Reeling from the gruesome killing, the victim’s mother, Nomathemba Janki, and family members remained seated motionless at the graveyard – trying to come to terms with continuing their life without their beloved daughter. The mother’s last encounter with her child was on 4 July when she left her in the care of the woman suspected of killing little Karabo. The arrest of the suspect, Nompucuko Mavis Mahamo (23), provides some relief for the distressed mother and the family of the mur- dered victim. She briefly appeared in the Odendaalsrus Magistrate’s Court last week Thursday facing a charge of murder. Mahamo is set to reappear in court on 22 July for a bail application. Little Karabo’s brutal murder has sent shock- waves through the Free State and beyond due to the nature of her killing. A post-mortem report released by the police revealed that the little girl had been stabbed 99 times all over her body. The victim’s (whose name Karabo means answer) mother and family members hope to get an answer to the circumstances that had led to the killing during the murder trial. Molebogeng Lechesa, the Welkom police spokesperson, said the motive for the killing was unknown. She said Karabo’s body had been discovered in the open veld between the K9 and Block 2 residential settlement on 6 July by a shepherd who had alerted the police. She said the victim’s face had been covered with a jersey and a packet of Nik Naks snacks and sweets were found next to the deceased on the crime scene. Lechesa said Karabo’s mother had left the deceased together with her 13-year-old sister in the care of Mahamo, who had been busted last Monday in K1 Location in Kutlwanong. She said the police had seized an okapi knife with dry blood stains, two used white candles and clothes with blood stains found in Mahamo’s possession. TAMPERING with graves by unknowncriminal elements at the Virginia Ceme-tery is a grave concern for undertakers inthe town.One of the leading undertakers, Estate

Home Funeral, has fallen victim to this.The undertaker is one of eight in theGoldfields region including Virginia,Welkom and Theunissen.Raphael Malefane, manager of the

funeral home, said on the weekend of5 July they had been forced to contendwith grave-tampering.Numerous graves had been tampered

with on the day of the burial.“We found numbered identity boards

bearing the details of people we hadrendered a service to that had beenremoved from the graves.“The worrying factor is that only

identity boards at graves of our clientswere removed.“We found some thrown inside open

graves which had been reserved for burialservices,” said Malefane.

“I find it strange that only the graves ofour clients have been tampered with.“It is obvious there has been foul play.”He said the incident had been reported

to the police in Virginia.Malefane said the major cause for

concern on their side and that of therelatives and families of the deceasedwas that they were unable to positivelyidentify the individual graves since theidentity boards had been removed.“This is cause for concern for us as

service provider and a great incon-venience for the community at largebecause no one is able to identify thegraves of their loved ones.“It is an expensive process, because

relatives and families are boundto seek assistance from the municipalauthorities to make certain the gravethey visit is that of the deceased,” hesaid.Malefane appealed to those relatives

and families having difficulty in identify-ing graves to consult their office forfurther assistance for the purpose ofidentifying the graves.

DESPITE the fact that sports grounds inthe Matjhabeng Local Municipality are notup to standard, Sebenzile Ngangelizwe, themayor, is “happy” with their progress.He expressed his satisfaction with the

work that had been done at the handing-over ceremony of the Zuka Baloyi Stadi-um.Ngangelizwe gave the community the

green light to use the facility a week ago.He said more work needed to be done to

revamp the stadium to acceptable stan-dards, and pointed out the possibility toincrease the size of the pavilion.The municipality forked out no less than

R3 million for the upgrading of the ZukaBaloyi and Bronville Stadium.Ngangelizwe said R3,5 million had been

allocated to revamp the Zuka BaloyiStadium.As for the design of the parking lot at

this facility, situated in the heart ofThabong, Ngangelizwe said: “The parkinglot is too small to allow for the flow oftraffic entering and going out.“I think in the next phase we should

complete the outstanding work necessaryto bring these sports facilities in thetownship to a satisfactory level.”

