Management Specifications for Hazardous Substances and Materials

1 普通產品中禁止或限制的有害物質 Restricted Hazardous Substances in General Products

表 1 列出了我司在普通產品中禁止或限制使用的物質.供應商不可以將這些物質使用

于 供應給我司的材料、元器件、零部件和產品中.此外,考慮到不可避免混入的雜質,表

中列出了各物質的極限濃度.每一類相關物質的擴展清單可在表 1 引用的附錄中查到.另

外,有害物質在某些應用中是豁免的,這是可以 接受的(可參考歐盟 RoHS 和 ELV 指令之

豁免條款),但是這些豁免的有害物質需要按照第 8節報告.對于 使用豁免條款的物料,供

應商需在豁免到期前 6個月完成物料替換.當客戶有特殊要求時,請滿足最終客 戶的要求.

Categories of substances that must be banned or restricted in general products are listed in table1.

Supplier shall not use the listed substances in materials, components, parts and products supplied

to 我司.Furthermore, threshold level for each substance category has been established to account

for unavoidable impurities along with some applicable regulatory requirements (Please note, the

regulatory references are only examples). Expanded lists of relevant substances in each of the

categories are available in the Appendix cited in Table1.Besides, the exempted substances in

some application are acceptable (For all exemptions, Please refer to the Annex of EU's RoHS and

ELV Directive and their amendments) but must be reported according to requirements in Section

8.Materials subject to this exemption shall be substituted at least 6 months before the expiration

date. When end customers have special requirements, please abide by customers’requirements.

hazardous substances in packaging materials supplied to or designed for 我司 should satisfy

requirements in Table 2.

3. 電池中禁止或限制的有害物質 Restricted Hazardous Substances in Batteries

表3中列出了供應給或為我司設計的電池中的限制使用物質.

4. 玩具中禁止或限制的有害物質 Restricted Hazardous Substances used in Toys

供應給或為我司設計的玩具部件中禁止或限制的有害物質如下﹕

Restricted hazardous substances in parts of toy supplied to or designed for 我司 are as below:

1).玩具的包裝材料中的限制物質應滿足表 2 的要求Restricted substances contained in

packagings of toy should meet requirements in Table 2.

2).玩具電池中的限制物質應該滿足表 3 的要求.

Restricted substances contained in batteries of toy should meet requirements in Table 3.

3).表 4 和表 5 中的物質不能使用于玩具部件中.

Restricted substances contained in parts of toy should meet requirements in Table 4 & Table 5.

4).玩具部件中的其它限制物質(例如﹕PBB 和 PBDE)應滿足表 1 的要求.

Other restricted substances (e.g. polybrominated biphenyls and polybrominated diphenyl ethers)

contained in parts should satisfy requirements in Table 1.

5. 汽車零部件、材料中禁止或限制的有害物質

在均質材料中汽車零部件、材料中禁止或限制的有害物質如下表 6. 如有客戶要求符合全

球汽车申报物质 清单 2008 Global Automotive Declarable Substance List (GADSL)所列物質

的管控要求,則供應商應符合此要 求,具体清單可登陸www.gadsl.org下載.

Restricted Hazardous Substances in the materials and components of vehicles at homogeneous

material level are available in the table 6. If customers require compliance with 2008 Global

Automotive Declarable Substance List(GADSL), you must comply with it, the latest list is

available at www.gadsl.org.

6. 無鹵要求 Halogen-free Requirements

此節適用于我司或終端客戶有要求的無鹵產品.

無鹵是一種趨勢,目的是消除非環境友好之含鹵素物質的使用,尤其是溴化阻燃劑(請參考

附表 CC),氯化阻燃劑和聚氯乙烯,它們在不完全燃燒時會產生有毒化合物,包括氯化氫

(HCl)、溴化氫(HBr)、鹵化二惡英和 呋喃(如﹕PCDD, PCDF 或 PBDF)等.

