auction, generating proceeds of over £6m.

It was the largest sale to be held in Merseyside

My wife and I have built up a substantial property portfolio, mainlyfurnished holiday accommodation. I have always believed that as Isee this as a business for us, which takes up a lot of our time andeffort, that I would be able to pass it on to my children withoutpaying Inheritance Tax. Is that correct?

Despite promises to increase the IHT threshold to £1 million, thegovernment have frozen the current Inheritance Tax ( IHT)allowances at £325,000 per person, until 2015. For a marriedcouple taken together, in the simplest case, the allowances aretherefore £650,000.

Many property investors have built up property assets well inexcess of this, and their heirs will potentially face a substantial IHTbill. There are no reliefs available for residential or commercialproperty investments, but up until recently owners of furnishedholiday lets could at least be relatively certain of a claim forBusiness Property Relief, which could save substantial amounts ofInheritance Tax. This was because, in essence, Furnished HolidayLets were regarded as a business rather than an investment.

However HM Revenue and Customs have persuaded HighCourt judges that a large bungalow, called Fairhaven, overlookingthe sea on the Suffolk coast was an “investment” rather than a“business” and therefore chargeable to IHT. The case was takenby HMRC as a test, to establish in law their view that a verysubstantial level of services need to be offered by the owners ofFurnished Holiday Lets for BPR to apply.

The services provided to clients, in this case such as cleaning,providing a welcome pack, and being on call to deal with queriesand problems, were not sufficient to prevent the activity frombeing judged to be mainly that of property investment. All theother activities ( marketing, booking expenses, cleaning betweenlets, routine maintenance ) were judged as being to do with the‘investment’ side of the business in that any landlord would incurthem, albeit presumably less regularly.This is a very unwelcome decision that may affect more than100,000 holiday home owners. It is yet to be seen whether theplucky tax payers will attempt an appeal. In the meantime, anduntil new guidance is available, you should consider increasing theservices offered to your guests, to include:

• Organisation of car hire, equipment rental, booking restaurants; • In stay cleaning and laundry services; • Providing food for the fridge or freezer; • The provision of a games room, TV, computer• The provision of a land line and internet access • Lots of interaction with the guests.

As always, going forwards good advice will be essential.

re you looking toget on the propertyladder but worriedabout whether or

not you can afford amortgage? Well, you couldbe in for a pleasantsurprise. Mortgage ratesare currently at their lowestlevels for years and, inmany cases, buying iscurrently a cheaper optionthan renting – if, of course,you manage to secure one ofthese show-stopping rates.Here we show you how.

SAVE FOR A DEPOSIT

Despite rates across the boardplummeting to new lows the verybest rates are reserved for thosewith the biggest deposit. Thebigger the amount you put down,the lower your loan-to-value(LTV) and lower LTVs meanlower rates. For example,Nationwide is currently offering athree-year fix at 4.49% at 90%LTV, whereas if you had a biggerdeposit, say 25%, you could takeadvantage of its five-year fix atjust 3.39% (at 75% LTV).Similarly, Virgin Money has athree-year fix at 4.89% at 90%LTV but with a larger deposit youcould get a three-year deal at just2.79% (at 75% LTV).

Save as much as you possiblycan for your deposit and don’toverstretch yourself on the priceof your house.

IMPROVE YOURCREDIT SCORE

Since the credit crunch hit backin 2007 lenders have becomemore risk averse than everbefore. In the halcyon, pre-crashyears lenders would givemortgages to just about anyone.Indeed, our friends across thepond were the worst culpritsgiving out what became knownas NINJA mortgages (loans topeople with ‘no income, no job orassets’). Once the bubble burstand buyers, unsurprisingly,started to default on theirmortgages the banks realised theerror of their ways. As a result,once the dust started to settle

and they began to lend againthey made a point of onlylending to customers with goodcredit scores.

If you have a history ofdodging repayments and fallinginto arrears then you canprobably kiss goodbye to anychance of getting a mortgage, letalone a decent rate. However, itcould be that your credit score ispoor due to simple mistakes thatcan be rectified.

