    Egypt Air to fly African passengers to Europe

    ministerand Arab states

    Egypt Air has agreed with private airlines to fly African

    passengers to Cairo, where other Egyptian airlines will

    take them to Europe and Arab states, and increasing

    flights between Egypt and United Arab Emirates, Egypts Civil Aviation Minister Hossam Kamal said on Tuesday.

    He added during a press conference that Egypt Air will

    cooperate with private airlines that travel to places where

    Egypt Air does not function to expand into the African market.

    A memorandum of understanding on increasing the

    operational capacity of air transport between Egypt and

    the United Arab Emirates by 20 percent has been signed,

    Kamal noted.

    The minister said that in light of the growing Egyptian-

    UAE economic relations, Egypt Air and Emirates Airlines

    have operated a third flight on daily basis each on top of

    the two basic flights.

    Airways to roll out New Distribution Qatar

    CapabilityDOHA: Qatar Airways will shortly roll out its own New Distribution

    Capability (NDC) initiative with Farelogix following a successful pilot

    programme, Akbar Al Baker, Group Chief Executive, Qatar Airways said

    yesterday.

    He disclosed the new initiative in an interview by BBC correspondent

    Rajan Datar.

    The passenger experience is key when it comes to governing the operations of an airline. In a world of growing choice, travel classes,

    routes and airline alliances, we must drive forward the overall passenger

    experience to make journeys as seamless, safe and smooth as possible, said Al Baker. It is in this same regard that Qatar Airways is pleased to announce its pilot programme with Farelogix, whereby we would now

    extend this experience to our travel agent partners and intermediaries on

    the ground. This will enable everyone to experience our airlines premium products before passengers have even stepped onto a plane.Aimed at enhancing the capability of communications between airlines,

    travel agents and intermediaries, the NDC will provide all users with a

    richer, personalised and dynamic interface, allowing Qatar Airways to

    showcase its products. Qatar Airways has been actively engaged in the

    evolution of the IATA NDC programme since it was first introduced in

    2012.

    Qatar Airways NDC initiative with Farelogix focuses on showcasing the

    airlines premium products across all class of cabins, supported by the additional content made available via the NDC standard messaging

    format.

    UAE nationals at 3 Airways appoints Etihad

    airports in US, Egypt

    (1)KUWAIT: Omar Al-Memari has been named Etihad Airways Airport Manager at San Francisco Airport and Khaled Al-Mazrouei has been

    named Assistant Airport Manager at Los Angeles Airport.

    Rashed Al-Sharji, has been appointed to the role of Assistant Airport

    Manager for Etihad Airways in Cairo.

    More than 190 UAE nationals now hold airport management roles at

    Etihad Airways destinations across the Middle East, Europe, Asia, Australia and the Americas.

    Geert Boven, Etihad Airways Senior Vice President, Airport Services, said: Etihad Airways is pleased to announce the appointments of Omar, Khaled and Rashed to key positions within

    the airline in San Francisco, Los Angeles and Cairo. Their

    He will also serve as the airlines key liaison with airport authorities, local government agencies and third-party service providers to

    ensure Etihads seamless and efficient operation in the region.Khaled Al-Mazrouei was appointed Assistant Airport Manager at Los

    Angeles from his previous role as Graduate Manager, Airport

    Operations, where he will be responsible for all facets of airport

    operations and guest services.

    He began his career at Etihad Airways in 2013 in the Graduate

    Management Development Program, now named Future Leaders

    Program, where he was trained in all aspects of Etihad Airways

    operational departments from check-in to boarding. Khaled

    previously served on Etihad Airways team in Chicago at OHare International Airport before being selected to assist the team at San

    Francisco.

    Rashed Al-Sharji joined Etihad Airways in 2009 as a Ground

    Services Agent looking after VIPs as well as Hajj and Umrah

    operations at Abu Dhabi airport. He was then assigned as Airport

    Duty Manager in Inchon in South Korea before moving to Cairo and

    being appointed to his new post of Assistant Airport Manager..

    Egyptian producers plan investments, but

    infrastructure hinders growth(1)

    Egypts Galina and Domty plan major expansions and IPOs, as the country suffers from currency and airfreight

    constraints on food exports, and falling rice and grain production.

    The firms CEO, Abdel Wahid Soliman, said an IPO was on the cards to finance the expansion. According to him,

    strawberry and artichoke products make up around half of Galinas exports, with the rest made up mostly from beans,

    peas, mixed vegetables, cantaloupes and pomegranates.

    Domtys $13m factoryAlso looking to grow is Domty, whose chairman Omar El-Domaty

    announced at a press conference a project to build a

    new US$13m factory in 6th October City. The factory will cover

    27,000 square metres and create 500 jobs, with a

    capacity to produce 300 million units of various products every year.

    According to new data released this month from Egypts statistics bureau, the countrys rice production fell 4.5% lastyear, at 5.5m tonnes, while grain production fell 9% to 21.9m tonnes

    in 2013/14. But production of both fruits and

    vegetables rose 8.7% and 3% respectively, with 10.5m tonnes of

    fruit and 21.8m tonnes of vegetables produced in the

    year.

    According to some firms, though, Egypts developing fresh produce sector may struggle to capitalise on its export

    opportunities, because of a lack of airfreight capacity. Ayman Al-

    Sheikh, deputy chairman of the Air Transport and

    Logistics Services division in the Alexandria Chamber of Commerce,

    said fruit and vegetable exports made up 20% of

    Egypts air cargo but was struggling to grow further, in part because of a lack of space on aircraft.

