Dit kom nadat die brandweer- dienste van die Overberg geduren- de die maande van Desember en Ja- nuarie behoorlik oorval is met brand-insidente. In die verklaring, uitgereik deur die Overberg-distriksmunisipali- teit, word genoem dat die syfers toe- geskryf kan word aan min reën in Desember en baie droë, winderige toestande, “maar min reën en droogte veroorsaak nie brande nie. Mense veroorsaak brande! “Bo en behalwe die ‘normale’ oorsake soos kraglyne, implemen- te ensovoorts beleef ons hierdie jaar so ’n verhoogde aktiwiteit van kinders wat vure aansteek dat ons dit nou malicious ignitions noem. As julle brandweerwaens en helikopters wil sien, kom sê vir ons en dan wys ons dit vir julle. Jy hoef nie ’n vuur aan te steek om dit te sien nie. Onwettige vuurmaak dra ’n swaar straf en daar sal tot die maksimum opgetree word teen eni- ge persoon wat gevang word. Sommige kere gooi motoriste ook hulle sigaret- stompies uit wat kan bydra tot weg- holveldbrande. “Ons bied inligtingsessies aan by skole en instansies om die gemeen- skap en kinders bewus te maak van brandveiligheid. Dit is ons plig om die gemeenskap veilig te hou, maar ons bekommernis is wel dat die be- trokke persone wat die brande ver- oorsaak nie bewus is van wat die nagevolge is nie. Dat dit kan lei tot die vernietiging van eiendom, bese- rings of selfs lewensverlies.” ) Die brandstatistieke in die Overstrand alleenlik is as volg. Meghan Warren, who has been in- volved with the Book Cottage for many years and sole owner for four months now, is moving her shop to new premises, where she will pay a third of the rent she is currently pay- ing at 10 Harbour Road. “Do you know how many books you have to sell to cover rent alone?,” she exclaims. “And that’s besides salaries, stock and other overheads. I haven’t taken anything home in the past year. I have been putting everything back into the business. And the mark-up on books is not much – about 30% on average. We are a small, independent shop and it’s a tough industry.” The Book Cottage, established by Sue McNaught in 1996, is an institu- tion in Hermanus. Prior to Meghan becoming sole owner, she was in partnership for two years with Het- tie Hull and before that worked at the shop for 11 years. She has not made the decision to move her landmark book shop light- ly. “My heart says one thing, but my head another. The financial aspect drove the decision to move, but it’s not the only reason,” she says. The old house, the larger portion which is occupied by The Book Cot- tage, and shared with Le Creperie and Little Gem, was owned by Har- bour Wealth CC until November last year, when they sold the proper- ty to Point Break, a Namibian In- vestment Company. Meghan says the bar for high rent- als was set by the previous landlord, and, according to her calculations, she has been paying more per square metre than shops in Cape Town’s Waterfront She says on top of the rent, which went up by an annual 10% in August last year, when Point Break took over, they said no VAT had been in- cluded in their rental amount, and in December Meghan and her neigh- bours had to fork out an extra chunk of money to pay it.     beaten with the wrong end

    of the stick. Just out ofmor-

    al standing, I refuse to pay

    that kind of rental.

    We do very well in sea-

    son, but you get that three-

    to six-month winter period,

    and you still have to come

    upwith somuchrent. Book

    clubs are what generally

    carry us over winter.

    Meghan will be moving The Book Cottage

    to the character-filled old house next to the

    DorfKrugrestaurant inLongStreet, and,de-

    spite a different layout,will virtually be able

    to duplicate the shop she has in Harbour

    Road.

    She says: This is not just a willy-nilly

    move. Ihavebeenwatching that

    street and the businesses in the

    area for a while.

    Besides paying a lot less rent,

    thepropertyhasagardenwhere

    Meghan hopes to serve coffee.

    And, very importantly, she says

    is that there is customer park-

    ing. Moving almost R500 000

    worth of stock will be a tall or-

    der, but shortly the Home of

    Fine Books, will be open for

    business in its new home.

    When the HT contacted Greg

    Altona-de Klerk from Adek for

    comment on rental being more

    expensiveperm than theCapeTownWater-

    front, he said: This is not the case. If we

    applied the going rate, the rentalwouldhave

    beena lot higher! TheBookCottage current-

    ly rent 137m at R153 per m. V&A would be

    four times this amount. Fact of the matter

    is that the management of the bookshop as

    a business has deteriorated over the years.

