1. a) At Loader's colony, waste water generated from colony found to becollected in septic tank and treated in soak pit.

b) Waste water from kitchen and bathroom is being collected in a tank and is

chlorinated. After chlorination, the water is being pumped from tanks intankers for use in gardens.

2. At Trucker's co[ony, waste water is being collected in septic tank and then isdirectly pumped to STP which is close nearby.

3. STP is found to be operational. Treated water is being used for gardening andspraying on the road.

4. All the septic tanks and soak pit are properly covered. However, at STP areatreated water ponds need immediate and frequent cleaning as they are fullwith vegetation.

5. The adequacy of the capacities of these septic tanks/soak pits with respect tono. of persons residing in the areas to checked and any corrective action, ifrequired to be taken

Additionally, following observed during the plant / township area visit:

a) There is a huge potential for rain water harvesting in the plant and townshiparea, Presently no rain water harvesting points could not be seen. M/s

NUVOCO to take in depth study for the potential of recharge and make

necessary pits on urgent basis for i00 % recharge.

l. StatutoryCompliance

i The project proponent shall obtain Consent to Establish / Operate underthe provrsions of Air (prevention & control of pollution) Act, tggland thewater (Prevention & control of pollution) Act. 1g74 from theChhattisgarh Environment Conservation Board (CECB).

ii The prolect proponent shall obtain the necessary permission from thecentral Ground.water Authority, in case of drawl tf'ground water I fromthe competent authority concerned in case of drawl of surface waterrequired for the project.

iii The project proponent shall obtain authorization under the Hazardousand other waste Management Rules, 2016 as amended from time totime.

ll. Air Quality Monitoring and preservation

i The project proponent shall install 24x7 continuous emission monitoringsystem at process stacks to monitor stack emission with respect t5standards prescribed in Environment (protection) Rules 1gg6 vide S o3305 (E) dated 71n December 2015 (Thermai power plants) as amendedfrom time to time; according to equipment supplier specification throughlabs recognized under Environment (protection) Act, 1986 or NABLaccredited laboratories.

ii' The project proponent shall monitor fugitive emissions in the plantpremises at least once in every quarter thiough laboratories recognizedunder Environment (Protection) Act, 1986 or NABL accreditedlaboratories.

iii' The project proponent shall install system for carryout ContinuousAmbient Air Quality monitoring for common / criterion parametersrelevant to the main pollutant released (e g PMle and pMr5 in referenceto pM emission, and so2 and No, in reference to so, and No*emissions) within and outside the plant area (at least at four locationsone within and three outside the plant area at an angle of 120" each),covering upwind and downwind directions.

iv The project proponent adequate air pollution control arrangements at allp9!nt and non point sources. Electro Static Precipitator(s) havingefficiency of not less than 99.995% (with maximum designed emissionof particulate matter with minimum 90 meter stack helght to ensureparticulate matter less than 30 mg/Nm3 in one field out c6ndition) in allthe boilers, suitable & effective air pollution control equipments(adequate dust extraction systems such as bag filters) for the control ofemissions from processes / operations and for the control of emissionduring the handling & transportation of raw materials I coal, fly ash /bottom ash etc. shall be installed before. Adequate provision shall bemade for sprinkling of water at strategic locations to ensure dust doesnot get air borne. For controlling fugltive dust, regular sprinkling of waterin vulnerable areas of the plant shall be ensured.-Proper ventilation shall"" also be provided in induction furnace and rolling mill plant. pollution control systems shall be kept in good running condition all the

time and failure (if any), shall be immediately rectified without delay;

otheruvise, similar alternate arrangement shall be made. ln the event of

any failure of any pollution control system adopted by the Projectproponent, the respective production unit shall not be restarted until the

control measures are rectified to achieve the desired efficiency. As per

proposal submitted emission of pollutants from any point source shallnot exceed the foll limit: -

Project proponent shall provide proper space provision for further

retrofitting of air pollution control systems in case of further stringency ofparticulate matter emission limit. The height of any other stack(s) shall

not be less than 30 meters.

The project proponent shall submit monthly summary report ofcontinuous stack emission and air quality monitoring and results ofmanual stack'monitoring and manual monitoring of air quality / fugitiveemissions to Regional Office of Ministry of Environment, Forest and

Climate Change, Nagpur, Zonal office of CPCB and Regional Office ofChhattisgarh Environment Conservation Board (CECB) along with six-

monthly monitoring repofi .

Appropriate Air Pollution Control (APC) system shall be provided for all

the dust generating points including fugitive dust from all vulnerablesources.The project proponent shall provide leakage detection and mechanizedbag cleaning facilities for better maintenance of bags.

Sufficient number of mobile or stationery vaccum cleaners shall be

provided to clean plant roads, shop floors, roofs, regularly.Recycle and reuse coal fines and such other fines collected in thepollution control devices and vacuum cleaning devices in the process.

