Preface
The fiscal year FY-11 was the eighth year of the Sindh Rural Support Organization (SRSO) program
implementation in 09 districts of upper Sindh with an aim of poverty alleviation. The trend of Quarterly
Program review had been regularized from last three years which led to the 3rd Quarterly program
review workshop on 7th and 8th January 2012 to review SRSO progress during the quarter. The event
was hosted by the Monitoring, Evaluation and Research Unit of Sindh Rural Support Organization
(SRSO).
The key feature of the Quarterly Review was to really look deeply into the impact of the SRSO
interventions in light of following indicators:
1. Progress against YPO
2. Program Initiatives other than YPO and their outcome
3. Community driven initiatives
4. Community needs & Grievances during the year
5. Lesson learnt (Success Stories)
6. Flood Emergency & Early Recovery
7. Impact of Inflation on SRSO program
8. Projects’ impact (Merits & Demerits)
FY 2010-11 brought the drastic rain floods in SRSO operational area, the planned operational plan was
suspended and focus was shifted on responding that emergency on immediate basis and provide basic
facilities to the flood endeavors i-e shelter, food health & Hygiene.
This workshop was also capitalized as the opportunity to discuss about the SRSO pre-financing of year i-
e sector wise and Yearly Plan of Operation for the next Quarter 2011-12. The future scope of work in
SRSO operational area remains in discussion during both days.
Chief Executive Dr Sono Khangharani gave his usual feedback and valuable inputs to make this effort
more productive. Mr. Hashim Laghari COO (Chief Operating Officer) share practical suggestions to make
program more impactful. All managers and field staff actively participated during the exercise.
All sectors and field Units presented the presentations and share their progress on abovementioned
indicators. The workshop included exclusive presentations on PPAF funded Social Mobilization Project
and GoS funded Union Council Based Poverty Reduction Program. The Quarterly Review is also an
opportunity to take stock of progress and trends. This report represents the main discussions followed
by the presentations of the field units. We hope this report will contribute in effective planning for
2011-12 and beyond.

Welcome Note:
Welcome note of the workshop Presented by the AGM MER Syeda Nazia Shah; she said first I would
welcome all participants, and extend thanks for being a part of this workshop. After the welcome note
Syeda Nazia Shah Share the Last Quarterly Review & Guidelines of Presentations break up. YPO, Sect
oral Presentation, District & Field Units Presentations, Planning of Program & Budgeting, Community
Saving & Enterprise development, Case Studies, Detailed activity & strategy for community saving and
then invited Chief Operating Officer of SRSO for the opening remarks.
Opening Remarks:
Chief Operating Officer Muhammad Hashim Laghari presented the opening
remarks of the program. he said that I would like to extend my appreciation to
such a fantastic turnout from the management, Professional staff and
especially field teams who had came along way with practicable experiences,
and lesson learns during the quarter. I consider that it is necessary to say best
of luck to our dedicated teams who dealt to large scale disaster it is great
credit. We worked in the emergency responses where there were lack of law
and order situation, there were lack of proper planning at the mean time and
that time transparency was also a big challenge due to political and social
pressures but our enthusiastic teams dealt each challenge and worked with
honesty, loyalty and dignity. Here we need to develop strategies for successful implementation to tackle
the future challenges we should follow SOP’s strictly. We had learnt that any Project Success depends
upon the proper management, careful approach of Leadership and timely submission of financial and
activities reports with the donors and third parties.
In concluding opening remarks Muhammad Hashim Laghari Sahib said I pledge that SRSO will extend its
full support to all of you, so that we fulfill the organizational Compact's aspirations and vision. I wish you
a most productive Summit.

