OverviewThe 2002-2003 SAR/ISIR Comment Codes and Text document serves as astand-alone guide, as well as a companion to the EDE TechnicalReference.

For 2002-2003, a Web version of the SAR comments has been developedand will be used for SARs that are viewed on the Web. We have notincluded the Web version of the comment text in this guide because it isvery similar to the paper SAR comment text. The only differences arewording changes to make the comments relevant to the Web version of theSAR rather than paper form. For example, the comment code text for thepaper version describes "printing" the information on the SAR, whereasthe Web version describes "displaying" the information.

How do I use these tables?The following tables list all the CPS comment codes. The SAR table andthe ISIR table are comprised of five columns. In the first column, thecomment codes are listed numerically. In the second column, you willfind the comment text that is printed on SARs or on printed ISIRs, or adefinition that describes the action causing the comment code to be set. Ifcomment text is not printed, you will find an explanation of the flagand the ISIR field position of the flag that has triggered the commentcode. In the third column, we indicate if a C code is set. The C code istypically generated when data match results require FAA resolution.However, the C code is also generated if an applicant's response to drugquestion 35 requires resolution or FAA action. If there is also a rejectcode associated with a comment code, the reject code will be listed incolumn four. Lastly, a Y or N, indicating whether or not the commentcode is printed on the SAR/ISIR, is listed in the fifth column.

Note: The SAR Acknowledgement table only contains the comment codenumber and the comment code definition.

How are comment codes set?Comment codes are set by the CPS on the student's transaction to provideinformation to the student and to you in the Financial Aid Office.

How do the ISIR Comment Codes work?The 2002-2003 ISIR Comment Text is used for ISIRs printed fromEDExpress, another software developer, or your internal ISIR printprogram. The electronic ISIR file, sent to the school, contains thecomment code numbers that should print on the ISIR. Each ISIRcomment code is 3 digits and can be found in positions 1460-1519 in theISIR file. Comment Codes are also printed on SAR Acknowledgementsand some are provided on regular SARs.

Which comment codes will not cause text to print on the SAR and ISIR?The easiest way to tell if a comment code will print on the SAR or ISIR isto review the fifth column of the table entitled "Printed on the SAR/ISIR."

For the 2002-2003 processing year, the following comment codes will beset, but will not cause text to print on either the SAR or the ISIR:

002, 011, 012, 014, 015, 017, 019, 022, 025, 027, 029,032, 034, 035, 036, 088, 091, 092, 093, 096, 098, 119,121, 122, 123, 126, 131, 137, 140, 153, 164, and 165.

For example, comment code 002 is turned on by the CPS when the EarlyAnalysis Flag is set on the student's transaction (ISIR field #116 = 1). Thecode will be included with all other comments codes on the ISIR layout(in ISIR field #261 - Comment Codes). However, there is no associatedtext to print on the student's ISIR.

Where can I find more information about ISIRs?The ISIR Guide, containing 2002-2003 ISIR information, is scheduled tobe published by the United States Department of Education at a later date.The ISIR Guide can be found on the following Web site:www.ifap.ed.gov.
