DFI Construction, Inc., through planning, administration, and monitoring has maintained and

accident free work site throughout the years. Safety is of the highest priority in all DFI oper-

ations.

All DFI employees must participate and cooperate with DFI‘s construction safety program as

a requirement of their employment. Consistent compliance with this program, along with all

other applicable local, state, and federal programs is not an option. It is a necessity.

Our commitment to safety has earned DFI Construction the Executive Level CEO Safety

Leadership Award in 2004. Several hundred contractors competed for this award and only

one attained this pinnacle in safety. It was DFI Construction. This award was for achieving a

leadership position in safety and health among all Down- stream contractors for MOTIVA

Enterprises.

DFI Construction requires employees to obtain and maintain the Transportation Worker

Identification Credential (TWIC). TWIC is administered by the Transportation Security Ad-

ministration (TSA) and U.S. Coast Guard.

DFI Construction also meets the criteria of supplier prequalification services, such as PICS,

ISNetworld and CVM Solutions, as well safety orientation and verification programs, such as

Power Safe Training.

Hydro-testing

DFI Construction has been involved in the hydro-testing of fuel oil and process piping for vari-

ous clients throughout the United States. All testing was done in accordance with industry stand-

ards.

We also have the knowledge and capabilities of implementing hydro-test packages for new con-

struction projects necessary for the completion of said projects.

API 653 / STI Tank Inspections

DFI Construction has the capability of performing API 653 Tank inspections, floor scanning, UT

Thickness readings and tank repairs according to current industry standards. This includes

annual visual inspections as well as internal inspections.

API 570 Piping Inspections

DFI Construction has the capability of performing API 570 piping inspections with ultrasonic

thickness survey of all process piping. DFI also has access to guided wave G3 technology.

API 510 Pressure Vessel Inspections

DFI Construction has the capability of performing API 510 pressure vessel inspections

API 571 Corrosion and Damage Mechanisms Professional on staff.

CWI Certified Welding Inspector, NACE III, and CP-1 on staff.

General Plant Maintenance

Since its inception in 1999, DFI Construction has been involved in general plant maintenance,

which has covered basically all phases of plant operations. Some of these are listed below:

Repair of underground process lines.

Installation of new piping and associated structural steel

Erection of steel buildings.

Pumping out fuel oil tanks and installation of truck loading facilities.

Construction of structural steel platforms, concrete foundations, installation of contain-

ment areas, maintaining dock facilities, and removal of brush and debris.

Fabrication

DFI Construction has a new state of the art 7500 sq ft fabrication facility that specializes in all

types of metal fabrication which include the following:

Miscellaneous pipe supports

Miscellaneous steel fabrication

Piping handrail fabrication

Angle handrail fabrication

Small bore piping fabrication

Large bore piping fabrication

Vessel trim fabrication

Project Management and Construction

The owners of DFI Construction have been involved in various projects throughout the world for

various contractors in management positions. These positions have ranged from Foreman to

Project Superintendent. Many of the jobs were completed from the grass roots construction to

the completing of the hydro-test packages and punch lists. We believe we have the capabilities to

assist the larger companies in maintaining a job direction or Quality Assurance program from a

third party perspective.

In conclusion, DFI Construction consists of people with the knowledge and capabilities of

being an asset to any phase of a construction or maintenance project.
