REPORT FROM CHIEF EXECUTIVE 行政總裁匯報

I am immensely delighted to hereby share with you encouraging results and prolific achievements of HKCMA ever since its inception. Time truly flies, doesn’t it! It has taken me almost 2 years to get HKCMA operations up and running. These exciting noteworthy milestones so proudly achieved include establishment of our Board comprising 10 richly experienced, well seasoned expert members representing our core product spectrum and product committee set up (covering cement,aggregate, ready mixed concrete, river sand, precast, asphalt, steel, pipes). Furthermore, it’s also worth mentioning successful formation of various function committees falling under HKCMA’s regime.

As an unified voice of our construction material industry particularly for the aforementioned core products in scope, I have managed to fortify our sounder representation and make our voices louder and stronger with heavier market influence through ongoing rapport and lobbying with relevant HKSAR governmental departments. These relevant departments whom we constantly interact with include Development Bureau , Civil Engineering & Development Department, HK Housing Authority and Environmental Protection Department. Over past months, HKCMA member companies have been actively collaborating with the said key governmental authorities on couple of industry-wide critically important initiatives with the aim to bettering off our construction industry and related sectors. Just to name a few, these constructive projects include Land Requirements study and stake holders engagement process, building materials price indexing exercise.

Most recently, we have commenced our ongoing engagement in HK Airport Authority (HKAA)’s Third Runway System (TRS) implementation which is expected to last over a time span of 8 years. In essence, basically, all core products currently represented by HKCMA are required for completion of this mammoth airport runway/terminal concourse expansion project. Ever since kick starting constant dialogue with HKAA management overseeing facility design and procurement/contracting of TRS, we have been collecting views, suggestions from HKCMA members for further channeling to HKAA for considerations as far as supply chain sustainability for the required principal materials is concerned. In alignment and strictest compliance with newly enacted Competition Ordinance and provisions thereunder, HKCMA has also proactively taken up the responsibility to maintain close communication with Competition Commission. Of course, we also support the act to ensure a fair and equitable playing ground and business environment within our industry and maintain our sound health and integrity in business practices.

As for HKCMA’s strategic intent, directions and aspirations looming forward, we feel the absolute necessity to upkeep our liaison efforts and regular dialogue with relevant governmental departments on policies, ordinances, regulations directly affecting our industry’s interests. We shall make ongoing endeavour towards pursuing product/service excellence such as supply chain sustainability, best practice sharing, quality standardisation etc. As for our partnering associations/organisations in construction industry, HKCMA will continue its endeavour to collaborate with them on whatever initiatives and motives deemed practically useful. In the challenging times ahead, HKCMA is to boost our membership drive impetus, aimed at improving both membership base quality and diversity. Unquestionably, support from our board, product committees and fellow members is instrumental to attaining this goal. Together we believe we can synergise and excel with incremental influence in industry.

我很高興在此與大家分享香港建築業物料聯會自成立以來令人鼓舞的豐盛碩果。時光飛逝，轉眼間我已花了近兩年時間來推動建築業物料聯會運作和發展。當中令人振奮而又值得一提的里程碑，不少得本會董事局的建立。董事局十位經驗豐富的專家會員，各自代表不同核心產品範疇，並帶領不同物料委員會，包括水泥、碎石、預伴混凝土、河沙、預製組件、瀝青、鋼鐵及管道物料委員會。本會轄下各個物料委員會組成，也是不得不提的樂事。

作為建築物料業界的統一聲音，尤其是代表著上述核心產品領域，我致力鞏固行業日益壯大的聲譽，同時透過與政府相關部門，包括發展局、土木工程拓展署、房屋委員會及環境保護署保持聯繫和協商，令業界聲音更強大，並更具市場影響力。過去數月，本會會員公司積極在多項對行業至關重要的措舉，如用地需求研究及持份者參與過程、建築材料物價指數等各方面，與上述政府部門協作，期望進一步推動建築及相關行業。

最近，本會開展了由香港機場管理局（機管局）負責的三跑道系統工程，整個項目為期八年。扼要而言，是次龐大的機場跑道及客運大樓擴建工程，需動用所有本會現時代表的核心產品。自本會與機管局管理層就監督設施設計、項目採購及投標保持對話以來，我們便一直向會員公司收集意見，並將有關建議傳遞至機管局供考慮，以其獲得可持續的主要物料供應鏈。此外，鑑於新生效的《競爭條例》及其下相關規定，本會已積極與競爭事務委員會保持密切溝通。當然，本會亦支持確保營商環境公平公正的措舉，及本行業一貫健康正直的營商模式。

