Promotion of innovation in the context of Russian environment: challenges and prospects
Annotation. This paper seeks to analyze possible aspects that had a deterrent effect on innovative development of the Russian Federation. Some circumstances, namely the economic crisis of 1998 and the currency crisis of 2014-2015, left a trace in the history of the country, having a huge impact on the monetary policy and the economy of the state as a whole. The innovative arms race of the Russian Federation had stopped for a certain period of time. Nevertheless, the state was able to make technological breakthroughs in the field of cybersecurity and the prevention of online fraud. With the introduction of new elements of innovation policy, it will be possible to increase the international presence of the Russian Federation in the market of groundbreaking ideas, even with a low share of the country's contribution to the development of high-tech markets globally.

Аннотация: Цель данной работы - проанализировать возможные аспекты, оказывающие сдерживающее влияние на уровень инновационного развития Российской Федерации. Некоторые обстоятельства, а именно экономический кризис 1998 года и валютный кризис 2014 -2015 г. г, навсегда оставили след в истории страны, оказав огромное влияние на денежную политику и экономику государства, в целом. Инновационная гонка вооружений со стороны РФ на определенный период времени приостановилась. Но тем не менее, государство смогло сделать технологичные прорывы в области кибербезопасности и предотвращения онлайн угроз. При внедрении новых элементов инновационной политики возможно увеличить международное присутствие РФ на рынке новаторских идей, даже при условии низкой доли контрибуции страны в развитие высокотехнологичных рынков глобально.

The transition of Russian economy to a new qualitative state accelerated
the intensification of innovation, which conversely contributes to high-tech
production development, reorganization of private business sector and the need
in public policy modernization.
Over the past decades, the country encountered financial and economic
crisis, that led to a sharp decline in production, bankruptcy of enterprises, a drop
in gross national product, a large-scale increase in unemployment, and also, the
depreciation of the national currency. The collapse of the Soviet Union had
become a historical inevitability and caused the Russian financial crisis [1] in
1998 (Ruble crisis or the Russian flu), which resulted in devaluing the ruble and
defaulting on its debt. Another significant economic and social modernity
distress concerned the crisis of 2014-2015, followed by a fall in oil prices and
negative affect on monetary policy. Obviously, such a severe background has
made an impact on innovative armament drive. *
Nevertheless, the country’s success in some areas is undeniable. It holds 26th out
of 175 in the Global Cybersecurity Index mainly due to Group IB† breakthrough
in detection and prevention of cyberattacks and online fraud. Its threat
intelligence system was named one of the best in class by the world’s leading
research and advisory companies. Moreover, the government funding initiative
of around 29 research institutions helped to encourage ground-breaking
collaboration between educational and private business sectors.
Regarding the negative details, Russia has some major deficiencies that
limit its innovation capacity. According to World Intellectual Property
Organization report, it is poorly performing in the number of patents filed on a
global scale. The top four countries contributed with the following percentage

shares of total patent applications [2]: China (46.4%), US (18.0%), Japan
(9.4%), Republic of Korea (6.3%), while Russia had only 37,957 applicants in
2019. [3] However, the share in national sales of IP is approximately 8% and it
came up with 0.42% in the global hi-tech markets. 1.1% is only spent on R&D
development. [3]
Considering the above-mentioned statistical data, the potential of
innovation development on the Russian market still is high owing to individual
entrepreneurs and state efforts to provide comprehensive support. Although, it is
essential to grow innovation awareness and initiatives at the level of
municipalities. International technology platforms can be one of the instruments
to bring together different parties, involved in promising forward looking and
pioneering activities, as well as eliminate the gap between science and industry.
More innovation-friendly policy introduced would provide a solution for
infrastructure and logistics maintenance and development, connected with
complex geographical structure on the territory of the Russian Federation.
Any policy modernization is accompanied by several constraints.
Speaking about challenges that can prevent sectors of economy from adopting a
new innovation strategy, interdependence causes risk-sharing. More extensive
international coordination on fiscal and structural policies will be required to
define the boundaries of trade crossing. Changing demographics, namely, ageing
population, and simultaneously, rising skill requirements would probably force
companies to devote extra financial resources for staff trainings.
The whole Russian community should learn how to shape a balanced and
sustainable sector of research and development in order to enhance international
presence on technology market.

Конфронтация Исламской Республики Иран с Государством Израиль Confrontation of the Islamic Republic of Iran with the State of Israel
Аннотация. В статье рассматривается пример нетипичного для мирового общества противостояния Исламской Республики Иран с Государством Израиль, которое, оказывает влияние не только на обстановку всего региона Ближнего Востока, но и усиливает международную напряженность в целом. В статье отмечаются ключевые этапы противостояния, причины конфронтации двух государств, анализируются специфические особенности этого противостояния.

Abstract. The article discusses an example of the atypical confrontation of the Islamic Republic of Iran to the State of Israel, which influences not only the situation in the entire Middle East region, but also increases international tension as a whole. The article points the key stages of the confrontation, the reasons for the confrontation of the two states, analyzes the specific features of this confrontation.

Four main stages of relations of Iran and Israel§:
1. The pre-revolutionary period during the Shah’s regime:
characterized by relatively warm relations and mutually beneficial
cooperation in the economic, military and political spheres. Iran was the
first Middle Eastern state after Turkey to recognize de facto Israel in 1950
after proclamation its independence in 1948.
2. After the Islamic revolution in 1979: relations have
deteriorated, Ayatollah Khomeini proclaimed militant and anti-Israeli
rhetoric, denounced diplomatic relations (however the “cold world”
remained in the first decades).
3. The period after 1990: a change in the global geopolitical
situation: the collapse of the USSR in 1991, the operation "Desert Storm",
the general intensification of the confrontation between the Islamic and
Western worlds and the signing of a peace agreement between Israel and

rhetoric and influence in the region by arming and financing Hamas and
Hezbollah (Iranian satellites)**.
4. At present stage: the conflict is ongoing, and Iran’s
withdrawal (as the United States did 2 years ago) from the nuclear deal
(under the JCPOA) has intensified Israel’s fears for its safeness.
Historically countries have had past experience of positive interaction,
there are no territorial disputes and even trade and economic cooperation
continues. Thus, states have a chance to re-establish economic, political and
military ties.
This is a unique external confrontation. Without entering into direct
conflict with Israel, opposes it, using for this new actors in world politics,
represented by Hezbollah and Hamas. Thus, even Israel’s struggle with
Hezbollah leads to increased international tension.
In addition to this indirect warfare, Iran poses a threat to Israel and its
nuclear program by stepping out of the agreement on a JCPOA. This situation
will further destabilize situation in the Middle East.

The author researches the theoretical aspects of the concept along with its practical applications in relation to the CSR principles and attempts to forecast future developments in the field of innovative business analytics on the basis of the Triple Bottom Line criteria.

The modern term of Business intelligence can be defined as a set of
methods, technologies and strategies facilitating gathering, consolidation,
transformation, storage, distribution, presentation, and administration of
business data. Implementing an up-to-date and efficient BI-strategy is of
paramount importance for strategic planning and decision making in the context
of current dynamic market and is considered an industry standard nowadays.
According to the statistics, about 79% of managers must turn to IT-specialists
and business analysts for data insights when making strategic decisions with
94% of the respondents of the 2020 Global State of Enterprise Analytics survey
believing that innovative analytics is key to the digital transformation and
business growth for a modern enterprise††.
Even though there is little doubt concerning the utility of BI for making
better business decisions, these decisions yet remain mostly on the profit side of
the triple bottom line framework. Even if a company has some form of CSR-
reporting implemented, the credibility of the data sources, methods of data
collection and measures by which information is evaluated remains
questionable‡‡.
The main direction of sustainable data analysis should be quantifying
CSR and presenting benefits of responsible governance to company heads and
civil servants by outlining potential profits or implicit costs of neglecting
environmental and social concerns.
Various data sources both inside and outside the organization can be
mined for data to use in quantitative models that justify investment into Planet

and reports in the form of sustainability KPIs and metrics to be tied in corporate

Current barriers on the way of the EAEU deepening integration: what can become the new driver for the Union
Abstract. The article discusses actual problems of the EAEU in the area of
economic integration. As the Union appears to have a significant potential in the
Eurasian continent, current tendency towards slowing the integration process
down needs to be analyzed. The article points some major factors to this trend
and draws attention to possible solutions.

