Tender no. MN 211/2013: G o l f C o u r s e “Redevelopment Project for

The Xpress Times has been bombarded with inquiries as to the future of the adjacent sporting f ie lds respect ively ie . the Recreation Ground and the Country Club Ground. For five years the Golf course status was

In the article, Congress of the people (COPE) spokesperson Dennis Bloem says: “Although the town has a number of local newspapers, the council did not advertise in any of these papers. Furthermore, we learnt that no meeting took place. The council's

Naicker said the company Double Ring Trading planned to create a mixed-use development which included offices and a shopping mall. KwaDukuza Municipality (KDM) Mayor, Councillor Ricardo Mthembu says the budge t po l i cy speech presented by the KwaZulu Natal MEC for Economic Development, Tourism and Environmental Affairs: Mr Mike Mabuyakhulu i s f ind ing express ion in KwaDukuza.

“The speech shows that we

are aligned and that we are part of radical economic transformation agents. We do believe that we are ready to compliment the programmes of the Department and also accelerate them through partnership with your team,” said Mthembu.

Mthembu was speaking at the Post Budget Stakeholder B u s i n e s s B r e a k f a s t

engagement at eBandla Hotel on Thursday, 14 May 2014.

Mabuyakhulu presented his policy speech before the Provincial Legislature on Tuesday, 12 May where he highlighted new plans for his department for the 2015/16 financial year.

He said the integration of local economies into the

mainstream economy forms the epicentre of radical economic transformation.

“It is our view that strong national economy is only p o s s i b l e t h r o u g h a flourishing network of local economies as these give resilience in times of crises. The current challenges facing the country and the province require all of us to

work in a concerted effort to ensure that we bridge the deficit of implementation our programmes in our country. The task to achieve a c c e l e r a t e d r a d i c a leconomic through shared growth cannot be postponed. Let us work together to create a KwaZulu-Natal that is worthy of all her people,” he said.

public auction of any municipal assets, then there has been no disposal/sale of any assets. However, with the imminent Civic complex being proposed for the precincts in question, it has become necessary for the Municipality to engage interested and affected stakeholders to explore ways and means to mitigate the impact this will have on the various sporting codes.”

We took a survey with the c o m m u n i t y a b o u t t h e grounds being included in the Golf Course Redevelopment Project. They expressed their concerns calling the grounds t h e l e g a c y o f t h e i r forefathers. The more than half a-century year old recreation and country club grounds collective future is called into question.

A former member of council and a ratepayer activist, Frank Du Toit said that “a referendum will show the public totally against the development.

The African Christian Democratic Party (ACDP) leader Pastor / Councillor Nel Singh said that in a council meeting he did mention to council that when “R6 million was donated by Mr Vivian Reddy, that KDM should receive it as long as their no bias when it came to tenders from Mr Reddy's companies like Edison Power. I still hold this view with regard to his other company Double Ring Trading.”

“Also, it is unethical then for KDM to have received Mr Vivian Reddy's R6 million donation because it can be viewed in the public eye as Mr Reddy's attempt to sway KDM's b i d a d j u d i c a t i o n p r o c e s s e s , ” a d d e d Sewraj.

The mixed use precinct is proposed to have uses such as a P u b l i c o f f i c e s ; commercial offices; a shopping mall; a gym; a value centre as well as possible private health care facilities. phases commence. “The project is set to have major benefits to the community of KwaDukuza, with the local economy benefitting some R1, 9 bill ion rand in additional revenue and R700 million in local Gross

Geographic Product. The project will also benefit many Small Business Entrepreneurs though various initiatives generated from the overall project,” said Naicker.

According to Naicker the project sets to promote Social

Cohesion; Tourism and care of the environment, whilst creating much needed jobs required to stimulate the local economy.

“One must further note that jobs assist in uplifting our communities and our society

so that elements such as crime; drug abuse; social ills; poverty and poor education are slowly eradicated and our future generations can enjoy a better quality of life.”

