IEC と CENELEC の新業務共同立案及び並行投票に関する最初の協力協定は、1991 年に

承認され、ルガノ協定と呼ばれた。そのルガノ協定から得られてきた経験に照らして改

訂した版が、1996 年 9 月に IEC と CENELEC で合意された。それはドレスデン協定とし

Preamble

This is a revision of the IEC/CENELEC Agreement originally approved inOctober1991. This new version was approved by IEC and CENELEC inSeptember 1996.

1 Objectives

This agreement is intended:. to expedite the publication and common adoption of International Standards;. to ensure rational use of available resources. Fulltechnical consideration of

the content of the standard should therefore preferably take place atinternational level;

. to accelerate the standards preparation process in response to marketdemands.

To achieve the desired results, the active support of everybody involved in theIEC and CENELEC activities and flexibility in the working methods, arenecessary.

2 Common planning of new workNOTE: CENELEC members are directly involved in the planning of new work ín the IECin their capacity as IEC members. Therefore, the following covers only cases where theneed for new work arises within CENELEC.

2.1 Categories of new work proposals in CENELEC

When identifying its requirements for new work (lncluding the revision ofexisting standards), it is the policy of CENELEC to ascertain first whether theIEC can undertake this work.

New work items may arise from decisions at meetings:. of the GENELEC AG;. of the BT (on the basis of proposals from Technical Committees, National

Committees or other bodies, including the notifications under the Vilamouraprocedure or under Directive 83/189).

本文書は、もともと 1991 年 10 月に承認された IEC/CENELEC 協定書を改訂したもので

ある。本新版は、1996 年 9 月に IEC 及び CENELEC によって承認されたものである。

1 目的

本協定の目的は、次の通りである：

･国際規格の発行と共同採用を促進する

･利用できるリソースの合理的な活用を確実にする。したがって、国際水準で規格内

容の十分な技術的が行われることが望ましい

･市場の要求に応えて規格作成プロセスを加速する

所期の成果をあげるため、 IEC 及び CENELEC の活動に関与する全ての人々の積極的

な支援と業務方法の柔軟性が必要である。

2 新業務の共同立案注：CENELEC の会員は、 IEC の新業務の立案に IEC 会員という立場で直接参加している。したがって、

次に掲げる事項は、新業務の必要性が CENELEC 内で生じた場合のみを扱う。

2.1 CENELEC 内での新業務提案の分類

新業務（現行規格の改訂を含む）の必要性を確認するに当たっての CENELEC の方針

は、まず IEC がその業務を引き受けることができるかを確認することである。

新業務項目は、次に掲げる会議での決議から生じる可能性がある：

• CENELEC 総会

• BT（ヴィラモウラ手順書、または指令 83/189 による通知も含めて、専門委員会、

国内委員会または他の団体からの提案に基づく）

They are categorized as follows:

2.1.1 Work of European origin

a) A proposal for such new work, (which would usually be undertaken in an

existing or new technical body of CENELEC and lead to the publication of an

EN) is accepted in CENELEC if at least 5 National Committees are willing toparticipate actively in that work. Normally, such a proposal shall then be

submitted to the IEC and taken up by the latter unless the IEC's timescaleexceeds CENELEC's planning requirements. "Normally" implies that the BT(in consultation with the relevant TC/SR, if any) may come to the conclusionthat the IEC is unlikely to meet the required timescale. lf so, the reasons forthis conclusion must be properly recorded in the CENELEC BT files andmade known to the IEC/CO.

b) lf there is not sufficient support by CENELEC members (less than 5), a BTWorking Group (in case of the Vilamoura procedure, under theConvenorship of the notifying National Committee), may be invited toprepare a prEN with the active participation of representatives of one ormore countries. ln such cases the IEC shall be so advised under theprocedure for the exchange of technical information, and the relevantIEC TC/SC informed by the CO.

2.1.2 Common modificatíons to IEC standards

When the preparation of new Common Modifications is considered necessaryby CENELEC in order to supplement or modify an existing internationalstandard, the subject will be considered by the CENELEC BT, on a case bycase basis, for possible submission as a new work item to the lEC. lf the BTdecides not to submit a new work item, the IEC shall be so advised.

NOTE: Common Modifications concerning only the selection of European alternativesfrom'in some cpuntries'clauses in IEC texts do not need further action.

