Dear PRIA Members and Guests:

Welcome to Albuquerque and the 2017 Winter Symposium. This is PRIA’s first visit to New Mexico and we are pleased that Bernalillo County, home to Albuquerque, is one of our members.

“Up, Up and Away – Soar with PRIA in Albuquerque” is our theme and our programs will take you to new heights. You’ll get a look into the future of the real estate industry, expand your understanding of blockchain technology, learn ways to reduce document rejections and raise your awareness of eNotarization. There is something of interest for all registrants, both government and business.

We welcome Craig Thomas, senior director for government relations for Freddie Mac, as the keynote speaker who will give us a glimpse into what he sees for the future of real estate under the new administration. Thomas is primarily responsible for providing management and business areas with information and analysis on legislative developments and policy issues impacting Freddie Mac.

A number of our own knowledgeable PRIA presenters and panelists will take the stage to offer programs on current industry topics, including predictable recording fees, TIFF-PDF/A, GIS and more. You will leave Albuquerque armed with information to take back to your organization. If you are not a member, then I urge you to consider making the PRIA commitment while you are at the conference. The PRIA membership year runs from August 1 –July 31, so right now you can join at just 50 percent of your applicable membership category and take advantage of a half-year’s membership before renewing on August 1. There are membership applications (for both government and business) included in this program.

On behalf of the PRIA Board of Directors, I want to recognize the volunteers on the Winter Symposium Planning Committee who have planned all the functions for this event. Their commitment to the success of this year’s Winter Symposium has been invaluable. Please take a moment over the next few days to personally thank the committee members for their service to the association.

Craig thomas, senior director, government relations, joined Freddie Mac in June 1990. He has spent most of his 26-year career at Freddie Mac in government relations, serving in a variety of positions in both legislative and regulatory affairs functions.

In his current role as senior director for government relations, he is primarily responsible for providing management and business areas with information and analysis on legislative developments and policy issues impacting Freddie Mac. He also provides support to management and business areas in producing information and testimony to Congress under FHFA protocols, and communicates management and business perspectives on legislative issues to FHFA.

During his Freddie Mac career, he also has served as director for public policy and public relations. Thomas has a B.A. from Westmont College and an M.A. from Georgetown University.

brent a. Jones, Pe, Pls, is global manager for cadaster and land records at Esri. Based in Washington D.C., he oversees Esri’s worldwide strategic planning, business development and marketing activities for land records, cadastral, surveying and land administration. As a recognized technology innovator, Jones specializes in modernizing existing land administration systems and designing new GIS-based cadastral management platforms for small and large governments around the globe.

He is a member of the URISA board of directors, past president of the Geospatial Information and Technology Association and a current member of the United Nations Committee of Experts on Geospatial

Information Management, sitting on the Expert Group on Land Administration and Management.

Established in 1969, Esri creates systems that drive all components of land and cadastral administration, including addressing, registration, taxation/valuation, planning and development.

bill anderson is vice president of government affairs at the National Notary Association (NNA). A California Notary since 1996, Anderson has created and presented notary education courses in over 40 states. He currently oversees the NNA’s legislative, government relations and notary bonds and insurance programs and works to promote, professionalize and elevate the notary public profession by researching notary public law and technology issues, writing on topics relevant to notaries, developing policy and promoting legislation.

Kathleen M. butler joined the American Society of Notaries as its executive director in 2001, guiding the society’s reorganization and resulting growth in product offerings, educational opportunities and member services. She represents the society in all matters concerning notary public policy at the national and state levels. Her work on behalf of notaries public and the society has created valued working relationships within the Notary Public Administrators Section of the National Association of Secretaries of State, the Uniform Law Commission, Property Records Industry Association and with numerous providers of essential notary products and services.

Butler is a 34-year veteran of professional association work, having served with major state and national associations for such diverse industries as insurance, telecommunications, manufactured housing and, most recently, notaries public.

A life-long resident of Tallahassee, Florida, Butler attended Florida State University where she studied music on a Cello Performance scholarship.

KofilePatricia fry retired in 2007 after 30 years of teaching commercial law in 2007. She is now the Edward W. Hinton Professor of Law Emeritus at the University of Missouri-Columbia School of Law.

From 1990 to 1994, Professor Fry chaired the Subcommittee on Electronic Commercial Practices of the Uniform Commercial Code Committee, ABA Business Law Section. That subcommittee grew quickly under her leadership and now is the Cyberspace Committee of the ABA Business Law Section.

After her appointment to the Uniform Law Commission for North Dakota, Professor Fry served on the Drafting Committees to revise UCC Article 2 and for the Uniform Computer Information Transactions Act. She chaired the Drafting Committee for the Uniform Electronic Transactions Act.