You can check your creditscore and report by signing up toone of the two main creditreference agencies, Equifax orExperian (both of whichregularly offer free trials). Toimprove your score make surethere are no mistakes on yourreport, register on the electoralroll and show you’re a borrowerwho can be trusted by taking outa credit card, and paying it back.

DON’T BE DAZZLED BY THE HEADLINE RATE

Current rates are indeedimpressive but it’s important toremember there’s more to amortgage than just headline rates.Often lenders charge application orproduct fees with their mortgagesand these can be quite hefty so besure to check all the costs relatingto the mortgage before signing onthe dotted line.

Furthermore, some rates areonly offered for a set period.Discount mortgages, as the namesuggests, have a discounted rate fortwo or three years before revertingto a higher rate.

For example PrincipalityBuilding Society is currentlyoffering a three-year deal with a1.2% discount on its standardvariable rate (SVR) at 85% LTV.That means for the discount periodyou’ll pay 3.79% but this will thenrevert to 4.99% (and rememberdiscounted rates are not fixed sowill rise if the base-rate does).

Be sure to check for anydiscounted periods and work out ifthe actual rate is a good deal too.

SHOP AROUND

Competition in the mortgagemarket is rife. Gone are the days

when a buyer would only take outa mortgage with the buildingsociety they saved with.Nowadays there’s a whole rangeof lenders with a variety ofmortgages on offer. As such, itcan pay to shop around. Justbecause you have a bank accountor keep your savings with aparticular lender doesn’t meanyou have to get your mortgagewith them. Be sure to researchthe whole market before makinga choice. Comparison sites canhelp you to compare dealsbetween lenders.

GET ADVICE

Taking out a mortgage is probablythe biggest financial commitmentyou’ll ever make so it’s importantyou get it right. The best way todo that is to seek advice from awhole-of-market mortgageadviser. The financial adviser atyour bank will normally only tellyou about the products on offerwith that lender. A whole-of-market adviser can researchproducts on offer from a range oflenders in order to find the bestdeal available to you.

My boyfriend and I havelived in our rented, citycentre apartment for five

If the landlord is sensible andlistens to advice from his agent,he would be wise to offer toredecorate your property and

protect his investment. It would also befinancially beneficial to him to keep you asa tenant and not to have any void rentalperiods or indeed letting costs to find anew tenant.

It’s important to remember this hasbeen your home for five years and there isalways an argument for a partnershipbetween landlord and tenant to keep theproperty in excellent condition. If youhad owned your own home for that period,surely, you would have had a re-decoratingbudget (obviously you’d need thelandlords specific permission beforedecorating though).

If the property is in need of more seriousmaintenance, the landlord has a duty ofcare to repair and maintain these issueswithin a relevant timescale.

This is a problem faced bymany home owners. You haveto remember the surveyor isthe professional and if they

have cause for concern it usuallymeans there is a problem. For peaceof mind one option is for you to getyour own independent surveyconducted. This would give you asecond opinion on the issues thebuyers’ surveyor has raised. If yoursurveyor raises the same points youwill need to reassess your situation asthis will most likely appear on othersurveys going forward, should you loseyour current buyer. If, however, yoursurveyor does not state any issues orhave concerns about the points raisedby the first surveyor, it would be thejob of your estate agent to relay thisand reassure the purchasers that youhave had the problems looked at andare satisfied that there is no cause forconcern.

The first question that I wouldbe asking the agent would bewhich deposit scheme is my

money lodged with? There are severalgovernment approved schemes that, if youhave rented a property on an AssuredShorthold Tenancy agreement that startedafter April 2007, agents must haveregistered your deposit with.

This should have been done within 30days of the start of the tenancy and youshould have received some documentaryevidence of this.

Your landlord or landlord’s agent shouldhave come to you with a proposal of anycosts to be withheld and the justificationfor doing so by now. All deposit schemesalso have a dispute resolution service,where evidence will need to be submittedand a final decision will be made on themoney being distributed.

If the agent is being evasive and notproviding a reasoning for your deposit notbeing returned, you will need to contactCitizens Advice, which will take the casefurther for you.