2.1.3 Need for revisíon of an IEC Standard

When an IEC standard is being considered by CENELEC and it emerges thatrevision is considered necessary, this shall be offered to IEC as a new workitem. ln this case, CENELEC may decide:. to adopt the IEC standard if necessary with common modifications;. to postpone adoption while awaiting the results of its proposal to IEC for

revision.

よって）１か国以上の国の代表の積極的な参加を得て、prEN の作成を求めることが

できる。このような場合、技術情報の交換手順に従って、IEC にその旨を通知し、IEC

中央事務局は該当する IEC TC/SC に通知しなければならない。

2.1.2 IEC 規格の共同修正

CENELEC が、既存の国際規格を補足または修正するために新しい共同修正が必要と考

えた場合、CENELEC の BT が、ケースバイケースで、その案件を新業務項目として IEC

へ提案するかどうかを検討する。BT が新業務項目として提出しないと結論を出した場合

は、そのことを IEC へ通知しなければならない。

注：IEC 文書中の“ in some countries”箇条によって、欧州代替案を選択するだけの共同修正の場合は、

それ以上の措置をとる必要はない

2.1.3 IEC 規格改訂の要求

CENELEC が IEC 規格を検討し、改訂の必要性が出てきた場合、 IEC に新業務項目とし

て提案しなければならない。この場合、CENELEC は次のことを決定してよい：

• 必要によって、共同修正を加えた上で本 IEC 規格を採用する

• IEC への改訂提案の結果を待っている間は、採用を延期する


2.2 Procedure for submission to IEC

The proposal for new work falling under the categories 2.1.1 a), 2.1.2 or 2.1.3

above for which at least 5 National Committees of CENELEC have agreed toparticipate shall be submitted by CENELEC/CS to the IEC/CO in accordancewith the IEC/ISO Directives, Part I "Procedures for the technical work" as

follows:

2.2.1 For new work within the Scope of an existing IEC/TC

lnformation shall be given as required under subclause 2.2 ol the Procedures(form on page 47148) and shall include, in addition to the names of the fivesupporting National Committees, the nomination of a project leader and therequested target date for the circulation of the CDV.

Note for internalCENELEC use:ln preparing the information required, CS may call for assistance from the relevant TC/SCSecretariat, Reporting Secretariat or notifying NC (in the case of a Vilamoura notífication).

2.2.2 Widening of the Scope of an existing IEC/TC

lf the request implies a widening of the present scope of the IEC/TC concerned,the proposed revised scope shall be submitted to the IEC by the CENELEC/CSat the same time as the request to undertake a new work item. The additionalinformation shall be given as in 2.2.1 above and in accordance with the IEC/ISO directives, Part 1, 1 .5.12

2.2.3 For new work in fields not covered so far in IEC

Formal proposals shall be submitted by the CENELEC/CS to the IEC/COaccording to the IEC/ISO Directives, Part 1, 1.5.3 and 1.5.4 (form on page 31/32).

NOTE: ln cases of doubt, the best procedure to be adopted shallbe agreed in c¡nsultationbetween the two General Secretaries and may include the setting-up of an Ad hoc Groupto draft firm proposals for consideration by the IEC/CA and Council. This does not preventthe application of 2.3.1 below.

2.3 lmplementation of the procedure

2.3.1 Work shall start at CENELEC level in parallel with the IEC consultation.

The IEC undertakes to advise, as quickly as possible, at the latest within6 months, whether the work can be incorporated in the current programme ofwork with a target date as indicated by CENELEC. lf the proposal is acceptedby lEC, the work is "promoted" to IEC level.

