ข่าวปฏิรูปการศึกษา    (  Thai  EducaAon  Reform)    

•   วันนี้ (18 ส.ค.) นายชัยพฤกษ์ เสรีรักษ์ เลขาธิการคณะกรรมการการอาชีวศึกษา (เลขาธิการ กอศ.) เปิดเผยว่า เมื่อเร็วๆ นี้ กระทรวงศึกษาธิการ (ศธ.) ได้ประชุมร่วมกับ นายยงยุทธ ยุทธวงศ์ ที่ปรึกษาคณะรักษาความสงบแห่งชาติ (คสช.) เพื่อหารือถึงแนวทางการจัดการศึกษาอาชีวศึกษาและอุดมศึกษา ซึ่งคณะที่ปรึกษา คสช. ได้ให้ความเห็นหลายประเด็นเกี่ยวกับการจัดการศึกษาและมอบหมายให้ ศธ. ไปจัดทำประเด็นเสนอมา เพราะฉะนั้น ศธ. จึงได้จัดทำข้อเสนอเพื่อการปฏิรูปการศึกษาเพื่อเสนอต่อที่ปรึกษา คสช. และได้นำข้อเสนอดังกล่าวเข้าหารือในที่ประชุมผู้บริหารองค์กรหลัก ศธ. เมื่อช่วงเช้าวันนี้ ซึ่งข้อเสนอเพื่อการปฏิรูปการศึกษามีทั้งหมด 7 ประเด็น ดังนี้ ประเด็นที่ 1 เสนอให้เพิ่มการอุดหนุนรายหัวแก่นักเรียนระดับการศึกษาขั้นพื้นฐาน โดยนักเรียนสายสามัญในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) และสำนักงานส่งเสริมการศึกษาเอกชน (สช.) จะเสนอให้มีการเพิ่มอัตราเงินรายหัวให้เหมาะสมตามภาวะเศรษฐกิจ ส่วนนักเรียนสายอาชีพ อาชีวศึกษาเสนอให้จัดค่าอุปกรณ์การเรียนตามความจำเป็นในทุกสาขาและให้ดูแลเด็กกลุ่มที่มีความต้องการพิเศษ โดยเฉพาะเด็กยากจนและเด็กพิการ  

•         •         ประเด็นที่ 2 ให้แก้ไขปัญหาการขาดแคลนครูและบุคลากรอาชีวศึกษา โดยเปิดช่องให้ผู้มีทักษะอาชีพมาเป็นครูอาชีวศึกษา

โดยง่าย มีระบบที่ยืดหยุ่นในการสมัคร การมีใบอนุญาตประกอบการสอน และใบอนุญาตประกอบวิชาชีพ รวมถึงให้เพิ่มกรอบอัตรากำลังข้าราชการและพนักงานราชการเพื่อทำหน้าที่สอนและสนับสนุน หรืออาจใช้วิธีตัดโอนพนักงานราชการมาเป็นข้าราชการครู โดยให้อัตราตามตัว หรือขอคืนอัตราเกษียณ 100% โดยทันทีเพื่อนำมาบรรจุรับราชการครู ประเด็นที่ 3 ให้มีการปรับปรุงอัตราตำแหน่งผู้บริหารระดับต้นและระดับสูงของแต่ละองค์กรหลักให้เหมาะสม ประเด็นที่ 4 พัฒนากำลังแรงงานตามความจำเป็นเร่งด่วนของประเทศ โดยพัฒนากำลังแรงงานสำหรับการลงทุนขนาดใหญ่ให้ทันกับความต้องการ ส่งเสริมการเป็นผู้ประกอบการโดยสนับสนุนเงินทุนและระบบช่วยเหลือทางวิชาการ อบรมเพิ่มทักษะฝีมือให้แรงงานในสถานประกอบการ อบรมอาชีพที่สองให้ผู้มีความจำเป็นเร่งด่วน เช่น เกษตรกร ผู้ได้รับผลกระทบทางเศรษฐกิจ ผู้สูงอายุ และผู้พิการ