1. Political will is not enough to reach higher level of economic integration.
2. Huge difference between macro-economic indexes of the country-
members makes it difficult to run towards unity.

members of the EAEU.
The EAEU is one of the most powerful Eurasian economic initiatives which has
power of an integrated single market of 180 million people and a gross domestic
product of over $5 trillion.*** Although country-members of the EAEU has
codetermined trade, energy, logistics and information politics, its

implementation is complicated by various barriers that are tangling the process
of integration.
Many factors involved into the complex problem of slowing the integration
down. The main one appears to be the unreadiness of country member to give up
parts of their sovereignty.
There is a factor of the illusory fear of some country member of the Union that
economic initiative led by Russia can become somewhat burdensome due to the
evident difference in countries economic potential. The problem here is that a
political factor still has the leading role in the development of integration
process of the EAEU rather than economic effectiveness, economic benefits.
There are some external factors as well. As an example, after the introduction of
anti-Russian sanctions and retaliatory Russian sanctions against foreign goods,
not all EAEU states share the position of Moscow.††† The appearance of re-
exported foreign goods through the countries of the Eurasian association led to
an increase in tension in relations between partner states. It showed how little
cooperation the member states truly have. And such solo actions of country
members are common and always lead to a disbalance of the existing system.
There are great plans and Road maps that where created and started in 2015 and
partially in 2017. Speaking about one of them, Common power market is
undoubtedly an important step forward to complex integration, which
anticipated EAEU common gas and oil markets.‡‡‡ EAEU energy sector still
operates based on that common soviet-period infrastructure form XX century
just with unified standards. Creation of common power market will boost trade
and economic cooperation between the country-members. However, different

energy potential, level of industry development, different schemes of EAEU
energy market operations complicate the whole EAEU integration process.
These problems are not solved yet.
At the same time China seems to be rather effective in pushing the the Belt and
Road Initiative forward. 4 years after signing up cooperation agreement on
conjugation of the Eurasian Economic Union and Silk Road Economic Belt, it
seems that two integration initiatives are rather rivalries.§§§ Russia is the main
integration force of the EAEU right now. But its economic power and the
overall ability to unite the countries and push the Union forward is challenged
by sanctions, oil market fluctuations, internal turbulences and other problems. In
order to play a role of a partner for Chine’s Belt and road initiative the EAEU
must prove itself capable to contribute financially and politically to the creation
of Eurasian logistics corridors. Especially Russia as it is not the only way from
China to Europe. Currently China is actively developing at least 3 more
infrastructure corridors through Kazakhstan, Transcaucasia and Turkey.****
In this situation regional development, interregional and cross-border
cooperation seems to become the only productive way to ignite the integration
again and to revive business activity. It is proposed to switch from regional
cooperation of border territories on a bilateral basis to regional cooperation on a
multilateral basis, which will facilitate the exchange of experience, the growth
of mutual importance of the markets of member states, the establishment of
production ties and the relations between small and middle size businesses of the
country members.††††

The realization of foreign trade potential is dictated by the need to diversify
trade flows in the face of increasing competition, the need to reduce transaction
costs and minimize the influence of politics on the economic development of
countries. It is proposed to expand this area of cooperation through the
conclusion of non-preferential and preferential trade agreements, as well as in
the form of dialogue interaction. That will help to reduce the politics influence
on the Union and will help us to prosper in the future.

A country is conspired to be powerful if it is innovative enough. An innovation in
its turn is the result of a problem, even if that problem wasn`t identified, when an organization
introduces new processes, services, or products to affect positive change in their business.‡‡‡‡
This can include improving existing methods or practices, or starting from scratch. Ultimately
the goal is to revitalize a business, creating new value and boosting growth and/or productivity.
The term «innovation» is not just associated with business, but it also correlates with the
society. Actually, a substantial part of innovation comes into our lives with new modernized
products and services. Therefore every country starts being sensitive to knowledge and new
ideas and provides scientists and innovators with different resources. However, in most cases it
is more difficult to implement an innovation than to develop it. This is especially acute in
Russia where there are a few issues that limit embedding of innovations.
In fact, according to the Global Innovation Index (GII) which is an annual ranking
of countries by their capacity for, and success in, innovation, Russia has only reached 46th
place in the global innovation rating.§§§§ It is said that Russia has a great amount of scientists,
ideas, recourses, BUT it is very bad at putting inventions into practice. Russia invests only 1%
of GDP in innovation projects related to nuclear industry, information technology and software
space and telecommunications, areas of resource saving, medicine and pharmaceuticals.
There are three key aspects that hinder successful innovation implementation in
Russia, namely administrative aspect, lack of innovation infrastructure and ethical problem.*****
As for administrative problems, there is no legal framework that addresses the development and
implementation of innovations in Russia, the government has insufficient control over the state
customers and the market system and there is a lack of benefits for enterprises implementing
innovative activity. In addition, administrative barriers and corruption are most commonly
related to the hurdles of guiding innovative activity in Russia.
As regards innovation infrastructure, unfortunately, it is noticeable that projects like
“Skolkovo innovation center” are designed for the future and in order to achieve the necessary
results, some time and considerable financial investments are required.

The third stated group of problems is related to cultural and ethical components.
Russian mentality is formed in a way that hinders progressive development while there is a
great amount of resources. It is evident that Russia is not in the list of countries with lack of
resources, therefore such behavior regarding innovations can be ethically justified.
However, the government’s participation is an inevitable requirement for liquidating
the stated problems. The state should provide favorable conditions for the development of
innovations and innovative enterprises, create and implement programs in order to draw own
and foreign investments, maintain enterprise restructuring, supplement the existing legal
framework, stimulate innovation-oriented entrepreneurship and monitor its performance,
provide growth of specialized trained personnel and reduce commercialization.
The bulk of the evidence is that the highlighted aspects do not comprise the full list

Nation branding in the context of increasing global competition
Вследствие различных процессов сегодня возрастает влияние общественного мнения на международные отношения, а значит и конкуренция между правительствами «за сердца и умы» зарубежной общественности. Национальный брендинг предлагает новый подход к управлению репутацией страны. Но он может быть по-настоящему эффективен, только если осуществляется в виде скоординированной стратегия на правительственном уровне. Пример эффективного комплексного подхода к национальному брендингу демонстрирует японское правительство.
As a result of various processes, the influence of public opinion on international relations is increasing today. Accordingly, the competition between governments "for the hearts and minds" of the foreign public is intensifying. Nation branding suggest a new approach to a country’s reputation management. But it can be truly effective only when it is implemented as a coordinated strategy on governmental level. The example of a comprehensive approach to nation branding is demonstrated by Japanese government.

The decreasing cost of travel and communication as well as globalization of world economy have contributed to a more interconnected world, we live today in. The revolution in mass communication has led to mediatization of international affairs. Revolution in politics have transformed many societies from autocracy to democracy, generating growing mass participation in political processes [2, p. 56]. Moreover, the tendency towards parity between the states’ offerings to consumers, talented immigrants, and investors drives the need for a more sophisticated approach to developing, managing, positioning and promoting places in the global marketplace [1, p. 19-21].
These factors result in the growing need for reputation management by states and more brand-oriented approach to competitiveness. Nation branding is the process of designing, planning and communicating the name and the identity, in order to build or manage the reputation [1, p. 4]. To be truly effective, nation branding must suggest value to all target audiences but, at the same time, have integrity to create a single image of a country.

Japanese government have found its own way to manage its identity through diverse brands: export brand “Made in Japan”, tourist brand “Japan. Endless Discovery” and cultural export brand “Cool Japan”. This is also supported by successful public diplomacy. While having separate brands, Japanese government demonstrates a comprehensive approach to nation branding. Firstly, all strategies are united by the same logo, slogan style, and image of a country with slight modifications for target audiences. Secondly, the strategies include focused communication of Japan positive image in priority markets. Finally, they are all implemented in public-private cooperation with the leading role of Japanese government. In today’s highly competitive mediatized world only such a consistent approach to reputation management can lead to success.

Аннотация: Данная статья посвящена экогородам. Экогород - город,
построенный по образцу самоподдерживающейся устойчивой структуры природных экосистем. Он обеспечивает не только экологически чистую, но и доступную и многофункциональную среду для всех членов городского сообщества. Одним из наиболее ярких движений по поддержке экогородов является «Соглашение мэров», которое реализуется в ЕС. На долю городов приходится около 70% выбросов CO2: они являются основной причиной изменения климата. ОАЭ предприняли попытку основать свободный от выбросов город Масдар, которая провалилась. Однако есть и другие проекты по строительству “зеленых " городов: инициатива Absolut Street Trees в Мексике, Arborea в Великобритании и стартап Green City Solutions в Германии.
Abstract: This article is about eco-cities. An ecocity is a human settlement modeled on
the self-sustaining resilient structure and function of natural ecosystems. It’s not only about ecology, but about an accessible and multi-functional environment for all members of the urban community. One of the most remarkable movements toward ecocities is Covenant of Mayors, which is being implemented in the EU. Cities account for about 70% of CO2 emissions: they are the main cause of climate change. There was an attempt of the UАЕ to found an emission-free city – Masdar City – which failed. However, there are some other projects to build “green” cities: The Absolut Street Trees initiative in Mexico, Arborea in the UK and The Green City Solutions startup in Germany.

