About Neak Gostar (Neak Valve)
Background:
Neak Gostar was incorporated in 2016 as a joint venture between multinational
companies headquartered in Germany and Iran. The main goal has been to create a one-
stop shop for all requirements of valves (Ball, Gate, Globe...) especially control valves
within the sectors of oil, gas, petrochemical, power generation and utility. Being the first
factory in the Middle East and North Africa (MENA) region to manufacture control valves,
this is our niche market alongside special types of valves such as HIPPS for which the
demand in the region has been increasing over the past 2 decades. Neak Valve is capable
of designing and engineering the most advanced types of Control Valves and Actuator
Valves for oil, gas and petrochemical applications. Our supply chain includes both local as

Location:
MENA region has a substantial impact on the global energy market especially oil and gas
sector. Being home to some of the richest countries in terms of hydrocarbon reservoir and
more than 40% of the global oil, gas and petrochemical products being shipped through
the region, it has been one of the main markets for manufacturers of petroleum equipment,
onshore to offshore, upstream to downstream, small and big. Therefore, Neak Valve
shareholders have decided to serve the region with its first control valve factory/service
center.

Factory: Located in Shams Abad, Neak Valve is strategically located 50 minutes’ drive
from Tehran, capital city of Iran, 10 minutes from IKIA airport and with immediate access
to the national and international roads and railway networks. Having more than 5,000sqmtr
of covered area dedicated to the production, testing and storage facility in addition to
3,000sqmtr of open air storage yard, Neak Valve is the first of its kind and with the
expansion plan before 2020, Neak Valve will be one of the biggest Control Valve

ساخت شیرآالت کنترلی و هوشمند صنایع نفت و گاز بومی شد
نخستین کارخانه ساخت انواع شیرآالت کنترلی و هوشمند صنایع نفت، گاز و پتروشیمی با سرمایه گذاری مشترک ایران و ایتالیا با هدفبومی سازی و انتقال تکنولوژی به بهره برداری رسید.
عبداهللا باباخانی، رئیس هیئت مدیره شرکت نیک گستر از شرکتهای تابعه ایدرو در گفتگو با خبرنگار شانا با بیان این که ساخت
انواع شیرآالت کنترلی و هوشمند به عنوان یک کاالی اساسی برای تاسیسات و صنایع راهبردی نفت،گاز پاالیش و پتروشیمی با
هدف بومی سازی حائز اهمیت است، گفت: ساخت و بومی سازی این قطعات مصداق بارز اجرای سیاست های اقتصاد مقاومتی
است.
وی افزود: این واحد صنعتی با سرمایه گذاری چهار میلیون یورو با مشارکت ایران و دو شرکت معتبر اروپایی با هدف بومی سازی و
انتقال تکنولوژی ساخت شد که با بومی سازی فناوری نوین تولید این شیرآالت امکان صادرات حدود 30 درصد از محصوالت فراهم
می شود.
باباخانی با تاکید بر استفاده از توان حداکثری از این واحد صنعتی در راستای سرعت بخشی به تهیه و تامین قطعات مورد نیاز
تاسیسات صنعت نفت ایران، اظهار کرد: درصدد هستیم تا در سال نخست بیش از شصت میلیون یورو انواع شیرآالت کنترلی در
ابعاد و اندازه های مختلف تا ٥٦ اینچ و مطابق با استاندارد هاى دنیا با کاربرد هاى مختلف تولید کنیم.
رئیس هیات مدیره این واحد صنعتی با اشاره به این که تا پیش از راه اندازی این کارخانه نیاز داخل از طریق واردات تأمین می
شد، گفت: هم اکنون ساالنه با تولید این میزان شیرآالت کنترلی حدود 30 میلیون ارز صرفه جویى در پی خواهد داشت و میزان
وابستگی صنایع نفت و گاز و پتروشیمی و صنایع سنگین به واردات این تجهیزات حساس و راهبردی به میزان زیادی کاهش می
یابد.
وی با بیان این که تولید این شیرآالت از تکنولوژی خاصی برخوردار است، تصریح کرد: بنا داریم با توسعه و استاندارد سازی این
واحد صنعتی عنوان بزرگترین قطب تولیدکننده شیرآالت کنترلی هوشمند صنایع نفت و گاز در سطح منطقه را کسب کنیم.
باباخانی یادآور شد: کیفیت محصوالت این واحد به عنوان الگو در آینده قادر خواهد بود سطح کیفی واحد های دیگر منطقه را
. ارتقاء دهد و محصوالت آن ها را استاندارد سازی کند

صنعتی در شهرک صنعتی شمش آباد تهران برای بیش از 500 نفر بطور مستقیم و غیر مستقیم اشتغال مولد ایجاد کرده است.

1. SCOPE
This document prescribes the testing & quality planning required for manufacturing of valves

3. LOCATION AND ATTENDEES Location of FAT shall be Neak Gostar Industrial Valves Development Group facilities in Tehran,
Iran. The attendees of FAT shall be appointed in accordance with ITP and project requirements.
4. STANDARD CODES The standards and codes used for manufacturing and assembly of valves and its components
shall be in accordance with the international normal practices and well accepted standards such
as API, ASME, ASTM instructions and in line with the project technical specifications and
requirements.
5. INSPECTION 5.1MATERIAL TEST CERTICATES
Material tests certificates for all major valve components shall be performed in
accordance with the applicable material standards. Test reports or test certificates
according to EN10204.3.1 will be submi ed.
5.2. VISUAL EXAMINATION
Visual surface examination for all the major valve components shall be carried
out in accordance to MSS‐SP‐55 (casting surface) and drawings (markings).

