    EXECUTIVE SUMMARY

    Karnataka state pollution control board basically deals with the prevention of water, air

    and other pollution related problems and giving permissions to companies from various fields to

    set up and to function properly without causing any harm to the environment. KSPCB (this

    office) covers all the industries in two districts namely Coorg and Mysore, the companies counts

    more than 3000. This report will contain with the introduction of this board, its history, the

    organizational structure, its operations and activities. We will also be going through the financial

    details, their key people and finally our observations and recommendations to improve the

    working of the organization. We conducted interviews with employees and also consulted

    software development vendor and we have come up with some recommendations and

    conclusions.

    INTRODUCTION TO THE ORGANIZATION AND ITS FUNCTIONS

    The Karnataka state pollution control board for prevention and control of water pollution was

    constituted by the government of Karnataka on the twenty first of september nineteen seventy

    four (21.9.1974) in pursuance of the water (prevention & control of pollution) act, 1974 . The

    water act provides for the prevention and control of water pollution and maintaining or restoring

    of wholesomeness of water. After the enactment of the air (prevention & control of pollution)

    act, 1981 the enforcing responsibility was entrusted to the above board. As such, the board was

    later renamed as the Karnataka state pollution control board in 1985. The air (prevention &

    control of pollution) act, 1981 is an enactment to provide for prevention, control and abatement

    of air pollution. The purview of this was improved when it came under one umbrella known as

    environment protection act.

    The board has certain mandatory functions for control of water and air pollution.

    The important functions of the board under water (prevention and control of pollution) act, 1974,

    and air (prevention and control of pollution) act, 1981, (section 17) are:

    (a) To plan a comprehensive programme for the prevention, control or abatement of pollution of

    streams and wells in the state and to secure the execution thereof;

    (b) To advise the state government on any matter concerning the prevention, control or abatement

    of water pollution and air pollution.

    (c) To collect and disseminate information relating to water pollution, air pollution and the

    prevention, control or abatement thereof;

    (d) To encourage, conduct and participate in investigations and research relating to problems of

    water pollution and prevention, control or abatement of water pollution;

    (e) To inspect sewage or trade effluents, works and plants for the treatment of sewage and trade

    effluents and to review plans, specifications or other data relating to plants setup for thetreatment of water, works for the purification thereof and the system for the disposal of

    sewage or trade effluents or in connection with the grant of any consent as required by this

    act;

    (f) Lay down, modify or annul effluent standards for the sewage and trade effluents and for the

    quality of receiving waters (not being water in an inter-state stream) resulting from the

    discharge of effluents and to classify waters of the state;

    (g) To evolve economical and reliable methods of treatment of sewage and trade effluents, having

    regard to the peculiar conditions of soils, climate and water resources of different regions and

    more especially the prevailing flow characteristics of water in streams and wells which render

    it impossible to attain even the minimum degree of dilution;

    (h) To evolve methods of utilization of sewage and suitable trade effluents in agriculture;

    (i) To evolve efficient methods of disposal of sewage and trade effluents on land, as are

    necessary on account of the predominant conditions of scant stream flows that do not provide

    for major part of the year the minimum degree of dilution;

    (j) To lay down standards of effluents of sewage and trade effluents to be discharged into any

    particular stream and the tolerance limits of pollution permissible in the water of the stream,

    after the discharge of such effluents;

    (k)To make, vary or revoke any order

    (i) For the prevention, control or abatement of discharges of waste into streams or wells;

    (ii) Requiring any person concerned to construct new systems for the disposal of sewage and

    trade effluents or to modify, alter or extend any such existing system or to adopt suchremedial measures as are necessary to prevent control or abate water pollution;

    (l) To lay down effluent standards to be complied with by persons while causing discharge of

    sewage or salvage or both and to lay down, modify or annul effluent standards for the sewage

    and trade effluents.

    We understand in a nutshell that they take care of pollution in form of air, water etc. From

    various industries which are categorized under (red, orange and green). KSPCB gives

    recommendations to the companies how to control their pollution level and expects them to

    follow them.

    MANPOWER STRENGTHS AND CONSTRAINTS

    The organization is divided into three broad sections: technical, administration and

    the laboratory section.

