TENDER PACKAGE NO.1

TECHNICAL SPECIFICATIONS AND SCOPE OF SUPPLY

Design, Manufacture, Supply, Erection and Commissioning of Centralized Lubrication

System suitable for 30 “ x 60” with TRPF milling tandem for five mill and master gear &

pinion gearing arrangement.

Technical Specifications

A common centralized dual line grease lubrication system complete with 2 positive

displacement pumping unit (one working + one standby) with two lubricating points

for each bearing, alongwith seamless SS 304 steel piping, 2 mm thk, 16mm dia shall

be provided for mill roller and TRF roller bearing, Master gear and pinion drive

gearing arrangement lubrication / Grease lubrication. The changeover valve, relief

valve, distributors, feed lines of 8 mm dia x 2mm thk, control panel, audio/video

alarm with timer to control pump operation shall be provided.

SCOPE OF WORK / SUPPLY (BIDDER)

1. To design, Manufacture, Procure, Supply, Erection & Commissioning of

Centralized lubrication system

2. All the drawings shall be get approved from the sugar mill / inspecting agency

before start to manufacturing process.

3. To offer the equipment for inspection to sugar mill / inspecting agency during

and after the fabrication testing and get it approve. The inspection will be for the

material, dimensional, approval etc. access to contractors manufacturing shop

will be provided to sugar mill /inspecting agency.

4. Supplier shall procure all brought out components equipments such as Roller,

chains, planetary gearbox, motor consumables etc. as per specification given.

5. To transport and supply all the equipment and brought out components at the

sugar mill site.

6. Bidder has to check the existing structure for installation of rotary juice screen or

necessary structure and staging for the equipment is in scope of supply.



7. To commission the unit, this will also include tuning and calibration of

instrument to hand over the unit after satisfactory commissioning.

8. The necessary working platforms shall be provided with staircases. The chequard

plate or grate shall be used for platforms. The railing shall also be provided

where necessary.

9. To provide necessary structure stability certificate from structural designer for

supporting structure.

10. To give satisfactory performance of unit and provide performance guarantee.

11. One Qualified Engineer shall be deputed for to Supervise for erection and

commissioning.

SCOPE OF WORK OF PURCHASERS

1. To provide space for unloading the equipment, structure etc.

2. To provide personnel for the operation of unit during and after commissioning of

the plant.

3. To provide electrical power, as utility at the time of commissioning.

To provide Civil Work and foundations for equipment as per drawing provided if

required.



A) GENERAL SPECIFICATIONS

CLARIFICATIONS AND ELUCIDATIONS

1.0 PIPE LINES AND FITTINGS

All hot and cold water, live steam, low pressure steam and lines shall

designed as per velocities given tender document.

1.1 VALVES

i) Safety valves to be provided in the steam pipe lines wherever necessary.

Blow off pipes shall extend beyond the roof/factory building.

ii) Safety valves in the exhaust and reduced pressure lines shall be lever

operated.

iii) Suitable drains, valves, steam traps etc. shall be provided in all steam

lines, where necessary.

iv) All vapour and exhaust valves shall be of right angle type.

1.3 PIPELINES & FITTINGS

i) Mild Steel Pipes

All mild steel pipes and pipe fittings to be used for carrying out the

necessary modifications & expansion; like the one to be used for

conveying of air, cold water and hot water (except feed water piping)

shall confirm to IS: 1239 (part-I)-1976 and IS:1239 (part-II)-1982

specifications.

In case of all piping above 25 mm NB, only flanged joints shall be used.

All flanges to be as per IS:6392-1971.

ii) Integral piping, Feed Water Piping and Live steam piping.

a) These shall conform to I.B.R. wherever applicable.

b) Drains with valves and with steam trap shall be provided at

suitable location in the above piping.

