A. Brief Introduction of the Community

A.1 Community and historical development

Fangsong Sub-district, established in January 2001, is located in the southwest of Shanghai Municipality and is the

administrative, educational, cultural & residential center of Songjiang District. It covers an area of 14.76km2 and the population is

about 196,852, including 100,394 men and 96,458 women. Permanent population is about 66,302, migrant population is 79,232,

the number of residents with foreign nationality is 4,747 and the number of the aged on family register is 5,633, including 2,203

residents at the age of over 70 years old, 634 residents at the age of over 80 years old and 90 residents at the age of over 90.

There are ecological water systems vertically and horizontally in Fangsong region with beautiful residential environment, sound

living facilities, developed traffic network and profound cultural atmosphere. It is a region where the population increases

continuously and is also the main transportation distribution center.

Fangsong Sub-district now takes charge of 23 neighborhood committees and 2 neighborhood committee preparatory groups

at present. There are abundant educational resources in its jurisdiction, including 6 primary & middle schools and 7

kindergartens. Supporting facilities for resident’s life, including community cultural activity center, community health service

center, community affairs acceptance center, community help & education center (social work station), migrant laborer service

agency, library, welfare house, home-based care service agency for the aged, community disabled rehabilitation center, etc. have

been built and put into operation. Each neighborhood committee has been equipped with a community activity room and the

residential communities have been configured with leisure & fitness center, which can satisfy community resident’s various

demands on education, travelling, medical treatment, entertainment, etc. sufficiently.

The sub-district launched safe community establishment work in January 2007. Fangsong Sub-district was named “Shanghai

Safe Community” in March 2009 and named “National Safe Community” in October 2009. It became a network member of

WHO in 2011 and became the first international safe community in suburban areas of Shanghai Municipality. In 2014, it passed

national safe community re-evaluation successfully.

A.2 Prospects and objectives of the community in safety

A.2.1 Prospects of safe community construction

Obey the philosophy that “everyone shall enjoy equal rights of safety and health”, improve safety consciousness &

prevention ability of the public through popularizing scientific knowledge about safety & health persistently, and enhance safety

culture construction of the community. Facilitate the perfection of the pattern of safety production and public safety and improve

safety management level of the community through persistent research & exploration to form a good atmosphere of joint

construction, joint participation & joint enjoyment of the whole people, and strive to build Fangsong Sub-district into an

internationalized, ecologicalized, intelligentized & securitized harmonious community and create a beautiful Fangsong adaptive

to living and business successfully.

A.2.2 General objective for safe community construction

With the construction of an international safe community as the general objective, it aims to establish a long-acting working

mechanism and perfect accident & injury monitoring system of the community. It will gather the power of government

departments, enterprises, social organizations and teams in the jurisdiction to form a secure network covering the whole

community, publicize safety culture vigorously and improve working & living environment of the community. Decrease and

reduce personal injury to the greatest extent through safety promotion, prevent and control the occurrence of various injury

events in the community, improve the overall safety level of the community, and realize that community residents can enjoy safe

& healthy working & living environment. We’ll spare no effort to reduce workplace accident rate to 60%, keep traffic accident in

a steady level, keep no fire accident, and improve resident’s KAP for over 5% every year.

Main objectives include:

(1)Learn about injury type in local region and the law & reason for the occurrence persistently through community resident

injury investigation & analysis, study preventive measures & solutions and improve safe state of the community

continuously.

(2)Carry out safety intervention project persistently aiming at high-risk groups, high-risk environment, atmosphere and

unsafe factors in the community.

(3) Integrate government and social power to realize multi-lateral cooperation, carry out injury prevention & safety

promotion work of Fangsong Sub-district with joint efforts, and construct safety culture complying with community

demand and regional characteristics.

(4)Publicize the idea of safe community widely so that it can go deep into each household and promote safety awareness

rate & satisfaction rate of community residents.

(5) Improve infrastructure construction, perfect quick procedures of patrol inspection, discovery & maintenance, and

improve environmental security of the community continuously.

A.3 Working condition and responsibility division of local government and leaders in safe community construction

With 18 systems including traffic police detachment, fire detachment, public security organ, center for disease control and

prevention, gas company, the old people association, community trade union, women's federation, Red Cross Society, Disabled

Persons' Federation, hospital, school, kindergarten, community safety volunteer, etc., 25 units, departments & social

organizations in total, Fangsong Sub-district has established the safe community promotion committee which shall be responsible

for coordinating various resources & powers and promoting safe community construction. Related leaders and departments of the

community participate in it and bear corresponding work. Director of the promotion committee is the director of the office and

deputy directors are directors in charge of various jobs of the sub-district. The committee is fitted with an office which consists of

3 full-time workers. In addition, it has also set up 6 project work groups for traffic safety, children safety, workplace safety, public

security, safety of the aged and safety of the disabled, which shall take charge of planning and implementing safety promotion

project.

A.4 Overview of community risks

(1) Traffic injury: Fangsong Community, as the core area of Songjiang New City, has crisscross roads. New communities

come forth constantly, occupancy rate rises continuously, the population is introduced persistently, and as a result, vehicles are

increased continuously. Improper parking of motor vehicles, driving of non-motor vehicle on motor vehicle lane, over-speed,

violation of signal light, etc. happen frequently surrounding the roads in the jurisdiction. According to the data provided by traffic

police department during 2011-2012, traffic accidents and personal injury arising from above causes are on the rise.

(2) Children injury: with continuous introduction of the population in the jurisdiction from 110,992 in 2011 to 196,852 in

2015, children quantity has increased in the community correspondingly, especially, children and adolescents younger than 14

years old are more. In 2013, there were 12,122 children at the age of 0-14 years old in the jurisdiction. They are a vulnerable

group of injury, can have injury accidents more easily in daily life, and need to be paid close attention. Such injury accidents will

mainly happen in home and campus, and main types are mechanical injury of objects & appliances and falling injury.

(3) Risk on construction site: during 2011-2016, there were 5 safety accidents in the jurisdiction totally, including 3 high-

place falling accidents. Along with continuous development and construction of Fangsong Community, there are more and more

construction sites year by year, the quantity of high-place operation personnel is increased continuously, and construction risks

also rise correspondingly.

(4) Fire risk in residential area: according to statistical analysis on questionnaire survey of community residents in 2011, it’s

discovered that most of the residents know the perniciousness of fire, but they are unwary and their self-saving consciousness &

ability shall be improved. 13 family fire accidents happened in 2011 totally, most of which were electrical fire arising from fault

and poor contact of electrical equipment. 15 family fire accidents happened in 2013 totally, most of which were resulted from

human negligence and ageing of electrical equipment.

(5) Social security risk: Fangsong Sub-district has a large population and wide area. In recent several years, migrant

population has increased rapidly, group-oriented leasing phenomenon is serious, burglary is inclined to happen frequently,

migrant laborer & neighborhood disputes happen frequently, etc. In 2011, 201 burglary cases happened in Fangsong Community

totally, and main means of such crime is entering into the house by breaking the window or door. Burglary will also result in

personal injury easily while causing property loss.

(6) Injury of the aged: aging population trend in Fangsong region becomes obvious gradually. According to the analysis of

injury data provided by community health service center in 2011, 345 injury accidents happened in 2011 totally. Among the

causes of such injury, tumble and falling down ranked No. 1 and No. 2 respectively, and 97 accidents happened arising from

them, accounting for 28.11%. The aged may have injury accidents resulted from tumble and falling down more easily than the

young. However, in the family of old people only and for old people living alone, no one takes care of them in their daily life,

once any accident injury happens, it may result in serious consequences easily.

(7) Injury of the disabled: the disabled may have various difficulties in actions in their life due to physiological & physical

factors, and are a high-risk group of various types of injury. According to the result of home safety questionnaire survey for the

disabled in the community launched by sub-district community service office in 2013, over 60% of the disabled had injury

accidents once, and main potential safety hazards in life are kitchen facility & equipment, tumble in bathroom due to slipperiness,

etc.

B. Community Composition

B.1 Community composition

At the end of 2011, total population of Fangsong Sub-district was 160,401, including permanent population of 51,166,

number of residents without registered permanent residence here of 3,962, migrant population of 54,530 and number of residents

with foreign nationality of 3,810. By the end of 2015, total population in the jurisdiction became 196,852 with an increase of

22.72% compared to 2011, including permanent population of 66,302, number of residents without registered permanent

residence here of 46,571; migrant population of 79,232 with an increase of 45.30% compared to 2011; number of residents with

foreign nationality of 4,747 with a growth of 24.59%. Among the total population in the jurisdiction in 2015, men accounted for

about 51.35%, namely, about 101,082; women accounted for about 48.65%, namely, about 95,770人; children and adolescents at

the age of 0-14 years old took up about 6.7%, namely, about 13,330; and old people at the age of over 60 years old occupied

about 7.87%, namely, about 15,490 persons.

There isn’t large-scale production enterprise in the jurisdiction of Fangsong Sub-district and it’s mainly dominated by

commerce and operation service industry. By the end of 2015, there were 2,190 commercial operation units which were mainly

distributed in New Songjiang Road, Zidong Street, etc. and surrounding Kaiyuan Commercial Plaza, Xianghe Commercial Plaza

and Jiahe Commercial Plaza, and 3 large-scale supermarkets in the jurisdiction. According to the category, there were 16 large-

scale commercial networks, 200 leisure & recreational units, 422 catering units, 566 retail units, 779 life service units, 4 farmer's

markets and 203 other commercial facilities.

B.2 General situation of safe community construction work

Fangsong Sub-district is a region with population introduced quickly and annual introduction rate of migrant

population of nearly 30%. In addition, there are plenty of community residents changed from suburban farmers into

citizens due to urban development, etc. in the region. Their safety consciousness and prevention ability are relatively

weak. In January 2007, Fangsong Sub-district launched safe community construction work, and established injury

monitoring network dominated by traffic police detachment No. 3 squadron, center for the disease control and prevention

of the community and community health service center, and with the participation of various functional departments. In

addition, Fangsong Sub-district has also set up many teams including community injury investigator & monitor volunteer

team, public security patrol volunteer team, old people service volunteer team, road traffic safety volunteer team, food

safety volunteer team, etc. to bear and participate in safe community construction work.

According to the requirements of safe community criteria, and through getting community injury data & emergency

plan by means of visit, informal discussion, questionnaire survey, injury monitoring, etc. and analysis of accident causes,

various safety promotion plans and injury intervention projects covering traffic, firefighting, children, school, the aged,

social security, workplace, etc. have been carried out.

B.3 Supporting and incentive measures provided by the community and superior government for safe community

construction work

In January 2007, Fangsong Sub-district established safe community construction office to provide special office place and

equipment for safe community construction work. The construction office stipulates work plan and makes request for

appropriation every year for the fabrication of propaganda materials, project popularization and perfection of related facilities &

equipment, and commends the units & individuals of outstanding performance in the work at the end of each year.

B.4 Community safety planning

(1) In January 2007, it stipulated the Overall Planning for Safe Community Construction (2007-2010) and confirmed

municipal-level & national-level safe community objectives.

(2) In November 2009, it stipulated Safe Community Work Promotion Implementation Scheme and considered joining in

international safe community network as the work objective.

(3) During 2011-2016, it stipulated Fangsong Sub-district Safe Community Construction Plan every year and considered

continuous improvement of scientific and professional level of safe community construction as the work objective.

B.5 Management and coordination department in charge of specific safe community construction work in the community

Fangsong sub-district office takes charge of the planning and management of safe community construction, and various jobs

of safe community promotion committee. The sub-district construction office mainly takes charge of daily operation of safe

community construction work in the jurisdiction.