•         นายชัยพฤกษ์ กล่าวต่อว่า ประเด็นที่ 5 พัฒนาให้มีวิทยาลัยเฉพาะทางในทุกสาขาอาชีพกระจายทุกภูมิภาค ประเด็นที่ 6 สร้าง

ค่านิยมอาชีวศึกษา เพื่อให้คนหันมาเรียนสายอาชีพเพิ่มมากขึ้น และประเด็นที่ 7 จัดระบบการประสานงานการจัดอาชีวศึกษาของทุกหน่วยงาน เพราะปัจจุบันมีหลายหน่วยงานจัดการศึกษาสายอาชีพ ไม่ว่าจะเป็นสำนักงานคณะกรรมการการอุดมศึกษา วิทยาลัยชุมชน สช. และการศึกษานอกระบบและการศึกษาตามอัธยาศัย (กศน.) จึงควรต้องประสานงานเพื่อป้องกันการซ้ำซ้อน

    •         “ในการประชุมร่วมกับที่ปรึกษา คสช.ที่ประชุมเมื่อวันที่ 15 สิงหาคมที่ผ่านมา ได้มีการพูดถึงข้อเสนอให้แยกสำนักงานคณะ

กรรมการการอุดมศึกษา (สกอ.) ออกจาก ศธ. ด้วย แต่ที่ปรึกษา คสช. เห็นว่าเรื่องนี้ส่งผลกระทบต่อหลายฝ่าย จึงต้องการให้สภาปฏิรูปที่ดูแลนโยบายของประเทศในภาพรวมได้เป็นผู้พิจารณาเรื่องนี้เอง ทั้งนี้ พรุ่งนี้ผมจะส่งประเด็นข้อเสนอในการปฏิรูปการศึกษาส่งให้ นางสุทธศรี วงษ์สมาน ปลัด ศธ. ในฐานะปฏิบัติหน้าที่ รมว.ศึกษาธิการ เพื่อนำเสนอต่อ คสช. เป็นข้อเสนอ”นายชัยพฤกษ์ กล่าว

will  be  confused  when  everyone  wants  to  share.  There  will  be  new  ideas  as  well  as  innovaAon.  Content  will  sell.  At  this  Ame  whoever  has  be=er  content  with  more  innovaAon  will  be  doing  well  in  educaAon  industry.    

•  Teachers’  role  will  be  changed  from  “  I  teach  you  or  I  tell  you.”  to  “  Let’s  think  together”.  Teachers  have  to  adjust  their  roles  as  well  as  their  experAse  in  using  technology  to  teach  

•  The  educaAon  will  change  from  local  to  global.  EducaAon  will  become  global.  We  need  to  learn  about  other  countries  in  order  to  survive  in  the  new  world  environment.    

•  Learning  is  not  learning  anymore  but  learning  and  doing  makes  students  disAnct

More  and  more  learning  systems  are  social  and  free.  Universi5es  start  compe5ng  on  content  and  offer    Free  educa5on  channel  to  promote  universi5es.    They  some5mes  offer  free  open  courseware,  free  youtube,  Free  audio  files,  etc.

Free  EducaAon    

•  Free  educa5on  refers  to  educaAon  that  is  funded  through  taxaAon,  or  charitable  organizaAons  rather  than  tuiAon  fees.  Although  primary  school  and  other  comprehensive  or  compulsory  educaAon  is  free  in  many  countries,  for  example,  all  educaAon  is  mostly  free  (o\en  not  including  books  (from  primary)  and  a  number  of  administraAve  and  sundry  fees  in  university)

Free  EducaAon  on  Internet  •  Online  educaAon  has  become  an  opAon  in  recent  years,  parAcularly  with  the  development  of  free  MOOCs  (massive  open  online  courses)  from  providers  such  as  Khan  Academy  (High  School)  and  Higher  EducaAon,  through  providers  such  as  Udacity,  World  EducaAon  University  (WEU)  and  Coursera.  Free  educaAon  has  become  available  through  several  websites  with  some  resembling  the  courses  of  study  of  accredited  universiAes.  Online  educaAon  faces  barriers  such  as  insAtuAonal  adopAon,  license  or  copyright  restricAons,  incompaAbility  and  educator  awareness  of  available  resources.