2.0 MATERIAL SPECIFICATIONS

i) Compressed asbestos fibre shall conform to IS:2712-1971.



ii) Plummer blocks use for roller bearings shall conform to IS:4773-1968.

iii) The slide rails for electric motors, if of grey cast iron conform to grade 15

of IS:210-1962. The slide rails shall be as IS:2968-1964

iv) Structural steel and mild steel plates conforming to IS:2062 or equivalent

shall be used for the fabrication of rest of the machinery and equipment.

v) All power cables shall be of P.V.C. insulated XLPE aluminium conductor

armored type as per IS 1554 specifications and shall be laid overhead on

proper racks and supports suitably spaced and clamped to the racks. All

cable terminations shall be through crimping type cable lugs. Cable

glands shall be provided at panels.

vi) Specification of rotating electric machines IS: 4722

3.0 GENERAL

i) The deliveries of materials for the plant and machinery for modernization

cum expansion shall be accompanied with clear detailed packing lists in

triplicate noting therein gross weight of the packages as well as the net

weight, wherever possible.

ii) All pipelines excepting steam and water up to 250 mm dia should be

provided with flanges at lengths not exceeding 6 meters to facilitate easy

dismantling whenever cleaning is necessitated. The fabrication of steam

lines is to be as per IBR.

iii) Good quality jointing shall be used at all flanges points commensurate

with the pressure as well as the materials to be handled. For high-

pressure pipeline, only S.S. spiral bound jointing shall be used.

iv) In all cases tensile strength or solidity has been mentioned, the supplier

will provide a suitable certificate for the guarantee of the same from the

original manufacturers or from government approved testing

laboratories.



v) All material used in manufacture, fabrication and erection of machinery

shall conform to the specifications laid down in material specifications

given earlier. Where specifications are not given, standard-engineering

practices shall be followed.

vi) All instruments must have dust, moisture proof casing to avoid failure of

these during operation even in unsatisfactory working conditions. The

supplier of instruments has to provide trouble shooting and inspection

manual and training to the technical staff of the sugar mill.

4.0 Miscellaneous

1) The O & M manuals, drawings, specifications etc should be supplied by

the seller to the purchaser 1 months before the schedule of the

commissioning of the rotary juice screen.

2) Material to be used for lagging:

For lagging, Factory made mattresses of bonded glass wool / rock wool

/Mineral wool as per IS : 8183 specifications .

The thickness of lagging should be such that the difference between

Temperature measured at any point on the outer surface of the lagging

and ambient temperature should not be more than 100C.

i) For protective finish:

Aluminum cladding shall be provided over the lagging of all piping.

ii) The valves & flanges to be lagged shall be provided with the open

able lagging boxes for valves & fittings of the HP steam lines ,

openable boxes shall be out of 18 SWG thick aluminum sheets as

per IS : 737 designation condition H3 .

3) All the maintenance tools, tube expanders etc . to be supplied by the seller

to the purchaser as per scope of supply stipulated under this agreement

should be brand new and should not be those used by the seller for

erection & commissioning.

4) All nuts & bolts and non-return valves should be as per ISI specifications.



5) In case, tensile strength or solidity has been mentioned, the supplier shall

submit a suitable certificate of the same from original manufacturer /

Govt. approved testing laboratories /Govt. engineering colleges.

5.0 Terminal Points:

1) Civil foundation work is excluded from the scope of supplier. However

civil foundation drawings shall be provided by the supplier if required.

2) Bidder shall visit to factory site to see the existing structure layout and

proposed installation of centralized lubrication system.

3) The necessary structure, platform with railing and staircase is included in

scope of supply.

4) The necessary drawing shall be get approved from sugar mill / V.S.I.

Pune, before manufacturing the unit.

5) Work completion period for within 6 month from agreement.

C) SCHEDULE OF SUBMISSION OF DRAWINGS, MANUALS & OTHER DOCUMENTS

SUBMISSION OF DRAWINGS

1.1

a) Within 20 days from the date of signing of the agreement, 2 copies of

the general layout of feeder table in the existing factory layout showing

the positions of the new equipments for the approval of the Purchaser/

or its authorized agency. The Purchaser or its authorized agency shall

unless they have any objection approve the same in writing or indicate

the corrections (required to be incorporated by sellers) subject to which

the drawings can be deemed as approved so that the purchaser can go

ahead further to save time. The sellers shall however incorporate the

required correction and submit 6 copies of general layout for final

approval and records.

b) Seller shall submit all major foundation drawings of the machinery to the

architect of the owner purchaser within 10 days to max 15 days of

acceptance of the LOI so that the civil contractor is able to procure the

materials required in time.

1.2 Within 15 days from the date of receipt of approval of layout of the position of

new plant & equipments as in 1.1 above, 2 copies of the engineering layout of

the plant and machinery for the approval of the Purchaser/its authorized

agency. The Purchaser shall unless they have any objection, approve this layout

in writing and dispatch it with their approval/comments (by which the drawings

can be deemed as approved – for saving time for execution) to the sellers within

10 days of its receipt. Sellers shall incorporate the required correction (if any)

and submit 6 copies of engineering layout for final approval and records.