2.2 IEC への提出手順

CENELEC の五つ以上の国内委員会が参加することに同意していて、上記 2.1.1 a)、2.1.2

または 2.1.3 の分類に入る新業務項目の提案は、ISO/IEC 専門業務用指針、第 1 部“専門

業務の手順”、に基づいて、次のように CENELEC 中央事務局から IEC 中央事務局へ提

出しなければならない：

2.2.1 現行の IEC/TC の業務範囲内の新業務について

“専門業務の手順”の 2.2（47/48 ページの書式）の要求に基づき情報を提供しなければ

ならず、五つの参加国内委員会名のほかに、プロジェクト・リーダの指名及び CDV 回付

の目標期日を示さなければならない。

CENELEC 内部向けの注：

必要な情報の準備に当たっては、中央事務局は当該 TC/SC の幹事国、報告事務局あるいは（ヴィラモウ

ラ通知の場合）通知を行った国内委員会の支援を求めることができる。

2.2.2 現行の IEC/TC の業務範囲の拡大

もし、要求がこれと関連する IEC/TC の現在の業務範囲の拡大を意味する場合は、新業務

項目の引き受けの要請を行うと同時に、CENELEC の中央事務局から IEC へ業務範囲の

改正提案を提出しなければならない。追加の情報は、上記の 2.2.1 及び ISO/IEC 業務指

針第１部 1.5.12 に基づき、提出しなければならない。

2.2.3 IEC が今まで扱ってこなかった分野の新業務について

正式提案は、 ISO/IEC 専門業務用指針第１部の 1.5.3 及び 1.5.4（31/32 ページの書式）

に基づき、CENELEC 中央事務局が IEC 中央事務局へ提出しなければならない。

注：疑義がある場合、両機関の事務総長が採用すべき最適な手順を協議して合意しなければならず、 IEC CA（訳者注：現 SMB）及び総会で審議するための確かな提案を起草する特設グループの設立を含めてもよい。

このことは、下記の 2.3.1 の適用を妨げるものではない。

2.3 手順の実施

2.3.1 IEC との協議と並行して、CENELEC で業務を開始しなければならない

IEC は、当該業務を CENELEC が示した目標期日で現在の業務計画に入れることができ

るかどうか、可能な限り速やかに、遅くとも６ヵ月以内には通知する。 IEC で提案が受

け入れられた場合は、その業務は、 IEC へ“格上げ”されることになる。


2.3.2 Work shall be continued at CENELEC level only if the new workproposal is rejected by the IEC or if the IEC's timescale exceeds CENELEC'splanning requirements. The resulting prEN shall be sent to the IEC inaccordance with clause 4 below.

2.3.3 lnformation about progress of work on projects submitted by CENELECto the IEC in accordance with 2.2will be sent by the IEC/CO to the CENELEC/CS on a monthly basis. Difficulties and delays which cannot be resolved by thelEC, or by negotiation between the IEC and CENELEC General Secretaries,will be reported to the MCG, which will act managerially according to its termsof reference in order to obtain the necessary support from the relevant NationalCommittees.

2.3.4 Should it become evident that IEC work is not proceeding in accordancewith the agreed target dates, the CENELEC BT will reassess the matter, takinginto account all information provided by the lEC.

3 Parallel voting on draft international standards

3.1 Applicability

3.1.1 All CDV and FDIS circulated for vote in IEC are automatically submittedfor enquiry and vote respectively as prEN within CENELEC, with the followingexceptions:. Those emanating from certain IEC Technical Committees and Sub-

Committees nominated by the CENELEC Technical Board as outsideCENELEC requirements. However, a specific draft from these TCs or SCsmay be considered for parallel voting;

. Draft amendments to IEC standards which have not yet been harmonized byCENELEC as EN or HD, shall not be submitted to parallel voting.Such cases shall be detected by the CENELEC/CS and the IEC/CO shall beinformed accordingly.

NOTE: Drafts for IEC publications other than standards are not circulated for parallelvoting.

Note for internal CENELEC use:It is emphasized that qualifying drafts are automatically submitted to parallel voting, i.e.there is no requirement for prior approval by BT or a TC/SC.

3.1.2 The FDIS submitted to voting must be of a quality consistent with theISO/IEC Directives, in particular clauses 1.1 to 1.4 ol Part 3 (objective, style,homogeneity, coherence).

