1 . 0 B a c k g r o u n d Vision Statement The Weyerhaeuser/Tolko Okanagan-

Shuswap-Boundary Regional Sustainable Forest Management Plan will foster

forest management practices, based on science, professional experience and local public and First Nations input,

that contribute to the long-term health and productivity of forest ecosystems

and related forest economies.

Between May, 2000 and March, 2001 Weyerhaeuser in the Okanagan and Boundary Timber Supply Areas (TSA’s) worked with a dedicated group of public stakeholders to develop a Sustainable Forest Management (SFM) Plan. Members of the SFM Advisory Group reflected a cross-section of local interests including recreation, ranching, forestry, conservation, water, and community.

In late 2003 Tolko Industries committed to meeting the Plan on it’s operating area. The licensees and the SFM Advisory Group started implementing this new approach at their December, 2003 meeting. This monitoring report summarizes the combined performance of Weyerhaeuser and Tolko during 2004.

The SFM Plan serves as a “roadmap” to current and long-term management in the Okanagan and Boundary TSA’s, setting performance objectives and management strategies that reflect the ecological and social values of the DFA. It is consistent with the Okanagan Land and Resource Management Plan and the Kootenay Boundary Land Use Plan.

In January 2004 Tolko and Weyerhaeuser embarked on a reallocation of harvest volumes between the two companies across three Timber Supply Areas (TSA). Throughout 2004 the two companies worked towards implementing the operational aspects of this trade. In the trade area, the company which harvested the block will retain Free Growing responsibility. All other obligations associated with the tenure (i.e. roads) will be the obligation of the receiving company. The result of the landbase trade saw approximately 50,000 hectares of

Weyerhaeuser’s traditional operating area transferred to Tolko in the Okanagan.

2 . 0 C o n t i n u a l I m p r o v e m e n t The SFM Plan contains 36 objectives for sustainable forest management. Indicators for these objectives will be monitored annually by Weyerhaeuser and Tolko. Annual monitoring reports − prepared each spring − will indicate whether performance measures for each of the objectives have been met. These reports will be made available to the public via the licensee web sites: Weyerhaeuser: http://www.weyerhaeuser.com/ environment/practsustainforest/bcinterior/plan/; Tolko: http://tolko.com/sustainability/div/lavington.php.

The effectiveness of the SFM Plan will continually be improved by reviewing the annual monitoring results. This review will provide licensees and the public with an opportunity to bring

forward new information and to provide input concerning new or changing public values that can be incorporated into future updates of the SFM Plan. Performance measures (objectives and indicators) may also change as additional information becomes available.

4 . 0 P e r f o r m a n c e 2 0 0 4 Environmental, social and economic performance is assessed according to the six criteria in the CSA standard. The six criteria, which define the broad parameters of sustainable forest management, are biological diversity, forest ecosystem condition and productivity, soil and water resources, contributions to global ecological cycles, benefits to society, and society’s responsibility for sustainable development.

Annual performance related to the implementation of the SFM plan is assessed by determining the extent to which targets for individual objectives have been met. The overall achievement of sustainable forest management is assessed by reviewing progress toward the goals identified for each of the criterion in the SFM plan. Since objectives and indicators have been established for each of the goals relating to the criterion, an assessment of progress towards sustainable forest management can be made by reviewing the collective achievement of the indicator results for each of the criterion.

4.1 Performance Summary by Indicators/Objectives 2004 In an SFM Plan it is the Indicators and Objectives that provide the performance measures that are to be met through on-the-ground forest management activities. Full compliance is required for many objectives i.e., there is no variance. Where full compliance may not be achievable, an acceptable level of variance is indicated for the objective.

Based on the results, Tolko did revegetate the appropriate roads but will be applying additional focus during the 2005 operating season on meeting the set target of one month.

out in strategies Objective: Meet with government agencies (and other licensees and public where

appropriate) on an ongoing basis to review forest health programs (e.g., pests, fires and windthrow) and complete 100% of harvest priorities by completion date set out in strategy.

The licensees were involved in discussion with the Ministry of Forests but no formal plans were generated. In the absence of an overall TSA bark beetle strategy Weyerhaeuser and Tolko develop their own annual strategies. In 2004, harvest priority included significant areas of fire salvage. As 100% of harvest priorities (1,783 ha) were completed the target was achieved.

Strategies employed in addition to priority harvest included: • Field reconnaissance using mapped beetle polygons. • Field reconnaissance of timber types that historically have had beetle

activity but based on beetle mapping did not show activity. • Actively involved in the OSFD forest health meetings • Pheromone baiting

In 2003 trap trees in Shatford Creek were not recovered as there were unresolved issues between the Forest Service and First Nations. A 2004 survey of the area determined that the un-recovered trap trees had not adversely impacted adjacent forest values.

In 2004, harvest priority included significant areas of fire salvage.

• 1,133 ha (100%) met the late free growing deadline. • On average, late free growing was achieved 3.2 years before the late

date. • In 2004, 55.7 hectares of spot herbicide application (basal) was

completed using 86.8 liters of Tryclopyr (release) mixed with 202 liters of Iso parm (carrier). Treatment was in accordance with the approved Pest Management Plan using a hand held spray gun.

Indicator: (18) Report on access management commitments contained in forest development plans (FDPs).

Objective: 100% of annual access management commitments contained within the FDP will be implemented during the reporting period.

The objective for this Indicator has been met as all commitments have been completed except for one which Tolko is addressing through an FDP amendment. BC Hydro constraints prevented implementation of one commitment (CP 336-4) as planned. Tolko’s FDP amendment incorporates a revised strategy that addresses the constraints. Completed 2004 access management commitments included: • Whitefoot Creek (Grizzly Bear) development. On plan with access

control to follow site prep/ planting 2004/2005. • Rendell Road (Grizzly Bear) development. Access control (gate) in

place. • Various road blockages in Penticton Creek, Naramata and Vaseaux

(gates/lock blocks) were operational. • Weyerhaeuser led a 2003 access management initiative (work in

progress 2004) specific to the Vaseaux area that ties to Development Planning, Vaseaux Sheep, and other stakeholder identified issues.

• CP 292 and 293 – access control at bridge site. • CP 366-1 – loop road being created by block road. • Poyntz Road – 2 locked gates installed. • King Ed Road – locked gates at 15 km and 22 km. • Brunette – locked gate at 34.5 km.

In addition to these 18 blocks: • One cutblock had viewpoints from on the water. A post logging picture

was not possible given weather conditions. The result will be reported in 2005.

• The Forest Service exempted several blocks, within areas having visual objectives, from having to meet the objectives:

o 7 Cutblocks - Fire Salvage (PR zone 1). o 4 Cutblocks in PR zone. Visual modeling not required at the

planning phase because of unit size and distance from the viewpoints.