談到本會策略性目標和方向，我們感到必需繼續與政府相關部門，在涉及本行業利益的政策、條例、法規上保持定期對話。本會貫切追求產品╱服務精益求精的精神，實現供應鏈可持續性、最佳作業分享及品質標準化等。同時，本會亦會在各實際議題和措舉上，繼續與建築業界的夥伴機構協作。面對未來的挑戰，本會仍會在質素和多樣性方面壯大會員基礎。要達到這個目標，董事局、物料委員會及會員公司的支持當然必不可少。只要齊心一意，相信我們定能協同加強在行內的影響力。

River Sand CommitteeA meeting was held on May 4, 2016 among

Development Bureau, CEDD, HKCMA and Hong

Kong Construction Association. Expressing our deep

concern on the issue of quota allocation of River

Sand Supply for Hong Kong market by MOC, we

reiterated that since 2008, the quota issue for Hong

Kong has been unclear. Our concern was indeed well

acknowledged and respected by the governmental

bodies. They promised us that they would attempt

to secure a reply to us in due course, tentatively

scheduled by June 30, 2016.

Upon receipt of the same, we shall keep respective

parties abreast of events progressed.

河沙物料委員會2016年5月4日，本會與發展局、土木工程拓展署及香港建造商會進行了一次會議。在表達對河沙供應配額高度關注一事上，本會重申自2008年起本港的配額制度含糊。政府團體認同及重視本會的關注事項，並承諾盡量適時給予本會一個答覆，而有關時間表暫定於2016年6月30日。

在收到答覆後，本會將知會各持份者進展情況。

Ready Mixed Concrete CommitteeReady Mixed Concrete Committee has been officially established under HKCMA’s regime with

the mission to bear sounder representation for Hong Kong concrete suppliers. Ever since RMCC

was formed months ago, notification letters were‎ dispatched to all key stakeholders including

relevant governmental departments. In the challenging times forward, RMCC will maintain

ongoing rapport and lobbying with governmental authorities on ordinances, policies, regulations

in related housing, transport, environmental disciplines affecting concrete industry’s interests

and well-being. Through synergy, collaboration and constant communication among RMCC

members, we shall keep striving for concrete supply chain sustainability and product/service

quality consistency to better fuel housing/infrastructure construction projects in both public

and private sectors.

預拌混凝土物料委員會預拌混凝土物料委員會的成立，肩負著提高本港混凝土供應商聲譽的使命。自本委員會在數月前成立以來，相關通知書已發給包括相關政府部門在內的主要持份者。面對著未來的挑戰，委員會會在房屋、運輸、環境等影響混凝土行業利益的範疇裡，從條例、政策及法規各方面入手與政府保持協商和聯繫。透過委員會會員間的協作、合作和持續溝通，我們會政力爭取混凝土供應鏈的可持續性及產品╱服務的品質保證，以進一步推動公私營的房屋╱基建建築項目。

Aggregate Material CommitteeAggregates Committee has committed to act as a bridge

connecting government and relevant enterprises, to service

them and to facilitate the sustainable development of

aggregates industry.

The Principal Objectives of Aggregates Committee are:

1. To assist the government to optimize the management

of the aggregates industry and to regulate the

aggregates market under fair competition environment;

2. To provide technical advice and consultation to

government for formulation of development strategy,

policy, standard and specification of aggregates

industry;

3. To implement the relevant standard and specification

to ensure good quality aggregates are supplied to the

local construction industry;

4. To share industry technology and information to

relevant enterprises;

5. To enhance the communication and information

exchange with both domestic and foreign aggregates

industry;

碎石物料委員會碎石物料委員會致力成為政府與有關企業之間的橋樑，為行業服務，並推動行業的可持續發展。

碎石物料委員的主要目標如下：

1. 協助政府優化碎石物料行業的管理，在公平競爭的環境下規管碎石物料市場；

The newly formed HKCMA Sustainability, Health, Safety & Environment committee (SHSE) has a shared vision that our members will be recognised and valued for supplying essential materials for a sustainable future, in a manner that is economically viable and socially and environmentally responsible. The use of essential construction materials products enables higher standards of living and quality of life through improvements to the natural and built environment.