Naked Stalker arrestedA Doringkop resident who has become a

legend in his area is now safely behind bars. According to Nombuso Gumede (21) she awoke at about 2am and spotted a naked man standing inside her bedroom. She woke her boyfriend and they overpowered him and arrested him. Last year, he did the same thing but they did not report the matter. Several reports have emerged in the area of the naked stalker but no-one has officially reported. Simbonile Jange (24) has been charged for

Never ending crime storyThere appears to be no slowing down of

crime. Last week, Saeed Ahmed of JH Cellular was approached by a customer. The youth requested a Galaxy S5 which was handed to him. As Ahmed was locating the documents for the phone, he fled and managed to elude Ahmed. The following day, Ahmed spotted the culprit at the taxi rank and alerted K9 Security who apprehended Nolan Dunn (23) and handed him over to the police. Dunn is due back at court this week to see if he will qualify for bail.

Know your victimCriminals need to select their victims

more carefully. Last week, Xolile Torho was returning home on foot. At the

Townview/Ntshawini turnoff, he was accosted by four youths who threatened to slit his throat with their knives. They left with his cellphone and a pack of sausages. Torho summoned a group of his friends and patrolled the Ntshawini area where the unemployed youth loiter about. He identified one of his attackers and they apprehended him. Mzwandile Nxumalo (18) will seek bail later this week.

Not onDumiso Khuzwayo's quest to collect

R200 from a woman resulted in bloodshed and mayhem. He alleges he went to the home of the borrower. The brother and another person were present. The visitor asked him why he was looking for the woman. He replied that it had nothing to do with him. Khuzwayo then left. As he walked away, he was stabbed in the back by the visitor. When he turned around, the brother attacked him with a cane-knife and struck him on the leg. Police have arrested Sibonelo Makhoba (26), the brother of the borrower. He is due back at court on 25 June. The visitor is still on the run.

End of the roadFarmer Muzi Mhlongo of Doringkop

was disappointed when he returned home after the Easter weekend. On inspecting his premises, his motorcycle, three bicycles and a television were missing. Alpha Security was alerted and followed the tyre tracks to no avail. Last week Alpha was tipped off by a resident that she had spotted the stolen property. On their arrival at the culprit's home, he fled. The stolen property was confiscated and Alpha returned to the house late that evening and arrested Makhela Thusi (20). He has been remanded in custody pending a bail investigation.

Golf Course used illegally for business

BANDWAGON: Business owners and residents have come to the Xpress Times complaining about local driving schools using the Golf course for business. The concerned citizens said that they feared that a trend might spark. When asked for comment, the

owner replied that he got permission from the traffic department and also said that “the area is not owned by the KwaDukuza Municipality.” The Xpress Times spoke to Communications Director, Sifiso Zulu and

he said: “The Golf Course is still the property of KwaDukuza Municipality. Although it is currently not in use, plans are under way to make use of it. There

is no permission that has been granted in this regard.” Zulu will be looking into the matter.

Multiple law enforcement units have endorsed the publ ic ' s r ight to take photographs of pol ice officers' actions.

A c c o r d i n g t o t h e KwaZulu-Natal National Prosecuting Authority head, Moipone Noko, who said c i t i z ens had a mora l obligation to report crime, irrespective of who was committing it. This included law enforcers, such as the police.

“However there is a fine line between gathering evidence and invading privacy.”

Senior Superintendent

S P A R K I N G A W A R E N E S S : Councillor Madhun Sobram Sing said: “The Government was made aware of t h e l o o m i n g electricity crisis far back in 1998. In 2008 t h e f i r s t l o a d s h e d d i n g w a s experienced. Since then crisis upon crisis has unfolded leaving the country in darkness. Instead of creating jobs through load shedding we are losing jobs while all sectors are heavily compromised. This is likely to continue with no quick fix solutions. The DA believes government should open this essential service to private sector investment to ease the pressure put on the national grid.” Highlighting this issues are councillors and activists of the DA in the Tiffany's Shopping Centre at Salt Rock

The KwaZulu-Natal Police Commissioner, Lieutenant G e n e r a l M m a m o n n y e Ngobeni congratulated the

This is a true story in real life...I am Amanda 36 years old with two children. I heard my neighbour talking about prophet

Imran who heals with spiritual and omitting holy oil, holy water from the seven oceans, and all this is done through prayers. I believed them because before they was struggling to make ends meet and they was at the point of divorcing, But today my husband is a city manager in certain municipality and the wife is a director in certain company. I asked them how I can get my personal and family problems solved. My husband was not performing well in bed and he was always getting weak and gave me omitting oil, spiritual water and magic ring, in seven days everything started changing and now I’m happily married and financially stable and more are still coming thanks to prophet Imran. My sister, brother and mother who have

problems relating with relationship, work, life and other please try prophet Imran and you will

never regret. You can contact the prophet on : 071 094 7538

Mr P Hendrikson bought this lovely house 3 months after attending 1 day special prayer

N. Marelette was single, but found a new husband who married her within 2 months after Imran had prayed for her

Mrs K Gumede had no job,but after attending Imran’s special prayer meeting in Edenvale, I got this new permanent job

Back to basicsSince the introduction of political

councillors, I have not enjoyed any upgrades nor improvements in my area ward 16.