It will be transformed into agiant bookcase, and a carouselcontaining the books projectedon the walls will be foundoutside the library, with selectedmembers of the public being

invited to turn the carousel inorder to choose a book – andwhatever they pick willmagically appear on the façade.

Inside the library, whichopens on 17 May, new featureswill include a cafe, double thenumber of public accesscomputers as well as iPads and agaming pod, a rooftop terraceoverlooking St John’s Gardens, aperformance stage and achildren’s ‘Discover’ library.

Since the early Nineties Rankin has established himself as a leadingpublisher and internationally successful photographer. As well as co-

founding cult magazine Dazed and Confused, everyone from A-List celebritiesto supermodels, politicians and even the Queen have stepped in front

of his lens. Despite achieving so much already he continues to challengehimself and break new ground with his work. We caught up with him as hislatest project, ALIVE: In The Face of Death gets set to open in Liverpool.

ow did the idea for ALIVE: InThe Face of Death comeabout? My parents passed awaynearly seven years ago. After it

happened I couldn’t work out why I wasn’table to deal with it well. Then I wasapproached by the BBC about doing aproject and they said ‘is there anythingyou’ve wanted to do and haven’t hadchance?’. I talked about this idea of a projectfeaturing people who are terminally ill andthey said we should present it to a gallery inthe north, the Walker, so that’s where itstarted. I’m really a commercialphotographer and I’ve done documentariesthat have shown my ideas but I’ve neverdone anything quite as unique as this.How has working on the projectimpacted on your views of death?I hadn’t thought I was scared of it before. Inthe first stage I was thinking ‘wow I’mreally nervous about this’ and I then Istarted meeting with people and realising Iwasn’t quite prepared to deal with it. Thewhole process of thinking about how I feltabout each of the people and having to taketheir photographs and what I wanted theshow to be called, it sounds very stupid now

I’ve done it but it was all quite selfindulgent and ‘woe is me’. I knew I had totry and be positive about it because death isvery depressing, not just for people comingto the show, but for me and the people I wasshooting. When you meet terminally illpeople you don’t want them to die. Justgetting your head around that, you want toput a positive spin on it.So you focused on them being alive?Yes exactly. Also I haven’t met anyone witha terminal illness that doesn’t have a wonderof life. They have an appreciation farbeyond that of people who aren’t ill. There’sa real optimism because you think stopworrying about stupid little things in lifeand think about more important things andtry and be positive. Once I got throughwhat I call the self indulgence part, thatthought process of being scared of it andthinking my life is more important thanother peoples’ lives, there was a totalhumility to it and I felt worthy of meetingpeople to start shooting them and I wastotally prepared to talk to them.Liverpool’s Walker Art Gallery is thechosen venue. Are you looking forwardto displaying it here and what are yourexperiences of working in the city?I did Rankin Live in the Walker over threeyears ago and I had a great experience, andI’ve been doing a few things there for thisand it’s been really great, but I wanted tomake [the project] national, not just aboutLiverpool, so we’ve been trying to get as

many different people from different areasas we can. The people I’ve been workingwant to confront [the subject of death] andtalk about it and I’m sure there are a lot ofpeople who’ve got a terminal illness thatdon’t want to do that, so it’s definitely ashow for a certain group of people. It hasbeen a taboo subject for a long time inBritain and actually talking about it isreally helping.You’re known for your portrait workwith famous people. Who has beenyour favourite and who would you stilllike to photograph? I’ve photographed somany brilliant people across celebrity andthis project. With someone like HeidiKlum, people are quite critical about herbut she’s got such a fantastic energy andshe’s very genuine so I like working withher but I’d say 90% of the people I workwith are really good. As for who I’d like towork with, I’ve never been one of thosephotographers that just chases people butsomeone like Johnny Depp I’d love toshoot or Sean Penn, because they’re soimportant to my era and they’re both verytalented. I started a list the other day ofpeople I’d like to work with and I didn’t getvery far, but I want to photograph morepeople that are possibly not famous butimportant to society.Has ALIVE: In The Face of Death madeyou think more about people who aren’tfamous? Definitely. The people I’vephotographed have been really inspiring.

