He denied knowing anything about possible alteration of the DD-214’s (which is the usual substantiating documentation to show that an individual had been duly awarded a CIB; and qualifies to be a Combat Infantrymen’s Association member). Rumor Control Dear Fellow Grunts Everywhere: This is that time of the year when all of us should be thinking about the New Year; and the promises of good health and successful endeavors in the coming months. However, what I have to report serves to diminish this joyous occasion because it is about an egregious act performed by one of our own. What I am about to relate to you is not only flagrant dishonesty; but, if not, it (at the very least) borders on being a felony. Last summer there were several membership applications that were submitted through a unit in Washington State with altered Forms DD-214. It was very obvious that they had been altered because the changes/additions stood out as not being authentic. In an effort to further pursue the suspicious look of these DD-214’s, one of the prospective members was asked to resubmit his DD-214. Blue Badge

As you know we’ve been trying to get volunteers to download and print their own copy of Blue Badge from the inter-net. So far we’ve had very little success. One new enticement we are adding this month is color. All of the photos that are sent to us in color will be posted on the internet in color. It costs far too much to have the printed copies in color—but that's not so on the internet. Also, you will be able to receive your Blue Badge weeks before the printed copy arrives in your mailbox. The internet copy is posted the same day the camera ready copy is sent to the printer—and it takes a couple of weeks to be printed and mailed. If you can print your own, all you have to do is send me your e-mail ad-dress and say you are willing to try. When the BB is posted, you will get an e-mail telling you that it is ready for downloading. My email address is: [email protected] I will then notify Bob Saxton who will insure that your name does not appear on the Blue Badge mailing list. Remem-ber, to keep us posted if/when your e-mail address changes or– you’ll not get either an e-mail or a mailed copy. Does any out the know where we are in the process of pushing for the award of a Bronze Star Medal for all CIB recipi-ents? At one time we as an association had started a drive to make this happen. I cannot remember (or never knew) who was in charge of the project—but it seems to have fallen by the wayside If we are no longer actively pushing the issue, does that mean we have we let

Commander’s Comments

Greetings Fellow Grunts: We have started a new calendar year and instituted some of the changes for our organization that were voted on and approved by the membership at our convention in October 2007. Like any change, sometimes the adjustments are not too comfortable. But, the member-ship agreed that these changes were necessary to help our organi-zation become what it should be and can be. This has been a relatively busy three months for me and for the Ex-ecutive Staff. The transition from one administrative team to another is never an “overnight” event. But all these transitions are taking place in a smooth manner. And I want to thank everyone concerned for all their efforts to make this so. The CIB Monument to be placed at the VA Hospital in Asheville, North Carolina, is completed. It will be placed in the Memorial Garden at the VA Hospital some time in the latter part of the spring when the landscaping is done. Thank you to all of you who have sent in your

money and form requesting a “paver”. These pavers will be placed very shortly after the monu-ment is in place. If you ever want to reach me, please feel free to call, write, or e-mail me. There are some occasions when we are traveling and my re-sponse time is not what I would like. But, I am listing every method you can use. And, I want to hear from you if you have any questions, com-plaints, but most of all suggestions to make this the best organization of its kind. Please look at the list in the Blue Badge for all my numbers and address. I serve at your pleasure and I intend to respond to everyone who is a member. We are looking forward to our next convention in Ft. Carson, Colo-rado in October of 2008. This loca-tion should make it possible for many of our members from out west to attend. We certainly hope so. And now that you have received the December 2007 Blue Badge you will see a questionnaire submitted by MLRS concerning your choices for the convention in October. I en-courage all members to complete/submit the questionnaire for next year’s convention. I want to stress to you that there will not be an alcohol free hospitality room. There will not be any organ-izational hospitality room provided at the convention. We do not need to pay for a room that appeals to only some of our attendees but is a cost to every member who registers. If an individual or a unit wants to have a hospitality room – that is their choice. It is not fair to provide only for non-drinkers. Our View the matter die? Or what? A couple of members have called the Blue Badge inquiring about the status, and unfortunately, I could not tell them anything other than as far as I knew it was still an on-going project. In looking back, I realized, as editor, how little I knew about the matter. I’d be interested in hearing from anyone who has any current information on the project, or from the project man-ager if we have one. A big and hearty “well done” goes out to our National Commander for his stand and support of the past administration’s decision concerning a well documented situation in Washington state. I urge every mem-ber to read carefully the lead story “Rumor Control” for the facts of the matter. To those “pouring gas the fire” (you know who you are, and so does the membership) I invite you to read Rumor Control a couple of times and understand that you have been either misled, misinformed, or for reasons known only to yourself, you choose not to accept the truth.

