Estifanos Neguse’s secretive fraudulent scheme of looting the community’s resources for the last few years has been concealed by his close collaboration with Mr. Bogdan, the administrator of the Ukrainian Cultural Cen-tre. Since ECAO board members had trust on Estifanos Neguse, it never crossed their mind that Estifanos Neguse will involve himself in such ridiculous act. They were so naïve, they would accept as it is whatever information his messengers would present.

One of the messengers, who is in his fu-tile attempt to cover-up corruption, is Aklilu Kelemu. He declared that Estifanos Neguse’s hand is clean like Pilates, in the article he wrote on Meseret newspaper on June 2009. In his harsh condemnation of Solomon Abra-ha’s critical statement, Aklilu wrote, “It was divisive, defamatory and very regrettable, and very confusing to the naïve.” He also added false fabricated documents in order to make his point. Let’s go back for a moment to look what Aklilu Kelemu presented in his writing.

“. . . On October 26, 2006, a one thou-sand dollar ($1,000.00) deposit cheque was paid from the ECAO account to the ad-ministrator of the centre. As our bank ac-count book indicates, this deposit cheque was issued on November 7, 2006. Later on

and as usual, after the New Year’s Eve party was successfully held, the rest of the unpaid rental fee which was fi ve thousand dollars ($5000.00) was paid to the concerned party. It is obvious by now as the people who are los-ing sleep to fail us and have no shame, have already posted it on their newspaper, we do not need any witness.” said Aklilu Kelemu.

Aklilu provided fabricated words sup-ported with fabricated documents. Let us carefully look at the cheque he posted on Meseret newspaper.

1) This cheque was supposedly signed when Mr. Negussie Tewolde was president of the ECAO. For every cheque issued by the Association the co-signer is the president besides the Treasurer. If we closely notice at the above cheque, we can see this was not signed by Negussie Tewolde. If you want Negussie’s rightful signature refer to picture B. Therefore, the above cheque is a bogus cheque fabricated by Estifanos in collabora-tion with the treasurer to serve as evidence so as to cover-up his corrupt activities.

2) The second evidence is this bogus cheque was not paid to the UCC. As Mr. Bogdan clearly indicated in his interview, and according to UCC’s agreement of con-tract, the UCC accepts only certifi ed cheque. UCC never accepts the cheque like we see in the above on Picture A.

3) Aklilu Kelemu also showed a copy of the CIBC seal placed on the back of the cashed ECAO cheque. (Picture D)This seal proves nothing about the claimed payment. It does not specifi cally show the particu-lar amount, and moreover, you can use any cheque which is sealed on its back. Another item that deserves close attention is the re-ceipt of one thousand dollars ($1000.00).

1) According to UCC’s Articles of Agree-ment, the required deposit is $1,500.00. The amount indicated on this receipt is $1,000.00

only. It is not diffi cult to identify that this is a forged receipt delib-erately made to refute the receipt of $5,000.00 that was presented in Solomon Abraha’s article.

2) Another item that deserves close atten-tion on this receipt is the name of the payer association. The receipt of $1,000 was is-sued on November 2, 2006, to ECAO (Eri-trean Canadian Association of Ontario) [see Picture E]. On the other hand, the receipt of $5,000.00 was issued to ECC (Eritrean Cul-tural Centre) on January 2, 2007 [see Picture C].

3) As Mr. Bogdan indicated in the in-terview, Estifanos went to the UCC in May 2009 to collect the receipt of $1,000.00. Ak-lilu Kelemu failed miserably to convince us that this bogus $1,000.00 receipt was created in November 2006. Why was a receipt cre-ated on November 2, 2006 doing in UCC un-til May 2009; if it were really created then? Why did Estifanos go to UCC to claim a re-ceipt written to ECAO? The trick is so obvi-ous.

This is a bogus receipt created by Mr.

Bogdan and Estifanos in deliberate attempt to cover-up their illegal scheme. However, their act of forgery was so shabby, it did not help them cover-up their fraudulent conduct. Instead of writing the $1,000.00 receipt to ECC, it was written to ECAO, (because it had to be consistent with the already falsely created a $1,000.00 ECAO cheque to cover up the whole scandal). Neither Estifanos Ne-guse nor Mr. Bogdan could notice this blun-der.

We are already aware that as of 2008, ECAO has taken the responsibility of rent-ing the hall of UCC in New Year’s Eve par-ty. As such, any receipt written to ECAO and specifi cally those related to New Year’s events has no validity what so ever. Estifa-nos Neguse passed this forged receipt to Ak-lilu Kelemu and attempted to clear himself from the messy corruption he was in. Aklilu Kelemu just followed the order and posted it on Meseret newspaper. Then, everything fell apart.

Given this fact, anyone with sober mind would naturally raise a question, what was the motive of Aklilu Kelemu to act in such manner? Why did he attempt to defend Esti-

fanos with a false evidences and compromise his personal integrity?