2.3.2 IEC がその新業務提案を却下した場合、または、IEC の予定時期が CENELEC の

計画している条件より遅れる場合にのみ、CENELEC だけで業務を継続する。その結果

作成された prEN は、下記 4.に従って IEC に送付されなければならない。

2.3.3 2.2 に従って、CENELEC が IEC へ提出したプロジェクトの業務進捗状況は、毎

月 IEC 中央事務局から CENELEC 中央事務局へ送付される。 IEC 内、または IEC と

CENELEC の事務総長間の協議で解決できない困難な問題及び遅延は、MCG へ報告され

る。MCG は、該当する各国内委員会から必要な支援を得るため、その委任事項に基づい

て業務管理を行う。

2.3.4 IEC の業務が合意された目標期日に沿って進んでいないことが明白になった場

合は、CENELEC の BT は、IEC から提供された全ての情報を勘案して本件について再評

価する。

3 国際規格案に対する並行投票

3.1 適用性

3.1.1 IEC 内で投票のために回付された全ての投票用委員会原案及び最終国際規格原

案投票用委員会原案及び最終国際規格原案は、自動的に、prEN として CENELEC 内でそ

れぞれ照会と投票のために提出されなければならない。ただし、次の例外がある。

• CENELEC の範疇外として CENELEC の専門評議会が推薦した IEC の専門委員会又は

分科委員会から提出されたもの。ただし、これらの TC または SC のものであっても、

特定のドラフトは並行投票の対象としてもよい。

• CENELEC が EN または HD として整合を取っていない IEC 規格の追補案は並行投票

のために提出してはならない。

CENELEC 中央事務局は、このような事例を見つけ IEC 中央事務局へ通知しなければ

ならない。

注：規格以外の IEC 刊行物の案は並行投票として回付されない。

CENELEC 内部向けの注：適格なドラフトは、自動的に並行投票のため提出されることを強調する。すな

わち、BT または TC/SC の事前承認を得る必要はない。

3.1.2 投票のため提出される最終国際規格案は、ISO/IEC 専門業務用指針、とりわけ第

3 部 1.1 から 1.4 項まで（目的、文体、一様性、一貫性）に適合する品質でなければなら

ない。


3.1.3 ln view of the existence of an additional official language in CENELEC,an expert of German mother tongue shall be permitted to attend meetings ofIEC Editing Committees as observer.

Nofes for internalCENELEC use:i. The German National Committee, in cooperation with those of Austria and Switzerland,shall be responsible for nominating experts of German mother tongue and shall inform therelevant I EC TC/SC Secretariat(s) accordingly.

ii. It shall also, again in cooperation with those from Austria and Switzerland, be respon-sible for ensuring that the German language texts of the CDV and FDIS are available intime, where possible on the basis of a translation made at an earlier stage of the work.

3.1.4 A draft submitted for parallel voting shall cover the ent¡re scope inaccordance with the ISO/IEC Directives.

Submission of fragments of text of the same draft in separate voting documentsis not permitted.

3.2 lmplementat¡on of the procedures

3.2.1 The IEC/CO shall send the CDV and the voting paper to IEC membersand, ¡n addition, a copy of the CDV only will be forwarded to the CENELECNational Committee of lceland. All such documentation will indicate that theCDV is being submitted for parallel enquiry.

The five-months enquiry period is valid for both IEC and CENELEC and shallbe timed to start from the date indicated on the voting paper.

Simultaneously, the CENELEC/CS will send to its members the voting forms,which will refer to the relevant CDV being dispatched by the IEC/CO. A copywill also be sent by the CENELEC/CS to the Reporting Secretariat (SR) orCENELEC/TC/SC when relevant.

The National Comm¡ttees send their comments and votes on the respectivevoting forms to IEC and as appropriate to CENELEC. The IECÆC is obliged totake note of the comments received and to explain its decision on each of themin the voting report. This provision normally takes account of any possible needfor CENELEC Common Modifications.

3.2.2 ln order to facilitate translation into non-official languages, the IEC/COshall send the voting report on the CDV to the CENELEC/CS as early aspossible, and not later than 2 months before the circulation of the FDIS.

The IEC/CO shall send the FDIS and the voting paper to IEC members and, inaddition, a copy of the FDIS only will be fonrvarded to the CENELEC NationalCommittee of lceland. All such documentation will indicate that the FDIS isbeing submitted for parallel voting.

3.1.3 CENELEC においては、その他の公用言語があることを考慮して、ドイツ語を母

国語とする専門家が IEC の編集委員会の会議にオブザーバとして出席することを許可し

なければならない。


ⅰ . ドイツ国内委員会は、オーストリア及びスイスの国内委員会との協力のもと、ドイツ語を母国語とす

るエキスパートを指名する責任をもち、その旨、該当する IEC TC/SC 幹事国に通知しなければならない。 ⅱ . さらに、ドイツ国内委員会は、オーストリア及びスイスの国内委員会との協力のもと、投票用委員会