5.2.1. Acceptance Criteria:
‐ Acceptable parts shall be labelled as “Accepted” and transferred to next stage of production process.
‐ Non‐acceptable parts shall be labelled as “On‐hold” and its situation shall be evaluated by Q.C. Department Manager.
‐ “On‐hold” parts may be repaired whenever indicated/allowed by applicable standards upon approval of Q.C. Department Manager and authorization from customer.
‐ Non‐repairable parts shall be marked as “Rejected” and internal report shall be issued. A new part shall be wholly manufactured.
5.3. INCOMING GOODS INSPECTION
Materials/parts received from suppliers will be inspected in comparison to drawings and/or purchase order on:
‐ Marking (including Tag No, Manufacturer’s name & Trade mark, model, type number, serial number).
‐ Type (max. pressure rating, size of valve, material, action on air supply failure, flange rating).
‐ Quantity.
‐ Condition/visual appearance.
‐ Dimensions.
‐ Documentation (including degree of protection and hazardous areas classification).

Refer to 5.2.1.
5.4. INTERMEDIATE MACHINING INSPECTION
For machined parts intermediate‐machining inspection shall be carried out in accordance
with shop drawings

5.5. VALVE TESTING
The equipment used to perform the tests shall be Neak Gostar Industrial Valves
Development Group test benches, counter flanges for the valves’ sizes and ratings and
calibrated gauges.
5.5.1. Back‐seat test
Neak Gostar Industrial Valves Development Group shall perform this test on 100% of
ordered units.
Test standard: API 598 / ASME B.16.34‐2004.
‐ The test medium used for this test is clear water based with anti‐corrosion additives
and shall not exceed 100 ppm of chloride content and not to exceed 50ºC.
‐ Each valve shall be hydrostatically tested after assembly and prior to painting.
‐ The valve shall be closed from both sides.
‐ The valve shall be set in the fully open position and the packing gland loose or not
installed, and completely filled with test fluid.
‐ Any entrapped air should be vented from both ends and the body cavity.
‐ All external surfaces should be dried.
‐ The valve shall then be brought to the pressure and at least the minimum time as per
the relevant standard guidelines.
Acceptance criteria:
Refer to 5.2.1.
5.5.2. Leakage test
Neak Gostar Industrial Valves Development Group shall perform this test on 100% of
ordered units.
‐ The test medium used for this test is clear water based with anti‐corrosion additives
and shall not exceed 100 ppm of chloride content and not to exceed 50ºC.
‐ The seat sealing surface / closure shall be free from oil, grease and sealant.
‐ Each valve shall be hydrostatically tested after assembly, shell tested and prior to
painting.

‐ The valve shall be closed from both sides.
‐ With the valve in the partially open position, the cavity shall be completely filled with
test fluid.
‐ Any entrapped air should be vented from both ends and the body cavity.
‐ The valve should be closed and then be brought from one side to the pressure and at
least the minimum time as per the relevant standard guidelines.
Acceptance criteria:
‐ Valves failing to meet the above maximum leakage levels shall be rejected.
‐ Valves failing the test shall be labelled as “On‐hold”, and may be re‐adjusted whenever
indicated/allowed by applicable standards upon approval of Q.C. Department Manager
and authorization from customer.
‐ Valves passing the test shall be labelled as “Accepted” and transferred to next stage of
the production process.
5.6. FINAL TESTS
5.6.1. Dimensional checks
Dimensions: Face to face dimension and critical dimensions in approved drawings shall
be checked.
5.6.2. Function tests
Once valve body, actuator (if any) and accessories are assembled, the correct open and
close function will be tested, adjusting actuator limits. It will be checked for smooth
operation during opening and closing. Dimensional inspection and actuator insulation

5.6.4. Paintjob and overall cleanliness.
A visual inspection prior to packing will be carried out to ensure valve is in an overall
good condition and free from damages.
Approved painting procedure shall be followed for all the valves where applicable.

5.6.5. Shipment Quan ty Check
QC shall confirm contents of final dispatch are as STRICTLY those of customer
P.O. document. Appointed TPI or customer representative will check contents of final
dispatch.
5.6.6. Documents check and Stamp
QC shall confirm (by stamping and signing) all the certificates and required reports listed
in the DDR are included in the project quality documentation during witness.
5.7. PACKING INSPECTION
After testing, painting and cleaning the valve units, the valves will be packed under
supervision of head of production. Quality Control department visually samples the method

of packing. Head of expedition checks if packing is in accordance to the specifications and
international applicable standards.
The inside of seaworthy wooden boxes shall be furnished with tarpaper. If the tarpaper tears
up during packing, it will be renewed.
The tag numbers will be permanently marked on the outside of the box and/or packing list.
The valves will be placed standing on its side or stacked (if possible) in the wooden box.
The weight per box depends on valve size and type. The size of the box depends on the sizes
of the valve units. Valve packing must be as individualized as possible and it is not allowed
to gather several valves in a large crate loosely.
5.8. SHIPPING INSPECTION
Q.C. must ensure after completion of packing inspection that shipping is handled to port or
airport (point of export) or the project site in a reasonable period of time.