    Artists share their journeys of healing

    New and experienced artists shared their

    work, their scars and their healing at Ell Res-

    taurant on Spookfontein Wine Farm in the

    Hemel-en-Aarde Valley on 12 February.

    The focus of the evening was on the artists

    personal journeys from pain to healing, and

    the inspiration and creative expression that

    inspired each piece.

    Anthea van der Pluyms talk had the audi-

    encestunned.Shestillcarriesthevisiblescars

    fromtheburnwoundsinflictedbyherownson

    during a violent attack at their home that left

    her barely alive and badly injured.

    Anthea observed that life in South Africa

    (violent crime, the economy, politics, uncer-

    tainty) has the power to break you, andmany

    in society are broken right now.

    Sheemphasisedourpower tomakedestruc-

    tive choices, or embrace our vulnerability

    where we can find our real resources, a new

    dimension of reality and our true power.

    Val Hill shared her late husbands art with

    the audience and the story of the loss of his

    legs to burnwounds, and recovery thereafter.

    She showed the audience how Max found an

    outlet for his pain in his oil painting, and also

    how he found joy and fulfilment.

    JeandreMariniertoldhowsherediscovered

    herself as an artist after multiple surgeries to

    removeabrain tumour, andreconstructionof

    her jaw after infection.

    She had time for a lot of personal reflection

    being forced to rest (away from a successful

    corporate career in France).

    All the artists thanked Theo Krynauw for

    hosting and introducing each of the artists,

    Annamari Storm for organising the exhibi-

    rand, Raka Wines, and Hermanus Rainbow

    Trust for their generous contributions that

    made the evening possible.

    annual awards ceremony on Saturday 7

    Hermanus High School won a number of

    awards.

    REUSESKENKING AAN DICT: Die Twee Oseane Akwarium in

    Kaapstad het onlangs n groot skenking aan die Dyer Island Conser-

    vation Trust (DICT) van Gansbaai gemaak toe hulle n tjek van

    R100 000 aan Wilfred Chivell, stigter van die DICT, oorhandig het. Dit

    was by die bekendstelling van die African Penguin and Seabird Sanc-

    tuary by die Akwarium in Kaapstad aan lede van die toerismebedryf.

    Die sentrum word amptelik op 26 Februarie net buite Kleinbaai ge-

    open. Hier oorhandig Dr. Pat Garrat, uittredende besturende direkteur

    van die Twee Oseane Akwarium, die tjek aan Wilfred Chivell. Om so

    n donasie te ontvang, maak ons net nog meer gedetermineerd met

    die werk wat ons doen by DICT. Ons jongste projek, die African Pen-

    guin and Seabird Sanctuary, beloof om n wreldklas-fasiliteit hier in

    An initial meeting to introduce

    theOurHoodinitiativetotheHer-

    manus community at the end of

    January, is already yielding divi-

    dends.

    Bruce Good, the founder and de-

    veloper of this free social network-

    ingprogrammeforneighbourhoods,

    presented the Our Hood concept to

    the 60 residents, including four

    councillors and two security firms,

    who gathered in the De Wet Hall.

    Our Hood has been described as a

    new digital platform which can im-

    prove both safety and quality of life

    in communities by providing neigh-

    bourhoodswithsecure,efficientand

    community building services.

    This communication tool allows

    information sharing strictly be-

    tween residents of neighbourhoods

    with clear-cut borders, providing a

    secure means to, among other

    things, report suspicious activity,

    organise events and contact your

    ward councillors directly.

    Caroline Gabb got the local ball

    rollingafterseeingtheOurHoodini-

    tiative on Carte Blanche.

    She says this concepthas great po-

    tential and is a brilliant networking

    platform for neighbourhoods.

    She says Onrus and Vermont are

    already up and running, Fisherha-

    venhas set upahoodandHermanus

    as well.

    Sign up to Our Hood (on the inter-

    net) by providing your name and

    physical address. You will be sent a

    unique code, or aneighbour canver-

    ify you online.

    Once youve entered your unique

    code, youll have online access to

    your hood. You can post notices (an

    email/sms post-it), contact neigh-

    bours, sell things and even pay for

    your electricity.

    Ek het ook niks om te doen nie.

    Nou maar wil jy nie saam kom niks doen

    nie?

    Na n tydjie vanniks-saamdoenhetVivian

    In sy eie woorde vertel Vivian verder van

    The annual HMS Birkenhead

    commemoration is on Wednes-

    TheOverstrand as well as the largerOver

    berg is a high risk fire area.

