Having reviewed Law n° 20/2005 of 20/10/2005
establishing the structure, organization and
functioning of higher education;
ADOPTS:
CHAPTER ONE: GENERAL PROVISIONS
Article One: Purpose of this Law
This Law governs the organisation and
functioning of higher education.
Article 2: Definitions
For the purpose of this Law, the following terms
shall mean:
1° Department: a basic organ in the faculty, in
charge of designing and implementing
curricula, conducting research activities and
rendering community services;
2° Research institute: a branch of an institution
of higher learning in charge of doing research.
Research institutes may specialize in
fundamental research or applied research;

GENERALES
Article premier: Objet de la présente loi
La présente loi porte organisation et
fonctionnement de l'enseignement supérieur.
Article 2: Définitions
Aux fins de la présente loi, les termes ci-après
ont les significations suivantes:
1° Département: une unité de base de la
faculté, chargée d‟organiser des travaux
académiques, des recherches et de rendre
des services à la population;
2° Institut de recherche: un établissement
attaché à une institution d‟enseignement
supérieur ayant pour mission de faire la
recherche. Les instituts de recherche
peuvent se spécialiser dans la recherche
fondamentale ou dans la recherche
appliquée;

Article 11: Granting an accreditation to a
private institution of higher learning
An accreditation to a private institution of higher
learning shall be granted by an Order of the
Minister in charge of higher education basing
upon the report by the National Council of Higher
Education.
The Order of the Minister in charge of higher
education which grants the accreditation to a
private institution of higher learning shall specify
the type of the institution, teaching programs,
colleges, schools and affiliated research institutes
as well as the degrees it is authorized to award.
A private institution of higher learning to which
an accreditation is granted shall also obtain a legal
personality and degrees, diplomas and certificates
it awards shall be recognized.
CHAPTER III: POWERS, AUTONOMY AND
RESPONSIBILITIES OF INSTITUTIONS OF
HIGHER LEARNING
Article 12: Powers of institutions of higher
learning
Institutions of higher learning shall have the
following main powers :

diplômes qu‟elle est autorisée à délivrer.
Une institution d'enseignement supérieur privée
ayant reçu l‟accréditation est dotée de la
personnalité juridique et les diplômes et
certificats qu‟elle délivre sont agréés.

1° to award degrees of all academic levels
offered in accordance with laws which
govern them;
2° to award certificates to candidates who
successfully complete short-time training
courses;
3° to conclude cooperation agreements with
different organs in charge of education and
with other national and foreign institutions of
higher learning;
4° to award merit titles to authors of exemplary
achievements and awards of excellence;
5° to promote their lecturers and researchers to
academic ranks.
Universities shall have competence to award
honorific degrees in accordance with laws
governing them.
Article 13: Autonomy of institutions of higher
learning
Institutions of higher learning shall enjoy
autonomy in teaching, research, administration
and management of their human and material
resources in accordance with the relevant laws.

jouissent de l‟autonomie d‟enseignement, de
recherche, d‟administration et de gestion des
ressources humaines et matérielles

The main responsibilities of institutions of higher
learning shall be the following:
1° to design programmes and provide higher
learning education so as to award under
graduate, graduate or post-graduate degrees
and diplomas in various fields;
2° to carry out and promote research in all
scientific and technological disciplines and on
different problems at the national and
regional level and worldwide;
3° to publish research results and to collaborate
with other organs to ensure their
dissemination in order to contribute to the
promotion of development at the national and
regional level and worldwide;
4° to provide the student with knowledge, skills,
technology and education for self confidence
and self employment;
5° to promote the national culture so as to
promote an education that is appropriate to the
Rwandan citizen;

