A 31-year-old man was arrested for being in possession of drugs to the value of R2000.00 on Friday, 10 June 2016.
According to Captain Nqobile Gwala of the Kwazulu-Natal SAPS M e d i a C e n t r e , KwaDukuza Tactical R e s p o n s e T e a m together with Umhlali Task Team members received information a b o u t a m a n i n possession of drugs at L loyds Ntshawin i Reserve.
“They proceeded to s a i d p l a c e a n d requested to search the p r e m i s e s . U p o n searching they found a plastic with hundred capsules of heroin,” he said.
He added that the suspect was arrested
against those people who break the law. People need to be made to understand that this country is not a banana republic”, said Kaunda.
He said the current illegal public protests were the violation of the Constitution and others rights to go on with their businesses peacefully and without interference.
“Part of our work is to
ensure that all people enjoy their rights enshrined in the Bill of Rights. No one has a right to suppress other people's rights. Stopping people from going to work is to violate other people's rights.”
At the meeting, Kaunda was assured by the generals that an integrated plan had been put in place to ensure that the
p r o v i n c e was placed
on a “24 hour-alert.” These involved beefing up the capacity of all police units tasked with ensuring public order and stability. Equally, cr ime inte l l igence and members of other intelligence units have also been activated on the around the clock basis.
During the meeting, Kaunda expressed the need for the law-enforcement agencies to a s s u m e a “ p r o - a c t i v e approach” rather than being reactive.Crime Round Up

The ANC in the region have reliably been informed of some comrades who have regis tered as independent candidates. The ANC have written to all branches of the region informing them of the decision taken by the region that anyone who joins the opposition or register as independent for whatever reason will be expelled from the organisation. We have already sent letters to those that we have proof that they are

registered although some of them have since retreated and want to come back to the organisation, we can report that we will engage on these matters as they present themselves because seemingly there is no one size fits all on these matters but those who will come forward before elections will be treated differently and will not face the same chop as those who will contest the elections.
We must also report that the ANC is an organisation for all which is why we understand that when people are angry they may do things out of anger which is why those who come back to the organisation and apologize are always taken through specific process of rehabil i tat ing them back to the
organisation depending on the merits of their cases other than that of joining opposition and of becoming independents and go on to contest the organisation.
We are pleading with all members of the ANC to isolate name and shame those who are still with us but are doing things that are not allowed in the organisation.
We also want to reiterate the call made by the president that burning of property can never be a solution, lets sit down and talk whenever there are issues that concern our communities.

In commemoration of the c o m m e n c e m e n t o f t h e Driefontein Housing Project, KwaDukuza Mayor, Councillor Ricardo Mthembu visited the home of the late Preva Khumalo who served as Councillor for Ward 21 in KwaDukuza in tribute to his dedication to human development and success.
Khumalo is respected for his immense involvement in the struggle for liberation during apartheid times and is highly recognised for his role as a leader in government. Khumalo was brutally murdered near his

Mthembu says the Khumalo family wil l be the f i rs t beneficiaries of the R 10 million project which will yield 1500 housing units that will help improve the lives of over 6000 people in Driefontein.
“We recognize and remember the remarkable contributions by Khumalo. As leaders, we all took a leaf from that young giant. From all that he did for his community, he was one of the most vibrant Councillors who represented the interests of the youth of KwaDukuza too,” said
the Mayor.Cllr Mthembu said that they
have held down the fort since his demise so that the Driefontein Housing project goes on.
“Through his daring exploits as Councillor, this project is being realized today obviously at our behest. When I came to office I made it very clear that this project will happen. We immortalize the spirit of Khumalo for his gallant contribution as one of the champions of this project,” said Mthembu.

Pothole Radar came about because of the Xpress Times constantly being bombarded with complaints from the community about potholes that have failed toget the attention it deserves from the authorities. In the interest of road safety and awareness we introduce this periodical column (in its third appearance) for the public to send in pictures (approximate date and age of pothole) with the street address. WATER LOGGED: This week at the intersection of Daffodil and Manor Drive a cluster of potholes were reported by residents. We did visit the site with the Ward Cllr, Madhun Sing and he explained that the problem is emanating from still standing water that is making its way onto the road where SBT Civil themselves have assisted in covering up the holes. According to a source the water leaks were fixed on Tuesday afternoon, 14 June 2016.

NO TAR: This stretch of segmented linear potholes was reported by a Glenhills resident from Uranus Drive.

