안녕하십니까? 한국문화예술교육진흥원장 박재은입니다.

2012년은 한국문화예술교육진흥원이 문화부 산하 공공기관 고객만족도 1위라는 기쁜 소식으로 시작한 만큼 그 기대에 부응하고자 임직원 모두 전력을 다해 전국방방곡곡에 문화예술교육의 꽃을 피운 한 해였습니다.

2012년 한국문화예술교육진흥원은

학교 예술강사 지원사업을 통해 전국 6,531개 초중고교에 강사 4,263명을 지원하였고, 주5일 수업제의 본격 시행에 따라 전국 문화기반시설 및 단체와 연계하여 151개의 꿈다락 토요문화학교 프로그램을 운영하였 습니다. 사회 분야에서는 노인, 아동 및 장애인 복지관 594개에 예술강사 575명을 지원하였고, 19개 지역별 거점기관과 협력하여 엘 시스테마형 꿈의 오케스트라 교육을 지원하고 있습니다. 그 밖에도 진흥원은 전문적인 문화예술교육자 양성을 위한 문화예술교육사 자격제도 운영기반 조성, 세계문화예술교육주간 행사 개최를 통한 문화예술교육 세계화 기반 조성 등 일 년 내내 온 국민의 문화예술교육을 위해 숨 가쁘게 달려왔습니다.

하지만 이러한 사업적 성과보다 더욱 소중하고 값진 성과는 문화예술교육 현장에서 만난 분들의 삶 속에 일어난 자그마한 변화들이었습니다. 친구들과 함께하는 문화예술 수업을 통해 입시경쟁에 지친 아이들의 얼굴에 웃음

꽃이 피어나고, 우울증에 시달리던 어르신들은 시와 연극을 통해 제2의 삶의 희망을 찾았습니다. 먹고살기 바빠 서로를 외면했던 이웃들은 생활문화공동체를 통해 서로의 위로와 용기가 되고, 세상에서 혼자라고 느꼈던 아이들이 악기를 잡고 다른 이들과 함께 아름다운 선율을 만들어내기 시작했습니다.

아이에서 어르신까지 문화예술교육을 공유하고, 이를 통해 서로 소통하고 공감하며, 나아가 이 사회에서 모두 함께 공존할 수 있게 하는 마법, 그것이 바로 문화예술교육을 통해 우리 진흥원이 피워 낸 무엇보다 아름답고 큰 꽃이라 생각합니다.

올 한해 진흥원의 문화예술교육으로 웃음 짓던 한분 한분을 기억하며, 2013년에도 더 많은 국민들의 삶 속에 즐거운 변화가 일어날 수 있도록 한국문화예술교육 진흥원은 또 다시 뛰고 또 뛸 것입니다.

President's Message

I am Jae-Eun Park, the President of Korea Arts and Culture Education Service(KACES). Our agency started 2012 with a happy news that KACES was selected as the No.1 agency in terms of customer satisfaction among public agencies under the Ministry of Culture, Sports and Tourism. To live up to that expectation, the staffs of KACES worked hard to bloom the flowers of arts and culture education all around the country.

In 2012, KACESdispatched 4,263 arts educators to 6,531 elementary, middle and high schools around Korea through its School Arts Educator Support Program. To cater to the 5-day school week system, KACES operated 151 Kumdarak Saturday Cultural School liked with arts and culture institutions, such as museums. In the social sector, 575 arts educators were dispatched to 594 welfare centers to provide arts and culture education to children, seniors and the disabled. Orchestra education was provided to marginalized children and youths at 19 community centers. KACES also established the basis to foster professional arts and culture educators through the Arts and Culture Education Instructor(ACEI) Certification System. By organizing the International Arts Education Week, KACES led the foundation for the globalization of arts and culture education. KACES worked relentlessly for arts and culture education of all Koreans.

However, the achievement that is more significant than the performances of the above mentioned projects is the small changes that occurred in the people we met at the field. Arts and culture class-es brought smiles back to students who were exhausted from fierce competition. Poem and drama brought new hope for the elderly who were suffering from depression. Neighbors who used to be too busy to care for one another were consoled and encouraged through Living Cultural Communi-ties, and children who felt they were alone in this world learned instruments to produce beautiful melodies with others.