Few would argue that we represent a vital sector of the Hong Kong economy and play a crucial role in supporting the territories dynamic growth, but we also consume resources and energy, emit carbon and have impacts on the natural environment. The SHSE committee, through a range of programs and initiatives aims to deliver on its objectives to work with government, local communities and stakeholders, to continue to meet society’s demands and needs while minimizing such impacts.

Recognizing the priority that workplace health, safety and environmental performance plays within the ‘core value system’ for many member companies, the SHSE committee, is currently delivering on its’ initiative to promote improvements through the establishment of the “Directors’ Awards for Health, Safety & Environmental Excellence”. The key objectives are to: Stimulate: all HKCMA member companies to strive for healthy, injury-free and

environmental incident-free work places.Emphasis: the Board of Directors’ commitment to health, safety and

environmental excellence.Recognize: outstanding health, safety and environmental performance.Encourage: innovative health, safety and environment projects and programs.Provide: a forum for sharing health, safety and environment models of

excellence.

Individual member companies increasingly recognize that applying sustainability principles to their business is now a mainstream contributor to the bottom line. Most accept that they have to improve transparency, performance and communications, not just by behaving sustainably but gathering and reporting the hard data needed to verify their claims.

The SHSE committee will provide the professional platform for knowledge sharing, promoting best practice and encouraging the setting up of relevant benchmarks. This commitment is supported by a methodology focusing on awareness, dialogue and collaboration designed to create shared value and enabling member companies to pursue the objectives outlined in the HKCMA mission statement and core values.

Directors’ Awards for Health and Safety & Environmental Excellence

PurposeStimulate: all HKCMA member companies to strive for healthy, injury-free and environmental incident-free

work places.Emphasis: the Board of Directors’ commitment to health, safety and environmental excellence.Recognize: outstanding health, safety and environmental performance.Encourage: innovative health, safety and environment projects and programs.Provide: a forum for sharing health, safety and environment models of excellence.

The HKCMA Directors’ Annual Awards will comprise:• Excellent Health and Safety Performance Award• Excellent Environmental Performance Award• Best Health, Safety or Environmental Initiative Award

Each award will be a perpetual trophy inscribed with the name of the annual winner, plus an annual plaque for each winner to be retained. A runner-up in each category will also be announced and will receive a plaque. All entries, whether successful or unsuccessful, will receive individual certificates of recognition, signed by the HKCMA Chairman. Entries should not be more than 6 pages of A4.

Each award will be presented by the HKCMA Chairman, at an appropriate celebratory function.

Excellent Health and Safety Performance AwardOrganizing Committee will determine the accident frequency rate target and other baselines for the specified year; and develop the Marking Schedule. Member companies achieved the accident frequency rate target and other baselines, and obtained >75% according to the Marking Schedule will receive the Award.

• Health and Safety Baselines:– Maintained the ZERO Fatality;– NIL infringement to health and safety legislation;– Maintained the Accident Frequency Rate at < 10 Reportable Injuries per 1,000 Workers.

• Other health and safety performance indicators, including:– Established a health and safety management system in the organization;– Provide health and safety training to employees;– Organized/participated health and safety promotional events;– Health and safety initiatives.

Excellent Environmental Performance AwardOrganizing Committee will determine the environmental baseline for the specified year; and develop the Marking Schedule. Member Companies achieved the environmental baseline, and obtained >75% according to the Marking Schedule will receive the Award.

• Environmental Baseline– NIL infringement to environmental legislation.

• Other environmental performance indicators, including:– Established environmental management system within the organization;– Established/obtained other environment related management system and/or labelling scheme…etc.;– Organized/participated environmental promotional events;– Environmental initiatives;– Carried out stakeholder engagement; and– Published ESG Report, or Sustainability Report.

Best Health, Safety or Environmental InitiativeThis award will be made to the best project or program which is highly innovative, cost effective and especially efficient in achieving excellent safety or environmental performance.

Number of entries submitted by individual member companies is not limited. All entries must be health and safety or environmental related.