It’s made me think there’s moreto life than fashion andcelebrity. I love that job it’sfantastic, it’s like a hobby thatI’ve been lucky enough to getpaid to do, but I want to godeeper in terms of who Iphotograph and what Iphotograph. I love Britain and Ilove being in Britain so maybethere’s a bigger British projectthat is coming along.How do you get a picture ofa celebrity that shows themdifferently to how peoplehave seen them before? I just treat them like normalpeople. I think when peoplebecome famous they can betreated in quite a different way.People put them on pedestalsand that’s really unhealthy. Myparents always taught me totreat everyone equally.You’ve had a varied careerwith publications anddocumentaries as well asphotography. Do you stillhave any ambitions? I lovefilmmaking and that’ssomething I’m definitelyattracted to. I want to do afeature film but it’s just an ideaat the moment. I’ve done one inthe past but I wasn’t really readyto do one. Now I’m ready.

Olive could beconsidered something ofa hidden gem inLiverpool. Situated onCastle Street, from theoutside it is relativelysmall and unassuming.Inside however it is muchbigger than you mightimagine and manages tobe both contemporaryand cosy with a spacious,simple dining areacomplimented by rustictouches.

As a regular visitor tothe restaurant I know onething it excels in iscustomer service and sureenough as soon as wedescend the staircase intothe bar area a member ofstaff is on hand to help.

Having seated us in acosy alcove towards theback of the restaurantand taken our drinksorder we tackle thechallenge of orderingfrom the extensive menu.

The wide selectionfeatures a good choice ofstarters - I’m particularlytempted by the salad ofhome smoked duck withapples, walnuts andgorgonzola – and fans ofItalian favourites are wellcatered for.

However, while thestaple pasta and pizzadishes sound delicious –including the penne withTuscan ham, cream, peasand grand padano - thereal gems are to be foundin the mains section ofthe menu.

The mouth-wateringselection - ranging inprice from £7.95 to£17.95 - includes porkcutlet saltimbocca withTuscan ham and sage,served with rosemarypotatoes and Italian lambstew with butter friedgnocchi.

There’s also a fantasticselection of fish dishesfeaturing the likes ofpan-fried sea trout withroasted vegetablecaponata and sea breamwith a warm courgetteand pine nut salad androasted tomato dressing.

After much indecisionI opt for the roasted hakewrapped in prosciuttowith slow cookedpotatoes, lentils, spinachand tomatoes while mydinner date decides onthe duck breast withbraised red cabbage,hazelnuts and a spicedplum and red wine sauce

– with a side of fries forgood measure.

Our dishes arrivepiping hot andimpeccably presented.The lentil and potatomedley that accompaniesmy fish is tasty, enough tobe a meal in its ownright, filling withoutbeing stodgy and rich inflavour. The fish is flakeyand delicious, while theprosciutto gives it a nicetwist.

My partner’s duck iscooked exactly to hisliking and the hazelnutsand sauce make the redcabbage “absolutelydelicious” – coming fromsomeone who normallyturns his nose up atcabbage this is quite acompliment.

Had we been able to fitin a dessert there is adelicious selection tochoose from includingplum and blueberrymess, orange sorbet andclassic tiramisu. Alas, wewere forced to admitdefeat following ourgenerously sized mainsand decided to call it anight – making a mentalnote to come back fordessert another day.

fun-filled Tudor encampment was set up inthe picturesque grounds of the NationalTrust’s Speke Hall as a two-day May Day

Festival took place.Flags were flying high in a field of tents and tepees

where visitors of all ages enjoyed having a go attraditional Tudor activities during the free bankholiday event, with everything from archery and quillwriting to coin striking and candle makingworkshops going on.

Tudor themed goodies were also on sale across arange of authentic stalls, and visitors also soaked upthe atmosphere with the help of food, music andMorris dancing performances in the sunshine.

Meanwhile performers looked the part as theystaged lifestyle interpretations from Tudor timesduring the festivities.