The biggest and most beautiful flower KACES was able to bloom through arts and culture educa-tion was enabling people of all ages from children to seniors to share, communicate and empathize through arts and culture education and allowing all citizens to coexist in the society.

Bearing the smiles we saw at the arts and culture education fields in mind, KACES will do our ut-most to create positive changes in the lives of Koreans in 2013.

Until all Koreans become happy through arts and culture education, KACES will walk alongside the citizens with dedicated sincerity.

Korea Arts and Culture Service(KACES) is a public agency under the Ministry of Culture, Sports and Tourism, established in accordance to the Culture and Arts Education Support Act.

Through systematic and comprehensive arts and culture education support, KACES enhances people's creativity and ability to enjoy arts and culture, and contributes to the improvement of the cultural quality of lives of all Koreans and strengthening of the national cultural capacity.

To this end, KACES is carrying out Project for School Arts and Culture Educa-tion, Project for Community Arts and Culture Education, professional arts and culture education personnel training programs, arts and culture education researches, international arts and culture education exchanges, and operating the Creative Education Center.

기관운영 성과 2012 Results

학교문화예술교육 활성화 School arts and culture education promotion

2012년에는 예술강사 지원사업의 확대로 08년도 대비 학교는 약 177%, 학생은 약 161% 증가하여 6,531개교,

190만 명의 학생이 수혜를 받았습니다.In 2012, the arts educator support program was expanded. Compared to 2008, number of schools benefitting from the program increased 177% to 6,531 schools, and number of students 161% to 1.9 million.

공공기관장 경영평가 및 공공기관 고객만족도 조사 1위Head of Public Institution Management Evaluation and Public Institution Customer Satisfaction No.1

한국문화예술교육진흥원은 매년 시행되는 문화체육관광부 주관 공공기관장 경영

평가 및 공공기관 고객만족도 조사 각 부문에서 1위를 달성하였습니다. 또한 문화 정보화 업무평가 특별상을 수상하여 기관의 위상을 높였습니다.KACES ranked No.1 in terms of Head of Public Institution Management Evaluation and Public Institution Customer Satisfaction, surveyed each year by the Ministry of Culture, Sports and Tourism. KACES also received the Special Award on Cultural Informatization Evaluation, which raised the status of the organization.

문화예술교육 기회 및 대상 확대Expansion of opportunity and recipients of arts and culture education

학생뿐만 아니라 노인 및 장애인들에 대한 지원도 확대 하였습니다. 그 결과 08년도 대비 약 210%가 증가한

3,450명의 노인과 장애인이 문화예술교육의 수혜를 받았

습니다.Education support was expanded to not only students, but also seniors and the disabled. Compared to 2008, the number of recipients increased 210% and 3,450 seniors and the disabled received arts and culture education.

한국 문화예술교육의 국제적 위상 제고 Enhancement of international status of Korean arts and culture education

2011년 유네스코 세계문화예술교육 주간 선포 및 2012년 5월 제1회 세계문화 예술교육 주간 행사에 유네스코 사무국 주요인사 및 국가별 상주 대표단 등 1,200명 을 비롯하여 전국 16개 시ㆍ도에서 총 31,360명이 참여함에 따라 성공적인 행사 개최로 한국문화예술교육의 위상을 세계에 알렸습니다.In the conference where UNESCO proclaimed the International Arts Education Week in 2011 and the 1st International Arts Education Week events held in May 2012, about 1,200 senior officials of UNESCO Secretariat and representatives of various countries participated, and 31,360 people took part in the events that were held in 16 cities around Korea. The success of these events raised the international status of Korean arts and culture education.

문화부문 일자리 확대Expansion of culture-related jobs

2012년 예술강사 지원사업을 통해 4,263명의 예술강사를 고용함으로써 08년 2,146명 대비하여 198% 증가된 인원의 문화부문 일자리 창출에 기여하였습니다.Through the arts educator support program, KACES contributed to the expansion of culture-related jobs. 4,263 arts educators were hired in 2012, which is a 198% increase from 2,146 of 2008.