The topic that we presented at the conference Student Gaidar is as
follows: "Eco-city: prospects for development."
In our work, we analyzed the phenomenon of the eco-city in its general
meaning. Our main idea is to convey the need for the transition of large cities to
eco-standards to improve the quality of life of citizens through improving the
ecosystem.
So, according to Richard Register, founder and emissary of Ecocity
Builders, one of the world's great theorists and authors in ecological city design
and planning, ecocity is a human settlement modeled on the self-sustaining
resilient structure and function of natural ecosystems.
Moreover, there are number of ecocity detentions that contribute to a
deeper understanding of the ecocity phenomenon:
The city has a compact, mixed-use urban form that uses land efficiently
and protects the natural environment, biodiversity and food-producing areas;
The natural environment permeates the city’s spaces and embraces the
city, while the city and its hinterland provide a major proportion of its food
needs;
Freeway and road infrastructure are de-emphasized in favour of transit,
walking and cycling infrastructure, with a special emphasis on rail. Car and
motorcycle use are minimized.
There is extensive use of environmental technologies for water, energy
and waste management – the city’s life support systems become closed loop
systems.
The central city and sub-centers within the city are human centers, that
emphasize access and circulation by modes of transport other than the
automobile, and absorb a high proportion of employment and residential growth;

The city has a high-quality public realm throughout that expresses a
public culture, community, and equity and good governance. The public realm
includes the entire transit system and all the environments associated with it;
The physical structure and urban design of the city, especially its public
environments, are highly legible, permeable, robust, varied, rich, visually
appropriate and personalized for human needs.
The economic performance of the city and employment creation are
maximized through innovation, creativity and the uniqueness of the local
environment, culture and history, as well as the high environmental and social
quality of the city’s public environments;
Planning for the future of the city is a visionary “debate and decide”
process, not a “predict and provide”, computer-driven process;
All decision-making is sustainability-based, integrating social, economic,
environmental and cultural considerations as well as compact, transit-oriented
urban form principles. Such decisionmaking processes are democratic, inclusive,
empowering and engendering of hope‡‡‡‡‡.
As you can see, an eco-city is not only and not so much about ecology,
but about an accessible and multi-functional environment for all members of the
urban community.
Also, within the framework of programs for the development of
cooperation between cities, there are not only local, but also international
projects. As an example, we considered Covenant of Mayors for Climate &
Energy, that brings together thousands of local governments voluntarily
committed to implementing EU climate and energy objectives. The Covenant of

governments voluntarily committed to achieving and exceeding the EU climate
and energy targets§§§§§.
Not only did the initiative introduce a first-of-its-kind bottom-up approach
to energy and climate action, but its success quickly went beyond expectations.
In our study, we present a Covenant plan to reduce carbon dioxide emissions in
the atmosphere.
This agreement is a good example of the unanimity of European states in
their desire to build a green economy and eco-cities.
Why we pay attention on the CO2 problem in the context of an eco-city:
cities account for about 70% of CO2 emissions. And this means that cities are
also becoming the main cause of climate change on Earth - global warming.
Among countries, the largest emitters of CO2 are China and the United
States. Together, these two countries alone account for more than 40% of global
CO2 emissions.
Nowadays, UAE – one of the leaders in using the reneable energy.
Masdar City is nowhere close to zeroing out its greenhouse gas emissions now,
even at a fraction of its planned footprint. And it will not reach that goal even if
the development ever gets fully built, the authorities admitted.
This situation shows us that despite the desire and introduction of
advanced technologies, humanity so far cannot minimize CO2 emissions.
However, this does not mean that you can thereby justify your inaction.
On the contrary, at the initiative of the Covenant of Mayors (for example)
or other organizations and associations and only in cooperation we can achieve
success in this area.

people die every hour. But the good news is that there is a growing public
understanding that this problem must be dealt with.
Finally, there is also vital to pay attention to projects on the "greening" of
cities and take part in their development and implementation to improve the
quality of life of citizens. We are an example of the most interesting and creative
in our opinion, but this is only a small part of the existing ones:
Special paint gives Mexican wall painting super powers. The Absolut
Street Trees initiative is that artists paint huge murals in the city using Airlite
paint, which cleans polluted air through a process similar to photosynthesis.
When exposed to sunlight, through a chemical reaction, the paint enriches
the surrounding air with oxygen. Founders the project, claiming that the murals
should annually neutralize the amount of pollution equivalent to the emissions
of 60,000 thousand cars. The paint retains its properties for about 10 years******;
Scientists at King's College London are collaborating with startup
Arborea to develop the world's first BioSolar Leaf, large panels coated with tiny
plants that absorb carbon dioxide and produce oxygen with an efficiency
equivalent to 100 trees based on the surface area of a single tree. The cultivation
system also produces organic biomass from which Arborea produces plant-

Living walls made of moss from German startup Green City Solutions,
built on wooden benches, are the world's first intelligent biotechnological air
filter and in addition a pleasant space for relaxation. A wall consists of different
types of moss that naturally absorb pollution. Solar panels provide power to the
structure, which collects rainwater and redistributes it through an integrated

Thus, the eco-city is a complex and multi-level structure, focused
primarily on organizing a comfortable environment for people, which would
reflect the needs of everyone and everyone, and would also create a place for the
development of technologies that minimize harm to the environment, focusing
on sustainable and lasting development.
We can conclude that today, at the international level, active attempts are
being made in this direction, which give first fruits.

Аннотация. 8 миллионов тонн пластиковых отходов ежегодно попадают в океан. Сегодня на пластик приходится от 45 до 95% морского мусора. Все пять основных океанских круговоротов Земли наводнены пластиковым загрязнением. Самый большой из них был назван Большим Тихоокеанским мусорным пятном. Каждый год предпринимаются огромные усилия по повышению уровня утилизации пластиковых отходов, но потребление и количество производимого пластика также растут. В данной работе произведен анализ возможных путей по сокращению производства пластиковой продукции и анализ возможных путей по переработке пластика.
Abstract. 8 million tons of plastic waste annually reach the ocean. Today, plastic accounts for 45 to 95% of marine debris. All five major ocean cycles of the Earth are flooded with plastic pollution. The largest of these has been called the Great Pacific Garbage Spot. Every year great efforts are made to increase the level of recycling of plastic waste, but the consumption and quantity of plastic produced is also growing. In this paper, an analysis is made of possible ways to reduce the production of plastic products and an analysis of possible ways to process plastic.

According to the International Ocean Conservancy, an annual cleanliness
of the beaches in 2014 is approximately 7,000 tons of garbage. In addition to
estimates of microplastics on the surface of the ocean, this represents
approximately 3.0 to 3.5% of the annual amount of plastics that enter the ocean
each year. Plastics are known for their stability and durability§§§§§§. This
property has made them very popular in a wide range of uses. An analogue is
that they become permanent waste as soon as they cease to be useful. Finally, if
they end up in the environment, they will exist for decades or even longer.
Despite ongoing efforts to increase recycling, global research has shown that
more than a million plastic bottles are bought per minute, and 91% of them are
not recycled.
In addition, it is estimated that over one and a half trillion plastic bottles will be
sold next year, and approximately 455 billion of them will not be recycled.These

bottles, which are not recycled, are disposed of in landfills, burned or made their
way through waterways and ultimately to the ocean.
There is no ideal solution, and while plastic is an effective and
inexpensive source material, political and environmental pressure is the main
mechanism by which they will be encouraged to change.

