the ground five days prior to the match (Rule 26.2).
ACTION IMMEADIATELY BEFORE AND AFTER MATCH
7- Each Club must on the day of the fixture, exchange match results forms and send the
exchanged form duly completed to the Fixture Secretary within 3 days of the match.(Rule
24.2).
8 - Each home club must phone the result to the Fixture Secretary not later than noon on
the day following the fixture (Rule 24.1).
CANCELLATIONS
9 - A match called off due to unplayable pitch conditions can only be called off by a qualified
referee, Local Council, School officials or an appointed officer of the League and confirmed
in writing to the Fixture Secretary (Rule 22.6).
10 - If a match is called off for any reason a cancellation form must be sent to the Fixture
Secretary by both clubs within 3 working days confirming the reason for the postponement
(Rule 22.7).
11- Cancelling clubs must telephone the Fixture Secretary of a cancellation immediately
(Rule 22.10)
NB This is not an exhaustive list of rules but just a guide.

LLYN AC EIFIONYDD CODE OF CONDUCT
All clubs have a duty and responsibility to promote the
league and club conduct at all times!
The child’s welfare is paramount
All children whatever their age, culture, disability, gender, language, racial origin,
religious belief and/or sexual identity have the right to protection from abuse.
Anyone under the age of 18 years should be considered as a child for the purpose of this
policy.
This Code of Conduct is intended to safeguard not only the children but also the adults
who look after, manage and coach the children.
GOOD PRACTICE
Always be publicly open when working with children. Avoid situations where an adult and
the individual player are left completely unobserved by others.
If physical contact is necessary, it should be done openly. The coach/adult should be
extremely careful as it is difficult to maintain hand positions when the child is constantly
moving. Some parents are becoming increasingly sensitive about the manual support and
their views should also be carefully considered.
Ensure when administering first aid to a casualty’s intimate parts that there is a
chaperon present.
Where possible parents should take on the responsibility for their children in the
changing rooms. Where children have to be supervised in the changing rooms always
ensure that mangers/coaches work in pairs and that gender is appropriate. Encourage an
open environment – no secrets.
Where there are mixed teams playing away from home they should always be
accompanied by a male/female adult.
As a general rule it does not make sense for managers/coaches to spend excessive
amounts of time alone with children away from others.

home where they will be alone with the manager/coach.

ADULTS SHOULD NEVER
Engage in rough or physical or sexually provocative games including, horseplay
Share a room with a child
Permit or engage in any form of inappropriate touching.
Make sexually suggestive comments to a child, even for fun.
Allow allegations made by a child to go unchallenged, unrecorded, or not acted upon.
Do things for a child of a personal nature that they can do for themselves.
However, it may be necessary for a volunteer to do things of a personal nature for children,
particularly if they are very young or disabled. Such tasks should only be carried out with
the full understanding and consent of the parent/ carer. There is a need to be responsive to
a child’s reactions. If the child is fully dependant then the adult should explain what they
are doing and give choices where possible. If during a care situation a child is accidentally
hurt, the child seems distressed in any manner, appears to be sexually aroused by the
actions, or misunderstands or misinterprets something, the adult should report such incident
as soon as possible to another colleague or club official and make a brief written note of the
accidents. Parent/carer should be informed as soon as practicable.
COACHES CODE OF CONDUCT
Be responsible in your demands on children’s time, energy and enthusiasm.
Children play for fun and enjoyment and winning is only part of their motivation.
NEVER ridicule or shout at the children for making mistakes or losing a match.
NEVER shout at or abuse match officials.
Actively discourage any shouting from the sidelines, apart from general encouragement.
Teach players that the rules of the game are mutual agreements which no one should
break.
Develop respect for the ability of opponents, as well as the judgement of officials and
opposing coaches.
Coaches must place the safety and well-being of the performer above the development
of performance.
Coaches must hold Football Association of Wales Leaders Award as a minimum coaching
qualification and should voluntarily be able to provide evidence as to their Person Record-
Prosecution / Conviction History when requested.

Managers / Coaches should provide an example for the players in terms of behaviour,
clothing and attitude and invest more in the well-being and interest of the players than in
their win/loss record. They have a responsibility to emphasise the following to the players in
his/her charge:
Respect for the rules of the game.
Respect for officials and their decisions.
Respect for opponents.
Responsible behaviour.
An emphasis on participation and doing one’s best not a ‘win at all costs’ attitude.
An emphasis on enjoyment and fun.
All mangers/coaches and any persons involved with children must:
1. Hold a valid FAW welfare card
2. Have the welfare card with them at all times
3. Show their welfare card when requested
PLAYERS CODE OF CONDUCT
Play by the rules.
Never argue with match officials.
Control your temper. Verbal abuse of officials or other players, deliberately distracting
or provoking an opponent is not acceptable or permitted.
Work equally hard for yourself and for your team. Your team’s performance will benefit
and so will you.
Be a good sport. Applaud all good play whether for your team or your opponents.
Treat all players as you would like to be treated yourself. Do not interfere with, bully, or
take unfair advantage of another player.
Co-operate with your manager/coach, team-mates and opponents. Without them there
would be no football match.
PARENTS CODE OF CONDUCT
Focus upon the child’s efforts and performance rather than the overall result of the
game. This assists the child in setting realistic goals related to his/her ability by
reducing the emphasis on winning.

Teach children that an honest effort is as important as victory, so that the result of the
game is accepted without undue disappointment.
Encourage children to always participate according to the rules.
Never ridicule or shout at a child for making a mistake or losing a game.
Remember that children learn best from example. Applaud all good play.
If you disagree with the match officials, raise the issue through the appropriate
channels rather than question the official’s judgement and honesty in public. Remember
most officials give their time and effort for your child’s involvement.
Support all efforts to remove verbal and physical abuse from the game of football.
SPECTATORS CODE OF CONDUCT
Children play organised football for fun. They are not playing for the entertainment of
spectators only, nor are they miniature professionals.
Applaud good performances and the efforts from each team. Congratulate all players on
their performance regardless of the match result.
Respect the Official’s decisions.
Never ridicule or shout at a child for making a mistake during the game. Positive
comments motivate.
Condemn the use of violence in any form, be it by spectators, coaches, officials or
players.
Show respect for your team’s opponents. Without them there would be no game.
Encourage players to follow the rules and the referee’s decision.
Demonstrate appropriate social behaviour by not using foul language, harassing players,
coaches or officials.
GUIDELINES, GOOD PRACTICE AND RULES FOR MINI FOOTBALL
The objectives of the Llyn & Eifionydd Junior Football League is to promote and further the
interest of football through coaching and competition.
The Llyn & Eifionydd junior football league recognises that Mini football is for all children
from 5 – 10, regardless of ability, with the features of real football but without undue
pressure on the result.
The fun element of the game is the most important feature and which has prevalence in all
games. It sets a standard and a framework of behaviour on and off the pitch.