This section applies to halogen-free product specified by 我司 or end customers.Halogen-free

product is a developing trend. The purpose is to eliminate the use of environment-unfriendly

halogenated substances, especially for brominated flame retardants (BFRs, please refer to Table

CC), chlorinated flame retardants (CFRs), and Polyvinyl chloride (PVC), which will form toxic

compounds when incompletely combusted.Toxic compounds include hydrogen chloride (HCl)

from plastics (PVC), hydrogen bromide (HBr) or halogenated dioxins and furans (e.g. PCDD,

PCDF or PBDF) etc.

對于無鹵產品,我司無鹵要求(參考 IEC 61249-2-21:2003 標准)為﹕部件、產品或包裝材

料中每一個均質材料( 例如﹕阻燃劑、涂料、油墨或潤滑劑等) 中氯或溴的最大濃度為

900ppm, 氯和溴總和的最大濃度為1500ppm.此限制僅適用于氯、溴及其化合物,不包括氟、

碘和砹.另外,對于產品中 PVC 的限制見 6.1. 我司將會根據客戶要求在需要的時候針對

無鹵機種要求供應商提供環境管理物質成份或部件展開表.測試 報告.料號區分和無鹵標識.

For halogen-free products, each homogeneous material (for example flame retardants, paint,ink,

lubricant etc) withina component, product or packaging has a maximum concentration of 900

ppm bromine or chlorine and a maximum total concentration of 1500 ppm chlorine plus bromine

according to 我司 Halogen-free Requirements, which is based on the IEC 61249-2-21:2003.

Restrictions on halogens apply only to chlorine, bromine, and their compounds. Fluorine, iodine,

and astatine are not included in this definition.In addition,for PVC restriction in products, please

refer to 6.1.我司 will require suppliers to provide.The Ingredients or Parts List of Environmental

Management Substances and its Appendix, testing report, part number identification and halogen

free marking for halogen free projects if necessary according to customers’ requirements.

對于替代阻燃劑,如果其對環境或人體有危害,禁止應用于無鹵產品中.

Substitutive flame-retardants that would do harm to the environment or human health can not used

in Halogen-free products either.

7. 其他需要報告的物質 Other Reportable Substances

客戶要求和國際標准如 IPC 175X和IEC 62474要求產品中某些有害物質必須進行報告,所

以我司將根據客戶要求在需要的時候要求供應商進行報告,這些有害物質包括表1、表2、表

3、表4、表5和表6中在某些應 用中豁免的物質及表7中其他需要報告的物質.需要注意

的是目前表7中的物質并沒有限制使用(注意:各物質的極限濃度來源于法規或行業標准,目

的僅是與我司合作伙伴分享信息),進行材料成分宣告的目的 之一是明確產品的每一部件中

使用了哪些有害物質,以便及時的應對將來越來越多的法規如歐盟REACH法 規,我司鼓勵供

應商去收集這些物質在其產品中使用或不使用信息,需要的時候將要求供應商提供.當最終

客戶要求宣告更多的物質時,請遵守最終客戶要求.

As some customers’ requirements and international standards such as IPC 175X and IEC 62474

require that the presence of some hazardous substances in products must be reported, 我司

would also make such requirements based on those of customers’.Those hazardous substances

include substances in Table 1, Table 2, Table 3, Table 4, Table 5 and Table 6 that are exempted in

some special application and other reportable substances in Table 7. It is important to note that

substances in Table 7 are not currently restricted in any application (Note that threshold level for

each substance is based on law and regulation requirements or industrial standards and only for

sharing information with 我司 partners), the purpose of Material Composition Declaration is to

learn how many and what hazardous substances are used in each part or component of product so

as to react timely to increasing legal requirements such as EU REACH regulation. 我司

encourages suppliers to begin collecting information on the presence/absence status of these

substances in their products and will require suppliers to provide those information if needed. If

more reportable substances are required by end customers,abide by customers’requirements.

8 REACH 法規報告要求 REACH Regulation reporting Requirements

我司要求供應商確認交貨的物品中是否存在有意釋放,物品和有意釋放的定義可參考第

4節.一旦確定交貨的物品中含有有意釋放,請及時以書面形式通知我司.