Examples of entries may be given are:• Innovations or improvements to equipment and plant operation• Innovative safety or environmental improvement devices / equipment• Outstanding and innovative housekeeping, landscaping or rehabilitation• New concepts, procedures or systems for health, safety or environmental management.• Stakeholder engagement programs which demonstrate the importance of stakeholder engagement and

methods in which your organization collects the “voice of customers” (internal and external stakeholders) with a systematic approach to related KPI setting for addressing the issues or even far exceed stakeholders’ expectation with improvements measured

• Training, promotion or awareness programs• Health, safety or environmental improvement incentive schemes• Health, safety, environmental publications, videos etc

優越健康安全及環保獎

目的激勵本會會員公司積極建立健康的工作環境，達至零工傷及零環境事故；強調董事局對於建立優越健康、安全及環保表現的決心；表揚出色的健康、安全及環保表現；鼓勵創新的健康、安全及環保項目方案；提供健康、安全及環保作業模式的互享平台。

香港建築業物料聯會「年度優越健康安全及環保獎」獎項類別：• 優越健康安全表現獎• 優越環保表現獎• 最佳健康、安全及環保倡議獎

獎盃將會刻上年度勝出者，得獎者亦會同時獲得牌匾。所有參賽機構無論獲獎與否，均將獲由本會主席簽發的獎狀。參賽機構應遞交不多於六頁的A4大小書面文件。

每個獎項均會在頒獎典禮上由本會主席頒發。

優越健康安全表現獎大會每年定出年度工傷率指標和整體健康安全表現基準，並會制定評分表。參選機構能達到工傷率指標和其他健康安全表現基準，並且根據評分表獲得75%或以上的總分，便會獲頒獎項。

• 健康安全基準：– 在指定年度保持零死亡事故– 在指定年度內沒有因違反健康安全法律而被定罪– 在指定年度內的工傷意外率維持不多於每1,000工人

• 其他健康安全表現指標，包括：– 在機構內建立健康安全管理系統；– 為僱員提供健康安全培訓；– 舉行/參與健康安全推廣活動；和– 健康安全創意。

優越環保表現獎大會每年定出年度環保表現基準，並會制定評分表。參選機構能達到環保表現基準，並且根據評分表獲得75%或以上的總分，便會獲頒獎項。

• 環保表現基準：– 在指定年度內沒有因違反環保法律而被定罪。

• 其他環保表現指標，包括：– 在機構內建立環保管理系統；– 建立/獲取其他與環保相關的管理系統或標籤；– 舉行/參與環保推廣活動；– 環保創意；– 進行持分者議合；– 出版環保或可持續報告。

最佳健康、安全及環境表現倡議獎此獎項的設立，旨在表揚高度創新、具成本效益和有出色健康安全或環保表現的項目和活動計劃。

各會員機構提交的參賽項目數量不限，但必須與健康、安全或環保相關。

以下為參選項目的一些例子：• 器械運作方面的創新或改進• 採用有助改善安全或環境表現的創新器械• 優秀的內部管理、景觀美化或復修項目• 健康、安全及環境管理的新概念、程序或系統• 推行持份者參與計劃，除了表現對持份者的重視外，同時

Joint Concrete Focused Workshop

With great support and coordination efforts of HK Housing Authority, a

Joint Concrete Workshop involving all key construction industry stakeholders

was held in HKHA HQ on 24 June 2016. On this significant occasion, stake

holding participants included HKCMA RMCC member companies, HKCA Piling

Contractors Committee (HKCAPCC) and market leading testing laboratories.

