IntroductionAbout NOE CPC
Who we are North of England Commercial Procurement Collaborative (NOE CPC) is hosted by Leeds and York Partnership NHS Foundation Trust (LYPFT) and provides collaborative and bespoke procurement solutions to the public sector. A wholly NHS owned organisation comprising an expert team of procurement and commercial professionals from both the public and private sector, NOE CPC brings together a wealth of experience, understanding and knowledge.
What we do NOE CPC provides collaborative procurement and commercial solutions to the public sector. NOE CPC is one of the leading players in collaborative procurement within the NHS in England. Since establishment in 2007 a range of procurement and commercial services have been developed to support our customers. The primary role is to help them to function more effi ciently through cost-effective collaborative procurement.

ContentsWe work with our customers both collectively and individually to build an understanding of what they and their patients need. We then use our expertise to deliver procurement contract and framework solutions that drive down costs and provide better customer and patient experiences.
We provide compliance through commitment and partnership. We’re able to do this by drawing on our rich and varied capabilities as well as strength of relationships with our members and suppliers. NOE CPC also has a strong e-commerce and information function which encompasses the management of e-solutions such as an eCatalogue Solution, an eSourcing Portal and an online Business Reporting Portal. These technologies support us in our drive for procurement effi ciencies for both ourselves and our members.
At NOE CPC we have an expert team of data analysts to support both internal and external customers which works to support our procurement team in identifying collaborative and bespoke opportunities.
So, however unique or complex the procurement challenge, we have the people, skills and knowledge to provide the solution.

I am delighted with the progress we have made since our last review and over the fi nancial year as a whole. This year-end review is a summary of some of the achievements, hard work and dedication of the NOE CPC team in bringing savings and support to our member organisations.
Earlier in the year, we released our six month review which highlighted some of our key achievements in the fi rst half of the fi nancial year as well as our aims for the next six months and beyond. Since then we have worked extremely hard to ensure that the things we set out to do have been achieved and to improve upon savings.
To date, savings for our members stand at £10m, with £6m of this verifi ed, and this fi gure will increase once all fi nal savings have been confi rmed. This fi gure represents a 10% increase in verifi ed savings compared to last year, which is an amazing achievement for all involved.
We have also enjoyed a signifi cant growth in membership this year of 22%, with 10 new NHS trusts coming on board since last April. The aggregation of member spend and opportunities to collaborate also have a positive effect, helping us continue to improve the results we deliver for our members.
In June our annual customer survey gave our members the opportunity to share their views on the service we provide. These views are extremely important to us, helping us to identify areas to focus on and improve. In addition it highlighted some of the improvements we have made, such as:

I was delighted to receive the news in February that we had been nominated for two GO Awards. These awards recognise and reward excellence and achievement in public sector procurement and we were delighted to reach the fi nal stages in two of the award categories:
1) Team of the Year, and; 2) Collaborative Procurement Initiative of the Year for our work with Humber NHS Foundation Trust on wound care.
Although we did not win an award on the night, I am extremely proud of the recognition that we did get, refl ecting a small part of the great work that takes place across NOE CPC.
We have also worked hard to build productive working relationships with other procurement partners. Last year saw us working closely with The Crown Commercial Service (CCS) to deliver further savings through the Medical Locums agreement, offering members a ‘one stop shop’ for all locum and GP requirements.
Furthermore NOE CPC has teamed up with three other NHS collaborative procurement organisations to jointly procure a new national nursing agency framework - this is due to be completed in May this year.
We also continue to have a strong working relationship with the Yorkshire and Humber NHS Pharmaceutical Purchasing Consortia. Of particular note was the joint work on Radiopharmaceuticals and Medical Cylinder Gases.
Our Account Management team works hard to ensure that the needs of our customers are met and that our working relationships benefi t you and allow you to gain full potential from your membership. However if you would like to discuss this or have any suggestions for how you would like to work together in the future then please get in touch.
Following positive feedback from our members on these activities we will continue to develop these working relationships to deliver savings for our members whilst seeking to avoid duplication and supporting the aims of the National Procurement Strategy.
Finally, we would not have achieved any of this success without the hard work of the whole NOE CPC team, including the support of our members and suppliers. Thank you to everyone involved and I hope to continue to build on this success in the coming months and years.