“Aklilu has his own crisis,” said an insid-er who has been around for long time and has extensive knowledge about the administra-tion of the Association. “He is trying to pro-tect himself by defending Estifanos. He was the fundraising director from 2006 to 2008. As you already know, there is no transparent way of doing things. Whatever expenses they had like for sound system rental, musician’s fees or decoration, etc are all exaggerated. Whenever the payments are made they nev-er provided appropriate and valid receipts. Even other aspects of the fundraising efforts were not transparent. …

“… I cannot exactly say he has taken this amount or he has provided that amount, but when I observe him attempting to cover-up the obvious truth with false documents, I can

only say that he is involved in the cor-ruption.” Solomon Abraha, the former

secretary of ECAO also describes Aklilu Kel-emu’s motive in somewhat similar manner.

“Aklilu knows about the corruption.” Sol-omon said. “It is him who said at fi rst the hall rental fees was $7,000.00 and later on after a month who informed us that the rental fees was lowered to $6,000.00.” Knowing this fact, you may wonder why Aklilu attempted to refute the concrete evidence of Solomon Abraha by using a fabricated documents! “May be he has compromised his integrity Or may be he wanted to gain political benefi t to position himself in a more favorable status from a political entity,” said Solomon.

Solomon said that he resigned from the board the ECAO in June 2007. But Aklilu had stayed within the board for 15 months as member of board and director of the fund-raising committee. He did not refrain from expressing his concerns about the possibility of Aklilu’s involvement in the corruption of the Association.

Either way, Estifanos was able to defraud the community for long period of time with-out being suspected as he had good accom-

plices, like Mr. Bogdan, the administrator of UCC, and the corrupt board members of the ECAO. As it was stated in the earlier parts of this series, Estifanos noticed that some board members of ECAO were aware about his corrupt activities. After all, the receipt of the $5,000.00 had already fallen on the wrong hands. He and his messengers within the board were engaged to destroy any evi-dence that will expose them. At the end of their effort he was partially succeed. A bind-er that contained important documents of the ECAO was stolen on February 18, 2007 from the cabinet of the ECAO offi ce.

Solomon Abraha, the former secretary of the board recalls the event in stark sadness.

“Because the binder contained important documents like minutes of meeting, agree-ments, etc” said Solomon:

“I used to keep it at home, because there was similar type of theft before. A software worth of $2,000.00 was stolen from the ECAO’s offi ce during the term of the previ-ous board.”

Solomon added that except this particular binder he used to keep it at home, all other documents of the association were kept in the cabinet of the ECAO’s offi ce. The cabi-net has two copies of keys. Both him and Rahel Haile, (the former treasurer) had one each. Estifanos’s collaborators were busy searching for documents that implicate both Estifanos and them in corruption, whenever Solomon is not around the ECAO offi ce. Un-fortunately, the binder that they were looking for was not found in the cabinet. Knowing the fact that Solomon keeps this binder at home they devised a pretext to cause Solo-mon bring the binder to ECAO’s offi ce. Iyob Foto, the former sports director, requested Solomon to get him the Corporate License of ECAO, pretending he needed it to show the city administrators. The Corporate License was kept in the binder where Solomon kept

at his home. Solomon brought the binder to the ECAO offi ce for the purpose Iyob just requested. Three days later the binder was stolen with all its contents.

“When I saw the binder is no more there, I was shocked,” said Solomon and remember-ing the incident with wonder. “The ECAO offi ce has two doors. The cabinet has its own key. The doors were not broken; the cabinet was not damaged; but the binder was disap-peared. Then I knew that it was an insider’s job. It is only Rahel and I who have access to the cabinet keys.” He added that Rahel Haile is defi nitely the primary suspect in the theft of the binder.

The binder disappeared with all its docu-ments. Estifanos and his collaborators man-aged to destroy incriminating documents. As we say in the Tigrigna language, truth may have been buried down on its head but man-aged to sprout out with its feet. Not every-thing was buried. The receipt of $5,000.00 that became a symbolic evidence of corrup-tion was not kept in the binder. It survived from the conspired theft, and fi nally became the main to in unfolding the corruption of ECAO. The futile attempts and conspiracy of Iyob Foto, (former Sport’s director and co-ordinator for four years), Rahel Haile,(former Treasurer for four years), Aklilu Kelemu (for-mer Fundraising director for two years), and Ferede Abraha, (current Sport’s and Fund-raising director), to cover-up the corruption within the association did not materialize. One document after the other disclosed their true nature, and exposed Estifanos and his messengers’ corrupt activities. These docu-ments have clearly shown that our commu-nity was being looted by its own guardians.

This is the alliance of corruption work-ing behind the scenes and bleeding our community. Estifanos and his collaborators exploited the weak structure of our commu-nity. ECAO is not a functional community; it lacks transparency in the work it does; it is not bound by its own bylaw; its income and expense are not reported properly and not au-dited by competent and certifi ed auditors. It is a comfortable institution for corrupt board

members.

They have good pretexts to act the way they have acted in the past and they will con-tinute to embezzle and mismanage public funds. It is high time! We need to be aware of and give it an appropriate attention. The development of our community can only be guaranteed if we are able to weed out these parasites. We also need to introduce transpar-ency in running the activities of our commu-nity so as to stop this corrupt and crippling practice.

Otherwise, Estifanos and his groupie won’t be deterred from practicing their cor-rupt conduct, or repeating yesteryears’ dra-mas on today’s stage. Let’s awake!

The smell of exotic food,Cooked for hours before Our arrival with all the Care and pa-tience of love,

Was always a wel-come greeting.

Abour and sarma, dormaAnd fresh tabbouleh, lahmajounAnd grilled kebabs, madeOn the propane barbeque that satJust outside the back door.

You could see the rows ofPlants and trees from the backPorch, his gardens in spring andSummer, with their cleanScent of dark turned earthAnd growing vegetables.

They said he had green thumbs. From the kitchen was always theFaintest humming of songsThat were beyond my imagining,Far older than I knew or caredTo know, her voice innatelyComforting as I watched her form Kelour and tarak out of crushedBulgar and ground meat.

The house breathed spice whenShe was cooking.

We would eat together, all of us.And sometimes if we were eatingIn the basement, he would put onHis old records which always soundedSo foreign to me, with theirStrangely wavering middle-easternSound, and their voices which spokeIn tongues that my young ears could Not understand. All of it, Armenian to me.

The Honourable Rob Nichol-son, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, and Mr. Daniel Petit, M.P. for Charlesbourg-Haute-Saint-Charles, Parliamentary Secre-tary to the Minister of Justice today announced legislation to ensure serious time for the most serious crime: a bill to repeal the “faint-hope clause” that allows murderers to obtain early parole.

“Our government is taking action to

ensure serious time for the most serious crime,” said Minister Nicholson. “Ending faint-hope reviews will put a stop to early parole for murderers. The families of mur-der victims will no longer have to suffer the anguish of attending repeated early parole eligibility hearings.”

Eliminating the faint-hope clause

would ensure that criminals who com-

mit fi rst-degree murder would not be eligible for parole until they serve the full 25 years of their sen-tence. Similarly, offenders serving life imprisonment for second-degree murder would no longer be eli-gible for parole until their parole ineligibility period is served, which could be up to 25 years.

“This bill is another step forward in protecting the rights of victims of crime,” said Daniel Petit. “Our government agrees with Canadians: the justice system must not put the rights of criminals ahead of the rights of law-abiding citizens.”

Once this legislation comes into force, offenders who commit murder on or af-ter the day will no longer be eligible for early parole under the faint-hope regime and those who are currently serving their life sentence or awaiting sentence will face tougher rules when they apply. An online version of the legislation will be available at www.parl.gc.ca

OTTAWA, April 23, 2010 – The Hon-ourable Rob Nicholson, P.C., Q.C.,

Minister of Justice and Attorney General of Canada and Member of Parliament for Niagara Falls, and Mr. Daniel Petit, Parliamentary Secretary to the Minister of Justice and Member of Parliament for Charlesbourg-Haute-Saint-Charles today introduced the Combating Terror-ism Act.

“The Combating Terrorism Act will

provide more tools for police and pros-ecutors to prevent and investigate ter-rorist activities,” said Minister Nichol-son. “These provisions are necessary to protect our country from the threat of terrorism.” The investigative hearing provisions of the Bill would amend the Criminal Code to allow the Courts to compel a witness who may have infor-mation regarding a terrorism offence to appear in court and provide informa-tion.

The proposed recognizance with conditions provisions would require a person to enter into an agreement

before a judge to abide by certain conditions in order to prevent the carrying out of a terrorist activity. It is designed to aid in the dis-ruption of the preparatory phase of terrorist activity.

These provisions were originally created by the Anti-terrorism Act in 2001, and were subject to a 5-year sunset clause. In February 2007, a gov-ernment resolution to extend the inves-tigative hearing and recognizance with conditions provisions for another three years was voted down in the House of Commons and they expired on March 1,

2007.

The proposed legislation would add safeguards to those already included in the original legislation to protect the fundamental rights and freedoms of individuals who may be subject to these pro-visions.

“The fi rst duty of every government is to protect the safety and security of its citizens, while also ensur-ing the protection of their fundamental rights,” said Mr. Petit. “We strongly be-lieve that these amendments improve upon the original legislation.”

CBC: Finance ministers and central bank chiefs from the Group of 20

nations failed to agree on the idea of a global bank tax in Washington Friday. The tax had been put forward by the In-ternational Monetary Fund as a measure to protect against fi nancial sector melt-downs like the one that occurred in fall 2008.

In a communiqué issued at the end of their session, the countries pledged to come up with ways to ensure that banks make a “fair and substantial contribu-tion towards paying for any burdens

associated with government interven-tions to repair the banking system.” The statement also said the countries were working to come up with a co-ordinated effort to overhaul fi nancial regulatory systems, which were found to be seri-ously fl awed.

The goal now is to present a plan to the G-20 leaders when they meet in late June in Toronto. The communiqué also said the global economy is recovering at a better-than-expected rate because of the massive amounts of government stimulus that have been provided.

TORONTO - Mothers from Scarbor-ough, youth from Jane and Finch

and Rexdale, workers from Hamilton, students from Mississauga, Guelph and Kitchener/Waterloo and families from Davenport all gathered in Toronto in a march of over 2000 on Saturday, May 1, 2010 in St.Jamestown (Wellesley St & Ontario St.) to protest Immigration changes and insist that Minister of Im-migration and Citizenship, Jason Ken-ney, be fi red.

The March began with a large ban-ner dropped off the side of a bridge that read “Fire Jason Kenney”. Rosina Kazi, lead singer, of well-known local band Lal, sang an anthem that got the demonstra-tion dancing as it took over Parliament Street. As chants of “Status for All” rang through the streets, many community members joined in, swelling numbers further. Singers appeared on roof tops urging the community on. The march ended at Moss Park without any major incidents. Police intervened, confi scated and destroyed water fi lled balloons for no reason.

“There has been a systematic media war against immigrants and refugee claimants in the last few months led by Minister Jason Kenney”, insists Carolina Gama, a member of Mujeres Al Frente, a Latin American women migrants group, struggling against the Immigration sys-tem, who is organizing a contingent for the protest on May 1. “Visa restrictions on Mexicans and expedited deporta-tions have led to grave suffering. Grize, a

young mother, tried to claim refugee status twice, was denied twice, and then

killed, yet the Immigration Minister has not changed his policies”.

“Habtom Kibraeb, a refugee claim-ant, killed himself rather than be deport-ed,” says Bairu Sium, an activist in the Eritrean community and editor of Eru-Forum, who is bringing a contingent of concerned community members to the march. “Instead of making it easier for people to come and build a life in Can-ada, Kenney is forcing people into more and more precarious situations with Bill C-11 entering its second reading this Monday. How many people have to die at the hands of this Minister before he gets removed?” he asks.

“I have seen friends and organizers, men with families and jobs, suddenly deported from our neighbourhood. We have no childcare services, no new schools for kids, no good health care here” says Sultana Jehangir, member of South Asian Women’s Rights Organiza-tion, who will be bringing a bus to the march. “Minister Kenney goes around smiling at functions, at photo-ops with immigrant communities, but we know the truth, he is just a liar that must be fi red”.

“In December of last year, 4 migrant workers fell to their deaths, working in unsafe conditions, unable to demand the most basic of protections because they didn’t have full status”, says Faria Kamal, a member of No One Is Illegal Toronto that called the protests. “Immigrant commu-nities are dying as Kenney takes away all ways to enter and live in Canada safely, forcing people into temporary, precari-ous jobs. We need this Minister gone”.

We need to talk about the feelings of Eritrean women. We need to talk about Eritrean women who have always been put down by the men they love. After a divorce, many women remain struggling to raise their kids by themselves while many men, the fathers, leave their kids behind to lead a free and relaxed life. They don’t have problems, they begin to look for another woman right then. They look for a younger women to marry and make them another victims of their irre-sponsible behavior.

Let’s look at the women who raise their kids by themselves. Many of them look ten years older than their actual age. They worry constantly about everything from getting the bread on the table, raise their kids in disciplined way and make them successful in school. They feel lone-ly, tired, and bad about themselves. They feel they need a man in their lives, espe-cially, to help them raise the boys.

When they decide to let a man come in their lives again, their fi rst choice is al-ways a man from their culture because they think it is more safe and comfort-able for themselves and their kids. They don’t want to bring a man to the life of their family outside of their culture. But sometimes, the men they choose turn out to be just as bad as the father of their kids. They think that they could be their friend and serve as father fi gure to their kids, but contrary to their expectation they turn out to be their enemy. They make fun of them by talking with others about their private life.

They betray the women’s trust so badly and some women contemplate to commit suicide to escape the shame. They feel uncomfortable to socialize with their people because they feel they did something wrong. They try to escape from gossips of the community by tak-ing the painful option, just staying away from their community.

I wish I could talk to Eritrean men who are not able to grow up as men. Be a man! Look at what you are doing to your women. Look at what you are doing to you children you leave behind.

I have a lot of friends from the Somali, Sudanese and Ethiopian community, and they all are much better off than Eritrean women. The Somalis and the Sudanese women talk about the women’s issue in their communities. They discuss about women who are struggling with a di-vorce. The Sheik himself raise the divorce issue in the mosques after their prayers, they try their best to help their women

fi nd another man or give them some kind of support. The Ethiopians are the same. What about you Eritrean men, es-pecially those irresponsible individuals? You make fun of your women and your ‘kids’. For God’s sake please stop doing this to your own sisters. Please grow up! We all deserve better life. And women, we need to talk about this.

We support the McGuinty government’s intention to protect and retain interna-

tional students Dr. Eric Hoskins, Minister of Citizenship and Immigration said on April 26th that Ontario will amend the Post-Secondary Education Choice and Excellence (PSECE)

Act to make it easier for international PhD students to stay in the province. If this act is amended, the government would be able to better protect interna-

tional PhD students and preserve the quality of post-secondary education in the province. Moreover, the amendments would strengthen the province’s ability to shut down unauthorized educational institutions and prevent them from taking advan-tage of international students.

One of the most visible changes would be eliminating the conditions attached to

international PhD students. Unlike the current act, international PhD graduates who enrol at Ontario’s publicly-funded universities would no longer need a job offer to apply for permanent residence.

This is a commendable amendment, but it raises worries for some people. If these

students are allowed to stay here without employment, this could be an additional burden to Canadian tax payers.

There is no doubt Ontarians will benefi t from amendments to the PSECE Act. It

will help us to take advantage of the talents of smart students and it will also serve to attract more smart international PhD students to Ontario. Therefore, we need to support McGuinty’s government Acts to protect and retain students.

volved in your community in Canada. Know about your sports teams - wheth-er it is in basketball or hockey or others. Be able to talk at the water cooler about what is going on.

4) Have a Plan B - Everyone has his own skills and experience. One comes to Canada with the goals and hopes of working in a fi eld that is similar to what you have done. To ensure that you are successful, one needs to have a Plan B and as some of the participants at the symposium said, you need to have a Plan C, D and E. Perhaps you may have another passion - it may be in a different career path or a second or third choice related to what you were originally cho-sen to do. Be open to the idea of taking another risk after doing your research fi rst.

5) Stay Clear of ethnic - Silos - Immi-grants who integrate into the Canadian workplace and Canadian life the best

are those who make friends with people from all ethnic groups. Canada is a very multi-cultural country. Don’t limit your-self to be only with people from your na-tive country or from your own language group. Be open to making friends with people from all religious and cultural groups.

6) Take risks - By deciding to come to Canada, you have taken one of the big-gest risks in your life. For that you should be congratulated. To continue your road to success, you need to keep an open mind to new ideas and possibilities. This may be a new business venture or a possible job opportunity for you to consider.

7) Volunteer, mentor, network - The way to fi nding work and succeeding in Canada is being involved in the commu-nity, volunteering with different profes-sional associations, charities and causes that are important to you. This will build your network and your friendships/rela-tionships that will help you in ensuring your success in Canada in the present and future time.

The law can be an ass if you persist in exposing fl eshy bits. Like saggy,

low rise, Look at my underwear jeans, exposing your “bits” invites the world to bite. The following are a few interest-ing suggestions to make your arse dif-fi cult to bite!

Family law:

Here are a few clichés: He that fi nd-eth a wife fi ndeth a good thing. Behind every great man is a great woman. Even Jim Carey’s cynical twist, “behind ev-ery great man is a great woman rolling her eyes”. Bottom line, if she is unhappy you are unhappy. Remember that. If you do not give unto Caesar that which is Caesar’s you will fi nd “happiness” with half your stuff.

Ok enough of the jokes. Seriously, separation and divorce are very expen-sive for all concerned. Ask from Sir Paul MaCartney. He deleted an ass pro-tecting step otherwise known as a pre-nuptial agreement. The rest is history. If you are not sure yet you like the idea of marriage, get a prenuptial agreement before or get ass whipped!

In Ontario, should the blinkers come off and there is an irretrievable break down in the marriage, here is what hap-pens. It is this. There is no division of property - but there is a calculation made to determine how much money the per-son whose net asset value has increased most during the marriage should pay to the other so that they each end up with assets of equal value for the period of their marriage. This payment is called an equalization payment. Did I hear you say it’s cheaper to keep her/him?

Criminal law:

If her Majesty’s fi nest come knock-ing, on invite you for a “chat” it is per-haps not the time to put your mouth in gear. You chat in the pub with your friend. A call or visit from a uniformed Public servant especially when your words are being recorded or videotaped is not a chat. Wise men pause. Next they fi nd a big padlock. Then promptly apply it to both upper and lower lips. They then throw away the key and look for a Lawyer with a master key.

What a person says to a law enforce-ment offi cer can and will be used in evidence against him. You may think the law is an ass. The Supreme court of Canada disagrees. It has repeatedly af-fi rmed that being mute even though not by an act of God, is your right. So what do you do when faced with this ass bit-ing moment? I have three simple rules. Rule number one - shut up. Rule num-ber two is even simpler - Do not forget rule number one. If perchance you for-get rule number one and number two, I hope you can fi nd a Lawyer who will beat you till you can recite these two simple rules.

