序言
上帝之子耶穌基督是萬王之王、萬主之主、全智
全能管理萬物的救贖者。祂用寶血贖回祂的百姓,並
且設立祂的國在地上,也就是教會。教會均依靠祂為
首而建立。
主後 1980 年 10 月 26 日,本會舉行第一次會員和
會,成立堂會,正式成立,命名為『迦南台灣基督教
會』並通過教會章程,於同年 11 月 16 日會員依據新
會章選出第一任董事及執事辦理教會事務。教會設立
後,蒙神恩典,教勢日進,購置會堂,於 1983 年 7
月 17 日搬入會堂聚會。後因教會人數漸增,決議建
造新堂,遷移舊堂,整修改建,於 1996 年 2 月 18 日
舉行新堂獻堂禮拜。
教會的兒童、青少年、華語、及其他事工逐年擴
展。原本的會址逐漸不敷使用,需要一個較大的場地
來容納教會各項活動及提供未來發展的空間。經過長
時間的禱告和搜尋,因著上帝的恩典,教會順利購買
新堂,並於 2008 年 12 月 28 日遷入 4405 Fortran
Court, San Jose 現址。
起初主耶穌將眷顧及治理服事之責任交代教會
(彼得前書 5:1 - 4,約翰福音 20:21),並記載
「凡人都要規規矩矩的按著次序行」(哥林多前書
14:40)。為此本會依循聖經之原則,制定適合之
法規,做為治會之規矩,辦事之準繩,以期在體制下
共同體現信仰的真義。無負主耶穌所交託的使命,並
且使天父的旨意得成在地上如同在天上。
教會是基督的身體。身體是一個,卻有許多肢
體。肢體雖多,仍是一個身體。肢體彼此相助,便叫
身體漸漸增長。回顧教會歷史,教會群體在各角落依
其文化、語言、使命、負擔,在其崗位上各自表達並
見證其信仰。在有限的時間上,集中精力與資源,發
展其託付。從外表上看似分歧差異,但在一主、一
信、一洗、一上帝的共同信仰下,使基督的身體展現
其豐盛與融合。
Foreword The Son of God, Jesus Christ, is the King of Kings,
Lord of Lords—the omniscient, omnipotent Savior who
governs all things. He used his precious blood to redeem
His people and to establish on earth his kingdom—the
Church. Jesus Christ is the head of all churches.
On Oct. 26, AD 1980, our church held the first
congregational meeting to establish us formally as a
congregation, with the name Canaan Taiwanese
Christian Church (CTCC), and also approved the church
bylaws. On Nov. 16 in the same year, the church members
elected the first slate of directors and deacons, according
to the new bylaws, to handle church matters. After the
church was established, the ministries increased, by God’s
grace, and the church purchased a house of worship. On
July 17, 1983, the church moved into the house and started
holding worship services and fellowship meetings there.
As the size of the congregation grew later, the church
decided to build a new sanctuary and to repair and
remodel the old house of worship. On Feb. 18, 1996, the
church held a dedication service for the new sanctuary.
Over the years, our children, youth, Mandarin, and
other ministries have expanded. The church realized the
need for a new church site that could accommodate the
growing number of members and programs. After fervent
prayers and a long quest, by God’s grace, the church
moved into the current site at 4405 Fortran Court, San
Jose, on December 28, AD 2008.
In the beginning, the Lord Jesus entrusted to churches
the responsibilities of care, governance, and service (1
Peter 5:1-4, John 20:21). It was written in 1 Corinthian
14:40: ‘Everything should be done in a fitting and orderly
way.” Therefore, according to the teachings in the Bible,
the church established the Book of Order as the laws to
govern the church and as the guide to handle all affairs in
hopes that the congregation together can experience and
manifest the true meaning of the faith under one
framework. This is so that the commission given by the
Lord Jesus will not go unfulfilled and that the will of the
heavenly Father can be done on earth as it is in heaven.
The Church is the body of Christ. There is only one
body, yet there are many members. Although there are
many members, they all belong to one body. The members
help and support each other so the body grows. In
retrospection of church history, churches in all corners of
the world have manifested and testified to their faith
through their cultures, languages, missions, and burdens.
Over limited time, they have also focused their energy and
resources on carrying out their missions. Although they
appear different and separate, they have shown abundance
and harmony in the body of Christ through the shared faith
in one Lord, one faith, one baptism, and one God.
A member of the body of Christ, our church was

本會是基督的一個肢體。本會之設立亦有其獨特
的託付與異象。主曆 1980 年 10 月 26 日立會,一群
來自台灣的基督徒,渴慕以自己的母語 – 台語,在崇
拜、聚會中表達其信仰,期盼將此信仰與其骨肉同胞
分享。信仰前輩為此而設立『迦南台灣基督教會』。
時隔二十年,我們再次反省信仰前輩立會的心意,並
環顧四圍的環境,與衡量周遭的需求,我們確信彼時
的異象,仍舊是今日的異象,並是本會繼續戮力之標
竿。
同時,我們也認識到信仰傳承的重要性。「至於
我和我家,我們必定事奉耶和華」(約書亞 24:
15)乃是我們所誠心盼望及努力的目標。我們的下
一代在此地成長,英語為其主要溝通及表達語言。在
此紮根,也要在此開花結果。下一代的發展,遂以英
語為其語言、傳承信仰、表達見證,擴展福音給成長
於本地以英語為主要語言的亞裔。
主後二千年以來,鑑於許多從台灣來的新移民及
留學生,習慣以華語為溝通語言,且華語亦為母語之
一。從 2003 年 4 月起,宣道組嘗試以華語來擴展本
地宣道事工,三年來華語宣教事工不斷成長,吸引不
少年輕一代台灣新移民及留學生,本會決定從 2007
年起正式增加華語崇拜與聚會。
同一個體制下,台語、英語和華語三系統的發
展,無分軒輊,相輔相成。保存鼓勵母語的信仰分
享,推廣社會實地的參與服事,建立後代信仰的傳承
持守,發展擴張亞裔的團結認同,以期讓我們的信仰
有根有基有作為,成為上帝國的好子民。
上帝聖而公的教會,雖有不同的文化、語言,但
皆屬基督的身體,是我們的弟兄姊妹,同受宣揚聖道
之託付。因此,力之所及,我們也誠心樂意與肢體教
會共同負擔福傳之責。為此,設有宣道事工條例辦法
以其使教會推動廣傳福音事工、建立神國的目標,得
以落實及實現。
法規事工委員會本著迦南台灣基督教會立會之精
神,用著慎重戰兢的態度,以本教會之原有法規,參
考台灣基督長老教會教會法規,美國基督長老教會法
founded based upon its unique mission and vision. On
Oct. 26, AD 1980, a group of Christians from Taiwan
founded the church. They longed for using their mother
tongue, Taiwanese, to express their faith during worship
and fellowship. They also hoped to share the faith with
their compatriots, their flesh and blood. Therefore, our
foreparents in faith founded CTCC. As we reflect on the
thought of the foreparents, looking around us and
evaluating the current needs, we are convinced that the
vision remains to be the vision today, the goal that our
church continues to strive for.
At the same time, we have also recognized the
importance of passing down the faith. “But for me and my
household, we will serve the Lord” (Joshua 24:15). This
is the goal we earnestly hope and strive for. Our next
generations will grow up here and use English as their
primary language. As we take root here, we are also to
blossom and bear fruit here. The next generations will use
English to pass down the faith, to share their testimonies,
and to make the Gospel known to the Asian Americans
who grew up in this area and used English as their primary
language.
Since AD 2000, the new immigrants and students from
Taiwan have been accustomed to using Mandarin as their
primary language. Mandarin is also one of their mother
tongues. Starting in April, 2003, the Missions Committee
attempted to expand the local evangelism ministry using
Mandarin. In the past three years, the Mandarin
evangelism ministry has been growing and attracting
many young immigrants and students from Taiwan. Our
church decided to formally add Mandarin worship
services and fellowship meetings starting from 2007.
Under the same framework, the three services---
Taiwanese, English, and Mandarin---develop in parity and
in support of one another. They preserve and encourage
sharing of the faith in the mother tongue, advocate the
participation and service in our society, build ways of
passing down and preserving the faith, develop unity and
identity among Asian Americans in hopes that our faith
can be the root and foundation for our deeds and that we
can the sanctified citizens of the Kingdom of God.
Although God’s holy catholic church is composed of
different peoples and cultures with different languages,
they all belong to the body of Christ and are our brothers
and sisters commissioned to proclaim the Holy Way.
Therefore, whenever we can, we sincerely and gladly
share the responsibility of spreading the Gospel with other
churches in the body. As a result, we have set up rules for
the mission ministry so that the ministry of the Gospel and
the goal of building God’s Kingdom can be implemented
and realized.
The Book of Order Committee, by the spirit upon
which CTCC was founded and with prudence and
vigilance, referenced to the bylaws of the Presbyterian

規,及台福教會總會章程,將其精髓納入本會之法
規。於 2009 至 2010 年間,法規事工委員會中負責翻
譯事工的同工們重新翻譯法規的英文部份,並將原本
中、英文兩份法規合併,左右並列於同一文件,以方
便閱讀及比較。在翻譯的過程中,同時校勘既有之中
文內容,將不合時宜或語意不清的部份建議法規事工
委員會酌予修改,遂成為今日之法規。
主耶穌既將治理與照顧的權柄及職份交給祂的教
會。因此,迦南台灣基督教會應具有適當的組織,方
能做個好管家向著神為本會設立之標竿直跑。依聖經
啟示,彼此相愛,搭配事奉,廣傳福音,興旺神國。
願神彰顯基督的王權與主權於迦南。

Church of Taiwan, the Presbyterian Church of the United
States, and the Evangelism Formosan Church and revised
our original bylaws by adopting the finest in their laws. A
team of co-workers started a retranslation project in 2009
in an effort to ensure consistency between the Chinese and
English text. During the retranslation process, the co-
workers also identified Chinese content that had become
obsolete or needed improvement for clarity and submitted
recommended changes to the committee. The result is
today’s Book of Order.
The Lord Jesus has given the authority and
responsibility of governance and care to His Church.
Therefore, CTCC ought to be a fitting organization so that
it can be a good steward of God and press toward the
guidepost that God has set up for the church. As the Bible
instructs and reveals, we at the church shall also love one
another, serve as a team, spread the Gospel, and revive
God’s Kingdom. May God exalt Christ’s sovereignty and
authority at Canaan.

憲法:規定迦南台灣基督教會之本質、目的及組
織之根本大法。
行政法:根據憲法,規定迦南台灣基督教會行政
機構之組織及其職權之法律。
規則:規定辦事之範圍及方法。
條例:規定迦南台灣基督教會所屬各機構之組織
及任務之法條。
章程:規定迦南台灣基督教會所屬具有事業性各
機構之組織、目的及捐募之規則。
Definitions of the Book of
Order The Constitution: the fundamental law that establishes the
essence, purpose, and organization of Canaan Taiwanese
Christian Church.
The Principles of Administration: the set of laws
established in accordance with the Constitution to
determine the organization and responsibilities of various
administrative entities within Canaan Taiwanese Christian
Church.
Protocols: the set of laws that defines scope of ministries
and provides rules of conducts on how activities should be
performed within respective ministries.
Rules: the set of regulations that guides all ministries’
organization and responsibilities within Canaan Taiwanese
Christian Church.
Bylaws: the set of laws that defines the charter, establishes
the rules and governs the fundraising principles of any
business entity within Canaan Taiwanese Christian Church.

第一章:教會名稱
第 1 條 迦南台灣基督教會(以下簡稱本會)設立
名稱為『迦南台灣基督教會』,法律登記
註冊為『Canaan Taiwanese Christian
Church』。

§ 1 Canaan Taiwanese Christian Church (here in after
also “the church,” “this church,” or “CTCC”) uses
“Canaan Taiwanese Christian Church” as both its
common name and legally registered name.
第 2 條 為尊重本會設立迦南台灣基督教會之原始
意義,『迦南台灣基督教會』應保留其設
立的名稱。
§ 2 To respect the founding principles, the name of
“Canaan Taiwanese Christian Church” shall be
preserved.
第 3 條 本會為廣傳福音,擴展宣道事工,所開拓
的教會名稱可依其發展方向及目標而設
定。基本中文名稱為『迦南基督教會』,
英文名稱為『Canaan Christian
Church』。
§ 3 In order to spread the Gospel and expand missions,
the names of churches that this church establishes
may be set in accordance to their directions and goals
of development. Basically, the Chinese and English
names shall be “Canaan Christian Church.”
第二章:立會宗旨
第 4 條 迦南台灣基督教會係基於聖經,相信耶穌
基督為救主,遵從使徒信經為本教會之信
仰告白,而依本憲法組織之教會。
Chapter 2: Principles of the Church
§ 4 CTCC is a church that is based on the Bible, that
believes in Jesus Christ as Savior, that follows the
Apostle’s Creed as its faith statement, and organized
according to this Constitution
第 5 條 迦南台灣基督教會之目標乃是:宣揚拯救
人類的福音;保護、培育、上帝的子民,
促進屬靈團契;敬拜上帝;維護真理;促
進社會公義;彰顯天國理念。
§ 5 The purposes of CTCC are:
to proclaim the Gospel of Jesus for the salvation of
humankind
to shelter, nurture, and promote spiritual fellowship
among the children of God
to maintain the worship of God
to preserve the truth of the Bible
to promote social justice
and to exhibit the Kingdom of Heaven to the world
第 6 條 優先向台灣人及其後裔宣揚聖道乃本會設
立之託付。教會應堅持並妥善維繫此性質
及名稱,戮力承襲此精神。
§ 6 As its priority, the calling of this church is to declare
the Holy Way to the Taiwanese and their
descendants. The church shall maintain and
carefully preserve CTCC's vision and name, and to
strive to continue this spirit.

第 7 條 本會優先以台語、英語與華語為教會聚會及
所有活動之共同語言及發展方針。同一個體
制下,台語、英語、華語三系統的發展,無
分軒輊,相輔相成。保存鼓勵母語的信仰分
享,推廣社會實地的參與服事,建立後代信
仰的傳承持守,發展擴張亞裔的團結認同,
以期讓我們的信仰有根有基有作為,成為上
帝國的好子民。
§7 The preference of this church is to use
Taiwanese, English, and Mandarin as the
common languages and development framework
for church meetings and activities. Under the
same framework, the three services ---
Taiwanese, English, and Mandarin --- develop in
parity and in support of one another. They
preserve and encourage sharing of the faith in the
mother tongue, advocate the participation and
service in our society, build ways of passing
down and preserving the faith, develop unity and
identity among Asian Americans in hopes that
our faith can be the root and foundation for our
deeds and that we can be the sanctified citizens
of the Kingdom of God.
第 8 條 為推動福音事工發展,增列其他語言的使命
與負擔,落實多樣聖工,特歸於本會宣道事
工條例辦法,共同肩負宣道,見證福音。
§ 8 To further the evangelistic callings and burdens
into other languages, CTCC's missions ministry
will establish a set of rules and regulations for us
to share the burden of missions and the
witnessing of the Gospel.
第 9 條 教會是上帝百姓的團契,分佈各地,藉舉行
禮拜及聖禮典,連結於基督,培養信德,宣
揚福音,關懷社會。
§ 9 CTCC is a church for the fellowship of God’s
people, connected in Christ regardless where
they are; through services and sacraments, to
foster faith and virtues, to spread the Gospel, and
to concern for society.
第 10 條 教會在每主日舉行禮拜並定期施行聖禮
典,禮拜以敬拜上帝及宣揚上帝的話為中
心,聖禮典包括洗禮及聖餐。
§ 10 CTCC shall have worship services on each
Sunday and shall have ceremonies for various
sacraments periodically. The services are to be
centered on worshipping God and spreading His
Word, and the sacraments are to include baptism
and communion.
第 11 條 迦南台灣基督教會為治理教會並推行事工
而設小會,長執會及事工委員會。其產生及
職責另以行政法規定之。
§ 11 In order to govern the church and further its
ministries, CTCC shall establish a Session, a
Consistory, and ministry committees. Their
establishments and responsibilities will be
governed by the Principles of Administration.
第 12 條 凡受洗並設籍在本教會者為迦南台灣基督
教會之會員。
§ 12 Those who are baptized and who have their
membership at this church are members of
CTCC.
第 13 條 凡受洗於本會宣道事工所開拓或支持的單
位,其籍別屬於所開拓或支持的單位。請參
§ 13 Those who are baptized in entities created or
supported by CTCC mission ministry are
members of those entities so created. See the

第 14 條 本教會之教制分為牧師、傳道師、長老及
執事。其產生及職責另以行政法規定之。
§ 14 The officers of this church shall include pastors,
non-ordained ministers, elders, and deacons.
Their election and responsibilities shall be
governed by the Principles of Administration.
第 15 條 憲法之修改,須由小會長老應出席人數之

§ 15 To amend the Constitution, the elders of the
Session shall, with a quorum of three quarters
majority and with a vote of three quarters
majority of those present in favor, submit the
proposed amendments to the Consistory. The
members of the Consistory shall in turn, with a
quorum of three quarters majority and with a
vote of three quarters majority of those present in
favor, submit the proposed amendments to the
congregation meeting. Then, if a three quarters
majority of those present at the congregation
meeting shall be in favor of such proposed
amendments, the Constitution shall be thus
amended.
第 16 條 憲法修改不得以臨時會員和會處理之,並
須於年度會員和會之兩個月前擬定完成修正
案。
§ 16 Constitution amendments shall not be part of the
agenda in any Ad-hoc congregational meeting,
but rather shall be duly proposed two months
before the annual congregational meeting.
第三章:信仰告白
使徒信經為本教會之信仰告白。
第 17 條 使徒信經
我信上帝,全能的父,創造天地的主宰。我信耶
穌基督,上帝的獨生子,咱的主。祂由聖神投
胎,由在室女 1 馬利亞出世;在本丟彼拉多任內受
苦,釘十字架、死、埋葬、落陰府;第三日由死
人中復活、升天,今坐在全能的父上帝的大傍;
祂要自彼再來審判活人及死人。我信聖神。我信
聖,公同的教會,聖徒的相通,罪的赦免;肉體
的復活;永遠的活命。阿們。
註: 「在室女」與「童女」或「處女」同義。「大傍」與

Chapter 3: Faith Statement
The Apostles’ Creed shall be the faith statement of
this church.
§ 17 The Apostles’ Creed:
I believe in God, the Father Almighty, the Creator of
heaven and earth, and in Jesus Christ, His only Son,
our Lord. He was conceived of the Holy Spirit, born
of the Virgin Mary, suffered under Pontius Pilate,
was crucified, died, and was buried. He descended
into hell. On the third day He arose again from the
dead. He ascended into heaven and sits at the right
hand of God the Father Almighty, whence He shall
come to judge the living and the dead. I believe in
the Holy Spirit, the holy catholic church, the
communion of saints, the forgiveness of sins, the
resurrection of the body, and life everlasting. Amen.

第四章:總會
第 18 條 以迦南台灣基督教會為主體、加上本會開
拓教會或普世教會團體,最少兩個教會單
位,有共同的信仰根基,認同本會教會法規
並願遵行者,乃得以共同組成總會,實踐本
教會法規內明定的所有有關總會之辦法。此
總會方為本教會之最高代議及治理機構。是
全體教會的代表,也是宣教的總策劃單位。
Chapter 4: The General Assembly
§ 18 When CTCC, as the mother church, establishes
at least one additional church or catholic church
body, the two or more church units shall jointly
form a General assembly to implement all rules
related to the General Assembly in the Book of
Order if they have the common basis of faith and
agree to abide by the Book of Order. This
General Assembly shall be the supreme
representative and governing body, the
representative of the entire church, and the
supreme planning entity for church ministries.
第 19 條 總會尚未成立前,迦南台灣基督教會之小
會即為本教會之最高代議及治理機構。是全
體教會的代表,也是宣教的總策劃單位。
§ 19 Until the establishment of such General
Assembly, the Session of CTCC shall be the
church’s supreme representative and governing
body, the representative of the entire church, and
the supreme entity for church ministries.

“church” expansively defined in the Constitution.
第一章:堂會
本章定義堂會的組成。
Chapter 1: Congregation
This chapter defines what constitutes a congregation.
第 1 條 堂會(congregation)包括所有分堂
(services at same location)及聚會點
(services at different locations)。每一個聚
會點依其地方需要設有台語、華語及英語崇
拜。
§ 1 The term “congregation” encompasses services
at one church location or different church
locations. According to its needs, each church
location may offer Taiwanese, Mandarin, or
English services.
第 2 條 堂會係具有下列條件之教會:
I. 設籍會員三十人以上。
II. 設有小會、長執會、及事工委員會。負責堂會
及所屬聚會點之需要。
III. 視發展需要可設分堂或聚會點,全權負責分堂
及聚會點的事工,人事及財政。
§ 2 A congregation is a church with these
qualifications:
I. It has more than 30 members.
II. It establishes a Session, a Consistory, and
ministry committees that oversee the needs of
the congregation and its church location.
III. Depending on its vision and goals, it may
establish additional services at the same or
another church location. It is fully responsible
for the ministries, personnel, and finances of all
of its services.
第 3 條 分堂及聚會點,屬堂會直轄,並由直轄堂會派
牧師或傳道師一名、長老二名組成負責單位。
I. 人數:十五名以上(至少十戶)滿十八歲已受
洗的成人會員。
II. 同工會組織:由堂會事工委員會選出,至少五
人。
III. 固定主日崇拜,如無駐分堂/聚會點牧師或傳教
師,講壇則由堂會安排。
§ 3 A congregation directly governs all its services
whether they are at one location or different
locations. The congregation commissions one
pastor or non-ordained minister and two elders
to oversee each service.
I. It has at least 15 baptized members—age 18
or older and from at least 10 households.
II. The ministry committee of the congregation
shall elect at least five service members who
can serve in the co-workers committee.
III. If there are no dedicated pastors or non-
ordained ministers for the service, the

congregation shall arrange the pulpit supply.
第 4 條 任何一個分堂或聚會點受洗及加入之會員,皆
屬本會迦南台灣基督教會會員,享有本會會員
之權利、義務與責任。
§ 4 Each member of any service at any church
location is considered a member of the CTCC,
with all privileges and responsibilities.
第 5 條 分堂及聚會點之設置與裁撤由直轄堂會依需要
及宣道負擔決定之。
§ 5 Depending on the needs and burden, the
congregation determines whether to establish or
eliminate a certain service or church location.
第 6 條 分堂或聚會點不遵守聖經、教會法規或小會之
決議時,應勸告之。不接納時,得命令其解散
並以適當方法處理之。
§ 6 If a service or a church location fails to follow
the Bible, the Book of Order, or resolutions of
the Session, it shall be exhorted to comply. If it
fails to acknowledge such exhortations, it shall
be ordered to disband and receive appropriate
discipline.
第二章:會員
迦南台灣基督教會的會員,因為牽涉到本宗神學上信
仰告白能力的要件,及在教會行政上行使會員權利的
規範,因此有會員、準會員以及年齡要件的不同考
量。
Chapter 2:Members
CTCC takes into account requirements of full
members, provisional members, and age for its
membership eligibility because its membership
involves the theological prerequisite of confessions
of faith and the administrative regulations for
members’ exercise of rights.
第 7 條 會員分為會員及準會員。 § 7 Membership includes members and provisional
members.
第 8 條 會員須具備下列資格:
I. 由堅信禮及洗禮:凡確認主耶穌基督為救主,在
本會受洗或堅信,告白信仰並願遵行本會法規及
尊重本會議決者均為本會會員。
II. 其他基督教會會員,充分表現基督教徒的純正信
仰及品性,在本會聚會半年以上,經小會審查信
仰及品行,並告白信仰,並願遵行本會法規及尊
重本會議決者可申請入籍。
§ 8 Members must possess these qualifications:
I. Those who affirm that the Lord Jesus Christ is
their Savior, have had baptism or confirmation
at CTCC, have confessed their faith, and are
willing to obey the CTCC Book of Order and
resolutions are members of CTCC.
II. Members of other Christian churches who have
manifested the pure faith and Christian
character, have attended CTCC for more than
half a year, have had their faith and conduct
reviewed by the Session, have confessed their
faith, and are willing to obey the CTCC Book
of Order and resolutions may apply for the
CTCC membership.
第 9 條 幼洗會員,係幼時根據父母之信仰受洗但尚未
領受堅信禮者。
§ 9 Members by child baptism are those who were
baptized by the faith of their parents yet have
not confirmed their faith in a ceremony.
第 10 條 會員子女幼時受洗,在成長後欲領聖餐者, § 10 If a member’s child who had received child