ternal Revenue Service. Veterans who paid tax on these benefits in the past three years can claim refunds. Recipients of CWT and IT pay-ments no longer receive a Form 1099 (Miscellaneous Income) from VA. Veterans who paid tax on these benefits in tax years 2004, 2005 or 2006 can claim a refund by filing an amended tax return using IRS Form 1040X. Nearly 19,000 veterans re-ceived CWT benefits last year, while 8,500 received IT benefits. The IRS agreed with a U.S. Tax Court deci-sion earlier in 2007 that CWT pay-ments are tax-free veteran’s benefits. In so doing, the agency reversed a 1965 ruling that these payments were taxable and required VA to re-port payments as taxable income. The CWT and IT programs assist veterans unable to work and support themselves. Under the CWT pro-gram, VA contracts with private in-dustry and the public sector for work by veterans, who learn new job skills, strengthen successful work habits and regain a sense of self-esteem and self-worth. VA compensates vet-erans for their work and, in turn, this improves their economic and social well-being. Under the IT program, seriously disabled veterans receive payments for providing services at about 70 VA medical centers. The VFW Commander-in Chief George Lisicki believes that Dr. James Peake the newly appointed Secretary of Veterans Affairs has the background to be an effective leader. I totally agree with Mr. Lisicki. Dr. Peake is the First retired Army doctor to lead the Veterans Affairs. Dr. Peake is a 1966 graduate of West Point and he served as a platoon leader with the 101st Airborne Divi-sion in Vietnam. He earned two Pur-ple Hearts during his tour. He was the Commander of the Madigan Army Medical Center at Fort Lewis, Wash., and the U.S. Army Medical Center and School in San Antonio. From 2000-04 he served as the Army’s 40th surgeon general, and just recently he was chief medical officer and the chief operating officer of the QTC Management (a medical exam and electronic record service).

Secretary Dr. James B. Peake said, “Fundamentally I am a soldier”. As of January 1, 2008 millions of veterans and eligible family mem-bers will see their disability compen-sation, pension, and survivors' bene-fits increased as the Department of Veterans Affairs (VA) provides an annual cost-of-living increase for key benefits. “This increase ensures that those veterans who have earned this benefit for incurring a disability in defense of our country receive payments that keep pace with today’s cost of living,” said Sec-retary of Veterans Affairs Dr. James B. Peake. He also stated, “VA is committed to the needs of our veter-ans and their families. We owe America’s defenders no less.” A recent law signed by President Bush provides a 2.3 percent in-crease in disability compensation and survivors' benefits. Eligible vet-erans and family members should have seen the increase starting in their January 2008 checks. Under the veterans’ disability compensa-tion program, tax-free payments will generally range from $117 to $2,527 per month depending on the degree of disability. Special payments up to $7,232 per month apply to the most severely injured veterans. Pension disability benefits will also be increased by the same per-centage and will be effective on the same date. The maximum annual rate for permanently and very dis-abled veterans or veterans over age 65 can range from $11,181 to $18,654, based on household in-come and whether veterans are in need of help with any activities of their daily living. This increase also applies to survivors of veterans who died in service or from a service-connected disability. Dependency and Indemnity Compensation (DIC) survivors’ benefit payments can range from $1,091 to $2,499 per month. Survivors of wartime veter-ans receiving death pension are also entitled to an increase. The maximum annual payment rate for a surviving spouse can range from $7,498 to $11,985. Benefits under