In 2000, upon her move to the University of Missouri-Columbia, she was appointed to the Uniform Law Commission for Missouri and continued to serve on a variety of study and drafting committees. Now a life member of the ULC, she most recently chaired the Drafting Committee to Revise the Uniform Law on Notarial Acts, which includes provisions for electronic signatures by notaries and signers, and the committee to amend RULONA to provide for remote notarizations for persons outside the United States. She now chairs a study committee charged with exploring further amendment of RULONA for other remote notarizations. She currently is a member of the Permanent Editorial Board for the Uniform Commercial Code, of the Uniform Law Commission’s Technology Committee and of study committees looking at identity management and at the laws governing quarantines.

Throughout her career, Professor Fry has spoken and written on the subject of the relation between commercial transactions and practices, electronic technologies and the law. In recent years, most of her speaking has been on the subject of remote notarizations.

Mark ladd is the vice president of regulatory & industry affairs for Simplifile, LC, provider of a collaboration platform that connects lenders, settlement agents and counties. In this role, Ladd monitors federal, state and local initiatives that could have an impact on Simplifile’s current business operations, as well as future business expansion and line extensions.

Prior to joining Simplifile, Ladd was the owner of Addison/One, LLC, a consulting firm focused on improving and automating land records recording and management systems. In this capacity, Ladd served as the technology coordinator for PRIA and was instrumental in the development of the PRIA eRecording XML standards.

Ladd served as the register of deeds in Racine County, WI, from 1994 until 2004. During his tenure he implemented the first electronic recording system in Wisconsin, which was the tenth such system in the nation.

Active in many national trade associations, Ladd serves on the Board of Directors for PRIA, where he currently holds the position of president. He has previously served as the vice-chair of the Residential Governance Committee for the Mortgage Industry Standards Maintenance Organization (MISMO).

Ladd’s background as a register of deeds, his involvement in the national standard setting process and experience in the private sector provides comprehensive insight into the dynamic electronic mortgage collaboration arena.

larry burtness currently serves as the Washoe County recorder, in Reno Nevada. Prior to his election in November 2014 he served as chief deputy recorder beginning in 2001. He brings job related experience to his duties as county recorder, including 40 years in the private sector and public sector and has worked hand in hand with and for county recorders for most of his career.

As a member of PRIA since 2006, Burtness has worked with government and business professionals around the country to keep the Washoe County Recorder’s Office near the forefront of the recording industry. Through his involvement with PRIA, he has worked on a variety of white papers and best practices on electronic recording, records preservation and land records management systems and currently serves as PRIA’s vice president.

Charles e. epperson is the chief technology officer for MRN3 Family of Companies which includes MRN3, SigniaDocs and DepotPoint. He has over 20 years of information systems and IT management experience in the areas of operations, programming, business analysis, software design and development and electronic commerce and eMortgage technologies / implementation. Epperson joined the MRN3 Family in 2009 after 10 years spent with Stewart Title in the leadership role of eMortgage technology and development. He received his M.S. in Computer Science from the University of Arkansas at Little Rock in 1999. In his current position, he is active in the research, development and implementation of paperless real estate transactions, electronic intelligent document production, electronic mortgage transactions and e-closings utilizing enforceable electronic document, digital

signatures, electronic storage, delivery and the use of secure virtual transaction folders for all real estate transaction participants.

Phil dunshee is the project manager for the Iowa Land Records system, a statewide electronic recording system and online land records access system governed by the Iowa County Recorders Association. He is a certified project management professional (PMP). He founded Enterprise Iowa (EI) in 1999 - a project management firm focused on information technology and economic development. His career experiences include serving as a senior policy advisor to Governor Terry E. Branstad (soon to be the U.S. Ambassador to China), and as the deputy director of the Department of Economic Development for the State of Iowa.

Dunshee also contributes to his local community – serving as the Executive Director of the Johnston Economic Development Corporation. He is a former cubmaster and scoutmaster for Pack 98 and Troop 98

of the Mid-Iowa Council Boy Scouts of America. A native of Burlington, IA, he is a graduate of Southeastern Community College, earned a B.S. in economics at the University of Iowa and a Masters of Public Administration degree from Drake University. He is affiliated with the following professional organizations: Professional Developers of Iowa, Central Iowa Economic Development Practitioners, Project Management Institute – Central Iowa Chapter, and the Technology Association of Iowa.

Kim leGate has worked at the Davidson Country Register of Deeds Office since 1985. She began indexing documents, then recorded documents and eventually served as the team leader in the Recording Department. A graduate of the Metropolitan Management Institute, LeGate has most recently served as chief deputy of operations for the register’s office. LeGate is also active in national organizations. She is a former board member of PRIA and currently serves as co-chair of the Education Committee.

