アジアコスモポリタン賞受賞記念奈良フォーラム Asia Cosmopolitan Awards Commemorative Forum (NARA FORUM 2012)

December 18, 2012■ Opening Ceremony The Opening Ceremony commenced with a special performance of Noh theater music featuring Grand Master Rokurobyoue Fujita XI of the Fujita school of fue (flute) and Grand Master Genjiro Okura XVI of the Okura school of kotsuzumi (shoulder drum). Two pieces, “Netorioki Tsuzumi” and “Shishi,” which have congratulatory and purifying associations, were solemnly performed. The musical performance was followed by an opening address by Prof. Hidetoshi Nishimura, Executive Director of ERIA. Dr. Nishimura congratulated the Awardees and expressed his gratitude to those concerned. He also explained the intention of the Asia Cosmopolitan Awards, which commend individuals and organizations that contribute to strengthening ties among the peoples and promoting development of the countries in East Asia. Prof. Nishimura also introduced the philosophy and research activities of ERIA, a center dedicated to East Asian regional development. Messages from His Royal Highness Norodom Sirivudh, Founder and Chairman of the Cambodian Institute for Cooperation and Peace, and Dr. Akito Arima, Chancellor of Musashi Gakuen, were presented. They congratulated the Award Ceremony and the Forum and expressed their wishes for peace and development in Asia.

■ Award Ceremony The four inaugural Asia Cosmopolitan Awardees were first nominated by a nomination committee composed of members from economic and policy research institutions representing 16 East Asian countries, and their selection was finalized after screening by the selection committee. In the Award Ceremony, the laureates were each presented with a plaque made of Yoshino cedar and a transparent trophy expressing a cosmopolitan image as main prizes and a lamp in Akahada ware, a traditional craftwork of Nara Prefecture, as a supplementary prize. Since the recipient of the Memorable Award, the late Dr. Hadi Soesastro, passed away in 2010, one of his former students, Dr. Rizal Sukma, Executive Director of the Centre for Strategic and International Studies (CSIS), accepted the Award on his behalf at the ceremony and spoke as follows (summary):

“It is a great honor to accept this award on behalf of the late Dr. Hadi Soesastro. I was one of his students, and I regret that my teacher is not here today. It is a great joy to see his achievements recognized in the world in this manner. Dr. Hadi Soesastro was a great man who contributed to economic development in the

entire East Asian region. I am a specialist of defense policy, a field different from his, but I learned a great deal from him. I visited him in the hospital two weeks before his death, and his thoughts were still about inter-regional economic cooperation. I believe it is our responsibility as his survivors to succeed to his great work and ideals and determine how we can best contribute to stability and development in East Asia.”

■ Asia Cosmopolitan Award Commemorative Forum On behalf of Nara Prefecture, a co-organizer of the Forum, Mr. Shogo Arai, Governor of Nara Prefecture, delivered a congratulatory address in which he expressed his hope that with the Forum as a new start Nara would further strengthen its ties with the rest of Asia. This was followed by keynote lectures. In a lecture titled “The future of Asia,” Dr. Surin Pitsuwan, Secretary General of ASEAN (until January 2013), looked back on historical developments that have linked Nara with the rest of Asia and discussed the region’s search for a new vision for the future. In a lecture titled “East Asia and Japan,” Dr. Takashi Shiraishi, President of the Institute of Developing Economies-Japan External Trade Organization (IDE-JETRO), discussed the significance of ERIA and the importance of studying East Asia from a long-term perspective.

■ Laureate Speech by Awardees he recipient of the Grand Prize, Dr. Supachai Panitchpakdi, was the first to appear on stage. With enthusiasm, he expressed thanks for the Award and expounded his vision for the East Asian community. Prof. Benedict Anderson, the Awardee of the Economic and Social Science Prize, appeared next and discussed what had led him to research into nationalism while referring to his personal experience living in various countries. Mr. Takehiko Inoue, who was honored with the Cultural Prize, talked in an interview format with the MC about his recent activities that surpass the realm of manga and described his feelings about his works and people.

December 19, 2012■ Educational Program: Special Lectures by Asia Cosmopolitan

Awardees At two universities in Nara prefecture, special lectures for college students were delivered by Asia Cosmopolitan Awardees: Dr. Supachai Panitchpakdi (Grand Prize) gave a lecture at Tezukayama University about “Trade and Investment in Asia and in the world,” while Prof. Benedict Anderson (Economic and Social Science Prize) talked on the theme of “Nationalism in Asia” at Nara Women’s University. Students at the respective venues listened attentively to the Awardees.