Dear fellow combat infantrymen, I truly hope that all had a wonder-ful holiday season, I would like to thank you all for the letters, phone calls, emails with your congratulations, well wishes and informing me that you will continue to support me. Let us all keep our promises. I will keep mine. The Association needs to have a strong membership before we can have a strong Association. We are all recruit-ers for the Association let‘s start recruit-ing new members today. We all must take the responsibility in the initiative of planning and promoting changes for the betterment of the Association. With your continued support I will commit myself to be a proactive leader and stand up and lead this association and all its members to a place where the expectation of our Veterans affairs meets its promise to all members, I will commit myself to the position of the National Executive Officer for the good of the Association. At the November 1st meeting, Jimmy Walker, Commander of the Combat Infantrymen’s Associa-tion (CIA) in Palm Beach County, presented Marc Verderame, General Manager of the Golden Corral in Royal Palm Beach, (below) a plaque in apprecia-tion for all they do for the veterans. Verderame is also the owner’s son.

Walker also presented a plaque for meritorious and distinguished service in furthering the goals and ideals of the C.I.A. to Sidney J. Lipson (below).

Last New Chapter of 2007 Outgoing Membership Officer Dan Sankoff announced the chartering of the newest (and last CIA Company for 2007) in Yauco, Puerto Rico. In our next issue of the Blue Badge there will be the full stories of the two (2) presentations made in the State of Kan-sas. The Plaques, provided by our Past National Com-mander Jack Wagner, were sent to Robert Lee Horton, Com-mander of company A11 KS, in Topeka, Kansas. The plaques were then presented to Kansas Governor Kathleen Sebelius and to the Commanding General of Fort Riley Kan-sas home of the 1st Infantry Division, known as the Big Red One. These presentations represent a tangible sign of the appreciation, respect and honor we show to all the past and present veterans for their honorable service to our nation; and for the sacrifices they all have made while serving our country in all war’s and conflicts. Due to time limit on receiv-ing materials for publication, I cannot get the materials to the Blue Badge for printing in this issue, but am proud to say we will have everything submitted in time for our next issue. We’ll include some great pictures of both presentations. I hope this short preview will make you look forward to reading the full version. I’m sure the Two stories I will be submitting of these two presentations I have made will make you ALL Proud of being a member of this great national association of men who as soldiers, and known as the Grunts. We still Honor our broth-ers and are glad to show it in each and every way we can. Presentations of the Plaques are one way we do this. I was honored to stand in and present the plaques in place of our past National Commander Jack Wagner who could not be at the ceremony. He started the plaque program as a sign of our full memberships continued support, respect and appreciation to all who have served. At the October 2007 Convention the mem-bers voted unanimously that the position of National Finance Officer become an elected position. The Executive Board approved the suggestion that this election should take place on the "off" years of the election of the National Commander and the Na-tional Executive Officer to help with smooth transi-tions of administrations. Therefore, there will be an election for the National Finance Officer at our next National Convention to be held in Colorado in October of 2008. Anyone inter-ested in holding this position should plan to an-nounce their intentions soon.

cially hazardous duty, training exer-cises that simulate war, or caused by an instrumentality of war. Those who applied under the original program and found to have combat-related disabilities for which the combined rating was less than 60% do not have to reapply. Their records will be sent forward to DFAS to initiate pay-ments. Payment Amount: CRSC benefits are equal to the amount of VA dis-ability compensation offset from re-tired pay based on those disabilities determined to be combat-related. For periods before January, 2004 pay-ments were equal to the amount pay-able by VA to a “Veteran Alone” for those disabilities determined as com-bat-related. These amounts are re-duced for retirees with retired pay in excess of the amount that would be paid solely for length of service re-tirement if they receive more than that amount because of a disability retirement (i.e., retired under chapter 61 of title 10, U.S. Code). Payments are limited to the amount of the re-tired pay reduction resulting from receipt of VA disability compensation for qualified disabilities. VA compen-sation amounts are not affected. Tax Exempt: CRSC payments are tax-exempt according to the Armed Forces Tax Council. Application Required Veterans must apply to the U.S. Army using DD form 2860, Application for Combat-Related Special Compensation (CRSC). The Department of Defense is currently receiving and processing applications for the Combat-Related Special Compensation (CRSC) pro-gram. The CRSC program became effective May 31, 2003, for qualified retirees with combat-related disabili-ties. Payments are retroactive to June 1, 2003, for otherwise qualified members. The criteria of eligibility to receive CRSC payments have been expanded effective January 1, 2004, to include members with any percentage combat-related disability compensated by the VA. Personal Story Submitted by CIA Member Walter Pear-son, and continued from the May 2007 issue of Blue Badge. I presume that there was almost no one who really wanted to fight in the war but I guess most of us were