Street lights are faulty, either they do not work at all or work like councillors on a part-time basis; water leaks are a regular occurrence with service providers who cannot seem to do the job right first time around; potholes and incomplete road works add to the unsightly deterioration of the area; road rubble is dumped on islands destroying the natural vegetation; a non-existent ward committee adds to my frustration; an uncooperative ward councillor who has never identified himself to rank and file nor has any public meetings been held to update us on events; no input has been received from us in respect of items on the agenda of council meetings which is a cornerstone of the councillor being the representative of the ward at such meetings (correct me if I am wrong).

What is the solution? Simple! The electorate of this ward needs to identify a person who has decency, r i g h t e o u s n e s s , c o - o p e r a t i o n , understanding, honesty and is virtuous; a person who has high morals, discipline, respect, empathy, sympathy, passion, compassion, understanding and a willingness to serve the interests of the people and their concerns.

Someone who will identify the needs of the ward; implement street committees and a working ward committee; one who will interact with the street committees and ward committees; one who will introduce programmes and network with service providers to attend to the social disorders of the ward; one who will be seen and be accessible as this is a “job” where he/she becomes the servant of the community and not try to be their leader by doing what they think and believe is in the interest of the ward.

If such a person who is a people's person exists, lets approach them and irrespective as to which political party they belong to, let us put such a person in. Should this person have no political affiliations, let's speak to a party to adopt this person as this will clearly indicate what the people want. I am quite sure that the same applies to other wards. If councillors understand and accept that they are here to serve their masters (the electorate) and that they are not the masters, we would have achieved a milestone in bringing democracy to the country as a whole.

Carpe Diem (Seize the day)

The new face of Democracy

If we are to succeed as a nation, we need to start believing in the power of human agency. We need to resurrect the idea that the choices we make, and the actions we take, matter.

It is true that the uneven legacy of the apartheid system weighs heavy on us. It is a fact that black children still do not have the same opportunities as white children. This is a h u m a n t r a g e d y t h a t nobody in this beloved country of ours should ever

accept.Much has been done to redress the

past, make no mistake. The blame game has to stop now!

Life in South Africa today is certainly better than it was during apartheid. But we need to hold ourselves to a much higher standard than that. We need to become the nation that President Nelson Mandela helped us believe we could become. A place of hope, prosperity, selfless leadership and mutual respect.

And so the honest question we must ask ourselves today as patriotic South African citizens is: What is holding us back from achieving Madiba's vision?

We can blame apartheid. We can blame the global financial system. We can blame Global warming. We can even blame Jan van Riebeeck.

How do you not condemn the very obvious dismantling of the country's crime and corruption fighting institutions SARS, the Hawks, the NPA, the SIU, the SAPS are all riddled with problems and have lost the faith of the public.

But in our hearts, we know what the truth and the problem is. We have allowed those in power to become bigger than our institutions, breaking them down bit by bit right under our noses and allowed ourselves to become subjects and a mockery nation to the Global village. The Democratic Alliance (DA) is a true example of modern day democracy and the new l e a d e r s h i p u n d e r M a i m a n e encourages young people to be politically active.

This is a great example set by DA and an example of democracy, young people needs to be part of change in South Africa and be politically active. Maimane has set the table for change and DA has set the table for new democracy and a time for change.

Public discourse on

governance mattersThe Ballito residents and tourism

industry must be happy about upgrade of the road connecting M4, N2 and R102. The construction was delayed due to liquidation of the construction company appointed to do work. Traffic volumes between December 15 and second week of January were a headache. Some residents have a habit of whining profusely even when it is unnecessary. This project is linked to roads developments around Gateway, Umgeni road on N2 and Red Hill andKwaMashu link road.