These facilities were part of those thathad been closed last November to allow forrenovations. The work included theinstallation of irrigation systems, repairingof fencing, construction of parking andupgrading of dressing and ablution rooms.The renovation at the Bronville Stadium

is still in progress. The contractors wereexpected to finish in May. The condition ofthe field leaves much to be desired at boththe Zuka Baloyi and Bronville Stadium.The marks on the surface of the field(pitch), where furrows were dug to installan irrigation system, are visible at theZuka Baloyi Stadium in Thabong.Asked if he could justify the expenditure

of the work that had been done at theZuka Baloyi Stadium, Ngangelizwe said:“To be frank, the R3 million allocated wasused optimally. We’ll take it step by stepto revamp these facilities.”He said 15% of the budget from national

government would be set aside to upgradesports facilities.Local lower division football clubs,

including rugby teams, will have to waiteven longer before they can use thesegrounds. Since October last year they havetravelled more than 50 km to use sportsfields at the mines for competitions whileother clubs use sports fields at schools.

Stadiums not ready

OLLY MLAMLELI,MEC for CooperativeGovernance and HumanSettlements, announcedthat her departmentwould speed up therecruitment of a chiefengineer and residentproject managers ineach district. She madethe announcement whentabling the budget forthe current financialterm last week Wednes-day in the Free StateLegislature.Mlamleli says she

believes the appointmentof a chief engineer andproject managers in thefive districts of the FreeState will help enhancedelivery and improvethe quality of workman-ship in the constructionof houses. The budgetfor the department forthe 2014-’15 financialyear is R1 210 317 000 intotal comprising aR146 561 000 equitableshare allocation plus aR1 061 756 000 HumanSettlements Developmentgrant and a R2 000 000EPWP grant.“Moreover, the

department has em-barked on a process of ridding theHuman Settlements sector of unscrupu-lous contractors by establishing adatabase of competent contractors whohave been graded in compliance withstringent standards set by the Construc-tion Industry Development Board(CIDB). This grading is in addition tothe requirements of the National HomeBuilders Registration Council (NHBRC)and the bank ratings of each contractor.“We have also greatly enhanced our

contracts by utilising the GeneralConditions of Contract (GCC) which is astandard in the private sector construc-tion industry with the retention clausethat ensures that the finished housesare first allowed to be exposed to theelements (wind, dust, rain, sun, etcetera), before the retention money ispaid out to the contractor. Any shoddyworkmanship by a contractor meansthat he/she will not receive the reten-tion money,” said Mlamleli.She says these efforts by the depart-

ment will ensure compliance withSub-Outcome 3 (enhanced institutionalcapability for effective co-ordinationand spatial investment decisions) underOutcome 8 and in turn really assist inretrofitting the current settlements into

the integrated and sustainable humansettlements required by the NDP.Mlamleli says in contributing to the

achievement of the priorities set out inthe 2014-’19 MTSF to improve the livesof the people in the Free State, herdepartment has set the following goalsover the next five years:) To facilitate the creation of accounta-ble and sustainable local governancethrough effective collaboration with allstakeholders.) To promote and facilitate integrateddevelopment and planning on localgovernment level.) To promote and facilitate viable andsustainable traditional institutions.) To promote and enhance the effectiveand efficient functioning of the FreeState House of Traditional Leaders.“The department will roll out a

programme towards implementing thelocal government regulations on theappointment and conditions of employ-ment of senior managers to bothmunicipal administration and thepolitical echelon.“This will ensure that municipalities

comprehend their responsibilitiestowards complying with legislation,”said Mlamleli.

THE Democratic Alliance (DA) haspublicly announced its full support to thecall by various entities for the sacking ofthe beleaguered MEC for Health, Dr BennyMalakoane.

The opposition party’s statement comesin the wake of an ongoing protest actionby volunteers and health-care workers tohave Malakoane fired from the influentialposition of MEC for Health.