須依本法第 8 條第一款規定領受堅信禮。 baptism wishes to receive Communion after the
coming of age, he or she must meet the
requirements of item 8, subdivision (1) in this
chapter—that is, he or she must go through a
confirmation ceremony.
第 11 條 會員籍別
I. 會員
A. 凡年滿十八歲以上的會員。
B. 經常參加主日崇拜。
C. 樂意參與事奉及受造就。
D. 有投票權及被選舉。
II. 準會員
A. 凡未滿十八歲的個人,受洗或堅信禮者(小
兒受洗不在此限)。
B. 沒有投票權及被選舉。
C. 可以參加會員和會。
D. 藉滿十八歲,即自動升為會員。
§ 11 Categories of membership:
I. Members are those who:
A. Are age 18 or older
B. Regularly attend Sunday worship
C. Gladly participate in services and discipleship
D. Have the rights to elect and be elected
II. Provisional members are those who:
A. Have received baptism or confirmation and
are under age 18 (Persons who have received
child baptism are excluded.)
B. Have no rights to elect and be elected.
C. May attend congregational meetings.
D. Will automatically become members once
they turn 18.
第 12 條 會員申請入籍程序:
I. 任何合乎資格者可與牧師或長老連絡申請會
籍。
II. 會籍申請須由小會審核,並以超過半數通過核
准之。
§ 12 Membership application procedures:
I. Any qualified person may contact a pastor or
an elder to apply for membership.
II. An application shall be reviewed by the
Session and approved by majority vote.
第 13 條 會員若對小會或長執會之議決有不清楚之
處,可與牧師、長老、執事反應。若尚有不認
同之處,可與十分之一會員連署,反應會員之
想法及考量,交於小會。小會與以慎思及檢視
後,由小會決定,答覆並考慮提案。
§ 13 If members have questions about a resolution of
the Session or Consistory, they may express
their thoughts to a pastor, an elder, or a deacon.
If they still cannot agree to the resolution, they
may cosign a petition with one tenth of the
members to express their thoughts and
considerations and submit the petition to the
Session. After carefully reviewing the petition,
the Session shall respond and consider bringing
a motion to a congregational meeting to make a
decision.
第 14 條 一年以上不參加教會主日禮拜者,或已在其
他不屬迦南基督教會體系下的教會參與服事
者,經小會決議後列為不在籍會員,不計算為

are serving at a church that is not part of CTCC
are considered inactive members by the Session
and are not considered part of the membership

第 15 條 會籍的終止
I. 退出或轉籍到其他教會:由個人向小會提出,經
小會書面備案後,會員可退出本會會籍。
II. 停止會籍:若會員的表現確實有違本會的信仰及
規章者,須由牧師或小會代表與此會員諮詢,然
後報經小會慎重討論後決定是否停止其會籍。
III. 當會員安息主懷,其會籍自動終止。
§ 15 Termination of membership
I. Withdrawal or transfer to another church: After
a member submits a request to the Session and
the Session receives the request for its records,
the member may withdraw from the
membership of CTCC.
II. Suspension: If a member’s conduct has
unequivocally violated the faith and the Book
of Order, a pastor or a representative of the
Session shall discuss with the member and then
report the findings to the Session. The Session
shall then deliberate over the suspension of the
member’s membership.
III. Death: If a member has rested in the LORD,
his or her membership is terminated
automatically.
第三章:會員和會
「會員和會」是由小會召開,聽取小會報告及辦理行
政法所規定事項,其決議事項登錄在小會議事錄。
Chapter 3:Congregational
Meetings
“Congregational meetings” are called by the
Session to listen to the reports by the Session and to
handle matters regulated by the Principles of
Administration. The meeting resolutions are
recorded in the collection of minutes of the
Session.
第 16 條 會員和會由在籍現有會員組織之。 § 16 A congregational meeting shall consist of
current members.
第 17 條 會員和會辦理下列事項:
I. 聽取牧師室年度事工報告及計劃。
II. 聽取長執會及各委員會之事工及財務報告。
III. 聽取小會報告有關總會概況。
IV. 聽取財務稽查員之報告。
V. 推選財務稽查員稽查該年度財務事務。
VI. 接納當年決算、審核翌年預算。
VII. 依法聘任主任牧師,並選舉長老及執事。
VIII. 推選提名委員。
IX. 不動產之購置及處分。
§ 17 A congregational meeting handles these
matters:
I. Hear annual ministry reports and plans from
the Office of Pastoral Ministries.
II. Hear ministry reports and financial reports
from the Consistory and its ministry
committees.
III. Hear reports on the General Assembly from the
Session.
IV. Hear reports from the auditors.
V. Elect auditors to audit financial matters of the
year.
VI. Approve expenditures of the year and review
budget for the following year.
VII. Commission the senior pastor and elect elders
and deacons according to the Principles.

X. 討論、表決議程所列議案。 VIII. Elect members of the nomination committee.
IX. Purchase and dispose of real estate.
X. Discuss and vote on matters listed on the
agenda.
第 18 條 會員和會中不接受提案。 § 18 No motions may be made in a congregational
meeting.
第 19 條 會員和會須有會員的四分之一以上出席始能
成立。主任牧師之聘任,須有三分之一以上之
會員出席始得開會。
§ 19 The quorum for a congregational meeting is one
fourth of the members. The quorum for a
meeting called to determine the commission of
the senior pastor is one third of the members.
第 20 條 會員和會之主席由小會副主席擔任之。書記
由小會書記擔任之,開會記錄應記載於小會議
事錄。
§ 20 The vice chairperson of the Session shall
assume the role of the chairperson of a
congregational meeting. The Clerk of the
Session shall assume the role of the clerk of a
meeting. The meeting minutes shall be recorded
in the collection of minutes of the Session.
第 21 條 會員和會的召集:
I. 每年十一月第三主日定為年度會員和會。
II. 年度會員和會須於會前十四日向會員通知。
III. 會議議程須於會前七日分發各會員。
IV. 小會可要求召開臨時會員和會。
V. 臨時會員和會的日期及目的須於會前十四日公
佈。
§ 21 Calling congregational meetings:
I. The third Sunday of November shall be the date
for the annual congregational meeting.
II. Members shall receive notices 14 days prior to a
meeting.
III. An agenda shall be distributed to each member
seven days prior to a meeting.
IV. The Session may call congregational meetings
on an ad hoc basis.
V. The date and purpose of an ad hoc
congregational meeting shall be announced 14
days prior to the meeting.
第四章:長執會
長執會由小會成員、執事及傳道師所組成。長執會
是教會事工執行單位,負責教會事工之協調與施行。
本教會之教制分為牧師、傳道師、長老及執事四
層。上帝所選召的長老與執事,由教會信徒從中敬
虔,有名望並受聖靈感動的會員中選出的代表。長老
與執事受選都是上帝的僕人,應以謙卑服事的精神,
共同藉制度的整合與協調興旺福音。
Chapter 4:The Consistory
The Consistory is composed of members of the
Session, deacons, and non-ordained ministers. The
Consistory is the executive body of church ministries
and is responsible for their coordination and
execution.
The governing body of CTCC includes pastors,
non-ordained ministers, elders, and deacons. Elders
and deacons are called by God and elected as
representatives by the faithful of the church from
among those who are godly, reputable, and moved by
the Holy Spirit. Elected elders and deacons are God’s
servants and, with the spirit of humility in service,
shall revive the Gospel through unifying and
coordinating the structure of the church.

第 22 條 長執會組織
I. 長執會由牧師,現任長老、執事及傳道師組成。
II. 執事出缺,其任期未過半時,得由超額提名符合
當選名單中遞補。遞補任期為原出缺執事未完成
之任期。
§ 22 Format of the Consistory
I. The Consistory consists of pastors, the current
elders and deacons, and non-ordained ministers.
II. In the event of a deacon’s vacancy in which
more than half of the term remains, the position
shall be filled from the deacons’ reserves list to
fulfill the remaining term.
第 23 條 長執會主席:主任牧師為長執會當然主席。
主席不參與表決,但議案表決正反同數時主席
裁之。主席不在時,由小會副主席代理職務。
§ 23 Chairperson of the Consistory: The senior
pastor serves as the ex officio chairperson of
the Consistory. The chairperson does not
participate in voting. But, if voting results in an
equal number of affirmative and negative votes,
the chairperson shall decide whether the motion
is carried. In the chairperson’s absence, the vice
chairperson of the Session shall act as the
chairperson of the Consistory.
第 24 條 長執會副主席:小會副主席為長執會當然副
主席。
§ 24 Vice chairperson of the Consistory: The vice
chairperson of the Session shall serve as the ex
officio vice chairperson of the Consistory.
第 25 條 長執會書記:由執事選出,負責記錄及保管
長執會會議記錄,並應牧師及小會之要求處理
文件,書記不在時由小會書記代理其職務。
§ 25 Clerk of the Consistory: The clerk, elected by
the deacons, is responsible for recording and
safekeeping the meeting minutes of the
Consistory and for handling documents as
requested by the pastors and the Session. In the
clerk’s absence, the Clerk of the Session shall
act as the Clerk of the Consistory.
第 26 條 執事資格及任期
I. 執事須為本會會員滿二年以上。
II. 執事必須充份表現基督信仰,品行端正並熱心
聖工。
III. 執事任期二年一任,連選得連任一次。
§ 26 Qualifications and term of office for deacons
I. A deacon must have been a CTCC member for
more than two years.
II. A deacon must manifest his or her Christian
faith, possess upright character, and is fervent
about God’s ministry.
III. A deacon shall serve for two years and may be
re-elected one time in succession.
第 27 條 長執會職責
I. 長執會須執行本會事工。
II. 執事負責辦理本會庶務,慈善,社區服務及小
會委辦事工。
III. 長執會得設事工委員會。
§ 27 Responsibilities of the Consistory
I. The Consistory shall execute ministries of the
congregation.
II. The deacons shall be responsible for handling
common matters of the congregation,
charitable work, community service, and the
ministries delegated by the Session.
III. The Consistory shall commission ministry

第五章:小會
小會為教會體制上治理教會最基礎的代議單位,由長老
和主任牧師兩者共同組成小會,體現長老治會之體制精
神。
Chapter 5:The Session
The Session is the basic representative body in church
governance. The elders and senior pastor form the
Session, exhibiting the spirit of governance by elders.
第 28 條 小會組織
I. 小會由本會主任牧師及現任長老組織之。
II. 長老名額得視本會發展實際需要而定,以會員
人數每增 50 人,及增加一名長老為原則。
III. 長老為終身職,有在任與不在任之分。不在任
長老可受邀參加會議,但不參加表決。
IV. 長老出缺,其任期未過半時,得由提名委員會
提名,由臨時會員和會表決遞補。遞補任期為
原出缺長老未完成之任期。
V. 小會應決定在任長老名額,在任長老總名額不
得少於 3 人,且不得多於 10 人。
§ 28 The organization of the Session
I. The Session consists of the senior pastor and
the elders currently in office.
II. The number of elders shall be determined by
the needs and the growth of the congregation.
The principle is to increase the number of
elders by one for every increment of 50 in
membership.
III. Eldership is an ordination for life. But, there is
a distinction between elders currently in office
and not currently in office. Elders not currently
in office may be invited to meetings of the
Session but shall not participate in voting.
IV. In the event of an elder’s vacancy in which
more than half of the term remains, an ad hoc
congregational meeting shall be called to vote
and elect someone nominated by the
nomination committee. The position shall be
filled to fulfill the remaining term.
V. The Session shall determine the number of
elders currently in office, which is no less than
3 and no more than 10.
第 29 條 小會主席
主任牧師為小會當然主席,小會主席亦為長執會主
席。議案表決正反同數時主席裁之。
主席職務:
I. 召開及主持小會。
II. 執行小會所掌理事項。
III. 出具證明書及會同書記簽署必要文件。
§ 29 Chairperson of the Session
The senior pastor is the ex officio chairperson of
the Session. The chairperson of the Session is also
the chairperson of the Consistory. If voting results
in an equal number of affirmative and negative
votes, the chairperson shall decide whether the
motion is carried.
The chairperson’s responsibilities are to:
I. Call and host meetings of the Session
II. Execute matters governed by the Session
III. Issue certifications and sign, along with the
clerk, necessary documents
第 30 條 小會副主席:主席不在或不能履行職務時,
則由副主席代理,副主席由現任長老互選。小
會副主席亦為長執會副主席。小會副主席為會
§ 30 Vice chairperson of the Session
If the chairperson is absent or unable to perform the
responsibilities, the vice chairperson shall act as the
chairperson. The elders currently in office shall
elect a vice chairperson among themselves. The