我司 requires suppliers to confirm whether there is intended release of substance in their delivered

articles. The definition of article and intended release can be found at section 4. Once

there is intended release from deliverables, please inform 我司 in writting timely.

第一批候選SVHC清單已于 2008年10月28日由歐盟公布,查詢該清單網址為﹕

http://echa.europa.eu/chem_data/candidate_list_en.asp.

當有更多物質被確定為SVHC時該清單將被更新.供應 商應主動了解候選SVHC(含提名物

質)在產品中的使用或不使用信息,做好提前應對准備.

The first candidate list of SVHC was published by EU on 28, Oct., 2008.The list is located at:

http://echa.europa.eu/chem_data/candidate_list_en.asp. It will be regularly updated when more

substances are identified as SVHC. Suppliers shall collect the information of candidate SVHC

(including proposal substances) in their products actively,make necessary preparation for further

action.

根據REACH法規33條的要求,歐盟或歐盟經濟區的物品供應商,如果物品(包括包材)中含

有候選清單中的 物質且單項物質含量超過0.1%( w/w),應客戶或應消費者要求應在45天內

提供至少包括物質名稱在內的安 全使用信息.我司要求供應商確認交貨產品中是否含有

候選清單中物質,同時按照我司要求報告交貨 產品中候選高度關注物質的相關信息包括

候選物質名稱、質量、含量(w/w)、用途描述和CAS號.候選SVHC 清單和潛在用途見《REACH

候選高度關注物質宣告表》.

Accoding to requirements of REACH Article 33, EU or EEA suppliers of articles (including

packing) that contain substances on the Candidate List in a concentration above 0.1% (w/w) for

single substance have to provide sufficient information to their customers or upon requests, to a

consumer within 45 days of the receipt of the request.This information must ensure safe use of the

article and as minimum contain the name of the substance.我司 requires suppliers to identify if

any of the substances on this list is present in the deliverable and report relevant information

including chemical name, quantity, concentration weight by weight (w/w), description of use and

CAS number about SVHC candidate upon 我司’s requirements.The SVHC list and their potential

uses can be refered to in REACH Candidate SVHC Declaration (RSD).

9. 放射性物質管控要求 Radioactive Substance Requirements

限量要求 Restriction Requirements

為防止含放射性物質之材料、元器件、零組件及產品流入我司並被我司使用,降低

因核輻射污染造成的人員健康隱患,我司要求供應商對所有來自可能有核輻射洩

漏事件國家或地區的物料滿足表8的限量要 求.當最終客戶對放射性物質有特殊要求時,請遵

守最終客戶要求.

In order to prevent the materials, components, parts and products containing radioactive substance

from being supplied to and used by 我司, and reduce the impacts of radionuclide contamination

upon the human health, suppliers are required to conform to the requirements specified in Table 8

for all deliverables from any countries or regions where the radiation leakage may have

happened.When end customers have special requirements ,abide by end customers’requirements.

10. 衝突礦產管控要求 Conflict Minerals management requirements

我司要求供應商提供的產品、零部件及材料等不含有來源於剛果民主共和國及其周邊

國家和地區的衝突 礦產（含鉭、錫、金,鎢以及其它被美國國務卿斷定其資助剛果民主

共和國及其周邊國家和地區武裝衝突的礦產及其衍生物）.

我司 requires the products, components and materials etc.delivered by its suppliers does not

contain cassiterite, columbite-tantalite, gold, wolframite,or their derivatives, or other minerals or

their derivatives determined by the Secretary of State to be financing conflict in the Democratic

Republic of the Congo or an adjoining country.

供應商須按照我司提供的衝突礦產調查表進行填寫并提交給我司.

Suppliers shall finish the Conflict Minerals survey form provided by 我司,and submit it to 我司.

如法規更新或終端客戶對衝突礦產有新要求,則供應商須配合我司符合它們的新要求.

Suppliers shall comply with 我司s other, if any, Conflict Minerals management requirements.