B.6 Management department in charge of coordinating safety promotion/ injury prevention projects

It shall be in the charge of community health service center and sub-district urban grid comprehensive management center

(safety supervision team).

B.7 Long-term mechanism for safe communication construction

Sub-district safe community promotion committee has stipulated working system and meeting system. Work plan and

continuous improve plan of the next year will be stipulated every year according to injury monitoring condition in the

jurisdiction. Safe community construction office is set in grid center (safety supervision team) and safe community construction

will be implemented as a responsibility provision.

B.8 Coverage and objectives of safety promotion plan

(1) Traffic safety: the objective is to cover all people and places ins the community.

(2) Children safety: the objective is to cover all students in school and in kindergarten.

(3) Safety on construction site: the objective is to cover all construction sites, decorative places and construction personnel

in the jurisdiction.

(4) Public security: the objective is to cover all people and places in the community.

(5) Safety of the aged: the objective is to cover all old people at the age of over 60 years old in the community.

(6) Safety of the disabled: the objective is to cover all disabled people in the community.

B.9 Stipulation, adoption and implementation of safety promotion objectives

Stipulation:

(1) each safety promotion working group will propose safety promotion plan and objectives to be realized according to diagnosis

result of the community.

(2) Safe community office will collect and unscramble related materials, and organize evaluation.

(3) Safe community promotion committee will discuss and decide on the approval.

Adoption: government functional departments for various types of safety and Fangsong sub-district office will lead related work.

Implementation: safe community office will coordinate various safety promotion working groups to organize the implementation.

B.10 Evaluation and reporting of safety promotion objectives

Overall construction condition of the community will be evaluated every year. As to specific project, it’s required to carry

out feasibility evaluation during the planning to confirm whether it’s necessary to set up the project, carry out applicability

evaluation during the implementation to adjust technical route and specific measures, and carry out effect evaluation at the end to

confirm whether the planned objectives are realized. Evaluation methods mainly include analysis of accident & injury data,

evaluation of invited experts, evaluation of promotion committee meeting, community questionnaire survey, etc.

The construction office will organize and participate in evaluation work, report review result to safety promotion committee,

make feedback to related project team, unit & department, and propose improvement suggestions.

At the end of each year, it’s required to organize performance evaluation of overall effect of safe community construction

and make a report to Songjiang District Safety Supervision Bureau. Evaluation result shall be told to community residents by

means of internal bulletin, internal network platform, MicroBlog, community newspaper, etc.

1.2 Cooperation and participation of local government and health department in safety promotion and injury prevention

work

Fangsong Sub-district safe community construction is carried out under unified planning and integration of district

government. District safety supervision bureau carries out specific coordination & guidance, and related departments such as the

center for disease control and prevention of the community, community health service center, Fangsong local police station,

traffic police detachment No. 3 squadron, fire detachment, etc. provide support & cooperation to guide and carry out

various projects related to traffic safety, children safety, safety on construction site, social security, safety of the aged,

safety of the disabled, etc. The center for disease control and prevention of the community and sub-district community health

service center carry out injury detection and analysis work.

1.3 Participation of social organizations

Sub-district old people association assists the project team to implement old people safety promotion project, old people

safety investigation, safety knowledge publicity, safety lecture, care for the aged, etc.

Family planning guidance service center carries out various safety precaution publicities, trainings & educational activities

for infants at the age of 0-3 years old, assists the implementation of household safety project, and carries out various

characteristic activities with the theme of safety protection education.

Community home-based care service agency for the aged provides various services such as house cleaning, meal delivery,

help, etc. for part of the aged in the jurisdiction, and assists to carry out home safety education & publicity activities for the aged.

Community firefighting volunteers participate in the publicity of community fire safety knowledge and assist to carry out

residential area firefighting & escape drill and other activities.

1.4 Channel for community residents to announce dangerous environment and dangerous condition discovered by them

(1) Call 110 for public security condition, 119 for fire condition and 120 for rescue condition.

(2) Potential accident hotline: 57701684.

(3) The community will organize volunteers to go on patrol and make patrol records.

1.5 Construction of long-term mechanism of safe community organization

(1) Stipulate working systems including Working Conference System, Accident and Injury Detection System, Accident and

Injury Publicity, Education and Training System and Performance Evaluation System.

(2) Safe community construction office considers the work of safety community as the daily work, and arrange full-time

personnel to take charge of such work.

(3) Safe community construction office tracks the work of each project team, caries out annual work summary every year

and propose work objectives & plan of the next year.

(4) Safe community promotion committee convenes a meeting in due time to listen to work report, evaluate safety

performance, coordinate various resources and adjust the plan.

D. Criterion 2 Have Long-term & Continuous Injury Prevention Plan Which Can Cover Persons with

Different Sex and at Different Age and Various Environments & Conditions

2.1 Traffic safety project

2.1.1 Basic information

At present, total mileage of the road in Fangsong Sub-district is about 100km, road network density is 3.6km/km2, and 120

groups of traffic light are set within the range. There are 11 arterial roads and over 30 branch arteries in total in the jurisdiction.

The road of about 15km will be built newly and reconstructed every year. There are nearly 60,000 private cars owned by

residents in the jurisdiction, and the quantity increases progressively year by year.

According to accident statistics of traffic police detachment No. 3 squadron, 5,886 happened in 2011 in the jurisdiction,

including 1,535 persons who were injured and 17 persons who died in these accidents. According to the analysis on accident

causes, main reasons are as follows: part of the road sections do not have traffic sign, and bicycles, non-motor vehicles &

pedestrians cross the street; motor vehicle driver fails to take proper measures, which results in vehicle collision accident; motor

vehicles violate the provisions on giving way at the intersection. In addition, since occupancy rate of newly-built communities in

Fangsong Sub-district is improved year by year, recreational & catering industries in the region are increased sharply, and

improper parking phenomenon surrounding the road is relatively serious; motor vehicle drives at an excessive speed or runs the

red light frequently; driver drives without driver's license or after drinking, etc. 5,661 traffic accidents happened in 2014 in the

jurisdiction, including 1,443 persons who were injured and 7 persons who died in these accidents. Among these accidents, 537

accidents are related to bicycle’s, non-motor vehicle’s & pedestrian’s crossing the street, 497 accidents related to the vehicle’s

failure in driving on the regulated lane; 247 accidents on violation of the instruction of traffic signals; 891 accidents related to the

vehicle’s violation of the provisions on giving way at the intersection; 1,521 accidents related to motor vehicle driver’s failure in

taking proper measures and ensuring safe driving; 59 accidents related to driving without driver's license or after drinking.

According to such situation, traffic safety projects have been carried out to improve driver’s accident prevention ability, self-

cultivation & traffic safety consciousness, and guide drivers, pedestrians, etc. to form good habits of abiding by traffic

regulations, observe related regulations & laws, realize civilized driving, and reduce the behaviors violating related regulations &

laws and of impacts on traffic safety.

2.1.2Safety precaution objectives

(1) Perfect the construction of facilities at key intersections (such as community, business street, hospital, etc.) to ensure

scientific, standard & reasonable setting and normal operation of various road traffic facilities and improve road traffic safety

condition.

behaviors such as running the red light, over-speed, etc., improve the qualification rate of driving behaviors and reduce accident

rate.

(3) Strengthen the remediation vigor of illegal behaviors and strive to decrease the traffic injury rate to 6%-10%.

(4) Enhance traffic safety consciousness of community masses by carrying out traffic safety publicity in community, schools

& units, prevent the occurrence of traffic accidents and reduce the quantity.

2.1.3 Work plan

(1) Increase traffic road administrative facilities in the place where accident may happen easily and in key road sections.

(2) Enhance concentrated renovation, intensify the prevention & control of road traffic accidents, and enlarge the

enforcement vigor in key road sections and densely populated regions.

(3) Enhance the renovation of city appearance and traffic environment, ensure scientific, standard & reasonable setting and

normal operation of road traffic facilities, and ensure standard & orderly parking management of motor vehicles & non-motor

vehicles and distinct responsibilities.

(4) Carry out publicity. Carry out comprehensive & high-efficiency publicity of traffic safety knowledge in the community,

schools, families, enterprises and construction sites by means of lecture, informal discussion, traffic volunteer activity, etc.

2.1.4 Project intervention measures

1. Increase traffic road administrative facilities in the road sections where accidents happen frequently, important

crossings, etc.

(1) Increase two deceleration strips at two main intersections of Lanqiao Business Street; paint two groups of visual

intervention deceleration strips at the entrance/exit of south & north Lanqiao Communities; change traffic lights at the

intersection of Guyang Road and Nanqing Road, mark complex line of arterial road in downtown area, perfect signs and

markings surrounding the school, and reconstruct the cycle of signal light at intersections along Renmin Road.

(2) Mount a group of yellow flashing light in the south gateway of Shanghai General Hospital (South) to remind passing

vehicles that here is hospital entrance/exit and it’s required to slow down when passing here; set non-motor vehicle lane again,

increase tax parking space, mount electronic police for illegal parking additionally, and mark & set grid line for no-parking area

to standardize parking order surrounding the hospital. For the planning of road mark, add the instruction of left turning lane from

the west to east of New Songjiang Road (south gate of the hospital) and the instruction of right turning lane from east to west to

prevent rear-end collision arising from sudden deceleration of vehicles due to turning into the hospital.

(3) Mount central isolation fence in New Songjiang Road (Renmin Road North—Botong Road), Sixian Road (Jiangxue

Road—Lanqiao Community) to prevent traffic accident arising from arbitrary U-turn of vehicles.

(4) Mark and set no-parking area at the gateway of south Lanqiao Community, and mount electronic police to shoot illegal

vehicles parking on zebra crossing and in yellow no-parking area. Ravel out vehicle entrance/ exit of the communities to prevent

collision accident of vehicles, and build a safe passageway for pedestrians & non-motor vehicles.

(5) Mount 12 sets of road safety monitoring system, 14 groups of traffic lights, 5 groups of yellow flashing light, 32 traffic

signs and 1.5km of marking on Chenhua Highway and Chenta Highway newly; mount 6 groups of traffic light, 4 groups of

yellow flashing light, 22 traffic signs and 0.8km of marking on the broadened & reconstructed Jiasong Highway; add 3 groups of

traffic light and 6 signs & boards in extension section of Wenxiang Road.

(6) Mount instruction sign of night light lane in all middle isolation green belts in the jurisdiction of Fangsong Sub-district,

and mark and set light reflecting instruction for going on street edge, over 230 places in total, to prevent collision against the

middle green belt, reverse driving and other potential traffic safety hazards due to unclear vision.

(7) 10 sets of road safety monitoring system, 15 groups of economic police for snapshot of various illegal behaviors, 10

groups of traffic light, 3 groups of yellow flashing light, 46 traffic signs and 4.4km of marking have been mounted in road

sections where accidents happen frequently in Fangsong region.

2. Add police force and road administrative signal facilities in densely populated area

(1) Compared to the work at the first selection preparation stage of international safe community before 2011, quite a few

arterial roads have been built in Fangsong jurisdiction, and some roads become crowded due to rise of resident population in

surroundings. Therefore, to solve traffic problem of surrounding residents, the project team has carried out field investigation &

survey on part of crowding points & section in urban area, and carried out the governance & alleviation work of traffic jam

“point, line, plane & block” by taking various measures such as canalized intersection (section), lane adjustment, perfection of

signs & markings, etc. Policemen have been arranged to eliminate traffic jam and ensure smoothness in peak hours when citizens

go on & off duty and students go to school & leave school in the morning and in the evening, so as to reduce the traffic injury

accidents.