員和會主席。對外代表本會處理法律事務。會
同書記簽署法律文件。
vice chairperson of the Session is also the vice
chairperson of the Consistory and the chairperson
of congregational meetings. The vice chairperson
shall also represent the congregation on legal
matters and sign, along with the clerk, legal
documents.
第 31 條 小會書記:監管會議記錄,辦理會員會籍,
本會法規之增刪,簽署對外文件,及保持教會
印信。
§ 31 Clerk of the Session
The clerk shall monitor the meeting minutes,
handle matters of membership, update the Book of
Order, sign external documents, and safeguard the
church seal.
第 32 條 長老資格與任期
I. 生活純潔而受敬重,並按聖經的教訓。如彼得
前書五:1-3;提摩太前書三:1-7;提多書
一:6-9。
II. 曾擔任本會二任之執事,或曾擔任過長老職且
已為本會會員並經常參與教會聚會與事工二年
以上者。
III. 長老任期為三年一任,連選得連任一次。初次
擔任長老,應由主任牧師按立,若主任牧師不
在則由小會所認同的牧師團按立。
IV. 本會長老不分性別,須有牧養,教導,治理教
會的恩賜。
V. 什一奉獻,長老應予率先作為榜樣。
VI. 現任長老不應同時擔任本會支薪同工。
§ 32 Qualifications and Term for Elders:
I. An elder must live purely and be respected. He
or she shall follow the teaching of the Bible, as
exemplified by 1 Peter 5:1-3, 1 Timothy 3:1-7,
and Titus 1:6-9.
II. An elder must have served for two terms as a
deacon at CTCC, or have served as an elder at
another church and, after joining CTCC as a
member, had participated in regular services
and serving in church ministries for at least two
years.
III. An elder shall serve for three years, and may be
re-elected once in succession. A first-time
elder shall be ordained by the Senior Pastor. If
the Senior Pastor is absent, the elder shall be
ordained by a group of pastors approved by the
Session.
IV. There is no gender requirement for elders, but
he or she must have the gifts of shepherding,
teaching, and governing the church.
V. Elders shall serve as examples in tithing.
VI. Elders in their terms of service shall not also
serve as paid coworkers of the church.
第 33 條 小會掌理下列事項:
I. 會內事務
A. 治理本會與協助牧師室牧養本會。
B. 依據本會之宗旨及信仰,設立獨立自治教會
C. 負責本會發展及增長方針。小會會員須同心合
意,共同協議、計劃教會聖工。
D. 依教會發展需要,增設分堂及聚會點。
E. 依教會需要,決定長老、執事人數。
§ 33 Responsibilities of the Session:
I. Internal affairs of the church
A. To govern the church and assist the Office of
Pastoral Ministries in shepherding the church.
B. To establish independent self-governing
churches based on the purpose and faith of
CTCC.
C. To be responsible for the church’s
development and growth. The Session
members shall, with one heart and mind,
discuss and plan the ministries of the church.
D. To establish additional services based on the

F. 禮拜及聖禮典。
II. 會友與會籍

Chapter 6:The Office of
Pastoral Ministries
The Office of Pastoral Ministries is responsible for
the execution of the core ministries of the church and
participation in the functions of the ministry
committees. It is reported to the Session.
“Core ministries” are ministries that are directly
connected to worshipping God, spreading the
Gospel, teaching, and shepherding the members.
They include, but are not limited to worship,
missions, education, caring, family, youth, and
children ministries.

§ 39 Organization of the Office of Pastoral
Ministries:
I. The personnel of the Office of Pastoral
Ministries shall consist of the Senior Pastor,
other full-time pastors, non-ordained ministers,
and counselors.
II. There shall be one Senior Pastor; the other
personnel shall assist the Senior Pastor in
executing and furthering the ministries of this
church. When the church has no Senior Pastor,
the Session shall select one pastor to serve as
acting senior pastor.
III. Pastors are servants to the Word of God. Their
principal responsibilities are teaching and
shepherding. Based on their spiritual gifts and
expertise, they should provide spiritual
building-up, coworker training, professional
counseling, planning, and curriculum
development to the core ministry of the church.
IV. The Office of the Pastors shall report to the
Session. The commissioning or
decommissioning of its members is within
authority of the Session. However, due to the
great importance of the commissioning or
decommissioning of the Senior Pastor, such
matters shall be confirmed by the
Congregational Meeting.

believers, to shepherd the church with love, and
to follow the Book of Order of the church.
II. To direct and coordinate the ministries
responsible by the Office of Pastoral
Ministries, and to report to the Session.
III. To plan and develop each specialized ministry
and coordinate with the appropriate ministry
committees formed by the Consistory to further
the holy ministries, and to attend the meetings
of the Nomination Committee.
IV. To be responsible for the pulpit, teachings,
shepherding, and discipleship.
V. To preside at sacraments, memorials, and
weddings.

§ 43 Full-time coworkers of the Office of Pastoral
Ministries may not serve at another post
without the consent of the Session.
If the Senior Pastor is invited to preach or officiate
over a sacramental ceremony, before he or she
accepts the invitation, he or she shall first obtain the
consent of Session. If another coworker of the
Office of Pastoral Ministries is so invited, before he
or she accepts the invitation, he or she shall first
obtain the consent of the Senior Pastor.

Senior Pastor must first be endorsed by the
Senior Pastor before they are to be
commissioned. If both spouses are pastors

simultaneously serve at the same church.

會員和會推薦主任牧師人選,經和會會員以不記
名方式投票表決通過後聘任。
II. 第一期為兩年,以後任期為每期四年。

聘事宜,並依本法第 46 條第一款規定處理之。
IV. 現任本會牧師室人員,應在本會連續全職牧會,
達五年以上,方能成為主任牧師的人選。
§ 45 The Commissioning of the Senior Pastor:
I. To be commissioned, the Senior Pastor must
have been a full-time pastor for at least five
years. The Session shall recommend a
candidate for Senior Pastor to the
Congregational Meeting. The Senior Pastor
will be commissioned after approval by
anonymous ballot in Congregational Meeting.
II. The first term of office shall be two years, and
each successive term shall be four years.
III. At least three months before the expiration of
the term., the Session shall convene to review
the matters of extending the Senior Pastor’s
commission, and shall handle the matter in
accordance with § 46, subdivision (1).
IV. A pastor, who is currently a member of the
Office of Pastoral Ministries, shall only
become a candidate for Senior Pastor after
having served full time continuously at this
church for at least five years.

Office of Pastoral Ministries:
I. The commissioning of other members of the
Office of Pastoral Ministries shall be by
recommendation of the Senior Pastor or by
joint written recommendation by two or more
members of the Session. The proposed
commissioning shall be effective after
examination and approval by the Session.
II. The first term of office shall be two years, and
each successive term shall be four years.
III. At least two months before the expiration of
the term of office, the Senior Pastor shall
propose the matter of extending the
commission for assent of the Session. The
extension shall be effective after the review and
approval by the Session.

§ 47 The Decommissioning of the Senior Pastor:
I. The Senior Pastor shall, at least 60 days in
advance, submit a written resignation to the
Session, and the Session shall handle the matters
of decommissioning.
II. The decommissioning of a Senior Pastor
requires joint written recommendation by two or
more members of the Session, constituting at
least one third of the Session’s membership.
The proposed decommissioning shall be
examined and approved by the Session. After
approval by the Session, the proposal shall be
submitted to the Congregational Meeting for
approval with anonymous ballot. The
decommissioning shall be effective the day of
the voting, but a gift of three months salary shall
be provided.

of Pastoral Ministries shall be by written

least 30 days in advance, for the Senior Pastor to
deliver to the Session, and the Session shall
handle the matters of the decommissioning.
II. The decommissioning of other members of the
Office of Pastoral Ministries shall be by
recommendation of the Senior Pastor or by joint
written recommendation by two or more
members of the Session. The proposed
decommissioning shall be effective after review
and approval by the Session, as of the day of the
approval, but a gift of two months salary shall
be provided.

行政管理室執行教會行政管理事工,協助牧師室推

事工之推行,並向小會負責。

Chapter 7:Office of
Administrative Affairs
The Office of Administrative Affairs executes the
administrative ministries of the church, assists the
Office of Pastoral Ministries in furthering the
business of the church, cooperates with operations of
the related ministry committees, and supports the
execution of core ministries. It is responsible to the
Session.
“Administrative ministries” refers to the ministries
that are not the core ministries but are related to
church development. These include general
administration, human resource development,
facility maintenance, and financial upkeep.

responsible for supervising the personnel of the
Office of Administrative Affairs, assisting the
Office of the Pastors, and the various ministry
committees in executing and furthering church
ministries.
III. The Office of Administrative Affairs reports to
the Session which is in charge of all personnel
matters, including hiring and termination.

§ 53 Hiring of the Director of Administrative Affairs
I. A candidate for Director of Administrative
Affairs shall be recommended by two or more
members of the Session, and the hiring shall be
effective after the review and approval by the
Session.
II. A candidate for Director of Administrative
Affairs must have been a baptized Christian
more than three years. He or she should have
integrity and honest character, and have at least
two years of professional management and
administrative experience.
III. The first term of service for a new Director of
Administrative Affairs shall be six months, and
each successive term shall be for two years.
IV. At least two months before the expiration of
the term, the Session shall convene to review
the matters of extending the Director of
Administrative Affairs’ employment.
第 54 條 行政管理室其他常任人員的聘任
I. 行政管理室其他常任人員的聘任案,得由行政

§ 54 Hiring of the Other Regular Employees in the
Office of Administrative Affairs
I. Recommendations to hire additional regular
employees in the Office of Administrative
Affairs shall be made by the Director of
Administrative Affairs, and the hiring shall be
effective after examination and approval by the
Session.
II. The first term of service for regular employees
in the Office of Administrative Affairs, other
than the Director of Administrative Affairs,
shall be three months, and each successive term
shall be for one year.
III. At least one month before the expiration of the
term of office for a regular employee in the
Office of Administrative Affairs, the Director
of Administrative Affairs shall make
recommendation for the renewal of
employment, and the renewal shall be effective
after the review and approval by the Session.

以書面向小會提出辭呈,由小會處理離職事

Affairs shall be jointly proposed in writing by
two or more members of the Session, and such
termination shall be approved by the Session

§ 56 Departure of the Other Regular Employees in
the Office of Administrative Affairs
I. The resignation of a regular employee in the
Office of Administrative Affairs, other than the
Director of Administrative Affairs shall be by
written resignation submitted to the Director of
Administrative Affairs, at least 30 days in
advance of his or her intent to leave office, who
shall forward the resignation to the Session, and
the Session shall handle the matters of his or her
departure.
II. The termination of a regular employee in the
Office of Administrative Affairs, other than the
Director of Administrative Affairs, shall be
proposed by the Director of Administrative
Affairs, or jointly in writing by two or more
members of the Session, and such termination
shall be approved by the Session after review.
第 57 條 行政管理室臨時僱員之任免,得由行政主任
提出,經小會審核通過後執行。
§ 57 A contract or a termination of a contract with a
contractor shall be proposed by the Director of
Administrative Affairs, and shall be effective
after examination and approval by the Session.
第八章:教會財務
第 58 條 迦南台灣基督教會之財務,依本法辦理。
Chapter 8:Church Finances
§ 58 The finances of CTCC shall be handled in
accordance with these Principles.
第 59 條 會計年度採曆年制,自每年一月一日起至十
二月三十一日止。
§ 59 The fiscal year shall coincide with the calendar
year, starting on January 1 and ending on
December 31 of each year.
第 60 條 教會之年度預算,應由各事工委員會提出事
工計劃及所需預算,交財務事工委員會匯整資
料、編列預算,經小會審核通過,提交會員和
會投票表決,核准之後發還財務事工委員會執
行。
§ 60 The Finance Committee is responsible for
compiling and drafting the annual budget based
on the budget and annual plan from each
ministry committee. The draft annual budget
shall be reviewed and approved by the Session
and then be submitted for approval at the
Congregational Meeting. The final annual
budget shall be executed by The Finance
Committee.
第 61 條 教會財務事工委員會應照財務事工委員會條
例辦理。
§ 61 The Finance Committee shall be handled in
accordance with the Rules of The Finance
Committee.

和會。預算之追加、更正或流用,應經小會核
准,且應報請次屆會員和會追認。
§ 62 After the final annual budget is approved by the
Session, it shall be reported to the next
Congregational Meeting. Retroactive additions,
corrections, and overdrafts shall be approved by
the Session, and shall be reported to the next
Congregational Meeting for approval.
第 63 條 財務事工委員會每月應編會計報表,並於小

§ 63 The monthly financial report shall be drafted by
the Finance Committee and reported to the
Session.
第 64 條 所有款項應存放於美國聯邦政府擔保之金融
機構。
§ 64 All funds shall be deposited at financial
institutions guaranteed by the United States
federal government.
第 65 條 財務執行應以當年度預算為基礎,於年度終
了後 30 日內結清,並提出年度財務報告,由
財務事工委員會及財務稽查員監查。
§ 65 The execution of financial affairs shall be based
on the budget for that year and be reconciled
within 30 days after year-end. The annual
financial report shall be audited and reviewed
by the Finance Committee and the financial
auditors.
第 66 條 財務分會計、出納、財產三部,各置主辦人
員。
§ 66 There shall be three departments for finances:
accounting, treasury, and assets. Each
department shall have personnel responsible for
it.
第 67 條 財務負責人有變動時,應立即移交所有財務
事工予所指派之監交人。
§ 67 When there are changes in the responsible
personnel in finances, all affairs shall be
immediately transferred to personnel designated
by the Session.
第 68 條 經常費外,保證金、暫收款及暫付款等應另
設補助簿管理,並於年度決算報表加註說明。
§ 68 Other than the regular funds, any guaranties and
temporary receivables and payables shall be
recorded in supplemental records explained by
remarks in the year-end reports.
第 69 條 收支應檢具發票或收據,與收款單或請款單
一同存放。
§ 69 All payables and receivables shall be verified
with receipts or invoices, to be kept with the

Congregational Meeting.

separate budget shall be established and
approved by the Congregational Meeting.
第 73 條 教會遇有負責或需處分財產情事,應報經會

matters shall be resolved by the Congregational
Meeting.
第 74 條 會員和會每年應選出稽查員二名,財務稽查
員每年應檢查教會財務二次以上,並報告小會

§ 74 Two financial auditors shall be elected by the
Congregational Meeting each year. The
financial auditors are responsible to review
church finances at least twice a year and report
to the Session and the Congregational Meeting.
第九章:總會之型態及辦法
長老體制以總會為中心,舉凡教會之設立、管理及
處置,以及人員之管理皆以總會為主要機構。總會為本
教會之最高代議及治理機構。是全體教會的代表,也是
宣教的總策劃單位。
Chapter 9:The Organization and
Methods of the General
Assembly
The church governed by elders has, at its center, the
General Assembly. The General Assembly is the
main entity responsible for establishing, managing,
and disposing of a church, and the management of
personnel. The General Assembly is the governing
body of the church, the supreme representative and
the supreme planning entity for church ministries.
第 75 條 以迦南台灣基督教會為主體、加上本會開拓
教會或獨立基督教會單位,最少兩個教會單
位,有共同的信仰根基,認同本會教會法規並
願遵行者,乃得以共同組成總會。以本辦法為
藍圖,共商細節條例、辦法,完成及實踐法規
內明定的所有有關總會之辦法。此總會方為本
教會之最高代議及治理機構。是全體教會的代
表,也是宣教的總策劃單位。
§ 75 With common basis of faith and the agreement
to obey the Book of Order of CTCC, where
CTCC shall be the main body, CTCC and at
least one additional church established by CTCC
or a Christian church body shall jointly form a
General Assembly. The General Assembly shall
implement all rules and regulations according to
CTCC’s Book of Order. This General Assembly
shall be the supreme representative and
governing body, the representative of the entire
church, and the supreme planning entity for
church ministries.