District Jacobabad During the quarter District Jacobabad worked to achieve the targets against
the YPO and it results 100% achievement in the field of social mobilization. As
per directives of Chairman SRSO Shoaib Sultan Khan, IGG is given to the poor
HHs of Jacobabad to be utilized in the construction of Houses. Create close
coordination with the government officials. Memorandum of Understanding
has been signed with HRD and training portfolio is shared with them close to
that we have focused on the vocational trainings and has started 03 FTC in the
03 Taluka of district Jacobabad and completed PSC of three remaining UC’s.
Conducted Process Review Survey by the SDPI, and beside that imparted staff
capacity building trainings to boost the potentials and capabilities of the staff

• The Deputy Commissioner Jacobabad visited the VRP village Allah Bux Brohi & inaugurated the
FTC Thull.

Challenges
• After the worst consequences of super flood community perception has diverted and it causes
great obstacle but tackled with the power of social mobilization
• After the flood PSC became great challenge
• Garhi Khairo remained the big challenge due to social and tribal conflicts
• Nawra &Tajo Khoso are most vulnerable UCs where SRSO staff worked successfully with the tool
of social mobilization.
Lesson Learned
• Always prioritized the things at all levels
• Always right person on the right job
• Staff Capacity build and motivation is necessary
• Segregation of responsibilities among staff

Monitoring Evaluation & Research Unit Monitoring Evaluation & Research Unit of SRSO is engaged in the periodic oversight of the
implementation of activities that seeks to establish the extents, input deliveries, work schedules, other
required actions and targeted outputs are proceeding according to plans, so that timely actions can be
taken to correct deficiencies detected. MER sector is also working for the systematic checking on set of
conditions and evaluates the process which attempts to determine a systems and objectives as possible
to relevance, effectiveness, efficiency and impact of activities in the light of specified objectives. Beside
this MER is working to introduce the tools and organizational process improving current activities and
future planning’s, programming and decision-making. During the quarter major activities of MER section

Human Resource Development (HRD) Human resource Development sector of the SRSO organized practicable
learning activities arranged within an organization and at national and
international exposures in order to improve performance and personal
growth. HRD includes the areas of training and development, career
development, and organization development. This is related to Human
Resource Development.

Rural Credit Enterprise Development Sector Rural Credit Enterprises Development sector of SRSO is engaged to reduce the broader dimension of
poverty; and focus on rural development, particularly in agriculture,
employment, health, education and nutrition, in the rural areas of the Sindh
where people are suffering from the inadequate assets to carry out the basic
needs of the life. During the quarter there are following achievements of the
credit section of SRSO.
Achievements of the Quarter
• Client Protection workshops organized in each district, this workshop
brings new change in the lives of clients economically and socially.
• Empowered women through Micro credit
• Developed best Practices in Microcredit Sector
• Regular Monitoring held by MER and RCED Management Head office
• Maintained MER Files (Monitoring formats - monthly saving data-Case studies, PPM meetings at
district and HO level, Impact Assessment regarding clients and Community Organizations)

SMU GHOTKI (District Ghotki) During the quarter field unit ghotki organized Interactive theaters organized
highlighting common issues like civil rights, female education, climate
change, and Health & Hygiene; 840 male and female participated in the
theaters. LSO beriri has initiated Vocational centre in which 23 females has
trained and 13 are getting training. Beside this LSO has started computer
centre in which 12 students are getting training. Field unit ghotki has
participated in the convention held at Islamabad.

Donations in the shape of materials were collected and Distributed
among 76 rain affected displace families during moon soon August
2011.Interactive theatre organized on social awareness and women
rights with the participation of 1,460 male and female community
members, Government stack holder, Notables, PPAF & SRSO
Representatives. Hepatitis camp organized at village Ali Ahmed Siyal
with the support of Health Department and vaccination course
provided to 6 Patients among 86 tested participants

are semi Desert)
• Direct interference of Engro in process of Mobilization.

MIRPUR MATHELO & UBAURO During the quarter field unit Mirpur Mathelo and field unit Ubawero
focuses on the social mobilization and try to uplift the rural women to
harness them with skilled trainings and bridges their linkages with the
local market. Along that field teams worked on the CO, VO formation,
record updating and staff capacity building to figure out the desired
results. There are some, challenges, and above all lesson learn during
the journey of 6 months

Livelihood Enhancement & Protection project LEP ensure the inclusion of poor's in CO’s (new formation or existing COs)
through the social mobilization, verified the CO resolution of the beneficiaries
after LIPs, developed the matrix for wealth ranking and implemented in the
field and maintained the financial record of the project.