(2) Set 495 vibration lines, 136 deceleration strips and 36 safety instruction boards on the gateway of part of the

communities and schools; mark nearly 7,000 parking spaces uniformly in main business streets in urban area, on both sides of the

road and in the sections where people and vehicles are dense. At present, there are over 17,000 parking spaces in the jurisdiction

at present.

(3) Launch orderly operation of “electronic police” for illegal parking. Since 2013, 8 monitoring areas have been set in the

jurisdiction for illegal parking of motor vehicles, involving in the roads surrounding Kaiyuan Mediterranean Business District,

stops of Metro Line 9, South Qichang Road commercial network and Nanqing Road commercial network.

3. Carry out centralized control of illegal traffic behaviors

(1) Traffic police detachment No. 3 squadron, by means of regular & irregular traffic safety special control, has

increased police force to maintain traffic order at main intersections to help relieve traffic jam condition during peak

commuting hours.

(2) It has organized nearly 100 times of special control aiming at drunk driving at night during 2014-2016 and

seized 478 post-drinking (drunk) driving cases.

(3) It has carried out 6 times of special control of running the red light arbitrarily every year, and over 18,340

person-times of motor vehicles, non-motor vehicles and pedestrians have been investigated & treated.

(4) It has carried out 24 times of special control of road traffic in front of school gate and corrected over 50 cases of

improper parking and arbitrary crossing of the road.

(5) It has carried out illegal operation traffic control for 72 times regularly during 2013-2015 and investigated & collected

over 180 vehicles.

4. Carry out traffic safety publicity in the community, schools and units

(1) In 2011, publicity policemen of Songjiang Traffic Police Detachment No. 3 Squadron went to 6 middle & primary

schools, 19 neighborhood committees, 2 vehicle units and 9 ordinary units in Fangsong Sub-district to publicize traffic

safety knowledge, and held over 30 traffic safety lectures with over 5,000 audiences.

(2) In 2012, 35 traffic safety lectures were carried out in schools, neighborhood committees, government departments and

hotels, 4 times of traffic volunteer trainings were held, and 5 times of traffic volunteer activities were carried out to publicize the

hazards & consequences of serious illegal behaviors such as post-drinking driving, fatigue driving, etc. Aiming at electric bicycle

accidents happening frequently, publicity and education for hazards of over-speed of electric bicycles were also carried out for

residents.

(3) In June 2013, Fangsong Sub-district invested over RMB 100,000 Yuan in the maintenance of traffic simulation

experience center and traffic safety knowledge publicity classroom set up inside Sanxin Primary School, and in the increase of

multiple sets of traffic simulation equipment to provide better & more acceptable traffic safety places for school students and

community residents. Over 4,000 person-times will participate in the experience every year.

(4) During 2014-2015, the project team, together with Songjiang Traffic Police Detachment No. 3 Squadron, carried out

over 120 times of traffic safety publicity in each neighborhood committee, enterprise & public institution and school in

the jurisdiction, held over 60 volunteer activities, distributed over 10,000 copies of publicity materials, and put up over

2,000 traffic safety picture posters with over 20,000 receivers.

2.1.5 Effect analysis

Through traffic intervention project, the number of regional per capita traffic accidents is in steadily controllable trend.

Statistical condition of traffic accidents and casualties in Fangsong jurisdiction during 2011-2015 is as shown in Table 1.

According to the icon, compared to 2011, the quantity of traffic accidents has decreased to 5,638 from 5,886 with the decrease

amplitude of about 4.3%, number of the injured has decreased by 9.6%, and death toll has decreased by nearly 70%.

2.1.6 Continuous improvement of the project

(1) After passing the appraisal & selection of international safe community in 2011 for the first time, this re-evaluation

has drawn more attention. Compared to the previous appraisal & selection, we pay more attention to strengthening

public opinion guidance, expand traffic publicity effects actively and strive for safe traveling of the residents in

Fangsong Community.

(2) Aiming at key groups, we enhance the publicity and education. Taking community residents, rural villagers,

migrant workers, college, middle school & primary school students and motor vehicle drivers as priority, we

intensify themed publicity activities to guide the public to abide by traffic rules conscientiously.

(3) Carry out investigation & group consultation on hazardous road sections continuously one by one, supervise the

handling of chronic & stubborn traffic problems, and eliminate such problems within the regulated period. Carry

out seasonal & staged significant & major traffic accident special prevention actions according to actual situation of

the region, perfect traffic signs & markings, standardize parking management, and improve traffic facilities.

2.2 Children safety project

2.2.1.1 Basic information

Now there are 6 state-run kindergartens in Fangsong jurisdiction. In 2011, 43 children injury accidents happened totally,

including 17 happening in the kindergarten, 14 happening at home and 12 happening in other places, all of which have resulted in

children injury in different degrees, but no fatal accident. In the same year, after random questionnaire survey on 300

kindergarten teachers & children in the jurisdiction, it’s discovered that about over 65% of the children had injury accidents once,

mainly in the type of falling down, collision, stab wound of sharp object, scald, etc. Children injury accidents have happened in

nearly 2/3 of the kindergartens, mainly in the type of injury arising from falling down and tumble. Through questionnaire survey,

we have also discovered that safety risks that may happen on children easily are embodied as follows: I. there exist potential

hazards which may result in injury easily in kindergarten and at home, for example, being lost, being falsely claimed, fall

damage, bump injury during playing, accidental falling down during climbing, etc.; II. safety precaution consciousness of

children, parents and teachers & administrative staffs in the kindergarten still needs to be improved, for example, some parents do

not pay sufficient attention to the cultivation & education related to self-protection ability of children and lack the guidance on

children’s safety knowledge & skills, parents and kindergartens shall cooperate with each other, etc. Therefore, the promotion

project will carry out comprehensive exploration in safety management, R&D of safety education courses, training for teachers

on safety education, etc., and intensify regional demonstrative overall research & practice by using the experience of one point to

lead the whole area to reduce the occurrence rate of accidental injury of children and create a safe & healthy campus.

2.2.1.2 Safety precaution objectives

Implement and popularize the idea of safe community profoundly, strengthen safety management of the campus

continuously, explore the construction of children safety education courses, innovate the carrier and expand diverse parent-child

safety publicity & education activities to promote safety consciousness & ability of the children, teachers & parents

comprehensively, strive to build safety education joint construction mechanism integrating the family, campus and community,

integrate family & community recourses with kindergarten as the link to carry out safety promotion jointly, drive all people to

build a safe homeland jointly, and promote practical effect of children safety education.

2.2.1.3 Project plan

(1) Implement the promotion step by step centering on “kindergarten safety level overall promotion” project plan, and carry

out optimization & perfection in stages.

(2) Perfect campus safety precaution system of the kindergarten, prohibit motor vehicles from entering into the kindergarten,

prevent outsiders from entering into the kindergarten, classroom or canteen arbitrarily, and all affairs shall be approved by class

teacher or kindergarten leader to eliminate the source of danger injuring the children fundamentally and guarantee children’s

health & safety in the kindergarten.

(3) Strengthen the contact with surrounding communities continuously, make full use of community resources, strengthen

conventional education on children, cultivate good behavioral habits of children, enhance their self-protection awareness and

self-protection ability, promote project implementation, expand project influence, and create the political & economic

environment for children safety education positively.

(4) Promote the investigations on surrounding environment, facilities & equipment, actual situation of related persons,

current management situation, safety education, etc. of the kindergarten, find out various potential safety hazard sources, and

track them timely for rectification & optimization. Carry out strict management on electrical equipment in each class and it’s

required to pull up the plug to cut off power supply when teachers do not use such equipment. All teachers and administrative

staffs shall be familiar with the position of fire extinguishers and learn the use method of fire extinguisher.

2.2.1.4 Intervention measures

(1) Intensify the use and maintenance of technical prevention equipment, including stipulating provisions on the use and

management of technical prevention facilities & equipment, implementing measures for the use and management of daily

technical prevention facilities & equipment and ensuring normal operation of basic supporting facilities. Secondly, enlarge

infrastructure reconstruction and updating. It has specifically carried out a series of carpet-type rectification & optimization such

as anti-skid treatment of regional road surface, rearrangement of circuit line, etc. to ensure the safety & effectiveness of basic

configuration.

(2) Establish trilateral linkage mechanism consisting of sub-district safe community promotion committee, teacher

representative and parent representative to carry out supervision on kindergarten management, surrounding environment and

teacher’s education behaviors jointly, and propose suggestions & requirements timely.

(3) Carry out guard inspection and registration system strictly. Children are forbidden to bring any sharp object, small toy,

etc. into the kindergarten. When any collective activity such as large-scale activity, sports meeting, etc. is carried out, it’s required

to have corresponding safety requirements and preventive measures.

(4) Organize to carry out safety education special activity in the kindergarten. For example, “safety monthly management

mechanism” special activity has been carried out in the pilot affiliated kindergarten of teacher training unit and 9 safety theme

project management schemes have been formed, namely, psychological safety theme, toy safety theme, fire safety theme, disaster

prevention safety theme, home safety (winter holiday & summer holiday) theme, sports safety theme, food safety theme, traffic

safety theme and public place safety theme. In addition, multiple emergency handling drill plans have been perfected, for

example, Kindergarten Snow Disaster Emergency Disposal Drill Plan, Air Quality Emergency Preparedness and Response Plan,

etc.

(5) Aiming at detailed publicity & education contents for children, teachers & parents, enrich activity forms and carrier,

intensify children’s concern on safety problems, and improve corresponding safety precaution awareness and self-protection

ability. By virtue of holding various activities such as “fire safety month” theme activity, organize parents & children to carry out

home fire investigation, design home fire escape route, visit firefighting center, etc. By virtue of “home safety month” theme

activity, introduce in “children safety behavior auxiliary tool kit through Safe Kids Worldwide and guide the parents & children

to carry out investigations on home safety potential hazards. By virtue of “traffic safety month” theme activity, organize traffic

safety parent-child simulation experience, searching surrounding traffic safety signs and other activities.

(6) Carry out children safety education activity actively. I. Set safety education courses to teach children some simple safety

common sense, for example, do not follow any stranger, do not play with fire, do not touch power socket, etc.; II. guide children

to identify some basic safety problems in the campus, at home and in public environment by means of children’s song, story,

interactive game, etc.; III. intensify children’s mastery of basic safety knowledge by virtue of carrying out escape simulation drill.

During 2011-2016, each kindergarten had carried out fire escape drill for at least once every year. In addition, each kindergarten

still had organized children to visit fire station, safety experience center, etc. for 15 times with the participation of over 8,000

children for each time.

(7) Enhance teacher trainings and perfect safety education training courses for teachers. Aiming at insufficient overall safety

education awareness & ability of teachers in kindergarten and lack of related professional & continuous training, the affiliated

kindergarten of teacher training unit has taken the lead in carrying out related research, unscrambled & optimized safety training

contents for teachers, compiled relatively comprehensive supporting training resources such as Safety Education Training Course

Collection for Kindergarten Teachers, Teacher Training Manual for Safety Management on Children One-day Activity,

Emergency Rescue Training Material for Kindergarten Teachers, etc., and configured a set of professional emergency rescue

training device valuing RMB 400,000 Yuan.

2.2.1.5 Effect analysis

(1) It has promoted safety management level of the kindergarten effectively, and controlled & reduced occurrence rate of

injury accidents of children. Besides, injury accidents outside the kindergarten have also been reduced obviously. According to

statistical result of injury accident provided by community health service center in 2016, there were 27 injury accidents of

children totally, including 9 happening in the kindergarten and 10 happening at home, and there wasn’t fatal accident of children.

(2) Possible hazardous accidents such as earthquake, fire, flood, electric shock, defrauding, steal, etc. have been

demonstrated one by one by means of activity, discussion, performance, multimedia picture, video, etc., which has enhanced

safety consciousness, safety common sense and related safety skills of children, teachers & parents. Children have been

organized to simulate “fire escape & self-rescue”, which can enhance children’s personal feeling by virtue of on-site simulation,

so that they can pay great attention to hazardous accidents and master necessary self-rescue knowledge. Implementation of the

project has won the recognition of numerous teachers & administrative staffs and parents.

2.2.1.6 Continuous improvement of the project

(1) Compared to the effects gained after joining in international safe community in 2011 successfully, the quantity of

kindergartens in Fangsong Community has increased continuously in recent years. It’s required to optimize

homeland linkage safety education mode research further on the basis of previous children safety intervention

measures, emphasize the completion of the study on parent-child safety publicity & education brochure and

brochure popularizing & using mechanism, highlight extension of safety education to the family, and enhance the

life adaption of safety education.

(2) Enhance the experienced radiation further, drive surrounding sister parks and expand demonstrative radiation

effects.

2.2.2 Accidental injury intervention project for 0-3-year-old children

2.2.2.1 Project background

The children are active instinctively, have poor self-protection awareness & ability, and are more probable to have accidents

in daily life or game activity. Accidental injury is considered as one major killer of children death. According to related

investigations, accidental injury has become the largest cause of death of children younger than 14 years old in China at present,

which is featured by high occurrence rate and high death rate. Most of accidental injuries of children happen in the condition that

parents, teachers and other custodians are careless & unconcerned. Quite a few parents or teachers lack the awareness of

preventing accidental injury of children, and can’t expect accidental injury of children at all. Therefore, parents, the elder,

teachers, etc. shall have crisis awareness when looking after the infants to prevent accidental injury of the children to the greatest

extent.

Fangsong sub-district family planning guidance service center is a professional community early education institution. It

meticulously. To prevent children from being injured, they often take many protective measures. However, children’s curiosity

and growth desire drive them to explore the surrounding world persistently. Therefore, there isn’t absolutely safe environment. In

case only passive measures are taken to evade all the time, parents will be impossible to defend effectively. Some parents even do

things that should be done by children instead of them, which has restricted various activities of children strictly and deprived

children from the opportunity of improving self-protection ability through practice, as a result, many accidents that shouldn’t be

incurred happen.

As a matter of factor, during the growth process of children, the best method is to teach children knowledge about and

methods for preventing injury actively to enhance children’s self-protection ability and give true safety to children. In above case,

in case the parent doesn’t prohibit the child purely, but give the child scissors exclusively used by children actively and teach the

child accurate using method, the parent can not only satisfy the child’s curiosity, but also prevent the accident.

2.2.2.2 Project measures

The center has set up children safety working group, carries out management strictly according to relevant specifications,

and has fundamental safety channels & safety measures for children. Toys and teaching aids shall be safe & clean and the

environment shall be comfortable & orderly. It’s required to guarantee the quantity and quality of different types of toys and

teaching aids. Nowadays the parents pay more and more attention to early education of children, whether education idea of early

education institution respects children’s development of personality and whether it has solid theoretical foundation and long-term

education practical experience are extremely critical. Therefore, the center will confirm course theme as “children early safety

education” theme activity. It will employ various interactive modes such as music, game, multimedia, parent salon activity, etc. to

provide parents & children with guidance for safety early education and practical safety training from professional teachers, but

also provide them with lots of fun arising from games.

mounted inside the center to carry out real-time monitoring; safety channels have been set; the center has carried out

facility reconstruction for the gate, activity room door and all classroom doors, and mounted anti-pinch door slot

protection bar to prevent accidental hand pinch event; foam ground mats laid in classrooms originally will generate static

electricity in dry weather and the center has carried out reconstruction and replaced them by environmental PU ground

mats; flexible packaging has been carried out for sharp corners of fire extinguisher boxes, desks, chairs, etc.; anti-

collision angle has been mounted; the center has added guardrail additionally to prevent children from falling down;

carry out inspection & overhaul of activity space, game facilities, etc. where accidents may happen frequently regularly,

for example, children’s slide, swing, motor-trolley, etc. Upon any problem is discovered, handle it timely.

(2)System intervention. Fangsong sub-district family planning guidance service center has established and perfected various

post safety responsibility systems such as Safety System of Early Education Center, Safety System for Outdoor Collective

Activities, Potential Unsafe Hazard Reporting System, Accident Emergency Treatment Plan, etc. to realize concreteness,

explicitness and operability. A series of systems will form comprehensive & dimensional prevention and control.

(3)Communication intervention. The center can guide parents to discover and eliminate various potential hazards in living

environment timely by means of parent child education salon activity, etc. to prevent accidental injury of children to the

greatest extent. It has promoted digitalized “extreme ease” palm home APP application platform. Parents can master

children’s activity information news, various activity notices, children’s sign-in & sign-out in activities, etc. at any time

by joining in palm home APP application platform. Before any holiday, teachers will send the “Notice for Parents of

Children” by virtue of APP application platform to remind parents to pay attention to children’s safety in the holiday.

(4)Experience intervention. Since May 2012, Fangsong Sub-district has established 3 early safety education practice points

in the community to provide professionalized guidance for parents of children at the age of 0-3 years old in the

community free of charge. It employs “invite-in” guiding method and distributes free experience tickets to invite child

family to participate in parent-child early education activity. Since its operation, 4,122 families have experienced early

safety education practice guidance free of charge.

2.2.2.3 Effects

By virtue of facility reconstruction, hand pinch and bump injury accident of children in daily activity has been decreased to 0

from 3, parents’ satisfaction rate on “children early safety education” theme activity has reached 100%, and their satisfaction rate

on safety promotion intervention work has reached 99%. In addition, the center has carried out questionnaire callback survey on

400 students’ parents. According to the data, 98% of students’ parents think that their safety consciousness has been improved

obviously, which is mainly embodied in that accidental tumble and falling events of children in home life have been decreased

significantly. In 2016, 12 injury accidents of children arising from accidental tumble & falling at home and in public places

happened totally, decreasing by nearly 54% compared to 26 accidents happening in 2015.

2.3 Construction site workplace safety project

2.3.1 Project background

There are 6 building construction units in the jurisdiction of Fangsong Sub-district at present with over 1,300 peasant

workers; 2,659 places related market industry, hotel industry, recreational & leisure industry, etc., including 57 places in special

industries such as large-scale warehouse, etc. Along with constant development & construction of Songjiang New City, the

quantity of construction sites is increased gradually and the number of employees is also increased correspondingly. In addition,

decoration places of commercial and residential houses also keep in a large quantity all the time. Construction personnel always

neglect safety problems in construction site and decoration place easily, for example, wearing safety helmet when entering into

construction site, fastening safety rope during high-place construction, etc. Most of front-line workers are peasant workers. They

lack basic safety common sense, have poor safety consciousness & self-protection ability, and may suffer from injury easily

during the construction & decoration. From 2012 to 2016, 5 production accident happened in the jurisdiction, including 3 high-

place falling accidents on construction site and 2 object striking accidents. It is thus clear that high-place falling is the injury

accident which may happen easily during construction and decoration.

2.3.2 Intervention plan

Stipulate workplace safety promotion project plan and implementation scheme, enhance daily safety supervision, take safety

intervention measures aiming at migrant laborers and high-risk personnel on construction site actively, improve working & living

environment of vulnerable groups, promote safety coefficient of high-risk personnel, and enhance safety consciousness of the

leaders & employees of production & operation units to prevent production safety accident.

(1)Establish safety credit evaluation archives of production & operation units, and implement staged supervision production

(1) Since there are many building construction units in Fangsong region, workers have weak safety consciousness and most

of construction units have the idea of highlighting production, cutting down the schedule and belittling safety, injury accidents

arising from high-place falling and object striking happen occasionally. Therefore, project team shall enter into building

construction unit to carry out supervision & inspection frequently. During 2012-2016, it carried out safety production inspection

for 5,328 person-times, found out potential hazards of 1,179 items, implemented rectification of 1,179 items with rectification

rate of 100%, and issued over 200 copies of safety production supervision & inspection opinion books.

tools for operations on special posts, and check whether necessary labor protective articles are distributed to peasant workers. In

case any problem is discovered, point it out immediately and issue an order of rectification.

(2) For outdoor operations in summer, project team shall go to site to carry out inspection every day, supervise construction

unit to adjust operation time and avoid peak hours from 12:00 a.m. to 3:00 p.m. It’s forbidden to carry out outdoor high-place

operation to ensure life safety of peasant workers.

(3) Organize and arrange trainings on safety business knowledge and safety skills for peasant workers, and carry out work

skill trainings regularly every year. Over 1,500 peasant workers have participated in such trainings. Besides, it has also arranged

enterprise personnel to participate in safety knowledge competition of the whole district and gained a good result. Make use of

itinerant exhibition of safety production month & safety production knowledge panels, carry out on-site emergency drill and

other activities, print, distribute & put on safety signs and various warm tips related to caring for life and highlighting safety.

(4) Care about physical & psychological health and working & living environment peasant workers. Supervise building

construction units and production enterprises to add and replace working & living facilities of peasant workers, and require them

to establish special sports leisure place, employee education room and employee activity room, which have enriched sparetime

life of peasant workers and got unanimous good reputation among peasant workers.

2.3.4 Effect evaluation

Since workplace safety intervention project is carried out, safety training & education coverage rate has reached 90%. Safety

consciousness of residents, unit staffs and migrant peasant workers in the jurisdiction has been improved significantly. They can

use “safety helmet & safety belt” correctly, take appointment with certificate and carry out standard operations. Besides, their

self-protection awareness has also been improved. Though there still exists the phenomenon of taking appointment without

certificate, it has been controlled and decreased year by year through education and issuing opinion book. Carry out standard

operations, cherish life and realize safety production. There wasn’t safety fatal accident in 2015.

2.3.5 Continuous improvement plan 3

(1) Provide safety knowledge training & education for laborers in the jurisdiction, strengthen the publicity of safety

production continuously and promote safety consciousness of employees in workplaces.

(2) Highlight safety inspection density & intensity aiming at hazardous chemical units and fireworks & crackers units to

prevent safety accidents such as explosion, fire, etc. which may result in group injury.

(3) Explore, establish and perfect safety supervision linkage mechanism, and further enhance resultant force of work and the

ability of handling problems quickly to reduce injury accident.

2.4 Community public security project

2.4.1 Burglary intervention project

2.4.1.1 Project background

According to the statistics, during 2012-2016, 882 burglary cases happened in Fangsong Community in total. Most of these

cases happened at 02:00 a.m.-05:00 a.m. before dawn and at 5:00 p.m.-8:00 p.m. at dusk. Main causes of frequent occurrence of

such cases are as follows: in recent years, newly-built communities in the jurisdiction have increased, the population has

increased significantly and migrant population has also increased constantly. Generally, owners have been in heavy sleep at 02:00

a.m.-05:00 a.m. before dawn and burglary of thieves can’t be discovered easily. While at 5:00 p.m.-8:00 p.m. at dusk, most of

people are dining outside and no people are at home. In addition, safety precaution awareness of community residents is

2.4.1.3 Work plan

(1) Enhance the construction of civil air defense, material defense & technical prevention to construct perfect patrol

prevention network.

(2) Perfect various public security precaution teams, cooperate with professional institutions to maintain public security

actively, carry out public security patrol in the community, attach and prevent various illegal behaviors, and improve prevention

& control ability.

(3) Carry out public security and legal education in the community, as well as legal publicity & popularization work to

create safe & harmonious social atmosphere actively.

2.4.1.4 Project intervention measures

(1) Increase professional forces for public security work year by year. The number of policemen has been increased to 73

from 32, the number of joint defense team members has increased to 209 from 88, and there are 31 comprehensive control &

public security team members and 84 comprehensive coordinators now. In addition, strengthen standardization construction of

each team further, which has enhanced safety precaution inspection and street public order patrol vigor of the community

effectively. As to technical prevention facilities set in the jurisdiction, road monitors have been increased to 182 from 22 and

networking electronic alarm devices have been increased to 1,919 from 188. During 2011-2013, nearly RMB 4,000,000 Yuan was

consumed to complete technical prevention reconstruction of 18 communities such as Chendao Community, Chunfengyuan

Community, Kaiyuan Community, etc. In 2013, RMB 1,000,000 Yuan was invested to mount camcorder in part of residential

buildings in the jurisdiction, which has increased the sense of security of residents.

(2) Hardware facilities of all communities in the jurisdiction have been configured and constructed according to “new six

small engineering” requirements of certain technological content such as “community perimeter alarm, electronic night patrol,

TV monitor, building program controlled door, household burglarproof door and corridor voice controlled light”, etc. at present.

The sub-district has invested RMB 1,200,000 Yuan to carry out camera probe reconstruction of 10 communities, including

Xianghe Community, Jingyi Garden, Lanqiao Community, Dongming Community, etc.

(3) In 2012, the sub-district invested to configure 35 motorcycles, 70 interphones and 207 sets of helmet & uniform for the

joint defense team with total amount of RMB 1,200,000 Yuan. In addition, 12 public security posts were set up in the jurisdiction

with total investment of about RMB 700,000 Yuan. 2 joint defense team members are assigned to carry out night duty in each

post, and all members are assigned to work overtime especially during the period when cases happen frequently, namely, in

January and November. The team insists on employing bidirectional sign-in system to enhance the management of public security

team members and public security patrol team members in the community, which has improved case prevention & control ability

level in the jurisdiction.

(4) In 2013, reconstruction of technical prevention facilities was included in practical projects of the sub-district with total

investment of special funds of RMB 2,400,000 Yuan to mount camcorders in 3,944 corridors of the communities. In addition, 233

spot shooting monitoring points were set in key sections and regions with complex public security conditions for 24-hour whole-

process monitoring.

(5) In 2015, action of renovating communities of weak public security was carried out to control burglary cases strictly.

Special inspection actions were carried out for 16 times in the whole year, more than 1,200 persons were dispatched, over 30

potential hazards were discovered and over 20 communities were renovated with rectification rate of over 95%. The local police

station adjusted duty mode. Community police should visit for no less than 30 families every month, take residents on 1F & 2F as

key objects, make visit records and upload the records to the folder of responsible deputy director in uniform format before the

end of each month.

(6) In 2016, the project team carried out property security night supervision & inspection for 49 times, issued 164

supervision & inspection rectification sheets and dismissed 55 employees. Other employees suffered from penalty of RMB 100-

200 Yuan, and 19 community property managers were deducted with marks.

(7) Now there are more than 1,800 “safety volunteers” in the jurisdiction and over 7,000 persons will participate in

community street public security patrol in every year.

(8) Carry out public security and legal publicity in the community, invite community residents to participate in public

security publicity activity and see public security publicity documentary film to sound the alarm and improve their safety

precaution awareness. Precaution improvement shall be done from oneself.

2.4.1.5 Effect analysis

Give full play of defense patrol network by virtue of comprehensive utilization of various precaution means, and public

security precaution ability of the community has been enhanced significant. Wide participation of community residents and

continuous expansion of mass prevention & mass treatment team have maintained public security & stability effectively. In

recent years, quantity of burglary cases in the jurisdiction of Fangsong Sub-district has been decreased year by year.

2.4.1.6 Continuous improvement of the project

(1) Check and update technical prevention facilities regularly and incorporate the maintenance of technical prevention

network into the unified maintenance list.

(2) Carry out property standardization & normalization service establishment activity and enlarge patrol & troubleshooting

work intensity of doorkeepers & guards.

(3) Carry out investigation and evaluation on outstanding public security problems in the jurisdiction regularly. In case any

problem is discovered, solve it timely.

(4) Further give play to the role of community volunteers & voluntary patrol team, improve resident’s self-precaution

awareness and reduce family property losses by means of warning condition notification, community safety publicity, etc.

2.5 Old people anti-tumble safety project

2.5.1 Project background

According to demographic statistics in 2011, permanent pollution of old people at the age of over 60 years old and over 80

years old was 11,882 and 1,162 respectively in the jurisdiction, and the latter accounted for 9.79% of total permanent pollution of

the aged. There were 429 families of old people only, including 176 families of old people at the age of over 80 years old, and

there were 94 families of old people living alone. According to the analysis of injury data provided by community health service

center in 2011, 49 injury accidents of the aged happened in total in 2011. Among the causes, tumble & falling of the aged due to

lack of necessary barrier-free facilities in toilet and smooth ground of the toilet at home, no night light or double-control lighting

switch in bedroom corridor and insufficient light at night, etc. ranked No. 1; sharp/blunt instrument injury of the aged arising

from degradation of body function of the aged, decrease of body control ability, weak ability of withstanding external force by

body, relatively bluntness of thinking & response, decrease of the ability of controlling surrounding environment due to slow

action, etc. ranked No. 2, and injury accidents of the aged arising from above two largest reasons were 24 and 14 respectively.

The aged may have tumble & falling injury accidents more easily than young people. As to the aged in the family of old people

only and living alone, no one takes care of them in their daily life. Once any accident injury happens, it may result in serious

consequences easily. Based on above reasons and according to basic condition of the aged in the community in 2011, Fangsong

Sub-district has carried out old people anti-tumble safety project to reduce injury of the aged arising from tumble.

2.5.2 Objectives of the plan

(1) Carry out safety education aiming at old people at the age of over 60 years old in the jurisdiction, especially anti-tumble

safety education & training for old people of advanced age, the family of old people only and old people living alone, to improve

safety consciousness of the aged in the community.

(2) Improve hazardous environment which may result in injury easily, enhance safety precaution measures and reduce the

occurrence rate of the injury of the aged.

(3) Organize old people fitness teams to carry out various types of physical trainings, so as to enhance their physical quality

and improve body balance function.2.5.3 Implementation of the plan

(1) Organize to carry out lectures & trainings related to anti-tumble injury and self-protection of the aged to teach them how

to prevent tumble and how to alleviate secondary injury after tumble.

(2) Carry out reconstruction of environmental facilities of potential safety hazards to prevent injury of the aged.

(3) Carry out paring caring activities for old people of advanced age, the family of old people only and old people living

alone, and perfect the configuration of living facilities, etc. in the home of the aged.

2.5.4 Old people anti-tumble intervention

(1) Place folding chairs in the corridor for 16 old people living alone and 26 families of only old people at the age of over 70

years old in the community for their rest during floor climbing process, and paste fluorescent sticker on the ground of corridor to

prevent tumble of the aged at night due to poor sight.

(2) Carry out sidewalk pavement repair and pave the road flatly together with real estate department, sub-district service

office, etc. aiming at tumble of the aged arising from uneven road surface.

(3) Aiming at the problem that “left-behind” old people at advanced age may have accidental injury easily for no one takes

care of them in the daytime, Fangsong Sub-district has established an old people nursery to provide the aged with care in the

daytime, dining, noon break, entertainment, spiritual consolation and other services. At present, 18 old people enjoy such services

in the nursery every day on average. Community volunteers will provide haircutting, pedicure, etc. for the aged regularly every

month.

(4) Provide knowledge training related to anti-tumble, firefighting, mental health, family emergency, etc. for the aged in

various forms, and improve injury prevention ability of the aged by organizing escape drill, distributing various types of safety

brochures and playing safety knowledge feature films.

(5) Rely on community life service center to provide various hardy services and commissioned payment of water &

electricity expenses for residents in the jurisdiction. 16 old people living alone have enjoyed free home services.

(6) Carry out “old partner” plan and “pairing caring” activity. Pair a core volunteer and a community doctor with a high-risk

old people living alone in each community. Carry out volunteer training & experience exchange regularly, require volunteers to

pay a visit, take greeting call, etc. regularly, and ask for opinions & suggestions of the objects receiving such help by means of

questionnaire survey.

2.5.5 Intervention effect

In 2016, the project team called back 100 old people families in the jurisdiction and the result showed that injury rate arising

from living environment factors decreased to 4% from 10% in 2013, including tumble injury rate of the aged in the corridor with

folded chairs decreased to 1% from 8% in 2013; secondary injury rate arising from untimely discovery & rescue was decreased to

3% from 6% in 2013, and satisfaction degree on questionnaire survey was also increased to 95% from 71% in 2014.

In addition, 33 injury accidents of the aged happened totally in the jurisdiction, decreasing by about 32% compared to 2011.

2.6.1 Project background

Now there are 501 disabled persons with disability certificate in the jurisdiction of Fangsong Sub-district, including 317 of

physical disability, 43 of intelligence disability, 45 of listening & talking disability, 56 of vision disability, 35 of mental disability,

4 of speech disability and 1 of multiple disabilities. According to accident & injury statistical data of Fangsong Sub-district, 8

injury accidents of the disabled happened in the jurisdiction totally in 2011, which were mainly resulted from tumble. The

disabled have poor physical condition and weak safety consciousness due to physiological factors, family safety measures &

facilities are incomplete, and they are a high-risk group of various types of injury. Their main activity place is home, home safety

is associated with their life safety, and therefore, solving their home safety problems is extremely urgent.

2.6.2 Objectives of the plan

Improve safety consciousness of the disabled in the community, improve hazardous environment that may result in injury

easily, reduce injury accidents of the disabled in the community, realize that “every disabled person can enjoy rehabilitation

services” through enhancing rehabilitation measures, improve life quality of the disabled, and carry out home safety work for the

disabled solidly with the attitude of being highly responsible for each disabled family.

2.6.3 Implementation of the plan

(1) Check home safety condition of disabled family regularly. For example, check if household barrier-free facilities have

been reconstructed in the disabled family, whether there is any disabled family of no barrier-free facility and whether barrier-free

facilities are intact to reduce injury accidents. Each neighborhood committee is configured with disabled helpers to learn about

and master family conditions and injury information of the disabled regularly, master home safe demands of the disabled

accurately through establishing archives for the disabled, and increase the pertinence of community home safety measures.

(2) Aiming at the weakness of the disabled in respect to unsmooth information receiving channel, carry out knowledge

lectures related to home safety precaution, etc. in the community, and organize the disabled to participate in publicity activities

related to firefighting, anti-theft, anti-defrauding, etc. 165 lectures and home publicity with 2,000 person-times have been carried

out, and related safety publicity activities have been carried out for 24 times totally, which have helped the disabled to improve

their & home safety consciousness effectively.

(3) Provide household caring services with the severely disabled as help objects, including everyday housework, nursing,

etc. 10 severely disabled persons have received related services provided by 218 person-times in helping alleviate housework of

the dependents, so that the dependents can input more energy to pay attention to the safety of the disabled.

