Senior Proposal Engineer / Estimation Supervisor (July 2008 till date)

Responsible for the bidding, contracts and procurement activities for various commercial, infrastructure and industrial projects in the MENA region.

Job Responsibilities / Role:

• Involvement in the development of the proposals strategy for the tender. Co-ordination, preparation and compilation of complete, compliant and professional proposal documentation, both technical and commercial, submission to clients in line with client bid documents and tender deadlines.

• Management of the estimating process. Oversee and direct Estimators involved in the preparation of base cost estimates, to ensure accuracy, professionalism and timely completion.

• Preparation and issue to client of appropriate and concise commercial and technical requests for clarification to client and presiding over internal tender review meetings.

• Liaising with the material suppliers, equipment vendors and sub-contractors to ensure accurate and timely receipt of quotations.

• Attending client tender clarification meetings / negotiations, including the management and organization of all required client endorsed changes to previously submitted tenders.

• Assisting in the preparation and compilation of contract documents, prior to signature, ensuring that all contract documentation is in line with all previously agreed tender negotiations.

• Handover of all relevant tender documentation to Projects and Contracts teams after award of contract and attendance of Project Start-Up meetings when required.

• Handling the procurement activities to meet Project needs, according to Company policies and procedures.

• Develop and maintain a commercially sound vendor base, surveys the market for new supply sources including non-traditional suppliers and assist in maintaining “Approved Vendor List”.

• Participate in commercial negotiations with vendor Place PO’s with selected vendors. Review and approve orders that are within approval limit. Provide ongoing Purchase Order administration including PO revisions;

• Conduct surveys and market studies to determine price levels, trends, business activities and availability of products. Provide guidance to user departments.

• Evaluate market conditions and trends. Develop purchasing agreements which are compatible with project requirements. Follow market prices of key commodities, such as LME for Steel, and Copper.

• Attending inspection visits to vendor’s facilities/ factories in order to make sure that equipment / material will be delivered to sites on the required date and as per the specifications.

• Guiding the Administrative staff in daily activities

• Participate in Purchase Order / Project Close Out.

Project Experiences:

Have been successfully involved in tendering, contracts and procurement activities for nearly 35 projects worth approximately AED 1.5 Billion in the MENA region. Some of the major winning projects are as follows:

• Muscat and Salalah International Airport – MRO Facilities (Oman)

Muscat Airport: A new cargo complex of approximately 33,000m2 and MRO facilities of approximately 68,000m2 including two hangars, wash bay apron, Ground Run-up Enclosure (GRE), technical shops, offices, central utility plant and various ancillary buildings.

Salalah Airport: A new cargo complex of approximately 33,000m2 square meters and MRO facilities of approximately 11,000m2 comprising of one hangar with support facilities.

Contract Value: AED 250 Million

• Abu Dhabi Midfield Terminal Building (U.A.E)

The MTC’s terminal building will be the largest in the Emirate of Abu Dhabi and one of the region’s most impressive structures, architecturally. Between 630,000 and 702,369 sqm in size and visible from more than 1.5km away, the central space of the terminal building features a ceiling 52 m tall at its highest point and could hold three full-sized football pitches.

Contract Value: AED 105 Million

• Dubai Festival City Mall Re-positioning Phase 2 (U.A.E)

The project involves expansion of the existing mall at the Dubai Festival City.The total area for the construction is 73,500 sqm including demolition works.

Contract Value: AED 80 Million

• Dubai Mall Fashion Avenue Expansion (U.A.E)

The world’s largest mall will be adding a fashion avenue which will consist of world renowned brands and stores. The project consist of several food and beverage outlets along with new upmarket lifestyle and entertainment brands.

Contract Value: AED 60 Million

• Qatar Steel EF5 Melt Shop (Qatar)

EF5 project is a green field steel melt shop built adjacent to its main facility in Mesaieed Industrial City, Qatar. The facility has a design capacity of 1.1 million MT/PA of billets.

Contract Value: AED 125 Million

• Emirates Airlines Light Maintenance Hangars (U.A.E)

The four Aircraft Hangar Bays carry out aircraft light maintenance for various sized aircrafts, including the A380, at the existing West Apron of Emirates Engineering, Dubai International Airport.

Contract Value: AED 85 Million

• Automated People Mover (A.P.M), Dubai International Airport (U.A.E)

The APM (Automated People Mover) connects the new airside, Concourse 4, with the existing Terminal 1, consisting of a Pinched Loop Operation with a total length of 1.3 km of steel bridges.

Contract Value: AED 50 Million

• Ferrari World – F05 and F05 Coaster Building (U.A.E)

The Ferrari themed amusement park, situated on Yas Island in Abu Dhabi is covered by a 200,000 sqm. roof, making it the largest indoor amusement park in the world. The scope involved in the project consisted in constructing F05 and F09 coaster buildings.

Contract Value: AED 15 Million

• EMAL – Anode Baking Furnace and Pot building (U.A.E)

The anode bake furnace at the Taweelah site of EMAL in Abu Dhabi was developed to increase the nominal production capacity of 450,000 tpa of baked anodes.

Contract Value: AED 75 Million

• Shah Gas Development Project – EPC 2&3 (U.A.E)

The new Shah Gas Processing Plant is designed to process 1,000 MMSCFD (gas out of the slug catcher) of Shah Arab sour gas. The plant is located in three adjoining Sabkhas (low flat areas) on the East-Central side of the Shah Field with an East to West span of about 6 km. The layout of the process plant is divided into three different areas: Western, Central and Eastern.

Contract Value: AED 190 Million

• Borouge-3 PO & LDPE Plant (U.A.E)

Borouge, a leading provider of innovative, value creating plastics solutions for the infrastructure, automotive and advanced packaging markets, expanded its annual production capacity of 480,000 t/y PP, 428,000 t/y PP, 540,000 t/y x 2 PE and 350,000 t/y LDPE.

Contract Value: AED 105 Million

• Fujairah Power Plant (U.A.E)

The Fujairah F2 Plant is a greenfield power generation and seawater desalination plant with 2,000 MW of net power capacity and 130 MIGD of net water capacity. It is located at Qidfa in the Emirate of Fujairah, on the Gulf of Oman.

Contract Value: AED 100 Million

• ADCO – ASAB FFD Project (U.A.E)

The Abu Dhabi Company for Onshore Oil Operations (ADCO) project had as main target to upgrade the production capacity of the Asab field and achieve the committed 1.8 million barrels of oil per day.

Contract Value: AED 100 Million

• Dubai Mall Zabeel Expansion (U.A.E)

The project involved construction of two road bridges (DM and RTA approved), chiller supports and plant rooms connecting a new multipurpose building in Zabeel area to the existing parking building in the Cinema area.