꿈다락 토요문화학교 활성화Promotion of <Kumdarak> Saturday Cultural School

2012년부터 전면 실시된 ‘주5일 수업제’에 맞춰 꿈다락 토요문화학교를 운영 하였습니다. 문화예술전문기관과 연계한 전국 151개 프로그램 운영으로 초ㆍ중ㆍ고등학생 및 동반 가족 등 9,886명이 참여하여 가족을 중심으로 하는 건강한 여가문화 조성 및 공동체 화합에 기여하였습니다.To cater to the 5-day school week system that was introduced fully in 2012, <Kumdarak> Saturday Cultural Schools were operated. 151 programs were carried out linked with professional arts and culture institutions and 9,886 stu-dents in elementary, middle and high schools, as well as, accompanying family members participated, contributing to the formation of healthy leisure culture and community harmony.

예술강사 지원사업은 학교의 문화예술교육을 풍부하고 다양하게 만들고자 추진하는 사업입니다. 전국 초·중·고등 학교 교육과정 내에서 분야별 예술강사가 지원되어 문화예술교육 활동을 하고 있습니다. 2012년에는 8개 분야,

4,263명의 예술강사가 전국 곳곳에서 학생들과 함께 문화예술교육에 참여하였습니다.

전국 16개 시도 총 6,531개 학교 지원 분야별 지원현황(복수 지원 포함)

Teaching Artists in Schools is aimed to enhance arts and culture education at schools by making subjects more rich and diverse. Arts educators of various fields are dispatched to elementary, middle and high schools across the country to teach arts and culture. In 2012, 4,263 arts educators from 8 areas partici-pated in arts and culture education nationwide.

예술강사 지원사업 운영을 위해 분야별 신규 운영학교에는 수업에 필요한 교육기자재를 지원하고 있습니다.

2012년도에는 연극, 영화, 무용 등 총 7개 분야의 내실 있는 교육을 위해 전국 1,657개교에 교육기자재를 지원 하였습니다.To complement Teaching Artists in Schools, education equipments necessary for class are provided to newly selected schools. 예술강사 교수 능력 평가를 통한 전문성 강화 및 교육현장에 적합한 문화예술교육 전문인력 양성·지원을 위해

8개 분야 예술강사 3,939명을 대상으로 교육활동 평가를 실시하였습니다.

In order to strengthen instructor's professionalism and foster/support arts and culture education experts suitable to the field, KACES performed evaluation on 3,939 arts educators from 8 areas.

학교 문화예술교육 현장의 수요 증가에 따라 다양한 분야의 프로그램을 개발·운영하여 문화예술 활동을 할 수 있는 환경을 조성하기 위해 문학, 음악, 미술 분야를 시범 운영하였습니다.

분야·지역별 문화예술 전문가 480여 명으로 구성된 교육위원회와 분야별 예술강사 대표가 참여하는 강사협의회를 운영하였습니다. 교육위원회는 예술강사 선발, 학교 선정의 심사와 사정을 맡고 있으며, 매년 지역별 예술강사 및 운영학교 현장 방문 평가를 진행합니다.

문화체육관광부, 교육과학기술부, 16개 시도 교육청 및 자치단체, 16개 광역문화예술교육지원센터 및 국악운영 단체 등 예술강사 지원사업 운영주체 간의 인식 공유와 협력 강화를 위한 워크숍을 운영하여 지속적인 소통을 강화하고 있습니다.

Education Committee comprised of 480 arts and culture experts from different subject areas and regions was formed along with the Instructor Council comprised of representative arts educators of various areas. Education Committee selects arts educators, inspects and evaluates the selection of schools, and carries out field evaluation by visiting arts educators and schools every year.

Workshops aimed to enhance awareness and strengthen cooperation among related agencies of Teach-ing Artists in Schools, such as the Ministry of Culture, Sports and Tourism, the Ministry of Education, Sci-ence and Technology, 16 city and province Education Offices, 16 metropolitan arts and culture education support centers and Korean traditional music operators, are held, and continuous communication are promoted among key players.

