The Councillors Association strives to defend our services, to serve councillors and lobbies to promote the interest of local authorities. The ability of Councils to deliver decent education and social services continue to be undermined by financial hits With a 3.5% cut recently announced this year, and other similar reductions in financial support, times are indeed difficult. However we reject the politics of austerity which needs to be reflected as far as is possible in our council chambers. The vexed issue of the Williams Commission recommendation which would see significant changes for councils has occupied a deal of time and effort. The cost of reorganisation of over £200 million would not be funded by Welsh Government. We know that Labour Councillors are at the throats of Labour AMs. We are fully committed to the strategy of focusing on a concerted canvass of Super Voters and implementing a Postal Vote strategy for supporters. With a view to the next council elections it is essential that we build up a strong database of our supporters and also encourage them to apply for Postal Votes now. We also will continue to work with the Women's Section to encourage more women to stand at council elections. We supported them in a meeting at the last conference. The Association wish to record its deep appreciation for the leadership shown by the Chief Executive and the staff of Ty Gwynfor. The Executive Committee meets 6 times per year and is keen to invite more members to meetings. Some of our work; * We have engaged with the Climate Change Commission seeking advice on environmental issues * We have urged that our AMs continue to challenge WG to issue robust guidelines concerning fracking * Regular meetings with the Chief Executive, the Leader and Jonathan Edwards MP. Have monthly meetings with Plaid Assembly staff * In association with the Policy Forum participated in the Symposium on Government reform. * Established a members’ website providing information to members and receiving information from them. * Representatives attended ‘Yes’ rally in the Bay and visited to Scotland to support the YES campaign. * We continue to be concerned that Welsh Education Strategic Plans are not always proving to be an effective tool to ensure that every child has the opportunity to benefit from a Welsh Medium Education. Adroddiad Blynyddol Mae ein Cynghorau dan mwy o bwysau cynyddol gan Llafur a Cheidwadwyr nac y bu ers sawl blwyddyn. Felly rhaid i Gymdeithas y Cynghorwyr ein amddiffyn a lobio er mwyn cadw ein buddiannau. Yn arbennig ein gallu i gynnal ein gwasanaethau addysg a gofal cymdeithasol sydd yn dioddef o tanwariant oherwydd toriadau o 3.5% wedi cyhoeddi eleni a thoriadau tebyg am sawl blwyddyn i ddod. Mae amseroedd caled o’n blaenau. Nid ydym yn cytuno a’r gwleidyddiaeth o galedi a rhaid adlewyrchu hwn o fewn ein Cynghorau. Bydd argymhellion Comisiwn Williams yn golygu newidiadau dirfawr i’n Cynghorau, O ystyried yr amser a’r ymdrech a chost adrefnu o tua £200 miliwn na fydd yn cael ei ariannu gan Lywodraeth Cymru. Un canlyniad yw bod Cynghorwyr Llafur am waed ACau Llafur. Yr ydym yn hollol gefnogol i’r strategaeth o ganolbwyntio ar y pleidleiswyr cyson (Super Voters) a strategaeth Pleidlais Bost a pherswadio ein cefnogwyr i’w ddefnyddio. Mae’n tra phwysig gael bas data cynhwysfawr i ymladd etholiadau. Byddwn yn parhau i gydweithio gyda’r Adran Fenywod ac annog gwragedd i sefyll fel cynghorwyr. Trefnwyd cyfarfod ar y cyd yn y gynhadledd olaf. Hoffwn ddatgan ein gwerthfawrogiad o’r arweiniad a ddarperir gan ein Prif Weithredwraig a staff Tŷ Gwynfor. Mae Pwyllgor Gweithredol y Gymdeithas yn cwrdd rhyw 6 gwaith y flwyddyn ac yn croesawi unrhyw aelod yr hoffai ymuno a ni. Dyma esiamplau o peth o’n gwaith.
