1 INTRODUCTIONThe report details the findings of a Needs Assessment Survey that was undertaken by the Caribbean Disaster Information Network Secretariat, to identify the needs of Caribbean disaster organizations and to ascertain their situation as it relates to the collection, organization and dissemination of the disaster information. The survey covered within the English, French, Dutch and Spanish speaking countries.
This survey is important and timely as the Caribbean region is prone to natural disasters such as hurricanes, volcanic activity, mud slides, construction infrastructural problems and chemical disasters from industrial sites, and information on these occurrences is not widely available for pre-disaster preparedness or post disaster mitigation. These disasters generate reports and publications, which governments and researchers are sometimes not aware of, causing costly duplication of effort. No study of this nature has been conducted in this region and hence the importance of the findings to assist in disaster information dissemination and by implication disaster preparedness within the region.
The objectives of the survey was to: Ascertain the names and addresses and other relevant information on organizations that collect and
disseminate disaster related information. Identify the level of training needed Determine the state of telecommunication capabilities and access to, and availability of computers Identify agencies willing to participate in of CARDIN.
The research was funded by the European Community Humanitarian Office (ECHO) which is presently funding eleven other projects within the Caribbean. The findings will assist in the exchange and dissemination of disaster information throughout the Caribbean, which is a major objective of ECHO, and will help provide critical data for developing and expanding a viable Caribbean Disaster Information Network.
2 METHODOLOGY A standardized questionnaire was the data collection instrument used to determine the disaster-related information needs of the region, identify the level of training required by organizations and identify disaster-related agencies willing to participate in the network, determine the state of the telecommunication infrastructure and the access and availability of computers. Appendix I shows the text of the questionnaire. It was distributed to all National Libraries and National Disaster Coordinators across the Caribbean and organizations involved in disaster preparedness, mitigation or any aspect of disaster management.
The questionnaire was divided into four parts. Questions 1 –10 sought general background information about the organization.
Questions 11 –15 were specific to personnel and resources of the organization.
Questions 15 –18 were aimed at assessing the technology (computer, telecommunication and server) needs.
Questions 19 – 30 sought to establish an information profile of organizations, which have an Information Center or Library. Question seek information on the number of years in operation, of staff employed, types of information sources collected, the languages that the documents are in, the services offered, the clientele and their level of awareness and the annual budget.

Question 30 is an important one as it seeks information on the disaster-related programmes and linkages.
Questions 31 – 32 sought to establish interest in participating in the proposed CARDIN programme and provide an opportunity for respondents to provide feedback which could be useful for the creation and development of the proposed Caribbean Disaster Information Network.
3.1 PROBLEMS WITH THE SURVEY(1) Non- Response:Two hundred and ninety one (291) questionnaires were distributed between April and June 1999, with only thirty-nine (39) completed as at September 1999. As a result an extension in fieldwork period was made to November 1999, and a further effort of solicitation through posting on the DIPECHO web site, and distribution through contacts in Haiti, Martinique, St Maarten, St Martin, Cuba and the Dominican Republic had to be undertaken. A further 349 questionnaires were distributed with only 42 returned. A preliminary report was prepared in January and a second promotional drive was undertaken between February- June 2000 to increase the response rate, however this resulted in 66 more questionnaires being returned from a distribution of an additional 181. In total 530 questionnaires had been distributed with only 108 responses.(2) Geography and Language:
The geographical location and spread of the 31 islands coupled with the language barriers hindered the effective administration of the questionnaires. Spanish, French, Dutch and English are the languages spoken. The questionnaire was produced in English and translation time and cost, were problems in the speedy completion of questionnaires. The Latin American Centre for Disaster Medicine (Centro Latin Americano de Medicine de Desastres, CLAMED) translated the questionnaire into Spanish and administered it throughout Cuba.
(3) Structure
The structure of the questionnaire was somewhat weak as evident in the ambiguities in answering. For example there was no specific question which asked, “What are the training needs of your organization” The training needs could only be ascertained from questions, which asked “What are the levels of personnel employed/required by the organization? With no pilot test or pre-test done, such problems were to be expected. Time and budget did not however allow for such refinements.
3.2 DATA ENTRY AND ANALYSED
The software programme Microsoft Access was utilized to create a database. A screen interface was designed to enter the data from the questionnaire into the Microsoft Access database. The data were analyzed using the SPSS PCT package and Microsoft Access to a smaller extent.SPSS was used to generate frequencies and cross tabulations, while Access was used to generate administrative information on the organizations and to determine agencies without adequate computers to meet client needs.