To ensure enjoyment children need to:
1. Take an active part in the game and have fun without pressure
2. Learn to play within a team
3. Understand and follow rules
4. Develop skills
5. Take part whatever their ability
6. Have plenty of contact with the ball
CHILDREN DO NOT PERFORM LIKE ADULTS SO THEY SHOULDN’T BE EXPECTED TO
PLAY FOOTBALL LIKE ADULTS DO!
Mini football within Llyn & Eifionydd aims to develop:
better technique
improved concentration
decision making and greater understanding
more movement
more enjoyment
RULES - All clubs affiliated to the league will play to the laws of the game as laid down by
the Football Association of Wales and summarised on the next page, as well as agreeing to
implement our own extra rule. Refer to the FAW Mini - Football Handbook for the full
comprehensive guidelines.
EXTRA RULE BY LLYN AC EIFIONYDD
When one side is leading by five goals or more at half time or during the second period of
play the managers in charge of the winning team must put some condition on their team in
order to stop the score becoming too much and therefore leading to negative feelings, and
the lessening of the enjoyment of the losing team. The result will stand as it was on the
implication of conditions such as:
Reductions in numbers on the winning side.
A good player on the winning side asked to play for the opposition so he has to play
against a better team and so develop his own game.
Restrictions on the number of touches for the winning team or certain players on the
winning team.
Player positions reversed.

The maximum goal size for all age groups is 12ft x 6ft.
It is highly recommended that at Under 6 and Under 8 a smaller goal is utilized. This can be
achieved through using cones, placing a 12ft x 6ft Mini Goal face down or using specific smaller
goals (such as pop up goals).
1. The goal area extends 10 yards from the goal area and across the full pitch.
2. Each game has two equal halves and an interval of not less than 5 minutes.
Under 6’s play for 2 x 10 minutes
Under 8’s play for 2 x 15 minutes
Under 10’s play for 2 x 20 minutes
3. Substitutes may be used at any time and players may re-enter the game. All
players must have a period of play.
4. A kick off to start and re-start the game should be taken from the centre of the
playing area.
5. The ball is out of play when:

a) it has wholly crossed the goal line or touch line on the ground or in the air
play has been stopped by the referee.
b) The ball is in play at all other times, including when:
it rebounds from a goalpost, crossbar or corner flag and remains in the field
of play
it rebounds from the referee on the field of play.
6. There is no offside.
7. Law 12 applies to free kicks but all fouls result in an indirect free kick and the
opposition must be at least three yards away from the ball.
8. Law 15 applies to throw ins and they should be taken in the normal way but some
flexibility is allowed.
9. Law 17 applies to corner kicks and they should be taken in the normal way although
the defending team must be at least three yards away from the ball.
10. Goalkeepers can handle the ball in the penalty area but not outside.
11. Goalkeepers can kick the ball out of their hands up to under 10.
12. Goal kicks are taken anywhere on the edge of the penalty area with the opposition at
least three yards away. They must be kicked out of the penalty area.
13. There are no restrictions on players in the goal area.
14. Players can pass the ball to their own goalkeeper to handle the ball.
15. Each club has an obligation to ensure that the rights, dignity and worth of every
child, regardless of gender, ability, culture or background receive the uttermost
respect.
LLYN & EIFIONYDD MINI FOOTBALL POLICY
1. The League issues fixtures and will levy fines if fixtures are not fulfilled.
2. The League will publish results but not allot points or publish League Tables.
3. Each club must send in results sheets.
4. The U6’s, U8’s and U10’s must be registered and each age group to field two teams
(at least) and play two matches (at least) at each age group with never more than 8 v
8 playing giving ample room to have plenty of touches on the ball.

5. All clubs must observe the FAW mini football rules together with the extra draft
rule relating to the negativity created when one team thrashes another.
6. The League will have a one day Tournament at the end of the season with medals
presented to the winners and runners up.
7. The League has a system by which fair play and sporting behaviour is rewarded by
the opposing Manager recording marks out of ten on the result sheet. They should
consider the behaviour of players, managers and supporters.
8. All clubs must ensure that supporters do not intimidate the opposing club players or
shout instructions to their own club players and that wherever possible the
supporters are situated at least three to five feet away from the touchline
demarcated for that purpose. The only person who should give instructions to the
players are the Managers and that should be curtailed to interval periods or at most
restricted to coaching from a technical area either side of the centre line to allow
players to solve some problems for themselves. The manager/coach or any other
spectator must NEVER ENCROACH ON THE FIELD DURING PLAY except to treat
an injured player with the referee’s permission.
9. All managers should allow players to try out their skills and increase their repertoire
and be educated about football without the fear of being reprimanded for failing
and/or losing the match.

THE LLYN AC EIFIONYDD JUNIOR FOOTBALL LEAGUE CONSTITUTIONAL RULES
PART 1
1. TITLES AND CONSTITUTION
1.1 Llyn ac Eifionydd Junior Football League: - This amalgamation of Clubs shall be called
‘The Llyn ac Eifionydd Junior Football League’ and shall consist of all Clubs whom the
Management Committee consider eligible whose grounds are situated within the following
boundary: - Commencing from the sea the boundary line shall follow the Afon Llyfni
Eastwards and Excluding the community of Llanllyfni continue along the minor road
through Tan-yr-Allt to the B4418 road and shall follow the Southern boundaries of the
communities of Nantlle and Rhyd Ddu to the summit of Snowdon. It shall continue directly
to Pen-y-Gwryd and then along the A4086 road to Capel Curig, from where it shall go
South to follow the Eastern boundaries of the communities of Dolwyddelan, Blaenau
Ffestiniog and Trawsfynydd to the Southern end of Llyn Trawsfynydd and then to the
summit of Rhinog Fawr. The boundary line shall then continue directly West to Cardigan
Bay.
1.2 The MANAGEMENT COMMITTEE may include clubs whose grounds are situated
outside the above described boundary subject to approval by those clubs area associations.
1.3 The League shall be affiliated to the North Wales Coast Football Association and all
member clubs must be affiliated to their area association in which their ground is situated.
The League shall be divided into a number of divisions as required and approved by the
Management Committee.
2. AIMS AND OBJECTIVES
2.1 The objectives of the League shall be to provide for promoting and furthering the interest of
association football offering coaching and competitive opportunities in the LLYN AC
EIFIONYDD LEAGUE CATCHMENT AREA.
2.2 The aims and objectives of the League should be consistent with the furthering of equal
opportunities for all groups between the ages of five and seventeen years of age in
Association Football.
2.3 In furtherance of the above objects but not otherwise
(a) Raise funds and invite and receive sponsorships, donations and gifts including property
whether subject to any special trust or not.
(b) To acquire by way of purchase, lease or otherwise to maintain and manage land,
building equipment and football kit.
(c) Do all such things as are necessary for the attainment of the above objects.
3. MEMBERSHIP
3.1 The League shall consist of the officers and club representatives and players.
3.2 Membership of the League shall be open and not unreasonably restricted on the grounds of
sex, race or of political, religious or other opinions to any person in the area who is
prepared to accept and support the objectives of the League.