The leader of the Minority Front (MF), Mrs Shameen, pledged R15 000.00 to the CONCERNED CITIZENS GROUP (CCG), towards their legal fees as they intend challenging the Kwadukuza Municipality (KDM) legally in disposing the Golf Course, recreation Grounds and all associated sporting facilities to Double Ring Trading.
T h a k u r R a j b a n s i h a s displayed an act of faith, belief and trust in MF Councillor, Mr Bikrum Bharat Sing who has objected to the sale of these Municipal assets at the relevant C o u n c i l M e e t i n g . T h e objection was substantiated by the following:
In the item presented before Council it was stated that initially the Golf Course was to be sold, however due to the presence of Protected Wetland the area could not be fully developed and the Recreation ground, Country Club grounds and associated sporting facilities were now included.
Councillor Singh believes that this was a deviation from the original tender thus making the process unprocedural.
T h e r e c r e a t i o n g r o u n d s a n d a l l associated sporting facilities are a Regional Sporting Facility. It is i n c u m b e n t a n d a L e g i s l a t i v e requirement to the
MF pledges R 15 000Municipality for the provision of such facilities.
In disposing the existing facilities the Municipality has made no alternate provision in building a new regional sporting facility. However Double Ring Trading who were the successful bidders have promised to upgrade various existing ward facilities. With this regard I like to emphasise that ward facilities are more specifically meant for the use of ward residents thus it cannot be a replacement for a regional sporting facility.
The land in question is being sold for a meagre R8 million. This is not the true value of the property. The true value of the property would be fully
realised had the property been rezoned to the bidders intended usage before selling.
There has been insufficient public consultation which also is a legislative requirement. The Munic ipal F inance Management Act states that prior to disposal of any state property the Municipality must ascertain whether the said property is required for present municipal use and in the future. Only if the property is not required the property may be disposed in accordance to Supply Chain Management Processes which requires amongst others that there be public consultation. The fact that the Municipality intends relocating its offices to the
recreation grounds is evidence that the property is required for future Municipal use. The M u n i c i p a l i t y h a s o n l y c o n s u l t e d w i t h t h e representatives of the various spor t ing codes , th i s i s insufficient consultation as the representatives of these bodies do not represent the entire community.
Finally the Minority Front has put its money where its mouth is by pledging the R15000.00 and Councillor Bikrum Bharat Sing places in record his sincere thanks to the Leader of the Minority Front for her support. -

Letters to the EditorFrom corruption and bribery to assault and harassment traffic officers now operate as though they are above the law. This is something we as a community cannot allow to
perpetuate itself in our town. On Saturday June 4, 2016 I had an unfortunate and appal l ing experience with the KDM traffic department on King Shaka Street that I believe needs to be shared as I am sure I am not the first person in town to have experienced abuse of authority at the hands of traffic officers. While clearly signaling that I was intending to occupy a parking space in which a vehicle was getting out of by having my indicator on and my vehicle already in reverse gear a traffic officer pulls up behind me requesting that I move. Finding this to be ridiculous as the traffic officer could see for herself that a space was becoming available I continued to wait for the parking space. The traffic officer then pulls up alongside me insisting I move to which I explained that I will be parking in the space that was now available. I was not an obstruction to traffic and the traffic officer witnessed for herself that as the space became available I parked, after all this is how people park am I right?
To my surprise the traffic officer, ZL Mthembu parked off a few cars in front of me and then approached my window demanding to see my driver's license. She produced no other identification for herself apart from the name badge she wore. When question what the problem was and why she needed my driver's license she responded
that she HAS to give me a ticket for double parking! I am a licensed driver for about 15years and maybe the rules of the road have changed since I got my license but please correct me if I am wrong but since when is parallel parking now an offense that warrants a fine on the charge of being called double parking! I proceeded to show her that my license was in my possession and requested that she explain my offense clearly. Not willing to listen to reason she became aggressive and stated that she could give me a ticket for whatever she likes! Wow, is this the law by which traffic officers are governed that they can do as they please irrespective of whether or not they are right or justified to do so. I immediately called the Head of the traffic department because it was clear that this traffic officer was being unprofessional and was abusing her authority. However to my disappointment no assistance was offered by the Head of Department on the basis of him not being there to have seen what had transpired! What's the point of being in charge if you cannot intervene in matters where those under you demonstrate behaviour that violates the rights of members of this community?
This traffic officer to my horror then opened my car door, grabbed my keys from the ignition and then walked away. I am sure that if I was the same race as her I would not have been subjected to such disgusting treatment! She made no attempt to come back to me but rather her expectation was that I then leave my car unlocked and go to her with my license in the middle of the street. This was absolutely absurd as anyone in their right mind would not leave their car unlocked in town. After 30 min of waiting a family member stepped in to assist me by taking my license to where the traffic officer was now just standing doing nothing. It was disgusting to see that instead of proceeding to do her job and write the ticket for an offense she was adamant I had committed, she instead verbally abused my family member on the
street drawing the attention of many passer bys who then gathered to assist. This was both unnecessary and embarrassing.
Her supervisor Mr MJ Ntshangase then arrived. He refused to listen to what had transpired claiming that he too can't do anything since he was not present at the time and that we need to just take the ticket and address the matter in court if we were not happy. No wonder traffic officers operate as though they are above the law
because their supervisors and head of departments can't step in to do anything. This abuse of authority must be addressed. We cannot be forced to succumb to their tyranny of doing as they please and accept fines just because they can issue one without being accountable for what really transpires. Oh and I received a R3000 fine for this drama all because the traffic officer had to cover up her own incompetence of not knowing the difference between parallel parking into a space and causing an obstruction by double parking! I wonder who else in our community had to suffer the abuse of KDM traffic officers.

