Economic Development Policy and Management (EDP&M) Program (新 「経済開発政策・マネジメント」 プログラム)

The EDP&M program deals with the issues and topics pertaining to economic development
that constitute the core of socio-economic development. This program trains students to
become career development economists or other experts in economic development who can
contribute to poverty reduction through economic growth via increased income and
employment creation. Facing the multi-dimensional development problems of the 21st
century, development economists who are well-versed in New Political Economy―a fusion
of politics, economics, and culture― are needed. Economists should consider both
traditional and new agents in development, socio-economic institutions and embedded
culture in a comprehensive manner to effectively situate economic development in a broad
context of socio-economic development. With the former Rural and Regional
Development Management Program merging into this program starting in April 2018, the
program contains rural and agricultural development as one of the key areas of focus. In
addition to the basic subjects for economic development such as Development Economics,
Development Macroeconomics, Development Microeconomics and Statistics/Econometrics,
the EDP&M program offers the following focal areas while preparing students for their
professional careers: Poverty-Growth-Inequality Triangle, Globalization and Development,
Rural Economics and Development, Industrial Development, Tourism Economics and
Development, Development Finance and Public Financial Management, among other
related areas. In pursuing teaching and research in these key areas, the program stresses
the importance of creating an optimal mix of ideas and concepts, theoretical frameworks,
case studies, field work, and rigorous qualitative and quantitative analyses for us to
support evidence-based policy making and execution. The EDP&M program also possesses
a global network of development policy makers, practitioners and researchers consisting of
our program alumni and collaborating researchers and practitioners, for us to tap into
their accumulated knowledge and experience in managing economic development.

Message to Applicants/Students: Practical study could be appreciated in the context of rural development, focusing on farm household, farm management, agricultural production, village, and rural-urban interaction. Message to Applicants/Students: In Otsubo Seminar, frontiers of development studies and development public policies will be explored. We deal with the existing and emerging development management/governance issues under globalization and under multi-polarized development paradigms. Our recent research agenda include International Trade and Development (incl. strategic trade liberalization and FTA/CEP strategies), External Finance of Development (incl. capital flow management, FDI induction strategies, and the usages of remittances), Macroeconomic Management under Globalization (incl. exchange rate regimes and monetary policy rules, debt and fiscal management), Investment/Industrial Promotion (incl. designs of industrial policies), Structural Reforms and Institution Building, Roles of Government (incl. Message to Applicants/Students: All members of my seminar are international students from African, Asia and the Pacific Islands countries. Major research theme in the seminar is tourism and economic development related issuers. Many of them have working experience or belong to government of their own countries so that the discussions are very practical. I also have variety of working experiences, which are a JICA volunteer in Fiji, a member of electoral observer in South Africa (UNDP), and an economist for the World Bank (US). I also have practical experiences in educational field, which is to make a program for JICA training, to establish new tourism related faculty in Okinawa. Message to Applicants/Students: I worked on macroeconomic surveillance and sovereign risk analysis for more than 60 countries at the World Bank, JBIC and JICA. My field experiences include residential mission in Jordan where I was engaged with government bond issuance and bond market development in the framework of Development Policy Lending co-financed by the World Bank and JICA. I also served the Ministry of Finance, Iraqi Government in the areas of bond issuance and Medium Term Debt Management Strategy. At GSID seminar, the research areas of seminar students include microfinance, Bottom of Pyramid business, corporate governance, financial market development, infrastructure and industrial development. The seminar is open to new research topics and we work together.

Message to Applicants/Students: Although living standards have improved in many countries in recent decades, persisting inequality,

slowdowns in productivity, and the unintended consequences of globalization have reasserted the importance of international collaboration for evidence-based policymaking in both developed and developing countries. The availability of satellite imagery, big data, business micro data, and historical national accounts from national statistical agencies and third-party organizations has been an important step toward looking into the black box of globalization and rethinking modern development economics. Through a combination of empirical evidence and economic theory, our seminar explores the various drivers of economic development, and the ways to design and implement effective policies.