第 76 條 迦南台灣基督教會為宣教上的需要,由總會
及堂會分別設立不同的宣教與服務事工,落實
多樣性宣教的時代任務。機構是廣義教會的一
部份,因此各教會共同肩負宣教與見證福音的
使命,同時接受其直屬代議單位的管轄。機構
乃為管理與其財團法人而設立。
§ 76 Based on the needs for missions, the General
Assembly and the congregations will each
establish various missionary and service entities
to implement the multifaceted missionary
responsibilities. The entities are a part of the
Church; therefore, each church shall bear the
responsibilities of mission and witnessing the
gospel, and shall accept oversight by their
representative entity. The entities are to be
established for the purpose of management and
establishing Legal Personhood.
第 77 條 迦南台灣基督教會屬下機構包括隸屬總會及
小會之各機構。
I. 機構之管理由隸屬單位依本會教會法規設立
董、理事會,並依所制定章程組織、運作。
董、理事會成員應由本教會在籍之現有會員中
產生,但情形特殊,經總會同意者,不在此
限。
II. 機構之負責人由董、理事會從本教會在籍之現
有會員中聘請,但應報由所隸屬之總會(或總委
會)或小會之同意並任命。
III. 機構應依法繳交總會所規定之負擔金,並推配
合總會之決議推展宣教事工。
IV. 機構財團法人的設立,其捐助暨組織章程應經
總會核准後,始得向政府機關申請設立登記,
變更時亦同。財團法人並應受所隸屬單位的規
範。
§ 77 The subordinate entities of CTCC shall include
all entities reporting to the General Assembly
and the Sessions.
I. The Boards of Directors or Boards of Regents
shall manage and organize all entities in
accordance to the Book of Order. The directors
or the regents shall be selected from among the
church’s active members. Any exceptions made
in special situations shall be approved by the
General Assembly.
II. The Boards of Directors or Regents among the
church’s active members shall commission the
responsible personnel of the entities. The
commissions shall be approved and issued by
the General Assembly (or General Assembly
Council) or the Session to which the entities
report.
III. The entities shall, in accordance to the Book of
Order, submit the dues as determined by the
General Assembly, and shall further the
missions in accordance with the resolutions of
the General Assembly.
IV. For an entity to be established as a Legal Person,
its endowment and charter shall first be
approved by the General Assembly, and only
then would applications or registrations be filed
with the government. The same shall apply
when their characters are to be changed. The
Legal Persons shall further submit to the
oversight of the entities they report to.

§ 78 The General Assembly is responsible for the
following:
I. Spreading the gospel and care for society.
II. Overseeing and guide the churches and
missionary organizations.
III. Staying in contact with ecumenical bodies.
IV. Overseeing the finances and set the amounts
of funds each church or entity is to submit to
the General Assembly.
V. Fostering talents for missions, and coordinate
with the churches to set up continuing
education for pastors and non-ordained
ministers.
VI. Managing and overseeing the subordinate
entities.
VII. Executing above matters.
VIII. Establishing and revising the Book of Order.
第 79 條 總會執行決議及其他臨時事項,應設總會常
置委員會(簡稱總委會)及總會事務所。總委會
及總會事務所之組織另以條例定之。
§ 79 In order for the General Assembly to execute its
resolutions and other temporary matters, the
General Assembly shall establish a General
Assembly Council and an Office for General
Assembly Affairs. The organization of the
General Assembly Council and the Office for
General Assembly Affairs shall be determined
by separate rules.
第 80 條 總會議員分為下列二種:
I. 正議員
A. 每個堂會差派代表六人:牧師二人、長老二
人、執事二人。若無牧師二人則可以長老或執
事代替之。其他未受派的牧師可列席但無投票
權。議員選派方式由各教會自行決定。
B. 總會屬下各機構有牧師或長老職者。
C. 總會議長、副議長及會計。
D. 曾任總會議長或總幹事,經正議員二人推薦並
得其本人同意者,在總會為正議員。
§ 80 There shall be two kinds of the General
Assembly representatives:
I. Commissioners
A. Each congregation shall select six
commissioners: two pastors, two elders, and
two deacons. If the congregation does not
have two pastors, then elders or deacons may
substitute. The other pastors not selected may
be present but shall not have the right to vote.
The methods of selection for these
commissioners shall be determined by the
individual churches.
B. The pastors and elders commissioned at the
subordinate entities of the General Assembly.
C. The Moderator, Deputy Moderator, and
Accountant of the General Assembly.
D. Those who have served as the Moderator or
the Executive Director of the General
Assembly and whose commission status had
been endorsed by two commissioners and
consented to by himself or herself.

of the General Assembly and the chairpersons
of those entities.
D. Corresponding members shall not have the
right to vote.
第 81 條 總會須有應出席正議員二分之一以上出席始
得開會,人數不足時,得決定延期之日。
§ 81 The General Assembly shall have a quorum of
one half of the commissioners. Where the
quorum is not met, a postponement shall be set.
第 82 條 總會應置正副議長,由正議員中選出,任期
二年,不得連任。會計由總委會,總會之正議
員中選出,任期二年,連選得連任一次。書記
乃為助理總幹事,由總幹事提名助理總幹事一
名擔任,需經總委會之同意。書記之任期為二
年,連選得連任。
§ 82 The General Assembly shall have a Moderator
and a Deputy Moderator, elected among the
commissioners, with terms of service of two
years, not to be reelected consecutively. The
Accountant shall be elected among the
commissioners of the General Assembly
Council and the General Assembly, with a term
of service of two years, and may be reelected
once consecutively. The Stated Clerk General
is to be one of the Deputy Executive Directors.
The Executive Director shall nominate one of
the Deputy Executive Directors to serve as
Stated Clerk General, with consent by the
General Assembly Council. The Stated Clerk
General shall have a term of service of two
years, and may be reelected.
第 83 條 正、副議長、會計及書記之職務,另以總會

§ 83 The responsibilities of the Moderator, the
Deputy Moderator, the Accountant, and the
Stated Clerk General shall be determined by
rules of the General Assembly.

session once every two years, and its agenda
shall be proposed by the General Assembly
Council, the churches, and subordinate entities

IV. 召開臨時總會,書記應在 14 日前將議案通知議
員,未通知事項不得辦理。
§ 87 The General Assembly shall call a special
session when one of the following conditions
are met:
I. When requested by over half of the churches.
II. When the General Assembly Council finds it
necessary.
III. When requested by one third of the members.
IV. When a special session is to be called, the Stated
Clerk General shall send the agenda to all
representatives at least 14 days in advance.
Items not so listed shall not be ruled on.
第 88 條 總會置總幹事一名,助理總幹事及幹事若干

I. 總幹事之選舉,由各教會提名候選人各一人交
總會票選。
II. 助理總幹事與幹事經總幹事提名於總委會票選

§ 88 The General Assembly shall have an Executive
Director, and a number of Deputy Executive
Directors and Executives.
I. The Executive Director shall be elected by vote
of the General Assembly after each church had
nominated one candidate.
II. The Deputy Executive Directors and the
Executives shall be nominated by the
Executive Director, and, after election by the
General Assembly Council, be commissioned
by the General Assembly or the General
Assembly Council.
第 89 條 總幹事策劃、協調及執行總會及總委會決議
事工,任期四年,連選得連聘二次。
§ 89 The Executive Director shall plan, coordinate,
and execute the resolutions of the General
Assembly and the General Assembly Council.
He or she shall have the term of service of four
years, and may be reelected twice.
第 90 條 助理總幹事協助執行總會會務,任期四年,

§ 90 The Deputy Executive Directors shall assist in
executing the affairs of the General Assembly
and shall have terms of service for four years,
and may be reelected twice.

第 92 條 有關總會機構之存廢,非經五分之一以上地
方教會同意,不得作為議案。
§ 92 Matters of the creation or abolition of entities of
the General Assembly shall not be placed on
agenda without consent of one fifth of the
individual churches.

第 93 條 各堂會有義務繳交宣道會用。 § 93 Each congregation shall have the responsibility
to submit missionary dues.
第 94 條 各堂會建堂募捐,原則上,地方教會須有
30%之自備款後,方可向總會申請到其他地方
教會募捐。募捐時間不得超過半年。如因故無
法成交,則所有建堂募捐款額,交由總會保
管,直到下次建堂時,照額加所生利息提還地
方教會。
§ 94 For a church to raise funds from sister churches
for building purposes, the church shall have
first prepared 30% of the cost on its own before
applying to the General Assembly for
permission to raise funds at other churches.
The period of fundraising shall not exceed half
year. If for any reason the transaction cannot
be completed, all building fund donations shall
be transferred to the General Assembly for
safekeeping, and shall be returned with interest
to the church in question when it is to build the
next time.
第 95 條 外地教會及機構歸入總會:
I. 迦南台灣基督教會以外之教會或福音機構,願
意歸入總會時,由該單位向總會以書面提出申
請。
II. 總會於接到申請書後,應就以下各項進行審
查,以決定是否接納:
III. 認同迦南傳福音的異象、信仰告白及所有法
規,並願意遵行。
IV. 上述之意願,應經該單位全體同工及三分之二
會員同意,並親自簽名以示負責。
V. 總會應派員到該單位實地了解。必要時得請該
單位負責人到總會列席報告。
VI. 總會於接納後,應會同有關單位,擇期舉行接
納感恩禮拜。
§ 95 Outside churches and entities joining the
General Assembly:
I. A church or missionary entity, not part of
CTCC, wishing to join the General Assembly,
shall submit a written application to the
General Assembly.
II. When the General Assembly receives the
application, it shall review the following
criteria to determine whether to accept the
application:
III. The church or entity shall agree with CTCC’s
calling, faith statement, and Book of Order, and
be willing to follow them.
IV. Such agreement shall be approved by all
coworkers of that unit and two thirds of
members. All coworkers shall make personal
endorsements to show agreement.
V. The General Assembly shall send appropriate
personnel to oversee the situation. The General
Assembly shall invite the personnel responsible
for that unit to attend a session of the General
Assembly to make a report when necessary.
VI. After the General Assembly decides to accept
the application, it shall coordinate with that
unit to determine a time for a thanksgiving
service for acceptance.
第十章:戒規
第 96 條 戒規為保持教會信仰及秩序而設。
Chapter 10:Discipline
§ 96 Principles of discipline are established to
maintain church beliefs and order.
第 97 條 會員、長老、執事及傳道師、牧師違背聖經
或教會法規者,均應受戒規。
§ 97 If a member, an elder, a deacon, a non-ordained
minister, or a pastor disobeys the Bible or the
Book of Order of the church, he or she shall be