1.3 Within one week of finalization of engineering layout the Sellers shall, in

consultation with Purchaser, Vasantdada Sugar Institute, Architect and Civil

Contractor of Purchaser, indicate the dates in the Performa given below so as to

commission the plant and machinery by the stipulated date i.e.

1.5 Progressively and in proper sequence, within 2 months of the date of signing this

Agreement, 2 copies of the following shall be submitted to the purchaser for

their approval. Vasantdada Sugar Institute shall return the drawings within 2

weeks with due comments/approval. Sellers shall incorporate the correction, if

suggested by Vasantdada Sugar Institute, and submit 6 sets of drawings for final

approval and implementation

a) Layout of the Centralized lubrication system

b) Drawings of the staging for the plant and machinery along with a

stability certificate from a Chartered Structural Engineer.

c) Drawings showing all details of Centralized lubrication system is to be

provided.

d) The Purchasers shall furnish to the Sellers within 1 month of the signing

of this Agreement, 2 copies of plan showing the locations of Centralized

lubrication system in layout of existing milling tandem.



1.6 Progressively within 2 months from the date of signing of the Agreement, 6

copies of all general arrangement drawings and instruction manuals as may be

required for running and maintenance of the plant and machinery, pipelines,

electrical installation etc. except that in case of imported machines all drawings

and instruction manuals in respect thereof, shall wherever necessary for running

and maintenance of the plant and machinery be submitted at the time of

delivery.

1.7 In all cases where provision exists for approval by Purchasers of the drawings,

diagrams of layouts, one copy of the said drawings, diagrams or layout shall be

returned to the Sellers with the comments/approval in writing thereon by the

Purchasers within the time provided therefore. While drawings are required to

be resubmitted for approval, 6 copies of the revised drawings shall be submitted

to the purchaser/Consultant by the sellers within 3 weeks of the receipt of the

latter's' comments.

1.8 Purchaser shall have the right to suggest minor modifications to be made in the

drawings, diagrams or layout as in their opinion may appear necessary for more

efficient functioning of the plant and machinery and as may be mutually agreed

upon by the Sellers and Purchasers.

2. MISTAKES IN DRAWINGS

The Sellers shall be responsible for and shall pay for any alternations of the plant

and machinery due to any discrepancies of errors or omissions in the drawings or

other particulars supplied by them whether such drawings or particulars have

been approved by the Purchasers or not.



3. MANUALS AND OTHER DOCUMENTS

The sellers shall submit the following information, progressively within 1months

of signing the agreement. (This information shall also be filled in the Performa

mentioned under 1.5 above)

i) 6 (six) sets of civil scope design data and necessary information in respect

of all civil and structural engineering work including cable trenches,

drains etc., to be carried out by the Purchaser. Design data should

contain enough information on static load and other design data required

for detailed calculations and designs for all plant buildings, structures,

misc. works etc.

ii) 6 (six) sets of plans for equipment layout drawings showing all the details

of the relevant location and space requirement of each item of plant and

equipment.

iii) 6 (six) copies of flow sheets, showing the details of the flows pertaining

to raw-materials, utilities and other inputs, items of machinery and

equipments etc.

iv) 6 (six) copies of the plant operation and maintenance manuals containing

specifications and detailed working guidance for each item of equipment,

maintenance procedures, specifications of lubricants (of at least 4

prominent National lubricant oil manufacturers) recommended for all

machinery and equipment to enable the Purchaser to arrange for the

procurement of the same.

v) 6 (six) copies of the manuals of instructions for care and safe custody of

plant and equipment at site and for their erection prior to the dispatch of

the plant and equipment.

vi) Such other information, explanation and advises as may be requested

from time to time by the Purchasers with regard to the installation,



erection start-up and operation of the plant for and upto a period of 2

(two) years after commissioning.

vii) one months before commissioning of the plant & machinery the seller

shall furnish the list of spares and accessories to the Purchasers.



D) PERFORMANCE CERTIFICATE

E) BANK GUARANTEE FORMAT

This Guarantee made on the day of by the having its Branch at-------------------------

(hereinafter called “The Guarantor” which expression shall unless repugnant to

the context or contrary to the meaning thereof, include its successors and

assigns) of the one part.