꿈다락 토요문화학교는 2012년부터 ‘주5일 수업제’ 전면 실시에 따라 아동·청소년과 가족을 중심으로 한 건강한 여가문화 조성 및 인성교육, 공동체 화합을 이끌어 내고자 시작된 사업입니다. Kumdarak, meaning “the space for my secret dreams,” is a weekend education program in arts and cul-ture full of artistic imaginations and joyous adventure.<Kumdarak> Saturday Cultural School began with the change in the Ministry of Education policy to confining the school operating days to weekdays - sparing them with Saturdays - for elementary, middle and high school students. 5-day school week system that began in March, 2012 is like a gift box for youth, as well as their parents: giving them a pleasant decision-making opportunity for their time on Saturdays.

컨설팅 운영Consulting Services

꿈다락 토요문화학교 사업의 질 관리를 위해, 문화예술분야 전문가 6인으로 구성된 전문 컨설턴트단을 구성하였고, 전문 컨설턴트단을 중심으로 교육현장 참관, 실무 담당자 인터뷰, 자문 등을 실시하였습니다. 이를 통해 사업의 운영현황 검토 및 향후 사업 추진 전략 및 체계 구축을 도모하였습니다.

아동양육시설 예술강사 지원Teaching Artists in Child Welfare Centers

아동양육시설의 아동·청소년을 대상으로 6개 분야(국악, 무용, 미술, 연극, 영화, 음악)의 문화예술교육을 체험ㆍ향유

할 수 있도록 지원하는 사업입니다. 복지기관 내 예술강사를 파견하여 연 30회, 총 60시수의 수업을 진행할 수 있도

록 교육지원금 및 교육기자재를 지원합니다.

This program aims at supporting children and youths in child care facilities to experience and enjoy arts and culture education of 6 fields(Korean Traditional Music, dance, art, drama, movies, music). Arts educa-tors, who are assisted with fund and education equipments, are dispatched to welfare centers to provide 30 lessons, 60 lesson time number per year.

아동복지시설 주말프로그램Weekend Program in Child Welfare Centers

복지시설 아동·청소년을 대상으로 토요일에 참여할 수 있는 다양한 문화예술교육 프로그램을 지원하기 위해 운영된 신규 사업입니다. 장르융복합(게임리터러시), 문학, 서예 분야의 사회초년생 신규 강사들이 수도권과 전북 지역에 출강하였습니다.

This is a new program developed to support various Saturday arts and culture education programs for children and youths in welfare centers. Beginning arts educators from mixed genre(game literacy), litera-ture, calligraphy are dispatched to Metropolitan and Jeonbuk areas.

방과후 문화예술교육 지원사업 '상상학교'After-school Arts and Culture Education in Youth Centers <Sang-Sang> School

청소년들이 청소년수련관 및 청소년문화의집 등의 방과후 활동을 통해 예술 분야에 대한 감성을 키우고 예술가가 되어 직접 무대를 체험할 수 있는 기회를 제공하는 사업입니다. 공연을 만드는 과정에서 다양한 관계를 경험하며 타인과의 소통, 미래에 대한 뚜렷한 목표설정과 도전의 기회를 제공하고 있습니다. This program supports youths to foster artistic sentiments by experiencing the stage as an artist through after-school activities held at youth centers and youth culture centers. Participants experience various re-lationships while creating a performance, learn communication skills with others, set clear future goals, and are offered an opportunity to venture into a new field.

1~2월 교육공백기에 지속적인 문화예술교육이 이어질 수 있도록 문화적 기반이 취약한 복지기관으로 찾아가는 문화 예술교육 버스를 운영합니다. 사회예술강사들을 주축으로 수도권과 경상권역 내에서 진행됩니다.

Arts and culture education bus was operated to provide classes to culturally vulnerable areas during the winter vacation period of January and February. Community arts educators visited institutes in the Metro-politan and Gyeongsang areas.