Out of this project, a report has to be c o m p i l e d a s t o h o w m a n y opportunit ies for Real Black Economic Empowerment and SMMES were created. I am not talking about fronting Black names or those associated with political leadership, putting it simple “I am not meaning tenderpreneurship but real entrepreneurship”. In all malls within Ilembe District, how many Black Africans in particular have business? In businesses like hotels, hardware's, supermarkets and restaurants how many have African managers and supervisors positions. In all four municipalities how many have been employed in casual and permanent jobs in development we see in Ballito?

Road that connects Shakaskraal and N2 down to Tinley Manor has been upgraded. Residents of Tinley Manor and Palm Lakes and private school officials must be happy. A road that passes Ward 10 to Mnyundwini, Hangoes up to Cranbrook is in a terrible condition. It has more traffic volumes than the one to Tinley Manor. Also the road that passes Groutville High School to N2 has a bigger volume than the road to Tinley Manor. Is this a skewed prioritization that looks at which social class must benefit first just because some send their children to Trinity College School and live at Palm Lakes? I encourage Mayor R i c a r d o M t h e m b u , t h e Municipal Manager Nhlanhla Mdakane and DOT officials to inspect the two roads. I am still waiting for a report on poor quality of road between Glebe and Char lo t tedale areas , constructed last year.

Last year I complained about lack of wheelchairs at Groutville

clinic and pathway for people on wheelchairs when attending a physiotherapy

clinic. Such a pathway cannot even cost R5000 for labour, cement, plaster soil and water all together. I still do not understand why statue of Chief Luthuli on Chief Luthuli Street is not of the same quality like that of Mahatma Gandhi? Such a difference sends a negative image to those with an observant and critical mind. This has to be addressed with Minister Nathi Mthethwa because ex-minister Paul Mashatile ignored this concern in two letters I sent him in 2009 2014periods.

Another thing that will be a rotten egg on the face of ANC is a bloated bureaucracy and how ANC members and ward development committee deployees get posts in municipalities of Ilembe and its local municipalities just because they are close to state power and ruling party. This alienates not only the local municipality from the people but even ANC as a ruling party. It is the same problem we face with those abusing membership of SADTU to move up the ladder irrespective of incompetency. Such practices will produce apathy and elements of counter-revolution. It is advisable to learn from Zambia, Nicaragua and other former colonies where nepotism, cronyism and job for pals angered citizens who ditched liberation movements due to ills of incumbency. Government wants to pay lucrative perks to traditional l e a d e r s h i p i n c l u d i n gChiefs and herdsmen (izinduna).

President Jacob Zuma's response to this proposal was “it's a progressive proposal” the spouses of chiefs and izinduna will be paid as it is with four wives of the president. Since 2009 a councilor or MPL and MP must be paid a monthly salary for three months if not returned to public office after any election. Immediately after resignation, a civil servant does not get a three months' pay. Are we not creating an Animal Farm that will backfire as deficit is growing and economy in stagnation?

Is the main task of government to create jobs for those close to state power? That is why you find 8-10 workers working on a storm water pipe, majority standing. Someone asked me to go around Zinkwazi at about 11h00 and see municipal workers enjoying “sun bath” or shade under the trees. We appreciateinstallation of pre-paid water meters b y I l e m b e C o u n c i l a s p e rrecommendation of the Auditor-General. The construction of a power station at Lloyd will alleviate power cuts. Please, do not burn or bomb it no matter the grievances about power load shedding and social service delivery. Do not behave like a small clique of SADTU leaders who are guillotining future of our children and manipulating ignorant teachers. Poverty in analytical thinking by SADTU members allows “jackals of careerism” to manipulate teaching fraternity.

For thousands of years many people have benefited from meditation. It is used as a stress reduction tool, lowers blood pressure, and also improves a person's overall health. University studies have shown that meditation improves both physical and emotional responses to stress.

Yashik Singh, from the Mohanji team had the opportunity to visit Stanger previously and encourages people to try it.

“We were fortunate to host the Power of Purity meditation held at the Stanger Siva Temple. It was an amazing event and cannot be fully articulated, as one has to be present to observe the experience.

“During the meditation many people went deep into their subconscious and years of suppressed emotions were released. Most of

the time, they approached this with an open mind and had wonderful experiences during the meditation and shaktipath session. There were those who were still skeptical but had a complete change of mind as they witnessed the experiences other participants had. Due to this overwhelming response, we have decided to visit again. I encourage people to attend as the meditation and healing session is free and we will provide guidance so people can continue doing this at home so they will be able to maintain their peaceful state,” said Singh.