Primary objective of this first unprecedented workshop was to seek ongoing

improvements for concrete supply chain sustainability and agree on consistent

standard for concrete quality. The workshop was actively participated and

positively received by the attendees with tremendous support from Ms Ada

Fung, Deputy Director of Housing (Construction, Development) and chief, senior

structural engineers from her team. Encouragingly, the whole workshop (from

混凝土業界聯合工作坊

在香港房屋委員會（房委會）的支持和協調下，混凝土業界聯合

工作坊在2016年6月24日於房委會總部舉行，各主要持份者，包

括香港建築業物料聯會預伴混凝土物料委員會會員公司、香港

建築商會打樁小組，及行內領先的化驗所等均有出席。

是次工作坊為行內首次舉辦，旨在探討改進混凝土供應鏈的可

持續性，以及在混凝土品質標準上達成共識。得到房屋署副署

長（發展及建築）馮宜萱女士及其團隊的總結構工程師、高級結

構工程師大力支持，是次研討會反應熱烈，各持份者均踴躍參

與。整個工作坊由下午二時至五時半有序進行，會上談論了重

要議題，並隨即提出可行的解決方法，期間氣氛融洽，成效令

人鼓舞，各參與者均對討論成果感到滿意。

第三跑道系統工程會議

香港機場管理局（機管局）為本會董事局及物料委員會

安排了一次全面而充實的會議，匯報第三跑道系統工

程的最新進度。跑道╱客運大樓大堂及附屬設施的擴

建工程估算需時八年，當中機管局負責整個項目中的

設施設計和管理。目前，項目正處於集中採購、包

裝、招標和批予合約的階段。而在項目發展初期，機

管局會通知本會所需的主要建築物料及相關數量，包

括施工時間、合約數目、合約期。第三跑道系統工程

是一個龐大的機場擴建項目，對本港甚至世界而言均

是其中一個最大型的基建工程。機管局歡迎所有經本

會提交有關該項工程的意見。在數星期前，本會行政

總裁與機管局分享了一些要點，並從混凝土供應商的

角度提供建議。隨著機場項目展開，其他的產品行業

的建議陸續有來。另外，本會董事局亦獲邀出席機管

局在2016年8月1日於機場北衛星客運廊舉辦的第三跑

道系統工程啟動禮。

Three Runway System Project Briefing

HK Airport Authority (HKAA) has conducted a comprehensive and informative presentation for HKCMA board of directors and core product committee members debriefing latest status of TRS infrastructural project. As reckoned, the runway/terminal concourse and ancillary facilities expansion will take 8 years for completion. HKAA is tasked to take up the facility design and management responsibility for the entire TRS project. At the moment, the project is presently in centralized procurement, packaging, tendering and contracts awarding stage. At nascent stage of TRS, HKAA will be furnishing HKCMA with principal construction material requirements and respective quantity specifications. Such pertinent data provision includes the exact TRS Implementation time, number of contracts, contract duration for this admittedly mammoth airport expansion project, one of the largest infrastructural projects ever in Hong Kong or even worldwide. Throughout the TRS project, HKAA has welcomed any ideas and opinions relating to any aspects of the project channeled through HKCMA. Just couple of weeks ago, CE of HKCMA has transparently shared with HKAA some vital points and suggested approaches from concrete suppliers’ perspective. More is yet to come from other product perspectives as TRS is being kick-started and taking flight. Lastly, HKCMA board of directors has been officially invited to attend the Construction Kick Off Ceremony for TRS of HKIA on 1 August 2016 planned to take place at North Satellite Concourse of HK Airport restricted areas.

土木工程拓展署委託莫特麥克唐納進行的土地需求研究項目

自本年初，本會董事局及物料委員會獲邀參與土地需求研究、本港建築業可行性研究及持份者

參與過程。此重要項目由政府委託的莫特麥克唐納香港有限公司（莫特麥克唐納）進行，並由發

展局及土木工程拓展署協調。是項土地需求及土地使用效率強化研究估計在2016年底完成。

同時，莫特麥克唐納最近亦與重要持份者分享中期調查結果，以及對於未來物料生產╱供應建

築用地需求的意見。為完善是次牽涉整個行業的項目，莫特麥克唐納請求視察本會轄下核心產

品的生產過程和儲存設備。該些核心產品包括水泥、預伴混凝土、河沙及鋼筋等。因對上述核

心產品有深入了解和豐富資訊，是次土地需求研究項目的研究結果相信會更實用和貼近市場現

況，不負市場眾望。

Land Requirements Study by Mott Macdonald andCivil Engineering and Development Department

Ever since start of this year, HKCMA board and product committees are invited to actively

participate in Land Requirements Study, Feasibility Studies for HK construction industry and

stakeholders engagement process. This important project is being conducted by HKSAR

Government appointed consultant named Mott Macdonald jointly in collaboration with

Development Bureau and CEDD. This land requirement and land use efficiency enhancement study

is estimated for completion by end of year 2016. Meanwhile, MM has recently shared with all key

stakeholders the interim survey findings and shared opinions on future demand for construction

related land use pivoted on material production/supply. Towards completion of this industry wide

project, MM has requested for viewing of production, handling, storage facilities for core products

under HKCMA’s regime including cement, ready mixed concrete, river sand and reinforced steel

bars etc. With much deepened understanding and enriched knowledge of said core products, the

end results and deliverables of this land requirement study can be rendered more practically useful,

relevant and closer to market reality, hopefully better living up to market expectations.