    According tomunicipalities in these are

    as fire incidentsdealtwith todateare high

    er than for the same period last year.

    Although warm, dry and windy condi

    tions play a role, perhaps helping along

    a burning cigarette butt thrown carelessly

    out of a window, the main cause is being

    ascribed to children who start these fires.

    This has led to theOverberg District Mu

    nicipality to coin the phrase malicious ig

    nition, to describe the cause.

    One of the reasons behind malicious ig

    nition is purely for the entertainment value

    of seeing a fire helicopter or fire trucks in

    action.

    As a spokesperson from the Overberg

    District Municipality says, if you want to

    see the fire trucks in action, call us and we

    will give a demonstration.

    Although info sessions are held at

    schools to educate the children about the

    dangers of fires, the Hermanus Times to

    gether with the municipalities also call on

    parents to educate children about the ef

    fects these fires canhaveonproperties and

    lives.

    budget under further strain.

    You must be an angel not having problems

    Regarding Mr Beuninks letter about the

    chaotic trafficprobleminBergzichtStreet

    and the answer from Mr Stephen Mller

    of the municipality.

    I had to readMrMllers letter a couple

    of times to understand his denial of the

    traffic problem. I have lived in Bergzicht

    Street for30yearsandIhaveseentheprob-

    lem escalate yearly.

    I have written letters regarding this to

    the former town councillor and the

    present one and the answers have re-

    mained the same.

    Over the years two large developments

    have been developed entering Bergzicht

    Street on the eastern side and one is busy

    developing,plus the traffic fromthe indus-

    trial area.

    On the western side, five developments

    are fully developed plus two more going

    upfastplustwoschools,CurroandHerma-

    nus Christian Academy. How can Mr

    Mller state that the problem is for short

    periods only?

    From as early as 7 am in the mornings

    the traffic starts building up, people going

    to work, dropping children off at schools,

    hooters blowing, people shouting at each

    other, delivery trucks, builders etc.

    TheMain Road has become a race track

    from both sides of Sandbaai. Sometimes

    the traffic builds up for 400 metres.

    I have read somewhere in HT that the

    road is going tobeupgraded,which is only

    going to solve part of the problem.

    A four-way stop is the only solution: it

    is inexpensive, it will let the traffic flow,

    slow down the traffic in the Main Road ,

    it will stop the accidents on the cross and

    it will stop drivers cutting corners into

    Bergzicht Street.

    The four-way stops in Swartdam Road

    have solved the problem. It is a pleasure

    todrivethere.Everyonetalksabout traffic

    circles, big ones, small ones. If they will

    just stop to think that at a circle the yield

    is to the right, the main road traffic has

    preference back to square one.

    The person that wrote some weeks ago

    that she has no problem with the traffic

    in Bergzicht Street must be an angel or

    from another planet.

    reply is what Hermanus residents expect

    and what they are entitled to. Thanks, Mr

    Mller. On the introduction of a four-way

    stop I would like to point out that Average

    DailyTraffic (ADT) is only oneaspect of the

    decision making.

    Anotherveryimportantoneistrafficsafe-

    ty. If the numbers alone would count, why

    do we have a four-way stop at Swartdam

    Road and Steenbras Street as well as at

    Bergzicht Street and Schulphoek Road.

    Certainly the ADTs there are much lower.

    Wehavea four-waystopat theMiniMar-

    ket in Sandbaai and no complaints.

    Ialsothinkthatthetraffic flowwouldim-

    provemore than onlymarginally. It also

    needs to be pointed out that during the day

    traffic often stalls at that intersection and

    the problem isnot exclusively restricted to

    thepeaktimesinthemorningandtheafter-

    noon.

    I would also like to refer Mr Mller to

    the letter inyour samepaper (12February)

    Thursday inspiration

    LastThursdayIpurchasedmycopyof theHer-

    manus Times from a vendor outside HT offi-

    ces. I engaged in conversation with the man

    who introduced himself as Mr Jantjies.

    We spoke about the fact that the paper

    seemed a little thinner than usual and how

    warm it had been. What struck me most dur-

    ing this brief encounter was the pride that he

    had in his job.

    He was excited that it was Thursday and

    thathehadrecognisedemployment, albeit for

    the morning only. At the end of our short dis-

    course, he said:

    Ek is so gelukkig dat ek n werkie het. It

    was that assertion that really touchedme and

    it was that small snapshot of South African

    life that should concern us all.

