Highway 70 Arcadia, Florida 34266 Subject: Engineer’s Annual Report for Year 2017 – 2018 Dear President Beale and Board of Supervisors: Grandusky, Lamb and Associates, LLC is pleased to submit the following engineer’s report summarizing the progress of projects within the County Line Drainage District (CLDD) during the past year. County Line Ditch Pump The permanent surface water pump located at the northeast corner of Section 1 (installed in September 2014) was used to discharge offsite into County Line Ditch under the permitted operations plan. The pump provides additional drainage relief to offset water flowing into the CLDD from lands lying to the north through the five inflow structures when “off-peak” flooding conditions exist in County Line Ditch. The following is a summary of pump operations during the past year (records provided by Florida Agri Management):

June 2017: 46.75 hours over 6 days July 2017: 159 hours over 20 days August 2017: 90.5 hours over 8 days September 2017: 189.25 hours over 11 days October 2017: 138.25 hours over 14 days November 2017 thru May 2018: no pumping

On September 20, 2017, CLDD received an Emergency Authorization from the South Florida Water Management District to temporarily increase the permitted pump OFF elevation from 18.5ft to 21.0ft to address flooding in the grove caused by Hurricane Irma. The authorization allowed CLDD to run the pump sooner than normal following the storm. Babcock Water Storage Project In February 2015, the Florida Department of Agriculture and Consumer Services (FDACS) executed a funding agreement for CLDD to design and permit a collaborative ‘dispersed water storage’ project between the District and the State-owned Babcock Ranch Preserve (BRP). The project is proposed to benefit the District by reducing the amount of water entering the District through three of the five inflow structures located along the District’s northern perimeter berm, improving two of the three miles of CLDD’s northern berm, and also proposes to improve hydrology on BRP and reduce peak flows to the Caloosahatchee River through CLDD, County Line Ditch and Cypress Creek. completed the project design and submitted permit applications (State & Federal) in early November 2016. The SFWMD approved permits for the project in December 2016 and the U.S. Army Corps of Engineers approved permits in October 2017. FDACS executed an agreement with CLDD to fully fund bidding, construction, administration of the project, and restoration of CLDD roads. CLDD publicly bid the project and awarded the construction contract to RCS Excavation, Inc. for $1,167,448.81. Construction commenced in late February 2018 and was completed in mid-June 2018. The project was completed under the amount budgeted for construction ($1,253,000). At CLDD’s request, FDACS authorized the balance of funds for use in improving the westernmost mile of CLDD’s northern berm. A change order was issued to RCS Excavation, Inc. to remove all vegetation from the berm, establish a minimum 12 feet wide top, establish uniform top elevations consistent with the BRP water storage project, and to seed & mulch the finished berm surfaces. The work will be completed by the end of June 2018. Hydraulic Capacity Evaluation of Daniel’s Ditch Outfall Structure In January 2018, the CLDD Board of Supervisors directed the District Engineer to evaluate the hydraulic capacity of the existing Daniel’s Ditch outfall structure as a follow-up to replacing the Millers Gulley outfall structure during the prior year. The capacity evaluation is being performed to determine if the existing outfall is discharging up to the maximum allowable rate as previously permitted, or if not, determine which part of the outfall configuration is causing an obstruction. Potential improvements such as lower culvert inverts, an additional culvert, larger culverts, lower weir crest elevation, and/or downstream channel improvements will be evaluated. The results of the evaluation will be presented at the July 2018 Board of Supervisors meeting. Monitor Proposed Farming Activities on Babcock Ranch Preserve In December 2017, Tarpon Blue Resource & Land Management, LLC (the primary Lessee of the state-owned Babcock Ranch Preserve) applied to the South Florida Water Management District (SFWMD) to renew the consumptive water use permit for Babcock Ranch Preserve. The District Engineer is monitoring the application to determine if any proposed farming activities will increase the amount of runoff entering CLDD, or otherwise adversely impact CLDD. The District Engineer also assisted the District Attorney in the preparation of a letter sent to SFWMD proactively notifying them of CLDD’s concern over impacts to the District resulting from increased runoff.