4 FINDINGSQuestions 1 – 10, the findings reported here related to a very small proportion of the proposed sample. Only 108 organizations completed the questionnaire, representing 20.3% of the targeted sample. Supporting letters sent to encourage responses are given in Appendix 2.
Questions 11 – 13 sought information on the qualifications of the currently employed personnel of the organizations, their familiarity with certain computer software the type of word processing currently used.
Question 14 was a two-fold question. It asked whether the organization produced disaster-related information and whether they had publications that were for sale and/or for free distribution. Just over one half of the responding organizations (53.8%) reported producing disaster-related information. The vast majority of publications were produced for free distribution.
Question 15 sought information on access to computers and LAN servers. Some 36 organizations, representing 33.3% of the respondents, reported having access to a LAN server. Less than 48% (52) stated that the computers were adequate to meet the needs of the clients. Table 1 reflects the organizations reporting inadequate computers to met the needs of their clients.

Question 16 required information on available telecommunication facilities, as this knowledge could assist the network in conducting meetings via teleconferencing or faster modes of communication. Some 79.6% (86) have facsimile available. Telephones were available to 88% (95). Approximately 81.5% of 88 organizations have Internet transmission facilities but only 6 have hardwired facilities. Only 8 organizations (7.4%) have teleconferencing facilities available.
Question 17 sought to determine whether their organizations had databases and whether any were devoted to disaster related information. Only 56 agencies reported databases devoted to disaster related information. Only 8 indicated the number of records, these ranged between 2 and 2,353. (see Table 2)

Question 18 elicited information on database construction, the software and methodology which was

being used. Some 24.1% (26 organizations) used CDS/ISIS. 2.8% (3 organizations) used Inmagic. 9.3% (10 organizations) use GIS. 31.5% (34 organizations) use Microsoft Access. Although the question did not elicit as accurate a response as would have been preferred, the fact that only 24.1% of organizations used CDS/ISIS is a concern since, this is the structure being used for CARDIN’s master database. The database format used is as follows:

Question 19 sought to establish whether organizations have an Information Centre/Library or a small in-house collection on disaster related information (see Table 3). Some 62% or 67 organizations have an information centre or library. Some 52 organizations, representing 48.1% have small in-house collections on disaster related information. This means that some organizations had both an information centre or Library and small in-house collection on disaster related information and the implication is that there is a resource base to build on.
Question 20 – 23 asked for information on the length of the operation of the Documentation Centre or Library, the source of funding and annual budget, the number of persons employed in the Centre or Library. Table 3 below presents the information collected. The National Library Service of Barbados was the agency with the longest years in operation some 152 years and the largest annual budget of B$3.3 million. The National Library Information System Authority, Trinidad has the largest staff complement of 250 persons.

Question 24 required the types of information sources and data that were being collected and the stated organizations. Organizations were also asked to state the approximate size. Non- response on size of the collections was extremely high, preventing any further analysis. Not surprising was the fact that the majority of the organizations collected books (55.6%) and journals (56.5%).
The breakdown of the material is as follows:52 organizations collected government documents, some 41 organizations (38%) maps, 30 agencies numerical data; 26 audio material; 26 machine-readable material and 14 microforms.Question 25 required the main language of the collection. For 72 organizations or 66.7%, the main language of the collection was English. Only 3 organization collected information in Spanish. Two in French and three in Dutch. The response from 28 organizations was not forthcoming.Question 26 focussed on the services offered and their costs. The figures below indicate the services offered.

It is seen that the majority offers reading room and document reproduction services only and this has negative implications for loans. An interlibrary loan policy may be necessary to facilitate the loan of documents between members of CARDIN.
Question 27 sought to identify the main users of the Documentation Centre/Library. This was a multiple response question. The main users were school children (41 organizations). 35 organizations indicated that the general public was the main user, while 21 organizations indicated Planning Units as their main users; 29 indicated government agencies. For only 9 organizations, the main users were statistical institutions.

Question 28 was designed to elicit information on the methods used to make the general public aware of the existence of the Centre/Library. Fourteen organizations promoted the existence of the Centre/Library through brochures, 13 organizations used web sites, 11 utilized newspapers, 10 promoted through public education and 6 through the electronic media. It is obvious that the web site is becoming a popular means of promotion for communication.Organizations were asked if there is a need for a Public Education Programme, and were also asked to provide for implementation. Table 5 gives the information.