Physical infrastructure and technology Development Physical infrastructure and technology Development section of the SRSO
support rural communities in addressing their prioritized physical
infrastructure needs as communities themselves implement these schemes;
there is general progress of the section mentioned below.
General Progress during the Quarter Project Proposal of Korean Soft Grant of Rs. 340 Million for 326 schemes has
been submitted to federal government for Approval. Project Proposal of
Water Filtration Plants Rs. 193.73 Million for 40 WFPs has been prepared
and submitted to P&DD Government of Sindh for Approval. Project Proposal
of Water & Sanitation Rs. 38.97 Million for 54 schemes submitted to P&DD Government of Sindh for
Approval. Project Proposal of Education at District Ghotki Rs. 1.44 Million for 2 Schools has been
submitted ENGRO foundation and the project has been approved and funds have received. Project
Proposal of Community Physical Infrastructure (CPI) PPAF Phase-IX Rs. 265 Million for 300 CPIs has been
submitted to PPAF for Approval. Project Proposal of Integrated Water Irrigation Efficient Project (IWEIP)
Rs. 304 Million for 200 IWEIPs has been prepared and likely to be submitted to PPAF IWEIP for Approval
by the next coming days. Conducted meeting with coordinator ENGRO at Mirpur Mathelo for the
finalization of new schemes funded by PPAF ENGRO for the year of 2012 and list has been shared with
ENGRO for their perusal and approval. Conducted meeting with Deputy Commissioner Khairpur
regarding Korean Soft Grant Project. External Auditor from PPAF Visited the PPAF and PPAF-ENGRO CPIs.
Mr. Fahad Usman M.E CPI from PPAF Visit at District Ghotki regarding PPAF and PPAF-ENGRO CPIs. Mr.
Khalid Khan and Adnan Ishaq from PPAF Water and Energy Unit Visit IWEI Project at District Khairpur
and Mr. Khadim Rajpar focal person DRIP were also in the field visit.

Gender and Development Sector Our commitment to gender equity does not simply involve including more
women in our organization. It calls for us to understand the gender dynamics
between men and women within each program’s context and to integrate
interventions that address these dynamics. Major activities of the G&D Sector
during the quarter are stated as below

District Khairpur The SRSO works to save lives and improve the economic and social condition
of people around the sindh. In the face of disaster, SRSO district khairpur
supplies food, shelter, medicines and logistical support to the affected
masses many of the families uprooted by conflicts and disaster, or
communities that host those displaced. Early Support provided by SRSO 4850
Mosquito net, 500 Food Bags, 4 Boats, 5 Dewatering Machine and 03

Field Unit Ranipur Throughout the period field unit ranipur focuses on the formation of CO, VO, worked to complete the

and conducted workshop on the human rights day and gender sanitation.

Closing Remarks of the First Day
Closing Remarks of the first day presented by the CEO-SRSO Dr Sono
Khangharani in concluding the first day of the programme he said I would
wish thanks for this very informative panel, I would thanks all speakers,
procurement, logistic, Administration units and Photographer for facilitation.
I would also thanks to all Managers who actually stuck it out to the very end.
We come to the end of very fruitful presentation where field staff and project
managers highlighted their progress and major challenges during the journey
of six months.
Here I must say that we have to think out of box the challenges we face
during our working area they always come along with some opportunities so
we have to face each challenge to avail the opportunities. At the begging of UCBPRP we all were
confronted that how it’s possible to work with women beneficiaries in such critical tribal areas, but
today we are proud to say that we have 100% women coverage. In coming six months we need to do in
six months is to focus is proper, reliable and verified data. Beside this we have to focus on the cost
based system as NRM, NRSP’S and Microcredit is so we must focus on the savings, He added that we
must focus on the Gender balanced system and Enterprises Development doesn’t only mean sewing and
embroidery we have to think out of box and there are so many other activities which women can do for
the profit earning. In concluding closing remarks he said that it is great achievement that we have
published SRSO-Annual report. We should work in a way that donors may attract to us.

potentials of the poor women’s of the community to uplift them from the
striking poverty to make their lives on the path of development and prosperity.

