Activities Implemented 工作实施 Contract with 6 institutes for FFC assessment and case studies

After called for bid procedure and technical evaluation, 6 research institutes/ universities wereselected as competent and contracted to do the assessment and analysis on Forest FarmerCooperatives in collective forest area of china. The assessment covers 30 FFCs (30 case studies) inthe target counties of project provinces of Fujian (7 cases), Hunan (7 cases), Guizhou (4 cases),Anhui (4 cases), Jiangxi (4 cases), and Zhejiang (4 cases) .

与6家科研机构/院校签约承办林农合作组织评估及案例分析

经过招标程序及技术评估，六家符合要求的研究机构/院校已经签约，对中国林业地区的林农合作组织进行评估。评估活动包括对6个省8个试点县共30个集体林农合作组织的评估。具体30个集体林农合作组织分别由福建省7个、湖南7个、贵州4个、安徽4个、江西4个及浙江4个组成。

Literature Reviews for FFC assessment from 6 institutes

The assessment starts right after the signature of the contracts. As the first step, the researchteams finished literature reviews, which collected basic information on existing FFCs on the pilotvillages and provided available datas on the status and progress on FFCs and on the constraints ofFFCs-related policy and law for further FFC assessment.

林农合作组织评估及案例分析的文献综述

合同签署后，评估工作正式开始。作为项目评估工作的第一步，各研究小组已经完成文献综述资料的收集工作，了解了当地现有林农合作组织的基本信息，阐述了现有林农合作组织的现状和发展情况以及现行政策和法律法规的局限，为下一步的林农合作组织评估工作提供了重要数据。

林农合作组织评估及案例分析进展情况

Six institutes are conducting FFC assessment in theirrespective project pilots of the six project provinces. Bythe end of January, the assessment of 30 FFCs has alreadyfinished, and the institutes are getting prepared forreports of case studies and conducting workshops atcounty level.

6家研究机构正在各自负责的项目省份进行项目点林农合作组织的调研工作。截至1月底，30家林农合作组织的调研工作已经基本完成，研究机构正在准备调研报告并开始进行林农合作组织县级研讨会。

FUJIAN 14 December 2009, Research Institute of Forestry Policy and Information, ChineseAcademy of Forestry held “2009 Expert forum on Reform and Development of Rural Forestry inChina”. On the basis of field survey, the research team formed two reports on the Status andRecommendations for FFC Development in Fujian and in Youxi.

福建 2009年12月14日，中国林科院林业政策与信息研究所承办了2009农村林业改革与发展专家论坛，在前期调研基础上，调研组形成了“福建省林农合作组织的发展现状及对策”及“尤溪县林农合作组织现状和对策”两份报告。

The research team in Fujian has finished the 7 casestudies in Shaowu and Youxi county, and submitted thereports on case studies in Chinese. And they arepreparing the workshop at county level , which is planedto be held at early March.

Workshop at Ouyang Village欧阳村研讨会

ANHUI The research team of College of Economics and Management，Nanjing ForestryUniversity has finished the case studies in Huangshan.

21 January 2010, the research team held county workshop in Huangshan, Mr. Jiang Chunqian, NPCof PMO, Ms. Li Qiong, Finance Assistant of PMO, Ms. Qi Lian, Office of Collective Forestry TenureReform, SFA, and representatives from the county, township and pilot villages participated in theworkshop. Mr. Jiang Chunqian introduced the background information of the project to theparticipants; The research team introduced the outputs of the surveys and discussed problemswith the participants.

22 January 2010, Mr. Jiang Chunqian met with the Provincial Project Management Office of AnhuiProvince, discussing the activities and work regarding the implementation of the project.

GUIZHOU The research team of China National ForestryEconomics and Development Research Center went toJinping, Guizhou for case studies in December, 2009. Theresearch team conducted surveys on four FFCs andinterviewed 120 households to get information ofexperience and existing problems on the development ofFFC. Two workshops at FFC level were held in Xinhua county.

贵州 国家林业局经济研究中心调研组于2009年12月

赴贵州进行调研，对新化乡油茶专业合作社、茅坪镇香桔专业合作社、茅坪镇阳溪村林场和锦屏县龙池万亩果园四个合作社进行调查和120多户农民访谈，了解了合作社发展的经验和存在的问题。项目组在新化乡召开了两次村级研讨会。

安徽 南京林业大学经济管理学院调研组已经完成了安徽黄山的案例调研工作。

2010年1月21日， 项目调研组在安徽黄山召开了县级研讨会，项目管理办公室首席专家姜春前，财务助理李琼，国家林业局林改中心齐联，项目县、乡、及项目村的代表参加了会议。项目首席专家姜春前向与会人员介绍了项目的相关背景知识，调研组向大家介绍了前期调研的成果并讨论项目执行中遇到的问题。

2010年1月22日，项目首席专家姜春前来到安徽省项目办就项目工作进行讨论。

HUNAN The research team of COHD/CIAD, China Agricultural University, has finished thesurveys on the case sudies by household interviews and got 94 questionaires. The team ispreparing for the workshop at county level which is planed in March.

