Measures by the Islamic Republic of Iran

中国での新型コロナウイルス感染拡大と、世界 100 カ国以上への感染拡大に続き、2020

年 2 月 19 日、当感染の発症例がイランでも確認され、事前の準備に基づき、下記の対策

が講じられた：

Following the spread of the new coronavirus infection in China and the spread to more than 100

countries worldwide, a case of this infection was confirmed in Iran on February 19, 2020, and the

following measures have been taken based on advance preparations:

大統領の指示による、保健医療医科教育大臣の監督下の、12 の下部委員会を有する、

「国家新型コロナウイルス対策本部」の設立

Establishment of “National New Coronavirus Control Headquarters” with 12 subcommittees under

the supervision of the Minister of Health and Medical Education in accordance with President's

instructions,

感染の疑いのある人に対する、また感染場所を対象とした移動制限

Restrictions on movement of persons suspected of being infected in infected areas,

感染拡大予防のため、人の行き来の多い都市の玄関口における、体温計などの必要な機

器を持った医療チームの配備

Deploy a medical team with necessary equipment such as a thermometer at the entrance of a busy

city to prevent the spread of infection,

新型コロナウイルス感染者の、14日間の隔離

Isolation of new coronavirus infected patients for 14 days,

新型コロナウイルスに関する市民の問い合わせに回答するための、相談窓口（4030）の

設置

Establish a consultation desk (4030) to answer citizen inquiries about the new coronavirus,

パスツール研究所でのコロナウイルス検査能力が 18 倍となり、一日あたり 1800 件とな

った。

The Coronavirus testing capacity at the Pasteur Institute has increased to 1800 per

day that is 18 times more than before.

世界保健機関の公式発表によれば、イランは中国に次いで最も多くの感染者を治療して

いる。

According to the officials of World Health Organization announcement, Iran is treating the most

infected people after China,

イラン保健省による下記の重要な指示の発表：

The Iranian Ministry of Health and Education has released the following important

instructions:

１．COVID-19感染者の治療の指示

Treatment instructions for COVID-19 infected people,

２．新型コロナウイルス対策・制御のための国家の指示

National instructions for new coronavirus countermeasures and controls,

３．空港をはじめとする、出入国港における出入国管理の徹底の指示

Comprehensive instructions on immigration control at airports and other ports of

immigration,

４．旅客・貨物を含む、出入国港での新型コロナウイルス対策のための環境制御の

指示

Instructions on environmental controls for new corona virus measures at

immigration ports, including passengers and cargo,

５．官公庁や企業・工場などの職場における、新型コロナウイルス拡散予防・制御

のための指示

Instructions to prevent and control the spread of new coronavirus in workplaces

such as government offices and companies and factories,

UNICEF、世界保健機関、中国、イギリス、フランス、ドイツ、日本、アゼルバイジャン

共和国、カタール、ロシア、アラブ首長国連邦、トルコ共和国からの、保健・医療に関

する人道物資支援の受理 Received support for humanitarian supplies related to health and medical care from UNICEF,

World Health Organization, China, UK, France, Germany, Japan, Azerbaijan, Qatar, Russia, UAE,

Turkey.

国際保健規則に基づく、「協力国との保健規則」の作成・署名の用意

Readiness of The Islamic Republic of Iran to sign a Health Protocol with Partner Countries based

on international protocols, in particular International Health Regulations (IHR),

感染抑制のため、全国にマスクやその他の保健用品を配布する指示を発表した。

The government has issued instructions to distribute masks and other health supplies nationwide to

control infection,

バシジ、赤新月社、医療制度機構との協力によるコロナ対策の国家動員計画が、世界保健機関に

より確認された。

The World Health Organization has confirmed a national mobilization plan for coronavirus control in

cooperation with Basij, Red Crescent and the Healthcare Institution,

イラン暦本年度末（2020年 3月 20日）まで、全国の全学校と全大学を休校とする。3月

20日から 15日間、イラン暦新年の休みのため休校とする。

All schools and universities nationwide will be closed until the end of the current Iranian year

(March 20, 2020), and official Norouz Vacations will begin from March 21 to April 3 for all

students.

コロナ感染者の自己申告のためのアプリケーションの使用開始

Start using an application for self-assessment of corona-infected people.