IN FAVOUR OF M/s Shri Someshwar sahakari sakhar karkhana Ltd.,. a society,

registered under the Maharashtra STATE CO.OP SOCIETIES ACT, having its

registered office (hereinafter called “The Purchaser” which expression shall

unless repugnant to the subject or context, include their successors and assigns)

of the other part. WHEREAS M/s.--------------------------------------------------

(hereinafter called “The Seller” which expression shall unless repugnant to the

subject or context include their legal representatives, administrators, successors

or permitted assigns) had entered into an agreement vide letter of Intent dt.------

------ (hereinafter called “The said Agreement”) with the purchaser to design,

prepare and the plant and supply Machinery for purchasers existing sugar plant

at Shri Someshwar sahakari sakhar karkhana Ltd., (hereinafter called the Site) in

accordance with the terms and conditions therein contained (hereinafter

referred to as “The Said Plant”).

AND WHEREAS under the said agreement, the Purchaser required to pay to the

sellers

against security of a Bank Guarantee an advance payment of Rs.----------------------

----) representing of the contract price for the purpose of procurement of

materials / equipments for the said plant. Such guarantee to be valid till the full

advance amount is adjusted against the base price of the actual deliveries of

machinery and equipment received at site.



AND WHEREAS before advance payment as aforesaid is made the Guarantor has,

at the request of the Sellers, agreed to give the Guarantee as hereinafter

contained..

NOW THIS DEED WITNESSES AS FOLLOWS

1). In consideration of the premises the Guarantor, hereby undertake to pay to the

Purchaser within 30 days of demand and without demur such a sum not

exceeding Rs.------------------------- The Purchaser may demand representing of the

contract price, and if the Guarantor shall fall to pay the same within the said

period, the Guarantor, shall also pay on the sum demanded interest at the Bank

lending rate then prevailing reckoned from the date of demand till the date of

payment. Provided that the liability of the Guarantor hereunder shall reduce to

the extent of the advance adjusted according to of the said agreement.

2). The Guarantor shall pay to the Purchaser on demand the sum under Clause 1

above without demur and without requiring the Purchaser to invoke any legal

remedy that may be available to them. it being understood and agreed FIRSTLY

that the Purchaser shall be the sole judge of and as to whether the Sellers have

committed any breach(es) of any of the terms and conditions of the said

agreement and SECONDLY that the right of the Purchaser to recover from the

Guarantor any amount due to the Purchaser shall not be effected or suspended

by reasons of the fact that any dispute or disputes have been raised by the

Sellers with regards to their liability or that proceedings are pending before any

Tribunal, Arbitrator(s) or Court with regards thereto or in connection therewith,

and THIRDLY that the Guarantor shall immediately pay the aforesaid guaranteed

amount to the Purchaser on demand, it shall not be open to the Guarantor to

know the reasons of or to investigate or to go into the merits of the demand or

to question or to challenge the demand or to know any facts affecting the

deemed, and LASTLY, that it shall not be open to the Guarantor to require proof

of the liability of the Sellers to pay the amount, before paying the aforesaid

guaranteed amount to the Purchaser.



3). This Guarantee shall come into force from the date release of payment hereof

and shall remain valid till the full advance amount is adjusted under the said

Agreement, which according to the terms and conditions of the said Agreement

is stipulated to be adjusted against actual deliveries of the machinery and

equipment at site, but if the actual deliveries as aforesaid have not been

completed by the seller within the said period for any reasons whatsoever the

Guarantor, hereby undertakes that the Sellers shall furnish a fresh or renewed

guarantees on the Purchaser’s Proforma for such further period as the Purchaser

may intimate failing which the Guarantor shall pay to the Purchasers a sum not

exceeding Rs. -------------------------- /- (Rupees:-----------------------------------------------

-----------------------------------------------------------------------------------) or the residual

amount of balance advance left after proportion to adjustment in accordance

with Clause 1 above as the Purchaser may demand..

4) This Guarantee is in addition to and not in substitution for any other guarantee

executed by the Guarantor in favor of the Purchaser on behalf of the Sellers.

5) The Sellers and Purchaser will be at liberty to vary and moodily the terms and

conditions of the said agreement without effecting this guarantor is, hereby

waived and the same shall be deemed to have been done with the assent of the

Guarantor.

6) This Guarantee shall not be effected by any change in the constitution of the

Guarantor or of the Seller nor shall the guarantee be effected by any change in

the constitution of the Purchaser or any amalgamation or absorption with any

other body corporated and this guarantee will be available to or enforceable by

such body corporate.