장병들의 안정적이고 조화로운 군대생활 적응에 도움을 줍니다. 또한 프로그램 종료 후에도 자기 개발과 취미 생활로 문화예술을 즐길 수 있도록 프로그램을 실시하는 정책 사업입니다. 매년 국방부와 협력하여 군부대 수요

조사를 바탕으로 문화예술교육 프로그램을 선정하여 지원하고 있습니다.

This program helps soldiers adapt to the military life in a stable and harmonious manner. Even after the end of the program, soldiers can enjoy arts and culture for self-development or hobbies. Every year, mili-tary unit demand analysis is carried out, arts and culture program selected and supported in cooperation with the Ministry of National Defense.

사회적기업을 대상으로 시민과 함께 지역사회의 이슈를 해결할 수 있는 문화예술교육 사업을 운영할 수 있도록 지원합니다. 각 기업에서는 지역, 교육 등 사회문제에 보다 밀접한 프로그램을 개발하고 제공함으로써 시민들이 지속적인 문화예술 활동을 할 수 있도록 지원하고 있습니다.

This program supports social enterprises to carry out arts and culture education projects to solve com-munity issues with the citizens. Recipient enterprises develop and provide programs closely related to community social issues to support continuous arts and culture activities of the citizens.

산업단지 입주기업 CEO 및 근로자를 대상으로 노·사간 화합 및 산업단지에 대한 소속감과 자긍심을 고취하기 위한 문화예술교육 프로그램을 지원합니다. 교육 참가자들은 산업단지에서 제공되는 활동공간과 기자재를 통해 동아리 활동을 지속적으로 지원받게 되며, 연말에는 종합발표회에 참여하게 됩니다.

This program supports arts and culture education programs aimed at enhancing harmony between man-agers and employees, sense of belonging, pride among CEOs and workers in industrial complexes. Par-ticipants are provided space and equipments for club activities within the complex, and take part in end-of-year performance.

지역 특성화 문화예술교육 지원사업Localization of Arts and Culture Education

문화 지원정책의 사각지대에 놓인 대상을 중심으로 지역의 문화적 환경과 문화자원을 고려하여, 지역에 적합한 문화예술교육 사업을 기획·운영할 수 있도록 지원합니다. 한국문화예술교육진흥원은 문화체육관광부, 지방자치 단체, 광역문화예술교육지원센터와 협력하여 지원사업의 효율적 사업관리체계를 확립하여 운영하고 있습니다.

This program supports arts and culture education projects for people who are marginalized from culture support policies, and takes into consideration the cultural environment and resources of the region to develop and operate projects suitable to the region. KACES cooperates with the Ministry of Culture, Sports and Tourism, local governments, and metropolitan arts and culture education support centers to establish and operate efficient project management structure.

복권기금 문화나눔사업의 일환으로 임대아파트, 서민 단독주택 밀집지역, 농산어촌 등 전국의 문화소외지역에서 다양한 문화예술 활동을 통해 이웃과 소통하고 마을의 문제를 창의적으로 해결하고자 하는 주민공동체 만들기 프로그램을 지원하고 있습니다.

As part of lottery fund culture project, various arts and culture activities of culturally marginalized areas, such as low-income rental apartments, low-income houses, rural areas, are supported. In the Living Cul-tural Community, neighbors communicate with one another and creatively resolve community issues.

엘시스테마는 1975년 경제학자이자 음악가인 호세 안토니오 아브레우 박사의 발안으로 시작된 베네수엘라의 오케스트라 및 합창교육 프로그램으로, 개인의 자존감 회복과 사회성 고양을 통한 건강한 사회인 육성, 가정과 지역 사회의 공동체성 회복, 더 나아가 사회통합을 모토로 하고 있습니다. 문화체육관광부와 한국문화예술교육진흥원은 지역사회 기반의 19개 거점기관과 협력하여, 엘시스테마 정신에 입각한 음악교육 방법 실천을 통해 아동 · 청소년이 다면적으로 성장할 수 있도록 교육을 추진하고 있습니다.