    STRENGTHS

    The technical employees mainly consist of high level authorities. These employees are the

    decision makers in the organization and have the last word in accepting or rejecting any

    application. The technical department is functioning smoothly and is highly efficient. The

    hierarchy in this department is also well defined. There is proper coordination amount the

    employees of this section.

    The administration department holds employees having vast experience. Even though the paper

    work is immense they are highly efficient in their way of working. They maintain proper journals

    for each and every transaction.

    The laboratory section is well equipped with the latest technology and equipment. The laboratory

    employees are highly knowledgeable in their fields. They hire employees on contract basis to

    manage their workload. They also outsource some laboratory experiments as they dont have the

    advance equipment required (they have ordered it already)

    WEAKNESSES

    The technical department has a sole weakness of the inefficiency in file transfer. They dont have

    a master database from where all the employees in this department can avail all the information.

    Also there is a lot of redundancy in the paper work which unnecessarily consumes a lot of time

    and effort.

    The administration employees do all their work on paper and are not well versed with computers.

    So they have to maintain different registers for different purposes and a lot of manual work is

    involved.

    SURVEYS, INTERVIEWS, FIELD ACTIVITIES UNDERTAKEN BY THE

    STUDENTS DURING THEIR STAY

    Our first meet was with the technical officer mr. Ganesh. He explained us the industries

    are been categorized in three different categories red, orange and green. Also what all procedures

    need to be followed before and while setting up an industry. There are basically two applications

    to be approved by the industries which are consent for establishment (cfe) and consent for

    operation (cfo). He took us through all the forms which are to be filled by the companies during

    all these procedures. He also explained how all industries are monitored monthly and annually

    depending upon the type of industry. He also told us that there are provisions for promoting

    green category industries.

    Our next meeting was with deputy scientific officer. During our interaction with him got

    acquainted to the four diferent5 sections of the laboratory, namely air, water, bio-assy&

    bacteriology. He explained us about functioning of each department. The sample surveys for

    each section are mainly taken from four districtscoorg, mandya, chamarajanagar&mysore. He

    showed us all the tests which have been conducted for testing the water & air samples. We got to

    know about various parameters those are essential to perform all types of tests.

    Our next interaction was with Mrs. K l Savitha, the technical officer. We discussed with

    her the major problems faced by the board and how those problems can be solved. We had a

    complete review of the difficulties faced by the employees of the organization and by the

    organization as a whole. We jotted down all the points mentioned by her and also the problems

    which we observed during our study. Their problems were basically the file transfer problem and

    data redundancy problems. There are certain hr issues also to be dealt with. We took the input

    from all the three sections (technical, administration and the laboratory) about the problems

    faced by them. We took samples of all the forms in which data redundancy is a problem. We

    discussed the problems faced by the board and gave her the recommendations regarding solving

    those problems. She liked many of our recommendations. We also gave recommendations which

    we felt would be beneficial for the organization. We also suggested them to come up a central

    database where they can store all the information which would simplify and resolve the problem

    of file transfer.

    Current data management at KSPCB:

    Manual application procedure-Every company or entity has to apply through the hard copy forms available at

    KSPCB office only. After filing it up, they need to send it by post or submit it

    personally to the office. Then, all the applications are sorted out and forwarded to

    the head of department who later distribute it to respective departments.

    Individual excel sheets and reports-Every personnel have its own excel sheet for keeping the records that is shared

    over a common database among every department. So, on an individual level they

    maintain their data that has to be updated by the intended personnel only.

    Manual transfer of data to the head office-The data retrieval is automatically done through the logins created for every

    personnel from the head office database. But the transfer of the data or updating of

    any new data is done manually where every regional office has to maintain excel

    sheets that are transferred to head office and then fed into head database.

    Manual complain system-In case of any complain by the company or any other entity regarding pollution,

    sewage system, license renewal etc. Has to follow manual procedure. Filling up of

    the forms through office then recording the complaint and forwarding it to the

    suitable department is all done manually.

    Problems faced by KSPCB:

    Manual form has many important fields like u.i no. That has to be filledcompulsorily, but many companies skip that that results in incomplete

    information.

    Data integration becomes a big task as many important fields are leftunfilled; it becomes really difficult to link different data tables together.