7) This Guarantee is irrevocable except with the written consent of the Purchaser.

8) The neglect or forbearance of the Purchaser in enforcing any payment of

moneys, the payment whereof is intended to be hereby secured or the giving of

time by the Purchaser for the payment thereof, shall, in no way, release the

Guarantor from its liability under this Deed.

9) The invocation of this guarantee shall be by a letter signed by the Purchaser and

countersigned by Managing Director, Sugar mill

10) Notwithstanding anything stated herein before the liability of the Guarantor

under this guarantee is restricted to Rs.--------------------- /- (Rupees -------------------

------------------------------------------------------------------------:) and interest as provided

in Clause 1. This guarantee shall remain in force up to / / unless a

demand or claim under this guarantee is presented to the Guarantor in writing

within Six Months from the date, all rights of the Purchaser under the guarantee

shall be forfeited and the Guarantor shall be released and discharged from all

liability hereunder.

2.1 For Supply of Equipments & Machinery

a) True copy of Inspection Report certified by the Sellers for equipment materials

inspected and accepted by the Inspection Agency before dispatch..

b) Seller Certificate to the effect that in case the Inspection Report, as stated above,

is not attached, the particular consignment are not covered by the mutually

agreed list of equipment’s which are to be inspected at manufacturers works

before dispatch or that the inspection of the same would be carried out at the

Plant Site of M/s.

c) Dispatch List/Bill of material in case of equipment to be fabricated at Site.

d) A Certificate to the effect that the goods are shipped / dispatched as per original

Agreement dt. evidencing transport of machinery of Sugar Plant from any place

in India to Purchaser Plant Site i.e.

e) In case of supply of any imported equipment, machinery, component, spares,

etc. the sellers shall furnish with the memorandum of demand all duly attested

(Attested by the Sellers) copy of document in support of import of the same.

f) While drawing any claim for supply of imported machinery component,

equipment, spares etc., the seller shall furnish a Certificate that the claim has

been calculated as per prevailing foreign exchange rate and provided

documentary proof for the same as per Clause of Agreement dated.



g) Invoice in triplicate:

i). Every Invoice should contain a reference of item number according to the base

price break-up submitted by the Seller as per Proforma - A of the Agreement dt.-

goods as per original delivery schedule adhering to the schedule date of

commissioning and make the plant ready for commercial use of the said plant by

ii). Seller shall deduct from every bill for sugar machinery optioned and additional

items as per Clause--------- (I to III) of the Agreement dated proportionate

amount of advance received from M/s.-------------------------------------------------------

------------------------------------------------------ Invoice shall include Taxes, Duties, and

Levies imposed by law and leviable on 100% of the cost of material as per

Clause--------- of the Agreement dated

h). Packing list of Delivery Note in triplicate

Photostat copy (duly attested by the Seller) of Railway Receipt / Goods Receipt /

Lorry Receipt from any Bank approved transporter evidencing. Despatch of

equipment and machinery for sugar plant from anywhere in India to the Railway

Station or Plant Site of mentioning freight paid/to be paid.

i) Seller Certificate to the effect that the goods are shipped / dispatched as per the

Agreement dated.

j) The Seller shall attach duly attested (attested by Seller) Photostat copies of the

letters sent to the Insurance Company declaring all materials dispatched under

each consignment, with a copy of Purchaser as per Clause of the Agreement

dated.



For Necessary Facilities:

a) A certificate from the Seller that M/s.------------------------------------------------ ---------

have been provided with all details of claims in respect of necessary facilities.

b) A duly attested (Attested by the Seller) Photo copy of the Claims / Bills submitted

to M/s.--------------------------------------------------------------------------------------------------

as per Clause of the Agreement dt.

c) A certificate of Seller certifying that they have not received the payment from

M/s.-------------------------------------------------------------------------- within 30 days

from the date of the bills are received by M/s.----------------------------------------------

3) Special Conditions:

a) The Seller shall furnish photo copy of delivery and commissioning, bank /

insurance guarantee in the form of Purchaser, duly attested by the

representative of Purchaser while drawing the money through for the first

consignment of the material. In the absence of this guarantee, the Seller must

deduct 5% (five percent) from the bills.

b) Partial shipments and transshipments are allowed.

c) The Seller shall furnish the photocopy of performance, bank/insurance