(4) Provide the distribution of household assistive devices. Configure a series of assistive devices for the disabled in the

jurisdiction according to evaluation result of professional evaluation team. So far, such devices have been distributed to 912

person-times to compensate for their body functions lost due to defects, so as to improve their life self-management ability and

reduce the occurrence rate of home injury accidents.

(5) Considering various factors such as difficulty in moving, etc., the sub-district has provided “home rehabilitation” service

for part of the disabled. It signs service agreement with the disabled and provides home rehabilitation service for them every

month. Such home service has been provided for 1,459 person-times to help them overcome their physical difficulty, enhance

their self-management ability, and reduce injury probability in home life.

(6) Implement the reconstruction of household barrier-free facilities continuously. Increase and reconstruction of barrier-free

facilities such as door entry ramp, stair railing, toilet handrail, etc. have bee completed for 82 disabled families.

2.6.4 Implementation effect

By virtue of carrying out home safety intervention promotion project for the disabled continuously, compared to 2011, it has

perfected home safety hardware facilities in disabled family in the jurisdiction fundamentally, improved the degree of safety of

home life of the disabled, and created a relatively safe environment for the disabled in the community at present. According to the

questionnaire of dependents of the disabled in 2016, their satisfaction on rehabilitation facilities and services provided by the sub-

district reached 100%, including the proportion of extreme satisfaction up to 35%. In addition, with the arrangement of Sub-

district Disabled Persons' Federation and community development office, the proportion of the completion of facility

reconstruction for the disabled families proposing the requirement on the reconstruction of barrier-free facilities in the

community reached 100%. The questionnaire also showed that satisfaction rate of dependents and the disabled on the

reconstruction of barrier-free facilities at home was up to 100%.

2.7 Home firefighting promotion project

2.7.1 Basic information

With continuous completion of the development, construction and commodity residence projects of over ten years, 65

residential communities have been built in Fangsong Sub-district at present, including 283 high-rise residential buildings. Due to

insufficient configuration of firefighting facilities and difficulty in escaping from high-rise residence, extremely large challenges

have been brought to community fire safety work. In addition, along with constant increase of migrant population in the

jurisdiction, the number of leasing persons has also increased continuously, which has also added various hazardous factors for

community fire safety.

According to the statistics, 49 fire accidents of various types happened totally in 2011 with no death, 1 person injured and

direct property loss of RMB 437,053 Yuan, including 28 household fire accidents with direct property loss of RMB 205,143

Yuan, accounting for 49% of total fire accidents. Direct reasons for frequent occurrence of residential fire accidents are mainly as

follows: electrical fire arising from fault and poor contact of electrical equipment, fire arising from careless use of frying-pan and

appliances using gas fuel, fire arising from left-over kindling, fire arising from throwing about cigarette end, smoking in bed, etc.

2.7.2 Safety intervention plan

Strive to improve fire safety knowledge and common sense for self-aid & buddy aid and emergency escape of the residents

to reduce occurrence rate of home fire in Fangsong region, reduce personal injury & economic loss and create a safe living

environment for the residents.

2.7.3 Intervention measures

1. Reinforce the construction of community firefighting organization and strive to promote community firefighting

construction

Establish 25 firefighting workstations consisting of neighborhood committee, police room, property management unit,

community station unit and representatives of community residents in the region, specially stipulate home safety system,

establish and implement related patrol inspection, training, management and warning systems, and carry out maintenance &

management of building firefighting facilities regularly to ensure that related systems are intact and various functions are

complete, good & effective. In addition, establish sound firefighting medium & small grids and provide centralized training for

over 200 community fire safety “medium & small grid” management persons to consolidate community fire safety management

work further through the training.

2. Carry out community firefighting publicity & education activity widely.

(1) Aiming at lack of fire safety knowledge and weak fire safety awareness of residents, carry out household fire

safety publicity & education

Distribute various types of brochures related to fire safety to residents freely to improve fire safety knowledge of community

residents. Each neighborhood committee has distributed more than 50,000 copies of fire safety materials since 2013 and put up

“warm tips” broad, fire safety publicity poster, community tabloid & banner made with the investment of the sub-district on each

residential building bulletin board, at community gate and in commercial street. For example, supervise community subjects to

implement their own responsibilities with Resident Fire Prevention Convention as the platform.

(2) Aiming at ineffective escape after fire, strengthen community fire safety publicity and skill training

Organize community masses to pay a visit to firefighting experience pavilion in due time to carry out escape & fire

extinguishing dill and increase their understanding on firefighting knowledge. By 2015, nearly 20,000 community residents had

been organized to visit Sheshan Hill firefighting experience pavilion. Since 2011, whole people escape drill activity has been

carried out for about 120 times in each community. Participation rate of all residents in the community in firefighting drill

reaches over 80% and all people can learn about the use of firefighting devices, alarm in case of a fire and common sense of

emergency escape & self-rescue.

(3) Make use of “119” fire publicity active day to organize residents to see safety warning educational films, so as to

draw accident experience.

The sub-district will set a central activity meeting place on November 9 every year and each residential area will be

configured with a branch meeting place to carry out firefighting knowledge lecture, fire extinguishing drill, firefighting artistic

performance, etc., so as to form a profound publicity atmosphere in the whole community. Make use of seeing safety warning

educational films to teach and warn people serious hazards of fire accident and remind people to pay attention to fire safety at any

time. In addition, highlight firefighting knowledge & skills related to how to evacuate, carry out self-rescue, escape, etc. in

various fire accidents. In this way, the residents can improve fire safety awareness, maintain firefighting facilities timely, and

eliminate surrounding potential fire hazards to nip in the bud. Through seeing educational & publicity films, it has enhanced fire

safety awareness and self-protection ability of the residents in the jurisdiction further, penetrated the common sense of

firefighting self-rescue and fire safety awareness into the mind of each resident, and guaranteed the safety, stability & harmony of

the community.

2.7.4 Effect analysis

Through intervention, fire safety awareness of community residents has been enhanced continuously, fire extinguishing

skills have been improved to a certain degree, the overall fire prevention awareness of the community has been reinforced

constantly, and the quantity of home fire accidents of residents in Fangsong Community has been decreased year by year.

2.8 Household gas safety promotion project

2.8.1 Basic information

Home safety is one of the important contents of safe community work, and gas safety is the priority among priorities. By

2016, there had been 42,000 gas users and 300 unit users in Fangsong Sub-district. In 2011, a natural gas flash explosion accident

happened in the jurisdiction, which resulted in instant death of 1 person, injury of 4 persons and losses of doors, windows & other

properties of surrounding neighbors in different degrees due to shock wave of the explosion. The accident happened because the

metal hose connecting the valve in front of the furnace and cooking utensils fell off, plenty of natural gas leaked and explosion

happened after such gas met open fire. However, in daily life, considerable people think that gas use is “very simple”, do not

carry out standard operation in gas use, and do not take safe use of gas seriously. Most of them “have a smattering of

knowledge”. Home safety lies in prevention. As the direct victim of household gas leakage explosion accident, each family

member shall have the responsibility to learn and know common sense of safe use of gas actively, and apply such common sense

to actual life truly rather than only keep such common sense that can save life in “theory”.

2.8.2 Safety precaution objectives

Coverage rate of safety inspection of gas users in the community can reach 100% and rectification rate of potential safety

hazards of users can be improved year by year. Strengthen the inspection, updating & reconstruction of gas facilities in residential

area, especially in old community. Intensify education & training related to safe use of gas for the residents by persistent

promotion of “community gas safety” activity to reduce gas accidents and realize no death in fire accident in the community.

2.8.3 Project intervention measures

1. Carry out inspection & maintenance of gas equipment & facilities in the jurisdiction

By the end of 2016, there had been 14,077 natural gas outdoor “stand pipes” and 106 natural gas pressure regulators of various

specifications in the jurisdiction. Songjiang Gas Co., Ltd. will carry out comprehensive patrol inspection on gas equipment &

facilities for 3 times every year and comprehensive maintenance every 3 years, add valves for 1,500 stand pipes and carry out

dust removal & painting of outdoor stand pipes. Reconstruction was carried out for cast iron pipes on 10 roads including

Jiangxue Road, Sixian Road, etc. with total mileage of 21.2km during 2015-2016. In this year, reconstruction has also been

carried out for cast iron pipes in Jiangcheng Garden and Mingfeng Apartment Community with the length of 8.08km.

2. Carry out gas safety publicity & education with “community gas safety activity” as the carrier

The sub-district and Songjiang Gas Co., Ltd. have cooperated with each other to carry out “community gas safety” party

construction & joint construction activity since 2012. Aiming at residents’ weak awareness of safe use of gas, they have made a

set of publicity board containing basic characteristics of gas, how to use gas normatively, how to handle gas leakage, gas accident

cases, etc., and carried out itinerant exhibition in each residential community in the jurisdiction. Professional personnel of Gas

Company stick to penetrating into each neighborhood committee to hold gas safety knowledge lectures for building leaders,

property management personnel, guards and pupils for 26 times, including Safe Use of Gas, Prevention of Household Gas

Accidents, etc. By 2016, nearly 100,000 copies of various publicity materials (products) such as Notice for Gas Users, ball-point

pen, refrigerator magnet, reusable bag, etc. had been distributed. The awareness of safe use of gas of the vast residents has been

improved significantly.

3. Implement rectification measures for users of potential safety hazards in the jurisdiction

Gas Company will carry out safety inspection on installation specification of indoor gas pipelines, specific use condition of

secure-type gas appliances, installation specifications of gas water heater, etc. for 69,117 gas users in the jurisdiction every two

years with safety inspection rate up to 100%, but safety inspection household entry rate is about 90%.

Carry out household gas inspection & improvement for retired veteran cadres, model workers, families of martyred soldiers,

the old & childless and the disabled in the community, and especially carry out safety inspection on gas appliances, stove-piped

water heater, etc. for 4,145 households accumulatively with total expenses up to RMB 300,000 Yuan.

2.8.4 Intervention effect

1,770 users of potential hazards such as use of non-secure-type gas appliances, use of gas appliances after expiration of safety

period, nonstandard installation of gas water heater, etc. and 1,066 users of potential gas safety hazards were discovered in safety

inspection in 2016. It had supervised these users to carry out rectification by issuing Notice of Potential Hazard Rectification. By

October 2016, about 87% of gas users had carried out rectification of potential safety hazards.

E. Criterion 3 (Have Prevention Projects Aiming at High-risk Persons & High-risk Environments and

Improving the Safety Level of Vulnerable Groups

3.1 Group-oriented leasing remediation safety intervention project

3.1.1 Project background

Along with continuous development & construction of Songjiang New City, migrant population in Fangsong region has

been increased year by year. Migrant pollution increased from 54,530 in 2011 to 79,232 in 2015 with the rising amplitude of

45.30%. Migrant floating population has accounted for nearly 40% of the actual population. Many owners purchase houses, but

do not live in the new houses and choose to rent them out. Driven by interest, part of the leasing houses become group-oriented

leasing houses. As a result, potential safety hazards in respect to water consumption, electricity consumption, gas consumption,

environmental health, public security, etc. of the communities are increased, residents complain that migrant people disturb the

peace and residents’ life occasionally, and it becomes a social problem influencing harmony & stability of the region. Related

departments, community neighborhood committees and property management companies in the sub-district will check the living

condition of migrant population through regular registration. Upon any group-oriented leasing phenomenon happens, related

measures will be taken for prohibition and intervention.

3.1.2 Intervention plan

(1) Set up special migrant population management institution to take charge of migrant population and leasing house

management work in the jurisdiction pertinently to reduce the events of impacts on environment, life, public security, etc. of the

community arising from increase of migrant population.