Insurance Law:

Offence is the best form of defence. As you acquire assets, so do you acquire a virtual bulls eye. Success brings out enemies and friends alike. An effective defence tool to protect your proverbial ass is purchasing appropriate policies. Policies for overseas medical cover, dis-ability, critical illness, life, home, au-tomobile cover etc. They protect your down side. I am not a gambling man.

I like insurance. Risk transfer is good. Here is what to remember though. An insurance contract requires both the Policy buyer and Insurance company to act honestly toward each other and to not mislead or withhold critical information from one another. It’s a contract of ut-most good faith. Selective recollection of important facts when you are getting coverage usually ends badly.

Contract Law:

Here is one that will defi nitely bite you if not handled properly. We enter into contracts every single day. Most contracts are verbal. Some sealed with a handshake like gentlemen. I like the belt and braces approach. I trust in the Lord. I also recommend tying down your cam-el. Personally, I like paper and ink.

In order to be valid, a contract re-

quires an offer, acceptance and consid-eration. The parties themselves must be capable of contracting and must have the intention to create legal relations.

I also like signatures to contracts. Writing inks our thinking and seals our understanding. It also takes away the he said she said confusion. Most impor-tantly, it makes it easy for a Judge to interpret in the event of memories fad-ing as to an agreement. So next time you want to buy a business, hire a contractor, sell or buy an asset, sign a lease, rent an apartment etc, ink that thinking. Failure to take this step might become more ex-pensive than you ever intended.

Wills oh Wills:

Like taxes, passing on cannot be avoided. It is predestined to happen to 100% of us. Why not “take care of busi-ness” when one has a chance? Creating will (even one from staples) is better

than no will at all. It ensures that those “interesting people” who rear their ugly heads after you are gone and harass your family, will have no legal force to con-tinue. A well crafted will ensures that your family can kick their ass to the grass.

What happens if a person does not make a will ? In Ontario, that persons es-tate will be distributed according to On-tario’s intestate succession law. Without a will, guess what? It’s the Provincial government that dictates what happens to your hard earned. Yikes!

This irreverent piece from the diary of a Lawyer is meant to amuse, chal-lenge and educate you. It is not legal advice.

The responses of children (physiological or otherwise) tend to be less restrained than those of adults. This means that their reactions to things, such as allergies and sensitivities, generally tend to be more ob-vious and more acute.

As humanity evolves, more sensitive people are born into this world. A more sensitive

child is more reactive to the chaos, noise and electromagnetic disorganization of the mod-ern world. More and more children are diag-nosed with attention defi cit disorder (ADD) because they are easily distracted or over-stimulated, and are easily affected by chaos in the classroom and elsewhere. Our modern world is abrasive and disruptive to the mind of a sensitive person.

Do these children need treatment, or does society need to change? In my opinion, society needs to change. In the meantime, we must treat these children so they can live and thrive in this chaotic world. As do pets, children tend to refl ect the chaos and ill-ness of their parents. Treating their parents is often still the best option. For children, a calm and orderly home is often helpful.

Too much time spent around noise, televisions, computers and other electronic devices is chaotic and harmful. This does not mean that these things should be banned outright, but rather they should be used in moderation. Children, like adults, may become addicted to things they are sensitive or allergic to.

Allergies in children are usually an inherited pattern, which is brought into symptomatic manifestation by a number of interactive factors, in-cluding vaccinations, antibiotics and other drugs. Parental smoking and drug use affect children as well. Toxic laundry chemicals and household cleaners should be avoided. Many skin rashes in children can be caused by laundry chemicals. Using pure, simple soaps and cleaners such as those found in health food stores can make a signifi cant difference in the long-term health of a child. Organic foods also make a very signifi -cant difference.

It is wise to avoid metal dental work in children’s mouths. It is also wise for children to avoid artifi cial colors, fl avors and sweeteners, as well as excessive refi ned fl our products and refi ned sugars. Once again, mod-eration is key in all things. Children need to have physical exercise and spend time outdoors.

They need a healthy relationship with nature, and they need to un-derstand themselves as part of nature. This is not intended to put the child in opposition to society and the modern world, but to keep the child connected to that which is sustainable and long-term. The chaos of the modern world cannot last indefi nitely. The treatment of children requires specialized training in acupuncture and other allergy treat-ment methods.

If you seek a practitioner to treat your child, be sure the practitioner is trained in treating children. More subtle methods of treatment are best for sensitive children. Choose your practitioner - and your choice of treatment - wisely.

The 2010 FIFA World Cup will be the 19th FIFA World Cup, the premier international football tournament. It is scheduled to take place between 11 June and 11 July 2010 in South Africa. The 2010 FIFA World Cup will be the culmination of a qualifi cation process that began in August 2007 and involved 204 of the 208 FIFA national teams. As such, it matches the 2008 Summer Olympics as the sports event with the most compet-ing nations.

