extended foreign policy perspective; new criteria ENPI-financing for Russian project partners

Kolarctic in the last stage of Interreg IIIA North 2005-07

• : in short –to reduce the problems for modern economic activity, created by the state borders

• should support the the internal integration in the Union, and the cooperation with neighbouring states

• INTERREG is not a foreign development instrument, but regional development in practice

• based on the projects, i.e it is the projects which promote this integration

The neighbouring countries Sweden and Finland invited Norway to take part in the programmes

The Norwegian definition: The country participates in practical terms on equal bases as INTERREG-financer (however the INTERREG-means on Norwegian side does not come from the EU-commission, but from Norwegian state budget)

Why Norwegian participation in INTERREG-programmes?

: Political; to show participation abilities in EUropean integrational policy ..