    I presume that the Hermanus Times has

    adopted a policy of engaging unemployed and

    often homeless people. While this may only

    be for a day each week, the HT has given a

    taste of honest employment to people like Mr

    Jantjies.

    I pay tribute to theHermanusTimes for this

    initiative; there is dignity in earning a wage

    just ask Mr Jantjies.

    Development vs conservationandsecurity

    Having attended presentations by specialists

    and conservationists such asProfessorOrren

    andRichardPiercelastyearattheWCCGreen

    House in Vermont, there is no doubt that our

    environment suffers dramatically where

    there is so-called development. The question

    that needs to be answered is who and how ac-

    curately are these developments being moni-

    tored, both in the planning and implementa-

    tion stage?

    Just looking at the Homeowners Constitu-

    tion/Conduct Rules of some of these develop-

    ments raises a question. Who is verifying the

    legality and/or equitability of these applica-

    tions to the local authority?

    Priorities: There have been objections

    about the lack of housing; infrastructure;

    shopping facilities; parking etc., but what

    about the safetyand security of our communi-

    ty and environment?

    Signs: One only has to witness the amount

    of signs, onenteringourCBD,or thoseof secu-

    rity companies, some that no longer have any

    relevance. Just drive down anymain route in

    our town and observe whether there are any

    houses/developments that do not have these

    signs.However, ifyouareanestateagentyour

    board may be removed and you may even re-

    ceive a fine. Establishing priorities requires

    management skills.

    Refuse dumping: Note after a public holi-

    day the amount of refuse just thrown from the

    vehicles along the side of our roads. How

    many fines were issued during 2014 for these

    offences or the dumping of builders rubble

    on the empty plot next door? Some NGOs re-

    port these activities but do you and if notwhy

    not?

    Noise pollution: What is done to monitor

    theamountof falsealarmsoftheapparentbur-

    glar alarm and sirens that incessantly terrify

    theneighbours or the extremenoisepollution

    oftheblowersusedbythegardenservicethat

    havetakentheplaceof thebroomandjobcrea-

    tion? Do these blowers that distribute the dirt

    and weeds not exceed legal limits? Motor cy-

    cles that loudly use the R43 as a race track.

    Are they fined, even for noise pollution?

    Light pollution: Certain of our suburbs

    and coastal strips still have extensive green

    belt areas that attract wildlife but some of us

    pollute this with our flood lights. Why? Who

    needs energy.

    Trespassing and fire prevention: Yes

    firesare sometimesgood forourenvironment

    but we should leave this planning to nature.

    Is enough being done to remove overgrown

    vegetation and the potential arsonists from

    our green belt areas and mountain slopes?

    What did and could the last two fires on the

    slopes of the Groen Berg cost tax payers?

    Security: Do the statistics released by the

    SAPS reveal the true picture i.e., do the statis-

    tics that are released, now and again, reflect

    the amount of calls for help that are perhaps

    registered? No. Why not? Do we know how

    manyparoleespatrol ourstreetsorhowmany

    rapes, assaults, robberies there are, in fact?

    No. Several are not reported. Why?

    Is Law Enforcement not a basic right and

    essential servicerequiredbyourcommunity?

    Is it not time that these issues receive a per-

    manent place on the agenda of our NGOs,

    Ward committees etc?

    U3Agoing fullsteamahead

    The University of the Third Age (U3A)

    held its 11thAGM in the Sandbaai Hall

    last week to a record audience of 360

    members. The current membership

    stands at 531, which makes U3A one of

    thebiggest localorganisationsandalso

    attests to the quality of its various pre-

    sentations.

    The following committee was unani-

    mously elected: Gert Claassen, chairman;

    Mike Brownlee, Rosalind Hendry, Robin

    Lee,GrahamPalmer,AllanPowell, Barba-

    ra Pretorius and Letitia Snyman.

    Therewere two resignations, andvolun-

    teerswere called for to fill the places of Da-

    vid Boobyer and Penny Charteris.

    The U3A had a fruitful and busy 2014,

    and it seems that 2015 promises to be even

    more exciting.

    The United Nations has designated 2015

    as the International Year of Light and

    the Overberg U3A will be joining thou-

    sands of other organisations around the

    world in promoting better public under-

    standing of light and light-based technolo-

    gies.