第 98 條 牧師、傳道師,會員,長老及執事之戒規由
小會辦理。
§ 98 The Session is responsible for carrying out the
discipline of a member, a deacon, an elder, a
non-ordained minister, or a pastor.
第 99 條 對會員之戒規如下:
I. 擾亂教會經勸勉三次仍不反悔者,宣告暫停會
員籍。
II. 犯不名譽之罪者,宣告暫停會員籍。
III. 受停權宣告仍不改過者,終止會員籍。
IV. 改屬他教派再受洗者,終止會員籍。
§ 99 Disciplinary rules for the members:
I. A member who disrupts the church and does
not repent after three encouragements shall
have his or her membership suspended.
II. A member who commits an infamous sin shall
have his or her membership suspended.
III. A suspended member who does not repent and
reform shall have his or her membership
terminated.
IV. A member who joins another denomination and
is re-baptized shall have his or her membership
terminated.
第 100 條 對長老、執事之戒規如下:
長老、執事犯本會會員之戒規或有下列之一者停職,重
者免職。
I. 違背誓約者。
II. 無正當理由不參加會議一年,經勸告不遵從者。
III. 帳項不清楚或不結帳者。

§ 100 Disciplinary rules for the elders and deacons:
Any elder or deacon who violates a disciplinary
rule for the members or one of the following
rules shall be discontinued or removed from the
position.
I. Violating an oath.
II. Unexcused absence from the meetings for a
year and does not repent and reform after
encouragement.
III. Not attending to financial obligations or
submitting doubtful financial records.
IV. Resisting or violating the Book of Order or
resolutions and does not repent and reform
after encouragement.
V. Seceding from CTCC.
第 101 條 對牧師、傳道師之戒規如下:
牧師、傳道師犯本會會員之戒規或有下列之一者停
職,重者免職。
I. 違背誓約者。
II. 無正當理由不參加會議連續四次者。
III. 帳項不清楚或不結帳者。
IV. 抗拒或違反教會之法規或決議,經勸戒不聽從
者。
V. 擅自轉屬他教派者。
§ 101 Disciplinary rules for pastors and non-ordained
ministers:
A pastor or non-ordained minister who violates the
disciplinary rules for members or who commits one
of the following violations shall be suspended. If
the violation is serious, he or she shall be removed
from the position.
I. Violation of his or her oath.
II. Failure to attend meetings for four consecutive
times without proper reasons.
III. Submission of unclear financial records or
failure to submit financial records at all.
IV. Resistance to or violation of the Book of Order
or church resolutions, along with subsequent
refusal to comply after exhortations to do so.
V. Joining another denomination without

permission.
第 102 條 小會對於審查期間不適合對外公佈之資料,
例如可能危害教會信譽,重大利益,當事人名
譽等,應決議列為機密,並設定解密日期。小
會會員在解密前洩露該資料者,視情節輕重停
權三個月至三年。
§ 102 When the Session encounters information that
is unsuitable for public distribution during the
time it were examining certain matters,
including such information that might damage
the Church’s reputation or seriously damage the
Church’s well-being, or seriously damage the
reputation of the persons involved, the Session
shall, by resolution, rule them confidential
information and, in the resolution, set a date for
unsealing the confidential information. A
Session member who discloses the confidential
information prior to the unsealing date shall
have his or her authorities suspended for three
months to three years, depending on the
seriousness of the disclosure.
第 103 條 戒規之解除或復職,非經執行戒規之小會認
可不得辦理須經小會同意。
§ 103 There shall be no revocation of the
disciplinary action or restoration to office
unless the Session approves such revocation or
restoration.
第十一章:上訴
第 104 條 長老、執事或會員不服小會之處理,得向小
會上訴。小會須在十四日內辦理決定是否受
理,小會不若決定不受理不准者,應記明理
由,並將上訴狀送還本人。
Chapter 11: Appeals
§ 104 If an elder, deacon, or member disagrees with
how the Session handles a matter, he or she
may appeal to the Session. The Session shall
decide whether to hear the appeal within 14
days. If the Session decides not to hear the
appeal, the Session shall provide reasons and
return the appeal request to the person making
the appeal.
第 105 條 上訴應自裁決日起六個月內為之,逾期則認
為服從小會之裁決,不得再上訴。
§ 105 Any appeal should be made within six months
from the date of the decision being appealed.
After that six-month period, it is assumed that
the Session’s decision will be obeyed, and there
shall be no further appeals.
第 106 條 小會受理上訴後,應於三個月內辦理作出裁
決。
§ 106 If the Session decides to hear an appeal, it shall
rule on the appeal within three months.
第 107 條 上訴後須服從小會之議決,不服從者應受戒
規。
§ 107 After the Session has made a decision on an
appeal, the person who made the appeal shall
obey the decision. The person is subject to
discipline if he or she fails to obey the decision.

第 108 條 本會財政年度與日曆年度同。
Chapter 12:Miscellaneous
Matters
§ 108 The church shall use the calendar year as the
duration of the fiscal year.
第 109 條 一般議案須以超過出席人數的半數票通過。 § 109 Ordinary proposals shall be carried by majority
vote of those present at the meeting deciding
the matter.
第 110 條 各項重大議案,人事案,及本會預算須以超
過出席人數的三分之二票數通過。
§ 110 Important proposals, personnel matters, and the
church budget shall be carried by two-third
majority among those present at the meeting
deciding the matter.
第 111 條 是否視為重大議案應由出席人數的半數以上
認可。
§ 111 Whether a proposal is to be considered an
important proposal shall be determined by
majority vote among those present at the
meeting deciding the matter.
第 112 條 所有牧師、傳道、職員或任職人員不能履行
職務或任期屆滿,應與小會書記辦理交接,移
交一切有關物件。
§ 112 If a pastor, a non-ordained pastor, an employee,
or any other person holding church office
cannot carry out his or her duties or has
finished serving a term of service, he or she
shall carry out proper transfer of responsibilities
with the Clerk of the Session and turn in all
related items.
第十三章:法規的施行及修改
第 113 條 行政法須小會應出席會員三分之二以上之出
席始得審議,並應有出席三分之二以上同意始
得提案修改。但牴觸憲法者無效。
Chapter 13:Execution and
Revision of the Book of Order
§ 113 The Session may propose to legislate the
Principles of Administration only if more than
two thirds of the members are present in a
meeting. An amendment may be submitted for
approval only if more than two thirds of the
members are present in a meeting. In any case,
proposals that conflict with the Constitution
shall be void.
第 114 條 行政法自小會決議後,經由會員和會通過起
生效。
§ 114 The Principles of Administration are effective
after approval by the Session and by a
Congregational Meeting.
第 115 條 修改條例、規則,須小會二分之一以上之出

第十四章:法規實施細則及日期
本會原章程於一九八O年十月二十六日由本會會員
二十九人投票通過,於一九八O年十月二十六日起
生效。
本會原章程曾於一九八一年十一月八日、一九八二
年十一月十四日、一九八三年十一月十三日、一九
八六年二月二十三日、一九八七年十一月十六日、
一九八八年十一月二十日、一九九二年十一月十五
日、一九九六年十一月十七日、一九九七年十一月
十六日及一九九八年十一月十五日修改。本章程於
會員和會投票通過後立即生效。
本章程於二零零一年十一月十八日由本會會員和會
投票通過後立即生效。
• 本章程於二零零八年九月二十八日、二零零八
年十一月十六日、二零零九年一月二十五日、二零
零九年十一月十五日、二零一零年十一月二十一
日、二零一一年十一月二十日、二零一二年十一月
十八日、二零一三年十一月十七日修改。由本會會
員和會投票通過後立即生效。
Chapter 14:Details on the
Implementation of the Book of
Order and Dates
The original Book of Order of the church was
passed by 29 members of the church on Oct. 26,
1980, and became effective on that date.
The Book of Order was revised on Nov. 8, 1981,
Nov. 14, 1982, Nov. 13, 1983, Feb. 23, 1986,
Nov. 16, 1987, Nov. 20, 1988, Nov. 15, 1992,
Nov. 17, 1996, Nov. 16, 1997, and Nov. 15, 1998.
Those revisions were effective immediately after
vote of the Meeting of the Congregation.
This Book of Order shall be voted on by the
Meeting of the Congregation on Nov. 18, 2001,
and shall be effective upon passage of the vote.
The Book of Order was revised on Sep. 28, 2008,
Nov. 16, 2008, Jan. 25, 2009, Nov. 15, 2009, Nov.
21, 2010, Nov. 20, 2011, Nov. 18, 2012 and Nov.
17, 2013. Those revisions were effective
immediately after vote of the Meeting of the
Congregation.

第一章:會員和會
第 1 條 小會決定召開會員和會時,應於十四日
前公布之。

Chapter 1:Congregational
Meetings
§ 1 When the Session decides to call for a session of the
Congregational Meeting, it should publicize the
meeting at least 14 days in advance.
第 2 條 前條公布應同時公佈在籍現有會員名
冊,有異議者應於公布後七日內提出,
由小會裁定更正之名冊。
§ 2 When the Congregational Meeting is announced, the
roll of currently active members should also be
published. Any objections should be made within
seven days of the publication, to allow the Session to
make corrections.
第 3 條 轉入會籍滿三個月始有選舉與被選舉資
格。以會員和會開會之日為準,三個月
以入籍登錄日為起算。
§ 3 A member may elect and be elected only after three
months of transferring into membership of the church.
The period starts from the date the transfer is
registered until the next Congregational Meeting is
held.
第 4 條 一年以上未參加所屬教會主日禮拜者,
經小會決議後列為不在籍會員,不計算
為在籍現有會員數。
§ 4 Members who have not attended Sunday worship for
more than one year at the church locations where they
belong are considered inactive members by the
Session and shall not be counted as part of the
membership headcount.
第 5 條 會員因故,旅行外地或其他不可抗力
者,事經會員和會前之小會認定者,得
扣除其名額。
§ 5 A member who had cause, was traveling outside the
area, or had other circumstances outside of his or her
control, whose circumstance had been recognized by
the Session prior to the Congregational Meeting, will
not be considered as part of the membership rolls for
that particular Congregational Meeting.
第 6 條 被宣告停止會員權暫停止會員籍者喪失
會員資格選舉權。
§ 6 A member who has been suspended loses the rights
to elect or be elected. 2

第 7 條 選舉應以不記名投票為之。 § 7 Elections shall be conducted with anonymous ballots.
第 8 條 選舉規則之有效票定義依美國議會規則
為:有效票即正反投票數之總和,棄權
與廢票不計算在內。
§ 8 Whether a particular ballot is considered a valid ballot
shall be determined in accordance with the
parliamentary rules of the United States Congress: the
sum of the valid ballots is defined as the sum of
affirmative and negative votes, and abstentions and
improperly marked ballots are not counted for that
purpose.
第 9 條 選舉後小會應保存選票六個月,以備檢
查。
§ 9 After an election, the Session shall retain the ballots
for six months, in case an examination becomes
necessary.
第 10 條 選舉後小會公告兩個星期,在公告期間
中有異議者,應向小會提出理由及證
據,不實者應受處分。
§ 10 After an election, the Session shall publish the
results for two weeks. During the publication period,
if there is an objection, the objector shall submit the
reasons and evidence for the objection to the
Session. One who raises a false objection shall be
disciplined.
第 11 條 不按規定辦理選舉者無效。 § 11 An election that is held in violation of the Protocols
shall be void.
第二章:長老、執事之選舉
第 12 條 長老、執事由會員和會選出。
Chapter 2:Elections of Elders and
Deacons
§ 12 Elders and deacons shall be elected by the
Congregational Meeting.
第 13 條 長老、執事就任時須具有下列條件:
執事:會員滿二年者。
長老:曾任執事滿二任以上者。
§ 13 At the time an elder or a deacon take office, he or
she must possess these qualifications:
Deacon: He or she must have been a member for
two years.
Elder: He or she must have served two full terms as
a deacon.
第 14 條 選舉長老、執事以出席會員過三分之二
之票數為當選。
§ 14 The election of an elder or a deacon requires two
thirds majority of affirmative votes by members
attending the Congregational Meeting.
第 15 條 長老、執事之選舉採全數連記法,選票
應於會中開票,得票未達法定票數時,
應徵求在場會員過半數以上同意,舉行
§ 15 The ballots of elders and deacons shall be on ballots
listing all candidates. The ballots shall be counted
during the Congregational Meeting. If the number
of valid votes does not reach the required quorum, a
second or, if necessary, a third ballot may be held
by consent of a simple majority of members

第二次或第三次之選舉。但在場會員數

第 16 條 三次未能選出預定人數時,除另召開會
員和會外不得再繼續選舉。
§ 16 If, after three ballots, the numbers of those elected
do not meet the number of the projected elected, no
further balloting shall be held except at another
duly-called Congregational Meeting.
第 17 條 當選公告十四日內無人異議者,應在兩
個月內舉行按立或就任式。
§ 17 If there are no objections lodged within the 14-day
publication period for the election results, the
ordinations or installations of those elected shall be
held within two months of being elected.
第三章:提名委員會之選舉及職責
第 18 條 提名委員會應由會員和會選出台語堂、
英語堂、華語堂會員代表各三名,候補
各兩名;與小會長老代表三名共同組
成。執事提名委員會由各堂會三名會員
代表,與小會長老代表三名組成。教會
長老提名委員會由各堂會最高票之一名
會員代表,與小會長老代表三名組成。
Chapter 3:Elections and
Responsibilities of Nomination
Committee Members
§ 18 The Nomination Committee members shall be
elected by the Congregational Meeting. There shall
be three member representatives and two reserves
from each of the Services (Taiwanese Service,
English Service, and Mandarin Service), along with
three elders representing the Session. The three
member representatives from each Service and the
three elder representatives shall constitute the
Nomination Committee for the deacons. The
highest vote-gathering member representative from
each Service and the three elder representatives
shall constitute the Nomination Committee for the
elders.
第 19 條 會員和會選任之提名委員任期一年,不
得連任。
§ 19 The Nomination Committee members elected by
the Congregation shall serve one-year terms, and
shall not be re-elected consecutively.
第 20 條 提名委員之資格:須為本會會員至少三
年,並曾任本會執事滿一任。提名委員
會之委員可被列為長老、執事候選人。
§ 20 The qualification requirement for a Nomination
Committee member: He or she must have been a
church member for three years and must have served
as a deacon at the church for at least one full term. A
Nomination Committee member may be nominated
as a candidate for deaconship or eldership.
The chairperson of the Session shall also serve as the
chairperson of the Nomination Committee. The
chairperson and the pastors whose ministries are
related may be invited to attend but shall not vote.