(2) Organize to carry out special group rectification actions, enhance migrant population registration & management,

strengthen the security of living environment of migrant population, and reduce injury accidents of migrant people.

3.1.3 Intervention measures

(1) In August 2011, population service management center was established specially according to actual situation to take

charge of various jobs related to migrant population in Fangsong jurisdiction.

(2) Strengthen the publicity of related laws & regulations and create remediation atmosphere. Manpower of 3,270 person-

times has been input, over 220,600 copies of tabloid have been printed & distributed, 135 publicity banners and 192,000 copies

of brochures & picture posters have been put on. In 2015, Songjiang News published group-oriented leasing remediation

promotion condition for 4 times; Songjiang Television Station carried out on-site report of centralized remediation action of

Fangsong Sub-district for twice; Songjiang New City sponsored by the sub-district, web portal, etc. also publicized the

significance of group-oriented leasing remediation and remediation progress to social public vigorously.

(3) Cooperate with migrant population coordinators of neighborhood committee, sub-district population office, urban

management squadron and other functional departments to check illegal house leasing condition. In case any group-oriented

leasing phenomenon is discovered, population office shall send a notice of rectification within a regulated period at first, make an

appointment with the landlord & leasee, etc. to carry out publicity & education, and then come to carry out inspection. In case

group-oriented leasing phenomenon still exists, urban management squadron shall carry out demolition timely to eliminate

potential safety hazards and ensure the safety & stability of living environment of migrant people.

company to carry out “group-oriented leasing” remediation, organize each community to convene owners meeting timely, and

incorporate the prohibition of group-oriented leasing into Owner Management Protocol. In case any owner is still unwilling to

make remediation through publicity & persuasion, the owners committees will entrust property company to cut off the water

supply & power supply until mandatory demolition, etc. are supplemented in the Owner Management Protocol.

(4) Since 2013, the sub-district has stipulated incentive measures for group-oriented leasing remediation work to quantize

automatic remediation completion condition of the group-oriented leasing house with neighborhood committee as the unit.

Through assessment and acceptance, certain rewards will be endowed. According to data analysis, compared to 2011 and 2012,

the effects of setting up incentive measures are significant and automatic remediation rate has increased by 40% on year-on-year

basis.

3.1.4 Intervention effect

(1) Since group-oriented leasing remediation work is carried out, neighborhood committee in each residential area has taken

the lead in carrying out various migrant population management jobs, convened primary landlord & principal tenant liaison

meeting regularly, and organized & mobilized property company, owners committee, resident volunteers, etc. to participate in

group-oriented leasing remediation work actively. In preliminary review preparation stage of international safe community in

2010, all working personnel were still at exploration stage of group-oriented leasing remediation and most of related jobs were

still in immature stage. However, through great efforts of several years, entity responsibility consciousness of each neighborhood

committee has been improved, responsibility consciousness of related working personnel has also been enhanced continuously,

and all member units not only perform their own functions, but also strengthen their cooperation and carry out “group-oriented

leasing” comprehensive remediation work jointly by virtue of large linkage working platform, which have ensured proper

organization & leadership of remediation work, proper integration of remediation powers and proper implementation of

departmental responsibilities. In this way, group-oriented leasing remediation work has achieved very great effects.

(2) Complaints of community residents related to disturbance of group-oriented leasing people in their normal life and

public security have been decreased greatly. In 2014, 11-12 citizen hotline complaints related to group-oriented leasing people

were received every month on average. After the centralized remediation was carried out, such complaints have been reduced

significantly. In 2016, 54 complaints related to group-oriented leasing were received totally, including 21 ordinary complaints

about resident disturbance.

(3) Through regular remediation action, the number of group-oriented leasing people in the community has been decreased.

In 2015, 4,593 persons living illegally leased houses were cleared away and more than 80% have been rectified automatically by

means of making an appointment, persuading, etc.

(4) The degree of cooperation of landlords with neighborhood committee in relevant work has been improved significantly

and the level of standardization of leasing house has also been improved to a certain degree. Through years’ group-oriented

leasing remediation work, leasing houses in the communities can be rent out according to uniform standards of the sub-district

fundamentally, the quantity of leasing houses has been reduced and living people have become stable. In this way, safety

satisfaction degree of surrounding residents has been improved to a certain degree.

3.2 Dog bite intervention project

3.2.1 Project background

In recent years, more and more residents have kept dogs in Fangsong Community and the probability of occurrence of dog

bite events has also been increased correspondingly. For example, Jianghong residential area has 1,702 households totally,

including permanent population of over 5,600. At present, 107 households have kept dogs and there are 134 dogs in total. In

2012, 2 domestic dog bite events happened in Jianghong Community and the neighborhood committee received 15 resident

complaints about pet disturbance. In 2013, 3 dog bite events happened and 19 complaints about pet disturbance were received.

According to the records of complaints about pet disturbance events made by Fangsong sub-district grid center, 91% of dog bite

events happened for pet dogs were not restrained by dog rope and were in free state during dog walking process. Over 82% of

such complaints were that pet dogs barked continuously but the masters didn’t stop.

3.2.2 Project measures

At the beginning of 2014, Jianghong neighborhood committee, as residents autonomy test unit in Fangsong Sub-district,

organized environmental protection autonomy group. On October 18, 2014, Jianghong Community 1 st Pet Show & Pet Club was

set up officially to take the lead in carrying out various jobs related to civilized dog domestication in the community:

(1) Jianghong neighborhood committee has begun to collect articles related to civilized dog domestication from residents

through Colorful Jianghong since 2014. Many dog domestication persons such as Zhao Jianzhong, Chen Lansheng, etc.

have submitted related articles.

(2) In July 2014, rabies immunization work was carried out and publicized to standardize dog domestication behavior of the

residents and provide convenience for residents to handle dog certificate and rabies vaccination. The Club contacted with

district dog office to set up temporary handling point for handling registration.

(3)On October 18, 2014, Jianghong Community 1st Pet Show & Pet Club was set up and more than 20 dog domestication

persons participated in the activity to make an introduction of the varieties & habits of pet dogs respectively and carry out

field skill demonstration so that residents can learn about the characteristics of different varieties of dogs.

(4) In January 2015, supported by neighborhood committee co-construction unit—city science school, 3 pet shit rooms

designed & made by teachers and students in the school jointly were presented to Jianghong Community for daily

publicity of civilized dog domestication in the community.

(5) In February 2015, neighborhood committee purchased pet shit clamps, pet hauling cables, etc. for encouraging civilized

dog domestication of residents. It publicized civilized dog domestication among residents through MicroBlog & WeChat

of “Colorful Jianghong”, set up stalls at fixed time and in fixed place to carry out publicity distribution by virtue of

monthly “Xinhong market”, and made relevant records.

(6) In March 2015, special building leader meeting was convened and Registration Table of Current Situation of Dogs in

Jianghong Community was distributed, so that building leaders could carry out inspection on dogs in the buildings in the

charge of them. Neighborhood committee could master and make publicity of civilized dog domestication sufficiently for

dog domestication households in the community to recruit more members for carrying out activities of Pet Club.

(7) In September 2015, the sub-district publicized civilized dog domestication and published Initial Written Proposal of

Civilized Dog Domestication in Jianghong Community through blackboard newspaper and “Colorful Jianghong”

respectively, and distributed it to the mail of each household to correctly guide the residents keeping dogs to domesticate

dogs legally, scientifically & with civilization, so that civilized dog domestication can be widely known and good social

atmosphere can be created.

3.2.3 Effect

Since Jianghong Community takes intervention measures for dog bite phenomenon, 69 households keeping dogs have joined

in Pet Club and abided by the rules for civilized dog domestication in community. The idea of civilized dog domestication has

played certain role in the residents keeping dogs. In 2014, 1 dog bite event happened totally in Jianghong Community and

complaints about pet disturbance received by the neighborhood committee decreased to 9. In 2015, 1 dog bite event also

happened and such complaints decreased to 6. Pet disturbance phenomenon has been improved greatly.

3.2.4 Continuous improvement measures

For two years, though publicity work of Pet Club has gained certain achievements, part of residents keeping dogs still persist

their old ways and dog bite events still happen in the community. Through summarization, we’ll intensify the publicity &

guidance of civilized dog domestication continuously to create good social atmosphere vigorously.

dog domestication certificate to related government department legally & actively, to keep dogs legally, to inject rabies

vaccine for dogs, and to handle animal health immunity certificate regularly.

(2)As to dogs that will hurt people, are suspected of suffering from rabies and suffer from rabies, the neighborhood

committee shall make a report to dog domestication people and related government departments immediately, so that

they can take corresponding measures. As to street dogs, cats, etc. flowing in the community, the property company shall

detain or impel them immediately or make a report to related government department so that it can dispose such animals.

(3)Set up a special column to publish the knowledge about civilized dog domestication regularly by virtue of various

publicizing platforms such as community tabloid, MicroBlog & WeChat, electronic screen, blackboard newspaper, etc.

3.3 Severe metal disorder patient injury intervention project

3.3.1 Project background

Severe metal disorders mainly include schizophrenia, schizoaffective disorder, paranoiac psychosis, bipolar disorder, metal

disorder arising from epilepsy and metal disorder accompanied with mental retardation. When a disease comes on, the patient

will lose self-consciousness of the disease or control force of the behavior, and may have behaviors endangering public security

and personal safety of themselves or others. Long-term illness will damage the patient’s social function seriously. Therefore,

except for early discovery and strengthening the care for mental disorder patients, Fangsong sub-district community health

service center has carried out early-stage injury intervention in over 300 metal disorder patients suffering from depression,

anxiety disorder, schizophrenia, etc. in the register.

3.3.2 Project measures

Take the following intervention measures:

(1)Prevent leaving: some patients will leave or escape due to impacts of hallucination or delusion, while some patients will

go out purposelessly. Though in most cases, the explanation about hallucination and delusion is ineffective, but

sometimes it’s necessary and indispensable. When the patients have above symptom, except that they shall be under the

custody and related medicines shall be adjusted in clinic, restraint in certain form shall be given if necessary, for

example, confine them in a certain place or space. It’s required to strengthen patrol inspection & guardianship of all

patients and it’s forbidden to take them lightly to prevent patients with full metal consciousness from creating conditions

autonomously to leave after getting the trust of working personnel. As to the patients leaving home frequently, it’s able to

put contact address, telephone number or other instructions in their clothes or pocket so that others can identify them and

get contact with their dependents.

(2)Prevent negative (self-injury or suicide) behaviors: suicide is very serious among the hazards of metal disorder and is

associated with the life of patients. Therefore, family members shall pay attention to their change in expression &

emotion. In case the patients sigh in despair frequently, or pull a long face and are in low spirits, or reveal some unhappy

& passive words from time to time, it’s a danger signal. Follow-up personnel will warn their family members to receive

outpatient treatment timely and take care of them strictly. It’s required to intensify psychological health education for the

patients to make the patients know the importance of their diseases sufficiently and alleviate patients’ psychological

burden so that they can treat their diseases correctly and receive treatment thoroughly on a firm footing until they’re

cured. At present, no suicide case happens in the recent 3 years.