The Treatment Action Campaign (TAC)has been seen spear-heading the mission tohave Malakoane replaced.

“We welcome the recent support fromthe Treatment Action Campaign, the SouthAfrican Medical Association and theANC-affiliated Nehawu, who are all callingfor MEC Malakoane to be fired,” saidMariette Pittaway, the DA’s member of theprovincial legislature, during the budgetvotes debate in the Free State ProvincialLegislature last week Wednesday.

Three weeks ago, disgruntled Free Statecommunity health-care workers forcedtheir way into Bophelo House. People whohad not received stipends for more thantwo months staged a sit-in inside thebuilding. They were demonstrating aftersubmitting a memorandum to Dr DavidMotau, the head of the department.

Pittaway said they had been calling onPremier Elias “Ace” Magashule to fireMEC Malakoane for more than a year.

“The premier must now act. When I saythe condition of health in the Free State iscritical, I can prove it. I daily receivetelephone calls from doctors, nurses,administration personnel and even portersworking in the Free State hospitals.

“The new state-of-the-art MantsopaHospital complex in Ladybrand wasproudly handed over and a media releasewas made that it would open its doors tothe public in January 2013.

“It is now 19 months later and the doorsare still locked. Cleaners wash the floorsevery day praying that the doors will

open, while the occupational therapistsguard their equipment. Salaries are paidout and the public is locked out.

“The backyard has turned into arubbish dump. Is this because of outdatedboilers or 1954 equipment or maybebecause of apartheid? No, this is becauseof mismanagement, corruption and afailure of political accountability,” saidPittaway.

“MEC Malakoane, do you know aboutthe critical conditions in our hospitals?

“Do you know that people are dyingbecause of the failure in your depart-ment?”

Pittaway highlighted the followingproblems:) Babies suffering from malnutritioncannot be helped – no special milk isavailable.) Nasal prongs used for babies are not insupply – these cost about R2,50 each, butcannot be ordered.) No basic antibiotics are available – sickchildren are just sent back home.) No saturation monitors (for the measur-ing of oxygen levels of babies) are inworking condition.) Certain HIV patients who have kidneyproblems need special ARVs (D410 –Stavudine) – hospitals and clinics do nothave this – these patients are shown away.) There are certain packs for certaininjuries (i.e. head, stomach) – whencasualties come in, these packs are notavailable. It has happened that thesepatients have then died.) Buthelezi Ambulance Services – getspaid per minute. Their equipment does notwork and in one incident they were calledto collect a nine-hour-old baby to transferto another hospital – they arrived withoutan incubator and had to go back to fetchan incubator. In another incident theywere called at 04:00 to transfer a criticalpatient – they only arrived at 09:00 – thepatient died.

Calls for Malakoane’saxing intensify

ANNARI DU PLESSIS believes trainingat organisations on how to treat victimsof rape could go a long way against thescourge of rape and to empower survi-vors.

Du Plessis spoke at the presentationof certificates to candidates that hadsuccessfully completed a training courseon the counselling of rape survivors.The programme also focused on chang-ing the lives of the victims, both menand women, and on child abuse.

The ceremony was held at the AFMDeo Doxa Church in Welkom a weekago. Representatives of organisationsreceived basic training over four days.

Du Plessis is the founder and coordi-nator of Cross Roads, Go Purple (anawareness campaign against rape andviolence) a human rights activist fromVanderbijlpark.

She said successful candidates hadbeen accredited to serve as Melitas(people who assist with rape cases) intheir respective areas.

“The Melita and Go Purple campaignsare more focused on giving the victimshope, healing and victory. It also offerssupport to those who do not want todisclose the ordeal they went through. Itcould be self-destructing and lead tofatalities,” said Du Plessis.

She said training equipped theMelitas to mediate and assist thevictims until the perpetrators had beenconvicted.

“Even if it means going to court with

the victim for moral support,” she said.Du Plessis said the major challenge

they faced was that the victims gave up.“We make a point of standing by themuntil the last day.”