This will be the fi rst time that the tournament has been hosted by an African nation, after South Africa beat Morocco and Egypt in an all-African bidding process. Italy are the defending champions. The draw for the fi nals took place on 4 December 2009 in Cape Town.

Host selection

Africa was chosen as the host for the 2010 World Cup as part of a new policy to rotate the event between football confederations (which was later abandoned in October 2007). Five African nations placed bids to host the 2010 World Cup:

• Egypt • Libya / Tunisia (co-host-

ing) • Morocco • South Africa

Following the decision of the FIFA Executive Committee not to al-low co-hosted tournaments, Tunisia withdrew from the bidding process. The committee also decided not to consider Libya’s solo bid as it no lon-ger met all the stipulations laid down in the offi cial List of Requirements.

After one round of voting, the winning bid was announced by FIFA president Sepp Blatter at a media conference on 15 May 2004 in Zürich.

South Africa was awarded the rights to host the tournament, defeating Morocco and Egypt.[1]

Voting Results

South Africa 14 Morocco 10 Egypt 0• Tunisia withdrew on 8 May 2004

after joint bidding was not allowed • Libya bid was rejected: bid did

not meet the list of requirements and joint bidding was not allowed

Qualifi cation

As the host nation, South Africa qualifi es automatically for the tour-nament. However, South Africa did participate in World Cup qualifi ers because the CAF qualifi ers also serve as the qualifying tournament for the 2010 African Cup of Nations.

They were the fi rst host since

1934 to participate in preliminary qualifying. As happened in the pre-vious tournament, the defending champions were not given an auto-matic berth, and Italy had to partici-pate in qualifi cation.

The qualifi cation draw for the 2010 World Cup was held in Durban, South Africa, on 25 November 2007.

List of qualifi ed teams

The following 32 teams qualifi ed for the fi nal tournament.

AFC (4) • Australia • Japan

• Korea DPR • Korea Republic CAF (5+1) • Algeria • Cameroon • Côte d’Ivoire • Ghana • Nigeria • South Afr ica (hosts)

CONCACAF (3) • Honduras • Mexico • United States CONMEBOL (5) • Argentina • Brazil • Chile • Paraguay • Uruguay OFC (1) • New Zealand UEFA (13) • Denmark • England • France • Germany • Greece • Italy

• Netherlands • Portugal • Serbia • Slovakia • Slovenia • Spain • Switzerland

Qualifi ed countries in green

This is the fi rst World Cup with no debutant associations, although two of the qualifi ers (Slovakia and Serbia) have previously appeared only as parts of former competing nations. In both cases FIFA considers these teams to have retained the earlier

nations’ records.

Based on the October 2009 rank-ings used for the main draw, South Africa at 86 were the lowest ranked team in the tournament.[2]

Qualifying match con-troversies

Controversy surrounded several of the fi nal qualifi cation matches in November 2009.

In the second leg of the play-off between France and the Republic of Ireland French captain Thierry Hen-ry, unseen by the referee, illegally handled the ball in the lead up to the winning goal, which saw France make the fi nal 32 teams ahead of Ireland. The incident caused wide-spread debate on FIFA Fair Play, and how matches should be refereed at the highest level.

The Football Association of Ire-

land (FAI) requested a replay on grounds of fairness, but this was de-nied by FIFA under the Laws of the Game.[3] A widely reported later re-quest by Ireland to be included as an unprecedented 33rd World Cup en-trant was later withdrawn by the FAI, and dismissed by the FAI as periph-eral to their other more substantial petitions for change in world football made to FIFA.[4][5] Costa Rica also complained over Uruguay’s winning goal in the CONMEBOL–CONCACAF playoff.[6]

Ontario is taking steps to become the destination of choice for interna-

tional students by protecting the excel-lence of its post-secondary education and making it easier for international PhD students to stay in the province.

The province intends to introduce amendments to the Post-Secondary Ed-ucation Choice and Excellence Act that would, if passed, allow the government to better protect students and safeguard the quality of post-secondary educa-tion in Ontario. The amendments would strengthen the province’s ability to shut

down unscrupulous and unauthorized educational organi-zations and prevent them from taking advantage of Inter-national and Ontario students.

Changes have also been made to the Opportunities Ontario: Provincial Nominee Program to make it easier for highly skilled Ontario-trained international PhD graduates to stay in the province. These graduates will no longer need an of-fer of employment to

apply to the program to be fast-tracked for permanent residence.

These changes support the Ontario government’s fi ve-year Open Ontario plan to build a stronger economy by cre-ating new opportunities in our schools, colleges, universities and trades. As part of this plan, the government will aggres-sively promote Ontario’s postsecondary schools abroad and increase interna-tional enrolment by 50 per cent while guaranteeing spaces for qualifi ed On-tario students.