3. Support bans (Many municipalities around the world have enacted bans on
single use plastic bags, takeout containers, and bottles. You can support the
adoption of such policies in your community. Here is a list of resources for
legislative bodies considering limiting the use of plastic bags.).
4.Try to avoid products with microbeads (Microbeads are found in some face
scrubs, toothpastes, and bodywashes, and they readily enter our oceans and
waterways through our sewer systems, and affect hundreds of marine species).
5. Stop buying water (carry a reusable bottle with you).
It is also possible to produce houseware things using avocado’s seeds.
The advantage of such houseware is not only that it can decompose safely in
nature, but also that the dishes made from avocado seeds are completely non-

Another alternative is to use starch. Such dishes are non-toxic and can withstand
extremely high and low temperature conditions. In addition, it retains the
nutritional properties of products longer than plastic products. It is also

Abstract: This work examines the main causes that led to the beginning of the Western Sahara War. Territorial claims of Morocco and Mauritania, as well as the Polisario Front’s position are clarified. The conclusion is drawn, that the present status quo has a negative impact on the stability of the region.

Западная Сахара была колонией Испании на протяжении большей
части XX в. В 1975 г., по результатам Мадридского соглашения,
метрополия уступила контроль над регионом Мавритании и Марокко. С
этим решением был категорически не согласен Фронт ПОЛИСАРИО,
провозгласивший 27 февраля 1976 г. независимую Сахарскую Арабскую
Демократическую республику (САДР). Начался вооруженный конфликт,
продолжавшийся до 1991 г., когда стороны договорились о прекращении
огня и о проведении референдума о независимости. По состоянию на 2020
г. референдум так и не был проведен.
Королевство Марокко отстаивает легитимность своих притязаний на
Западную Сахару на основании того, что оно считает себя
правопреемником берберо-арабский династических империй, таких как
Государство Альморавидов, Государство Альмохадов, Государство
Саадитов, под контролем которых долгое время находилась данная
территория [1, c. 36]. К тому же, Международный суд ООН 16 октября
1975 г., признавая право западносахарского народа на самоопределение,
отметил, что между населением Западной Сахары и Марокко
существовали «связи суверенности и подданства» до колонизации
территории Испанией [1, c. 46]. Согласно тому же Консультативному
заключению МС ООН, между западносахарскими и мавританскими
племенами связи были даже теснее, чем с Марокко, чем Мавритания
обосновывала свои претензии на регион [1, c. 46]. Фронт ПОЛИСАРИО, со
своей стороны, считает себя единственным законным представителем
жителей Западной Сахары, настаивая на реализации права на
самоопределение, которое должно произойти в соответствии с
Декларацией ООН о предоставлении независимости колониальным
странам и народам [2, c. 27].

На современном этапе конфликт считается замороженным, регион
Западной Сахары разделен на две части – оккупированную Марокко
территорию и Свободную Зону, подконтрольную ПОЛИСАРИО.
Международное сообщество в лице ООН не признает власть, как первой,
так и второй стороны. Несмотря на перемирие, регион остается
нестабильным: в 2010-2011 гг. в Эль-Аюне – крупнейшем городе Западной
Сахары прошли масштабные демонстрации, направленные против
марокканской администрации, 173 тыс. жителей Западной Сахары, по
данным УВКБ ООН [2, c. 54], являются беженцами и проживают в лагерях
беженцев на территории Алжира, в связи с чем Фронт ПОЛИСАРИО
неоднократно заявлял о возможности возобновления вооруженного
конфликта при невозможности решения вопроса мирным путем. По
состоянию на 2020 г. неопределенный статус территории Западной Сахары
продолжает оставаться важным фактором североафриканской политики,
препятствующим сотрудничеству стран региона.

The 21st century for the European Union was marked by the
strengthening of the opposition of the idea of a United Europe and its
institutional implementation: Euroscepticism is increasingly pushed to the
political frontier.
The foundation for the sustainable development of Euroscepticism are
various socio-cultural political and economic factors (for example, the global
economic crisis of 2008).
A distinctive feature of the socio-political movement, despite its
continued existence throughout the history of the European Union, is the
incessant implementation into the political sphere of life and the growing
number
of supporters among the voters.
Increase in negative public attitudes towards the European integration
detrimental effect on the well-established pro-European associations and
strengthens the position of followers eurosceptic ideology, including the party-
political space.
The relevance of the issue of the prospects of Euroscepticism is directly
related to the high rates of Eurosceptic politicians in the 2019 European
Parliament elections. According to the results of the elections, one can argue
about the result of the election is only a strengthening of the position of the
Eurosceptics.
Eurosceptics actively influence the agenda of the main pro-European
parties both in Europe and within the country, but practically do not affect
decision-making in the European Parliament. The expansion of the spread of
Euroscepticism makes the future of the European project even more uncertain.
Given the foregoing, one of the main objectives of the European Union in
the foreseeable future may be the preservation and strengthening of integration

policies, as well as counteraction to the restoration of national sovereignty of
European countries.1

инфляцию.
Brexit устранит британский статус свободной торговли без тарифов с
другими членами ЕС. Тарифы повысят стоимость экспорта. Это повредит
американским экспортерам, поскольку их товары в Европе подорожают.
Тарифы также повысят цены на импорт в Великобританию.
Если нам нужно быть более конкретными и говорить в цифрах - например,
в 2018 году на Европейский союз будет приходиться 44% экспорта

Соединенного Королевства. В том же году доля импорта Великобритании
из ЕС составила 53% всего его импорта.********
Голые это в виду; предприятия должны быть готовы к тому, что
Великобритания покинет ЕС, не заключив сделки 31 декабря 2020 года,
что повлечет за собой множество изменений в действующих тарифах. В
основном это повлияет на торговлю товарами, а также на импорт и экспорт
текстиля и продуктов питания. Тарифы на мясо, молочные и табачные
изделия будут установлены выше 15%, а торговля текстилем и продуктами
питания будет снижена до 90%.††††††††
Со стороны Европейского Союза одним из наиболее пострадавших будут
Ирландия, Германия, Польша и Нидерланды.
• Ирландия не намерена выходить из Союза, и это может
привести к ужесточению нынешней таможенной границы между
Северной Ирландией и так называемой Республикой Ирландия. 30-
летний конфликт между преимущественно католическими
ирландскими националистами и про-британскими протестантами
может быть возобновлен из-за вышеупомянутых ожидаемых
последствий выхода Великобритании из ЕС.
• Германия экспортирует широкий спектр промышленных
товаров в Великобританию, в том числе около 800 000 автомобилей в
год - или около 14% от всего, что там производится. Изменение
импортных тарифов в Великобритании окажет серьезное негативное
влияние на вторичный сектор экономики Германии.

Как ожидается, Brexit разрушит как внутренние отношения ЕС, так и

Brexit procedure and its effects on the UK-EU relations
Report objectives: The main purpose of the report is to form an idea of future
economic and political relations in terms of Brexit procedures, analyze all
existing and forming problems of the new political conjuncture.
Relevance of the report: Research carried out in this academic paper is an
objective analysis of possible ways of developing future relations between the
EU and Great Britain, as it gives an idea of how ‘new rules’ will be issued after
the Withdrawal Agreement entered into force. It also gives forecast for nearest
future of the country in order to predict possible problems of opportunities in
doing business with EU and 3rd-party countries.
Great Britain is a leader on the world stage and plays a special a role both in the
European Union and in the international relations connected to the majority of
the ongoing processes on the other continents. On the other hand, up until 2016,
no one doubted about the success of the EU model and the integrity and unity of
the European Union.
To begin with explaining the Brexit Crisis and Possible Implications for
Britain and the European Union
Economic consequences
A new trade agreement could raise tariffs and cause inflation.
Brexit would eliminate Britain's tariff-free trade status with the other EU
members. Tariffs would raise the cost of exports. That would hurt U.K.
exporters as their goods become more expensive in Europe. Tariffs would also
increase the prices of imports into the U.K.

IF we need to be more concrete and speak in numbers – for example, in the
2018, the European Union is accounted for 44% of the United Kingdom exports.
In the same year, the share of UK imports from the EU amounted to 53% of all
its imports.‡‡‡‡‡‡‡‡
Bare this in mind; businesses should be prepared for the UK leaving the EU
without making a deal on 31 December 2020, which will cause many changes
with the currently set tariffs. This will mainly affect the goods trading as well as
import and export of textiles and food. The tariffs for meat, dairy and tobacco
products will be set above 15% and trading with textiles and food will be
reduced by up to 90%.§§§§§§§§
On the European Union’s side, one of the most affected will be Ireland,
Germany, Poland, and the Netherlands.
• Ireland does not intend to leave the Union and this might lead to
tightening the current customs border between Northern Ireland &
the so-called Republic of Ireland. The 30-year conflict between
mainly Catholic Irish nationalists and pro-British Protestants might
be reignited due to the above-mentioned expected consequences of
UK leaving the EU.
• Germany exports a wide range of manufactured goods to the UK,
including nearly 800,000 cars a year - or about 14% of all that are
produced there. Having the UK import tariffs changed will have a
hard negative impact on the secondary sector of the Germany
economy.