    He also said 20% of fresh produce exported as damaged because

    of the poor infrastructure of Egyptian airports withpoor-quality packaging contributing to problems with fruit and

    vegetable exports. EgyptAir, which controls 80% of the

    countrys airfreight capacity, said it was investing in new freighter aircraft, including two Airbus A330-200F cargo planes.

    Egypt Air to fly African passengers to Europe,

    increase flights to UAE: minister

    CAIRO: Egypt Air has agreed with private airlines to fly African

    passengers to Cairo, where the Egyptian airlines will take them

    to Europe and Arab states, and increasing flights between

    Egypt and United Arab Emirates, Civil Aviation Minister Hossam

    Kamal said Tuesday.

    Action plan for safer aviation following accident of

    9525Flight Germanwings

    (1)Today the European Commission is taking another step towards

    implementing Action Plansafer aviation by releasing an

    Force led by the -by the Taskrecommendations made in Julythe

    European Aviation Safety Agency (EASA) on the accident of

    Germanwings Flight 9525. Convened at the request of EU

    Commissioner for Transport Violeta Bulc, the Task-Force

    Today's . primarily called for better checks on crew membershad

    Action Plan has been developed by EASA and outlines how the

    agency now intends to implement these recommendations, in

    collaboration with the Commission.

    EU Commissioner for Transport Violeta Bulc said "I am grateful for the comprehensive work carried out by EASA. The safety of European citizens is at the heart of the Commission's transport policy and today's action plan is a valuable contribution. By providing a clear roadmap for EU action, it will help preventing future accidents or incidents."EASA's Director Patrick Ky added: "The Germanwings tragedy reminded the international aviation community that the medical and psychological conditions of flight crews, if not detected, can lead to a catastrophic outcome. This demonstrates that the regulators have the duty to quickly adapt to a variety of challenges. EASAs mission is to make air travel ever safer for European Union citizens in Europe and worldwide. With this action plan we are fully committed to fulfil this mission."EASA intends to use both existing rules and innovative regulatory

    solutions for the implementation of the recommendations. Concrete

    actions will be launched in the areas of air operations, aircrew,

    Information Technology (IT) and data protection. The next steps will

    (2)An Aircrew Medical Fitness workshop to be organised in early

    December 2015. The workshop will gather European and world-wide

    experts to discuss the implementation of the recommendations. The

    results of this workshop will be a draft proposal of concrete actions to

    implement the recommendations, to be further discussed and approved

    among all the interested parties: European Commission, EASA, airlines,

    crews, doctors, etc.

    Operational Directives in the area of air operations and aircrew might

    be published by EASA in the first quarter of 2016 to address specific

    safety issues and prepare proposals for new rules. Operational

    Directives are a new regulatory tool which may be used for the first time

    on this occasion. They will provide operators and national aviation

    authorities with indications on how to pro-actively implement the

    recommendations, and what are the actions required.

    New rules such as new acceptable means of compliance (AMC) and

    guidance material (GM) to existing regulations will be developed as

    needed before the end of 2016.

    Background

    Following the crash of Germanwings flight 9525 on 24 March, the

    d'Enqutes(Bureau Civil Aviation Safety Investigation AuthorityFrenchMay 6 on preliminary investigation report(BEA)) issued ad'Analyseset

    2015.

    The same day, Transport Commissioner Violeta Bulc asked the

    European Aviation Safety Agency (EASA) to set up a task force to look

    into the findings set out in the BEA report. These areas include the

    cockpit door locking system and cockpit access and exit procedures, as

    well as the criteria and procedures applied to the medical monitoring of

    pilots.

    Chaired by Patrick Ky, EASA Executive Director, the Task Force

    consisted of 12 senior representatives from airlines, flight crew

    associations, medical advisors and authorities. Additional contributions

    were provided by invited experts and representative bodies. Last 17 July

    the report from the Task Force was released, issuing six

    recommendations.

    Clarifies International Conflict Zone ICAO

    The International Civil Aviation Organization (ICAO) today clarified the legal

    framework in place governing the roles and responsibilities of States, airlines

    and international organizations with respect to risks to civil aviation arising in

    national airspace.

    The UN specialized agency for international civil aviation has issued the

    explanations subsequent to a number of misinterpretations which surfaced

    after the release of the MH17 Final Report.

    Summary of Clarifications

    - Under the Convention on International Civil Aviation (Chicago Convention),

    States and States alone maintain sovereign authority over their airspace.

    - This authority carries with it the responsibility to issue risk advisories

    regarding any threats to the safety of civilian aircraft operating in their

    airspace. Said threats may include, but are not limited to, armed conflicts, ash

    clouds due to volcanic eruptions, missile tests and rocket launches, etc.

    - States also have authority to close their airspace where certain safety

    threats may warrant that action.

    - Aircraft and airline operators are responsible for assessing global airspace

    risks communicated by States, and/or third parties, before deciding where

    they fly.

    - Under this international framework, ICAO does not possess the authority to

    over-ride sovereign States in order to close their airspace or reroute airline

    traffic.

    - With respect to conflict zone risk specifically, recommendations to assist

    States and airlines with a more effective means of sharing risk information

    were already proposed by the 2014 conflict zone risk task force which ICAO

    established, immediately after the loss of MH17.

    - These recommendations were later agreed to at ICAOs High-level Safety Conference (191 Member States participating) in February of this year, and

    then were adopted formally by the ICAO Council. A keyrecommendation

    identified the need for an online risk information repository to be established,

    and ICAO launched that publicly-available tool in April of this year.

    Strike action has been called for by some ground staff unions

    for this Thursday, 22 October.

    Air France plans to operate all of its 994 flights. However, some

    delays may be possible at French stations.

    Passengers are advised to check in and print their baggage tag

    online.

    Air France is doing all it can to limit any inconvenience. Its