• Respect and dignity Through actively seeking a variety of views via our account management meetings, members’ forums, Mental and Community Health Forum and through the establishment of our new Customer Board we have done our best to respect the diversity of views and opinions from across our membership and ensure we continue to meet these.
• Working together Our nomination for team of the year at the GO Awards in February was a real highlight. We have also worked across organisational boundaries where it benefits our members. For example working alongside Crown Commercial Serivces (CCS) in a number of areas including Medical Locums, and Laundry Services, plus working with individual trusts on specific projects such as anti-ligature bathroom suites with Nottinghamshire Healthcare. Also, we are working with other NHS procurement partners to avoid duplication, with agency nursing one example of this.
• Commitment to quality of service 2013-14 saw the delivery of our core procurement workplan, and associated financial savings (ROI) plus other value added benefits, including compliance and savings in time and effort. We have continued to ‘go the extra mile’ by supporting our membership more broadly through representation at national forums, provision of legal awareness sessions, undertaking initiatives such as the Benchmarking Club, and development of our ICT Carbon Calculator.
• Improving lives The work we do every day supports NHS trusts to improve their quality of care for patients across the UK. We trust the £10m of savings delivered have protected frontline services to improve care for patients.
• Everyone counts Through our ‘One Team’ initiative we have worked hard to be more joined up and communicate better across our teams in order to provide a more responsive service to our customers.

Key achievements in 2013/14
• 10% increase in savings for members compared to last year. Total savings of £10m – this is a conservative figure based on cash releasing savings, of which £6m has been verified by members with more verification to take place.
• 13 new contracts developed to support members in a variety of areas including Disposable Drapes & Gowns, E-sourcing / E-tendering Solutions and Medical and Surgical Equipment Maintenance and Calibration. This is in addition to renewing agreements.
• 10 new members have joined NOE CPC since the start of the financial year. This represents a 22% growth in membership.
• We reached the final stages in two categories at the National Government Opportunities (GO) Excellence in Public Procurement Awards 2014/15 - Collaborative Procurement Initiative of the Year Award and GO Team of the Year Award.
• NOE CPC has provided 29 training sessions and events over the past 12 months. This includes a range of legal updates, IT forums and member events – all of these were free to attend for our members to enable them to benefit from the information and guidance on offer.
• NOE CPC established a Benchmarking Club in an attempt to support the on-going DH drive for price transparency. As a result a large number of our members joined the pilot initiative and were willing to support the project and to be open and transparent with their pricing. The initiative was well received and together with providing price visibility also helped to identify areas of rationalisation/standardisation and best practice which members involved in the club were able to take advantage of.
• We developed our cost and carbon comparison tool to support members. This free tool enables organisations to demonstrate the CO2, and energy cost efficiencies associated with their IT hardware, which in turn will facilitate informed purchasing decisions.
• We have continued to build relationships with others involved in the NHS procurement landscape, seeking to avoid duplication and bring greater value to our members. This includes working with CCS to leverage the opportunities of the Medical Locums agreement realising further savings for members.
• We also teamed up with three other NHS procurement collaboratives to work together on a joint procurement of a new national nursing agency framework much in demand across the NHS.
• We worked with Nottinghamshire Healthcare NHS Trust to develop our Anti-Ligature Bathroom Suites and associated services framework which has also benefited our members alongside the great work we do every year with the Yorkshire and Humber NHS Pharmaceutical Purchasing Consortia. This year of particular note was the work on Radiopharmaceuticals and Medical Cylinder Gases.
• We issue a regular newsletter which highlights current topics of interest where members can leverage value, as well as providing updates from NOE CPC and the broader procurement landscape.
• We achieved savings of almost £1.6 million through our salary sacrifice car scheme, CPC Drive.

