Thank you for your email dated 29 January 2016.
Please see attached decision letters in relation to FOI applications [15-16-0027] and [15-16-0029].
Below, we estimate the time each application would take ASQA to process. Please note that these times are aguide only and the scope of the work will, in large measure, depend on the length and complexity of the thirdparties submissions.
Application 15-16-0029
third party service notifications from 2015, excluding material change notifications
Taking your proposed amendment to the scope of this application into account, we estimate that the requestwould take over 5629 hours for a single FOI Officer to process.
Breakdown of time
As discussed, there are approximately 5000 notifications that fit within the scope of your request
The businesses who are the subject of each notification will need to be consulted in accordance with s 27
of the FOI Act
Two discrete consultations are likely to be required in each instance:
One consultation in writing with the provider
One consultation in writing with the third party with whom the provider has aservice agreement
Significant administrative resources are required to perform this task
For example, ASQA will have to conduct a company search of non-
RTOs to ascertain the identity of the appropriate contact person in thebusiness

Approximately 10,000 consultation letters will have to be drafted and
sent by ASQA
Once the third parties have made their submissions, the decision maker will have to consider those
submissions, which will take further time
Once ASQA has made a decision, three parties in each instance will have to be notified of the decision in
writing
Those parties being, yourself, the provider and the third party with whom theprovider has a service agreement
This would require ASQA to draft approximately 15,000 decision letters
Application 15-16-0027
A list of all individuals prohibited from being involved in Registered Training Organisations following acancellation decision. For your assistance, this list was referred to in Senate estimates in October 2015 byCommissioner Robinson: We have a list of persons who, when they have had a cancellations of theirregistration, have some bands of limitation - if you like - for them to be involved as high-managerial agents inanother RTO for a period of two years under the act.
We estimate that the request would take approximately 146 hours for a single FOI Officer to process .
Breakdown of time
As we previously notified, approximately 120 individuals would need to be consulted in accordance with s
27 of the FOI Act
o The consult would occur with persons as well as any businesses that appear on the list
o This will require ASQA to send upwards of 120 consultation letters
Once the third parties have made submissions, the decision maker will then have to consider those
submissions
Once the decision maker has made a decision, all relevant parties will have to be notified of that decision
in writing
Those parties include: yourself, the individuals on the list and any businesses that appear on the list
o This will require ASQA to send between 240-360 decision letters
We hope that this additional information assists you to understand why,in their current form, both applications
pose a significant and unreasonable diversion of ASQAs resources.