꿈의 오케스트라는 거점기관이 해당 지역에서 오케스트라 교육의 중심기관으로 활약하고, 지역 내 다른 아동·청소년 오케스트라 교육기관과도 네트워크를 형성하도록 돕습니다. 이를 통해 아동·청소년이 좀 더 자유롭게 악기와 합주를 배우는 ‘개방된 오케스트라 교육 환경’을 지역에 조성하고자 합니다. 엘시스테마 정신에 입각한 음악교육이 꿈의 오케스트라 각 거점기관에서 효과적으로 추진될 수 있도록 사업 계획 수립 단계부터 지원 및 관리, 지역적으로 특성화된 음악 환경을 조성하고자 합니다.

El Sistema is an orchestra and choir education program in Venezuela, founded in 1975 by economist and musician Jose Antonio Abreu. The program aims at creating a healthy society, recovering the sense of belonging at home and community, and even achieving social solidarity through recovery of an individual's self-esteem and improved social skills. Ministry of Culture, Sports and Tourism and KACES cooperates with 19 regional institutions to implementing music education based on El Sistema to help children and youths develop in a multilateral manner.

Each regional institution provides orchestra education to the youth and helps the formation of network with other regional institutions. The aim is to establish an open orchestra education environment in the region, where children and youths can learn musical instruments and ensemble freely.

Orchestra of Dream is a leading El Sistema program in Korea that helps other orchestra education pro-grams of various ministries and private institutions understand El Sistema's music education. Further-more, Korean style El Sistema, a combination of El Sistema's philosophy/value and Korean traditional arts, was created, which contributed to the enhanced interest of Koreans on traditional arts.

Chapter 1. 문화예술교육 아르떼 아카데미 운영'Arte Academy' for Professional Training Course

문화예술교육 현장의 성과를 제고하기 위하여 문화예술교육 핵심인력 양성과 문화예술교육 주요 관계자의 문화적 역량을 강화하는 아카데미를 운영합니다. 교육 주제별 문화예술교육 키움(Key-um)프로그램, 자발적 학습을 유도하는 아르떼 지식공유 CoP, 그리고 예비 문화예술교육 기획 인력을 대상으로 한 문화예술교육 컬처펍(Culture P.U.B)의 3가지 교육 과정으로 구성됩니다. 연간 총 29회, 232시수 연수 운영으로 369명이 참여하였으며, 교육만족도 평균 4.3점으로 높은 만족도를 보였습니다.To enhance arts and culture education outcomes, Arte Academy is operated to foster core talents and strengthen related personnel's cultural competencies. The Academy is comprised of 3 courses, arts and culture education Key-um Program, knowledge-sharing CoP that induces autonomous learning, and Culture P.U.B for future arts and culture education planning personnel. 27 trainings were provided for 232 lesson time number to 369 students, and the satisfaction rate was high at 4.3 on an average.

학교·사회 예술강사 기본연수 운영Basic Program for Training School/Community Teaching Artists

한국문화예술교육진흥원의 예술강사로 선발된 예술강사는 교육활동을 위해서 최소한의 연수과정인 예술강사 기본연수에 참여해야 합니다. 총 140시수로 이루어진 예술강사 기본연수는 ‘예술전문성’, ‘교수역량’, ‘관계& 관리역량’의 세가지 핵심역량을 기반으로 하여 예술강사로서 교육현장을 이해하고, 문화예술교육을 잘 실행하며, 기획해나갈 수 있도록 하는데 초점이 맞추어져 있습니다. 매년 상·하반기 방학기간에 진행되는 코스별, 분야별 교급별 집체연수와 원격연수를 통해 문화예술교육 전문성 및 교육 역량을 키워 나가고 있습니다. 연간 총 32회,

1,242시수 운영으로 총 3,603명이 참여하였으며, 교육만족도 4.2점으로 높은 만족도를 보였습니다.

Arts Educators selected by KACES have to participate in Arts Educators Basic Training in order to teach. The Basic Training course is comprised of 140 lesson time number and focuses on 3 core competencies, "artistic expertise," "teaching competency," "relationship and management competency," so that arts educators have basic understanding of the field, and can implement and plan arts and culture education well. During the first-half and second-half school vacation periods, collective trainings and long-distance trainings are provided according to course levels, areas, class grades to enhance arts and culture educa-tion expertise and teaching skills. 32 trainings were provided for 1,242 lesson time number to 3,623 stu-dents, and the satisfaction rate was high at 4.2.