Provincial Disaster Management Cell (PDMC)
PDMC-SRSO upholds the flood victims by providing food items, shelter and
basic health facilities to the rain affected communities with the implementing
partners on the humanitarian bases. Beside that Abdul Hameed Bullo
highlighted the progress of the water filtrations plant and emphasizes on the
need that there should be proper check and balance and, district managers
must creates community ownership on the filter plants for its proper utilization
and maintenance.

District Shahdadkot Projects
District Shahdadkot continue the great challenge for SRSO in its operational
area due to the social conflicts. Community is too self centered therefore it is
difficult to achieve desired results from the any project. Our field teams had
worked hard in the field of social mobilization and somehow we had
mobilized the community to work with us on the SRSO terms and conditions.
Challenges
• Community is mostly Illiterate and difficult to mobilize
• Surrounded by Political and tribal influences
• Building the trust in community to sustain our required results/Goal.
District Sukkur SRSO district Sukkur is working build up the capacity of population living
below the poverty line through social mobilization in the rural areas to
empower the local communities both socially and economically so that they
move up the ladder of poverty and are able to improve their livelihoods and
increase their incomes.
Overall Objective To improve the quality of life of communities living in rural areas that lack
basic facilities by involving the Rural Support Programmes

The aim of Procurement unit of SRSO is strategically, ethical and service driven
approach to procurement, to provide with value for money goods, services

Role and Responsibilities The Procurement Unit (PU) is responsible for the following functions:
• Procurement of goods and services
• Assisting departments and offices in the procurement process
• Preparation of bidding documents for standardized procurement
practices
Specific Responsibilities and Tasks
• PU is responsible for all SRSO purchases and procurement transactions
• Ensure compliance to SRSO procurement policies and procedures as set forth in standard
Operating Procedures (SOPs) and as well as donor regulations and obligations
• Coordinate with all sections to ensure an effective and efficient procurement planning and
implementation
• Evaluate Purchase Requests (PRs) and start process on approved and completed PRs.
• Issue Request for Quotes (RFQs) to vendors and follow up to ensure bids are received in timely
manner.

• GoS- VRP Housing & sanitation project of 6,366 Houses in 43 Villages
with budget of 880 million
• GoS-UCBPRP Housing & sanitation project of 1,467 Houses & 40 DWSS schemes with budget of
132.5 million
• Save the Flood & Disaster Victims organization- of 200 Houses with budget of 19 million.
• RuSFAD-Phase 2 (ER Program on Scaling up Rural Sanitation in Flood affected districts) with
budget of 21.3 million.
• RuSFAD-Phase 3 (ER Program on Scaling up Rural Sanitation in Flood affected & high Polio
affected districts) with budget of 135.9 million.

District Kashmore District Kashmore-kandhkot toil with the tool of social mobilization that resulted self initiatives from the
VO’s to strengthen their lives by the proper utilization of their skills and scare resources. During the
expedition of 6 months there are major visits by different government officials.

1. Mr. Jamal Shoro visited the UCBPRP activities.
2. Monitoring & Evaluation Cell of GoS also visited in District Kashmore in
order to verify the different activities of UCBPRP.
3. Dr. Shireen Narejo visited in VO Siyano Oghai.
4. A team from AHAN visited and meets with female BDGs in VO Wahid
Bux and Ghulam Haider Khoso.
5. SDPI conducted 4rth Process Review of UCBPRP in District Kashmore.

