Only $5 million (U.S.) has been pledged for the Nepal flash appeal so far, according to the Office for the Coordination of Humanitarian Affairs (OCHA), the arm of the UN that organizes and tracks humanitarian aid across the globe. Tom Kirsch, director of the Centre for Refugee and Disaster Response at Johns Hopkins University, said the problem is that there is only a limited amount of money available for humanitarian relief in the world, and an endless supply of crises. “The problem nowadays in humanitarian relief is that the world is overextended,” he said.     ThisisveryearlydaysfortheNepalappeal,saidClareDoyle,spokespersonforOCHA,addingthattheFinancialTrackingServicewebsitehasnotcapturedallcontributionsyet.

    KarenLeiva,aspokespersonfortheCanadianRedCross,echoedDoylesconcerns.

    Itisstillveryearlyinthisresponse,Leivasaid.Itwouldbeimpossibleforustocomparethisdisasterwithanyothersbecauseeachsituationisunique.

    Still,whena7.0magnitudeearthquakestruckHaitiin2010,aidfloodedinfromaroundtheworld.

    Withinthefirsttwoweeksoftheflashappeal,82percentoftheinitialrequestfor$575million(U.S.)wasmet,accordingtoareportfromresearchinstituteBrookings.Theappealwaseventuallyrevisedupto$1.5billion(U.S.).

    AlmostaweekaftertheUNlauncheditsfundingappeal,andonly2percenthasbeenraised.

    KirschsaidtheturmoilintheMiddleEastandEbolainWestAfricahavetakentheirtollontheworldscoffers,andmayhavetiltedthebalanceofavailabledonorsmostlygovernmentsawayfromNepal.

    Theworldskindoftappedout,hesaid.

    AccordingtothemostrecentreportfromGlobalHumanitarianAssistance,globalhumanitarianexpensesrosealmost30percenttoUS$22billionin2013.

  • Theglobaleconomiccrisismayhavealsotightenedpeoplesbelts,Kirschsaid.Onaverage,onlyabouttwothirdsofUNtrackedfundingappealsaremet,accordingtotheGlobalHumanitarianAssistancereport.

    Compoundingtheissueisthatevenwhengovernmentsdopledgeaid,itcantakealongtimetodeliver.AsofMonday,about85percentofthemoneythathasbeenraisedfortheflashappealisstilloutstanding.

    Andwhilecountriesacrosstheworldwaittosendtheirchecks,Nepalisrunningoutoftime.

    Rapidlydeterioratingweatherconditions,asthemonsoonseasonapproaches,islikelytobecomeanaddedlogisticalchallengetotheprovisionofhumanitarianassistance,Doylesaid.

    Fundingisneededimmediatelytocontinuethereliefoperations.