Chris stephan, senior vice president, business development, SPL Inc., has been involved with the real estate document recording industry for over eight years. He has played a key role in the growth and expansion of electronic recording within California for title companies, as well as counties. Stephan is the co-chair of the Northern California Property Records Education Partners (PREP) and served on both the eRecording Excellence Committee and Predictable Recording Fee work team for PRIA. Being a regular speaker at numerous conferences and meetings, he continues to educate clients and counties about electronic recordings.

Stephan attended College in Houghton, Michigan at Michigan Technological University where he graduated with honors, Cum Laude, with a focus on Industrial Marketing and Management.

Karl trottnow joined First American in 1992 and is currently working in the National Production Services division. One of his main objectives is the expansion of the department’s eRecording capabilities. In addition to eRecording, he oversees First American’s recording fee calculator, as well as the billing and audit functions of the recording department.

Trottnow co-chairs PRIA’s LRMS Best Practices project. He has been a presenter at American Land Title Association, Mortgage Bankers Association and Ohio Recorders Association conferences, as well as the Arkansas eRecording Commission.

Marc aronson began his career at the Pennsylvania Association of Notaries (PAN) in 1972 and was appointed president and CEO in 1983. Since then he has grown the organization to over 41,000 members with a combination of high quality training, responsive customer service and national expertise on notarial practice and law.

He provided the initiative for the development of the national Revised Uniform Law on Notarial Acts (RULONA). He was a member of the Pennsylvania Electronic Recording Commission, and was an observer during the Uniform Law Commission’s development of the Uniform Real Property Electronic Recording Act (URPERA). He has been an active member of the Property Records Industry Association (PRIA) for the last 17 years, serving in many capacities, including two terms as a board member.

He is also active as an advisor nationally on traditional paper-based notarial practice, as well as electronic notarial matters, working with the Electronic Signature and Records Association (ESRA), the Mortgage Industry Standards Maintenance Organization (MISMO), the American Land Title Association (ALTA), the National Association of Secretaries of State (NASS) Notary Public Administrators (NPAs) section, the International Blockchain Real Estate Association (IBREA) and other organizations who

seek his expertise in the notarial field.

Kay Wrucke is the recorder for Martin County in Fairmont, MN. Wrucke serves on the Minnesota Electronic Real Estate Recording Commission and is chair of the Minnesota Official Multiple System, a county driven statewide marriage and military veteran’s index. She actively works with Minnesota counties, real estate business partners and state agencies on legislative issues pertaining to county services, fees and service development. Wrucke is a past president of the Property Records Industry Association, the National Association of County Recorders, Election Officials and Clerks, Minnesota Association of County Officers and Minnesota County Recorders Association. Wrucke has a BS degree from Minnesota State University in Social Science and History.

Mark ladd is the vice president of regulatory & industry affairs for Simplifile, LC, provider of a collaboration platform that connects lenders, settlement agents and counties. In this role, Ladd monitors federal, state and local initiatives that could have an impact on Simplifile’s current business operations, as well as future business expansion and line extensions.

Prior to joining Simplifile, Ladd was the owner of Addison/One, LLC, a consulting firm focused on improving and automating land records recording and management systems. In this capacity, Ladd served as the technology coordinator for PRIA and was instrumental in the development of the PRIA eRecording XML standards.

Ladd served as the register of deeds in Racine County, WI, from 1994 until 2004. During his tenure he implemented the first electronic recording system in Wisconsin, which was the tenth such system in the nation.

Active in many national trade associations, Ladd serves on the Board of Directors for PRIA, where he currently holds the position of president. He has previously served as the vice-chair of the Residential Governance Committee for the Mortgage Industry Standards Maintenance Organization (MISMO).

Ladd’s background as a register of deeds, his involvement in the national standard setting process and experience in the private sector provides comprehensive insight into the dynamic electronic mortgage collaboration arena.

Caitlin long is chairman and president of Symbiont, the market-leading smart contracts platform for institutional uses of distributed ledger technology. She previously spent 22 years on Wall Street in senior roles, working for Morgan Stanley (2007-2016), Credit Suisse (1997-2007) and Salomon Brothers (1994-1997). During her career she started and ran three new businesses, was a top-ranked equity research analyst for the life insurance sector, and worked directly for the co-CEOs on a business restructuring in Zurich.