Kugabanya ishuri rikuru rihuriweho na Leta
the level of teaching in a public or a Government
subsidized institution of higher learning shall be
done by an Order of the Minister in charge of
higher education basing upon the
recommendations of the National Council of
Higher Education.
The conditions, for a private institution of higher
learning, to upgrade the level of teaching, to
create a college, a school, a faculty or an affiliated
research institute shall be determined by an Order
of the Minister in charge of higher education
following the recommendations of the National
Council of Higher Education.
Section 2: Split or merging of institutions of
higher learning
Article 16: Decision of splitting or merging
institutions of higher learning
The split of a public institution of higher learning
into two (2) or several other public institutions of
higher learning or the merging of two (2) or
several public institutions of higher learning into
one (1) public institution of higher learning shall
be done by a law.
The split of a Government subsidized institution
d‟enseignement supérieur ou le rehaussement du
niveau d‟enseignement au sein d‟une institution
d‟enseignement supérieur publique ou
conventionnée se fait par un arrêté du Ministre
ayant l‟enseignement supérieur dans ses
attributions sur base des recommandations du
Conseil National de l‟Enseignement Supérieur.
Les conditions pour une institution
d‟enseignement supérieur privée, pour rehausser
le niveau d‟enseignement, pour l‟ouverture d‟un
collège, d‟une école, d‟une faculté ou d‟un
institut de recherche affilié sont déterminées par
un arrêté du Ministre ayant l'enseignement
supérieur dans ses attributions sur base des
recommandations du Conseil National de
l‟Enseignement Supérieur.
Section 2: Scission ou fusion d’institutions
d’enseignement supérieur
Article 16: Décision de scission ou de fusion
d’institutions d’enseignement supérieur
La scission d‟une institution d‟enseignement
supérieur publique en deux (2) ou plusieurs
institutions d‟enseignement supérieur publiques
ainsi que la fusion de deux (2) ou plusieurs
institutions d‟enseignement supérieur publiques
en une (1) seule institution d‟enseignement
supérieur publique se fait par une loi.

cyangwa gukomatanya amashuri makuru
Iyo habayeho kugabanya ishuri rikuru rya Leta
mo amashuri makuru abiri (2) cyangwa menshi,
ishuri rikuru rigabanyijwe riraseswa, rigatakaza
ubuzimagatozi; buri shuri rikuru rishya
of higher learning into two (2) or several other
Government subsidized institutions of higher
learning or the merging of two (2) or several
Government subsidized institutions of higher
learning into one (1) Government subsidized
institution of higher learning shall be done by a
contract signed between both parties approved by
an Order of the Minister in charge of higher
education following the recommendations of the
National Council of Higher Education.
The split of a private institution of higher learning
into two (2) or several other private institutions of
higher learning or the merging of two (2) or
several private institutions of higher learning into
one (1) private institution of higher learning shall
be done by an Order of the Minister in charge of
higher education which also shall grant the legal
personality to the institution of higher learning
based on specific agreements concluded between
those institutions of higher learning and on
recommendations of the National Council of
Higher Education.
Article 17: Impact of splitting or merging
institutions of higher learning
Where a public institution of higher learning is
split into two (2) or several institutions of higher
learning, it shall be dissolved and lose its legal
personality; each new public institution of higher

ou la fusion de deux (2) ou plusieurs institutions

se fait par un arrêté du Ministre ayant
l‟enseignement supérieur dans ses attributions
qui lui accorde également la personnalité
juridique sur base de conventions particulières
conclues entre ces institutions et des
recommandations du Conseil National de
l‟Enseignement Supérieur.
Article 17: Effets de la scission ou de la fusion
d’institutions d’enseignement supérieur
En cas de scission d‟une institution
d'enseignement supérieur publique en deux (2)
ou plusieurs institutions d‟enseignement
supérieur, elle est dissoute et perd sa personnalité

Ishuri rikuru rya Leta, irihuriweho na Leta

Where a private institution of higher learning is
split, each new institution of higher learning shall
be authorized to operate by an Order of the
Minister in charge of higher education which shall
also grant to it the legal personality.
Section 3: Temporary closure of an institution
of higher learning
Article 18: Reasons of temporary closure of an
institution of higher learning
A public, a Government subsidized or a private
institution of higher learning may be temporary
closed for one of the following reasons:
1° failure to conform to the provisions of this
Law as well as other laws in force in
Rwanda governing the organisation and
the functioning of higher education;
2° insecurity;
3° failure to comply with norms and
standards in higher education;

