year of2011-12 batclln) dlUllIrnH1lgthe yeaIr 20141-15, No UC has been rendered due and pending. The grants­in-aid shall be subject to the following terms and conditions:

(i) Provisional utilization certificate for the grant released during this year shall be submitted alongwith the proposal immediately after the close of the financial year 2012-13. The annual audited accountsand utilization certificate for the recurring grant released during this year shall be furnished by the institutewithin the first six months of the next financial year in the prescribed form GFR 19A.

(ii) The grant-in-aid for subsequent financial year will be released only after utilization certificate onprovisional basis in respect of grant of preceding financial year is submitted by the concerned Institute.

(iii) Release of grant-in-aid for the subsequent financial year will· be considered only after theutilization certificate and the annual audited statement relating to the grant-in-aid released in the previousyear are submitted by the concerned instituted to the satisfaction of the Ministry.

(iv) The members of the executive committee of the Institute shall execute bond(s) in favour of thePresident of India for the sanctioned amount in the prescribed format binding themselves jointly andseverally to the terms and conditions. In the event of the grantee failing to comply with the conditions orcommitting breach of the conditions of the bond, the signatories to the bond shaJI be jointly ~!1dse'!e!'?!l)!liable to refund to the President of India, the whole or a part amount of the grant with interest at ten percent per annum thereon or the sum specified under the bond. In case the Institute is exempt from executionof bond, a certificate to this effect is required to be submitted along with acceptance of terms andconditions of the grant-in-aid.

(v) The Institute will not obtain grant for the same purpose or activity from any pther Ministry orDepartment of Government of India or State Government.

I) The Institute will not divert grants-in-aid and entrust the -execlltio11 of the project for which the

.;rants-in-aid is sanctioned to another Institute or institution. No funds out of this grant should be utilized

for any new scheme for which prior approval of Government has not been obtained. •

(vii) The Institute will agree to make reservations for SCs/STs/OBCs and the Disabled in the posts orservices under its control for the implementation ofproject(s) sanctioned to it, on the lines indicated by theGovernment of India.

(viii) The Institute will furnish to this Ministry annual progress report (Performance-cum-achievement

report) on the project indicating both physical and financial achievement related to the approved project.

(x) The accounts of the Institute shall be open to inspection by the sanctioning authority and audit,both by the Comptroller and Auditor General of India and Internal Audit Wing of Office of ChiefController of Accounts of this Ministry, whenever the Institute is called upon to do so.

(xi) The assets acquired wholly or substantially out of Government grant should not be disposed ofwithout prior sanction of the President, encumbered or used for purpose other than those for which granthas been sanctioned. The Institute is required to maintain a Register of such assets and send an annualstatement in the prescribed proforma to this Ministry at the end of the financial year.

(xii) If the Government is not satisfied with the progress of the project or considers that the conditionsof sanction are being violated, it reserve the right to terminate the grants-in-aid or to blacklist the Institutefrom future grant or any other financial assistance from the Government.

(xiii) It is further certified that grants-in-aid to the grantee is sancti<med in accordance with pattern of

financial assistance approved and is in conformity with the rules and principles of the scheme as approvedby the Ministry.

(xiv) The grants-in-aid is further subject to the conditions laid down in General Financial Rules asamended from time to time.

(xv) The accounts of the grantee institution shall be audited by the C&AG of India under Section 14 ofthe C&AG of India(Duties, Powers and Condition of Service) Act, 1971.

2. Unspent Balance

a) Certified that the unspent balance of ~~/- from the grant sanctioned during the· previous years hasbeen adjusted in this year's grant.

b) Unspent balance from this grant will be adjusted from the subsequent grant.

3. Certified that this sanction has been noted at §. No. 93 in the Register of Grants-in-aid.

4.