Setting up an application for self-declaration of corona infection,

世界保健機関(WHO)地域緊急健康状態事務所のリチャード・ブレナン代表がイランを訪

問後、次のように語った：「イランはコロナウイルス対策において戦略を有しており、

各州・各市における病院の指定、医療関係者の研修、防護服貸与による医療関係者の保

護などの、建設的な措置を行なっている。国際保健規則(IHR) に基づき、貿易や航空便に

対する不必要な制限には反対しているし、そのような勧告は行なっていない。イラン政

府の、市民への情報提供は適切であり、我々はイランを支援し、コロナ対策のための必

要な物資を提供しなければならない。WHO は各国に対しても、イランへ物資を提供する

よう働きかける」

After visiting Iran, representative of the World Health Organization (WHO) Regional Emergency

Health Office, Richard Brennan, said: "Iran has a strategy for controlling coronavirus and has taken

constructive measures, such as designating hospitals in each state and city, training medical

personnel, and renting protective clothing to protect medical personnel. Under the International

Health Regulations (IHR), Iran opposes unnecessary restrictions on trade and airmail, and does not

make such recommendations. The Iranian government's provision of information to citizens is

appropriate and we must support Iran and provide the necessary supplies for controlling corona

virus. WHO is also urging countries to provide supplies to Iran. ''

を有しており、全国民が医療保険に加入している。コロナウイルス対策において正しい

方途を尽くす上で、国内世論を納得させ、形成させるための、最高指導者の演説と支持

Supreme Leader’s Speech and his support in convincing and forming of public opinions in the right

Bilateral health protocols signed with neighboring countries to disinfect border traffic routes and

medical examinations of passengers,

イラン外務大臣が国連事務総長へ宛てた書簡の中で、現在のコロナウイルス感染拡大状

況と、必要な医薬品や医療機器調達におけるアメリカによる妨げに鑑みて、アメリカ合

衆国によるイラン国民に対する経済テロリズムを至急中止する必要があると述べた。

Letter addressed to UN Secretary-General by the Iranian Foreign Minister on the need for an

immediate cessation of US economic terrorism against the Iranian people, given the prevalence of

Coronavirus and American hindrances for Iran to supply medicine and medical equipment to

counter it,

イラン保健省パスツール研究所におけるコロナウイルス検査能力が、一日あたり 6000 回

に増強した。

Coronavirus testing capacity at the Iranian Ministry of Health Pasteur Institute has increased to 6,000

times a day.

世界保健機関のテドロス・アダノム(Tedros Adhanom)事務局長が、3月 12日の記者会見に

おいて、コロナウイルス感染拡大対策におけるイランの取り組みに対して謝意を示し

た。

At a press conference on March 12, World Director General Tedros Adhanom stated that we are

grateful for the measures being taken in Iran in order to combat the spread of coronavirus

infection.

イラン政府が、労働者・低所得者層に対する経済支援パッケージを閣議決定した。それ

によれば、政府は小規模事業者に対し、200,000から 600,000トマンを支払い、被害を受

けた 4,000,000世帯に対し、1,000,000から 2,000,000の低金利の融資を行い、感染の被害

を受けた事業者に対し銀行の優遇措置を行う。

The Iranian government has approved a package of economic assistance for workers and low-

income groups. The government paid small businesses 2,000,000 to 6,000,000 Rials. It also provided

low-interest loans of 10,000,000 to 20,000,000 Rials to 4,000,000 affected households, moreover,

offered a preferential bank treatment for businesses affected by the infection.

31,000 の医療センターが、コロナ対策動員計画により活動しており、軍の支援を得て、

罹患者が利用するセンターの数が、1,200から 2,500へと増える予定である。

31000 medical centers are operating under a corona control mobilization plan and with the support

of the military; the number of centers for coronavirus infected patients will increase from 1,200 to

2,500.

イラン大統領による、コロナ対策の最前線で活動している医療従事者の努力を讃える切手の発表

President of the Islamic Republic of Iran unveils a stamp in honoring the efforts of healthcare

professionals who are at the forefront of coronavirus control,

イランから出国するイラン人と外国人に対する出国港での健康証明書の発行

Issuance of health certificates at Iran’s ports of departure for Iranians and foreigners leaving Iran,

コンサートや金曜礼拝の開催などの、文化・宗教行事の延期、イラン各地の宗教施設への入場の

一時禁止

Postponement of cultural and religious events, such as holding concerts and Friday prayer at mosques,

and temporarily banning access to religious facilities throughout Iran. 軍統合参謀本部が、軍の医療設備や機器を活用できるよう、国家コロナ対策本部との完全な調整

のもと、保健医療の基地を設置した。

Establishment of a health and treatment Base by General staff of Armed Forces of the Islamic

Republic of Iran, in full coordination with the National Anti-Coronavirus Headquarter in

order to use of medical facilities of the Armed Forces,

コロナウイルス検査所の数を 30 ヶ所から 55 ヶ所へと増やした。今後 60 ヶ所まで増やす予定で

ある。

The number of coronavirus detection laboratories has been increased from 30 to 55. It is planned to

increase to 60 locations in the future,