    Two lectures have already been present-

    ed on this themewith twomore scheduled

    for February: The Basic Properties of

    Light, followed by Light in Art in May,

    Light in the Environment in June and

    Medical uses of Light in September

    Other presentations will include: The

    Art of visualisation; Understanding Great

    Music; The History of the American Civil

    war;ClimateChange;TravelDestinations;

    NaturesMicroWorlds;AfrikaanseLetter-

    kunde; the Impressionists, and a series on

    too late to start saving for retirement

    South Africans are not saving enough for

    their retirement,with the result that only

    around 6% of South Africans can afford

    to retire comfortably. South Africans are

    facing a very real retirement crisis!

    Current financial pressure and a culture of

    instant gratification mean that retirement

    planning is simply not high on the priority

    list.

    Retirement planning is not exclusively for

    those nearing retirement. The earlier you de-

    vise a plan, the longer your investment peri-

    od, with more contributions and more time

    for the power of compound interest to work

    its magic. Albert Einstein once said: Com-

    pound interest is the eighth wonder of the

    world.Theeffectof thiseighthwonder isbest

    explained in an example:

    Sipho invests R1 000 p.m. from age 25.

    John invests R1 600 p.m. from age 40.

    At age 65, both have contributed R480 000

    to their investment, but Siphos R 480 000 has

    grown to R3,5 million, while Johns R 480 000

    has only increased to R1,6 million.

    Saving for retirement is a no-brainer, but

    deciding on a savings vehicle needs serious

    thought. One way of doing it is through a re-

    tirement annuity fund:

    Thegovernmentalso encourages saving for

    retirement by offering tax incentives if you

    invest in a registered retirement fund, such

    as a retirement annuity. Here is a summary

    of taxdifferencesbetweenaretirementannui-

    ty and a discretionary unit trust:

    The big difference is that, when investing

    in a retirement annuity, you are deferring tax until your retirement. Generally speaking

    onecancontribute15%of incometoaretirementannuity fundtoreduceyourtaxable income,

    thus you pay less tax to SARS. The table below illustrates the attractive tax benefit of using

    the 15% allowable contribution.

    The rules of retirement annuities reduce

    the temptation to take payouts as you can on-

    ly access your money at age 55 or unless you

    emigrate or are permanently disabled. RAs

    are also protected from other parties. Credit-

    ors, for instance, cannot access the money

    in a retirement annuity.

    Upon retirement (55 years and older) there

    are further tax advantages. You can with-

    draw up to a 1/3 of the investment as a lump

    sum and the first R500 000 is tax free. The

    remaining 2/3 must be used to purchase a

    living annuity or guaranteed annuity, from

    which you will receive a regular income.

    Retirement annuitieshave in thepast been

    associated with high fees and commissions.

    The days of having to pay large upfront com-

    missions to your advisor and only seeing

    growthonyourinvestmentmanyyearsdown

    the line, are a thing of the past.

    Unit trust linked RAs are flexible, offer a

    good choice of underlying unit trusts to

    choose from, no penalties on surrender, dis-

    continuation or switching from provider

    andmost importantly the fees are transpar-

    ent.

    Investors, who are not inclined to use

    unit trusts and prefer to own direct shares,

    will be happy to know a direct share portfo-

    lio can now be included within the retire-

    ment annuity product structure.

    The crux of the matter is that your RA

    contributionsshould formpartofacompre-

    hensive financial plan, ensuring peace of

    mind.

    Consider making additional contribu-

    tions before the end of the tax year.

    The end of the financial tax year

    2014/2015 is upon us and for investors who

    still wish to take advantage of the 15% taxa-

    ble allowance bymaking additional contri-

    butions to an existingRAor start a newRA,

    make sure you do so before the end of this

    month.

    The senior FET phase sees learners choosing

    between subjects like academic maths, physical

    science, life science, geography, history, CAT,

    tourism, business studies, design and visual arts.

    These classes are run along the lines of a college,

    in which students are rewarded for good results

    and homework/tasks by being allowed to leave

    school earlier or start later. This system allows stu

    dents to use their study time effectively while still

    leaving time for extracurricular activities.

    The curriculum follows the WCED guidelines

    and high academic levels are encouraged and

    attained.Lastyearsawthefirstwinnerandrunner

    up for the TechnoBoffin title in the Overberg. Su

    perSport Lets Play had two sporting achievers,

    while EcoSchools itself attained international rec

    ognition.

    Art and design have produced students of dis

    tinction, whomove on to university or design pro

    grammes. The school has an upgraded computer

    lab, while all classrooms are now equipped with

    computers for research and visual material. Inter

    active whiteboard systems are used in language