湖南 中国农业大学人文与发展学院的调研组通过农户访谈的方式已经完成案例调研工作，共完成调查问卷94份。项目组正在着手准备县级研讨会，并计划于三月份举行。

ZHEJIANG The research team ofZhejiang Forestry University has finishedvillage workshops in Xiaozhuang andBilong, and will submit their reports inearly February. The workshop at countylevel is planned in early March.

JIANGXI The research team of School of Economics and Management，Beijing ForestryUniversity, has finished the surveys on the case sudies in Jiangxi Province, and is preparing for theworkshop at county level.

Activities Implemented 工作实施 Equipment procurements for 6 provincial project offices and 8 county

project offices

After consultation with SFA, and considering the needs of PPMOs and CPOs, the equipments andoffice expendable materials were purchased and put into use by the end of December, whichwould support greatly the project activities being conducted.

The procurements were conducted strictly by the procedure of FAO, and all the equipments weremade into the inventory record and under assets management.

项目6省8县项目办设备采购

经商国家林业局，考虑到省、县项目办当地的实际需求，12月底，所有项目办公设备和耗材采购完毕并投入使用，大大支持了正在进行的项目活动。

设备的采购完全按照粮农组织的采购程序进行，所有设备进行固定资产登记和管理。

Contract with 5 institutes for forest tenure trade centre (FTTC)assessment

After preparation of the TOR and outlines of the reports, called for bid procedure and technicalevaluation, 5 research institutes/ universities were selected and contracted to do the assessmentof the experiences and lessons learned from trade centres for forest ownership and land use rightsestablished at county or township level in provinces that are already implementing the new foresttenure system.

Total 26 case studies will be conducted in 6 project provinces: Fujian (5 cases), Hunan (5 cases),Guizhou (4 cases), Anhui (4 cases), Jiangxi (4 cases) and Zhejiang (4 cases).

The objectives of the assessment are:•To assess the experiences and lessons learned from existing forest tenure trade centres (FTTC);•To identify factors for success, challenges, main bottlenecks and recommendations for improvedefficiency and effectiveness;•To make recommendations on improved policies, laws and regulations as well as institutionalframeworks related to forest tenure trade centres (FTTC).

Activities Implemented 工作实施与5家科研机构/院校签约承办林权交易中心评估

编写完毕《工作职责范围》及评估报告格式大纲并经过招标程序及技术评估，五家符合要求的研究机构/院校已经签约，对已实施新林权制度省的县级和镇级森林所有权和土地使用权交易中心的经验和教训进行评估。

该活动将在6个项目省共执行26个案例研究，分别是：福建（5个），湖南（5个），贵州（4个），安徽（4个），江西（4个）及浙江（4个）。

该评估活动的目标是：•评估现有林权交易中心取得的经验和教训•确认交易中心成功的积极因素、挑战、主要瓶颈，以及提高交易中心工作效率的建议•为林权交易中心的发展提供政策、法律、法规以及制度方面的建议

项目宣传和桂林会议

The periodic newsletter(quarterly), Newsletter volume 1 was published and distributed to thePSC members in late October, which introduced the project progress in the first quarter.

项目通讯（季刊）第一期已经于10月底出版并分发给项目指导委员会成员。项目通讯第一期介绍了项目第一季度的进展情况。

With efforts from FAO headquarter, the project LOGO was designed and the project website wasproduced under the overall framework of FAO website. The headquarter also developed a projectbrochure, which introduced the background and other basic information about the project.

At the invitation of Asia-Pacific Network on SFM and Forest Rehabilitation secretariat, Mr. JiangChunqian, National Project Coordinator, attended the workshop on Country-led Initiative (CLI)-Forest for People in Guilin. The workshop was hosted by State Forestry Administration, incollaboration with Austria, Finland, Germany, and the United States of America, designed to shareexperiences and lessons learned in the use of national forest programs to achieve sustainableforest management and as a means to implement the Non-legally Binding Instrument on All Typesof Forests.

在亚太森林恢复与可持续管理网络秘书处的邀请下，项目首席专家姜春前先生参加了在广西桂林举办的“森林与人”联合国森林论坛国家倡议会议。此次会议由中国国家林业局联合奥地利、芬兰、德国、美国等有关部门共同召开，旨在相互学习和交流通过国家林业项目实现可持续森林管理和摒除法律束缚等方面的经验。

During the workshop, 50 copies of project newsletters were distributed to the participants. Manyexpressed their interests to exchange information with the project and would like to know furtherinformation about the project.

会议期间共向与会人员分发50多本项目通讯，许多与会人员对项目表示兴趣并表达了相互交流和学习的意愿。
