Review of Administrative Report of Environment Department, Haryana for

ADMINISTRATION

Environment Department is headed by Director General, Environment who is in the rank of Special

Secretary to government of Haryana, generally, the work of Government side is also looked after by

him. He is assisted by one Joint Director and three Scientist Grade-1 for technical as well as day –to -

day work. The various schemes for the control of Pollution and maintenance of clean environment

are implemented by the Department.

[1] Setting up of Head-Quarter and Referral Laboratory Scheme:-

The Environment Department has set up Referral Laboratory.

[2] Setting up of Special Environment Courts.

The State Govt. had earlier set up Two Special Environmental Courts at Faridabad and

Kurukshetra for disposal of cases pertaining to various environmental Acts.

[3] State Environment Impact Assessment Authority:

The MOEF, GOI vide notification dated 23.03.2012 constituted State Level Environment

Impact Assessment Authority for giving environmental clearance to Category ‘B’ Projects under EIA

Notification dated 14.09.2006.

[4] Environment Training Education and Awareness Program:

The Environment Deptt. is making efforts to create awareness against the hazards of

environment pollution by organizing seminars & workshops

[5] Hazardous Waste/Solid Waste management Scheme.

As per guidelines of Hon’ble Supreme Court of India, hazardous Waste disposal site is being

developed at village – Pali District. Faridabad for safe disposal of hazardous waste generated, by the

industries.

[6] Setting up of Eco-Clubs:

The Environment Department has raised the National Green Corps under the Mechanism of

Eco-Clubs in 2850 schools, which was raised upto 5250 Eco-Clubs in 21 District of the State.

[7] Sewerage Treatment Plant in Haryana State.

This scheme was introduced for providing Sewerage Treatment Plant for undeveloped and

newly developed cities and clusters of industries

[8] Ghaggar and Markanda Action Plan.

This scheme was introduced for providing the facility of safe drinking water to the

inhabitants. There are only two rivers flowing in the State i.e. Yamuna and Ghaggar. Yamuna river

has already been covered under the Yamuna Action Plan, Govt. of India. Ghaggar river and its

tributary Markanda is being monitored regularly by Haryana State Pollution Control Board.

[9] Setting up of Environment Training Institute at Gurgaon.

The main aim of Environment Department Training Institute is to promote environmental

sensitivity and knowledge in all section of the society including industrial units

[10] Haryana State Bio-Diversity Board:

In pursuance of Biological Diversity Act, 2002 the State Government in the Environment Department

vide notification, dated 14.11.2006 had constituted Haryana State Biodiversity Board.

[11] Common Bio-Medical waste management and Treatment Facility:

This scheme is created for proper implementation of the Bio-Medical Waste

(Management and Handling) Rules, 1998 notified under Ministry of Environment and Forests, Govt.

of India notification dated 20.7.1998.

[12] Recycling facility for Mercury Contamination from CFL/FTLS:

This scheme is created for proper system of transportation, collection, disposal, and

recycling of the fused/disposed off CFL/FTLs.

[13] Ban on manufacture and usage of recycled plastic carry bags / containers.

As per the latest notification dated 3 January 2011 (irrespective of thickness of size) ,the State Govt.

has imposed a complete ban on the Manufacture, sale, usage of all plastic carry

bags.

[14] Creation of Climate Change Cell

This is a new scheme created in the Department for implementation of the missions as

prescribed in the National Action Plan on Climate Change (NAPCC) released by the Hon’ble Prime

Minister of India.

[15] Promotion of Common effluent Treatment Plants

CETP in sector-29 , Panipat has been set up by HUDA. Efforts are being made to set up the

CETP in sector-29, Part-II , Panipat for dyeing units.

[16] Environment Impact Assessment Of Development Project

During the year 2011-12 , Rs 3.. lacs has been released to Prof. Anubha Kaushik , Consultant –in-

Chief Environmental consultancy lab. Department of Environment Science & Engineering, Guru

jambeshwar University of Science & Technology Hissar for studies on the Project of Bindawas

Wetland Ecosystem in Jhajjar, Haryana.

17. Information in respect of Vigilance Department

No vigilance inquiry has been conducted against any officer/ official during the year 2011-12

Critique of the Annual Administrative Report of the Environment

Department, Haryana for the year 2011-12.

The Environment Department of Haryana was established to take up activities directly related to

conservation and preservation of Environment. The major activities being taken up by the

Department of Environment are promotional in nature designated to create awareness about the

pollution control and importance of environment preservation.

There is also a need to integrate some activities and programmes of the Department with Haryana

State Pollution Control Board. Similarly , since the HSPCB functions as the implementation and

enforcement agency for several Environment Laws & Polices, it is imperative that functional linkage

be strengthen between the Department and Haryana State Pollution Control Board through

appropriate institutionalization of administration interventions and interactive mechanism.