En cas de scission d‟une institution
d‟enseignement supérieur privée, chaque
nouvelle institution d‟enseignement supérieur
obtient l‟autorisation de fonctionnement par un
arrêté du Ministre ayant l‟enseignement

Section 3: Fermeture temporaire d’une
institution d’enseignement supérieur
Article 18: Motifs de fermeture temporaire
d’une institution d’enseignement supérieur
Une institution d‟enseignement supérieur
publique, conventionnée ou une institution
d‟enseignement supérieur privée peut être
temporairement fermée pour l‟une des raisons
suivantes:
1° la non-conformité aux dispositions de la
présente loi et celles d‟autres lois et
règlements en vigueur au Rwanda
relatifs à l‟organisation et au
fonctionnement de l‟enseignement
supérieur;
2° l‟insécurité;
3° le non-respect des normes et standards
dans l‟enseignement supérieur;

Law and other laws governing education.
Article 19: Taking and withdrawing of the
decision for a temporary closure of an
institution of higher learning
The Minister in charge of higher education shall,
on the basis of the report of the National Council
of Higher Education which indicates reasons for
temporary closure of an institution of higher
learning, request to the Cabinet to take a decision
to temporarily close a public, a government
subsidized or a private institution of higher
learning.
The Minister in charge of higher education shall
also, on the basis of the report of the National
Council of Higher Education which proves that
the reasons for a temporary closure of an
institution of higher learning are addressed,
request to the Cabinet to take a decision to
withdraw the decision of temporarily closing a
public, a government subsidized or a private
institution of higher learning.

Article 19: Prise de décision et levée de la

institution d’enseignement supérieur
Sur base du rapport du Conseil National de
l‟Enseignement Supérieur qui détermine les
causes de la demande de fermeture temporaire
d‟une institution d‟enseignement supérieur, le
Ministre ayant l'enseignement supérieur dans ses
attributions, demande au Conseil des Ministres
de prendre la décision de fermeture temporaire
d‟une institution d‟enseignement supérieur
publique, conventionnée ou privée.
Sur base du rapport du Conseil National de
l‟Enseignement Supérieur qui démontre que les
causes de fermeture temporaire d‟une institution
d‟enseignement supérieur ont été redressées, le
Ministre ayant l'enseignement supérieur dans ses
attributions demande au Conseil des Ministres de
prendre une décision de lever la décision de
fermeture temporaire d‟une institution
d‟enseignement supérieur publique,
conventionnée ou privée.

Article 20: Publication of the decision of
temporary closure of an institution of higher
learning and withdrawal of the decision
The decision to temporarily close an institution of
higher learning or to withdraw such a decision
shall be published by the Minister in charge of
higher education, and be notified in writing to the
owner of the institution of higher learning, at least
in two (2) of the media organs based in Rwanda
within five (5) days as of the date the decision is
taken.
Section 4: Definitive closure of an institution of
higher learning
Article 21: Reasons for definitive closure of an
institution of higher learning
A public, a Government subsidized or a private
institution of higher learning may be definitively
closed for one of the following reasons:
1° failure to conform to the provisions of this
Law as well as other laws and regulations
in force in Rwanda governing the
organization and the functioning of higher
education;
2° insecurity;
3° poor capacity of the institution of higher
learning;
Article 20: Publication de la décision de
fermeture d’une institution d’enseignement
supérieur et levée de la décision
La décision de fermeture temporaire ou de levée
de la décision de fermeture temporaire d‟une
institution d‟enseignement supérieur est publiée
par le Ministre ayant l‟enseignement supérieur
dans ses attributions qui en informe par écrit le
propriétaire de l‟institution d‟enseignement
supérieur dans au moins deux (2) organes de
presse basés au Rwanda endéans cinq (5) jours à
compter du jour de la prise de cette décision.
Section 4: Fermeture définitive d’une
institution d’enseignement supérieur
Article 21: Motifs de fermeture définitive
d’une institution d’enseignement supérieur
Une institution d‟enseignement supérieur
publique, conventionnée ou privée peut être
fermée définitivement pour l‟une des raisons
suivantes:
1° la non-conformité aux dispositions de la
présente loi et celles d‟autres lois et
règlements en vigueur au Rwanda
relatifs à l‟organisation et au
fonctionnement de l‟enseignement
supérieur;