Du Plessis said the Melitas wouldpartner with the police to reduce rapeincidents and to bring perpetrators tobook.

Go Purple launched an awarenesscampaign last Friday that will run untilthe end of September. During thisperiod the public is encouraged to wearitems that are purple in support of thecampaign themed Celebrating Life afterAbuse.

“The colour purple in winter symbol-ises the coldness after the rape incident;meaning the emotions and hardshipsthe victims and survivors have gonethrough.

“In September it shows how vic-torious life is even if you have beenin pain,” said Du Plessis.

Events will also be staged to supportthe drive.

“Last year we had supporters on thetreadmill for 36 hours on a freezinglycold night in Vanderbijlpark. Most ofthe participants were survivors ofsexual violence.

“They were there to make a point byrunning from midnight on Friday untilnoon on Sunday,” said Du Plessis.) Victims are encouraged to contact thehelpline for emergencies or for moreinformation to get help with reportingrape cases.

THE three suspects busted for drugmanufacturing and dealing in Phomo-long, Hennenman, remain in custodyafter their bail application was turneddown.

The trio include two Nigerian males,Benjamin Orama, Okoya Ogku, and aSouth African woman, NobengoziMpewvana.

The state turned down their bailapplication on their second appearancein the Hennenman Magistrate’s Courtlast Monday.

Capt. Stephen Thakeng, Welkompolice spokesperson, said the trio’s bailapplication was turned down becausethey are deemed a flight risk.

He said the suspected drug dealers’personal details, such as residence,were yet to be verified.

The police have since seized a whiteToyota Avanza belonging to the threesuspects.

The trio first appeared in court on30 June after the police had caughtthem red-handed inside a shack,allegedly busy manufacturing drugs.

Mpewvana, Orama and Ogku arefacing charges of manufacturing andpossession of drugs.

Their bust in Phomolong at about04:00 on 28 June was due to a tip-off bya community member who alerted thepolice about a suspicious bad smellcoming from a shack in which thepolice discovered a drug laboratory.

Thakeng said they found possibleingredients to manufacture drugs, aswell as drugs with an unknown streetvalue, in the drug laboratory.

THE Fezile Dabi District Municipality willtomorrow embark on a cleaning campaignin Koppies to mark Mandela Day.

The participants, who will include themayor, Moeketsi Moshodi, will clean thegrounds of the Dibaseholo Primary Schoolin Koppies and taxi ranks in Parys.

THE ministers of religion, public speakersand politicians have a tendency to maketheir simple tasks of communicationdifficult. They do this by using English aslanguage instead of sticking to the lan-guage they know and understand – theirhome language.Language policies required transforma-

tion in the new dispensation within thecontext of multilingualism. The officiallanguages before 1994 were Afrikaans andEnglish. Like all other facets of ourculture, the then minister of arts, culture,science and technology, the late Dr BenNgubane, established a language task teamin 1995 tasked with new language planningand policy formulation in the post-apart-heid South Africa.This led to the Language Policy Plan and

the National Language Policy Framework.Its main task was the introduction of apolicy to practise multilingualism in allspheres of government and the privatesector.An inclusive language approach enables

people to hear, to be heard and to effec-tively participate in every sphere ofsociety, be it education, media or politics.In the mining houses, the industry

introduced Fanagalo, which was used forcommunication among thousands of mineworkers from all over Africa. This lan-guage was influenced by many languagesand was easily understood. Those whowere not proficient in either English orAfrikaans communicated well with the restin mining houses in Fanagalo.Fanagalo is a pidgin (simplified lan-

guage) based primarily on Zulu, withEnglish and a small Afrikaans input. It isused as a lingua franca, mainly in thegold, diamond, coal and copper miningindustries in South Africa and to a lesser

extent in the Democratic Republic of theCongo, Namibia, Zambia and Zimbabwe.All five my children attended school