原案及び最終国際規格案のドイツ語版が確実に間に合うようにする責任をもつ。可能な場合、業務の初期

段階で翻訳したものを土台にする。

3.1.4 並行投票のために提出される規格案は ISO/IEC 専門業務用指針に従って、適用

範囲全体をカバーするものでなくてはならない。

同一の規格案の本文を分割して、別個の投票用文書の形で提出してはならない。

3.2 手順の実施

3.2.1 IEC 中央事務局は、投票用委員会原案と投票用紙を IEC 会員へ送付しなければ

ならない。そして、さらに投票用委員会原案の写しだけをアイスランドの CENELEC 国

内委員会へ送付する*1。これらすべての文書は、投票用委員会原案が並行照会のために提

出されていることを示す。

*1 訳者注：アイスランドは IEC に 1998 年に加盟したため、1996 年当時はこの処置が必要であった。

IEC 及び CENELEC の両機関にとって、5 か月の照会期間*2が有効であり、起算は投票用

紙に表示された年月日としなければならない。

CENELEC 共同修正の必要性を配慮に入れている。

3.2.2 非公用語への翻訳を円滑にするため、IEC 中央事務局は、投票用委員会原案の投

票報告をできるだけ早く、遅くとも最終国際規格案の回付 2 か月前までに、CENELEC

中央事務局へ送付しなければならない。

IEC 中央事務局は、最終国際規格案及び投票用紙を IEC 会員に送付しなければならず、

最終国際規格案の写しだけをアイスランドの CENELEC 国内委員会へ送付する。これら

の全ての文書は、最終国際規格案が並行投票のために提出されていることを示す。

The two-months voting period is valid for both IEC and CENELEC and shall betimed to start from the date indicated on the voting paper.

Nofes for internalCENELEC use:i. The CENELEC/CS is responsible for circulating the German language text of the FDISat the same time, having received the text from the German National Committee.

ii. Before voting, the CENELEC National Committees should have completed the publicenquiry according to relevant national procedures which should be initiated, wheneverpossible, at the CD stage.

Simultaneously, the CENELEC/CS will send to its members the voting forms,which will refer to the relevant FDIS being dispatched by the IEC/CO. A copywill also be sent by the CENELEC/CS to the Reporting Secretariat (SR) orCENELECÆC/SC when relevant.

The National Committees shall send their votes on the respective voting formsto IEC and as appropriate to CENELEC. ln case of different votes in IEC andCENELEC, a detailed technical justification must be given to IEC/CO andCENELEC/CS, together with the votíng form.

3.3 Ratification stage

3.3.1 The IEC voting report on the FDIS shall be circulated to the IEC NationalCommittees and the CENELEC/CS by the IEC/CO not later than two weeksafter the end of the voting period.

The CENELEC voting report on the prEN shall be circulated immediatelythereafter to the CENELEC National Committees and to the IEC/CO by theCENELEC/CS.

3.3.2 lf the IEC and the CENELEC results are both positive, the FDIS ispublished as an IEC standard by IEC and it is formally ratified as an EN by theBT. The ratification is normally carried out by correspondence and implies thatthe BT notes the approval demonstrated by the voting result and establishesthe dates for national implementation.

3.3.3 ln the case of a negative CENELEC result, but positive IEC result, theIEC shall proceed to publish the IEC standard. CENELEC BTshalldecide whataction to take (e.9. a proposal for Common Modifications as given under 2.1.21

NOTE: Such a case may occur in view of the differenl status of an IEC standard and anEN and hence the different significance to the h^/o votes, i.e.

Within IEC: An IEC standard is based on worldwide consensus, and has the status of a"recommendation", without obligation to implement.

Within CENELEC: An EN is based on European consensus, and each member is obligedto implement the EN unchanged as a nationalstandard.

各国内委員会は、それぞれの賛否を投票用紙に記載して、 IEC 及びもし適切なら

CENELEC へ送付しなければならない。 IEC と CENELEC での投票内容が異なる場合に

は、 IEC 中央事務局と CENELEC 中央事務局へ、詳細な技術的根拠を説明したものを投

票用紙と一緒に提出しなければならない。

3.3 批准段階

3.3.1 IEC 中央事務局は、投票期間終了後 2 週間以内に、最終国際規格案の IEC 投票

報告書を各 IEC 国内委員会及び CENELEC 中央事務局へ回付しなければならない。

CENELEC 中央事務局は、prEN に関する CENELEC 投票報告書を、その後直ちに、

CENELEC の各国内委員会及び IEC 中央事務局へ回付しなければならない。

3.3.2 IEC 及び CENELEC での投票結果がともに承認であった場合は、その最終国際

規格案は IEC により IEC 規格として発行され、BT により EN として正式に批准される。

批准は、通常、書面審議によって行われ、BT が投票結果で証明された承認に留意し、国

としての実施日を設定することを意味する。

3.3.3 CENELEC の投票結果では承認されず、IEC では承認された場合、IEC は IEC 規

格の発行を進めなければならない。CENELEC の BT は、取るべき措置を決定しなければ

注：このような事例は、 IEC 規格と EN の立場の違いにより、したがって、両方の投票への意義が異なる

IEC では： IEC 規格は、世界的コンセンサスに基づくもので、“勧告”という性格であり、実施を義務づ

けるものではない。

CENELEC では：EN は、欧州のコンセンサスに基づくもので、各会員は、EN を国内規格として内容を変

更せず実施する義務がある。


3.3.4 Should the IEC result be negative, CENELEC BT will in due timecons¡der what action to take within CENELEC. This could imply, for example,implementation of the FDIS as EN if the CENELEC result if positive, or the startof independent European work or the submission of a new proposalto the lEC.

4 Conversion of European Standards and drafts into lnternationalStandards

4.1 Published EN and HD

ln the case of already published EN and HD, the CENELEC BT shall decide tosubmit such texts to IEC for voting as CDV and subsequent handling as FDIS.

4.2 Voting on prEN

4.2.1 This applies to work of European origin intended to lead to thepublication of EN. This could be a draft developed by a technical body ofCENELEC or a national standard or other document approved for final votingby the CENELEC BT.

NOTE: prENV (Draft European Prestandards) are not covered by this procedure.

4.2.2 The English and French texts of the prEN shall be sent by theCENELEC/CS to the IEC/CO for voting as CDV, and subsequent handling asFDIS.

4.2.3 National Committees that are not members of CENELEC shall be

allowed to submit a positive vote on the CDV accompanied by a request forinclusion of an "in some countries" clause, which shall then be referred to therelevant IEC/TC.

To avoid the need for the frequent use of this provision, CENELECÆCs shallbe encouraged, as far as possible, to refer, for example, to rated supply voltageand frequency rather than to specific numerical values thereof.

4.2.4 ln the event of divergence between the FDIS and the (by then published)EN, full information shall be provided by IEC/CO to CENELEC/CS forconsideration by the responsible CENELEC technical body.

3.3.4 IEC の投票結果で承認されなかった場合、CENELEC の BT は、然るべき時に、

CENELEC 内でとるべき措置を検討する。このことは、例えば、CENELEC の投票結果が

承認である場合は、最終国際規格案を EN として実施するか、または、欧州独自の業務を

開始するか、もしくは、 IEC へ新しい提案を提出することを意味することとなろう。

4 欧州規格及び欧州規格案の国際規格への移行

4.1 発行済の EN 及び HD

発行済みの EN 及び HD の場合、CENELEC の BT は、このような文書を投票用委員会原

案として投票するため、さらにその後は、最終国際規格案として取り扱うため IEC へ提

出することを決定しなければならない。

4.2 prEN に対する投票

4.2.1 本項は、EN 発行を目的とした、欧州が起源の業務に適用する。これは、CENELEC

のテクニカルボディーが開発した案、国家規格、または、CENELEC の BT が最終投票用

として認めた他の文書である。

注：prENV（欧州予備規格案）については、本手順では扱わない。

4.2.2 CENELEC 中央事務局は、prEN の英語版及びフランス語版を投票用委員会原案

の投票のため、さらにその後は、最終国際規格案として取り扱うため、 IEC 中央事務局

へ送付しなければならない。

4.2.3 CENELEC の会員になっていない国内委員会は、「 in some countries」箇条を含

める要請を添えて、投票用委員会原案に関する賛成票を投じることを許されなければな

らない。そして、このことは該当 IEC TC へ照会しなければならない。

本規定の頻繁な使用の必要がないように、CENELEC の TC は、可能な限り、例えば特定

の数値ではなく定格電源電圧及び周波数の引用を奨励されなければならない。

4.2.4 最終国際規格案と（その時までに発行済の）EN との間に相違がある場合は、IEC

中央事務局は、担当の CENELEC のテクニカルボディーによる検討のため、全ての情報

を CENELEC 中央事務局へ提供しなければならない。