Review of our aims
Our aim: To ensure all our customers get value for money from their membership of NOE CPC
We maintain a focus on delivering savings for all our customers – this resulted in total verified savings in 2013-14 of £6m from more than £10m of delivered cash releasing savings. In addition, we have successfully delivered a work plan, that was developed to ensure it benefits every one of our 51 member trusts, whether they are the smallest community health trust, or the very largest teaching hospital.
We have also worked hard to go the extra mile and provide a range of value added benefits, including training events, legal updates, CPC benchmarking club and our regular members forums which provide members with important procurement updates. In 2013-14 we delivered 29 training events, all of which were free to attend for NOE CPC members. Feedback from our annual customer survey shows that our members really value the events run by NOE CPC – 90% rated the quality of events as ‘good’ or ‘outstanding’ and 95% gave the same rating for relevance of our events.
Our aim: To deliver and implement contracts and agreements that add real value to the NHS in support of their CIP needs and the national saving challenge
In 2013-14 NOE CPC developed 13 new contracts to support members in specific areas where you helped us identify a procurement need, giving us an active portfolio of 86 agreements in total. This is in addition to renewing agreements.
Our breakdown of savings shows the substantial savings which are being made through NOE CPC contracts. Contracts such as our IT Hardware and Legal Services agreements have reduced the cost of supplying these important goods and services which are widely used across our membership, saving over £1 million for our member trusts.
Our aim: To help customers leverage our expertise to support their teams, whilst also enabling them to collaborate and aggregate where appropriate
We have worked with groups of trusts to make maximum use of our own and others’ agreements, and secure best value through aggregation. We worked with some of our North Yorkshire and North Lincolnshire based member trusts to procure a joint contract for the provision of Laundry Services, and we are now building on that experience by supporting a similar group of member trusts to put in place contractual arrangements for the East Midlands.
We have undertaken extensive work with our members in the North East over the past 12 months in advance of establishing a new regional Clinical Waste agreement for that region. This involved working with both existing NOE CPC member organisations, and building new relationships with non member organisations in that region with the ultimate aim of securing a new supply agreement that will benefit the NHS in the North East.
Furthermore, procurement teams have drawn on our specialist orthopaedic expertise to make savings in excess of 17% on circa £13.5m of expenditure.
Our aim: To support trusts in raising their game by understanding what good procurement looks like and supporting them to plan and implement improvements
Our series of training events and newsletters have continued to provide trusts with the information and advice needed to make a real difference to the service they provide by raising awareness of changes within the sector and sharing important legislation updates. Through our newsletter we continue to keep members informed of important information, such as the recently issued national guidance on transparency and resisting inflationary pressure.Our events have included several legal seminars, with sessions covering ‘procurement and competition considerations for providers’, ‘integration/reconfiguration - understanding the spectrum of options and when to use them’ and ‘the final countdown: are you ready for the new EU procurement directives?’
We have also brought national initiatives and speakers to our members through our members forums, which provided delegates with the opportunity to hear from a range of high-quality speakers as well as to network and share best practice with others working in the procurement sector. Three members forums took place in 2013-14 and we are looking to increase the number of events next year by holding these across a broader geographical spread in order to benefit as many members as possible. Also, through our members forums we ran informative sessions on e-procurement and what is taking place nationally.

Our aim: To grow our business in a controlled and profitable manner across our target markets by:- maintaining and building on existing relationships;- winning new customers by actively developing our capability and scale, both internally and through complementary collaboration
We have worked hard to ensure that our members get real value from their membership by working closely with you to ensure that your needs are met. Results from our annual customer survey show that you value the support from our account management team with 84% of respondents rating their overall satisfaction with account management as ‘good’ or ‘outstanding’. In addition, 94% of respondents answered that they either ‘probably’ or ‘definitely’ would renew their membership with NOE CPC.
We have continued to build relationships with a range of new customers over the past 12 months and intend to continue building relationships with new customers to strengthen our position within the NHS procurement sector. We are continuously building upon our portfolio of contracts and frameworks in order to improve our offering to NHS organisations.
Our aim: To collaborate with other organisations where appropriate to bring benefits to the NHS
Our growing and close working relationship with The Crown Commercial Service (CCS) through our joint Memorandum of Understanding, focuses on engaging with our members to deliver savings under selected CCS agreements.
We are also jointly working alongside three other NHS procurement organisations on the joint procurement of a new national nursing agency framework that will meet the needs of all four hubs’ NHS member organisations.
Additionally we worked with the Yorkshire and Humber NHS Pharmaceutical Purchasing Consortia on projects including Radiopharmaceuticals and Medical Cylinder Gases.
Appropriate collaborative working with partners is something that we are keen to develop further to avoid duplication and deliver savings and we are already working on continuing with this into the new financial year.
Our aim: To establish our customer board to drive and shape the strategic direction of NOE CPC to better meet customer needs
The last financial year saw the implementation of our Customer Board to ensure that NOE CPC continues to meet the ever changing strategic interests of all members. The board is chaired by the Chief Executive of an NHS trust and attended by an Executive Board member of our host trust. Other attendees represent finance, procurement as well as medical and clinical services from a broad spectrum of our members.
The aims of the Customer Board are to:
• Set and review the strategic direction of NOE CPC• Bring visibility of important customer challenges across all NHS departments and services to inform and set the strategic direction of NOE CPC• Drive and ensure that NOE CPC is delivering satisfaction and value for money to all its customers through effective procurement• Review and approve the application of excess surplus made by NOE CPC in the provision of its services.
The first meeting of this new board was held in late October and the next board is scheduled to meet again in May.

Engagement & management
Member events and training
Over the last year NOE CPC has facilitated 29 members’ forums and training events for the benefit or our members, providing important procurement updates and learning opportunities. Each one of our events has been designed to suit the specialist needs of our members and they have covered a broad range of areas such as ‘The New Procurement and Competition Regime in the NHS’, ‘Customer excellence within a commercial environment for NHS staff working in provider services’, ‘Any Qualified Provider (AQP) Overview, and Hints & Tips with Tenders’ and ‘Best practice bid writing’.
We also ran a medical and surgical equipment maintenance and calibration supplier open day, which was very well received and provided suppliers with an opportunity to find out more about the work we do and to put their questions to members.
We are keen to continue to meet our members’ training needs and will be launching an online learning platform in 2014 to ensure that important content can continue to be accessed by course attendees and members.

The aim of the Customer Engagement and Account Management function is to support NOE CPC in exceeding the expectations of its member organisations, helping them plan and prioritise their engagement with us. We do this by committing to realistic outcomes and endeavouring to over-deliver. As a team, we see ourselves as representatives of our member organisations within NOE CPC, reflecting trust interests and requirements whilst attempting to maximise the outputs from NOE CPC to meet the needs of our members.
We continually strive to help trust procurement colleagues to engage with NOE CPC and therefore achieve the best outcomes and hopefully the highest levels of savings. We hold regular Account
Management meetings at members’ premises, as well taking part in internal meetings and dialogue to ensure positive communication between all stakeholders is maximised to deliver positive outcomes to our customers, helping you effectively draw on our expertise.
Caroline Brash, Customer Relationship Manager, is responsible for engaging with prospective members and works with new customers as they make the transition to full membership. Caroline is also the key contact for associate members, those non-member trusts who want to access a small number of contracts and frameworks on a fee-paying basis. Caroline also adds to her busy remit in organising the much valued members’ forums and regular legal seminars for members.
Customer engagement & account management at NOE CPC
Shafiq Rehman and Ian Coward, Account Managers, look after the majority of over 50 NOE CPC members. A key aspect of these two busy individuals’ role is to ensure smooth communication between the trust members and the NOE CPC procurement specialists. They very much see their roles as facilitating the uptake of NOE CPC frameworks by making sure that access options and benefits are clearly presented in a timely manner. They also work to manage expectations of members and NOE CPC colleagues alike in understanding that our very successful frameworks work well because of the personal ownership and input of the procurement specialists.
This team is led by Cathy Cockram, Head of Customer Relations and Marketing, who looks at the strategic direction of customer management and more importantly works at a practical level to help support the rest of the team to achieve their roles as well as making the more important decisions in respect of members’ expectations and membership acquisition. Cathy also represents the team at Senior Management level within the NOE CPC, and gets involved with members.

Northern Consortia Healthcare Waste

Offender Personality Disorder Services
NOE CPC was engaged by the Northern Clinical Waste Consortia to facilitate the retender of its healthcare waste services. The project involved 16 NHS trusts across the North East plus an ambulance service and the University of Newcastle covering a range of service operations to support the collection and disposal of approximately 7,000 tonnes of healthcare waste.
The project is being undertaken via a competitive dialogue process which commenced in June 2013 and is now in the final stages. Although a complex project, involving a number of stakeholders in the process, it is running to timescales set. Positive feedback regarding the project process has been received from the stakeholders involved in the procurement process.
Agency nursing represents a significant expenditure for the NHS and applying that buying power to maximum effect is a challenge given the difficult market characteristics. Traditional approaches and establishment of arms-length ‘national framework agreements’ have proved only partially successful at meeting the needs of the NHS.
Therefore the approach of the four NHS owned procurement organisations has been to develop a new alternative framework agreement intended to apply national buying power, to deliver locally and regionally for the NHS. By working together the four NHS owned collaborative procurement organisations, have established a dedicated project team to procure a new national framework agreement for agency nursing with a number of key benefits.
Commissioned on behalf of NHS England and NOMS (National Offender Management Service) for a service for offenders likely to have personality disorder into HMP Garth. In addition to close work with the commissioners, we worked closely with the prison to ensure an outcome which all the parties were happy with.
The service is now operational at the prison, with an objective of reducing re-offending and supporting offenders in their rehabilitation. A successful procurement which has led to us being engaged by the same co-commissioners to provide procurement expertise and project management for a women’s personality disorder service into HMP New Hall and a mentoring and advocacy service for women across the North of England and North Wales.

NOE CPC was engaged by The Queen Elizabeth Hospital Kings Lynn NHS Foundation Trust to provide procurement project management for the refurbishment of a busy, high profile front of house catering facility. By using an existing framework, we were able to ensure that the procurement was undertaken in a very timely manner which was critical to the Trust.
Suppliers were invited to present graphics of their vision of the area and by working closely with the Trust and its wider evaluation team, a successful contract award was made which has not only improved the area in terms of aesthetics and customer expectations, but also led to increased income for the Trust.
Historically, the pharmacy service provision to DCHS had been provided by four NHS trusts and the tender process was to unify all elements of the service under one provider. The main components of the service were:
• Pharmaceutical supply services including: procurement and storage of pharmaceutical products & supply and dispensing of pharmaceutical products • Clinical medicines management services• Emergency and unscheduled services• Provision of financial and clinical management information.
NOE CPC was engaged to manage this bespoke procurement on behalf of DCHS. A restricted OJEU procurement was undertaken involving an initial bidders event to identify and encourage the provider base. A two stage procurement then ensued involving PQQ and ITT. Seven providers expressed interest at PQQ which led to three final submissions at ITT. Final award was made in October 2013.
NOECPC has been working on and has now concluded a competitive dialogue process over the last 18 months with Nottingham University Hospitals (NUH) to market test the full range of estates and facilities services that were initially provided by the in-house team. This was a highly complex and emotive process with an equally high value of spend for Nottingham, the result of which has delivered a £30m plus cost reduction over the full term of the contract. The process itself went very smoothly and was commended by all suppliers involved for its level of transparency and the professional manner that the procurement and project team applied throughout the process.

• Set and review the strategic direction of NOE CPC
• Bring visibility of important customer challenges across all NHS departments and services to inform and set the strategic direction of NOE CPC
• Drive and ensure that NOE CPC is delivering satisfaction and value for money to all its customers through effective procurement
• Review and approve the application of excess surplus made by NOE CPC in the provision of its services
The last fi nancial year saw the implementation of our Customer Board to ensure the ever changing strategic interests of all NOE CPC members are met. The fi rst meeting was held in late October and the next board is scheduled to meet again in May.
On the back of this, we were delighted to welcome Derek Burke, Medical Director at Sheffi eld Children’s NHS Foundation Trust as a guest speaker at our Members Forum in February to give a very interesting and humorous insight into his role and how procurement can provide support.

I joined NOE CPC in September 2013 from Bradford Teaching Hospitals where I worked as Senior Procurement Manager for over fi ve years. I was also the trust lead on capital expenditure, sustainability and energy procurement and ran a number of large projects including the implementation of e-procurement and digital breast imaging for West Yorkshire.