3° la faible capacité de l‟institution
d‟enseignement supérieur ;

higher learning shall be determined by the report
of the National Council of Higher Education
which shall be submitted to the Minister in charge
of higher education.
Article 22: Decision of definitive closure of an
institution of higher learning
The definitive closure of a public institution of
higher learning shall be done by a law while the
definitive closure of a Government subsidized or a
private institution of higher learning shall be done
by an Order of the Minister in charge of higher
education.

un rapport du Conseil National de
l‟Enseignement Supérieur qui doit être transmis
au Ministre ayant l'enseignement supérieur dans
ses attributions.
Article 22: Décision de fermeture définitive
d’une institution d’enseignement supérieur
La fermeture définitive d‟une institution
d‟enseignement supérieur publique est faite par
une loi tandis que celle d'une institution
d‟enseignement supérieur conventionnée ou
privée est faite par un arrêté du Ministre ayant
l‟enseignement supérieur dans ses attributions.

Article 23: Resolution of issues resulting from
definitive closure of an institution of higher
learning
The law on the definitive closure of a public
institution of higher learning shall specify
modalities for the transfer of its assets to the State
after resolving all issues relating to its liabilities
and agreements it entered in with third parties and
specify modalities through which students shall
continue their studies.
Issues related to teachers, researchers and
members of staff shall be settled in accordance
with the laws and contracts they signed with the
institution of higher learning.
In case of the definitive closure of a Government
subsidized institution of higher learning, a
contract between partners shall be signed to solve
problems relating to the use of its assets and
resources after resolving all issues relating to its
liabilities as well as contracts entered in by such
an institution of higher learning.
In case of the definitive closure of a private
institution of higher learning, its assets and
resources become the private property of the
owner of this institution of higher learning after
resolving all issues relating to its liabilities as well
as contracts entered in by such an institution of

prévoit les modalités de transfert de ses biens à
l‟Etat après paiement de toutes les dettes et

obligations issues des contrats signés par cette
institution d‟enseignement supérieur.
En cas de fermeture définitive d‟une institution
d‟enseignement supérieur privée, son patrimoine
revient au propriétaire après paiement de toutes
les dettes de cette institution d‟enseignement
supérieur et le règlement des problèmes liés aux
contrats qu‟elle a signés.

The Board of Governors shall be the governing
and decision making organ of an institution of
higher learning. Its competence, responsibilities
and functioning as well as the term of office of its
members shall be determined by a Prime
Minister‟s Order for a public institution of higher
learning or an Order of the Minister in charge of
higher education for a Government subsidized
institution of higher learning.

Basing on the standards established by the
National Council of Higher Education, the Board
of Directors of an institution of higher learning
shall determine admission requirements in such an
institution of higher learning.
Article 35: Obligations and rights of a student
The obligations and rights of a student in an
institution of higher learning in relation to

l‟enseignement supérieur dans ses attributions.

Sur base des normes et standards fixés par le
Conseil National de l‟Enseignement Supérieur, le

Article 37: Property of an institution of higher
learning and its sources
The property of an institution of higher learning
shall include movable and immovable assets.
The source of property of a public institution of
higher learning shall be determined by the Law
establishing such an institution of higher learning.

the Senior Management of such an institution of
higher learning.

higher learning shall be determined by the
agreement between the parties.
The use, the management and audit of the
property of a private institution of higher learning
shall be determined by the internal rules and
regulations of such an institution of higher
learning.