• Many European countries will be affected by the so-called
‘divorce’. The colossal number of migrants - 17% of people
employed in the UK in 2018 were born abroad. The hardest hit
would be taken by Poland with its approximately 1 million
nationals resident in the UK.
• Trading between the Netherlands and Great Britain is significant,
but partially overstated by the so-called “Rotterdam effect”.
Brexit as expected will ruin both internal EU relationships as well as the
UK’s external economy partnerships with a huge number of countries. In
conclusion, the act of leaving the union would leave somewhat uncertain future
for the whole island!

На современном этапе в мире активно происходят процессы
региональной и субрегиональной интеграции, которые проявляются в
различных формах: создание зон свободной торговли,
межгосударственных объединений для решения различных региональных
проблем и т. д. Особое место отводится создание новых транспортных
сетей, поскольку они в полной мере способствуют свободному
перемещению людей и товаров, что является ключом к успешной
интеграции. В 21 веке экология играет особую роль в вопросах
транспортной интеграции. В эпоху глобального потепления человечество
нуждается в транспортных средствах с наименьшим углеродным следом,
чтобы уменьшить загрязнение окружающей среды. Самыми экологически
чистыми в настоящее время являются электрифицированные железные
дороги.
Новая железнодорожная сеть Rail Baltica свяжет все крупные центры
Прибалтики с возможностью интеграции в единую транспортную систему
ЕС.*********
Основным преимуществом этого проекта является запланированное
сокращение времени в пути в 2 раза между остановочными пунктами и
предполагаемое сокращение транспортных расходов между крупнейшими
центрами стран Балтии на 8%, что будет способствовать большему
перемещению людей и товаров между странами. Rail Baltica также
завершит процесс интеграции стран Балтии в логистическую систему ЕС,
став связующим звеном в единой системе Хельсинки - Париж. Более того,
строительство этой автомагистрали окажет положительное влияние на
окружающую среду: использование железнодорожного транспорта вместо

автомобильного может снизить выбросы углерода и снизить уровень

превышает расходы правительства Латвии на обеспечение экономической

In this work, an attempt was made to characterize the role of arms trade as an important element of the state’s foreign policy, its influence on international relations as a whole, and also to identify the causes of the trend towards diversification of imports by regional powers.

The world's largest arms exporters are striving to achieve military-
technical superiority over other countries, which is considered one of the key conditions for dominance in a particular region.
For example, defense exports are officially considered as one of the instruments of foreign policy both in the USA and in Russia, two of the largest exporters of weaponry in the world.
It can be argued that there is a direct correlation between the growth in the export of arms and military equipment and the strengthening of foreign policy influence. And vice versa, the less a country is represented in the field of arms trade, the weaker its foreign policy power. The experience of the development of the military-industrial complex by the United States of America and China is an excellent proof of the first statement, while the experience of the 1990s of the Russian Federation confirms the second.
The modern world is undergoing a serious geopolitical transformation, which, of course, leads both to the “unfreezing” of many long-standing conflicts and to the emergence of new hotbeds of tension. Increased competition for power, territories and resources is reflected in the growth of arms trade. Moreover, not only weapons and military equipment in themselves become an effective tool for resolving disputes and conflicts - countries exporting military equipment receive serious leverage not only on the political regimes of individual countries and entire regions, but also on the international situation as a whole.
Arms export is a useful tool for establishing bilateral relations, strengthening strategic partnerships and influencing the importer. In turn, the use of arms transmission as a situational-compulsory tool is rarely successful. Attempts to coercion using arms shipments are least likely to succeed if they are used as punishment or threats against countries with an autocratic regime. On the contrary, attempts to influence the behavior of a particular country through an embargo can often push the regime to diversify exporters rather than change behavior.

Abstract: This paper raises the issue of the impact of global changes on individual state. The illustrative examples demonstrate the importance of interaction between countries, assistance and support, which is a key factor in preventing irreversible consequences for our planet, the disappearance of nations, natural disasters.

Global changes affect all countries without exception The main focus is the implications global changes has on society - those things that matter most to us, like natural disasters, how our societies live, where we live, peace, conflict, all sorts of things like that. Of course, these effects will be different, but what countries will suffer from it more is unpredictable and sometimes it`s surprising. For example, one of the inevitable world problems is climate change. It is expected to affect vulnerable countries first, and worst. According to worldwide research in 2017, countries in very exposed areas - particularly in developing countries, like Bangladesh in Asia, many African countries, many Latin American countries, that ironically those that have the least ability to adapt to changes in weather and changes in the climate - will be affected the worst.
One of the harmful consequences of selfish behavior of countries is the world disbalance, this strategy can destroy our planet
Several of the considerable reports indicate that the majority of the world's population will be affected by shortfalls in coming decades. That has huge impacts on the availability of food and its distribution. The World Food Program sad that Ethiopia has something like 200,000 metric tons of grain on store. Which means if Ethiopia faced a massive food shortage, they would have four days to feed the population. And when people get hungry, things can get unstable quickly. And how this problem can be solved? One old and even, in my view, usual method is sending a father of a family to another country through migration to earn remittances and send earns back. So one country indirectly (because it is not a cash donation) provides assistance, gives a chance to earn money to a dying nation. There is a widening gap between those who can adjust emerging challenges and those who cannot. We need to find ways to invest in closing this gap between those who can get by and those who can't. It is necessary for saving world balance of life for each nation and our planet in general.
Cooperation of countries is a key solution which can lead to sustainable development goals
Global changes have an essential profound impact on our development goals. I am talking about jobs, about education; I am talking about the ability to exist for international relations in the future and consequently the ability to make economic progress for each country. I am fairly convinced that cooperation of countries is a key solution which can lead to sustainable development goals. Consider one simple and household example, because global changes are always caused by our daily routines. About 40 percent of our trash is made up of thrown-away food (I will remand that landfills also lead to global warming). And so that's a major challenge – save our planet from a bid mess. At an individual level, our shopping decisions, our consumption patterns, what we buy and throw away are absolutely critical. Those individual decisions - when you add them up, only your mindfulness makes a huge

difference? I, unfortunately, doubt. Of course the behavioral change has to happen only at every level, when all people communities will participate in the salvation.
«One man – no man» «One man – no man» is a very famous saying. I assume you know its meaning. And it is really deep and relevant today. Pay attention what happens with our world today. Almost all countries suffer from the rapid spread of a dangerous virus. Yes, countries are forced to isolate themselves and to close borders. (Today it is about 70 countries around the world). But does it mean that the world face the trend for disintegration? May be. But now it is a necessary measure. No matter that one country cannot cope with this pandemic alone. May be it would be possible to create a vaccine and cure its own nation, but what would be after that? The virus will return, it cannot be destroyed only at the level of one state. This is a worldwide problem that will be undoubtedly solved only with the effective cooperation of all countries. One man – no man!

В сентябре 2013 г. Председатель КНР Си Цзиньпин выступил в
Астане (Казахстан) с программной речью, представив намерения Пекина
по развитию экономических связей и многостороннего сотрудничества в
Евразийском регионе. * Эти стремления нашли отражение в инициативе
«Пояс и путь», которая подразумевает создание обширной сети железных
дорог, автомагистралей, газо- и нефтепроводов, морских портов, и
инвестиций в современную инфраструктуру. Транспортный коридор
предполагает создание новых интеграционных векторов между
Центральной, Южной и Юго-Восточной Азией, на Ближнем Востоке, в
Африке, Европе и России и рассматривается международным сообществом
как ключевой инструмент стратегии Китая, направленный на усиление
экономического и политического влияния. Можно отметить ряд
геоэкономических последствий реализации данной инициативы.
Во-первых, Азиатский банк инфраструктурных инвестиций, будучи
международной финансовой организацией, создание которой было
предложено Китаем в 2013 г., выступает в качестве «дополнительного
института развития мировой инфраструктуры» наряду с существующими
многосторонними банками развития (МБР), такими как Всемирный банк и

углубление разногласий между глобальными акторами – США, Японией и
Китаем, влияющих на политический мировой порядок. Создав мощный
институт, реализующий проекты на территории 2 континентов, Пекин
выдвигает заявку на признание своего влияния и заслуг из-за
потенциального влияния нового МБР в долгосрочной перспективе. [3]
Во-вторых, китайские банки инвестируют миллиарды долларов в
промышленность и портовую инфраструктуру Евразии и Африки на
условиях ссуды. Неспособность выплатить в полном объеме финансовым
институтам Поднебесной заёмный капитал заставляет развивающиеся
страны искать компромиссные пути погашения долга, такие, как передача
в собственность или многолетнюю аренду сооруженной инфраструктуры.
В отношении ряда стран (Мьянма, Шри-Ланка, Пакистан и т.д.) Китай уже
стал однозначным выгодополучателем в вопросе присутствия капитала,
спонсированных объектов, а, значит, и людских ресурсов, необходимых
для их обслуживания и содержания, что превращает инфраструктурное
сооружение (ключевой морской порт, транспортная магистраль) в
стратегическую базу присутствия КНР. [2], [4]
В-третьих, избегая открытой конфронтации с США, Китай
приглашает Европейский Союз (ЕС) к сотрудничеству в рамках «Пояса и
пути». В 2013 г. стороны подписали Глобальную стратегию Европейского
Союза по внешней политике, включающую в себя цели действенной
кооперации и развития во всех сферах. По состоянию на 2019 г. Китай стал
вторым крупнейшим торговым партнером ЕС, уступая лишь США.
Примечательно, что на данный момент 18 стран-членов ЕС официально
подтвердили своё участие в инициативе. Евросоюз стремится сохранять
баланс между возрастающим азиатским влиянием и партнерскими
отношениями с США на фоне четко обозначенных инвестиционных

намерений Пекина и начатым Вашингтоном политическим
противостоянием с Поднебесной. [5]
Пекин стремится развить мощную сеть сухопутных транспортных и
информационных коридоров, способных привнести изменения в мировое
устройство. Учитывая протяжённость коридоров и географический охват
стран-участниц, проект способствует реализации геополитических
амбиций и стремлений Китая по трансформации существующего
глобального порядка.

The problem of global climate change has become one of the most important challenges to humanity in the twenty-first century. According to statistics, over the past 20 years, 6,457 natural disasters have occurred in the world, which have claimed the lives of about 600 thousand people. Overall, 4.2 billion people were affected in some way by earthquakes, floods, tsunamis, hurricanes and other natural disasters. According to experts, the impact of climate change varies depending on the region. The least developed countries (African countries, island States and South-East Asian States) are the most affected. The main sources of atmospheric pollution are the world's transport systems (cars, planes, trains, ships, etc.), emissions that are man-made (production forces, chemical laboratories, nuclear power plants, etc.), as well as emissions produced in domestic conditions (fuel heating, waste incineration). All of the above types of pollution change the composition of atmospheric air for almost two centuries, thus provoking the appearance of the "greenhouse effect". Only in the 21st century, our planet has suffered more than a dozen natural disasters of an anthropogenic nature, such as:
2004. The Indian ocean tsunami that killed almost 250,000 people.
2005. Hurricane Katrina killed 1,800 people and caused mass migrations (600,000 people)
2008. Tropical Cyclone Nargis in Myanmar, which killed 146,000 people.
2010. Heatwaves in Russia, 56,000 people were killed, and about 100,000 more were seriously ill with respiratory diseases.
And this is a list of only the most significant human casualties of natural disasters caused by direct human influence. The burden that humanity has borne in recent years proves that there is a future with a higher frequency and intensity of such natural phenomena. Unfortunately, extreme natural events tend to be considered mostly civil disasters, rather than threats to national security. Such catastrophes, as a rule, never undermine the authority of the authorities, do not cause a significant blow to the economy, and do not cause rallies or uprisings against the current government regimes, but they clearly illustrate the variety of causes, the irreversibility of consequences, and the complexity of the problem.

Social media helps businesses in three key areas: brand building, omni channel engagement and business growth*. There are numerous positive effects of social media for businesses. Firstly, social media adds a new dimension to the channel of customer service, which is considered to be the way of marketing. According to the statistics, there are more than 1.5 billion monthly active users, sharing more than 60 billion messages every day via WhatsApp, which makes it the most popular channel for customer service on a global front†. What is more, social media helps to reach out to a bigger audience and, also, allows collecting first hand customer feedback. Moreover, Social Media Marketing (SMM) is rather economical.
However, there are some risks that companies face when using social
media. First of all, social media may cause a risk to a company’s reputation by
creating negative publicity. Furthermore, there is always a risk of hacking, spy-
ware and bugs amongst others. Companies may also engage in two-way
dialogue and potential criticism. According to the data, the most applicable
example of privacy violence is Facebook‡. Facebook users can be violated by
scams which include: cross-site scripting, identity theft, “likejacking" and
“survey scams”.
Social media can also affect a person's employment and the reasons why
employers turn down are the following: the applicants have shared inappropriate
photographs or information; posted photos about them drinking; posted negative
comments about their previous employer; demonstrated poor communication
skills; posted comments related to discrimination.
Some of the reasons why employers want to hire applicants after checking
out their social media include the following: the applicant's personality fits with
the company culture; background information supported their professional

Failure of pan-arabic conception illustrated by the example of Baas
Party in Syria
Аннотация: В статье оценивается роль религиозного фактора в политической и общественной жизни Сирийской Арабской Республики (САР). Рассматривается конфликт двух идеологических моделей – арабского национализма партии Баас (баасизма) и исламизма – ставший одной из причин начала гражданской войны в стране. Делается вывод об исторической неудаче политической концепции баасизма в случае с Сирией.
Abstract: The article evaluates the role of religious factor in political life of Syrian Arab Republic (SAR). It examines the conflict between two ideological models – Arabic nationalism of the Baas Party (Baasism) and Islamism – which is one of the main causes that led to the beginning of the civil war in the country. The conclusion is drawn, that political concept of Arabic nationalism in case of Syria has failed.

Сирийская Арабская Республика (САР) – государство в регионе
Ближнего Востока, на территории которого уже почти десять лет, начиная
с 2011 года, бушует гражданская война.
Данный конфликт весьма сложен, в первую очередь, ввиду немалого
числа действующих акторов. Помимо сторонников режима президента Б.
Асада и противостоящей им т.н. «вооружённой оппозиции» в лице

Сирийской Свободной Армии в него вовлечены также местные
национальные меньшинства (такие как сирийские курды) и боевики
исламистских организаций ИГ и «Джебхат-ан-Нусра» [1]. Стоит отметить,
что средства массовой информации часто рассматривают последних в
качестве основной движущей силы конфликта. Существование подобного
взгляда имеет свои причины.
В течение последних сорока лет в Сирии отсутствовал институт
официальной религии. Данное положение входило в программу Партии
Арабского Социалистического Возрождения (Баас), ставшей в 1970 году
во главе страны [2]. Идеологией баасистов был т.н. арабский
национализм– концепция, разработанная в 1930-х гг. с целью объединения
всех арабов в единое государство вне зависимости от их
конфессиональной принадлежности [3]. Во второй половине XX века в
ряде арабских стран Ближнего Востока в соответствии со светским
характером данной идеологии была предпринята попытка секуляризации
(деисламизации) политики. Светские режимы помимо Сирии были
установлены в Египте, Алжире, Тунисе, Ираке [3]. Тем не менее, как
отмечают исследователи, правительства перечисленных страны в
дальнейшем так или иначе вынуждены были вернуться к нормам шариата
в политике и праве [3]. Данная тенденция коснулась также и САР.
В конкретном случае Сирии местное традиционное общество не
могло смириться с двумя фактами. Первый факт – правительство Б. Асада
игнорировало вышеупомянутые нормы шариата во внутренней политике.
Второй факт касался религиозной принадлежности самого президента. В
то время как главенствующее положение в религиозном составе населения
этой страны занимают сунниты, глава государства по вероисповедованию
был алавитом [2]. Алавизм признаётся многими исламскими богословами
еретическим вероучением. Таким образом, по мнению исследователей,

конфликт светского и религиозного мышления в сирийском обществе стал
одной из главных причин начала массовых волнений 2011 года, а затем и
гражданской войны.
Необходимо заметить, что на самом первом этапе правительство
баасистов попыталось пойти исламистам на уступки. На референдуме 22
февраля 2012 года некоторые статьи сирийской Конституции были
пересмотрены [2]. Так, например, был исключён пункт о руководящей
роли партии Баас, противоречащий положению шариата об
основополагающей роли ислама во всех сферах жизни [2] Тем не менее,
даже такие меры не смогли остановить развитие конфликта.
Таким образом, проект создания секулярного арабского государства
в случае Сирии можно считать провальным. Религия по-прежнему играет
важную роль в жизни её граждан, а религиозные противоречияпо-
прежнему остаются одним из драйверов дестабилизации её внутренней
обстановки.