3.3 In accepting membership a person agrees to abide by the constitution of the League and the
ruling of the League Executive Committee and the code of conduct as laid down by
NWCFA. (see appendix C)
3.4 Members under the age of seventeen shall be considered as Junior Members.
3.5 Junior Members shall not have the right to vote at meetings but are entitled to elect two
members to represent all the clubs and vote as full members on the committee of the
League.
4. MEMBERSHIP FEES
4.1 Membership fees shall be stipulated at the Annual General Meeting and are payable by the
Clubs to the Treasurer by September 1st.
4.2 The Executive Committee may decide upon other charges or subscriptions at its discretion.
5. OFFICERS
5.1 The following officers shall be appointed annually by the clubs attending the Annual
General Meeting PATRON, PRESIDENT, VICE PRESIDENT, CHAIRMAN, VICE-
CHAIRMAN, HON. GENERAL SECRETARY, ASSISTANT SECRETARY GIRLS,
HON. TREASURER, HON. REGISTRATION SECRETARY, HON. FIXTURES
SECRETARY, LEAGUE WELFARE OFFICER, NWCFA REPRESENTATIVE,
NEUTRAL MEMBER, LIFE VICE PRESIDENTS MAY BE ELECTED AT THE A.G.M
5.2 Where possible, no officer should hold more than one position in the League.
5.3 Officers (i.e. Chairman, Vice-Chairman, Secretary, Fixture Secretary, Registration
Secretary and Treasurer) can represent a club in committees.
6. MANAGEMENT
6.1 The League shall be governed by a Management Committee, consisting of one
representative from each registered Club, Patron, President and Vice-President, the
Officers, a Representative of the NWCFA, Neutral Members, plus two junior member
representatives.
6.2 The Hon. Secretary shall keep a Minute Book, giving a true record of all resolutions
adopted and all decisions sanctioned. Representatives of Eryri RA accepted into the
Management Committee. (This representative may attend and vote but he may NOT
officiate in the League.
7. MANAGEMENT COMMITEE
7.1 The Management Committee may appoint any sub-committee they consider necessary and
delegate powers to that sub-committee as they so wish. All decisions of a sub-committee
are subject to ratification by the Management Committee, with the exception of the
Disciplinary Committee. Offending clubs have the right to appeal to the North Wales Coast
FA against any decision taken by the Disciplinary Committee.
7.2 The Management Committee and / or the Disciplinary Committee may impose a fine not
exceeding £25 or any such punishment deemed necessary on clubs / officials, who in the
opinion of the said committees, are in breach of any of the league constitutional rules.

7.3 A sub-committee will be formed each year to deal with disciplinary matters, which are in
contravention of the constitutional rules of the league.
7.4 The sub-committee will be called “THE DISCIPLINARY COMMITTEE” and will meet at
any time, at the discretion of the League Secretary who will not participate in the
proceedings except for the recording of the minutes.
7.5 This committee will be authorised to issue punishments it sees fit, in accordance with the
rules of the League and on completion of the meeting, the League Secretary will inform the
League Management Committee of their findings.
7.6 THE DISCIPLINARY COMMITTEE WILL COMPRISE OF NEUTRAL MEMBERS,
WHOSE DECISION WILL BE FINAL, SUBJECT TO APPEAL TO THE NORTH
WALES COAST FA.
7.7 The League Secretary will inform clubs of any disciplinary matters being brought against
them in writing, in order to give the club the opportunity to defend their case(s), either
personally or in writing. Each case will be dealt with individually.
7.8 The sub-committee will exercise a code of practice of which all clubs will be made aware.
7.9 The Management Committee shall have the power to deal with any matter not provided for
in the Rules.
8. MEETINGS – QUORUM VOTING
8.1 The Management Committee will meet at least once every three months, the Quorum to be
one third of the Management Committee.
8.2 Clubs failing to attend a Meeting WILL BE FINED £5.00 if no reasonable apology is
acceptable to the Management Committee. Clubs failing to attend 2 Successive League
Meetings shall be fined £10.00 irrespective of reason.
8.3 Each Club Representative; Patron; President; Vice-Presidents; Officers; Representative of
NWCFA; Eryri RA and Neutral Members plus two Junior member representatives shall be
entitled to vote (see rule 6.1)
8.4 The Chairman shall have a deliberate and casting vote (provided he has used his deliberate
vote in the first instance) in the event of voting being equal, this shall also apply to any
voting at a Sub-Committee meeting except at a Disciplinary Hearing (see app A)
9. APPLICATION FOR MEMBERSHIP
9.1 Application for Membership shall be made to the League Secretary, on or before 30th
April.
Clubs intending to resign from the League must do so on or before the date of the Annual
General Meeting. All claims by the Club against the League must be submitted in detail by
this date.
10. SUBSCRIPTION
10.1 All age groups who play fixtures in competitive leagues shall pay an annual subscription
fee of £50 per team by 1st September.
10.2 Clubs entering any age group who play in periodic tournaments only and not in Leagues
shall pay £25 per age group by September 1st.

10.3 Any team registering after that date must pay a late fee of £10.00.
10.4 No team will be permitted to play any fixture until the fees are paid and received by the
Secretary.
10.5 Each new club when entering the League must pay a deposit of £25 by way of guarantee,
that the club will duly perform its full obligations to the league. If the league has no claim
against any club when they resign from the league the deposit will be refunded.
11. ANNUAL GENERAL MEETING
11.1 The Annual General Meeting will be held in the month of June for the Consideration of the
Rules of the Constitution and League, Certified Statement of Accounts which must be
examined by a qualified accountant and presented by the first meeting of the following
season, the Election of Officers and any other certified business which the Management
Committee consider to be relevant. All business to be transacted at a General Meeting shall
appear on the Agenda which must be circulated to Clubs and Voting Members 10 DAYS
PRIOR to the date of the meeting.
12. ALTERATION TO THE RULES
12.1 Any alterations or additions to these rules for inclusion on the Agenda for the Annual
General Meeting must be received by the Hon. Secretary not later than 30th
April.
13. SPECIAL GENERAL MEETING
13.1 No Special General Meeting shall be convened unless a requisition is received, signed by
NOT LESS THAN TWO THIRDS OF THE CLUBS IN THE LEAGUE, OR AT THE
REQUEST OF A MAJORITY OF TWO THIRDS OF THE MANAGEMENT
COMMITTEE, or at the request of the Officers, if in their opinion any alterations to these
Rules could not tolerate a delay until the next Annual General Meeting.
13.2 The requisition must contain full details of any suggested alteration or addition to the Rule
or Rules. On receipt of such a request, the Secretary will call the necessary meeting within
twenty one days, giving the Clubs and voting Members seven days notice of such Meeting
describing in full the reason for calling the Meeting. All rule changes will require a 2/3
majority at an annual and/or special general meeting.
14. ACCOUNTS
14.1 The League shall keep a Book of Accounts showing in details all items of income and
expenditure.
14.2 The Fund of the League shall be lodged in a Bank Approved by the Management
Committee.
14.3 All cheques must be signed by any two from Chairman, Treasurer, Secretary and an
appointed officer.
14.4 The League year shall end on the 31st May when a Statement of Accounts for that year will
be drawn up and circulated with the Agenda for the Annual General Meeting. These
accounts will be examined by a qualified accountant and presented at the first meeting of
the following season.
14.5 All monies received from Final Ties will be paid into the League’s accounts.