L‟utilisation, la gestion et l‟audit du patrimoine
d‟une institution d‟enseignement supérieur
conventionnée sont déterminés par la convention
entre les parties.
L‟utilisation, la gestion et l‟audit du patrimoine
d‟une institution d‟enseignement supérieur
privée sont déterminés par le règlement d‟ordre
intérieur de cette institution.

Article 39: Approval and management of the
budget of an institution of higher learning
The budget of a public institution of higher
learning shall be approved and managed in
accordance with relevant legal provisions.
The budget of a Government subsidized
institution of higher learning shall be approved
and managed in accordance with the agreement
between the parties.
The budget of a private institution of higher
learning shall be approved by the Board of
Governors of such an institution of higher
learning and managed in accordance with
instructions of the Board of Governors.
Article 40: Annual report of the financial year
Within three (3) months following the closure of
financial year, the Senior Management of a public
institution of higher learning shall submit to the
supervising Authority of the public institution of
higher learning the annual report of the financial
year, upon its approval by the Board of Governors
in accordance with provisions governing the
management of State finance and property.

l‟exercice comptable, après son approbation par
le Conseil d‟Administration conformément aux
dispositions régissant la gestion des finances et
du patrimoine de l‟Etat.

Government subsidized institution of higher
learning shall submit to the Minister in charge of
higher education the annual report of the financial
year, upon its approval by the Board of Governors
with a copy to the Minister in charge of finance.
Within three (3) months following the closure of
financial year, the Senior Management of a
private institution of higher learning shall submit
to the Board of Governors the annual report of the
financial year for approval before submission to
the Minister in charge of higher education before
the end of the first term of the academic year.
CHAPTER VIII: TRANSITIONAL AND
FINAL PROVISIONS
Article 41: Transitional period
Public, Government subsidized and private
institutions of higher learning operating in
Rwanda shall have a period not exceeding two (2)
years, from the date of publication of this Law in
the Official Gazette of the Republic of Rwanda,
for them to conform their regulations, agreements,
organization and functioning to the provisions of
this Law.

l‟enseignement supérieur dans ses attributions
avant la fin du premier trimestre de l‟année
académique.
CHAPITRE VIII: DISPOSITIONS
TRANSITOIRES ET FINALES
Article 41: Période transitoire
Les institutions d‟enseignement supérieur
publiques conventionnées et privées exerçant
leurs activités au Rwanda disposent d‟un délai ne
dépassant pas deux (2) ans, à partir de la date de
publication de la présente loi au Journal Officiel
de la République du Rwanda, pour conformer
leurs règlements, conventions, organisation et
fonctionnement aux dispositions de la présente
loi.

and all prior legal provisions contrary to this Law
are hereby repealed.
Article 44: Commencement
This Law shall come into force on the date of its
publication in the Official Gazette of the Republic
of Rwanda.

Having reviewed Law no 12/2009 of 26//05/2009
relating to commercial recovery and settling of
issues arising from insolvency especially in articles
17, 30, 31, 32, 33, 34, 37, 65, 66 and 67;
ADOPTS:
Article One: Grounds for the commencement of
insolvency proceedings
Article 17 of Law no 12/2009 of 26//05/2009
relating to commercial recovery and settling of
issues arising from insolvency is modified and
complemented as follows:
“The commencement of business insolvency
proceedings shall base on the following reasons:
1º when the debtor is unable to pay the debts
when they are due;
2º when the debtor is over-indebted and is not in
the position to pay the debts by the due date.
The Court shall not appoint an insolvency
administrator if it is manifestly evident that the
value of the assets of the debtor is insufficient to
cover the costs of the insolvency proceedings.
Revu la Loi n° 12/2009 du 26/05/2009 relative
au redressement commercial et au règlement des
problèmes d‟insolvabilité spécialement en ses
articles 17, 30, 31, 32, 33, 34, 37, 65, 66 et 67;
ADOPTE:
Article premier : Raisons d’ouverture d’une
procédure d’insolvabilité
L‟article 17 de la Loi n° 12/2009 du 26/05/2009
relative au redressement commercial et au
règlement des problèmes d‟insolvabilité est
modifié et complété comme suit:
« L‟ouverture de la procédure d‟insolvabilité
commerciale doit se baser sur les raisons
suivantes:
1º lorsque le débiteur n‟est pas en mesure de
payer les dettes échues ;
2º lorsque le débiteur est surendetté et qu‟il
n‟est pas en mesure de payer ses dettes à la
date due.
La juridiction ne nomme pas un administrateur

