ADVISORY COUNCIL ON THE ENVIRONMENT (ACE)

背景 Background

• 於1994年1月成立

Established in January 1994

• 為政府就環境保護及保育事宜的主要諮詢委員會

relating to environmental protection and

conservation

職權範圍 TERMS OF REFERENCE

(i) 檢討香港環境情況；及

Keep under review the state of the environment in Hong

Kong; and

(ii) 透過環境局局長，向政府建議應採取甚麼適當措施以

對付各類污染問題，使環境得以保護及持續發展。

Advise the Government, through the Secretary for the

Environment, on appropriate measures which might be

taken to combat pollution of all kinds, and to protect

and sustain the environment.

角色及功能 ROLE AND FUNCTIONS OF ACE

• 政府在推行主要環保和保育政策方案前，均會諮詢及考慮委員會提出的意見。

Government will consult and consider comments from ACE on major policy initiatives relating to environmental protection and conservation before adoption.

• 依據《環境影響評估條例》就指定工程項目的環境影響評估報告(環評報告)向環境保護署(環保署)署長提交意見。

To provide views on EIA reports of designated projects to the Director of Environmental Protection (DEP) under the Environmental Impact Assessment (EIA) Ordinance.

成員 MEMBERSHIP

• 主席和委員均為非官方人士，來自社會不同界別，包括學者、環保人士、專業人士、工商界和區議員。

Chairman and Members are non-officials who come from

different sectors in the community including academics,

members of major green groups, professionals, business

groups and district council member.

成員 MEMBERSHIP

• 現屆共有22名成員，由行政長官委任，任期兩年

(即2019年1月至2020年12月)。環保署負責秘書處的工作。

Currently there are 22 ACE Members who are

appointed by the Chief Executive for a two-year term

(i.e. Jan 2019 to Dec 2020). EPD takes care of the

secretariat work of ACE.

• 環境局常任秘書長(同時出任環保署署長), 以及漁農自然護理署、規劃署和衛生署的代表均列席環諮會會議。

The Permanent Secretary for the Environment (also

serves as DEP), and representatives of the Agriculture,

Fisheries and Conservation Department (AFCD), the

Planning Department (PlanD) and the Department of

Health (DH) also attend ACE meetings.

架構 STRUCTURE

• 一般每月舉行會議，討論與環境保護及保育相關的事宜和審議環境影響評估小組(環評小組)就環評報告作出的建議。

ACE meets on a monthly basis to discuss proposals of

environmental protection and conservation-related issues

and to consider the recommendations made by the

Environmental Impact Assessment Subcommittee

(EIASC) on EIA reports.

架構 STRUCTURE

• 環諮會委員可自行加入各個小組。小組主席由相關小組成員互選產生。

ACE Members are free to join any of the three

subcommittees. Chairmen of the subcommittees are

elected amongst Members in the respective

subcommittees.

• 三個小組的職權分別為 -

The terms of reference of the three subcommittees are:

(a) 環評小組 (EIASC)

接收和研究主要發展工程項目的環評報告；及

向環諮會報告其討論和審議結果並提出有關建議。

To receive and study EIA reports of major development projects and to

report on its deliberations and findings and make recommendations to

the ACE.

(b) 廢物管理小組 (Waste Management Subcommittee)

監察香港有關固體廢物（包括都市固體廢物、建築廢物和特殊廢 物）的趨勢和管理等問題；研究海外實施有關減少廢物的措施（包 括法例制定和技術開拓）及其在香港實施的可行性；及就減少廢物 的政策和方案，以及處理不同類型廢物的措施提供意見。

Monitor the trends and problems related to the management of solid waste (including municipal solid waste, construction waste and special waste) in Hong Kong;

Study waste reduction measures, including legislation and technologies, that are adopted in overseas economies, and examine their applicability to Hong Kong; and

Advise on possible waste reduction policies and programmes, as well as measures to handle different types of waste.

(c) 自然保育小組(Nature Conservation Subcommittee)

透過環境局局長，向政府就自然保育事宜提供意見，包括米埔 內后海灣拉姆薩爾濕地的管理；及研究政府當局所提交有關自 然保育的建議。

To advise the Administration, through the Secretary for the

Environment, on nature conservation matters, including the

management of the Mai Po and the Inner Deep Bay Ramsar Site; and

to examine nature conservation proposals referred to by the

Administration.

會議安排 MEETING ARRANGEMENTS

• 環評小組由2007年12月起，即場轉播工程項目倡議人簡介有關環評報告及回答小組委員問題的環節，讓市民在會議轉播室旁聽有關的介紹和討論。環諮會在討論環評報告時若邀請有關項目倡議人出席簡介和問答環節，亦會採用同樣的即場轉播安排，讓公眾人士旁聽。

Since Dec 2007, EIASC meetings involving Presentation and Q&A

sessions of the project proponent on his/her EIA report are opened where

the public can observe the simultaneous broadcasting of the proceedings in

the Public Viewing Room. ACE adopts the same arrangement when the

project proponent is invited to brief the meeting on the EIA report and take

questions from Members.

• 環諮會主席在環諮會會議後與傳媒會面，簡報會上討論的事項和相關的建議，讓他們能更清楚環諮會的討論，從而加強市民對委員會工作的認識。

ACE Chairman will meet with the media after the ACE

meetings to brief them about matters and comments raised

during the meeting. This helps enhance public’s

understanding of the work of ACE.

環諮會由2013年9月起推行了三項新措施，讓公眾能更深入了解環諮會的工作：

ACE has introduced three initiatives since Sept 2013 to

enhance public's understanding of its work:

(i) 環諮會及環評小組的會議議程備有中、英文版，並上載環諮會網頁，方便公眾參考；

information;

(ii) 開放環諮會關於環保政策的簡介和問答環節讓公眾旁聽。有興趣人士可在會議轉播室旁聽即場轉播；以及

in the Public Viewing Room with simultaneous

broadcasting; and

(iii) 秘書處在環諮會及環評小組會議三個工作天前若接獲有需要人士申請，將安排為該會議提供即時傳譯服務。

Provision of simultaneous interpretation (SI) service

for meetings of ACE and EIASC if interested parties

apply to the ACE Secretariat for the service three

working days before the meetings.
