    INVITATION TO BIDITB2011-11-10

    FARM TRACTOR AND TRACTOR IMPLEMENTS

    The SUGAR REGULATORY ADMINISTRATION, through the Sugar ACEFintends to apply thesum of Three Million Eight Hundred and Eight Thousand Pesos (Php3,808,000.00) beingthe total Approved Budget for the Contract (ABC) to payments under the contract for SRAPurchase Requests 09-04-16 and 10-10-35 and 11-06-234. Bids received in excess of theABCs shall automatically be rejected at bid opening.

    The SUGAR REGULATORY ADMINISTRATION now invites bids for the Supply and Deliveryof:

    Delivery of the Goods is required 30 calendar days after receipt of Purchase Order.Bidders should have completed, within ten (10) years from the date of submission andreceipt of bids, a contract similar to the Project. The description of an eligible bidder iscontained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

    Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations

    (IRR) of Republic Act (RA) 9184, otherwise known as the Government ProcurementReform Act.

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizationswith at least sixty percent (60%) interest or outstanding capital stock belonging to citizensof the Philippines, and to citizens or organizations of a country the laws or regulations ofwhich grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 andsubject to Commonwealth Act 138.

    Interested bidders may obtain further information from SUGAR REGULATORYADMINISTRATION and inspect the Bidding Documents at the address given below duringoffice hours, from 8:00 a.m. to 5:00 p.m.

    A complete set of Bidding Documents may be purchased by interested Bidders onNovember 11, 2011 from the address below and upon payment of a nonrefundable fee forthe Bidding Documents in the amount of Php2,000.00.

    It may also be downloaded free of charge from the website of the Philippine GovernmentElectronic Procurement System (PhilGEPS) and the website of the Procuring Entity,

    provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not laterthan the submission of their bids.

    The Sugar Regulatory Administration will hold a Pre-Bid Conference on November 22,2011, 9:00 a.m. at the SRA Conference Room, Sugar Regulatory Administration, AranetaSt., Singcang, Bacolod City, which shall beopen only to all interested parties who have

    purchased the Bidding Documents.

    Bids must be delivered to the address below on November 29, 2011. All Bids must beaccompanied by a bid security in any of the acceptable forms and in the amount stated inITB Clause 18.

    Bid opening shall be on November 29, 2011, 9:00 a.m. at the Conference Room of theSugar Regulatory Administration. Bids will be opened in the presence of the Biddersrepresentatives who choose to attend at the address below. Late bids shall not beaccepted.

    The SUGAR REGULATORY ADMINISTRATION reserves the right to accept or reject anybid, to annul the bidding process, and to reject all bids at any time prior to contract

    award, without thereby incurring any liability to the affected bidder or bidders.