Annual Administrative Report for the year 2011-2012

Introduction:

Like other countries, the environmental problems are increasing with tremendous speed in

India also. It has become evident that we can no longer think of socio-economic development in

isolation with the environment. The nature of issues confronting the mankind requires us to chart a

sustainable course of development as development is directly related to environmental degradation.

The United Nations Conference on Environment and Development (UNCED), held in Rio de Janerio in

June 1992 focused the world’s attention on environment. As, an outcome of the conference,

represented a global consensus and political commitment at the highest level on socio-economic

development and environmental cooperation. The foremost responsibility for leading this change

was placed on the national governments. Each government was expected to design national

strategies, plans, and policies for sustainable development Extensive efforts have been made

by Govt. of Haryana to integrate environmental, economic and social objectives into decision-making

through new policies and strategies for sustainable development. With the modest river water

resources available in Haryana, clean revisers have a special significance for a healthy and

invigorating quality of life. The State Government is fully committed to the cause of protecting the

environment. State Environment Department through Pollution Control Board, along with other

concerned Departments i.e. Forest Deptt., Public Health Deptt; Urban Development Deptt.,

Education Deptt. and District Administration etc. is making collective efforts on environmental

related issues to create proper awareness among the general public on Environment related issues

by organizing seminars, workshops, debates and discussions.

A. Constitution, Function and Staff of the Department of Environment:

In the year 1989 Environment Department was constituted to coordinate the functioning of

the Haryana State Pollution Control Board for effective implementation of various laws and acts. The

Department of Environment is having administrative control of functioning of Haryana State

B. Activities of the Environment Department.

Department of Environment is committed to sustainable economic development. All necessary steps

are taken for protecting and preserving the environment. Simultaneously, conscious efforts are

being made to create awareness amongst the general public regarding the importance of preserving

environment. The environment is vigorously implementing various enactments to tackle the

environmental pollution problems viz the Water (Prevention & Control of Pollution) Act, 1974, Air

(Prevention & Control of Pollution) Act, 1981 and Environmental Protection Act, 1986. Besides the

implementation of the acts, various rules and notification issued their under for regulating pollution

caused by Bio- Medical Waste, Hazardous Waste, Solid Waste, Use of Plastic etc. are being

effectively implemented in the State. The implementing agency is Haryana State Pollution Control

Board and Department of Environment exercises administrative Control over the functioning of

Haryana State Pollution Control Board.

[1] Setting up of Head-Quarter and Referral Laboratory Scheme:-

During the year 2011-12 , An amount of Rs. 68.40 lacs has been sanctioned for meeting the

salary and contigent expenses for the staff at H.Q and working of the Referal Labortary , set up

under section 52(1) of the Water(Preservation and control of Pollution) ACT, 1974 AND SECTION

28(a) of the Air (Preservation and control of Pollution) ACT, 1981.

[2] Setting up of Special Environment Courts.

Two special Environment Courts in Faridabad and Kurukshetra established for deciding

cases under water (Prevention & Control of Pollution) Act, 1981, Environment Protection Act, Indian

Forest Act, Wild Life Act and Punjab Land Prevention Act, 1900 (PLPA). During the year 2011-12, an

amount of RS. 101.60 Lacs was spent for contingency expenditure and salary of the staff. During the

year 2011-12, 296 new cases have been instituted in Special Environment Court, Kurukshetra and

263 cases have been disposed off .Also 723 new cases have been instituted in Special Environmental

Court, Faridabad and 789 cases have been disposed.

[3] State Environment Impact Assessment Authority:

The MOEF, GOI vide notification dated 23.3.2012 constituted State Level Environment

Impact Assessment Authority for giving environmental clearance to Category ‘B’ Projects under EIA

Notification dated 14.09.2006 . An amount of Rs 88.00 lacs has been sanctioned during the year

2011-12.

[4] Environment Training Education and Awareness Prog:

The Environment Deptt. is making efforts to create awareness regarding the effects of

environment pollution by organizing seminars & workshops .Department is taking necessary steps

for protecting and preserving the environment. In the Financial year 2011-12 , an amount of Rs 3.00

lacs has been released to Haryana institute of Rural Development for creating awareness among

rural public.

[5] Hazardous Waste/Solid Waste management Scheme.

As per guidelines of Hon’ble Supreme Court of India, hazardous Waste disposal facility is

being developed at village – Pali District. Faridabad for safe disposal of hazardous waste generated,

by the industries. An amount of Rs 5.00 lacs was released to Urban Local Bodies Department,

Haryana for collection and disposal of municipal/hazardous waste during the year 2011-12.

[6] Setting up of Eco-Clubs:

The State Govt. has set up 2850 Eco-Clubs under National Green Corps scheme in the State

during the year 2005-2006, which was raised upto 5250 eco-clubs in 21 Districts of the State. During

the year , 2011-12 an amount of Rs 3.00 lacs has been sanctioned and released to Secondary

Education Department, Haryana for organization poster competition among School children.