15. LAWS OF THE GAME
15.1 All Clubs Affiliated to this League will play to the laws of the Game as laid down by the
Football Association of Wales.
16. DEFINITION OF PLAYERS
16.1 Players shall be non-contract players, and shall be under the age of the division he / she
intends to play as at midnight 31 August each year. The League will allow teams to register
girls in order to participate in all League competitions up to under 12 age groups. If there is
no provision for girls’ football in the League then girls may play mixed football until the
under 16 age group. Girls who participate within the League must be accompanied by a
female adult.
16.2 Age groups to be: -
Over five – under 6 (4 v 4)
Over sevens – under 8 (4 v 4)
Over nine – under 10 (6 v 6)
(these age groups will play mini football only)
Over 11 years – under 12 years
(Teams must play at least 9 a side dependent on the number of players registered
(Change to team numbers as directed by FAW)
Over 12 years – under 14 years
Over 14 years – under 16 years
16.3 Whilst a boy / girl remain on the roll of a recognised school, priority must at all times be
given to school organised activities in accordance with the recommendation of a
memorandum of schoolboys / girls and school games. In accordance with a letter received
from the FA of Wales, the parent and child have complete freedom of the child’s activities
outside school hours.
16.4 A player who is over nine years and under fifteen years before the qualifying date approved
by the FA of Wales in any playing season should not play in a team involving players who
are more than two years older than himself / herself. A player under the age of sixteen may
only play for one club. A player who is eligible to participate in small sided football (under
11) will not be allowed to participate at under 12 level. Any Club found to be in breach of
this Rule will be dealt with by the Discipline Committee, who shall impose a minimum fine
of £40 upon the offending Club.
16.5 Five rolling substitutes may be played in a game.
17. PLAYERS ELIGIBLE TO PLAY
17.1 Any player of a club (as defined in rule 15) shall be eligible to play provided he / she has
not taken part in a league match for another club during the same season, or is not
registered for another club. His / her transfer must be obtained from the club with whom he
/ she is registered.
18. REGISTRATION OF PLAYERS
18.1 A playing member of a club is one who has signed a central registration form before and by
31st March which has been registered with the League’s Hon. Registration Secretary during

the current season, or one who has to such club in the manner outlined by NWCFA, and the
receipt of such registration or transfer has been duly received by the club, from the
Registration Secretary.
18.2 Any player once a paid up registered member of this League will not have to pay another
League registration fee if the team he plays for disbands and he chooses to play for another
team / club.
18.3 A player shall sign for one club only. A player signing more than one registration form, or a
club knowingly inducing a player to sign, shall be dealt with by the Disciplinary
Committee.
18.4 There is no restriction on catchment areas within the League. But consider Club
Accreditation Criteria regarding the touting of players outside a clubs locality.
18.5 Current year’s registration forms only may be used costing 25p each.
18.6 Each team must register a minimum of six players or five players in the case of clubs
who need to play 7 or 8 a side because of lack of numbers by the 31st August. These
players must be registered with the League Registration Secretary by 31st August.
Teams failing to do so will be fined a minimum of £10.
18.7 The minimum number of players allowed to be registered by a team with the League at
any one time is twelve. Teams participating in mini and under 12 football shall register a
minimum of 9 players.
18.8 If a team has less than twelve players or nine in the case of Under 12 Boys or Girls
Football registered at the commencement of the season, then / that team’s fixture will be
postponed until such time that team has registered the required amount of players as a result
of which rule (22.3) will be enforced upon the offending team for each match the team fails
to fulfil.
18.9 Players may cancel their registration, but must wait 14 days before they can sign for
another club.
18.10 A registration of a player can only be terminated as follows
(a) By mutual consent of the club and player. But a player who has his / her registration
cancelled cannot sign for another club for 14 days after the date of the cancellation
of his / her registration.
(b) By transferring from one club to another as per rule.
(c) By a decision of the Management Committee.
18.11 When registering a player, it is the responsibility of the Club to check the player’s birth
certificate or medical card and thus endorse the registration form that the check has been
made before submitting the forms to the Registration Secretary. Any manager not
complying with this rule will be fined a maximum of £10.
18.12 A registration slip will be issued by the League in respect of each player registered with the
League, upon which will be attached a current passport style photograph of the players
concerned (club will be responsible for supplying the photograph to the Registration
Secretary). Each player will sign his / her registration slip (Only coloured photographs are
allowed)

18.13 Each registration form will include the player’s full name, address, and date of birth, school
attended and team to whom registered.
18.14 Club will be responsible for the safe keeping of the slips and will be required to produce his
player’s registration slips at the commencement of each match.
18.15 Current registration slips must be provided if requested before the commencement of a
match. Failure to provide such slips will render the club to be fined a minimum £35 when
called to a Disciplinary hearing. Both managers and match referees must indicate the
offence and sign the reverse of both match sheets to inform the Fixture Secretary of the
offence.
18.16 A player will also be ineligible to play until he / she has produced and signed his / her
registration slip.
18.17 A registration form will not be accepted by the Registration Secretary unless it has been
fully completed, signed by a parent, player and manager and accompanied by two up-to-
date coloured passport photographs of the players at the commencement of each season.
18.18 Players registered with this junior league, may only register with this league at least seven
days before a league fixture and fourteen days before a cup tie.
18.19 Registered players of this junior league, who register or play with any other junior league
team, shall have their registration with this league cancelled.
18.20 No team shall register any player who is registered with any other junior football league. If
such a player is registered, then that player will be deemed ineligible to play in any cup
match or league match organised by this league. A fine of £25 may be imposed on any club
found guilty.
18.21 If the player moves residence to an area covered by another Club, he may continue with the
Club he registered with at the beginning of the season until the end of the current season.
At the beginning of the following season, however, he must register with the Club within
his Area of Residence.
19. TRANSFERS
19.1 In the event of a player wishing to change his / her club during the season, the club
requiring his / her transfer shall give the club with which he / she is registered seven days
notice in writing of their intention.
19.2 Only one approach shall be made by a club to the same player during the current season.
19.3 After seven days the transfer of the player may be completed and any offending club found
delaying the transfer will be fined £10 by the Disciplinary Committee.
19.4 Transfer forms can be purchased from the Registration Secretary for £1, and when
completed by the player and respective clubs, the form must be forwarded to the
Registration Secretary with a further fee of £9.
19.5 The transfer is not complete until the fee has been received by the Registration Secretary.
19.6 All the above is possible provided the procedure as laid out by NWCFA rules on
Registration Transfers cancellation is followed, also our rule (18) must be observed.

