“EXCLUSION DEL PREREGISTRO DE AEROGENERADORES PROTOTIPO Y PARQUES EOLICOS SINGULARES
A las instalaciones consideradas como aerogenerador prototipo o parque eólico singular les será de aplicación las
condiciones previstas para el régimen especial en el RD 661/2007, o cualquier otra regulación que los sustituya,
quedando por lo tanto excluidas del registro de preasignación previsto en el RDL 6/2009, así como de los cupos
futuros en caso de que se establezcan.
Para que una instalación sea considerada como Aerogenerador Prototipo debe tener como objetivo la I+D+i y debe
cumplir con alguna de las siguientes condiciones, todas ellas avaladas por el informe pertinente del fabricante:
Menos de 2 unidades instaladas en el mundo con anterioridad a enero de 2010. En el caso de que operen con
diferentes rangos de frecuencia eléctrica, este criterio se amplía 3 unidades
Tener un tamaño al menos 1,5 veces superior/inferior al aerogenerador comercial más próximo, en términos de
potencia
Incorporar mejoras tecnológicas demostrables, sobre los aerogeneradores, que tengan como destino los siguientes
objetivos:
Utilización de sistemas electromecánicos innovadores
Mejoras del rendimiento del aerogenerador medido en términos de energía producida por área barrida
del rotor
Nuevos diseños estructurales
Incremento de la disponibilidad y confiabilidad de la máquina
Nuevas y exigentes condiciones ambientales, como parques marinos
Nuevas aplicaciones, como sistemas híbridos, almacenamiento o desalación
Mejoras que contribuyan a la calidad de la electricidad generada y a la estabilidad de la red
El aerogenerador puede ser una única unidad tramitada administrativamente como tal o una posición concreta en un
parque.
PROTOTIPOS Y PARQUES SINGULARES

Para que una instalación sea considerada como Parque Eólico Singular (PES) debe tener como objetivo la
I+D+i y cumplir con alguna de las siguientes condiciones:
Estar constituido por prototipos de acuerdo con la definición anterior
Disponer de un Plan de I+D+i plurianual
Ser resultado de un proyecto de I+D+i con apoyo público
El PES deberá tener una potencia máxima de 30 MW y dispondrá de medios técnicos y humanos necesarios
para la realización de las actividades específicas de Investigación, Desarrollo e Innovación. La tramitación
administrativa y el límite de acceso será realizado por la potencia antes indicada, debiendo el SCADA del PES
estar dotado de los medios de control necesarios, que permitan la desconexión individual de los
aerogeneradores de acuerdo con las instrucciones del Centro de Control de Generación al que se encuentre
adscrito.
En todos los casos será necesario un informe favorable por parte de una entidad de reconocido prestigio y sin
conflicto de intereses, propuesta por el MICYT, que avale la caracterización del aerogenerador como prototipo
así como el Parque Eólico Singular de acuerdo con los criterios arriba expuestos.
Por otro lado, se limita a 200 MW la potencia que puede acogerse a esta modalidad entre los años 2010 y
2012.

EWEA has responded to an informal European Commission consultation process seeking the views of
the European wind industry on tariff and non-tariff barriers to trade in environmental goods and
services, including wind turbines and their components. EWEA’s position was that wind turbines and
their components should be included in any initiative concerning “environmental goods”, given the
CO2 reduction potential of the wind industry and the leading role EU companies play in the industry,
having a 60% global market share (2008).
EWEA stated that the removal of EU import duties should take place as part of an international
agreement by all relevant players to remove import duties at the same time. Moreover, continued
support from the EU in terms of the 2020 Strategy, ambitious climate targets, maintaining the EU’s
technological leadership through the European Wind Industrial Initiative, and national government
support remain vital for the European wind industry to maintain its global market share. The key non-
European markets for the European wind industry highlighted by EWEA are Australia, Argentina, Brazil,
Canada, China, Egypt, India, Japan, Mexico, New Zealand, South Korea, Turkey, and the United States.
In addition, Russia may be an attractive wind market in the longer term.

The Secretariat would like the Board to discuss and agree on a set of trade issues. We propose the
following principles to apply for EWEAs future work in this area:
• EWEA welcomes the recent interest from DG TRADE in identifying the economic interest and
trading opportunities of European companies in the wind power sector;
• The European Union should take the lead in pursuing an international trade agreement on
environmental goods and services (EGSA), focused on renewable energy technologies;
• wind turbines and their components should be included in any trade negotiations concerning
an EGSA;
• should the WTO’s Doha negotiations not progress, an EGSA should be pursued by the EU as a
multilateral trade agreement and, regardless, in all plurilateral and bilateral negotiations with
key non-EU wind power markets;
• removal of non-tariff barriers should be considered as critical as removal of tariff barriers,
including local content requirements and other trade restricting practices;
• the removal of EU import duties should take place as part of an international agreement by all
relevant players to simultaneously remove import duties and non-tariff barriers;
• continued support from the EU in terms of the 2020 Strategy, ambitious climate targets,
maintaining the EU’s technological leadership through the European Wind Industrial Initiative,
and national government support remain vital for the European wind industry to maintain its
global market share;
• The key non-European markets for the European wind industry are Australia, Argentina, Brazil,
Canada, China, Egypt, India, Japan, Mexico, New Zealand, South Korea, Turkey, and the United
States (and possibly Russia in the longer term).
EXIGENCIAS DE FABRICACION LOCAL: CHINA
• The National Development and Reform Council (NDRC) require that the
production process of wind turbines or finishing of their components takes
place in China.
• The circular with requirements for wind power (NDRC Circular No. 1204
from 2005) is very brief and only stipulates that there has to be 70% local
content. The circular does not define how to calculate localisation. Normally,
local content requirements are reflected in NDRC’s bidding documents with
formulas defining how much each component of a wind turbine counts in the
total balance of local content

EXIGENCIAS DE FABRICACION LOCAL: CANADA
• Local content requirements in Ontario and Quebec Provinces
• Background
• On 1 October 2009, the Ontario Government launched a Feed-In Tariff (FIT) program developed
by the Ontario Power Authority (OPA).
• The aim of the program is for the province to encourage and promote greater use of renewable
energy sources including wind, waterpower, renewable biomass, bio-gas, landfill gas and solar for
electricity generating projects in Ontario. In conjunction with the Green Energy and Green
Economy Act, 2009, the objective is to strengthen the development of renewable generating
facilities of varying sizes, technologies and configurations.
• The FIT program also contains domestic content requirements for wind power projects greater
than 10 kW.
• According to the requirements, companies must meet domestic content requirements starting at
25% and increasing to 50% in 2012. The qualifying activities are specific and described in the
attached Exhibit D of the FIT program.
• The Ontario government's focus is job creation.
• Similarly, Hydro-Québec Distribution in Quebec Province intends to purchase two blocks of 250
MW of wind energy generated in Québec, one resulting from aboriginal projects and one resulting
from community projects. The Quebec 500 MW RFP has domestic content requirements. Bids are
due 19 May 2010.