The Mohanji Team will be making their way to Stanger to bring these services, which is available for free to the public. This meditation is not tailored for any specific religion or practice and is universal. The

Power of Purity guided meditation that will be introduced helps one feel light when their inner space is freed from trapped emotions, a f f l i c t ions , and va r ious hab i tua l conditionings. They also offer a Shaktipath, which is healing energy after the meditation. During this Shaktipath process there will be deep cleansing at the emotional, cellular and spiritual levels.

The next session will be held on the 31 July 2015 at the Stanger Siva Temple at 9:15am. For more information and to make a r e s e r v a t i o n , p l e a s e e m a i l [email protected] or call the Temple on 032 5513259. Groups interested in free meditations and shaktipath healing sessions can also email Sharon Pillay or contact Yashik Singh on 083 677 6381.

Ramnath, Jaibalan Soobramoney, Leon Moodliar, Vijesh Mahadeo, Yathin Narothum, Philani, Pradeev Dhora and Thulani Zungu will be flying the KDAC and iLembe flags flying high at the event. KDAC's most experienced Comrades runners, Dippy Moodley said he was ready for his 21st Marathon having gained his green number in 2014 after completing 20 races. Others in the squad have also said that

they have trained hard and are hoping to finish the marathon within the cut-off time. They urged members and supporters to line the route in order to spur them on.

Meanwhile KDAC members are reminded that the Comrades Pasta evening will be held this Friday, 29 May at Sewmungal's residence at 26 School Road commencing at 6pm. Members are reminded that this is a bring-and-share event.

Meanwhile the Comrades Marathon Association (CMA) has announced the final race distance for the 90th Comrades Marathon.

CMA race director, Rowyn James confirmed that the official distance is 87,72km, making it one of the longer up runs in recent history.

James said that due to the GO! Durban Integrated- Rapid Public Transport Network road-works in Josiah Gumede Road (Old Main

Road), Pinetown, the route has deviated slightly for race day.

The deviation occurs between the 69km and 67km to go Bonitas kilometre marker boards and means an extra 877 metres has been added onto the same route as the 2013 up run.

“The construction in Pinetown does not adversely affect the route or the race and everything has been done by ourselves and the municipality- to minimise the impact on the event,” said James.

Runners coming down Cowies Hill into Josiah- Gumede Road will turn left into Beviss Road just beyond the SAPS building, then right into Bamboo Lane, cross over St Johns Avenue and then turn right into School Road, cross over Josiah Gumede Road, and turn left into Kings Road crossing over Crompton Street and Glenugie Road before turning left into- Anderson Road and then right, back into Josiah Gumede Road to resume with the existing route towards Fields Hill.

Pinetown is the only place where the route deviation will occur, the remainder of the 87.72km route will stay the same as per the up-runs of the recent past.

“The CMA has worked closely with our provincial athletics federation, KwaZulu-Natal Athletics, in terms of routemeasurement and the deviation, and will continue to do so with regard to other related contingencies.

“We look forward to an amazing race dayfor our runners and supporters alike,” said James.

Grove End win Caminamix Services KOGrove End Volleyball Club

Grove End came to the courts ooz ing wi th conf idence and immediately stamped their authority against Manor who were favoured to cause an upset. Raj Naidoo combined well with the lanky Neil Perumal and Preggie Pillay to Grove End an 8-3 lead. Ahmed Essack, Leon Moonsamy Neeraj Bageloo got their act together for Manor as they clawed away the deficit to trail 10-12. However, it was always going to be difficult for Manor as Clive Kista and Bevlin Thaver joined the Grove End brigade and they helped Grove End maintain a comfortable lead winning the first set 25-20.

The huge crowd expected a backlash from Manor but it was Grove End who stepped on the gas racing to a 13-8 lead. The introduction of Sanele Mthiyane by Manor seemed to put some urgency into the game as he combined with Mark Padayachee to narrow the gap to 12-14. From here on, it was one way traffic for Grove End as Perumal, Pillay and Clive Kista wreaked havoc upfront and Grove comfortable won the set 25-14 to be crowned the inaugural champions of the Caminamix Services knock out tournament.

Frendz easily beat Teachers 15-6, 15-11 to claim third spot.