20. APPROACH OF PLAYERS
20.1 Any Club found guilty of inducing or attempting to induce directly or indirectly a player or
players of another League Club to join their Club shall be guilty of misconduct and shall be
liable to Expulsion.
21. PLAYING INELIGIBLE PLAYERS
21.1 Any team playing an ineligible player or players will have three points deducted for each
league match in which the ineligible player has participated and will be fined £25 per
game.
21.2 In the case of Cup matches the offending team will be adjudged to have lost the match.
22. FIXTURES
22.1 All fixtures shall be arranged on a system decided by the Management Committee and shall
not clash with the Conference Date of FA of Wales or North Wales Coast Cup
Competitions relevant to the League.
22.2 Clubs shall not mutually agree to play a match in lieu of a League Match. If a match is
played to a conclusion, then it must be deemed to be a League Match.
22.3 Clubs failing to fulfil a fixture without rendering a satisfactory explanation shall be fined a
sum not exceeding £25.00 plus pay reasonable proven out of pocket expenses of the
disappointed club. The Disciplinary Committee may deduct three points and may order the
match to be played in the case of a league fixture. In the case of a cup fixture the offending
club may be deemed to have lost the tie.
22.4 Only the League Fixture Secretary will re-arrange a league or cup match. Clubs will not
re-arrange a league or cup match, unless in the case of a league match, the Fixture
Secretary has given his / her permission or consent.
22.5 If the abandonment of match is the fault of a team, then the Disciplinary Committee will
deal with the Club for Misconduct and if no satisfactory explanation is given for the
abandonment, then the Disciplinary Committee may allow the result to stand, fine a club up
to £25, and / or order the match to be replayed.
22.6 A match can only be called off, due to bad weather, by a league appointed referee, Local
Council (in respect of Council controlled grounds), school officials (in respect of education
controlled grounds), or an appointed officer of the League in relation to any ground. This
officer must be nominated by the League Chairman or the League Secretary.
22.7 A cancellation form must be sent by both clubs confirming the reason for the postponement
and must be sent to the Secretary within three days (Sunday and Bank Holidays excluded).
Club failing to send such reports shall be fined £5.00. If there is any outside body involved
with the cancellation (e.g. school, Referee, owner of a field) a letter confirming the reason
for cancellation must be forwarded also.
22.8 When a club has to cancel a fixture because of ground unavailability a reversal of fixtures
must be considered. If the away fixture has been played then the use of a neutral ground
must be considered. When fixtures are cancelled due to ground unavailability where senior

teams prevent junior teams from using the pitch on match days the team that relies on the senior pitch should have arrangements for an alternative venue.
22.9 When organising a second date for the fixture plans must be set in place by the home club
to play the away fixture in lieu of the home game.
22.10 Cancelling clubs failing to inform the Fixture Secretary of cancellation of the match on the
day of the game, or before shall be fined £5.00
22.11 Any club wishing to cancel a fixture for any reason other than those mentioned above can
only do so by providing the Fixture Secretary with 2 weeks to notice in writing to this
effect.
22.12 This facility to be used for no more than 2 games a season per age group.
22.13 If the club disagrees on match day or times or where venues are restricted. In regard to
number of pitches – under 12 should play first on Saturday morning and under 14
afterwards, under 16’s should play on Saturday afternoons.
23. DURATION OF MATCHES
23.1 Duration of Matches shall be two equal halves as listed below, with an interval of not less
than 5 minutes between two halves.
Under 6 4 a side 2 x 10 min
Under 8 4 a side 2 x 10 min
Under 10 6 a side 2 x 20 min
Under 12 9 a side 2 x 25 min
Under 14 11 a side 2 x 35 min
Under 16 11 a side 2 x 40 min
23.2 All Cup Matches to be played and completed on the same day i.e. extra time of 10 mins
each way, or 8 min in the case of eight or nine a side and then penalties as per ruling.
24. RESULT OF MATCHES
24.1 Each HOME CLUB must phone result immediately, to the League Fixture Secretary or at
the latest before 12 noon the following day. Failure to comply will result in a fine of £5.00.
24.2 Each Club must, on the day of a fixture, exchange match return forms, which must include
the full names of players competing, with the opposing side. Completed returns, to include
match result, name of Referee and marks attained, and stating which club is sending the
form, must be forwarded to the Fixture Secretary within THREE DAYS of the Match
excluding Sundays and Bank Holidays. The Referee should also sign the forms. Failure to
send such reports correctly filled in will result in the defaulting Club being fined £5.00.
24.3 The number on the player’s shirt must correspond with the number on the form, except for
small sided games i.e. under eleven and younger where numbered shirts will not be
required
25. REFEREES
25.1 HOME CLUBS are responsible for the APPOINTMENT OF A REFEREE. If possible a
duly qualified and registered Referee is to be appointed.

25.2 In the event of a non-qualified referee being appointed and not turning up, then the two
clubs to agree amongst themselves as to who will act as Referee, preference being given to
any qualified Referee present.
25.3 The person appointed in these circumstances takes over the responsibilities and duties of a
Referee and will be considered a servant of the NWCFA before, during and after the match.
25.4 In the Final Ties of the Cups, the Referee (and Assistant Referee if available) will be
appointed by the Officers of the League. The Officers also reserve the right to appoint a
Referee to any League Match if they deem it necessary.
25.5 In the Final Ties, mementoes will be awarded to match officials in lieu of fees and
expenses.
26. GROUNDS
26.1 All Clubs are responsible for finding their own ground and must notify the League
Secretary of the location of the ground. The minimum size of the ground must comply with
the FA Wales guidelines.
26.2 Nets will be used. All teams of under 14 and younger should use a size 4 football. The
Home Club is responsible for NOTIFYING THE REFEREE AND THEIR
OPPONENTS of the location of ground and dressing rooms FIVE DAYS PRIOR TO
THE MATCH. Football Association of Wales and North Wales Coast FA have priority for
any ground used by this League, and directly affiliated leagues to the FA of Wales Ltd.
27. CHAMPION CLUBS
27.1 At the end of the season competitions the top Clubs in each Division of u12, u14 and u16
shall be declared the Champion or Runner-up Club of their Division. Three points having
been awarded for each game won and one point for each game drawn.
27.2 Should two or more Clubs be equal on points, then the Clubs shall Play OFF on a Neutral
Ground.
27.3 If the score is equal at the end of the required time extra time will be played for 10 mins
each way or 8 mins each way for eight or nine a side, then the taking of Penalties (as laid
down by the FA of Wales) will decide who shall be declared the Winners.
28. PROTEST – CLAIMS – COMPLAINTS
28.1 All protest, claim and complaints, MUST reach the HON. SECRETARY within THREE
DAYS (Sundays and Bank Holidays excluded).
28.2 Three copies of such protest, claims or complaints MUST be sent with a fee of £10.00,
which will be treated as a deposit, pending the hearing of the Protest, Claim or Complaint.
28.3 The fee may be forfeited if the Protest, Claim or Complaint is not sustained by the
Disciplinary Committee.
28.4 Any Club, Player or Official may appeal to the North Wales Coast FA against any decision
taken by the Disciplinary Committee and / or Management Committee.
28.5 Such appeal must be in triplicate, with deposit of the relevant amount, and must reach the
Secretary of the North Wales Coast FA by Registered Post or Recorded Delivery. (F.A.W.