resigned to our fate. However some tried to maneuver out and some were successful. We started with four platoons but when our 17 weeks of training was over, we had five pla-toons. The 5th platoon was made up of men who qualified for limited as-signment (meaning no combat). One fellow who shall remain nameless tried hard to make the 5th platoon but was unsuccessful. It was hilarious. When the day came that we were firing for record he told me that he wasn’t going to hit the target so they wouldn’t take him in combat. I guess he had told a few others be-cause when he fired five shots and missed each one, his score was bel-lowed out. He had eight hits. On the last day before we shipped out he informed us that he would not be able to ship out with us. When asked why he said that he had dropped his partial plate while in the latrine and accidentally stepped on it. So he went on sick call and when he re-turned we couldn’t wait to get his report. “How did you make out”, we asked? He glumly replied, “The den-tist said I would have to soak my hard tack on the way over. Strangely enough, the first day in combat his unit was shelled and his foxhole buddy was hit, but he was unhurt. He jumped out of the foxhole and ran around screaming, He’s been hit, he’s been hit.” The medics reclassi-fied him as unfit for combat and he was sent home to L.A. When the day came that we were shipped overseas I got word that my wife was giving birth to our second child and I wished to be there. I wan-dered about the port of embarkation and though about going AWOL. I finally decided not to and went back to my hut and found that everyone was gone. I picked up my gear and went looking for my group. There were soldiers everywhere. I guess everyone was shipping out. Finally I found our group and when the lieu-tenant saw me he said, “Are your Pearson?” When I said yes, he breathed a sigh and said, Get in line.” It tool twenty-eight days to get to Naples. We had no idea where

Korean War National Museum and Library

The following was submitted by CW3 Don Shaw (USA Ret), a member of the Board of Directors. The membership of the Combat Infantrymen’s Association are all combat veterans that have been decorated with the Combat Infantrymen’s Badge. I feel they will be glad to know about the planned Korean War National Museum and Library. A world-class Korean War National Museum and Library (KWNM) is currently being planned for con-struction in Springfield, IL. It will be located in the plaza near the Abraham Lincoln Presidential Library and museum, which will give it high visibility to fu-ture tourists and visitors to the capitol city of Illinois. The KWNM will represent a solid and strong leg-acy to those gallant and courageous Korean War Veterans who fought their first fight against commu-nism from June 25, 1050 to July 27, 1953 during the Cold War, curtailing progress of that ideology at the time which eventually stopped the advance of communism. This later led to the collapse of the Soviet Union in 1989. In the past it has been re-ferred to as the “forgotten war”, but now it should more properly be known as the “forgotten victory.” The KWNM will tell the story of the valor and fortitude of the Korean War Veterans, contain ex-hibits, artifacts, books, manuscripts, mementoes, diaries and maps representative of the war period. There will also be a e-dimensional interactive facility with virtual recreations that replicate actual battles such as the Chosin Reservoir and Inchon Landing, and evince the story of Korea before, during, and after the war, including its great successful image and economy of today. Designed to be built in three phases, it size will be approximately 55,000 square feet. Overall cost is estimated to be $18.4 million. It is classed as a 501 © 3 entity and all contributions are deductible to the full extent of the law. Rumor Control profess to know all that has hap-pened and have continued to spread very ugly (and very ignorant in thought and wording) rumors that are damaging the image of our organiza-tion. Every one of us earned the right to belong to this organization. It behooves all of us to make certain that every member legally earned his right to belong to this organization. Anyone who chooses to allow someone to belong that did not earn this right should not be a member of this organization. And that includes someone who would falsify his own records or one who would falsify someone else’s re-cords. Sadly we read all the time about “Wannabe’s”. We don’t need “Wannabe’s” in this organization; and as the National Commander, I will do my best to insure that we do not have any. Early in December I sent a memorandum to the National Execu-tive Staff stating the actions that are to be implemented concerning the problem with this individual. I re-ceived total support from all of them. This individual has been threaten-ing a law suit against our esteemed organization now for months. Not one person has seen anything con-cerning this threatened lawsuit. We have heard the attorney’s name and been given his address, but we have not received one legal document from any court. Even the members of his own Unit have not seen this threatened lawsuit In the memo I stated that until this lawsuit was either forthcoming or withdrawn I was putting the H11WA unit “in suspension” and continuing the freeze on their bank account. And further in the memo I stated that, “At which time as this lawsuit was either presented and the case settled or if it was withdrawn, I would wait six months to get the Executive Staff together to decide what to do about reinstating this unit.” Also in this memo I stated that any membership applications re-ceived through this unit would be returned unopened. However, any individual person from Washington State (or nearby states) who wants

to submit their own application with the required accompanying docu-mentation would be examined and if accepted would then be placed in an “At Large” status until H11WA again becomes a viable unit. Also, any member of H11WA who renews his own membership will also be put in an “At Large” status until the prob-lems with this unit are resolved. For your information, no one has submitted their renewed membership from this unit and every new applica-tion has been sent in by this individ-ual who continues to act as if he is a member, which he is not. I have talked with a member of the H11WA unit who is very troubled by this indi-vidual. There are many more who feel the same way. This individual continues to attend all their meetings and threatens them if they try to dis-agree with him. I respect all members’ qualifica-tions. Some of our members have had careers in the infantry that you could write a book about. There have been several with incredible credentials. Actually, this individual I have been writing about has very commendable credentials. Why does he (and others we read about in the papers from time to time) choose to compromise his integrity by falsifying federal documents? It is beyond my comprehension why anyone would do that. It totally mystifies me. But I know it happens more than we can imagine. And just because someone was an outstanding soldier, it does not prove that he won’t succumb to this type of behavior. We have seen it happen to far more famous people than this individual. Upon further review, we are pre-pared to contact the FBI, the U. S. Attorney General’s office, and the National Personnel Records Center in St. Louis to investigate these al-tered federal documents for possible future prosecution in this matter. They are awaiting any word from us as to a possible suit. They are pre-pared to assist us in any way possi-ble. Please bear with us as we con-tinue to be going through this trou-

above mentioned individual three cer-tified letters with return receipts ex-plaining the concerns of the National Staff; and proposed action likely to be taken. All three letters were returned to the National Commander refused by this individual. One of those letters invited this individual to attend the National Ex-ecutive Board meeting to be held on Wednesday, October 10, 2007, in Fayetteville, NC, at the National Con-vention. The individual was afforded DUE PROCESS to address these altered documents at the National Executive Board Meeting and was also afforded the opportunity to bring legal counsel for this meeting. He did not comply with this request. In his absence the Executive Staff laboriously examined all the evidence and voted to remove this individual from membership; and deny future admittance to the Association. This decision was based on the individual’s lack of cooperation; as well as his ac-tions of modifying/altering Form DD-214’s which are official military re-cords of veterans. Such modification/alteration can be construed as a fed-eral felony. Substantial evidence sup-porting the dismissal of this member is on file at the National Association level. This member’s dues were re-turned to him, in full, and he refused to accept them and sent them right back to the National Quartermaster. Prior to the National Convention there were several very threatening e-mails exchanged by this individual to our National Commander (in particu-lar) and to other National Executive Staff members. All this evidence is also on file. There was one particular e-mail that was so threatening that the host hotel in Fayetteville was pre-pared to call the police if there was even a hint of this individual starting anything. As most of you know, when you send an e-mail it is totally identifi-able by sender, date, time, and to whom it was sent. Since the National Convention there have been a few individuals who

A Blast From The Past, H 1 1, HI

Larry, Here are two small photos of some members of H 1 1 HI. The photo on the left is me (Plt Sgt Jerry Gapol) taking a respite after taking a hard-fought-for objec-tive with lots of casualties in July 1967 (Vietnam of course) The right photo is part of my platoon back at Fire Support Base Rach Kien. Three members of that pla-toon are now members of H 1 1 Hawaii. The are: Top Row, third from the left is Gary Winckler; Kneel-ing right corner is Jerry Gapol, and to his right is Cleveland Stewart.

