    ENGOs interests vis--vis the EUInstitutions It is a federation of more than 140

    environmental citizens organisations based inalmost all EU Member States, potential newMember States and a few neighbouring

    countries. Main bodies: AGM (Annual General Meeting),Board, 1 Board Member per country where

    development and social cohesion A 7th environmental action programme Reduction of greenhouse gas emissions and 40% reduction target by 2020 Halt biodiversity decline and increase ecosystem resilience by 2020 Set absolute limits on resource use and reduce eco-footprint by 50% by

    Strengthen public health protection (air, REACH, IPPC, nanotech; etc) Fully integrate sustainability and environmental concerns into EU's external

    Networking on EU Environmental PoliciesTo be effective, close cooperation and information exchange with

    EEB member organisations and their experts is crucial. For thispurpose EEB has created working groups:

    Members adopted the draft after a longdiscussions at our Annual General Meeting(AGM) on 22 October.

    In addition to the policy issues it includeschapters on internal management, how tostrengthen cooperation with members,improve service to members and motivatethem to get more involved.

    How can we lobby make a difference?

    always in close cooperation with our members! We have to know the system

    Competences of EU Institutions, decision-making procedures,voting systems, the most important Treaty articles

    Be aware of the work programme, important deadlines, peoplein charge, road map etc Get information and draft texts as early as possible Collect background information, reports, eg WHO, EEA, OECD

    Establish personal contacts with the officials in the differentinstitutions (to know the right people is crucial) stakeholder meetings, seminars, elaboration of positions papers,

    letters, press releases, voting recommendations at nationaland EU level

    EP are the main legislators; therefore dont believe your

    governments that it is Brussels fault when they dont manageto apply EU environmental law!

    In the field of the environment around 85% of your national lawdepends on or is influenced by EU law it is worth gettinginvolved at EU level

    There are good reasons to get interested in what is happening atEU level and EEB hopes that this will lead to stronger co-

    operation between the EEB and the Greek NGOs there areplenty of opportunities and we need your help