Rule 31.4 Notice of Appeal to the Football Association of Wales). The 10 day notice of
appeal stated in FAW Rule 31.4 applies as follows:
1) If the Plaintiff / Defendant was present at the Appeals / Commission of a Management
Committee of an Area Association or Directly Affiliated League, and was informed of
the committee’s decision at that hearing, then the 10 day notice of appeal will
commence as and from the day following the date of that hearing. The Plaintiff /
defendant must be advised verbally at their hearing of their right of appeal to The
Football Association of Wales under FAW Rule 31.4.
2) If the Plaintiff / Defendant was not present at the Appeals / Commission of a
Management Committee of an Area Association or Directly Affiliated League, or was
present but not informed of the decision at that hearing, then the 10 day notice of appeal
will commence as and from the day following the date such decision was mailed to
them in writing. It will be assumed that the date of the letter advising of the decision
will be the date of posting, unless proven otherwise. Such letter must also advise the
Plaintiff / Defendant of their right of appeal to The Football Association of Wales under
Rule 31.4.
28.6 Any League Officer aware of any discrepancy by a club, team player or any official of a
club or team must report the matter to the Management Committee.
29. FINES
29.1 All fines must be paid within fourteen days from the date recorded on the correspondence
from the League Secretary, unless an appeal has been lodged with the NWCFA in which
case the League Secretary must be informed.
29.2 Clubs failing to pay fines within fourteen days may receive an additional fine of £10.00.
29.3 In relation to Cup Matches, the team involved in the non-payment of fines will be expelled
from the Cup Competition if the cup match is one of the matches that will have to be
postponed due to the non-payment of the fine (unless rule 29.1 applies).
30. CLUB COLOURS
30.1 Each club in the league shall register its colours with the League Secretary each season and
this to include each team within the club if their colours are to vary.
30.2 In the event of two teams having the same or similar colours, then the HOME club must
change.
30.3 Once a team has registered its colours, it must keep those colours for the whole season.
30.4 A team may change its colour due to unforeseen circumstances but permission must be
sought from the League Secretary.
30.5 Football outfit (such as shirt, socks, shorts) and any other equipment which is the property
of the League will not be used by League clubs for their own use, or hired / lent out to any
outside body.
30.6 Only under exceptional circumstances may permission be given for the use of such outfits
and / or equipment by league teams and this may only be given by the League Chairman.
30.7 Any club / officer failing to abide by this rule may be fined up to £25.00.

30.8 The Llyn ac Eifionydd JUNIOR FOOTBALL LEAGUE colours for representative sides
will be BLUE AND WHITE. (U9, U11, U12, U13, U14, U15, U16 and U17)
31. MISCONDUCT ON THE FIELD OF PLAY
31.1 Players, officials, referees and spectators reported for misconduct on the field of play will
be dealt with by the North Wales Coast FA.
31.2 Any team found guilty of serious breach of rules will be expelled from the league by order
of the Management Committee. The defaulting club has the right to defend the case.
31.3 All league teams must be accompanied by a responsible adult. Clubs failing to carry out
this rule may be subject to a fine not exceeding £10.00.
31.4 The League Management Committee will have the right to cancel a player’s registration
with the League if Serious Misconduct is proved against such a player.
32. GUARANTEE OF SAFE CUSTODY OF LEAGUE TROPHIES
32.1 A guarantee of the safe custody of any cup won by a club shall be given by the club
winning the same. Such guarantee shall be in office at the same time the cup was won.
32.2 The league shall see that suitable insurance is obtained to cover the loss or damage to
league trophies.
32.3 The league may charge the cost of the insurance to the winning club.
33. CHAMPIONSHIP MEDALS
33.1 The winning teams and runners up will be presented with mementoes if the league funds
permit. The league may provide 16 mementoes (and 13 mementoes for 7 or 8 a side) to
winners and runners-up. Teams requiring additional mementoes will be required to
purchase and supply same.
34. PLAYER OF THE YEAR
34.1 The league shall also run a league player of the year award for all leagues and a trophy will
be awarded to the winners.
35. PLAYERS SELECTED TO PLAY REPRESENTATIVE MATCHES
35.1 Any player selected to play in any match organised by the league, failing or refusing to play
without sufficient reason, shall be guilty of misconduct and be dealt with by the
Disciplinary Committee.
35.2 Any club which is found to have encouraged or instigated such conduct on the part of the
player shall also be deemed guilty of misconduct and be dealt with by the Disciplinary
Committee.
35.3 Any team who has TWO or more players selected for any League Representative Match or
organised school activity, shall have the right to cancel their match for that day (EXCEPT
A CUP FINAL).
35.4 Playing for a centre of excellence or regional squad do not constitute a representative
match.

36. TRUSTEES
36.1 The Chairman and Secretary of the League shall be for all intents and purposes, the legal
holders of the cups and any other property in trust for the league.
PART 2
1. CUP RULES
These rules shall apply to all cup competitions organised by the league and the general
league rules shall also apply unless otherwise stated.
2. ENTRY
Clubs must enter all the cup competitions organised by the league.
3. ADMINISTRATION
The Management Committee shall have the entire control of the competitions.
4. LAWS
The matches shall be played under the rules of the FA of Wales and in accordance with the
laws of the game.
5. QUALIFICATION OF PLAYERS
5.1 All players must be registered members of the club they wish to play for and they must
have been registered 14 days prior to the conference date of the match.
5.2 The members of each team may be changed during the series of matches but no player shall
play for more than one competing club in the same season.
5.3 In the case of postponed, abandoned matches, only those players eligible on the original
date of the fixture shall be eligible to play.
5.4 Postponed and abandoned matches must be replayed on the date given by the League
Fixture Secretary.
6. PROTESTS
6.1 Any objection to the qualification of the player, must reach the Secretary of the League (in
triplicate) within three days (Sunday and Bank Holidays not included) after the conclusion
of the game in which the offending player objected to has played, and with a deposit of
£10.00.
6.2 Such deposit may be forfeited if the protest is not sustained.
7. INELIGIBLE PLAYER
If any player is found ineligible, then the club playing him / her shall be adjudged to have
lost the match. The club will also be fined £25.00.
8. VENUE OF TIES
8.1 The clubs shall be drawn in pairs and the first club so drawn shall have the choice of
ground.