Margo tank is one of the leading lawyers whose practice focuses on the intersection of financial services, technology, and government enforcement. A partner in Buckley Sandler LLP’s Washington, DC office, she advises traditional financial services companies, as well as technology clients on the full spectrum of regulatory compliance matters related to the use of electronic signatures and records to enable digital financial services transactions and online, mobile, and emerging payments – including prepaid cards and virtual currencies. She also advises clients on laws related to privacy and data security surrounding electronic financial services and payments matters.

Tank began her legal career as counsel to the U.S. House of Representatives, Committee on Banking and Financial Services. An early advocate for the financial services industry’s acceptance and implementation of electronic signatures, she served as counsel to the Electronic Financial Services Council and assisted the

group to draft and lobby for the Electronic Signature in Global and National Commerce Act (ESIGN). She is currently counsel to the Electronic Signatures and Records Association (ESRA) where she works to further electronic financial services policy before Congress and federal regulators. She also is counsel and co-reporter for SPeRS – Standards and Procedures for Electronic Records and Signatures. She is a member of the American Bar Association’s Business Law Section and the Committee on the Law of Commerce in Cyberspace, a member of the Electronic Transactions Association’s Mobile Payments Committee, is on the xDTM Standard Board of Governors and is a legal member participant in the Digital Chamber of Commerce’s SmartContract Alliance.

In 2016, she was appointed as an observer to the Uniform Law Commission’s Study Committee to Amend the Revised Uniform Law on Notarial Acts.

She has since been re-elected in 2010 and 2014 for terms of four years. Walker has over 22 years of experience in both the elections and recording programs and brings an exuberant approach to the citizens of Jackson County by combining knowledge, enthusiasm, energy, and positive spirit to the courthouse environment.

annette M. hill has served as assistant commissioner and the city register in the New York City Department of Finance since December 2003. The city register records, files and maintains for public inspection an official record of all real and personal property transfers and economic interest transfers in the Bronx, Queens, New York (Manhattan) and Kings (Brooklyn) counties. In addition, Hill’s other responsibilities include updating and correcting the agency’s property ownership and mailing address files.

Prior to her appointment, Hill was the director of the city wide payment centers of the Department of Finance. She began her career with the City of New York over 20 years ago with the Department of Transportation as a customer service supervisor in the Parking Violations Bureau. Hill is currently the 1st vice president of the New York State County Clerks Association, a member of the board of directors of PRIA and a member of the International Association of Government Officials. She was co-chair of the eRecording committee of the New York State Association of County Clerks for the passage of the eRecording legislation, was an active member in the focus group which worked with the New York State Office of Technology on the development of the eRecording regulations.

A graduate of Queens College, Hill holds a B.A. in Urban Studies and a Masters in Public Affairs.

4. adJustinG to a ChanGinG WorK enVironMent

Karl Klessig is president of The Extant Group, a management company that has worked for over 20 years with companies to increase their value. Most recently he was vice president of Corporation Service Company (CSC) and president of its subsidiary Ingeo Systems, Inc., a leader in the recording and management of land title documentation, which was a follow-up to the successful sale of Ingeo to CSC. He has been the president and CEO of nine companies, and has served on the board of directors of 14 companies and organizations. Klessig’s professional career has been focused on leading companies, increasing their value and producing successful exit events. He has personally started and funded five companies, and has been responsible for a number of

business turnarounds, with particular emphasis on multi-national environments.

Klessig has been involved in the legislation related to recording and notarization of land title documents in 15 states and has served on a number of state commissions. He has been an invited speaker throughout the U.S. and in Canada, Japan and Europe on topics that include strategic partnering, market directions, technology evolution, business strategies and industry direction. He has managed and led patent research and development activities in the fields of optics, cathode ray tube design and electrophotography. Klessig’s scholastic background includes a Bachelor of Science degree in Physics and Mathematics from Illinois Institute of Technology, and a Master of International Business Administration from West Coast University.

He is also on the PRIA Board of Directors.

5. eleCtroniC reCords PreserVation Jim harper is co-founder of P.F.A., Inc. a high technology company that specializes in document conversion and preservation services. In 1971, he graduated from the United States International University in San Diego, CA, where he majored in philosophy and minored in mathematics. Harper is a 40-year member of the Association for Information and Image Management (AIIM) where he has participated in industry standards development and spoken on topics such as microfilm scanning and microfilm preservation at AIIM’s annual Service Provider Executive Forum.

In addition to his AIIM activities, he is an active participant in the International Association of Government Officials (IGO), County Recorder’s Association of California (CRAC), PRIA and the American Land Title Association (ALTA).

He is PRIA’s representative on the National Digital Stewardship Alliance. NDSA is a work group under leadership of the Library of Congress that is establishing best practices for the long term preservation of electronic data.