where they spoke English. But they wereall taught that at home they remainedwithin their culture and spoke Sotho. Incertain families children were barred fromplaying with their peers to keep them frombeing influenced by indigenous languages.Today, in parliament and in the courts,one is allowed to use one’s own languagefreely because it is an official language.Therefore, I call on our priests, politi-

cians and motivational speakers to stick tolanguages they have mastered. There is aperception that the youth is leavingchurch in droves for charismatic churcheswere services are conducted in English.Most of the preachers in these churches

are from East and West Africa. This hasput pressure on local ministers to useEnglish despite not being proficient in thelanguage.The African Renaissance for the poten-

place, it seems the cold weatheris keeping donors away.Traditionally the winter is a

difficult time due to schools anduniversities being closed for theholiday, as well as increases inillnesses such as the flu. Thishas had a great impact on bloodcollection. This places theSANBS under immense pressureto collect safe and good qualityblood products.“The SANBS needs to main-

tain a blood stock level of fivedays at all times by collecting3 000 units of blood per day tomeet the demand of the thou-sands of patients who are relianton blood transfusions for theirsurvival. However, at themoment we have only a verylimited blood stock available ona national level,” said VanessaRaju, communications managerof the SANBS.“It is only with the help of the

selfless blood donors that we’llbe able to ensure that patientswho are reliant on bloodtransfusions will be able toreceive it,” she said.The SANBS is appealing to

BASKETBALL is set to return to thestage in the Lejweleputswa district. Thisfollows a concerted effort by local teamstowards reviving the sport in this regionof the Free State.A one-day basketball tournament was

staged a week ago at the ThotagautaSecondary School in Thabong.Played on a round robin basis, the

competition saw four clubs competeagainst one another. The teams were fromVentersburg, Virginia and Welkom, everytime knocking the dust off to get the game

back on track again. The participatingclubs were Third Force from Virginia, RimRockers from Ventersburg as well asYoung Blood and the Lakers, both fromWelkom.The majority of the teams consisted of

A DISPUTE involving the Free StateDevelopment Academy and FK FC hasled to the postponement of the FreeState Third Division promotionalplay-offs.

The play-offs are now set for theweekend of 25 to 27 July in Welkomwhere the five teams representing thefive regions will compete for promo-tion to the Second Division League.

The play-offs were set to be held thispast weekend at the Beatrix MineSports Ground near Theunissen.However, it was called off due to thematter involving FK and Academy (adevelopment side of the PremierLeague team Free State Stars). The twoteams campaign in the Thabo Mofut-sanyana SAB Regional League of theSouth African Football Association(Safa).

Moremi Klip, the Safa provincialcoordinator, says the case involvingthese two amateur clubs is being dealtwith by Safa’s national disciplinarycommittee.

“The other regions have alreadyconfirmed their winners. We are nowwaiting for Thabo Mofutsanyana. Thematter of the two clubs has beenreferred to the arbitrator to make aruling,” he says.

The winners of the other fourregions are Days (Lejweleputswa),Lazio (Mangaung Metro), Roots United(Xhariep) and Avalon (Fezile Dabi).

The Safa disciplinary committee andthe appeal board ruled in favour ofAcademy at hearings held last month.Taking the case to arbitration provesto be the last resort by the aggrievedFK to find justice.

The bitter dispute apparentlyregards a transgression of the rule byFK to not field the required number ofu.21 players in a league fixture againstthe Ladybrand-based ManyatsengUnited Brothers. It is alleged that FKwere in contradiction of the rule.

However, neither Academy nor FKwould shoot straight to the provincialplay-offs since one of them still have toplay against Dla2 FC, the winner of theA stream, to determine the overallwinner of the Thabo Mofutsanyanaregion. The overall winner of theThabo Mofutsanyana region willproceed to the rescheduled Free StateThird Division promotional play-offs.