8.2 Byes shall be drawn at the discretion of the Management Committee.
8.3 Draws for cup competitions will take place at the League Management Committee meeting.
These will take place after each round.
8.4 If the scores are level at the end of the scheduled playing time, then extra time must be
played as follows :-
Under 12’s – 10 minutes each way or 8 mins each way for eight or nine a side
Under 14’s – 10 minutes each way
Under 16’s – 10 minutes each way
8.5 If the score remains level at the end of extra time, then the winners will be decided upon by
the taking of penalties as laid down by the FA of Wales Rules.
8.6 The Management Committee may alter cup competitions in order that they may be played
on a two leg basis with the exception of final ties, which will remain on a one match basis.
8.7 Home team manager to telephone the result of matches to the Fixture Secretary NOT
LATER THAN NOON OF THE DAY FOLLOWING THE TIE. (Fine £2.00 see rule
24) both teams to submit match report forms – fine for non compliance Fine £5.
9. FULFILMENT OF TIES
9.1 Any club failing to play on the appointed date of the match, or leaving the ground before
the completion of the match shall be dealt with by the Disciplinary Committee for
misconduct.
9.2 If the offending club cannot render a satisfactory explanation, they shall be adjudged to
have lost the match, and will be liable to a fine not exceeding £25.00 and made to pay
reasonable proven expenses (if incurred) to the innocent club.
9.3 Only when a team has TWO or more players involved in school activities may a team be
allowed to postpone a cup match, with the permission of the Fixture Secretary (EXCEPT
A CUP FINAL). A letter from the organising body should be forwarded to the Fixture
Secretary within three days (Sunday and Bank Holidays excluded) as proof.
9.4 If a cup match is postponed on it’s due conference date then that match will take place the
following week and replace any free date given or replace any arranged league fixture as
agreed by the Fixture Secretary. A cup fixture takes priority over any league fixture.
10. SEMI-FINAL AND FINAL TIES
All Finals will normally be played at neutral venues, as arranged by the Management
Committee, who shall also take responsibility so as to ensure that the game is controlled by
a NWCFA approved Referee but venues may be varied subject to the consent of both clubs
concerned. Rule 9.3 will not apply in the case of Finals. Semi-Finals will be played at the
home ground of the team being drawn ‘out of hat’ first; they will also be responsible for
arranging for the referee. In the event of a drawn game at the end of normal time, then extra
time will be played; if still drawn, then the game will be decided on penalties, as laid down
by the Rules of the FAW.

11. MEMENTOES
The Management Committee shall present suitable mementoes to players on completion of
final ties if league funds permit. The Management Committee shall provide 16 mementoes
for winners and runners up or 13 for teams playing 7/8 ‘a’ side. Teams requiring extra
medals will have to purchase and supply same.
12. Where a neutral venue is used for the purpose of the Final then the hosting Club will be
entitled to claim £10 from the League towards any cost they may have incurred. Such
claims for reimbursement must be properly supported by an invoice from the person / body
or organisation levying the charge upon the Club in the First Instance.

APPENDIX A
CODE OF PRACTICE FOR DISCIPLINARY COMMITTEE
1. TITLE, OBJECT AND FUNCTION OF COMMITTEE
The sub-committee shall be known as the “Disciplinary Committee”. The sub-committee
will function in accordance with the Constitutional Rules of the LLYN AC EIFIONYDD
JUNIOR FOOTBALL LEAGUE. The object of the Disciplinary Committee is to bring
uniformity and consistency, when dealing with claims, complaints and protests.
2. FORMATION OF THE DISCIPLINARY COMMITTEE
THE DISCIPLINARY COMMITTEE WILL COMPRISE OF NEUTRAL MEMBERS
AND THE LEAGUE SECRETARY WILL CONVENE THE MEETING AND RECORD
MINUTES ONLY, THE DISCIPLINARY COMMITTEE’S DECISION WILL BE
FINAL, SUBJECT TO APPEAL TO THE NORTH WALES COAST FA.
3. HEARINGS, QUORUM AND VOTING
At least three members of the committee have to be in attendance in order to form a
quorum. The Chairman of the hearing will have casting vote only. The League Chairman
has the authority to call an emergency hearing upon the request of the discipline committee.
The emergency hearing can take place at any time, but discretion should be used and three
days notice of the hearing should be given to any club involved. This can be done either by
telephone or by letter (if delivered by hand). The time and venue of such emergency
hearings will invariably differ from normal hearings.
4. RECORDING OF HEARINGS
A discipline book will be kept by the League Secretary, the entries of which will include
the date of hearing, the team / club involved and the nature of the case. Also recorded in
this book, will be the result in each case. Club managers will be allowed access to examine
entries at monthly meetings under the supervision of the League Secretary.
5. FINES
All fines imposed upon clubs will be paid to the League Secretary within fourteen days of
the hearing, in accordance with rule 29 of the constitutional rules. On receiving the fines
the Secretary will forward a receipt to the club involved.
6. CLAIMS, PROTESTS AND COMPLAINTS
In accordance with rule 28, all protests, claims and complaints must reach the League
Secretary within three days (Sunday and Bank Holidays not included). Three copies of
such protest, claim or complaint, must be sent, with a fee of £10, which will be treated as a
deposit pending the hearing of the protest, claim or complaint. If the claim is not
substantiated then the fee is forfeited.
7. PLAYERS

The discipline of players for misconduct cannot be dealt with by the Disciplinary
Committee. Such complaints will be subject to North Wales Coast Football Association
Disciplinary Committee.
8. APPEALS
Appeals against the decision of the Disciplinary Committee will not be heard at a further
Disciplinary hearing. All appeals will be made to the North Wales Coast Football
Association, in accordance with rule 28.
9. CODE OF PRACTICE
9.1 Clubs involved in a disciplinary matter will be informed 7 DAYS before the committee sits.
9.2 Clubs will be informed by letter and will be given the option to either send a representative
to the meeting or state their case by letter.
9.3 Telephone messages to committee members will not be acceptable.
9.4 Letters will be delivered by hand where possible, this to avoid clubs making representation
saying that they have not received them.
9.5 If a club does not send a representative to a hearing or inform the league by letter of their
intention to attend a hearing, then the case against the club will be dealt with in their
absence.
9.6 Each club will be allowed to send one representative to the hearing, in order to make
representations on behalf of the club.
9.7 Each case brought before the committee will be dealt with on an individual basis.
9.8 Clubs involved in Disciplinary matters will be informed of the result of the hearing by the
League Secretary. This will be done by letter. On completion of each hearing, the Secretary
will announce the result of the committee’s decision at the League Management Committee
meeting.
9.9 The scales of fines and / or deduction of points will be decided upon by the Disciplinary
Committee and discretion will be used by this sub-committee at all times.
9.10 Any member of the Disciplinary Committee, who has any involvement with any team /
club who are subject to a disciplinary case being brought before the committee, then that
member will step down from the committee whilst the case is in progress, and will not take
part in the discussion and result of that particular case. It is recommended that the member
concerned leave the room whilst the case is being heard and dealt with.
APPENDIX B -- POLICIES
1. A Football Development Officer should be elected at the AGM. The Functions to include
the co-ordination of activities between Clubs, Managers, Parents, Players, the League, the
Development Centre and the Gwynedd Development Officer. The officer would also co-
ordinate coaching the development centre running in tandem with league team coaching.