Environmental responsibilities for business Abstract: The work is devoted to an urgent issue-the environmental component of
social responsibility of business, which assumes a certain level of development of the organization. The paper highlights issues related to the response of entrepreneurs and corporations that are closely connected with nature and society to environmental legislation in the world. The author examines possible strategies for environmental behavior of the organization.

In accordance with corporate environmental responsibility, it is assumed
that it will act in a way that protects the environment. Going beyond business
activities and taking care of the environment can bring certain benefits to the
business. Today, entrepreneurs should acknowledge that doing business in an
environmentally responsible way is not only «a legal obligation, but also a
responsibility». In recent years, stakeholders have increasingly demanded that

corporate organizations increase their environmental awareness and responsibility as
it affects their final result and the long-term success of their business.*
So, the first point to be covered is environmental legislation.
Environmental Compliance means conforming to environmental laws, regulations,
standards and other requirements such as site permits to operate. In recent
years, environmental concerns have led to a significant increase in the number and
scope of compliance imperatives across all global regulatory environments. Being
closely related, environmental concerns and compliance activities are increasingly
being aligned with corporate performance goals and being integrated to some extent
to avoid conflicts, wasteful overlaps, and gaps.*
The chief regulatory agencies are the U.S. Environmental Protection
Agency (EPA) and the Nuclear Regulatory Commission (NRC)—but some 13 other
agencies are directly and yet others indirectly involved in enforcing laws. All states
also have environmental agencies.
Environmental law in its current form developed in the 1960s and
culminated in the passage of the National Environmental Policy Act of 1969. In the
mid-2000s 18 major pieces of legislation entirely or partially administered by EPA
and five laws administered by the NRC constitute the corpus of environmental law.
The chief rationale behind most environmental legislation: it is to protect
human health and welfare by keeping fundamental resources, like air and water,
clean and usable.
The extent to which environmental legislation might affect business is to a
large extent determined by the nature of the operations or the production process.
Undoubtedly, the first point concerns factories and industrial enterprises more than
for example retail business.
The small business may very likely be touched in one way or another by
environmental law even in businesses that do very little or very basic
manufacturing. If solvents and lubricants are used—which will be likely in a

machine or in a printing shop; or if chemicals are used in a flower shop or gardening
enterprise environmental laws will be invisibly present. A careful inspection of the
business, looking for chemicals, fire hazards, and inspecting the type of waste
generated may be worthwhile unless the owner keeps up-to-date on the subject. A
good means of doing so is through product vendors who usually provide
information or track legal restrictions on chemicals closely. Trade publications also
routinely report on new regulatory developments in the industry they cover and thus
provide early warning signals that action may be necessary to get on the right side of
environmental law.

Since 2015 VW has paid more than 27 billion euros to settle investor and
consumer lawsuits as well as regulatory fines and remedies tied to resolving
excessive emissions levels in its diesel cars.* Unfortunately, it is easier for the
company to pay fines, not to change the strategy. These are the consequences we
observe due to the neglecting of responsibilities. No doubt business should comply
with the environmental legislation in order to avoid fines, avoid damaged reputation
and provide benefits for society (transparent and socially responsible business)
So, we are eager to propose several possible solutions.
First, air and water pollution control legislation set strict limits on what
kinds of pollutants may be emitted to the environment in what concentrations over
defined periods of time, so that, small amounts deemed permissible are emitted in
small quantities ensuring mixing and dispersion. Emission laws result in emission
standards which may change over time.

Economic pressures act at times to loosen the standards; public pressure
acts to tighten them. Whatever the standard, enforcement activity may be energetic
or lax, and the type of enforcement itself may be the result of policy. In addition to
setting standards, the laws also specify technological means of treating effluent
streams; the specifics of how to do that are elaborated in regulations. The
regulations are detailed, down to specific chemicals and specific circumstances of
emission. Since cities, as public bodies, are a large source of polluted water
(sewage), federal law also provided financial grants to partially pay for the building
of water and sewer treatment plants.

The positive effect on building and strengthening a corporate culture,
uniting people around the idea of sustainable consumption is obvious, so such a
strategy can be a reasonable solution.
Today small and medium-sized enterprises are going through tough times
and environmental concerns may occur covered under economic problems. No
doubt, many segments of business in the market will go bankrupt by the end of the
pandemic but we still should be environmentally concerned. I desperately hope that
this awful, unexpected lesson will be learned and wisely accepted by the humanity.
We can observe now how quickly mother nature can recover without human impact,
we can now understand how fragile the world is, how precious our lives and health
are. So, I believe that the current situation is a critical point, a point of no return to
consumerism and the commercialization of nature and life in general.

Social media come up with many positive features and challenges but they
can also cause damage and distrust which can lead to the loss of credibility.
Businesses can experience positive effects of the social networks’ interaction
with their current or prospective customers. Ultimately, companies have to pay
attention to possible threats and use the social network services wisely and
correctly.

В статье рассматривается процесс выхода Великобритании из состава Европейского союза с 2016 года, с момента официального опубликования результатов референдума, и по текущий момент с описанием состояния транзитного периода, по истечению которого две стороны должны договориться об условиях новой торговой сделки. В статье отмечается динамика изменений ключевых условий Соглашения о выходе в зависимости от политических перестановок в правительстве Великобритании.

Abstract. Brexit identifies the process of the United Kingdom’s EU departure. June
2016, was the official starting point when the results of referendum were
published: 52% were for leaving, 48% were against it.
The exit had to be completed in March 2019, but it was delayed triply.
The rejection cause was accounted for Theresa May’s Withdrawal Agreement
disapproval by British MPs. It was an enforced delay until October 2019, but
May stepped down. Boris Johnson replaced her post who strictly decided to
withdraw from the EU: with or without a deal.
The Withdrawal Agreement covered such key points as:
The existence of transition period necessary for agreeing upon a new
trade deal;
The divorce payment amount;
The avoidance of border return between the Northern Ireland and the
Republic of Ireland and inclusion of the backstop;
The future of the UK-EU citizens.

In January 31, 2020, the UK left the EU. The UK-EU relationship is
limited to the transition period that starts on February 1, 2020 and ends up in
December 31, 2020.
The majority of Johnson’s Agreement terms contains previous May’s
points. During this period, the citizens’ rights will be the same. The UK’s
financial obligations to the EU have to be discharged (£33bn). The main
difference between deals is that a customs border between Northern Ireland and
Great Britain will be created‡‡‡‡‡‡‡‡‡‡‡.
In March 2020, the UK and the EU held the first round of negotiations.
Later the Parties planned to conduct the second round, but it was delayed by
reason of COVID-19.
The possibility of the UK’s return to the EU’s membership is miniscule
considering politicians’ little support. The probability of a no-deal scenario
exists. Subsequently the UK must pay export tariffs to the EU.
Boris Johnson eliminated the possibility of the transition period extension.
However, if it occurs, current conditions will be prolonged§§§§§§§§§§§.
Nevertheless, this option is highly doubtful because of tough government and
British MPs’ position.

The aim of the research consists in the renewable energy role’s
assessment within the framework of the European and Russian policies.
Renewable energy deployment by European member states varies
significantly. The fluctuations may be explained by different starting points,
available resource potentials, existing and planned policies, as well as the
specific market conditions for renewables************. As for the end-use sectors,
transport remains the sector with the lowest penetration of renewable energy in
the energy system. The industrial sector represents about one third of the EU’s
total final energy consumption. As for the buildings, the major role is assigned
to efficient equipment in heating and cooling and smart appliances.
Russian renewable energy policy is focusing on furthering economic
activity, job creation and improving the quality of the environment. Bioenergy
and large hydropower are the main sources of renewables in Russia’s energy

system. The generation costs of non-renewable energy technologies from new
plants are today lower than the costs of renewables. For renewable energy
technologies, costs are driven by capital costs and the respective discount rates.
That proves renewable energy is not developed enough in Russia and requires
more decentralization, digitalization, and financial support††††††††††††.
It is vital to identify the key risks of the energy transition. There are 9
categories of risks. At the planning stage the emphasis should be put on social
acceptance risks and administrative risks. The stage of construction is associated
with technical and managements risks. The operational stage encompasses
policy design risks and market design risks. As for country risks, financing risk,
grid access risks and sudden policy change risks they have an equal impact at all
stages. Various regions are vulnerable to these risks, but all regions experience
and approach them in different ways.
To conclude, the EU green policy is likely to drive economic growth
using renewable energy, while the Russian one requires the energy sector’s
diversification.