Provide wind shelter fence and chemical spraying on the raw material

stock piles

Provide Low NOx burners as primary measures and SCR / NSCRtechnologies as secondary measure to control NOx emissionslndustry shall use Imported coal 182 tonnes per day or lndian coal 334tonnes per day or coal washery relects 521 tonnes per day or mix ofabove fuels for generation of power. lmported coal fromVishakhapattanam port or lndian coal shall be transported to theexisting railway siding by rail only. Washery rejects shall be transportedthrough rail / mechanically covered vehicles.Design the ventilation system for adequate air changes as per ACGIHdocument for all tunnels, motor houses, Oil Cellars.

lll. Water Quality Monitoring and Preservation

i. The project proponent shall install 24x7 continuous effluent monitoringsystem with respect to standards prescribed in Environment (Protection)Rules 1986 S.O. 3305 (E) dated 7th December 2015 (Thermal PowerPlants) as amended from time to time; And connected to SPCB andCPCB online servers and calibrate these system from time to timeaccording to equipment supplier specification through labs recognizedunder Environment (Protection) Act, 1986 or NABL accreditedlaboratories. Project proponent shall ensure the treated effluent quality

within standard prescribed by Ministry of Environment, Forest andClimate Change, Government of lndia. lndustrial wastewater shallconform to the standards prescribed under GSR 422 (E) dated 19th

May, 1993 and December, 1993 or as amended form time to time.

ii. The project proponent shall monitor regularly ground water quality atleast twice a year (pre and post monsoon) at sufficient numbers ofpiezometers / sampling wells in the plant and adjacent areas throughlabs recognized under Environment (Protection) Act, 1g86 and NABLaccredited la boratories.

iii. The project proponent shall submit monthly summary report of effluentmonitoring and results of manual effluent testing and manual monitoringof ground water quality to Regional Office of Ministry of Environment,Forest and Climate Change, Nagpur, Zonal office of CpCB andRegional Office of Chhattlsgarh Environment Conservation Board(CECB) along with six-monthly monitoring report.

iv. Adhere lo'Zero Liquid Discharge' No effluent shall be discharged outof plant premises under any circumstances Any liquid effluent what soever generated shall not be discharged into the river or any surfacewater bodies under any circumstances, and it shall be reused wholly inthe process / plantation within plant area.

v Sewage Treatment arrangement shall be provided for treatment ofdomesttc wastewater generated from plant premises, loader's &trucker s colony. residencial area etc. to meet the prescribed standards.

vi. The pro.lect proponent shall provide the ETP for effluents of power plantto meet the standards prescribed by Ministry of Environment, Forest andClimate Change / CpCB.

vii. Garland drains and collection pits shall be provided for each stock pileto arrest the run-off in the event of heavy rains and to check the waterpollution due to surface run off.

viii' The project proponent shall practice rainwater harvesting to maximumpossible extent.

ix' The project proponent shall make efforls to minimize water consumptionin the plant by segregation of used water. practicing cascade use andby recycling treated water COC of at least C6 shall be adcpied and theeffluents shall be treated as per the prescribed norms. Minimum waterdrawl for makeup purposes shall be ensured.

lV. Noise Monitoring and prevention

i. Noise level survey shall be carried as per the prescribed guidelines andreport in this regard shall be submitted to Regional bfficer of theMinistry of Environment, Forest and Climate Change, Nagpur as a partof six-monthly compliance report.

ii. The ambient noise levels should conform to the standards prescribedunder Environment (Protection) Rules, 1986 viz.75 dB (A) during daytime and 70 dB (A) during night time.

V. Energy Conservation Measures

i. Provide solar power generation on roof tops of buildings, for solar lightsystem for all common areas, street lights, parking around project areaand maintain the same regularly.

ii. The project proponent shall ensure use of LED lights in their offices andresidential areas.

iii. Maximize utilization of fly ash, slag and sweetener in cement blend asper BIS standards.

Vl. Waste Management

i. 100% utilization of fly ash shall be ensured. All the fly ash shall be

- provided to cement and brick manufacturers for further utilization.

ii. The waste oil, grease and other hazardous waste shall be disposed ofas per the Hazardous & Other waste (Management & TransboundaryMovement) Rules, 2016.The project proponent shall utilize fly ash bricks / blocks etc. in allconstruction activities.Kitchen waste (if any) shall be composted or converted to biogas forfurther use.

Vl!. Green Belt

i. Green belt shall be developed in an area equal to 33% of the plant areawith a native tree species in accordance with CPCB guidelines. Thegreenbelt shall inter alia cover the entire periphery of the plant. As far aspossible maximum area of open spaces shall be utilized for plantationpurposes. The project proponent shall ensure a dense plantationtowards the East and South direction of the proposed power plant.

ii. The project proponent shall prepare GHG emissions inventory for theplant and shall submit the programme for reduction of the sameincluding carbon sequestration including plantation.