英脫歐疑雲牽制儲局加息　　英國脫離歐盟民意升溫，加上其他不利消息，

亞洲昨日出現小股災後，歐洲股市繼續下挫。還有

九天就到英國公投是否脫歐，支持和反對者﹁叮噹

馬頭﹂，金融市場恐怕繼續有一番波動。

　　剛過去的星期日最令市場震動的一則新聞，是

英國︽獨立報︾發表的網上民調，顯示有五成半人贊

成脫歐，比贊成留歐者高出足足十個百分點。恒生

指數下跌了百分之二點五，上海證券綜合指數跌了

百分之三點二，日經指數更跌了百分之三點五。

　　相對而言，英法德等地股市初段只跌約百分之

一，似乎比亞股﹁冷靜﹂，畢竟，當日另一份報章

︽星期日泰晤士報︾的網上民調，顯示支持脫歐者只

領先一個百分點，況且當地金融市場已有好一段日

子受到這股陰霾籠罩，而單是英鎊早已經持續下跌

至三個月前的水平。

市場憂擦邊球打出界

　　英國政壇一向有親歐派和疑歐派，由於主要爭

論在英國自主權和財政運用等政治層面，並非普羅

民眾最關心的議題，但是，最近幾個月疑歐甚至

脫歐派聲勢大振，一直倡議脫歐的獨立黨黨魁法拉

奇，以及脫離執政保守黨中央路綫公開支持脫歐的

前倫敦市長約翰遜，人氣急升。

　　當初保守黨首相卡梅倫以公投是否脫歐這招

﹁擦邊球﹂，來作為與歐盟談判加強英國話語權的籌

碼，現在卻出現﹁打出界﹂的風險。大部分民調都顯

示支持和反對者相差無幾，︽獨立報︾的調查結果，

只是很誇張地傳遞了脫歐不再毫無機會的訊息，市

場借勢作出回應。

　　脫歐派最吸引群眾的兩大理由，是財政自主和

移民控制。現時英國每年要向歐盟財政提供一百七

十八億英鎊，得到的各種回撥和津貼約九十三億，

淨補貼歐盟八十五億英鎊︵約九百四十億港元︶。脫

歐派指歐盟是入不敷支的大花筒，還要問英國拿錢

解決難民問題，而留歐更會令英國每年接收二十五

萬名移民。

留歐派重量級大反擊

　　脫歐派聲勢日增，導致留歐派重拳反擊，不但

首相卡梅倫出聲，連分別屬於保守黨和工黨的兩位

前首相馬卓安和貝理雅，也難得同場聲援留歐，工

黨前首相白高敦及現任倫敦市長薩迪克汗亦表態支

持，聲援者還包括聖公會坎特伯里大主教、霍金等

多名科學家以及眾多商界領袖。連美國總統奧巴馬

都幫一把口。

　　奧巴馬擔心英國脫歐會削弱美國在歐洲的影響

力，商界擔心難做生意，科學界擔心研究人才和經

費大萎縮，這些都不是普羅百姓最關心的問題。留

歐派的最大撒手鐧，是脫歐可能重挫經濟，影響四

十萬個飯碗，國人平均工資倒退，庫房收入減少，

要樽節開支，影響派福利和退休金的能力。

　　脫歐派批評這是留歐派危言聳聽。不過，有市

場風險評估公司，指脫歐會令英國股市在兩、三個

月內失去四分一股值，歐股亦要跌兩成，全球金融

市場動盪，恐怕美國難以獨善其身。面對脫歐與否

難料，美國聯邦儲備局本星期議息，似乎以不變應

萬變為上策。

運送建材講時效爭取撥地建倉庫

垃圾桶改革

須配合教育與檢控

食環署昨起陸續更換街上合共約八百個橙色垃圾桶，新垃圾桶投入口縮細近一半，目的是要逐步改變市民習慣，減少在街道垃圾桶棄置垃圾，為將來立法推行的家居固體廢物徵費計畫，做好準備。雖然桶身貼有警告告示，提醒市民不可把垃圾棄置在垃圾桶旁或頂部，否則會被檢控。不過，在放置新垃圾桶首天，不少市民就直接將大型垃圾棄置在垃圾桶旁，亦未見食環署有相應的執法行動，已變得沒有意義。要做到改變習慣的效果，政府有必要加強宣傳及教育工作，講述背後減少廢物的理念，讓市民明白改變背後的意義。給予一段時間適應後，就要加強執法及檢控，以免街道衞生問題惡化，未見其利，先見其害。政府要做好垃圾桶改革，下一步就是進一步減少街上垃圾桶數目，香港將來能否順利落實家居固體廢物徵費，就看這些前期工作，能否續步改變市民習慣。