setting of issues arising from insolvency are hereby
repealed.
Article 3: Secured claims and right of retention
Law no 12/2009 of 26//05/2009 relating to
commercial recovery and settling of issues arising
from insolvency is supplemented by article 34 bis
worded as follows:
“Article 34 bis: Secured claims and right of
retention
The Secured creditors or the holder of right of
retention of secured movable or immovable
property shall be entitled to separate satisfaction or
retention of secured assets in accordance with the
relevant laws.

de rétention
Un créancier garanti ou investi du droit de
rétention sur un bien meuble ou immeuble grevé
de sûreté, a le droit au désintéressement séparé
ou a la rétention de ce bien conformément aux
lois en la matière.

Ingingo ya 37 y‟Itegeko no 12/2009 ryo kuwa
26/05/2009 ryerekeye izahura ry‟ubucuruzi
The provisions of paragraph one of this article
shall not apply when a recovery plan has been
submitted to the court.
The preferential right to payment from a secured
asset shall depend on the date of registration of the
security and not on the date upon which the debt
came into existence.
The proceeds from the sale of immovable or
movable property, after deduction therefrom of the
costs of insolvency proceedings, shall be applied in
satisfying the claims secured by the said property,
in their order of preference and other debts
incumbent on the property.
If the value of the security is less than the amount
of the secured claim, the secured creditor may
claim as unsecured creditor for any balance due.
If a secured creditor decides to surrender his/her
security, he/she shall included in the body of
creditors and shall be included on the list of
creditors.”
Article 4: General effects of the commencement
of insolvency proceedings
Article 37 of Law no /2009 of 26//05/2009 relating
to commercial recovery and issues arising from

Le droit de se faire payer par préférence sur un
bien grevé de sûreté dépend de la date

d‟insolvabilité, le produit de la vente des biens
immeubles ou meubles est utilisé pour payer les
créanciers garantis par ces biens selon l‟ordre de

Lorsque le produit de la vente des biens grevés
de sûreté est inférieur au montant de la créance,
le créancier garanti peut réclamer le paiement de
la somme restant due comme un créancier
chirographaire.
Lorsqu‟un créancier garanti décide de céder sa
sûreté, il fait partie de la masse des créanciers et
est placé sur la liste des créanciers
chirographaires. »

“Upon the commencement of the insolvency

1º the commencement or continuation of
individual actions or proceedings concerning
the assets of the debtor and the rights,
obligations or liabilities of the debtor shall be
stayed;
2º the execution of judgments related to the
assets of the debtor‟s property shall be
stayed;
3º the right of counterparty to terminate any
contract with the debtor shall be suspended;
4º the right to transfer, mortgage or otherwise
dispose of any assets of the debtor shall be
suspended.
The provisions of this article shall not prejudice the
right to institute actions or initiate proceedings
against individuals in order to protect a debt owed.
The Court may also take an additional decision
aimed at easing the measures taken during the
commencement of insolvency proceedings. “