第 21 條 提名委員之職責:
積極參與教會活動,認識會友。
發掘會友屬靈恩賜,推薦會友擔任同工。
審核及提名長老、執事候選人。
§ 21 The responsibilities of Nomination Committee
members:
They are to actively participate in church activities
to get to know the church members.
They are to discover the members' spiritual gifts
and recommend them for service as coworkers.
They are to examine and nominate candidates for
deaconship or eldership.
第 22 條 提名委員會主席由小會主席任之,可邀
請相關牧師列席,但主席及受邀牧師不
參與投票。
§ 22 The chairperson of the Session shall also serve as the
chairperson of the Nomination Committee. The
pastors whose ministries are related may be invited
to attend but shall not vote.
第 23 條 提名委員會提名長老,執事候選人。提
名候選人數不得超過應選人數之一倍
半。候選人名單須於選舉前十四日公
佈。由會員和會選出小會設定人數。
§ 23 The number of candidates nominated by the
Nomination Committee for eldership and deaconship
shall not exceed one and a half times the number of
elders and deacons to be elected. The list of the
candidates shall be published 14 days before the
election to allow the Congregational Meeting to elect
the number of elders and deacons as determined by
the Session.
第四章:財務稽查員之選舉及職責
第 24 條 財務稽查員應由會員和會選出會員代表
二名,候補二名。
Chapter 4:Elections and
Responsibilities of Auditors
§ 24 The auditors shall be elected by the Congregational
Meeting. There shall be two member representatives
and two reserves.
第 25 條 會員和會選任之財務稽查員任期一年,
連選得連任一次。
§ 25 The auditors elected by the Congregational Meeting
shall serve one-year terms and may be consecutively
re-elected one time.
第 26 條 財務稽查員之資格:須為本會會員至少
三年,並參與本會事工。
§ 26 The qualification requirement of an auditor: He or she
must have been a church member for three years, and
he or she must participate in the church ministries.
第 27 條 財務稽查員之職責:
I. 每半年應施行定期或臨時監查一次以
上。
II. 核對奉獻收入與銀行收據必須符合。
III. 核對請款單與申請收據必須符合,確定
§ 27 The responsibilities of auditors:
I. They are to review the records either periodically
or on an ad hoc basis at least once every half year.
II. They are to ensure that the offering incomes match
the receipts from the bank.
III. They are to ensure that each voucher and receipt
submitted to apply for funds match with each other;
and that the expenditure on each voucher had been

請款單的開支都經相關長老或執事簽字
核准,並合乎預算。
IV. 核對銀行每月對帳表與實際收支必須平
衡。
V. 隨時向銀行查對本會帳戶款項。

VII. 定期向小會作審核報告,並出席會員和
會報告審核結果。

IV. They are to ensure that the bank statements and
actual incomes and expenditures are balanced.
V. They are to periodically review the church accounts
with the bank.
VI. They are to propose to the Finance Committee
items for improvement in the accounting, treasury,
and real property ministries.
VII. They are to periodically report to the Session on
their reviews of the records and attend the
Congregational Meeting to report the results.
第五章:小會成員對議案有利益衝
突時之迴避
第 28 條 小會成員應迴避審查涉及其二等以內血
親及姻親之人事案。
Chapter 5:Recusal of Session
Members Based on Conflicts of
Interest
§ 28 A Session member should recuse himself or herself
when a personnel matter involving his or her relative
within two degrees of sanguinity or affinity is being
considered.

[1] 宣道事工委員會條例
第 1 條 為廣傳福音事工教會設置宣道事工委員
會。
The Rules of Canaan Taiwanese
Christian Church
[1] Rules of the Missions Committee
§ 1 CTCC established the Missions Committee for the
purpose of spreading the Gospel.
第 2 條 本會對外宣道事工分為三類:
(1) 開拓教會:認同本會憲法及其使命為準則,並
優先以台語、英語、華語為其聚會及所有活動
之共同語言及發展方針。
(2) 支持單位:認同本會信仰告白為準則,不受語
言限制,支持弱小福音單位,栽培傳道人員,
以及宣教師。
(3) 差派宣教:受本會差派,不受語言限制,對外
宣道,見證福音,領人歸主。
§ 2 CTCC has three kinds of external missions ministries:
(1). Planting new churches: Under the overarching
principles of identification with our Constitution and
mission statement, and the use of Taiwanese, English,
and Mandarin as the common languages of the church
meetings and activities, as well as the development of
the church.
(2). Supporting other organizations: Under the overarching
principles of identification with our mission statement,
without restriction as to language, we will support
those weak gospel organizations and foster
missionaries and ministers.
(3). Sending out personnel: We will send missionaries out,
without restriction as to language, to speak of the Way,
to witness the Gospel, and to lead people to the Lord.
第 3 條 本會對內宣道事工:
(1) 協助牧師推行宣道的聖工。
(2) 協助牧師推行佈道及培靈等事工。
(3) 計劃及執行差傳事工。
§ 3 CTCC has these internal missions ministries:
(1) The ministry of assisting pastors to speak of the Way.
(2) The ministry of assisting pastors to preach and
disciple.
(3) The ministry of planning and executing sending out
missionaries.
[2] 宣道事工 -開拓教會- 條例
第 1 條 宣道事工所開拓的教會名稱可依其發展方
向及目標而設定。基本中文名稱為『迦南
基督教會』英文名稱為『Canaan Christian
Church』。
[2] The Rules on the Missions
Ministry’s Establishment of New
Churches
§ 1 A name of a church established by the missions
ministry may be determined by the direction and goals
of its development. In principle, the Chinese name
would be “迦南基督教會,” and the English name
would be “Canaan Christian Church.”
第 2 條 開拓教會發展準則
(1) 開拓時期的教會
I. 人數:十名以上(至少七戶)滿十八歲已受
洗的成人會員。
§ 2 Guidelines on New Church Development
(1) Church Establishment Period
I. Population: At least 10 baptized adult members 18
or over in age, from at least seven households.
II. Financial condition: as needed, CTCC will
supplement the new church’s financial needs, based

40% of the new church’s regular budget.
III. Coworkers’ Committee: the sending unit shall select
provisional coworkers, at least five in number.
IV. For regular Sunday services, if there is no resident
minister, the sending unit shall be responsible for
pulpit supply.
V. In principle, the establishment period (before
advancement to the organization period) shall be
limited to one year.
(2) 組織時期的教會
I. 人數:十五名以上(至少十戶)滿十八歲已受
洗的成人會員。
II. 經濟情況:有需要時由本會補助一部份,視開
拓單位財政情形而定,不得超過其 20%的經
常費用。
III. 同工會組織:由會員和會選出,至少五人。
IV. 固定主日崇拜,如無駐堂傳教師,講壇則由開
拓單位安排。
V. 組織時期到進階為自立堂會,原則上不得超過
二年。
(2) Church Organization Period
I. Population: At least 15 baptized adult members 18
or over in age, from at least 10 households.
II. Financial condition: as needed, CTCC will
supplement the new church’s financial needs, based
on its financial conditions as determined by the
sending unit, but the supplement may not exceed
20% of the new church’s regular budget.
III. Coworkers’ Committee: the Congregational
Meeting shall elect the coworkers, at least five in
number.
IV. For regular Sunday services, if there is no resident
minister, the sending unit shall be responsible for
pulpit supply.
V. In principle, the organization period (before
advancement to the independence period) shall be
limited to two years.
(3) 自立時期的教會
I. 人數:三十名以上滿十八歲已受洗的成人會
員。
II. 經濟情況:自立。
III. 長執會組織:由會員和會選出,可有長老與執
事,至少七人。
IV. 固定主日崇拜,如無駐堂傳教師,講壇則由小
會負責安排。
(3) Church Independence Period
I. Population: At least 30 baptized adult members 18
or over in age.
II. Financial condition: self-reliant.
III. Consistory organization: the Congregational
Meeting shall elect the elders and deacons, at least
seven in number.
IV. For regular Sunday services, if there is no resident
minister, the Consistory shall be responsible for
pulpit supply.
第 3 條 進退階準則
(1) 組織時期以下的進階
I. 如符合條件時,經和會通過,向所屬開拓

(1) Advancement Below the Organization Stage
I. When the new church fits the criteria for
advancement, its Congregational Meeting may
pass a motion to make an application to the

II. 開拓單位與地方教會安排特別感恩禮拜。
(2) 組織時期進階為自立地方教會
I. 符合自立地方教會的條件時,經和會半數
以上,向開拓單位申請。

III. 開拓單位與地方教會安排自立感恩禮拜。
(3) 組織時期以下的地方教會如不能繼續存在
時,經與開拓單位協商同意後,以適當方法
處理之。
(4) 自立地方教會如喪失其自立條件
I. 由和會過半數決定取消自立地方教會時,
可向開拓單位申請取消自立地方教會資
格。
II. 開拓教會可取消其自立地方教會資格。
III. 自立地方教會資格喪失後,以會員的人
數,決定回到組織時期以下時期的教會。
IV. 開拓教會行政年度及會計年度均由一月一
日至十二月三十一日止。

II. The sending unit and the new church shall
arrange for a special thanksgiving service.
(2) Advancement to Independent Stage
I. When the new church fits the criteria for
independence, its Congregational Meeting may
pass, by majority vote, a motion to make an
application to the sending unit for independence.
II. The sending unit shall rule on the application.
III. The sending unit and the new church shall
arrange for a special independence thanksgiving
service.
(3) If a new church below the organization stage cannot
sustain its existence, it shall consult with the sending
unit and, with the sending unit’s consent, the new
church may be disposed properly.
(4) Loss of Criteria for Independent Status
I. An independent church may, by majority vote of
its Congregational Meeting, apply to the
sending unit to rescind its independent status.
II. A sending unit may rescind the independent
church’s independent status.
III. If an independent church loses its independent
status, its status should be based on the number
of members that it has.
IV. The administrative calendar year and the fiscal
year for a church started under these regulations
shall start January 1 and end December 31.
第 4 條 開拓教會如不遵守開拓單位之信仰告白、
使命、法規、禮儀及開拓單位的決議,開
拓單位應勸告之。如不接受時,經開拓單
位通過,得以適當方法處理並脫離關係,
財產歸屬開拓單位。
§ 4 If a church started under these regulations does not
follow the sending unit’s confession of faith, mission,
rules, proper rituals, or resolutions, the sending unit
shall urge it to correct its ways. If it does not accept
the corrections, the sending unit may resolve to
dispose of it properly and disassociate from the
relationship. The church property shall be returned to
the sending unit.
第 5 條 開拓教會亦即地方教會購置會堂或地產之
細節
(1) 買賣:會堂或地產之購置或出讓,可由開拓教
會召開和會自行決定,召開和會時必得邀請開
拓單位派代表出席該和會,以便關注。該和會
之決定需經開拓單位同意才可生效。買賣地
產,代表教會簽名者應包括:開拓單位財務事
工委員會主席(代表開拓單位),地方教會之
§ 5 Details on the Local Church’s Purchase of Sanctuary
or Other Real Property
(1) A decision on a purchase or sale of a sanctuary or
other real property may be decided by the church
started under these regulations, by decision of the
Congregational Meeting. When such a Congregational
Meeting is to be convened, the church shall invite the
sending unit to send representative(s) to attend the
Congregational Meeting so that the sending unit may
monitor the situation. The Congregational Meeting’s
decision is only effective with the approval of the
sending unit. When a purchase or sale is to be made,
the persons whose signatures on behalf of the church