Two of my squad left after returning from the combat pa-trol. Half of the men in the photo were killed in action in later skirmishes in August 1967. Ed Note: These are the type of memories that an association like ours brings forth. Sharing memories is a good thing and that is the primary purpose of our conventions. Most of us served in dif-ferent units, but we have united under the CIA banner. If you have never sat down and shared memories with another combat veteran, you have missed a wonderful experience. Make your plans to join us in Colorado Springs in the fall.

DEADLINE TO SUBMIT ITEMS FOR

PUBLICATION All items for publication in the Blue Badge must be received on or before the 15th of the month preceding the publication month. The Blue Badge is published in February, May, August, and November of each year. This means your items must arrive at the Blue Badge on or before the 15th of January, April, July, and Oc-tober. Items received after those dates will be held until the next issue is published.

STATEMENT OF PUBLICATION

The Blue Badge is the official publication of the Combat Infantrymen’s Association. It is published quarterly in February, May, August, and December. All official information pertaining to the Association will be found here. The Blue Badge’s intent is to keep you informed about the activities of the Association, not necessarily the entire veterans’ community. So, even though such items may be of interest to some members, you will not normally find articles pertaining to veterans’ benefits or other veterans’ issues in the Blue Badge. Each member is encouraged to communicate with the Blue Badge. Give us your ideas, comments, and complaints. Give us your human interest stories, share personal memories from your days in combat and the aftermath. Tell us what your company is do-ing. Because of the volume of mail received, some-times we cannot print all of the letters. But be assured that every letter is read and considered. Space is also a consideration. The Blue Badge must be printed in multiples of four, i. e. 8 pages, 12 pages, 16, pages, etc. sometimes we have too much for, let’s say 20 pages, but not enough for 24 pages, some things may have to wait. The Blue Badge is not a political tool. Articles por-traying a political position or demeaning to another member will not be printed. We do not accept any type of advertising, and we will not promote commer-cial products. Finally, articles, poems, etc which are not the original work of the sender, must be accompa-nied by the author’s permission before it can be pub-lished in the Blue Badge. Remember there is a cut off date for items to be published.

One of the delays that causes some confusion and ag-gravation among members is sometimes perceived as a lack of response to the member needs. The staff works hard to answer your questions, act on your requests, and in general be responsive to your needs. One of the problems we encounter is members often send their request to the wrong place. For example, change of addresses should not be sent to the Blue Badge, the editor has nothing to do with the data base management. If you do not receive or need additional copies of the Blue Badge, use the address below DO NOT SEND THESE REQUESTS TO THE EDITOR. Articles intended to be published in the Blue Badge should not be sent to the National HQ, the CO, XO, etc. I could go on, but you get the idea. was, “Datemi una bacchio” which translated to, “Give me a kiss.” After finally arriving in Naples we were put aboard a train where we rode a boxcar to work. After a few days we arrived at the 8th replacement depot and every day we were transferred to a lower number. When we hit Replace-ment Depot # 1, I realized the next move was the front lines. Sure enough the day came shortly that we were to move out and here we were moving into the front lines. As we rested on the side of one of the hills we were moving through, the thought hit me, I could get killed. It was then that I took a break and prayed and didn’t worry any more about it. I know that I had no real fear. Ane then we reached our destination. We joined the company at Laiat-ica right after they had gone through an engagement and lost numerous men. The captain lined us up and gave us a pep talk, It seemed to me that he looked me right in the eye when he wound up with this pearl, “Cheer Up, you’re not dead yet!” Shortly after I got there the captain came up to me and said, “Your job is to keep an eye on this guy and see that he doesn’t take off again.
