Subsidiary Body for Implementation (SBI) - to give advice to the COP on all matters concerning the implementation of the Convention- to examine the information in the national communications and emission inventories submitted by Parties in order to assess the Conventions overall effectiveness.Subsidiary Body for Scientific and Technological Advice (SBSTA) - to provide the COP with advice on scientific, technological and methodological matters- link between the scientific information provided by expert sources and the policy-oriented needs of the COP

- The United States would be required to reduce its total emissions an average of 7% below 1990 levels; however Congress did not ratify the treaty after Clinton signed it. The Bush administration explicitly rejected the protocol in 2001.

1. Adopt Delhi Ministerial DeclarationEmphasis on Sustainable Development- parties should promote sustainable development-in water, energy, health, agriculture and biodiversity area- Build on the outcomes to World Summit on Sustainable DevelopmentThe Delhi Ministerial Declaration On Climate Change and Sustainable Development, Unfccc.intAdaptation begins to be considered as important as Mitigation-developing countries, small island countries become more vulnerable to the impact of c.c-effective and result-based should be supported under Marrachesh AccordsEmphasis on Technology-develop clean and energy efficient technology2. Russias hesitation Russia's agreement (17% of global emissions in 1990) was required to meet the ratification criteria. But Russia hesitated saying that they need a time to think it over.

Decided on definitions and modalities for including afforestation and reforestation activities under the CDM- New emission reporting guidelines based on the good-practice guidance provided by the Intergovernmental Panel on Climate Change were adopted to provide a sound and reliable foundation for reporting on changes in carbon concentrations resulting from land-use changes and forestry.

-the agreement on the modalities and scope for carbon absorbing forest-management projects in the clean development mechanism (CDM). This agreement completes the package adopted in Marrakesh two years ago and expands the CDM to an additional area of activity

2. SCCF(the Special Climate Change Fund) and LDC(The Least Develpoed Countries) fund

- Two funds were further developed, the Special Climate Change Fund and the Least Developed Countries Fund, which will support technology transfer, adaptation projects and other activities.