　2012年12月18日～19日に、アジアコスモポリタン賞の授賞を記念する「アジアコスモポリタン賞受賞記念フォーラム」が開催された。本賞は、東アジア域内における文化面、経済面での地域統合、域内格差是正、持続可能な成長社会形成などの点で優れた貢献が認められた個人・団体に対し、東アジア・

アセアン経済研究センター（ERIA）が贈呈する国際賞であり、今回のフォーラムは、第１回授賞を記念して開催され、４名に授賞がなされた。

On December 18 and 19, 2012, NARA FORUM 2012 was held in honor of the laureates of the first Asia Cosmopolitan Awards. The international awards were established by the Economic Research Institute for ASEAN and East Asia (ERIA) to commend individuals and organizations that have made outstanding contributions to East Asia through cultural or economic activities promoting regional integration, mitigation of intra-regional gaps, and sustainable societal development. The inaugural Asia Cosmopolitan Awards were presented to four individuals:

- Grand Prize: Dr. Supachai Panitchpakdi, Secretary General of the UN Conference on Trade and Development (UNCTAD)- Economic and Social Science Prize: Dr. Benedict Anderson, Professor Emeritus, Cornell University- Cultural Prize: Mr. Takehiko Inoue, manga artist- Memorable Prize (Special Prize): The late Dr. Hadi Soesastro, Founder of CSIS(Centre for Strategic and International Studies)

　オープニングアトラクションとして、能楽笛方藤田流十一世宗家・藤田

六郎兵衛氏、能楽小鼓方大倉流十六世宗家・大倉源次郎氏による能楽

囃子が演奏された。「音取置鼓」・「獅子」の２曲が祝いと清めの意を込め

て奏でられ、授賞式会場に響き渡った。

　続いて、ERIA事務総長の西村英俊氏が開式の挨拶で祝辞と謝辞を

述べた後、東アジア地域で人と人との繋がりに大きな役割を果たし、諸

国の発展に貢献した人物・団体を讃える本賞の趣旨が語られた。

　また、東アジア全域の発展に貢献する中核機関として設立された

ERIAの理念や研究内容についても紹介がなされた。

　授賞式及び記念フォーラムの開催に際して、カンボジア協力平和研究

所会長のノロドム・シリブッド氏、武蔵学園長の有馬朗人氏から祝辞と

アジアの平和と発展へ向けたメッセージが語られた。

■授賞式

　第１回受賞者の４名は、東アジアの16カ国を代表する経済・政策研究

機関からなる推薦委員によって候補者として推薦された人物であり、選

考委員による選考を経て授賞が決定された。壇上では、各受賞者へ正賞

として吉野杉材を使用した盾と「コスモポリタン」をイメージした透明感

のあるトロフィーが贈られ、副賞として奈良県の工芸品である赤膚焼の

燈火器が贈呈された。

　メモラブル賞を受賞したハディ・スサストロ氏は2010年に逝去したた

め、氏の教え子でもあるインドネシア戦略国際問題研究所所長のリザ

ル・スクマ氏が代理受賞し、以下のように語った。

　「本日の代理受賞は大変な光栄である。私は故人に学んだ学生で、師

が今日この受賞の場に来ることができないことを残念に思う。師の功績

が、こうして世界で認知されることは大きな喜びである。師は東アジア

全域の経済発展に貢献した偉大な人物だった。私自身は師とは畑の違

う防衛政策の専門家だが、師からは多くのことを学んだ。師が亡くなる

２週間前に病院へ見舞ったが、師は変わらず地域間の経済協力につい

て考えていた。師の偉業と理念を継いで、いかに東アジアの安定と発展

に貢献するか、それが残された者の責務と信じる。」

■受賞記念フォーラム

　主催者である奈良県を代表して知事の荒井正吾氏が祝辞を述べたう

えで、これを機会にますます奈良とアジアの縁が深まっていくようにと

の思いが伝えられた。続いて、基調講演が行われ、ASEAN事務総長のス

リン・ピッスワン氏が「アジアの未来」と題して、奈良とアジアを繋いでき

た歴史を振り返り、未来に向けて新しいビジョンを創り出すことについ

てのメッセージを伝え、日本貿易振興機構（ジェトロ）アジア経済研究所

長の白石隆氏は、「東アジアと日本」と題して、ERIAの意義と長期的な

視点で東アジアを考える重要性について語った。

■受賞者による記念講演

　まず、大賞受賞者のスパチャイ・パニチャパック氏が登壇し、熱を帯び

た口調で受賞の喜びと東アジア共同体へのビジョンを語り、経済・社会

科学賞受賞者のベネディクト・アンダーソン氏が、多くの国に暮らした自

身の体験を交えながら、ナショナリズム研究へと進んだ自身の思いを伝

えた。

　文化賞受賞の井上雄彦氏は、司会者との対談方式で、漫画にとどまら

ない近年の活動なども振り返りながら、作品と人との繋がりへの思いを

語った。

■教育プログラム（受賞者による特別講義）

　大学生を対象とした受賞者による「特別講義」が県内二つの大学で行

われ、大賞受賞者のスパチャイ・パニチャパック氏が、帝塚山大学で「ア

ジアと世界における貿易と投資」について特別講義を行った。また、経

済・社会科学賞受賞者のベネディクト・アンダーソン氏が、奈良女子大学

で「アジアのナショナリズム」をテーマに特別講義を行い、それぞれ集

まった学生が熱心に耳を傾けた。