機管局約晤供應商避免與三跑搶物料

需求歷來最大控制價格防炒高

機場三跑系統展開初期填海工程在即，為減低該個成本逾千億元項目的造價超標風險，機管局近日約見本港主要物料供應商的代表召開「武林大會」，「預告」三跑系統所需工程物料的用量和時間，冀避免與本港其他大型工程互相「搶貨」。據了解，由於三跑系統需要應付較多A380大型客機的升降，對工程物料質量要求更高，對水泥和鋼鐵的需求量也是歷來最大。香港建築業物料聯會預期，本港建築物料需求明年開始出現高峰，並維持兩至三年時間。

機場第三跑落成後，除了客運量可因而增加，也將會有利貨運，部分本港建築物料供應商亦會因而受惠；業界指，近年全球多以「多式聯運方案」運送建築物料，即集合海、陸、空的運送方法付運，令原本較為昂貴的空運，可以漸漸成為其中一環；亦有部分物料，如一些較為名貴玻璃，以空運方式付運是較為穩妥。寗漢崇坦言，由於空運費用較高，建築物料多數載於貨櫃，以水路方式送抵本港，但仍有部分物料如玻璃，一直需要以空運方式付運，機場擴建後將會有利

有關物料的運送，「部分玻璃是十分名貴，但遇上溫差就會容易爆裂，因此以空運方式運送是較為穩妥。」曾擔任物流公司高層多年的寗漢崇又說，為加快付運，全球不少國家近年多改以火車運送建築物料，甚至採用「多式聯運方案」，即集合海、陸、空的運送方法付運，例如內地就有不少建材以火車運往北方後，再利用飛機送抵歐洲，令機場逐漸成為付運建築物料的其中一環，「這較完全利用飛機付運，可以便宜得多，運送過程也可以保持一貫的穩定性。」

機管局日前公布八月一日開始徵收機場建設費時，亦宣布同步開展三跑系統的初期填海工程；由於工程物料

價格上漲一直被視為推高工程項目造價原因之一，令人關注造價高達一千四百一十五億元的三跑工程，造價隨時超標。

明年高峰維持兩三年據了解，機管局近期已將三跑系統工程整合四、五十份工程合約，準備未來數月陸續招標，除了填海，亦涉及停機坪、運輸系統和T2大樓擴建等工程部分；局方近日更主動約見來自本港主要物料供應商的代表舉行簡介會，匯報三跑系統的進度，交代項目預計的所需建築物料，希望不同物料供應商在生產時間上作出配合。據知，現時在本港建築工程普遍採用的水泥、碎石、瀝青、混凝土、河沙和混凝土預製品，均是三跑系統主要所需的建築物料；由於機管局將在三跑填海工程首次在本港應用

「深層水泥拌合法」，所需的水泥分量將會空前之多，尤以填海區的底層部分，因此局方已初步告知在市場佔有率最高的青洲英坭廠，三跑工程不同時段所需的水泥量，希望業界可以及早準備。

應付A380客機升降消息亦指，三跑系統對物料質量的要求，將較一般工程嚴格，因跑道日後會需要應付較多大型客機的升降，包括現時全球最大型的A380客機，這令跑道需要長達三點八公里，施工所需的水泥量遠較過去兩條跑道為多，加上跑道承重負荷需要增加，表層需要注入更多鋼筋組件。據了解，由於跑道不同部分的受力也會不同，令鋼筋需要屈成不同形狀配合，令剛於今年初投產的本港首間紮鐵預製工場，將可大派用場。香港建築業物料聯會行政總裁寗漢崇接受訪問表示，三跑系統填海工程長達八年，兼且不停進行，預計所需的建築物料將是史無前例之多，預計項目明年開始正式填海，對建築物料所產生的需求高峰期，也會維持兩至三年時間。他坦言，以往從未試過工程項目在正式展開前一段時間，已準確計算出建築物料的所需數量，相信預測工作若然做得好，讓業界可以及早預備和配合，是有助控制物料價格，「業界可因此編配人手，加上始終有些物料需要預訂，若配合得好，可確保供應鏈的可持續性。」