Through the recent efforts of dedicated policeman in meeting crime head on and curtailing this social ill within and without Kwa Dukuza (including parts of the I l e m b e D i s t r i c t Municipality), SAPS officers have formed an active community crime alert unit within certain areas.
Accord ing to a police officer, the unit operates in Indian V i l l a g e , S t a n g e r Manor: Lotus Street, L a r k s p u r S t r e e t , Canna Road, Orchid Road and Flower Road.
“Manor 1 Crime Alert Group” was officially established and launched at the S t a n g e r M a n o r Community Hall this past weekend at 3pm. It was followed by a neighbourhood watch meeting.
The SAPS officer together with two n e i g h b o u r h o o d members arrested one suspect in Manor for theft of cash.
“On searching the suspect he also had w h o o n g a i n h i s possession. He stole a b l i n d a n d d e a f donation can with money and due to his whoonga addiction recent ly s tole an expensive rug and cell,” said the officer. The suspec t was arrested at the Stanger Manor t e rmina l s .The officer worked with members Kaylen and Dino in the arrest.

The iLembe U17, U19, U21 & females senior team participated in the KZN Netball Championships 2016 held at Hoypark, Durban from 3 5 June 2016.
The team did very well by participating in all the ages and got good experience that will build towards improving their performance for future. This is an annual event which was very organised and hoping to have more such events in between to build on improve the players performance and was good for networking with other Districts.
iLembe had a team of 65 participants that were very well behaved.
Local umpires also received their grading at the tournament. They were Mduduzi Mthiya (B), Sthembiso Kumalo and Phindile Khumalo (C*). The selectors and coaches also gained experience during this tournament.
iLembe have 16 players who were selected for the KZN Team for the different categories: Nonsindiso Madlala, Habiba Useni and Noxolo Ngcobo (U17), Samira Mtiyane,
Lihle Cele, Lerato Gumede, Danelle
There is an extreme line-up of sports, entertainment and recreational events at this year's Ballito Pro, presented by Billabong, happening at Willard Beach from 22 June to 3 July.
In addition to the main feature top level surfing action by the sporting elite - there will be a number of daily activities which will give festival-goers the perfect opportunity to take advantage of the area's spectacular outdoor lifestyle in one of the warmest winter locations.
“This is the eighth year KwaDukuza will play host to this fantastic international festival which is indicative of t h e a r e a ' s s t r o n g holidaymaker appeal,” said Collette Bundy, event co-ordinator. “Once again we have a range of events and activities catering to all ages and tastes, including the return of the internationally r e n o w n e d e x t r e m e
Extreme motorcyclists to perform death-defying stunts at this year's Ballito Pro
motorcyclists, the le Riche brothers.”
Bruce and Brent le Riche sponsored by Monster Energy Drink - will be performing their not-to-be-missed two-man, motorcycle trials which inc ludes a number o f spectacular stunts using state-of-the-art trial motorbike performed on a specially made rig consisting of ramps, walls, steps and other death-defying obstacles.
Bruce, who is a three-times South African number 1 rider and was ranked number 2 in North America, and Brent, a 12-times South African number 1 rider and was ranked number 4 in North America, have been involved in extreme motorcycle trials since an early age.
“We got involved in the
sport through our father,” recalled Brent Le Riche. “It was through his knowledge of the sport, his strong guidance as well as our closeness as siblings, that we were able to reach an international level.”
Le Riche said motorcycle trials was a growing sport in the country , pr imar i ly because of the value it provided in teaching riders about motorbike control.
“This skill can then be transferred to o t h e r d i s c i p l i n e s , such as Enduro a n d Motorcross,” he explained. “ I t b r i n g s professional
and extreme sports to the right people. It's an amazing sport where you never really reach your peak. You are as good as how hard you push yourself on the day.”
He said performing at The Ballito Pro was such a unique experience because the audience is up close to the razor sharp action which is 35 minutes of extreme wheelies, nose wheelies, ramping and
down 3.5m high walls and a number of other insane stunts. The riders wear microphones, backed up with lively music, making the experience fully crowd interactive.
“There is just such an amazing atmosphere at The Ballito Pro, as well as a vibe from the surfing competition. For us, it's really the best show on our calendar.”
The brothers will be
performing at Willard Beach from Thursday, 30 June to Sunday 3 July.
In addition to the extreme sports' activation, The Ballito Pro Presented by Billabong w i l l i n c l u d e a b e a c hrecreational and sports' programme, a retail area, the Fire Up Your Stoke evening with food, wine and a surf film premiere as well as three nights of free music concerts at Salt Rock Beach and after parties at Crush Night Club for those wanting to continue the fun.