Academy and FK finished the seasonin first and second place. Academyfinished in the B stream on 39 pointsafter 18 games and FK have 38 pointsfrom the same number of games astheir rivals.

FK are hoping for a favourableboardroom decision that will see themleap over Academy – they will claimthe top spot should judgement favourthem.

THE Sibanye Golden Stars have beencleared of any wrong-doing regarding theimproper registration of two players –giving them the green light to compete atthe national promotional play-offs.

The South African Football Association’s(Safa) national disciplinary committee andappeals board found the Goldfields team notguilty on the charge of alleged improperregistration of two players, Joseph Moleteand Thabiso Ntseki.

The charge of misconduct to field improp-erly registered players came after theBloemfontein-based side Bubchu United hadlodged a complaint with the association,alleging Ntseki and Molete had beenimproperly registered. The two playersfeatured in Stars’ return leg league matchagainst Bubchu.

Klip Moremi, Safa competitions coordina-tor for the Free State, said the case againstStars had been dismissed by the associa-tion’s national disciplinary committee andthe appeals board on the basis that Bubchuhad not followed the grievance procedure tothe letter. He said the aggrieved club hadfailed to lodge a protest during their leaguefixture against Stars, and had waited untilthe league competition had finished to lodgetheir complaint.

The dispute was dismissed at the firsthearing on 28 June by the association’sdisciplinary committee. Bubchu was grantedleave to appeal and the team did so.However, the appeals board dismissed thecase with costs at the hearing on 3 July.

Stars were found not guilty of being incontravention of the Safa uniform rules andregulations, in particular rule 24.2.6 and24.2.10 to field illegitimate players. If foundguilty, the club would have been chargedfor bringing the game, Safa and its sponsorsinto disrepute. Safa would also have dockedStars points as part of the punishment.

Stars registered Ntseki and Molete fromtheir local rivals Welkom Stars during theregistration period from January endingFebruary during which teams were allowedto register players.

However, their former team WelkomUnited allegedly decided to withhold the twoplayers’ identity cards against their will todeny them a chance to join rivals Stars.

It emerged that the two players weregiven clearance by one of Welkom United’sofficials with signatory powers and thatStars informed Safa that the players’identity cards were being withheld byWelkom United.

The dismissal means Bubchu will have topay the costs of the appeals hearing,including the travel expenses of Stars.

The outcome of the dispute has dealtBubchu a double blow. Not only were theybeaten by Stars in the boardroom, but alsoon the field in contention for the Free Statesecond division title.

The Bloemfontein-based team was amongthe four clubs that were favoured to win theprovincial championships. The contestantsincluded Super Eagles from Bethlehem andBloemfontein Young Tigers and Stars whopulled all the stops in the hotly contestedleague championship.

The final log updated nationally by Safashowed that Bubchu finished the season inthird position on 52 points and Stars in firstposition with 59 points.

Bethlehem-based team Eagles came insecond on 53 points while Young Tigerssettled for fourth spot with 43 points.

Under the leadership of the coach Samuel“Ace” Mpakane Stars are now gearing upfor the national promotional play-offs to bestaged in Durban from 21 to 27 July. TheFree State champions will be among the

nine teams from the nine provinces thatwill be vying for promotion to the profes-sional National First Division League at thepromotional play-offs in Durban. Only twoclubs will be promoted and Mpakane hopeshis team succeeds.

If promoted, Stars will be the only teamfrom the Goldfields to campaign in theprofessional league when the new 2014-’15season commences in August.

“Despite the dispute disturbing ourprogramme, we are going to fight tooth andnail to ensure we gain promotion. We wantto achieve the dream of having a profession-al team in the Goldfields region that willchange the lives of the youth in the region.We don’t have a professional team here inthe region and with us promoted it’s goingto make a difference to promote football. Weare relying on the support of the locals inour mission,” said Mpakane.

His confidence has been boosted by thefact that he has an injury-free team tocompete at the promotional play-offs.
