統一保健医療システム（SUS）とはWhat is Sistema Unico de Saude (SUS)?

1.法令的根拠 Legal basis憲法１９６条 Article 196 of Constitution

「健康であることは万人の権利であり国家の義務である」“Being in good health is a right of all people and an obligation of the country”

公的医療サービスの総称（根拠法8,080号）A generic term of public medical services (Act 8,080 of basis law)

↓国民の４分の3がＳＵＳの提供する医療サービスの恩恵にあずかっているが、更なるサービスの改善を求める声も多い。Though 3/4 of Brazilians receive medical services provided through SUS, many are calling for improvement of these services

ブラジルの医療サービスは、統一保健医療システム（ＳＵＳ）と民間医療保険から成り立っている。

Brazil’s medical services consist of SUS and private medical insurance

統一保健医療システム（ＳＵＳ）が提供するサービスでは足りないと考える国民が、民間医療保険の医療サービスを補完的に使っている。

Citizens who are not satisfied with SUS services use medical services of private medical insurances as complementary

民間医療機関も統一保健医療システム（ＳＵＳ）に対応して、税金（被雇用者のINSS）免除等の優遇を得ている。

Private medical institutions also receive benefits such as tax exemption (INSS for employees) under SUS

新しい動きNew trend

投資会社ＢＴＧパクチュアルが投資したＲｅｄｅＤ`ＯＲグループの動きDevelopments for Rede D’or Group, which is invested in by BTG Pactual, an investment firm• ２０１０年以降、統一保健医療システム（ＳＵＳ）対応の患者を受け入れず、中間層のボリュームゾーンをターゲット

に病院を経営。年間２０％の成長を達成。Since 2010, Rede D’or has operated hospitals not accepting SUS patients but targeting the middle‐class volume zone, which has achieved an annual growth rate of 20%.

• 海外投資家の注目するところとなり、外資にＢＴＧ出資分の一部を売却。Drawing attention of overseas investors, Rede D’or sold a portion of BTG’s equity in foreign capital

1.無料処方 Free prescription統一保健医療システム（ＳＵＳ）を利用して診療を受ける患者は、医薬品

リスト（＝国家必須医薬品リスト（ＲＥＮＡＭＥ））に定められる薬については無料で処方を受けられる。Patients receiving medical services using SUS obtain prescribed medications on the Brazilian list of essential medicines (RENAME) free of charge.

２.国民薬局（２００４年～） Farmacia Popular (from 2004)オズワルド・クルス財団が運営管理。保健省が認可した１０３品目の医薬品に対して適用。全国５８８件の国民薬局で販売。一般市場価格の１０％で購入できる。Managed/operated by Oswaldo Cruz FoundationApplied to 103 medicines authorized by Ministry of Health588 national drugstores across the countryMedicines can be purchased at 10% of general market prices

医療機器市場動向基調 Trend of medical instrument market• 公的医療機関の需要に加えて、民間医療保険の加入者が増加傾向にあり、民間

医療保険を利用して受診可能な私立病院での医療機器の需要増加が期待できるIn addition to demand by public medical institutions, the number of private medical insurance policyholders is increasing. Growing demand is expected for medical instruments in private hospitals where services are covered by private medical insurance.

• 国民の健康意識が高まり、病気予防の健康診断に映像診断装置（ＭＲＩ、Ｘ線ＣＴ、超音波診断装置）などの医療機器需要の増大が期待される。Due to greater public awareness of health, growing demand is expected for medical instruments for health checkups to prevent disease, such as imaging diagnostic equipment (MRI, X‐ray CT, ultrasonograph).

• 特に、地方では医療機器が不足しており、大きな潜在需要が見込まれる。また、都市部でもより機能の高い機器への買い替え需要が見込まれる。In particular, in regional areas which suffer a lack of medical instruments, significant potential demand is expected. In urban areas, demand is expected for upgraded equipment with more advanced functions.