(3)Prevent hurting others: the hazard of metal disorder also lies in hurting others. Family members shall eliminate the

hurting factor as far as possible. Patients with hallucination & delusion will mainly be treated by medicine, and such

patients shall go to see a doctor timely and take medicine correctly. It’s required to be civilized & polite to others at any

time and it’s forbidden to be rude or impolite to others, nor even wake a sleeping dog. In case you do like this, a certain

person met by you may be a metal disorder patient. In such case, you may be injured by the patient. It’s required to keep

far away from the people with fiery temper and propensity for violence to prevent conflict with them to the greatest

extent. Upon any conflict happens, it’s required to get out of touch, keep away from hazardous area or seek for other help

as far as possible. According to risk level evaluation standards for inpatients (or patients kept observation in emergency

department): level I: metal disorder patients and patients of suicide, escape and other behavior tendency; level II: critical

patients and patients who do not cooperate with treatment or examination; level III: patients receiving medical assistance,

“three no” patients who can’t realize self-management in life, patients who are unidentified or whose identity can’t be

confirmed easily, and patients who delay the payment of medical expenses or whose medical expenses can’t be

recovered; level IV: patients included in the quota and with medical insurance such as district medical insurance,

municipal medical insurance and new rural cooperative medical system, and patients of single disease & clinical

pathway, etc., their medical expenses are expected to exceed the standard stipulated in the quota and medical insurance

department may refuse to pay medical insurance expense; level V: controllable patients with steady illness state. When

the patients with risk level higher than level I have any impulsive action, the doctor in community team will cooperate

with community policemen on site to handle such situation. Medical staff in handling team shall judge mental state of the

patients at that time, pacify them with words or carry out psychological counseling according to actual situation of the

patients, and persuade them to cooperate with the treatment to reduce dangerous behaviors.

(4)Prevent damage: find out reasons and solve the problem correspondingly. The dependents shall not intensify the conflicts

with patients to reduce inducing factors. Put away damageable & fragile objects or put them in special cabinet and box

such as safety box, etc., and even do not purchase valuables. Observe the state of illness closely and adjust the medicine

timely when the state of the illness changes. When the dependents can’t control such patients, they can ask for help from

community policemen.

(5)By organizing health lecture and interactive activity regularly, the sub-district rehabilitation center will publicize mental

health knowledge to the patients, teach them various life skills and methods & skills for responding to frustration &

difficulty and expressing thinking & emotion, and improve patients’ ability of responding to psychological crisis.

3.3.3 Effect

Through ceaseless efforts of guardianship group of Fangsong sub-district community health service center, more than 300 metal

disorder patents in the jurisdiction are in stable state at present.

3.4 Children failing prevention project

3.4.1 Project background

In 2011, 4 children falling accidents happened totally in Fangsong jurisdiction, 4 such accidents also happened in 2012 and 6

such accidents happened in 2013. 80 copies of questionnaire are distributed at random, and 76 copies are recovered with recovery

rate of 95%, including 41 boys with a proportion of 53.9% in total number and 35 girls with a proportion of 46.1%. There are 63

children living on 2F or higher floors in multi-story building, accounting for 82.9% of total number; 8 children living in villa,

accounting for 10.5%; and 5 children living on the ground floor, accounting for 6.6%.

In the statistics of questionnaire survey on patients, we know that about 57% of households living on 2F and higher floors

(including villa) use lock pin on doors & windows at home and 45% of them use safety protective fence at staircase. Their safety

consciousness is slightly weak and home safety measures can’t be proper completely. Nearly 40% of such households use

climbing object on the balcony on 2F and higher floors, and 15 households do not mount preventive fence nor use safety pin,

accounting for 21.1% in total number of parents surveyed.

In addition, according to the statistics of survey result, we also discover that in terms of patients’ safety education for

children, education way of most patients is only simple sermon. It is relatively single and effectiveness is insufficient.

At

last, as to behavioral habit of children, according to analysis of survey result, though patients have carried out education on

preventing falling, the effect isn’t ideal. In daily life, active children will often conduct some dangerous actions, for example,

3.4.2 Intervention measures

1. Environment intervention. Aiming at potential safety hazards in part of family environments, for example, some

households do not mount protective fence nor use safety pin, some households place climbing object on the balcony, we have

carried out safety publicity & education by various means such as activity, performance, multimedia picture, video, field

simulation, etc. to tell parents which are potential safety hazards in the environment and suggest the parents to carry out safety

inspection on family environment and eliminate potential safety hazards timely. For example,

(1) Building with more than 2 floors shall be equipped with window fence which shall be railing arranged longitudinally

with the distance of less than 11cm. It’s forbidden to use horizontal railing to prevent climbing of children.

(2) There isn’t furniture such as desk, chair, etc. which is helpful for climbing beside the window and at the edge of balcony.

(3) Soft protective materials such as blanket, etc. shall placed on the floor surrounding child’s bed, and the doss shall be next

to the wall with fence.

(4) Use sponge, etc. of anti-impact force to warp up sharp edges of the furniture.

(5) Keep the ground dry & non-slippery and use non-slip mat in bathroom or in rainy or snowy weather.

2. Educational intervention. To create a safe soft environment for the children and prevent falling accidents of children, the

project team has provided a series of trainings related to first-aid knowledge & skills for parents, teachers and children.

(1) Contents of publicity and education

� Strengthen the care for children and do not leave them at home alone.

� Do not bring children to play on staircase, open windows and furniture which may overthrow easily. It’s required to wear

helmet and wrist guard when participating in skating, roller skating and other activities.

� First aid training. At first, provide training related to “first aid of cardio-pulmonary resuscitation, bleeding and

tumidness” for members of parent committee to improve first aid knowledge and skills of part of the parents.

(2) Publicity and education way

� Bulletin board, kindergarten website, information platform, little radio for leaving kindergarten.

� Distribution of notice of parents, home brochure.

� By virtue of parents' meeting, training for parent committee, etc.

3. Publicity and education for teachers and administrative staff

(1) Network publicity. Make use of network to publicize first aid common sense so that teachers & administrative staff can

learn about how to eliminate potential safety hazards of children falling, how to judge the injury state when the children are

injured, how to make first aid and how to avoid secondary injury arising from improper treatment to the greatest extent.

(2) First aid training. By virtue of face-to-face training, teachers and administrative staff can master correct first-aid

measures and methods after the children are injured, and take correct method at the first time after any child is injured so that the

child can get treatment as early as possible.

4. Publicity and education for children

(1) Small radio of kindergarten. The contents shall include the common sense of preventing falling down, warning children

not to climb to high place or stay at home alone, etc.

(2) Give lessons. By virtue of news about falling down and small experiment of falling down, the children can learn about

the hazards of falling down from high place and be aware that fracture, head injury and even death may be resulted and the

consequences are very serious.

3.4.3 Effect evaluation

By virtue of a series of intervention measures, we have improved parents’ safety precaution awareness and corresponding

safety knowledge & skills. According to statistics of survey result, the proportion of children seeking for help from parents when

meeting open window, the edge of balcony and staircases has been increased significantly and climbing proportion has been

decreased obviously.

4.1 Describe that the planning and implementation of which projects are “based on evidence” and describe the source of

evidence & result

(1) According to authoritative reports such as Road Traffic Injury Prevention Report, Global Children Injury Prevention

Report, Violence Prevention: Evidence, etc. of WHO, it’s able to prevent and reduce travelling accidents of pedestrians

effectively by taking various measures such as increasing the visuality of pedestrians and road command of traffic policemen, etc.

Pedestrian travelling safety promotion project has been planned and implemented on the basis of such evidence.

(2) According to Technical Guide for Tumble Prevention of the Aged published by Ministry of Public Health on September

6, 2011, tumble of the aged isn’t an accident, but there are potential dangerous factors. In case various measures such as

improving the environment, mastering first aid knowledge after tumble, etc. are taken, it’s able to prevent tumble injury of the

aged. Old people tumble prevention safety promotion project has been planned and implemented on the basis of such evidence.

Cooperation with Songjiang District Center for Disease Control and Prevention:

Since 2007, Fangsong sub-district safe community promotion committee has cooperated with Songjiang District Center for

Disease Control and Prevention to carry out the research on old people tumble prevention safety project. The project has

confirmed old people tumble evaluation, tumble treatment measures, household environment injury risk evaluation system and

environmental risk factor evaluation method. These research achievements have promoted the scientificity & feasibility of old

people safety project with the purpose of preventing tumble injury of the aged.

Cooperation with East China University of Science and Technology:

In May 2011, the sub-district carried out traffic safety condition risk evaluation with teachers & students in East China

University of Science and Technology. According to traffic accident injury data in the jurisdiction provided by sub-district safe

community promotion center, East China University of Science and Technology has carried out risk evaluation and analyzed the

sections, community entrance/exit, etc. where traffic accidents happened frequently, which has provided favorable basis for us to

stipulate the project, make planning and take measures.

(4) District center for disease control and prevention will analyze accident & injury data, compile Resident Injury

Evaluation Report, and return to safe community office.

(5) Distribute the Injury Evaluation Report to members of safety community promotion committee, and publicize

main injuries & categories to community residents through neighborhood committee to strengthen publicity & protection

awareness and improve their self-protection ability by virtue of publicities & lectures in various channels.

5.3 Recording and application of data information

Injury data information will be recorded by various units set forth in 5.1 and submitted to district center for disease

control and prevention for unified storage for no less than 5 years.

District center for disease control and prevention will carry out research & analysis on data information, materials,

etc. reported by community health service center and safe community office every year to form Injury Evaluation Report

and feed it back to safe community promotion committee and related project teams for adjusting related plan & project

measures and stipulating continuous improvement plan. Construction office will report the accident & injury data

collected and summarized by accident & injury monitoring group to professional department every year for analysis and

forming annual accident & injury analysis report. The leading group will review the performance of safety promotion

projects according to the report.

6.1.1 Evaluation methods for intervention implementation process and effect of safety promotion project

During the stipulation & planning of safety promotion project work plan, organize expert discussion & field investigation to

evaluate the feasibility and practicability of safety promotion project. Aiming at high-risk groups, high-risk environment,

vulnerable groups and unsafe factors, implement project intervention actively, publicize the idea of safe community widely,

enrich safety knowledge of residents, improve safety cultural awareness of residents, enhance their safety, health & ability of

preventing accidental injury, intensify safety precaution and reduce accidents & personal injury comprehensively to realize the

objectives of safety and health of community residents.

6.1.2 Evaluation methods for investigation and remediation of potential injury hazards

Organize safety inspection and special inspection on construction site, decoration commercial & residential residents and

public place regularly every year to learn about how to discover potential hazards, how to rectify them and carry out field

verification and confirm whether the discovered potential hazards are sufficient, whether the remediation is thorough and whether

the result is effective.

Construction office will carry out household family entry investigation with the same method and of the same content in the

community every year. Carry out contrast analysis on investigation result of the same content in different years, and evaluate

related injury knowledge and demand change. Under the guidance of experts of district center for disease control and

prevention, carry out overall & systematic evaluation on analysis result of injury records of professional functional

department, classification & sequencing of death cause and medical injury monitoring analysis result.

Safety evaluation & assessment team consisting of related leaders, professional institutions, medical institutions and

experts will carry out research & discussion on comprehensive analysis result of various groups of data, evaluate the

intervention effect, and stipulate the next step of pertinent preventive measures for effective improvement.

6.1.3 Annual work evaluation methods

At the end of each year, various units of the community, various departments and neighborhood committees of the sub-

district will carry out self-evaluation on work plan and work objectives stipulated at the beginning of the year. Community safety

construction leading group will convene a safe community construction promotion meeting every year, carry out evaluation on

overall work of safe community and each safety promotion project, and propose rectification requirements.

District center for disease control and prevention will carry out analysis on medical injury monitoring result collected

and reported by community health service center and various injury monitoring points, and carry out contrast with monitoring
