1. In recent years, the mayor and City Council have used a mix of revenue increases

and cuts in expenses to balance the city budget. Do you agree? If not, what would you

do differently?

I believe it is important for the voters to know what I would do going forward and how I will

base my financial decisions as an At Large City

Councilman. First, I am a fiscal conservative who believes that increased taxes slow

economic growth. This includes increases in the form of fees and utility rate hikes.

Second, after serving 4 years on the TRUE commission and with over 25 vears of experience

in the financial services industry, I am the most experienced candidate to make these

decisions. Finally, I will work to bring new jobs toour community. This means attracting new

companies but also encouraging ourexisting businesses to grow and add jobs.

2. Do you support the Jacksonville Journey? Explain your answer.

The Jacksonville Journey was a brave step forward in addressing Jacksonvilles crime rate. It

is a holistic approach to our community targeted toward two areas 1) childrens activities and

2) increased police presence. Since its formation our crime rate has declined.

The Journey is a combination of many programs and judging from the recent reports some of

these are effective. I believe it is time to revisit these programs and make funding decisions

based on outcomes and potential long term funding sources.

3. What endorsements have you received?

The police have endorsed my candidacy.

4. How much civic activity do you perform outside work?

I have been active in many civic organizations including Riverside FineArts, Daniel, the Chamber, Young Life, St. Marks Episcopal Day School, St. Marks

Episcopal Church and others.

5. How do you intend to comply with Florida 1S public records and government in the

sunshine laws? If you saw an elected official breaking the sunshine law, what would

you do?

For the past four year, I have been subject to the Sunshine Laws as a member of the TRUE

commission. I will continue to comply with all rules and regulations pertaining to my elected

office. If I witnessed an elected official breaking the sunshine law, I would report it through the

proper channels.

6. What can you do to help support the clean-up of the St. Johns River?

Help to ensure that we continue rainwater retention plans and promote the use of best

practices when developing new property.

7. How can you become engaged in the citys high murder, infant mortality and suicide

rates?

Partnering with Churches and Non-profit Organizations to prevent and educate at riskcommunities about the consequences of bad behavior. I plan to continue supporting

the Jacksonville Journey in its continued prevention of criminal activity.

8. Has consolidation been a good or bad deal for Jacksonville? Please explain your

answer.

The goal of a consolidated form of government is efficiency. Simply stated, one citywide

department should be less expensive to run than many departments. Jacksonville benefits

from its consolidated form of government. I believe it is time to re-focus efforts onconsolidation and renew our energy for government efficiency. This will take new ideas and

leaders willing to make difficult choices for the best interest of our communities.

What is the role of a council member? As mini-mayor? Or as legislator?

The city council is our legislative branch of city government. The council votes on city

budgets, city ordinances, compensation for city workers and other things. In addition, the

council has certain oversight responsibilities. The Mayor is our chief executive.

Council members represent the voters who elect them and pay their salaries.

They have responsibility to bring voter concerns to the attention of the Mayor and other

legislators. Finally, I believe that our council members should be actively involved in

economic development. This means bringing new jobs to Jacksonville.