학교·사회 예술강사 심화연수 운영High Potential Program for Training School/Community Teaching Artists

한국문화예술교육진흥원의 예술강사 중 기본연수를 수료한 강사는 교육역량 및 전문성 강화를 위한 보수교육인 심화연수에 참여가 가능합니다. 통합문화예술교육 개발 워크숍, 싸이코드라마 기법을 활용한 역할심리극 체험, 마이크로티칭 심화 등 다양한 내용으로 심화연수를 진행합니다. 또한, 2012년도에는 예술강사 기본연수 수료자 중 교육자로서의 노하우 및 문화예술교육 콘텐츠를 축적한 선배 예술강사를 대상으로 문화예술교육 기획 및 교수법 전문성 강화를 위한 전문강사 양성과정인 ‘아르떼강사 양성과정’을 추진하였습니다. 연간 4회, 총 110시수 연수 운영으로 320명이 참여하였고, 교육만족도 4.5점으로 높은 만족도를 보였습니다.

KACES Arts Educators who completed Basic Training may participate in advanced training to strengthen teaching competency and expertise. Courses include workshop for integrated arts and culture education development, role play experience based on psycho-drama method, and advanced micro-teaching. In 2012, Arte Instructor Course was carried out to foster professional educators from those who have com-pleted the Basic Training, have accumulated teaching knowhow and arts and culture education contents. The Course aims at strengthening arts and culture education planning and pedagogy. 4 trainings were provided for 110 lesson time number to 320 students, and the satisfaction rate was high at 4.5.

문화행정인력 연수 운영Training for Cultural Administrative Personnel

문화체육관광부 소속 공무원 등을 대상으로 문화정책 기획역량 강화 및 문화적 리더십 함양을 위하여 문화예술교육, 문화산업 등 문화정책 전반의 교육과정을 기획·운영합니다. 연간 4회, 총 74시수 운영으로 42명 참여하였고, 교육 만족도 4.3점으로 높은 만족도를 보였습니다.

Trainings for cultural administrative personnel, including public officials at the Ministry of Culture, Sports and Tourism, are planned and operated to enhance culture policy planning capability and cultural leader-ship. Courses on arts and culture education and cultural industry are offered. 4 trainings were provided for 74 lesson time number to 42 students, and the satisfaction rate was high at 4.3.

문화의 다양성과 조화는 한 사회의 건강함을 나타내는 척도입니다. 문화기반시설 종사자 및 교원을 대상으로 문화 다양성 인식 제고를 통해 다양한 문화의 가치 확산을 위한 교육프로그램을 활성화하고자 문화다양성 증진 교육을 시행하고 있습니다. 연간 총 2회, 20시수 연수 운영으로 100여명이 참여하여 문화다양성 이해와 교육 역량 강화를 위한 자리를 가졌습니다.

Cultural diversity and harmony is the yardstick that measures the health of a society. This training aims at promoting education programs that enhance awareness on cultural diversity and spread various cultural values to workers in cultural institutions and school faculty. 2 trainings were provided for 20 lesson time number to 100 students to enhance understanding on cultural diversity and teaching competency.

The criteria to measure the benefits of arts and culture education programs for elderly citizens are established, the benefits of the programs are analyzed, and suggestions are made for improving them.

Benefits of the arts and culture education programs provided by elderly welfare centers are measured with participants before and after the program implementation through psychological and physiological (saliva) tests.

The classes were part of an education program for promoting cultural reconciliation among different generations of ethnic Koreans living overseas and helping them establish their cultural identities.

교육 프로그램 등 민간단체의 국제협력 사업모델을 발굴하여 지원합니다. The program was designed in 2012 in order to meet the demands and needs for international exchange and cooperation within the Korean arts and culture education scene. Support is given to newly developed international cooperation program models within the private sector including those of arts and culture education programs which have enforced interactive communication between Korean and local culture through the use of existing culture and arts networks, human capital and physical resources.