Article 5: Stay on a secured claim
Law n° 12/2009 of 26//05/2009 relating to
commercial recovery and issues arising from
insolvency is supplemented by article 37 bis,
worded as follows:
“Article 37 bis: Stay on secured claims
The rights of secured creditors and holders of the
right of retention shall not be stayed by the
commencement of insolvency proceedings.
However, where the debtor shows the intention to
submit a reorganization plan along with the
application to commence insolvency proceedings,
all claims including secured claims and rights of
retention shall be stayed.
The debtor must submit to the Court a
reorganization plan within three (3) months of the
instituting the court case.
The period of stay on secured claims shall not
exceed six (6) months.
The stay on secured claims shall become effective
from the date of the application until the court
renders the decision thereof.
Article 5: Suspension de la poursuite d’une
créance garantie
La Loi n° 12/2009 du 26/05/2009 relative au
redressement commercial et au règlement des
problèmes d‟insolvabilité est complétée par
l‟article 37 bis libellé comme suit:
« Article 37 bis: Suspension de la poursuite
d’une créance garantie
Les droits des créanciers garantis et des
détenteurs du droit de rétention ne sont pas
suspendus par l‟ouverture de la procédure
d‟insolvabilité. Toutefois, lorsque le débiteur
manifeste l‟intention de présenter un plan de
redressement en même temps que la demande,
toutes les créances y compris les créances
garanties et les droits de rétention sont
suspendus.
Le débiteur doit soumettre à la juridiction un
plan de redressement dans un délai ne dépassant
pas trois (3) mois après l‟ouverture de l‟action en
justice.
La durée de suspension accordée ne peut pas
dépasser six (6) mois.
La suspension des poursuites des créances
garantis court de la date de l‟introduction de la
demande jusqu'à la décision de la juridiction.

“Article 67 bis: Distribution of the sale proceeds
The administrator shall settle all claims
immediately after the confirmation of the
administrator‟s distribution record, in the following
order of preference:
1° the costs of maintaining, conserving and sale of
the asset, administrator‟s fees and expenses

insolvent person in the year preceding insolvency;
any payment due in respect of any other form of
paid leave for a period not exceeding three (3)
months prior to the date of the liquidation of the
estate and any severance pay due to the employee
in accordance with law, agreement or regulations
relating to wages;

conformément à la loi, au contrat ou aux
règlements relatifs aux rémunérations.

are hereby repealed.
Article 10: Commencement
This law shall come into force on the date of its
publication in the Official Gazette of the Republic
of Rwanda.

Rwanda of June 4, 2003, as amended to date,
especially in its articles 62, 66, 67, 88, 89, 90, 92,
93, 94, 95, 108, 189, 190 and 201;
After consideration of the Financing Agreement
nº H8530-RW signed in Kigali, Rwanda on 21
May 2013, between the Republic of Rwanda and
the International Development Association
(IDA), relating to the grant of thirty three million
four hundred thousand Special Drawing Rights
(SDR 33,400,000) for the quality of
decentralized services delivery support
development policy program;
ADOPTS:
Article one : Authorization for ratification
The Financing Agreement nº H8530-RW signed
in Kigali, Rwanda on 21 May 2013, between the
Republic of Rwanda and the International
Development Association (IDA), relating to the
grant of thirty three million four hundred

Vu la Constitution de la République du Rwanda
du 04 juin 2003, telle que révisée à ce jour,
spécialement en ses articles 62, 66, 67, 88, 89,
90, 92, 93, 94, 95,108, 189, 190 et 201 ;
Après examen de l‟Accord de financement no
H8530-RW signé à Kigali, au Rwanda le 21 mai
2013, entre la République du Rwanda et
l‟Association Internationale de Développement
(IDA), relatif au don de trente trois millions
quatre cent mille Droits de Tirage Spéciaux
(33.400.000 DTS) pour l‟appui à la politique du
programme de développement de la qualité de
prestation de services décentralisés;
ADOPTE :
Article premier : Autorisation de ratification
L‟Accord de financement n°H8530-RW signé à
Kigali, au Rwanda le 21 mai 2013, entre la
République du Rwanda et l‟Association