Micro Health Insurance (MHI)
Insurance is a risk transfer mechanism whereby the individuals or the business
enterprise can shift some of the uncertainties of life on the shoulder of the
other. All the people will desire to live a cleaner, healthier, comfortable and
easy life. To meet this requirement SRSO produce and provide services with the
affiliation of the AIC to facilitate the vulnerable poor’s with the basic health
facilities in the rural areas where people are suffering from severe diseases and
are dyeing silently.

General Progress of MHI during the Quarter
During the quarter MHI unit involved in the regularly monitoring of Panel Hospitals to facilitate the
community and make the community aware to utilizes the facility in very best manner. Insurance unit
worked on bid papers of the Group Life Insurance and Staff Medical Insurance & MHI UCBPRP
Jacobabad. Conducted meetings at hospitals for penal. Three special cases treated during Jul-Dec 2011.
Finance and Accounts Finance is the life blood of any organization. It flows in mostly from scale of goods
and services. It flows out for meeting various types of expenditure. The activating
element in any business which may be on industrial or commercial undertaking is
the finance. Finance section of the SRSO is playing supportive role with all the
staff, sectors, districts and field units to bridge the gaps.

District Shikarpur
During the quarter district Shikarpur focuses on the social mobilization activities
to uplift the marginalized rural community and harness the real talent and
potentials of the people with the skilled trainings. Shikarpur teams faced
numerous hurdles while working but tackled all challenges with the tool of social
mobilization. CO and VO tiers converted into the LSO formation and Mr. Shoaib
Sultan and Mrs. Naheed shah donated 2 lacks to two LSOs on the best
performance.

SRSO implemented the Polio Awareness Campaign Project funded by UNICEF
activities in its operational areas with full commitment where conducted
individual meetings, religious meetings, school teachers meetings, mega phone
announcement, announcement from mosques and Madarsase, The project
awareness campaign also raised by the different TV Channels by cable operators

Internal Audit Internal auditing is an independent, objective assurance and consulting activity
designed to add value and improve an organization’s operations. It helps an
organization accomplish its objectives by bringing a systematic, disciplined
approach to evaluate and improve the electiveness of risk management, control,
and governance processes.
Responsibilities
1. Maintain accounting records up to date
2. Establish and maintain required controls
3. Provide to the auditor all records and every sort of information and records relating to audit.
4. Schedule personnel for audit activities such as interviews, observation, re-performance, etc.
5. Arrange field visits and meetings with communities. These visits shall be arranged in
consultation with District office manager and there may be surprise visits as well.
6. Make the pertinent data, records, and technology resources available to the auditor(s);
7. Review preliminary findings and provide requested comments on the audit observations in
specified timeframes;
8. Share any internal control concerns with the auditor;
9. Provide a written response in a timely manner to the issues identified
Human Resources The importance of human resource as a means of ensuring sustained growth for
any organization cannot be over emphasized since it is the fundamental
strength on which all strategies are based in the contemporary organizations.
Hence, the HR section of the SRSO is engaged in attraction, retention,
preservation, and growth of employees that are the key tools of human
resource planning which ensures that the best possible skill and talent is

Protocol and Logistic Logistics is considered to be the complete process involving planning,
managing and controlling the flow of goods and services, information, real-
time data and human resources from the point of origin to the point of
destination.
The logistics process consists of the process of integration of several aspects
such as material handling, warehousing, information, transportation,
packaging and inventory. The primary duty of an effective logistics system is to
ensure geographical repositioning of unfinished goods, and it is also concerned
with the finished inventories of the organization being at the required place at
the lowest possible cost.
General Progress 1. 234 Vehicles files are updated including Insurance Certificate, Tax receipts registration books.
2. Motor Bikes Snatched Cases were intimated to Insurance Company.
3. A Large Number of Events were arranged i.e. BoDs Meetings, Workshops Trainings.
4. Various Boarding & Lodging of Visitors, Stake holder & Staff Members had been arranged.
Challenges
• Vehicles Timely reports were not are sent by district Administration for all Cases i.e. Theft cases
of Vehicles, Moving Vehicles District to Units, and Accident report of vehicles.