His 7 Success Secrets for Canadian Immigrants are:

1) Learn English - Many new immi-grants speak English but they need to perfect their English to be well under-stand by English speaking Canadians and to excel the Canadian workplace. Al-though one may speak English in his/her native country, it may not be at the same level as Canada.

Be open to do what you can to im-prove your English Speaking skills - take upgrading courses, join Toastmasters, listen to English speaking talk stations including CBC radio and watch English news. Make friends with English speak-ing people and try to speak English as much as possible.

2) Stay Positive - Coming to Canada and fi nding work and integrating into a new society can be very challenging. The people who stay positive and look upon their new experiences in a positive light and a new adventure will be in a better situation. You will come across negative people in Canada as there are in every country - for every negative person you have in your life, you need to add a posi-tive person. Surround yourself with posi-tive people - there are many naysayers. These people are not going to help you. The positive people will help your atti-tude and your outlook.

3) Embrace Canada - You have made a big move to come to Canada - be a part of your new country and know as much as you can about it - whether it be news, sports or politics.

2010 FIFA World Cup...

From page 24

There was crowd trouble around two matches between Egypt and Algeria, with the Algerian team bus stoned before the fi rst in Cairo, and reports of Egyptian fans ambushed after the second in Khartoum. Local media made lurid reports, and dip-lomatic relations between the coun-tries nosedived.

On 2 December, FIFA called an extraordinary general meeting of the Executive Committee. The Alge-ria–Egypt episode was assigned to a subcommittee for further investiga-tion. FIFA announced they would be setting up an inquiry into technol-ogy and extra offi cials in the game, but they did not announce a widely expected move of the fast-tracked introduction of goal-line referee’s as-sistants, already being trialled in the Europa League, and confi rmed the competition in South Africa would be offi ciated as normal with a ref-eree, two assistants, and a fourth of-fi cial.[7] On the subject of fair Play, FIFA President Sepp Blatter said:

I appeal to all the players and

coaches to observe this fair play. In 2010 we want to prove that football is more than just kicking a ball but has social and cultural value...So we ask the players ‘please observe fair play’ so they will be an example to the rest of the world[8]

Prize money and club payments

The total prize money on offer for the tournament was confi rmed by FIFA as $420 million, a 60 per cent increase on the 2006 tourna-ment. Before the tournament, each participating team would receive $1 million, for preparation costs. Once at the tournament, teams exiting at the group stage would receive $8 million. Thereafter, the prize money would be distributed as follows:

• $9 million - Round of 16 • $18 million - Quarter-fi nals • $20 million - Semi-fi nals • $24 million - Runners up • $30 million - Winners

In a fi rst for the World Cup, there would also be payments made by FIFA to the domestic clubs of the players representing their national teams at the tournament. This would see a total of 26 million being paid

to domestic clubs, amounting to just over 1,000 per player per day. [2]

This was the result of an agree-ment reached in 2008 between FIFA and European clubs to disband the G-14 and drop their claims for com-pensation dating back to 2005 over the fi nancial cost of injuries sus-tained to their players while on in-ternational duty, such as that from Belgian club Charleroi S.C. for injury to Morroco’s Abdelmajid Oulmers in a friendly game in 2004, and from English club Newcastle United for an injury to England’s Michael Owen in the 2006 World Cup.

Mascot

Zakumi, the mascot of the 2010 FIFA World Cup

The offi cial mascot for the 2010 FIFA World Cup is Zakumi (born 16 June 1994 (age 15)), an anthropo-morphised leopard with green hair. His name comes from “ZA”, the in-ternational abbreviation for South Africa, and “kumi”, a word that means “ten” in various African languages. The mascot’s colours refl ect those of the host nation’s playing strip – yel-low and green.

Zakumi’s birthdate coincides

with a day known and celebrated as Youth Day in South Africa and their second group match. The year 1994 marks the fi rst non-racial nationwide elections in South Africa. He will turn 16 in 2010.

The Zakumi’s offi cial motto is: “Za-kumi’s game is Fair Play.” The motto was seen in the digital advertise-ment boards during the 2009 FIFA Confederations Cup, and it will also appear at the 2010 FIFA World Cup.

Match ball

Jabulani, the offi cial match ball of the 2010 FIFA World Cup

The match ball for the 2010 FIFA World Cup will be named the “Jabulani”, made by adidas, which means “bringing joy to everyone” in isiZulu. The number eleven plays a prominent role in the new technologically advanced ball: it is the eleventh World Cup match ball made by the German sports equipment maker; it features eleven colours, one for each player on the pitch; and there are eleven offi cial languages of South Africa.

Also, the event will start on the elev-enth day of June and end on the elev-enth day of July. There have already been critics on the ball. FC Barcelona’s goal-keeper, Víctor Valdés, said: “I’m scared about the ball, it’s unpredictable”.
