PRESS RELEASEProject Inception Workshop on climate change

Dushanbe, Tajikistan – June 10, 2011 – On June 9, UNDP conducted the project inception workshop on climate change capacity assessment in the Hyatt Regency conference hall to introduce key stakeholders to the launch of the Activities 1 and 3, implemented by the UNDP Tajikistan under the Pilot Programme for Climate Resilience (PPCR). About 40 participants gathered to discuss climate change issues in the country and to prioritize key sectors of the economy and natural resources that are most vulnerable in their institutional, technical and individual capacity to adapt to climate change.

“Climate change impact in Tajikistan is more challenging because of the imbalance in the country’s vulnerability and low capacity to cope, that first of all, burden the country’s economy, natural resources and human development,” said Rastislav Vrbensky, UNDP Country Director. Mr. Vrbensky emphasized the importance of the partnership of the Government of Tajikistan, PPCR Secretariat, Multilateral Development Banks, NGOs and international agencies to achieve PPCR overall goals and objectives.

The participants have been introduced to PPCR Phase I components A1 and A3 on ‘Technical assistance in conducting institutional analyses and raising climate change awareness in Tajikistan.’ Distinguished participants included representatives of the Executive Office of the President, Members of the Parliament, Multilateral Development Banks (ADB, EBRD and WB), NGOs and other national and international organizations.

In the course of the workshop project partnership strategy and its main work-streams were discussed. The workshop featured live discussion and group works on climate change capacities of the governmental and non-governmental agencies in Tajikistan, where each group presented their findings on existing situation, gaps and possible solutions. The findings of the workshop once again acknowledged that water resources and management, agricultural development, energy, and land resources/forestry should be highlighted as priority sectors to gain capacity on adaptation to climate change. Moreover, as it was stressed by Prof. Abdulkhamid Kayumov, national consultant of the Climate Change Centre (State Administration for hydrometeorology), human health and its adaptive capacity to cope with climate risks, should also be prioritized. At the same time, gender issues and continuous education and raising awareness should be crosscutting in all priority sectors.

PPCR consist of two phases: Phase 1 comprise 6 components to develop strategic approach for climate resilience, where Phase 2 proposes series of investments for building climate resilience. PPCR Phase I component A1 and A3 will work to improve national institutional capacity and capacity of service providers on climate change awareness raising for the Phase 2 activities. The components A1 and A3 are implemented by UNDP with the World Bank being a funding agency.