    Having separate excel sheets for every personnel to record their informationcreates loads of redundant data that can be minimized.

    It also takes a lot of time for each individual to update the data in theirreports and sheets personally when it can be done with less effort.

    Lot of time and cost needed to transfer the data from regional offices tohead office as many files and registers have to be maintained.

    CURRENT DATA TRANSFER FROM REGIONAL OFFICES TO HEAD OFFICE

    In the above diagram we can observe that currently at KSPCB, every department is

    making and their individual reports that is forwarded to intended personnel. Then,

    these reports are transferred manually to head office where a database manager

    inputs that data in head database.

    Now when KSPCB at Mysore needs any data they request it to Head office

    through internet using their logins. So, the retrieval of data is automated but

    transfer of data from regional offices is still manually done.

    FOLLOWING IS THE LIST OF TYPE OF COMPANIES WHICH ARE

    CATEGORIZED UNDER RED, ORANGE AND GREEN BANDS:

    Red:

    Nuclear power and related projects such as heavy water plants, nuclear fuelcomplex, rare earths.

    River valley projects including hydel power, major irrigation and theircombination including flood control.

    Ports, harbours, airports (except minor ports and harbours). Petroleum refineries including crude and product pipelines. Petrochemical complexes (both olefinic and aromatic) and petrochemical

    intermediates such as dmt, caprolactam, lab etc., and production of basic

    plastics such as ldpe, hdpe, pp, pvc.

    Petroleum storage, gas filling and transfer facilities. Chemical fertilizers (nitrogenous and phsophatic other than single super

    phosphate).

    Pesticides (technical) (except formulation). Bulk drugs and pharmaceuticals (except formulation). Exploration for oil and gas and their production, transportation and storage.

    ORANGE:

    Manufacture of office and household equipments and appliances without useof fossil fuel.

    Distillation of alcohol/stillage evaporation. Manufacture of mirror from sheet glass and photo framing. Surgical gauges and bandages. Automobile servicing and repair stations. Formulations of pharmaceuticals. Potassium permanganate. Fragrance, flavours and food additives. Flour mills with wastewater generation. Washing of fabric.

    It was a first-hand experience about pollution caused by industries and other

    sources. We got an overall idea about which industries affect environment to what

    extent.

    We got to know about different categories of industries and subsequent types

    of pollution. These include red, green and orange (types of industries) and water,

    air, noise, solid waste and related pollution.

    We realized our responsibility towards sensitive issues because pollution

    affects every single element of the society.

    We learned how the government entities work and their inter-dependency.

    These interdependency is sometimes good and secured but sometimes its too time

    consuming.

    We also learned every minute detail of the processes to be followed while

    setting up a new entrepreneurial venture and also the procedures to be followed

    while renewal of the license.

    RECOMMENDATIONS

    We have studied the working of each and every department of the board and have

    come up with some important suggestions to simplify and reduce the workload on

    the employees of the organization. These recommendations are being listed as

    follows:

    Reducing paperwork:

    The major problem in the entire organization which we observed was the excessive

    use of paper work and inadequacy in computer knowledge, resulting in increasedworkload and lots of registers for maintaining all accounts.

    So our recommendation in this regard is to make the employees well versed with

    computer and give them proper training in this respect.

    Simplifying the renewal forms

    Another major problem faced by the organization is a lot of data redundancy

    because of improper renewal forms. We recommend the organization to simplify

    the renewal form in such a way that the industries have to fill only those details

    which have undergone a change.

    Provision for online forms

    This is yet another important recommendation which would help the organization

    to prevent the usage of a lot of paper work regarding various data and this would

    also help to prevent the data redundancy.

    Also there is a problem of missing and incomplete information provided by the

    companies, thus important information must be marked as required fields so that

    there are no cases of missing or insufficient information.

    To optimize the central database

    We also recommend the board to optimize central database which would allow the

    different departments to have an access of the required information by them. We

    should also interlink all the departments through intranet for proper functioning.

    This would help in data integration and would also reduce the time that is spent in

    data modifications. And for the same, we can use MS Access that is inbuilt

    software in MS office package. Below are some examples of how it would be

    useful for better management and integration of data:
