网络安全已经成为国家安全的很重要的表现形式，“没有网络安全也就没有国家安全”。

习近平2月27日下午在主持召开中央网络安全和信息化领导小组第一次会议时强调，要从国际国内

大势出发，总体布局，统筹各方，创新发展，努力把我国建设成为网络强国。这标志着网络安全

和信息化国家战略迈出重要一步，网络安全保障体系建设和信息化发展也将由此提速换档，步入

高速发展期。

相对于美国以及一些国家确实把网络战作为战争的手段，邬贺铨认为，我国的网络安全战略

是一种防御性的，“我们首先强调的是怎么保护网络安全，守住网络边界、网络空间，创造一个好

的网络环境” 。

随着斯诺登事件的曝光以及前几年的伊朗“震网”事件和维基百科事件，都在提醒我们在没有

物理边界的互联网世界中，网络安全对于国家安全的重要等级越来越高，“没有网络安全也就没有

国家安全”。

目前，我国在互联网安全方面还存在诸多问题。邬贺铨指出：第一，管理体制太分散，好几

个部委都跟网络安全有关，互相之间的职能交叉重叠，导致管理力度不够。第二，网络上立法滞

后，美国在网络法制方面有很多法律，而我们在网络方面缺乏相应的法律。第三，网络技术落后

，很多网络设施的核心技术无法掌控，因此里面会隐藏木马等等隐含。第四，网络意识与网络强

国还有差距，很多人认为装了防火墙就安全了，心里没有一种警惕性，一些泄密的信息不应该放

在公共网的计算机上。