2. The League Committee and / or the new Development Officer will elect managers for all
age groups as necessary by the October meeting so that league representative sides may
participate in tournaments commencing in October.
APPENDIX C -- NWCFA CODE OF CONDUCT
REPORTING OF OFFENCES BY MATCH OFFICIALS
The child’s welfare is paramount
All children whatever their age, culture, disability, gender, language, racial origin, religious
belief, and/or sexual identity have the right to protection from abuse.
Anyone under the age of 18 years should be considered as a child for the purpose of this
policy.
This Code of Conduct is intended to safeguard not only the children but also the adults who
look after, manage and coach the children.
GOOD PRACTICE
Always be publicly open when working with children. Avoid situations where an adult and
the individual player are left completely unobserved by others.
If physical contact is necessary, it should be done openly. The coach/adult should be
extremely careful as it is difficult to maintain hand positions when the child is constantly
moving. Some parents are becoming increasingly sensitive about the manual support and
their views should also be carefully considered.
Ensure when administering first aid to a casualty’s intimate parts that there is a chaperon
present.
Where possible parents should take on the responsibility for their children in the changing
rooms. Where children have to be supervised in the changing rooms always ensure that
mangers / coaches work in pairs and that gender is appropriate. Encourage an open
environment – no secrets.
Where there are mixed teams playing away from home they should always be accompanied
by a male/female adult.
As a general rule it does not make sense for managers / coaches to spend excessive
amounts of time alone with children away from others.
As a general rule it does not make sense to take children alone in a car on journeys,
however short.
As a general rule it does not make sense for managers / coaches to take children to their
home where they will be alone with the manager / coach.
ADULTS SHOULD NEVER:
Engage in rough or physical or sexually provocative games including, horseplay

Share a room with a child
Permit or engage in any form of inappropriate touching.
Make sexually suggestive comments to a child, even for fun.
Allow allegations made by a child to go unchallenged, unrecorded, or not acted upon.
Do things for a child of a personal nature that they can do for themselves. However, it may
be necessary for a volunteer to do things of a personal nature for children, particularly if
they are very young or disabled. Such tasks should only be carried out with the full
understanding and consent of the parent / carer. There is a need to be responsive to a child’s
reactions. If the child is fully dependant then the adult should explain what they are doing
and give choices where possible. If during a care situation a child is accidentally hurt, the
child seems distressed in any manner, appears to be sexually aroused by the actions, or
misunderstands or misinterprets something, the adult should report such incident as soon as
possible to another colleague or club official and make a brief written note of the accidents.
Parent / carer should be informed as soon as practicable.
COACHES CODE OF CONDUCT:
Be responsible in your demands on children’s time, energy and enthusiasm.
Children play for fun and enjoyment and winning is only part of their motivation.
NEVER ridicule or shout at the children for making mistakes or losing a match.
NEVER shout at or abuse match officials.
Actively discourage any shouting from the sidelines, apart from general encouragement.
Teach players that the rules of the game are mutual agreements which no one should break.
Develop respect for the ability of opponents, as well as the judgement of officials and
opposing coaches.
Coaches must place the safety and well-being of the performer above the development of
performance.
Coaches must hold Football Association of Wales Leaders Award as a minimum coaching
qualification and should voluntarily be able to provide evidence as to their Person Record-
Prosecution / Conviction History when requested.
Managers / Coaches should provide an example for the players in terms of behaviour,
clothing and attitude and invest more in the well-being and interest of the players than in
their win/loss record. They have a responsibility to emphasise the following to the players
in his/her charge:
Respect for the rules of the game.
Respect for officials and their decisions.
Respect for opponents.

Responsible behaviour.
An emphasis on participation and doing one’s best without a ‘win at all costs’ attitude.
An emphasis on enjoyment and fun.
All mangers/coaches and any persons involved with children/vulnerable adults must:
1. Hold a valid FAW welfare card
2. Have the welfare card with them at all times
3. Show their welfare card when requested
PLAYERS CODE OF CONDUCT:
Play by the rules.
Never argue with match officials.
Control your temper. Verbal abuse of officials or other players, deliberately distracting or
provoking an opponent is not acceptable or permitted.
Work equally hard for yourself and for your team. Your team’s performance will benefit
and so will you.
Be a good sport. Applaud all good play whether they are your team, or your opponents.
Treat all players as you would like to be treated yourself. Do not interfere with, bully, or
take unfair advantage of another player.
Co-operate with your manager/coach, team-mates and opponents. Without them there
would be no football match.
PARENTS CODE OF CONDUCT:
Focus upon the child’s efforts and performance rather than the overall result of the game.
This assists the child in setting realistic goals related to his/her ability by reducing the
emphasis on winning.
Teach children that an honest effort is as important as victory, so that the result of the game
is accepted without undue disappointment.
Encourage children to always participate according to the rules.
Never ridicule or shout at a child for making a mistake or losing a game.
Remember that children learn best from example. Applaud all good play.
If you disagree with the match officials, raise the issue through the appropriate channels
rather than question the official’s judgement and honesty in public. Remember most
officials give their time and effort for your child’s involvement.

Support all efforts to remove verbal and physical abuse from the game of football.
SPECTATORS CODE OF CONDUCT:
Children play organised football for fun. They are not playing for the entertainment of
spectators only, nor are they miniature professionals.
Applaud good performances and the efforts from each team. Congratulate all players on
their performance regardless of the match result.
Respect the Official’s decisions.
Never ridicule or shout at a child for making a mistake during the game. Positive comments
motivate.
Condemn the use of violence in any form, be it by spectators, coaches, officials or players.
Show respect for your team’s opponents. Without them there would be no game.
Encourage players to follow the rules and the referee’s decision.
Demonstrate appropriate social behaviour by not using foul language, harassing players,
coaches or officials.
APPENDIX D
Before permission is granted to allow photographs of children to be taken written permission
must be given by those children’s parents / guardians. This permission is given only to bona
fide photographers. Each club is to be responsible for securing that permission.