[7] Sewerage Treatment Plant in Haryana State.

Under this scheme grant-in-aid is provided for setting up Sewerage Treatment Plant for

undeveloped and newly developed cities and clusters of industries. An amount of Rs. 2.00 lacs has

been sanctioned during the year 2011-2012 .

[8] Ghaggar and Markanda Action Plan.

already been covered under the Yamuna Action Plan, Govt. of India. Ghaggar river and its tributary

Markanda is being monitored regularly by Haryana State Pollution Control Board. To conserve the

wholesomeness of water Ghaggar and Markanda and ground water strata of the region, Sewerage

Treatment Plants (STPs) will be required to treat the sewerage of the towns and cities before it being

added to the rivers. During the year 2011-12, four students of M.Sc. Environmental Sciences,

Kurukshetra Unversity, Kurukshetra worked for their dissertation on Ghaggar water monitoring in

this Department. An amount of Rs. 50,000/- had been paid perks/ honorarium/ job work fee to the

students and rest of the amount used for purchase of chemicals for the laboratory.

[9] Setting up of Environment Training Institute at Gurgaon.

The main aim to start this scheme is to promote environmental sensitivity and knowledge in

all section of the society including industrial units .During the year 2011-2012 an amount of Rs. 2.00

lacs was released to HSPCB for creating awareness.

[10] Haryana State Bio-Diversity Board:

Haryana State Bio-Diversity Board was constituted under the chairmanship of Hon’ble

Minster of Environment, Haryana in pursuance of Biological Diversity Act, 2002 vide Notification

dated 14.11.2006 enacted by the MOEF, GOI. Haryana Biodiversity Board is constituted for

sustainable use of the components and fair and equitable sharing of the benefits arising out of the

use of biological resources etc. An amount of Rs. 3.00 lacs has been released for establishment of

Haryana Biodiversity Board.

[11] Common Bio-Medical waste management and Treatment Facility:

This is a newly created scheme of this Department for proper implementation of the

Bio-Medical Waste (Management and Handling) Rules, 1998 notified under Ministry of Environment

and Forests, Govt. of India notification dated 20.7.1998. An amount of Rs 5.00 lacs was released to

HSPCB during the year 2011-12 for proper implementation of the Bio-Medical Waste.

sanctioned during the year 2011-2012, which has been released to the HSPCB, Pkl.

[13] Ban on manufacture and usage of recycled plastic carry bags / containers.

As per the Recycled Plastic Manufacture and Usage Rules, 1999,the Haryana State Pollution Control Board is monitoring manufacturing of plastic carry bags/containers. Environment Department has issued latest notification dated 3rd Feb, 2010. in this regard. Under this notification the manufacture, sale and usage of plastic carry bags less than 40 microns and size 12x18 inches has been banned. As per the latest Rules of 3 January 2011 (Respective of thickness of size) the State Govt has imposed a complete on the Manufacture, sale, usage of all plastic carry bags . Besides, a total ban has been imposed on use of plastic carry bags and plastic articles in the premises of religious premises such as Mata Mansa Devi at Panchkula, Mata Sheetla Devi Temple, Gurgaon, religious towns of Kurukshetra and Thanesar and environmental sensitive areas viz Morni hills, National Parks and Wild Life Sanctuaries etc. Additional Prescribed Authorities have been notified including DC, ADC, SDM. Tehsildar, Naib Tehsildar, BDO, DFO, XEN Public Health, Estate Officer, HUDA, Executive Officer, MCs besides the officers of the Board for effective implementation of the revised notification dated 31.5.2011. Regular checking are being conducted as per the revised notification and challans are issued against the violators.

[14] Creation of Climate Change Cell

This is a new scheme created in the Department for implementation of the missions as prescribed in the National Action Plan on Climate Change (NAPCC) released by the Hon’ble Prime Minister of India. Environment Department was trusted with the tasks to prepare State Action Plan on Climate Change (SAPCC). The MOEF, GOI has granted a fund of Rs. 2.00 lacs during year 2011-2012 required for preparation of SAPCC.

[15] Promotion of Common effluent Treatment Plants

CETP in sector-29 , Panipat has been set up by HUDA. Efforts are being made to set up the

CETP in sector-29, Part-II , Panipat for dyeing units.

[16]. Environment impact assessment of development projects:

During the year 2011-12 , Rs 3.00 lacs has been released to Prof. Anubha Kaushik , Consultant-in-

Chief , Environmental consultancy lab., Department of Environment Science & Engineering ,

Guru Jambeshwar University of Science & Technology, Hissar for studies on the” Project of

Bhindawas Wetland Ecosystem in jhajjar “, Haryana.