companies Аннотация. В работе рассматривается современное состояние китайской модели
корпоративной социальной ответственности, которая была заимствована из западных стран и интегрирована с учетом внутриполитического контекста Китайской Народной Республики. При выборе своих направлений КСО и публикации отчетности китайские компании отдают предпочтение вопросам, входящим в повестку курса КПК (борьба с бедностью; реализация концепции «научного развития» и др). Эффективность КСО в качестве инструмента управления рисками была продемонстрирована китайскими технологичными гигантами во время вспышки COVID-19. Благодаря тесному взаимодействию с заинтересованными сторонами такие компании как Хуавэй, Алибаба, JD.com смогли отследить тенденции в потребительском поведении, а также получили возможность работать в новых областях, например, в сфере здравоохранения.
Abstract. The paper examines current state of the Chinese CSR model, which was presented by Western countries and adapted to the domestic political context of the People`s Republic of China. Chinese companies give preference to issues on the government’s internal political agenda in the selection of their areas of CSR and preparation of reports (poverty alleviation; implementation of the concept of "scientific development", etc.). The effectiveness of CSR as a risk management tool was demonstrated by Chinese tech giants during the COVID-19 outbreak. Due to close interactions with stakeholders, companies such as Huawei, Alibaba, JD.com were able to track trends in consumer behavior, and also got the opportunity to operate in new areas, for instance, healthcare system.

Концепция корпоративной социальной ответственности в
общепринятом виде пришла в Китай из западных стран более 20 лет назад.
Этому способствовали проведение инициированной Дэн Сяопином
политики реформ и открытости, установление рядом ТНК правил и
стандартов КСО для своих глобальных цепочек поставок, вступление КНР
в ВТО в 2001 году. Принимая во внимание лучшие традиции и практики
западных стран китайскому руководству удалось сформировать «КСО с
китайской спецификой» с учетом внутриполитического контекста страны.
Это означает, что, хотя в основе КСО Китая лежат идеи и терминология

зарубежных исследователей, китайской модели все же свойственен ряд
характерных особенностей. Одной из них является тесная связь с
концепциями «научного развития» и «построения гармоничного
общества», которые стали основной движущей силой развития КСО в
КНР. Другая особенность китайской модели – закрепление социальной
ответственности компаний в законодательстве. В статье 5 Закона «О
компаниях» Китайской Народной Республики говорится, что компании,
которые занимаются бизнесом, должны следовать законам и
административно-правовым нормам, социальной и деловой этике, быть
честными и оправдывать доверие к себе, быть подотчетными

Необходимо отметить, что корпоративная социальная ответственность не
получила бы широкого развития в Китае, если бы в этом не была
заинтересована КПК. Концепция КСО прекрасно вписывается в рамки 13-
го пятилетнего плана (2016 – 2020 гг.), который был утвержден ВСНП в
2016 году. Поскольку темпы экономического роста начали
снижаться, а окружающей среде был нанесен значительный ущерб,
появилась необходимость перейти на новую модель развития экономики.
Компании стали уделять большое внимание реализации концепции
«инновационного, скоординированного, экологичного, открытого и
совместного развития», некоторые из них даже включили эту задачу в свои
миссии.
Период новой пятилетки стал решающим этапом в построении
общества сяокан, поэтому центральной задачей в социальной сфере 13-ой
пятилетки стала масштабная борьба с бедностью в сельской местности.

бедное сельское население составило 5,51 млн человек. Таким
образом, власти КНР смогли интегрировать стандарты и нормы КСО,
предложенные западными странами, в политическую повестку страны и
подготовить соответствующую юридическую базу. Китайские компании в
свою очередь выбирают направления социальной ответственности,
которые отвечают потребностям и интересам общества, а также
соответствуют руководящим концепциям КПК.
Особое значение в принятии и продвижении КСО в китайском
бизнес-сообществе имеют кризисные ситуации. Например, землетрясение
в провинции Сычуань в 2008 году стало толчком к дальнейшему
осознанию роли компаний в обществе. Уже через десять дней после
землетрясения китайские фирмы пожертвовали в общей сумме 1,6 млрд
юаней.§§§§§§§§§§§§§ В то же время такого рода деятельность позволяла
бизнесу избежать репутационные риски, так как активное участие в
восстановлении после стихийных бедствий весьма положительно
воспринималось китайскими потребителями, а бездействие, наоборот,
осуждалось. По результатам опроса Чжун Хуна из Института экономики
Китайской академии общественных наук, проведенного после
землетрясения в Сычуани, 79% респондентов ответили, что предпочли
приобретать продукцию у компаний, которые пожертвовали средства для

КСО со своей стратегией риск-менеджмента. Применение КСО в качестве
особого инструмента управления позволяет сосредоточиться на
нефинансовых рисках, например, репутационном или стратегическом.
Эффективность этих мер была продемонстрирована во время вспышки
COVID-19, которая предоставила множество новых возможностей для
технологических компаний. Благодаря тесному взаимодействию с
заинтересованными сторонами руководство фирм было готово к новому
витку цифровизации. Компании смогли быстро отреагировать на
тенденции в потребительском поведении и необходимость перехода на
дистанционный режим. Согласно опросу, проведенному International Data
Corporation в Китае, 65% из 120-ти респондентов ответили, что уже
составили планы по работе с удаленным доступом, а 20% собираются

UK trade policy after Brexit После окончания транзитного периода Брексита Великобритания должна будет
начать применение собственной торговой политики, независимой от ЕС. Правительство Великобритании рассматривает различные варианты возможных торговых барьеров в отношении экспортеров и соглашений о свободной торговле. В данной работе, проведен анализ возможных изменений, их отличий от текущей торговой политики ЕС и последствий тех или иных решений правительства.
After the Brexit transit period ends, the UK will have to start applying its own trade policy, independent of the EU. The UK government is considering various options for possible trade barriers against exporters and free trade agreements. In this paper, an analysis is made of possible changes, their differences from the current EU trade policy and the consequences of certain government decisions.

After the end of the transition period the UK will have to apply new
foreign trade policy. The EU average MFN tariff is 4,71%, duty-free tariff lines
- 29%. Proposed measures for the Global UK tariff are simplifying the MFN57,
considering the requirements of businesses and customers: to cancel tariffs less
than 2.5% and on production components, analogues of which are not produced
in the UK or production is limited; to round existing tariffs on 2.5%, 5% or
10%; to convert agricultural tariffs into simple percentages.
If the UK change the NTM it from EU standards this would harm the
competitiveness of exporters selling the EU-compliant goods to the UK, it
would lead to additional costs to apply new standard which will affect on price.
The EU has 43 FTAs with 70 countries. It’s 14% of UK trade58:

To cancel the most of tariff lines, the UK will have to prove that their
products comply with EU standards. EU should be sure the UK do not receive

unfair competitive advantages due to weak labor or environmental and products
standards.
COVID-19 put negotiations about the FTA between countries on hold,
leaving the only opportunity to negotiate by teleconference which expected to
take months. If the transition period wouldn’t be prolonged, there is a chance
that the UK wouldn’t succeed the signing of all planned FTAs, even between the
UK and EU.

В статье представлен обзор отечественных компаний, успешно применяющих технологии ИИ в своих разработках. Внедрение ИИ в частном и государственном секторах значительно повышает эффективность деятельности, что будет способствовать устойчивому экономическому росту.
Abstract. The increasing role of Artificial intelligence (AI) technologies in our lives and human civilization as a whole leads not only to the emergence of new terms and concepts, but also global challenges. The article presents examples of domestic experience emphasizing the importance of AI. The use of AI by businesses and governments significantly increase the efficiency of activities, which in turn will contribute to sustainable economic growth.

In 2017 X5 Retail Group N.V. using machine learning technology
introduced personalised offers for members of the Perekrestok loyalty
programme. Moscow uses live facial recognition, the NtechLab technology.
Yandex self-driving cars are used in Skolkovo and Innopolis tech parks and
abroad (Israel). Promobot has already sold its robots to 18 countries. Due to the
outbreak of COVID-19 such an «employee» of a car dealership in New York,
has proven its effectiveness as it lowers face-to-face contacts.
AI technologies could deliver additional economic output of around $ 13
trillion by 2030, 1.2 percent additional GDP growth per year.61 AI transforms
the way that governments deliver public services. The upper rankings of the
2019 Government AI Readiness Index are dominated by the Global North.
AI poses urgent challenges, the workforce needs to be reskilled, States
need to attract AI talent and investment. Through joint efforts States could

create an atmosphere of trust for AI in order to cooperate on ethical issues, to
maximize its potential in the public interest.