三年後集中資源建屋他又指出，除了機場三跑外，本港大型基建項目將在未來一兩年內相繼完成，料業界在三年後會重新集中資源興建房屋，以配合當局的建屋指標，相信預早檢視三跑項目所需的物料，也可確保未來房屋項目按計畫落成。

粉嶺馬屎埔收地兩個月來發生連場衝突，恒地原最快於今日與執達吏收地，但兩位留守者昨午突然決定自行離開農地內的「木堡壘」，兩人稱感身心疲累，決定退守到農地外圍。恒地昨發表聲明，對事件最終和平解決，感到釋然。

恒地：和平解決感釋然長達兩個月粉嶺馬屎埔收地事件，引發連場衝突，本月二日更發生長達一整天的「收地攻防戰」，最終恒地工人以圍板圍封農地，兩名示威者在農地內的木卡板「堡壘」內留守對峙，經過長達十日，兩名人士昨日稱感身心疲累，自行離開，稱退守到農地外圍。恒地昨發表聲明，指上周獲高等法院馬屎埔批准派遣執達主任協助執行臨時禁制令，要求佔地者離

開，但昨接獲現場保安員報告，指農地上最後兩位非法佔地者已自行離開，對事件最終和平解決，感到釋然。昨日下午已有恒地工人開始拆去「木堡」外圍的木板，未遇到人阻止。其中一名留守者M昨日中午離開農地內的「木堡」後表示，不怕恒地申請禁令，但感到身心俱疲，希望離開「木堡」再思考下一步行動，又強調不承認恒地收地，會留守農地外圍，日後再遇清場會作出抵抗。土地正義聯盟等多個團體又發起「一人一信」行動，去信各部門要求終止「原址換地」發展安排。

「身心疲累思考下一步行動」新界東北發展「原址換地」申請今年底截止，位於

「換地」範圍內的馬屎埔農地，有村民拒絕發展商恒地

收地安排，決定「死守」土地，引發大規模衝突。今年四月底恒地派出約六十名保安人員收地，用鐵絲網圍封農地，與聲援者發生衝突，有示威者因破壞鐵絲圈被捕，恒地決定向法庭申請禁制令，限制村民阻止收地，恒地隨後派員加強對農地的控制，示威者則以木卡板築起「堡壘」作哨站。恒地於上月廿三日申請臨時禁制令獲批，又於廿七日進村張貼禁令通告，要求撤離。恒地於本月二日派出約二百名保安員及工人，以圍板圍封農地，與聲援村民的示威者發生多輪衝突，示威者不滿保安收地粗暴，亦有保安員報稱受傷，最終恒地當晚完成圍板工程，但有示威者留守農地內的「木堡」，保安人員則在外駐守，直至昨日中午，兩名留守人士在留守約十一天後自行離開。本報記者

「運送水泥和混凝土等物料，往往就好像運送雪糕，除了需要蓋着物料提供保

護，也要在指定時間送到地盤，不可以遲，也不可以早。」寗漢崇坦言，三跑工程需要在近岸進行，加添運送大量物料的難度，已要求機管局撥地讓業界作臨時倉庫之用，以減低送運過程可能出現的變數，「物料運往地盤後，也要再經過質量檢驗；若是運送時間有延誤，整批貨也可能要不得，因此需要想辦法避免情況。」

工程近岸加添難度三跑系統所需的工程物料繁多，由於本港並沒有生產部分物料，肯定需要從海外輸入。寗漢崇舉例指，現時本港使用的混凝土預製件，大部分也是在設於南中國的廠房製造，興建三跑時，難免需要從內地輸入有關建材。但他承認，部分物料如水泥和混凝土是較為時間「敏感」，加上需要送往近岸位置，對業界來說有一定挑戰，運送時間需要計算得十分準確。他透露，業界在出席機管局的簡介會時，最為關注三跑工程長達八年時間，已向局方提出期間在機場範圍撥出一些用地，興建一些小型廠房作倉儲用途，除了有助控制物料質量，也可以方便項目在施工期間進行保養維修。他說：「通常設施完成兩、三年時間，就要開始進行保養，三跑工程長達八年時間，也難免需要一邊興建，一邊維修。」本報記者