전세계 각 지역의 세종학당에서 언어교육과 더불어 한국문화의 정신과 가치를 전할 수 있도록 한국어-한국문화 교육의 효과적 지원체계를 마련합니다. 2012년도에는 그 첫 걸음으로서, 세종학당 한국문화교육의 기본 방향성 및 프레임워크를 도출하고, 이를 바탕으로 6개 거점 세종학당의 현지 맞춤형 한국문화교육 매뉴얼을 개발, 배포

합니다.

An effective Korean language-Korean culture education support system is established to promote lan-guage education and dissemination of the philosophy and values of Korean culture at King Sejong Insti-tutes located around the world. As a first step, in 2012, the basic direction and framework for the King Sejong Institute's Korean culture education was drawn up. These are used to develop locally-customized Korean culture education manuals for 6 main King Sejong Institute locations for distribution.

샌프란시스코에 연관된 참가자들의 이야기를 ‘한글’과 ‘수묵화’라는 렌즈를 통해 풀어내는 이론형·체험형 강의를 통해, 자신의 공간을 한국적인 미감으로 표현하는 상호 문화적인 교류 실행 Participants enjoyed a lecture providing both theological knowledge and experiential learning. During this interactive cultural exchange session, participants portrayed their stories of San Francisco in hangul (Korean alphabet) calligraphy and oil-and-wash Korean paintings, expressing the space surrounding them in a uniquely Korean esthetic style.

Performance production was based on the understanding of the commonalities/differences in traditional colors, patterns, mask and dance performances of the two countries.

유네스코·한국정부가 공동 주최한 <2010 유네스코 세계문화예술교육 대회>의 성공 개최를 발판으로 유네스코 총회에서 대회 개최 기간이었던 5월 네번째주를 ‘세계문화예술교육 주간’으로 선포(‘11.11.4)함에 따라 제 1회 세계문화예술교육 주간 행사를 개최하였습니다.Following the success of the Second World Conference on Arts Education in Seoul, 2012 co-hosted by UNESCO and the government of the Republic of Korea, UNESCO’s General Conference (held on Novem-ber 4, 2011) proclaimed the 4th week of May as the International Arts Education Week. The week of 20-26 May 2012 marked the first International Arts Education Week.

Chapter 2. 유네스코 본부 기념행사Celebration Events at UNESCO Headquarters

유네스코-한국정부가 공동주최한 제2차 세계문화예술교육대회의 성공 개최를 발판으로 36차 유네스코 총회에서 ‘세계 문화예술교육 주간’이 선포되기까지 한국정부가 주도적인 역할을 담당한 바, 세계 문화예술교육 주간의 첫 기념행사를 공동기획·운영하였습니다.Following the success of the Second World Conference on Arts Education co-hosted by UNESCO and the government of the Republic of Korea, UNESCO’s General Conference at its 36th session in 2011 pro-claimed the 4th week of May as the International Arts Education Week. Acknowledging the leadership of the Korean government in this endeavor, the first International Arts Education Week was co-planned and implemented by UNESCO Paris Headquarters and the Korea Arts & Culture Education Service (KACES).

―주요내용 : 이리나 보코바 유네스코 사무총장, 최광식 문화체육관광부 장관, 장기원 前유네스코 한국대표부

대사 기조연설을 시작으로, 예술교육 성과발표공연, 특별공연, 한국문화공연으로 구성

Official Ceremony ―Date/Time: 7pm~9pm, May 23(Wed), 2012 ―Venue: UNESCO Paris Headquarters Room I ―Participants: Some 1,000 participants including UNESCO representatives and staff members, permanent delegations to UNESCO, arts education experts, important arts/cul tural figures in France, media representatives and symposium participants ―Summary: The opening address by Irina Bokova, UNESCO Director-General, and welcoming speeches by Choe Kwang-Shik, Minister of Culture, Sports and Tourism of the Republic of Korea, and Jang Kiwon, Ambassador Extraordinary and Plenipotentiary, Permanent Delegate of the Republic of Korea to UNESCO, were followed by the performance from arts education programs, special performance and traditional Korean cultural programs.