5 CONCLUSIONS AND FINDINGS
The very high non-response rate as at December when data analysis began, prevents at this time any definite conclusions about what might be required for the effective establishment of CARDIN. However the visits to the islands and informal interviews have assisted in having a better understanding of the situation in each country. Representation from the French islands was also at a minimal although the questionnaires had been distributed to about 8 institutions at the Association of Caribbean University and Institutional Libraries (ACURIL) XXX Conference (June 2000).
A far more representative participation is required before specific conclusions can be drawn. The targeted persons have not been responding to the questionnaires therefore a more comprehensive survey which included visits is being proposed. These visits would give a better understanding of the needs of each organization, the political; geographical terrain and socio-economic conditions of each country.From the visits to the islands and informal interviews the situation reports of the following countries are as follows:
Antigua:Antigua does not have a Library Association and the participants indicated that there is no institution that offers formal library training. The Public Library has no computers and no form of telecommunications facilities. The Police Force is willing to have a computerized system, as they are usually called upon in the event of a disaster. Of all the representatives who attended only the Public Library had an organized collection, which utilize the Dewey Decimal Classification System.
Organizations which need assistance : The Antigua Public Library, Meteorological Office, National Disaster Service Office, Police Defense Force, Ministry of Agriculture, need assistance in organizing their collections.
Barbados:Barbados has an active Library Association. The Central Emergency Relief Organization (CERO) has a very large collection which is in need of organizing and entering these records into a disaster information database. A trained Librarian had started cataloguing the collection but further attention is needed.
Organizations which need assistance:The National Library Service of Barbados needs assistance in preparing disaster plans and abstracting and indexing techniques. The National Library Service has agreed to assist CERO with their need.
Dominica:There is no Library Association and few persons have been trained in CDS/ISIS. The representatives who attended have no organized collections except in the Public Library, which uses CDS/ISIS. Background information on the disaster situation in Dominica was obtained from Mr. Paul Brown, Director of the Organization of American State (OAS). The OAS is currently working on a project that allows satellite imagery of the Caribbean to be obtained in order to ascertain disaster situations. This can currently be accessed on the OAS web site under the Caribbean Disaster Mitigation Project.
Organizations which need assistance:The Police Force and the Office of Disaster Preparedness needs assistance in developing their resource centres.

Netherlands Antilles:Stichting Rampenbestrijding Nederlandse Antillen (STIRANA) presently coordinates disaster manage-ment for the Dutch Islands. The collection at the STIRANA office which is based in Curacoa needs to be properly classified and entered into a database system.
St. Lucia:This island has a vibrant Library Association, the St. Lucia Association of Information Resource Services (SLAIR’S). They are willing to collaborate with the National Disaster Office to access disaster information.
Organizations which need assistance:The Public Library and the Caribbean Environmental Health Institute need
assistance in the creation of disaster plans.
Trinidad:Trinidad like Barbados and St. Lucia has an active Library Association. The National Emergency Management Agency (NEMA) has a large collection and they will need assistance in organizing the collection and preparing the records for the database.
On the basis of the one hundred and eight (108)-completed questionnaires, however, the following are the summary findings.
SUMMARY FINDINGS
5.1 TECHNOLOGY
5.1.1 SOFTWAREIn terms of software, Microsoft Word has been identified as the main word processing package used.
5.1.2 ACCESS TO COMPUTERSAlthough 52 organizations have indicated the need for computers in their documentation centres, Based on the visits and the preliminary Needs Assessment survey, equipment was distributed to the following countries:

5.1.3 FACSIMILESince the majority of organizations have facsimile services some of the funds allocated to this budget line could be used to purchase other equipment. Facsimile machine was purchased for the Public Library of Antigua.
5.1.4 INTERNET ACCESS
Although the majority 88 (81.5%) of 108 organization have Internet access, only 6 have hardwired facilities.
The web site is becoming a more popular means of promotion of activities therefore CARDIN can market its activities through:

5.1.5 TELECOMMUNICATION FACILITIES
Only eight organizations offer teleconferencing facilities.
5.2 DATABASE CONSTRUCTION
The majority of the organizations use CDS/ISIS.
5.3 GEOGRAPHICAL COVERAGE
The survey carried covered 31 islands and the response rate percent was poor. 19 countries have responded but there is still a need for more National Disaster Organizations and the National Libraries to respond. It is being recommended that visits be done to promote the activities of CARDIN and determine the situation needs as it relates to disaster information on a phased basis but no less than 5 countries should be covered in any one year. Funding will have to be sought for this indepth coverage which should have taken place before CARDIN was implemented.
5.4 Visibility and Sustainability of CARDIN
All organizations/individuals who have shown a willingness to become a member of CARDIN should sign a Memorandum of Understanding.
A Scientific Report of the situation of the Caribbean could be prepared which would become a resource tool when seeking funding and donations. Another possibility of sourcing additional funding from other donor agencies to ensure the sustainability of the project.
Governments should become involved in this project. The marketing of the project to the Caribbean governments should be high priority. ECHO should have dialogue with the Heads of Government to ensure a level of commitment, continuity and the sustainability of the project. If ECHO can secure this commitment at the National level, then a regional network can perhaps be accomplished. This could be followed by an extensive visibility programme to ensure total participation of organizations throughout the region.

Under a project which has been funded by the European Community Humanitarian Office (ECHO), the library of the University of the West Indies at Mona has been selected to establish a focal point for Disaster Information in the Caribbean. The proposed Caribbean Disaster Information Network (CARDIN) will work in collaboration with regional partners in the Spanish, Dutch, French and English speaking Caribbean and other national agencies in the fields of Disaster reduction and mitigation. The objective is to develop a database of disaster related information which will provide an essential resource for policymakers, practitioners, researchers and the general public. It is expected that this will also result in more widespread sharing and dissemination of information throughout the region.