Vlll. Public Hearing & Human health lssues

i. Emergency preparedness plan based on the Hazard identification andRisk Assessment (HIRA) and Disaster Management Plan shall beimplemented.

ii. The project proponent shall carry out heat stress analysis for theworkmen who work in high temperature work zone and provide PersonalProtection Equipment (PPE) as per the norms of Factory Act.

iii. Provision shall be made for the housing of construction labour within thesite with all necessary infrastructure and facilities such as fuel forcooking, mobile toilets, mobile STP, safe drinking water, medical healthcare, creche etc. The housing may be in the form of temporarystructures to be removed after the completion of the project.

iv. Occupational health surveillance of the workers shall be done on aregular basis and records maintarned as per the Factories Act.

The company shall have a well laid down environmental policy dulyapprove by the Board of Directors. The environmental policy shouldprescribe for standard operating procedures to have proper checks andbalances and to bring into focus any infringements / deviation / violationof the environmental / forest / wildlife norms / conditions. The companyshall have defined system of reporling infringements / deviation /violaticin of the environmental i forest / wildlife norms / conditions and /shareholders / stake holders. The copy of the board resolution in thisregard shall be submitted to the Ministry of Environment, Forest andClimate Change, New Delhi / SEIAA, Chhattisgarh as a part of six-monthly report.

A separate Environmental Cell both at the project and company headquarter level, with qualified personnel shall be set up under the controlof senior Executive who will directly to the head of the organizaticn.Action plan for implementing EMP and environmental conditions alongwith responsibility matrix of the company shall be prepared and shall beduly approved by competent authority. The year wise funds earmarkedfor environmental protection measures shall be kept in separate accountand not to be diverted for any other purpose. Year wise progress ofimplementation of action plan shall be reported to the Regional office,Ministry of Environment, Forest and Climate Change, Nagpur / SEIAA,Chhattisgarh along with the Six Monthly Compliance Report.self environmental audit shall be conducted annually. Every three yearsthird party environmental audit shall be carried out.All the recommendations made in the Charter on CorporateResponsibility for Environment Protection (CREP) for the plants shail beimplemented.

vernacular language within seven days and in addition this shall also bedisplayed in the project proponent's website permanenfly.The copies of the environmental clearance shall be submitted by theproject proponents to the Heads of local bodies, panchayats andMunicipal Bodies in addition to the relevant offices of the Governmentwho in turn has to display the same for 30 days from the date of receipt.The project proponent shall upload the status of compriance of thestipulated environment clearance conditions, including results ofmonitored data on their website and update the same on half-yearlybasis.

The project proponent shall monitor the criteria pollutants level namely;PM10, SO2, NO, (ambient levels as well as stack emissions) or criticaisectoral parameters, indicated for the projects and display the same at aconvenient location for disclosure to the public and put on the website ofthe company.The project proponent shall submit six-monthly reports on the status ofthe compliance of the stipulated environmental conditions on thewebsite of the ministry of Environment, Forest and climate change atenvironment clearance portal.

The project proponent shall submit the environmental statement foreach financial year in Form-V to chhattisgarh Environmentconservation Board (cECB) as prescribed under the Environment(Protection) Rules, 1986, as amended subsequenily and put on thewebsite of the company. The project proponent shall inform theRegional office, Ministry of Environment, Forest and crimate change,Nagpur as well as SEIAA, chhattisgarh the date of financial closure andfinal approval of the project by the concerned authorities, commencingthe land development work and start of production operation by theproject.

The project authorities must strictly adhere to the stipulations made bythe chhattisgarh Environment conservation Board (CECB) and theState Government.The project proponent shall abide by all the commitments andrecommendations made in the EIA / EMp report and also that duringtheir presentation to the State Expert Appraisal Committee.No fufther expansion or modifications in the plant shall be carried outwithout prior approval of the Ministry of Environment, Forest andClimate Change, New Dethi / SEIM, Chhattisgarh.concealing factual data or submission of false / fabricated data mayresult in revocation of this environmental clearance and attract actionunder the provisions of Environment (protection)Act, 1gg6.sElAA, chhattisgarh may revoke or suspend the clearance, ifimplementation of any of the above conditions is not satisfactory.sElAA, chhattisgarh reserves the right to stipulate additional conditionsif found necessary. The company in a time bound manner shallimplement these conditions.The Regional office Ministry of Environment, Forest and climatechange, Nagpur shall monitor compriance of the stipulated conditions.The project authorities should extend fuil cooperation to the officer (s) ofthe Regional office by furnishing the requisite data I information /monitoring reports.

The above conditions shall be enforced, inter-alia under the provisionsof the water (Prevention & control of pollution) Act, 1g74, the Air(Prevention & control of Pollution) Act, 1981, the Environment(Protection) Act, 1986, Hazardous and other wastes (Management andTransboundary Movement) Rules, 2016 and the pubiic Liabilitylnsurance Act, 1991 along with their amendments and Rules and anyother orders passed by the Hon'ble Supreme court of lndia I Highcourts and any other court of Law relating to the subject matter.