小會副主席及書記。這三位代表同簽才可成
效。如地方教會入籍會員減至 30 名以下時,
買賣權利則轉交開拓單位財務事工委員會全權
處理。
(2) 登記:Title 登記一律使用『Canaan
Taiwanese Christian Church』。
(3) 權利:使用及所有權完全歸屬地方教會。
(4) 建堂基金:地方教會組織信託管理建堂基金及
負責銀行貸款。
are required shall include: the chairperson of the
financial ministry committee of the sending unit
(representing the sending unit), and the vice
chairperson and the clerk of the Session of the local
church. The purchase or the sale shall not be effective
without the signatures of all three. If a local church’s
membership drops to less than 30, the power to
purchase or sell property shall be transferred to the
sending unit’s financial ministry committee.
(2) Title: the properties shall be registered to the title of
“Canaan Taiwanese Christian Church.”
(3) Authority to Use: the authority to use the property, as
well as the ownership, shall belong to the local church.
(4) Building Fund: the local church shall appoint trustee(s)
to manage the building fund as well as any mortgages.
第 6 條 開拓單位與地方教會的關係,地方教會進
階為自立堂會滿一年後,得以選擇:
I. 直屬開拓單位為其分堂或聚會點,成為母
會-支會關係。
II. 升格為堂會,與開拓單位共同隸屬於總
會。
§ 6 One year after a local church entered the
independence stage, the local church may decide
whether it would:
I. Serve as a service at the same location or a service at a
different location of the sending unit, to essentially
serve as a branch church of the sending unit.
II. Serve as an independent church that directly belongs to
the CTCC, along with the sending unit.
[3] 宣道事工 -支持單位- 條例
第 1 條 宣道事工支持單位的準則:
(1) 認同本會信仰告白
(2) 不受語言限制
(3) 弱小福音單位
(4) 栽培傳道人員以及宣教師。
[3] The Rules on Support of
Missionary Organizations
§ 1 The basic principles for determining whether a
missionary organization shall fit the criteria of being
supported under the missions ministry:
(1) The supported organization shall share the church’s
confession of faith.
(2) The organization does not need to be using any
particular language.
(3) The organization must be an evangelizing
organization that needs the support.
(4) The organization shall train missionary personnel
and missionaries.
第 2 條 宣道事工支持單位的辦法:
(1) 委員會於每一個新年度,提出支持單位
名稱及單位的近況,交與小會認可。
(2) 每月固定寄送宣道補助金與慰勉。
(3) 每半年檢討及考量單位需求的調整。
§ 2 The procedure for supporting missionary
organizations:
(1) The Missions Committee shall, each fiscal year,
submit a list of names of organizations to be
supported, and also their current statuses, for
approval by the Session.
(2) Each month, the Missions Committee shall send
regular financial support and encouragement.

(3) Every half year, the Missions Committee shall
review and reconsider whether any adjustments
should be made, based on the needs of the
organizations supported.
[4] 宣道事工 -差派宣教- 條例
第 1 條 宣道事工委員會設定差派宣教準則:
(1) 以本會會友為優先差派對象。
(2) 鼓勵會友實地宣教的參與。
(3) 設立補助金辦法與以協助。
[4] The Rules on Sending
Missionaries
§ 1 The basic principles for the Missions Committee on
the priorities of sending missionaries:
(1) CTCC members shall receive priority as
missionaries to be sent.
(2) The Missions Committee shall encourage members
to participate in the mission field.
(3) The Missions Committee shall establish a set of
procedures on how to assist the missionaries
financially.
[5] 牧師、傳道師、職員休假條例
A. 牧師室同工休假條例
第1條 除非於合約中另行規定,牧師室之全職
同工適用本條例。
[5] The Rules on Vacation Time for
Pastors, Ministers, and Staff
Members
A. Rules on Leaves for Members of the
Office of the Pastors
§ 1 Leaves for fulltime coworkers of the Office of the
Pastors are governed by these rules unless overridden
by contractual terms.
第 2 條 有給假期分為公定假日、休假及事假三種。
I. 公定假日共十天。實際日期應配合教會事工需
要調整。
(1) New Year’s Day (normally January 1)
(2) Martin Luther King, Jr. Day (normally third
Monday of January)
(3) President’s Day (normally the third
Monday of February)
(4) Memorial Day (normally the last Monday
of May)
(5) Independence Day (normally July 4)
§ 2 Paid leaves are of three kinds: official holidays,
vacations and personal leaves.
I. There shall be 10 official holidays. The actual day-off
shall adjust according to the need of church ministry.
(1) New Year’s Day (normally January 1)
(2) Martin Luther King, Jr. Day (normally the third
Monday of January)
(3) President’s Day (normally the third Monday of
February)
(4) Memorial Day (normally the last Monday of

II. 休假:
(1) 休假以日曆天計算。
(2) 每年兩週(十工作天),自任期第三年起每年三
週。
(3) 非因臨時事故之休假應於至少一個月前提出申
請。
II. Vacations:
1. Vacations are calculated by calendar days.
2. A coworker shall receive two weeks of vacations
(10 workdays) per year. Starting with the third year
of service, he or she shall receive three weeks of
vacation per year.
3. Requests for vacations shall be submitted at least
one month in advance, except when the vacations

3. A fulltime member of the Office of the Pastors
shall receive two weeks of study personal leave (10
workdays) per year.
4. Requests for personal leaves shall be submitted
with study or ministry plans.
5. Requests for personal leaves shall be submitted at
least one month in advance.

IV. The total of Sundays used for vacation and study
leaves during a single year shall not exceed the
number of weeks of vacation and personal leaves

5. After a full-time pastor has served six years, he or she
may receive sabbatical leave during the seventh year:
I. The sabbatical leave shall be no more than three
months in length.
II. In principle, the salaries and benefits received
during the sabbatical leave shall be the same as
the salaries and benefits received during regular
service.
III. A request for sabbatical leave shall be submitted
to the Session in writing at least six months in
advance.
IV. The Session shall, based on the church’s
personnel and financial situation, determine how
long of a leave to grant and the extent of the
salaries and benefits paid on sabbatical leave.
V. The cycle between sabbatical leaves shall be
seven years.

Administrative Affairs are governed by these rules
unless overridden by contractual terms.
第 2 條 有給假期分為公定假日及休假兩種:
I. 公定假日共十天。日期參見牧師室同工休假

1. 休假以工作天計算。
2. 每年十工作天,自任期第三年起每年增
加一天,至多十五天。
3. 休假得累積,至多不超過二十天。

§2 Paid leaves are of two kinds: official holidays and
vacations.
I. There shall be 10 official holidays. (See Rules on

1. Vacations are calculated by workdays.
2. A coworker shall receive two weeks of
vacations (10 workdays) per year. Starting
with the third year of service, he or she shall
receive one additional day per year, up to 15

4. Requests for vacations shall be submitted at
least one month in advance, except when the
vacations are necessitated by emergencies.

Travel Expenses
§ 1 The ministry committee members, pastors, and
coworkers shall be reimbursed for their travel
expenses when traveling on church ministry business.
第 2 條 旅費分為交通費、日貼、膳食費、宿
泊費等四種。
§ 2 The travel expenses shall include transportation
costs, per diem stipends, meal costs, and lodging
costs.
第 3 條 交通費:
(1) 應按必經之最近路線計算,特殊情形迂迴者
應述敘明原因並經召集單位首長核准或證
明。
(2) 交通費以憑據實支實付,搭乘飛機以經濟艙
為限。
(3) 搭乘計程車以市內短途為限。
(4) 自開己車以哩數旅費津貼實支實付,按法律
規定算計。
§ 3 Transportation Costs:
(1) The costs shall be calculated based on the shortest
possible route. When a detour route is to be taken
due to special reasons, such reasons shall be
explained and approved or verified by the leader of
the convening organization.
(2) The costs should be calculated based on actual
expenses paid. Air flights shall be limited to
economy class.
(3) The use of taxicabs shall be limited to short haul
rides within the city.
(4) When personal vehicles are used, the mileage
reimbursements shall be based on actual miles
traveled, and calculated per the law.
第 4 條 出差期間若接受供給膳宿接待者,不
另支付膳宿費。
§ 4 If, during the travel, the person traveling received
complimentary meals or lodging, no reimbursements
shall be made for the meals or lodging thus received.

two or more events, except for necessary travel

treasury, and real property departments, and each
will have personnel responsible for the ministries.
第 3 條 財務事工委員會置委員七人:
(1) 小會推派一位現任長老。
(2) 現任財產,會計及出納執事共三人。
(3) 由小會自具有財務金融專長之本會會員或曾
經擔任本會財務稽查委員,財務或管理執事
之同工中遴選三名。任期一年,得連任。
(4) 若無現任財產執事,應由委員中推派一人負
責財產管理。
§ 3 The Financial Ministries Committee shall have
seven committee members:
(1) The Session shall select one current elder.
(2) The deacons in charge of accounting, treasury, and
property shall serve as committee members ex
officio.
(3) The Session shall select three members among the
church members who have expertise in the area, or
who had served as auditors or deacons in charge of
financial ministries or property management
ministries.
(4) If there is no current deacon in charge of property,
the committee members shall select one member
among themselves to be in charge of real property.

chairperson and one clerk. The chairperson shall be a

(4) To make payments towards all approved liabilities.
(5) To submit monthly and yearly financial reports.
(6) To handle bank accounts.
(7) To record the personal contributions each person
made to the church and to issue receipts at the
yearend for the contributors’ tax returns.

members, to serve for one year. These members shall
include coworkers from the Taiwanese, English, and
Mandarin Services. They may serve consecutive
terms.

第 1 條 為發掘人力資源並運用會員及同工的恩賜
及專業訓練協助教會事工,設置人力資源
發展事工委員會。
[20] The Rules of the Human
Resources Development Ministry
Committee
§ 1 In order to discover human resources and to utilize
the gifts of the members and coworkers, as well as to
professionally train and assist church ministries, the
church shall establish a Human Resource
Development Ministry Committee.
第 2 條 本委員會設置主任委員一人,由小會委
派,任期三年,由小會續派得連任。委員
會委員由主任委員召集組成。
§ 2 The committee shall have a chairperson appointed by
the Session who serves a three-year term and may be
reappointed. The other committee members shall be
selected by the chairperson.
第 3 條 本委員會事工包括
(1) 建立人力資源資料庫,資料按獨特恩賜、專
業特長及個人事奉負擔分類。
(2) 協助小會設計、發展可充分應用現有人力資
源的事工。
(3) 為使同工的恩賜、專長與服事的職責相吻
合,本委員會可向提名委員會提供各職位的
人力資源資料。
(4) 協助小會籌劃同工栽培及訓練事宜。
§ 3 The responsibilities of the committee shall include:
(1) To establish a human resource database, with the
data classified by unique talents, professional
abilities, and personal burdens in service.
(2) To assist the Session in designing and developing
ministries that could utilize the currently available
human resource.
(3) To provide the Nomination Committee with the
human resource data for various positions, in order
to let the coworkers’ talents and professional
abilities be fitting with their ministry
responsibilities.
(4) To assist the Session in planning the fostering and
training of coworkers.

第 1 條 為建造並成長基督化的家庭,設置家庭事
工委員會。
[21] The Rules of the Family Ministry
Committee
§ 1 In order to build and encourage the growth of
Christian families, the church shall establish a Family
Ministry Committee.
第 2 條 本委員會設置主任委員一人,由小會委
派,任期三年,由小會續派得連任。委員
會委員由主任委員召集組成。
§ 2 The committee shall have a chairperson appointed by
the Session who serves a three-year term and may be
reappointed. The other committee members shall be
selected by the chairperson.
第 3 條 以聖經為基礎,計劃並推行配合教會策略
的整體性家庭事工,使信仰落實於家庭生
活中。
§ 3 The committee shall be responsible for planning and
furthering the overall family ministry that, based on
the Bible, fits with church strategy, so that our faith
can be practiced in our family lives.

第 1 條 為增進關係的建造及領導能力的裝備,設
置人際關係與領導裝備事工委員會。
[22] The Rules of the Equipping
Relationship and Leadership
Committee
§ 1 In order to better equip the members in their building
of relationships and leadership abilities, the church
shall establish an Equipping Relationship and
Leadership Committee.
第 2 條 本委員會設置主任委員一人,由小會委
派,任期三年,得由小會續派連任。其他
委員由主任委員召集組成;委員須包括至
少一名現任長老。
§ 2 The committee shall have a chairperson appointed by
the Session who serves a three-year term and may be
reappointed. The other committee members shall be
selected by the chairperson, and shall include one
currently-serving elder.
第 3 條 本委員會事工包括:
(1) 與 Eqipping Ministries International 協調,
負責課程翻譯、出版及訓練等事宜。
(2) 籌畫、安排課程及裝備訓練事工。
(3) 對外提供課程訓練,服事本會會友、眾教會
及社團、機構。
§ 3 The ministry responsibilities of the committee shall
include:
(1) Coordinating with Equipping Ministries
International in matters of course material
translation, publication, and training.
(2) Planning and arranging classes and training.
(3) Providing course training to serve the church
members, the other churches, and other
organizations and agencies.
